Illinois EPA releases ‘Comprehensive Climate Action Plan’ to reach ‘net zero’ emissions By Peter Hancock

SPRINGFIELD — Illinois has made substantial progress in reducing greenhouse gas emissions in recent years, but it is not yet on track to meet its goal of reaching net-zero emissions by 2050. T hat’s t he conclusion of a new Comprehensive Climate Action Plan released this month by the Illinois Environmental Protection Agency. To reach that goal, the report suggests Illinois will need to enact significant changes across virtually every sector of its economy, including transportation, building construction, manufacturing, agriculture and waste disposal. “Illinoisans are seeing the extreme heat and storms climate change has brought to our doorstep this summer,” Illinois Climate Advisor JC Kibbey said in a statement announcing the report. “We are feeling the high, unpredictable costs of fossil fuel every time we reach for our wallets. This plan shows the great progress we’ve made on climate and clean energy — and how much more we have left to do.” In 2024, the U.S. Environmental Protection Agency awarded Illinois a $430 million grant to implement programs to reduce greenhouse gas emissions. That money came through the federal Climate Pollution Reduction Grant program, which was an element of then-President Joe Biden’s signature Inflation Reduction Act. The Comprehensive Climate Action Plan is intended to provide a roadmap for Illinois to reduce its carbon footprint to as little as 72% below its 2005 baseline. It also outlines two scenarios under which Illinois could virtually eliminate all carbon emissions. Those would involve a combination of incentive packages and regulatory changes that would affect nearly every sector of the economy. But doing so, the report suggests, would produce $21 billion a year in net economic benefits.
Current policies
According to the document, Illinois cut its net greenhouse gas emissions by 32% from 2005 to 2023. That was due mainly to a shift in electric generation toward natural gas and renewable sources such as wind and solar power. The transportation industry also saw significant reductions due to improved
fuel efficiency standards and the gradual adoption of electric vehicles. Those trends are expected to continue into the future as long, the report states, as Illinois adheres to its current policies such as the 2021 Climate and Equitable Jobs Act, which calls for the complete elimination of carbon-emitting power production by 2050, and the state’s Electric Vehicle Rebate Program, which offers incentives for lower-income consumers to switch to electric vehicles. But they will not be enough to reach the goal of net-zero emissions by 2050, according to the report. At best, without any additional policy changes, the report estimates net carbon emissions will only fall to 133 million metric tons by 2050, a 53% reduction below the 2005 baseline.
Path to further reductions
The document outlines a laundry list of additional actions Illinois could take to reduce its carbon footprint even further, starting with providing rebates and other incentives to convert all forms of commercial vehicles, including mediumand heavy-duty vehicles, to electric. It also proposes new regulations on residential and commercial buildings. Those include adopting clean heat standards that would require a 22% reduction in emissions from natural gas by 2035, offering subsidies to install heat pumps in residential homes, adopting all-electric construction codes for new construction and phasing out gasoline-powered lawn and landscaping equipment by 2035. It also proposes additional regulations for industrial activities such as requiring net zero emissions from cement production by 2050 and requiring reductions in emissions intensity of cement, glass, iron and steel used in public construction. The plan also proposes stronger methane monitoring and abatement regulations for landfills and additional incentives for farmers to adopt practices that reduce carbon dioxide emissions. The report estimates that adopting all the measures outlined in the plan would reduce the state’s carbon footprint to 79 million metric tons, or 72% below 2024 levels. The document also outlines t wo scenarios for achieving a complete “net zero” footprint by 2050, both requiring high levels of energy efficiency and replacing fossil fuels with electrification or other kinds of renewable fuels. One plan, called the “moderate effi-
ciency and flexibility” scenario, assumes full electrification of buildings by 2050 with 32% of households using hybrid heat pumps. It also assumes a rapid expansion of electric vehicles. The “high efficiency and flexibility” scenario places greater emphasis on reducing energy demand. It calls for shifting the focus of new residential development to multifamily buildings instead of single-family homes to reduce heating and cooling loads. It also calls for higher density development and increased reliance on public transportation to reduce the overall number of vehicle miles traveled on roads.
