Battery manufacturing plant coming to Illinois –with $530M incentive deal

Lithium-ion plant in Manteno part of state’s ongoing effort to court electric vehicle manufacturing

A new battery manufacturing plant is set to open in northern Illinois next year after the state offered more than $330 million in tax incentives to make it happen.

Gotion, a Chinese battery manufacturing and development company, announced on Friday that it will build a lithium-ion battery manufacturing facility in Manteno, about 50 miles south of Chicago.

The roughly $2 billion project is set to create 2,600 jobs and begin production in 2024. The plant will produce battery cells, battery packs like the kinds used in electric vehicles and large-scale energy storage systems.

Gov. JB Pritzker on Tuesday called the development “the most significant new manufacturing investment in Illinois in decades.”

In total, the state and local governments offered Gotion more than $536 million in incentives and tax breaks, according to Pritzker’s office.

The company is the fifth to make a deal with the state under the two-year-old Reimagining Energy and Vehicles, or REV, program. Under the deal finalized on Thursday, the state will provide $213 million in tax credits to the company over the next 30 years – nearly nine times more than the previous four deals combined. Gotion’s agreement is contingent on a minimum investment of $1.9 billion among other stipulations.

Gotion is also set to receive $125 million for capital funds from a $400 million pot of money overseen by Pritzker’s office that is sometimes referred to as a “closing fund.” This discretionary fund was approved by lawmakers for the current budget year, giving Pritzker the authority to offer businesses incentives to relocate to Illinois beyond those offered in other state programs.

A Pritzker spokesperson said the negotiations between the state and Gotion started approximately 2 years ago.

The company also worked out a deal with Kankakee County to cap the taxes paid on the approximately 150-acre property at $2 million per year for the next 30 years, according to Kankakee County Board Chair Andrew Wheeler.

The chairman of Gotion’s parent company in a statement on Friday said that the group was drawn to Illinois because of “an enabling business environment” and “a supportive state government.”

The company produces lithium iron phosphate cells for groups like Volkswagen. The German automotive manufacturer is the largest single shareholder in Gotion’s parent company, Gotion High-tech, and the two companies share a strategic framework for developing battery cells, according to Volkswagen’s 2022 annual report.

Gotion is also in the process of setting up a plant in Michigan. This has sparked controversy from Republicans in that state, who cite concerns about the company’s Chinese ownership.

Illinois Senate President Don Harmon, D-Oak Park, used Friday’s announcement ceremony to advertise Illinois to other companies looking to select locations for new developments, declaring that “Illinois is open for business.”

“We are a leader in the Midwest of clean energy job creation, putting us on the forefront of a rapidly expanding industry,” Harmon said.

Another player in the deal announced Friday was Intersect Illinois, a public-private partnership set up by former-Gov. Bruce Rauner to attract businesses to Illinois. The group’s CEO, Dan Seals, said his organization helped Gotion with site selection for its Manteno project.

“This is the biggest project I’ve seen in my years of economic development,” he told Capitol News Illinois. “It’s a big deal for the electric vehicle industry, it’s a big deal for Manteno, it’s a big deal for Illinois.”

Seals said the Manteno project’s central location in the U.S. is a key selling point

for EV companies.

“Batteries have strategic value to the electric vehicle industry,” Seals said. “Batteries are heavy. Auto manufacturers don’t want to be too far and have to ship them.”

Earlier this summer, Canadian manufacturer Lion Electric opened a 900,000 square foot factory in Joliet. The plant will focus on building electric buses and trucks and the company says it will eventually have a production capacity of 20,000 vehicles per year.

But the state has also had some misses when it comes to battery manufacturing. U.S. Senator Dick Durbin, a Democrat from Springfield, told reporters in 2021 that there were talks with Samsung to bring a battery manufacturing plant to Bloomington-Normal.

But that plant, a partnership between Samsung and automotive company Stellantis, eventually went to central Indiana. Stellantis later “idled” its Jeep manufacturing plant in Belvidere, citing the rising costs of EV manufacturing as a contributing factor.

In addition to state efforts to court manufacturers, consumers in Illinois are increasingly turning to EVs and other battery-powered cars.

Since 2018, more than 186,000 EVs and hybrid vehicles have been licensed in Illinois, according to data from the secretary of state’s office. There were about 80,000 fully electric cars on Illinois roads as of August 15, about eight times as many as there were at the same time in 2018.

The state of Illinois offers support on the consumer side of the EV equation as well. As part of the 2021 Climate and Equitable Jobs Act, the state gives $4,000 tax rebates for EVs and $1,500 on electric motorcycles.