Costs and benefits
The report acknowledges that adopting the policies it outlines would require substantial new investments from the state, private industry and consumers. Those include costs for new infrastructure, vehicles, heat pumps and alternative fuels, to name a few. But the report says those investments will also yield long-term cost savings from reduced fossil fuel consumption, greater efficiencies, reduced greenhouse gas emissions and improved health and air quality benefits. It estimates the improvements in air quality alone would lead to between 392 and 631 fewer premature deaths per year. That translates to between $8.8 and $13.8 billion in avoided healthcare costs and increased worker productivity. “Including the monetized benefits of reduced (greenhouse gas) emissions and health benefits, the total annual net benefit of the Increased State Action scenario reaches $21 billion by 2050,” the report concludes. “Since adoption of the Climate and Equitable Jobs Act, Illinois has been a national leader in addressing carbon emissions, particularly from the energy and transportation sectors,” Illinois EPA Director James Jennings said in a statement. “The (Comprehensive Climate Action Plan) builds on these past successes by identifying a path for Illinois to achieve significant reductions in climate change-causing greenhouse gases and meet the state’s long term climate goals.”. China and the US are competing for AI dominance but have shared concerns over safety By Chan Ho-Him Associated Press
HONG KONG (AP) — U.S. President Donald Trump and Chinese leader Xi Jinping, leaders of rival nations in a race to dominate artificial intelligence, are expected to meet this week against a backdrop of rising concerns about the threats that rogue AI could pose to humanity. The hopes for finding common ground on concerns around global AI safety are clouded by competition between the two countries. As China narrows the technology gap with the U.S., each country has expressed concern over how AI in the other’s hands could hurt them. “The U.S.-China conversation in AI is getting caught in the ups and downs in the broader U.S.-China relationship,” said Scott Singer, co-director of the China AI Initiative at the Carnegie Endowment for International Peace. On Sunday, U.S. Treasury Secretary Scott Bessent said after talks in New York with Chinese Vice Premier He Lifeng ahead of the meeting between Trump and Xi that the two countries discussed the setting up of a mechanism on AI dialogue and proposed a new “notification mechanism” for AI incidents that could impact national security. Here is a look at some topics that may – or may not – come up for discussion around AI.
Communicating about AI emergencies is one focus
The agenda could focus on AI risks that could harm both countries, such as AI-enabled cyberattacks, biological misuse, major model failures or loss of human control, said Sun Chenghao, a sen ior fel low at t he Center for International Security and Strategy at Tsinghua University in Beijing. In that case, “there is still meaningful room for cooperation,” Sun said. “It would be a mistake to dismiss the entire safety debate as geopolitical competition,” Sun said. “China itself is paying growing attention to loss-ofcontrol risks, malicious use, cyber threats and the safety of AI agents.” Bessent said after his meeting with He that the U.S. proposed a notification mechanism between the United States and China, such as when there are incidents that rises up to the national security level from AI. “We want a shared vision of common goals and common threats,” he told reporters.
Michael Kratsios, Trump’s science and technology adviser, told Fox News Sunday it’s important to have conversations with China about AI. “The key thing that we want to talk to them about is avoiding shared risks, and that’s something that I think we can have a fruitful conversation on,” Kratsios said. Both governments are concerned about how AI could be used to attack critical infrastructure. In China, AI governance documents identify finance, electricity, telecommunications and transportation as areas potentially exposed to frontier-AI risks, Sun said. The Chinese side has shown real interest in discussing issues like AI and cyber incident information sharing with U.S. experts, said Samm Sacks, a senior fellow at the Johns Hopkins School of Advanced International Studies’ Institute for America, China, and the Future of Global Affairs. If the two countries can discuss how to report and communicate in the event of an AI-related emergency, said Xiao Qian, vice dean of the Institute for AI International Governance at Tsinghua University, “it can help the two countries to build technical confidence over time.”
US export controls affect China’s AI development
Trump has repeatedly said “whoever wins AI, wins.” He has insisted the U.S. needs to keep a technological edge over China and downplayed calls by American tech leaders to slow AI’s development over safety concerns. Beijing, in turn, has accused the U.S. of pursuing an AI monopoly as it curbs China’s AI growth including in restricting its access to the world’s most advanced chips. At the meeting, any loosening of U.S. export controls on advanced technologies related to AI is likely to be off the table, said Alfredo Montufar-Helu with the consultancy Ankura. With each country seeking competitive advantages in so many areas, Montufar-Helu said the room for U.S. and China to collaborate on AI is “quite narrow.” In his essay this month calling for an AI slowdown, Anthropic CEO Dario Amodei called on the U.S. to continue seeking ways to limit Chinese AI development. China’s Ministry of Foreign Affairs said Amodei’s warnings about China were confrontational and a form of “fearmongering” and that all parties should work together on AI. Despite the restrictions, Chinese AI
models increasingly challenge American frontier models. Chinese AI models led by Moonshot AI and DeepSeek this year have shown they can be, by some measures, as powerful as those of U.S. rivals like Anthropic and OpenAI, often at a lower cost. Many of them are making inroads globally, including in the U.S. “Export controls have not stopped China from developing frontier-competitive models, but they slow its rate of expansion by limiting the compute it can use to serve users,” said professor Will Cong of Nanyang Technological University in Singapore. Despite the constraints, China’s chip developers have been catching up with the U.S., and companies in China are turning more to domestic chips. That’s giving Xi more confidence in his talks with Trump, George Chen with The Asia Group said.
Accusations of ‘distillation’ are a sore spot
U.S. claims that China is ripping off American AI technology are another sore spot in the relationship. The U.S. government and AI companies have stepped up allegations of “malicious” extraction of capabilities, or “distillation,” from top American AI models, claims that Chinese officials have rejected. Anthropic has accused Chinese AI models of DeepSeek and Moonshot of routing a number of their user requests to its Claude AI models. Chinese labs are likely attempting to “piggyback on the massive training and inference infrastructure of their U.S. rivals” given how U.S. restrictions are limiting China’s compute power, Rebecca Arcesati, with the Mercator Institute for China Studies, said. Chinese officials and some technology analysts have argued that distillation is not uncommon across the AI industry and is not the main explanation behind Chinese models’ improving capabilities and ability to innovate. Beijing, meanwhile, has expressed worries over threats to China’s critical infrastructure from American AI, including Anthropic’s powerful Claude Mythos, and more broadly, the risk of AI’s aiding of spreading of political misinformation and potentially challenging its governance. “We cannot expect meaningful cooperation on AI safety if one side increasingly treats the other side’s technological progress as a national security threat,” Xiao said. Disagreements between the U.S. and China “make dialogue even more necessary,” she added.

Illinois asks for FEMA help after August storms By Ben Szalinski

Illinois is asking the federal government for help recovering from August storms that left a trail of destruction through Chicago’s south suburbs and several central Illinois counties. Gov. JB Pritzker requested a presidential major disaster declaration from the Federal Emergency Management Agency on Tuesday for eight counties hit by tornadoes, high winds and flooding in mid-August. He also extended the state’s disaster proclamation for another month to continue making extra resources available to impacted communities. “I will always fight to secure all available federal resources needed most by our communities, especially when the evidence gathered through the damage assessment is clear to pursue it,” Pritzker said in a statement. “Given the scale and severity of destruction in communities across our state, I fully expect our request for FEMA aid to be granted.” T h e g o v e r n o r ’s r e q u e s t c o v e r s Champaign, Cook, Ford, Fulton, McLean, Tazewell, Vermilion and Will counties. It comes after the state completed a preliminary damage assessment and determined the areas should meet the
threshold for federal assistance and the damage is beyond the state’s ability to handle by itself. On Aug. 11, a storm produced tornadoes and wind gusts approaching 100 mph in southern Cook County and Will County, according to the National Weather Service. Many of those same communities were slammed by tornadoes and high winds on July 27 and were still recovering. More storms on Aug. 13 brought significant wind damage to McLean County, where the Normal Fire Department said it set a new record for most calls during a 24-hour shift. Many communities in central Illinois reported flooding from another round of storms on Aug. 14. If FEMA approves Pritzker’s request, the agency’s individual assistance program would be available to residents in counties impacted by the storms. The program provides grants for temporary housing or home repairs, loans to cover uninsured property losses, and other help for business owners. Local governments would also be able to use FEMA’s public assistance program to repair infrastructure and receive reimbursements for debris removal and emergency responses to the storms.