Google Antitrust Case

Google’s dominance of internet search faces major challenge in legal showdown with regulators

The U.S. government is taking aim at what has been an indomitable empire: Google’s ubiquitous search engine that has become the internet’s main gateway.

The legal attack will swing into full force Tuesday in a Washington D.C. federal courtroom that will serve as the battleground for the biggest U.S. antitrust trial since regulators went after Microsoft and its dominance of personal computer software a quarter century ago.

The 10-week trial before U.S. District Judge Amit Mehta is expected to include potentially revelatory testimony from top executives at Google and its corporate parent Alphabet, as well as other powerful technology companies. Alphabet CEO Sundar Pichai, who succeeded Google co-founder Larry Page in 2019, will be among the most prominent witnesses likely to testify. Court documents also indicate one of Apple’s highest-ranking executives, Eddy Cue, might be called to the stand.

The case against Google mirrors the one brought against Microsoft in many ways, including the existential threat it poses to a renowned tech giant whose products are relied on by billions of people.

The trial is scheduled to continue into late November before its first phase wraps, after which another round of court filings and arguments are expected. Mehta isn’t expected to issue a ruling until early next year. If he decides Google has been breaking the law, it will trigger another trial to determine what measures should be taken to rein in the Mountain View, California, company.

Although Google products such as the Chrome web browser, Gmail, YouTube and online maps all are hugely popular, none have become as indispensable — or as valuable — as the internet search engine invented by Page and a fellow Stanford University graduate student, Sergey Brin, during the late 1990s.

The trial is beginning just a couple weeks after the 25th anniversary of the first investment in the company — a $100,000 check written by Sun Microsystems co-founder Andy Bechtolsheim that enabled Page and Brin to set up shop in a Silicon Valley garage. Today, Google’s corporate parent, Alphabet Inc., is worth $1.7 trillion and employs 182,000 people, with most of

the money coming from $224 billion in annual ad sales flowing through a network of digital services anchored by a search engine that fields billions of queries a day.

Google could be hobbled if the antitrust trial culminates in concessions that undercut its power. One possibility is that the company could be forced to stop paying Apple and other companies to make Google the default search engine on smartphones and computers.

Or the legal battle could cause Google to lose focus. That’s what happened to Microsoft after its antitrust showdown with the Justice Department: Distracted, the software giant struggled to adapt to the impact of internet search and smartphones. Google capitalized on that distraction to leap from its startup roots into an imposing powerhouse.

Nearly three years after filing its antitrust lawsuit during the Trump administration, lawyers from the U.S. Justice Department will try to prove Google has been abusing the power of its search engine to stifle competition in ways that discouraged innovation. Critics say the quality of search results has deteriorated, too, as Google used its engine to sell ads and promote its own products, like Google restaurant reviews instead of those offered by Yelp.

Dozens of state attorneys general, led by Colorado, have waded into the battle and will have a chance to prove Google turned into an illegal monopoly that’s harming consumers.

The crux of the Justice Department’s argument will boil down to its contention that Google’s search engine has become like digital air almost everyone breathes, and that it needs to be cleaned up because the company’s tactics have polluted the atmosphere.

Google’s vast legal team is expected to counter that the company has never stopped improving its search engine, executing its original mission to organize the world’s information and make it universally accessible to anyone with an internet connection. From Google’s perspective, the perpetual improvements explain why most people almost reflexively gravitate to its search engine, a habit that long ago made “Googling” synonymous with looking things up.

Despite commanding about 90% of the internet search market, Google argues

it faces a wide range of competition ranging from other search engines such as Microsoft’s Bing and DuckDuckGo to websites such as Amazon and Yelp, where people research questions about what product to buy or where to eat.

The Justice Department contends Google’s claim that it dominates the market by supplying the best search engine is a canard. They allege Google protects its franchise through a form of payola, shelling out billions of dollars annually to be the default search engine on the iPhone and web browser such as Apple’s Safari and Mozilla’s Firefox.

Regulators also allege Google has illegally rigged the market in its favor by requiring its search engine to be bundled with its Android software for smartphones if the device manufacturers want full access to the Android app store.

By locking in Google’s search engine as the default choice in so many places, the Justice Department contends the company has made it more difficult for people to find the best results as quickly as possible.

Regulators allege the company’s deals ensure Google’s automatic access to billions of queries that provide data for its search engine, while boxing out Bing and DuckDuckGo from getting information that could help them improve their results.