No guarantee
It’s no sure thing the federal government will approve Illinois’ request. A Politico analysis earlier this year found Democrat-led states saw just 23% of their disaster requests granted in the first year of Trump’s second term, compared to 89% for their Republican counterparts. Under the past six administrations — including Trump’s first term — states led by either party saw similar rates of approval, between 70% and 90%. The analysis also found the administration takes twice as long to issue decisions on requests from blue states. The federal government denied Illinois’ most recent requests for FEMA assistance in 2025 after parts of Chicago and the suburbs were hit hard by storms and flooding. The agency determined that both of these events did not qualify for federal aid. Illinois also leads the nation in tornadoes, with 210 confirmed so far this year. Though many communities have been hard hit, the state has not asked FEMA for help until now. Instead, Pritzker asked for and received help from the U.S. Small Business Administration after six storm events this year. President Donald Trump’s administration has sought to raise the threshold for events to qualify for FEMA disaster
assistance. A review council recommended earlier this year that the agency raise the threshold for events to qualify as a federal disaster by 50%, which would’ve saved the federal government $1.5 billion in disaster relief between 2012 and 2025, according to NPR. August’s storms also ushered in some political hot air. Pritzker’s Republican opponent, Darren Bailey, quickly visited communities impacted by the storms to declare Pritzker abdicated his duty by attending State Fair festivities on the same day instead. The governor visited storm-impacted residents in Lansing later that week, but Bailey said Pritzker should’ve already asked for FEMA’s help. A state disaster declaration is “the kickoff of our attempt to get federal money,” Pritzker said at an Aug. 14 news conference. “That’s the signal. Fall is a great time to start composting By Grant McCarty Contributor
With cooler temperatures arriving and gardens beginning to wind down, you may be turning your attention to fall cleanup. My okra, tomatoes, and squash have wrapped up with pumpkins curing currently. While most trees have not yet dropped their leaves, now is a good time to start planning a compost pile for the weeks ahead. One of the most common questions I receive is what to do with all the plant material left behind at the end of the growing season. In many cases, those spent vegetable plants, grass clippings, and fallen leaves can be transformed into a really good resource for next year’s garden through composting. Compost is one of the best additions you can make to garden soil. Rather than
serving primarily as a fertilizer, compost helps feed the good microorganisms responsible for breaking down organic matter and releasing nutrients. It also increases soil organic matter, improves soil structure, and enhances the soil’s ability to hold water. Over time, regular additions of compost can help reduce soil compaction and improve overall soil health. One common misconception is that compost can replace fertilizer. While compost does contain nutrients, they are typically present at relatively low levels. Vegetable crops often require greater amounts of nutrients than compost alone can provide. I often encourage growers to think of compost as a soil-building tool and fertilizer as a nutrient-supplying tool. Both have important roles in a productive garden.
Starting a compost pile is relatively simple. Green materials, which provide nitrogen, include vegetable plant debris, fresh grass clippings, and fruit and vegetable scraps from the kitchen. Brown materials, which provide carbon, include fallen leaves, straw, shredded paper, and small twigs. Aim for roughly two to three parts brown materials to one part green materials by volume. Shredding leaves and chopping larger materials into smaller pieces can help speed decomposition. As you clean up the garden, avoid adding heavily diseased plants to the pile unless you are confident it will reach temperatures high enough to kill plant pathogens. Likewise, leave out mature weed seed heads, as some seeds may survive the composting process and create problems later. Fruit and vegetable scraps are excellent additions, but meat,
dairy products, fats, and oils should be avoided. Compost can be made in a simple pile, a purchased compost bin, or a homemade three-bin system. Many gardeners I know start with a single pile and add materials as they become available. Larger systems can make it easier to manage different stages of decomposition and provide a steady supply of finished compost. A compost pile may not look like much when it first gets started, but with time and the right mix of ingredients, it can transform garden and landscape debris into one of the most valuable resources for improving soil health and garden productivity. A basic environmental concern is that humans are consuming natural resources at a rate faster than nature can replace them and releasing wastes at volumes and forms beyond the ability of nature to process them. A rational response to the problem would focus on having fewer people consuming less energy and material resources. From an environmental perspective the world has been described as being in overshoot and needs to reduce population growth and resource consumption to become sustainable. In 1972, a study was produced illustrating that given the existing trends the world will eventually reach the limits to economic growth on this planet, The updates of the study continues to point out the need to change the human development trends to avoid the dire consequences for people, other life forms and the planet from the scale and scope
of the ever expanding human enterprise. Since economic growth is dependent on energy it is a keen topic of interest, Fossil fuels are the driving force behind economic grow th and the leading contributors to environmental deterioration, A major adverse consequence of our massive consumption of fossil fuels is the release of climate changing gases which are warming the planet and increasing the frequency and intensity of extreme storms, droughts, floods, heat waves which kill life forms and cause extensive damage to the existing infrastructure. As global economic development expands the competition for access to the dwindling availability of energy and mineral resources increases the risk of war between sources competing over increasing scarce resources supplies. Following 2001 attack on the Twin Towers in New York Micheal T. Klare wrote the book Resource Wars. A major concern of Klare’s was the relentless increase in global resource demand along with the increasing scarci-
ty of the resources would lead to increased competition over the control of such resources. As the competition intensified it could lead to military actions to secure the desired resources. Such conflicts would occur between competing forces within countries and between countries. As one of the world’s major oil producing areas. The Persian Gulf Region was seen as the most likely place for an oil conflict to occur and it has with major consequences on the global economy, humanity and the planet. The wars have expand ed throughout the region producing political turmoil. There are other regions of the world in which the conflicts over energy and other resources already exists and could intensify. The oil resources of the Caspian sea is another area where military conflicts are ongoing and are likely to expand. Another oil rich area is in the South China Sea which could also result in military conflicts. To meet some of its energy needs many countries are turning to nuclear power to
generate electricity. Of concern is whether turning to nuclear power increase the spread of nuclear weapons. Finding peaceful solutions to resource scarcity is an option but requires cooperation between the parties involved in the conflict including their citizens. As citizens many of us had experiences in which we had to cut back on discretionary spending to pay for the cost of meeting our essential needs. Countries have also faced situations were rationing was imposed on citizens to save resources in times of war or resource shortages. We have also experienced a shortened work week to reduce resource consumption. Accepting limits on consumption is a proven means to reduce scarcity both in times of war and peace. For peace to prevail the parties involved have to agree on the solution. If economic growth remains the dominant goal of cooperate and government leaders and their citizens one is left to wonder how resource wars will be avoided.

Ole Miss up to No. 4 in AP Top 25 with win over LSU, Tigers slip to No. 10, SEC has 10 teams ranked By Eric Olson Associated Press
Mississippi moved into the top five with its win over LSU, the Tigers stayed in the top 10, and Florida and Mississippi State cracked the rankings to give the Southeastern Conference 10 teams in The Associated Press Top 25 college football poll released Sunday. The Rebels, who held off Lane Kiffin and LSU 32-24 on Saturday night, jumped over the Tigers and three other teams to land at No. 4 for their first top-five ranking since they were No. 3 in the final poll last season. LSU slipped three spots to No. 10. Texas was No. 1 for the second straight week and followed by Georgia, Notre Dame, Ole Miss and Indiana. Miami, Ohio State, Alabama, BYU and LSU completed the top 10. The Longhorns followed up their win over Ohio State with a solid 30-6 victory over UTSA and topped the ballots of 58 of the 69 media members on the Top 25 voting panel. Indiana got four first-place votes, Georgia and Ole Miss three apiece and Miami one. Louisville was the biggest gainer, rising seven spots to No. 16 after its 41-31 victory over SMU, which dropped six rungs to No. 22. Texas A&M took the biggest fall, going from No. 9 to No. 23 after its 31-21 home
loss to unranked Kentucky. This week’s Top 25 marked the seventh time in the poll’s history the SEC has had at least 10 teams ranked in a regular-season poll. The SEC had a record 11 ranked teams in back-to-back polls last September. In and out No. 21 Florida made its season debut in the rankings following a 44-39 road win over Auburn. The Gators are 3-0 for the first time since 2019 under first-year coach Jon Sumrall and in the Top 25 for the first time since Sept. 2, 2025. No. 24 Mississippi State is in the Top 25 for the first time since 2022, when its coach was Mike Leach. That team was No. 20 in the final poll. Jeff Lebby’s Bulldogs, led by rising star quarterback Kamario Taylor, has won back-to-back road games for the first time since 2014, erasing a 16-point deficit to beat South Carolina 41-34. Oklahoma struggled offensively for a second straight game in its 14-6 win over New Mexico and went from No. 24 to out of the Top 25. Virginia, which had been No. 25 two straight weeks, was knocked out after losing 38-27 to West Virginia.

In Buffalo and elsewhere, NFL players find grass to be the better choice over artificial turf By John Wawrow Associated Press
ORCHARD PARK, N.Y. (AP) — For Josh Allen, the grass is most definitely greener across the street. As the Buffalo Bills moved closer to their first regular-season game Thursday in their new Highmark Stadium, the quarterback looked forward to not having to deal with the added wear and tear his body previously experienced playing on the artificial turf of the team’s now-demolished old facility. “I’ve gotten numerous, numerous burns on my legs from artificial turf, to the point I can’t sleep at night because it’s bubbling over. It’s very painful,” Allen said, noting he still feels it after the Bills practice on the turf inside their fieldhouse. “If I could snap my fingers and make every field grass, that’s what I would do for sure.” The new Bills stadium and Allen’s comments reflect an increasingly heated debate in the league over whether teams should play on artificial turf or natural grass. It follows a World Cup in which tou r na ment org a n i zer s ma ndate d converting seven NFL stadiums from turf to grass, only to switch back to artificial surfaces for the pro football season.
Players overwhelmingly support grass
NFL players and their union overwhelmingly favor natural grass and are perplexed about why the league’s billionaire owners can’t do what FIFA did for the World Cup. “It’s a little bizarre, but what can you expect?” 49ers defensive lineman Nick Bosa said. As with most debates, it’s about money. Though the NFL does not provide cost figures, it’s widely accepted that artificial turf is much more affordable than grass, which requires year-round maintenance and constant resodding. NFL grass fields generally have a lifespan of about seven events. Artificial fields also require some maintenance to replace infill, and generally have a lifespan of between three to seven years. That still doesn’t square with players, even as the NFL continues trending toward artificial surfaces. “Natural grass isn’t out of reach. Prioritizing players shouldn’t be either!”
Colts running back Jonathan Taylor posted on his X account with the hashtag “WorthTheCost.” With Buffalo, 16 of the NFL’s 30 facilities will feature grass this season, including Green Bay’s Lambeau Field, which is made up of 95% grass and reinforced with polyethylene fibers. Of the 18 NFL facilities built since 2000, 11 have artificial surfaces, and those don’t include Carolina and Tennessee, which recently made the switch to turf. Cost and maintenance appear to play more of a factor than geography, with six of the NFL’s seven coldest markets and all three Florida-based teams featuring grass surfaces. Where there is consensus is that NFL playing surfaces are far more advanced today than 50 years ago when several teams, starting with the Houston Oilers, played on AstroTurf — essentially a thinly padded carpet laid over concrete or asphalt.
NFL/NFLPA set standards for all fields
Nick Pappas, the NFL’s director of field surfaces, said the advancements in turf technology are night and day since the AstroTurf era. The focus now, he said, is the NFL and NFLPA working with all turf manufacturers to establish standards for surfaces based on player feedback and metrics from testing conducted by the league. This led to the league and union jointly releasing a series of standardized playing surface requirements each facility must meet by 2028. The list of criteria covering both playing and practice surfaces includes minimum standards for impact, traction, and guidelines for when to resurface. The objective is to achieve as much consistency as possible across all 30 NFL playing surfaces, whether grass or artificial. “The goal is that we take the emotions out of the material makeup,” Pappas said. “What the composition of the field is should only be secondary to how the field performs.” In the past, Pappas said, the guidelines for field composition were easy to comply with, leading to teams choosing their turf by cutting the best deal with a manufacturer. Now, the league and union are having manufacturers present
their products for testing before being certified. “That’s really the course correction,” Pappas said. “It’s, bring us a product once you believe you’ve met (the criteria). And then we’ll run it through the wringer and get it in front of our athlete and ensure that we feel comfortable putting it into play.” The NFL cites its own studies in saying there has been no significant difference in injury rates when comparing artificial turf and grass over the past three seasons. And last season’s lower-extremity injury rate was half of the average level that occurred from 2018-22. And yet players, and even some NFL owners, prefer grass. That was the case in Las Vegas, where Raiders managing general partner Mark Davis cited player safety as one reason to install grass despite moving into an indoor facility. The same applied in Buffalo, where owner Terry Pegula considered installing natural grass in the team’s old facility before electing to wait until the new one was built.

after divots and worn areas became exposed after just two preseason games and two practices. The Bills elected to resod after their final preseason game to take advantage of a three-plus-week window before their home opener. And they’re expected to resod the field at last once more before the season is over. Pappas called it a trial and error process, because there’s a learning curve involved to determine how grass reacts to a new environment. “Obviously, we were seeing a grass that maybe didn’t have the strength that everybody had hoped for and was pulling apart a little more than expected or preferred,” said Pappas, who personally inspected the Bills’ field before and after the team’s preseason finale last month. “They’ll continue to adapt and make adjustments as they need to. ... And I do anticipate things will continue to improve.” The NFLPA, meantime, applauded the Bills for installing grass in the first place, and sticking with it despite the additional costs involved. Cost isn’t an issue as far as Bills President Pete Guelli is concerned. “I understand the economics of why people want an artificial turf field,” Guelli told The Associated Press. “But if you’re really putting your players first, there’s no other choice but grass.”