The tactics have created a toxic situation allowing Google to cram more ads at the top of its search results, increasing its profits and Alphabet’s stock price, according to the Justice Department. That practice requires consumers to dig ever deeper to answer their questions, something that regulators believe could be avoided if rival services were able to collect as much information as Google does through its lock-in agreements.

Google insists that consumers could easily switch their default settings to another search engine.

The company also argues that it does face competition from evolving technology: Microsoft, for example, is baking artificial intelligence from its business partner Open AI into its Bing search engine. That move in early February prodded Google to start equipping its search engine with AI-fueled results too — a sign that the company says shows competition continues to thrive.

Bells toll as the US marks 22 years since 9/11, from ground zero to Alaska

NEW YORK (AP) — With tolling bells, personal tributes and tears, Americans looked back Monday on 9/11 at anniversary observances that stretched from ground zero to small towns.

People gathered at memorials, firehouses, city halls, campuses and elsewhere to observe the 22nd anniversary of the deadliest terror attack on U.S. soil.

“For those of us who lost people on that day, that day is still happening. Everybody else moves on. And you find a way to go forward, but that day is always happening for you,” Edward Edelman said as he arrived at ground zero to honor his slain brother-in-law, Daniel McGinley.

President Joe Biden was due at a ceremony on a military base in Anchorage, Alaska. His visit, en route to Washington from a trip to India and Vietnam, is a reminder that the impact of 9/11 was felt in every corner of the nation, however remote. Nearly 3,000 people were killed when hijacked planes crashed into New York’s World Trade Center, the Pentagon and a Pennsylvania field, in an attack that reshaped American foreign policy and domestic fears.

On that day, “we were one country, one nation, one people, just like it should be. That was the feeling — that everyone came together and did what we could, where we were at, to try to help,” said Eddie Ferguson, the fire-rescue chief in Virginia’s Goochland County.

It’s more than 100 miles (160 kilometers) from the Pentagon and more than three times as far from New York. But a sense of connection is enshrined in a local memorial incorporating steel from the World Trade Center’s destroyed twin towers.

The predominantly rural county of 25,000 people holds not just one but two anniversary commemorations: a morning service focused on first responders and an evening ceremony honoring all the victims.

Other communities across the country pay tribute with moments of silence, tolling bells, candlelight vigils and other activities. In Iowa, a 21-mile (34-kilometer) march was to begin at 9:11 a.m. Monday from the Des Moines suburb of Waukee to the state Capitol. In Columbus, Indiana, 911 dispatchers broadcast a remembrance message to police, fire and EMS radios throughout the 50,000person city, which also holds a public memorial ceremony.

lower the flag at a commemoration in Fenton, Missouri, where a “Heroes Memorial” includes a piece of World Trade Center steel and a plaque honoring 9/11 victim Jessica Leigh Sachs. Some of her relatives live in the St. Louis suburb of 4,000 residents.

“We’re just a little bitty community,” said Mayor Joe Maurath, but “it’s important for us to continue to remember these events. Not just 9/11, but all of the events that make us free.”

New Jersey’s Monmouth County, which was home to some 9/11 victims, made Sept. 11 a holiday this year for county employees so they could attend commemorations.

As another way of marking the anniversary, many Americans do volunteer work on what Congress has designated both Patriot Day and a National Day of Service and Remembrance.

At ground zero, Vice President Kamala Harris joined other dignitaries at the ceremony on the National Sept. 11 Memorial plaza. The event doesn’t feature remarks from political figures, instead giving the podium to victims’ relatives for an hourslong reading of the names of the dead.

Reading the names of those lost “is the biggest honor of my life,” said Gabrielle Gabrielli, who lost her uncle and godfather, Richard Gabrielle.

“We have to keep the memory of everybody who died alive. This is their legacy,” she said. “This is the final resting place. It’s sacred.”

About 1,100 victims have yet to have any remains identified.

Biden, a Democrat, will be the first president to commemorate Sept. 11 in Alaska, or anywhere in the western U.S. He and his predecessors have gone to one or another of the attack sites in most years, though Republican George W. Bush and Democrat Barack Obama each marked the anniversary on the White House lawn at times. Obama followed one of those observances by recognizing the military with a visit to Fort Meade in Maryland.

First lady Jill Biden is due to lay a wreath at the 9/11 memorial at the Pentagon, where workers unfurled a giant American flag over the side of the building Monday morning.

Harris’ husband, Doug Emhoff, is expected at a ceremony at the Flight 93 National Memorial near Shanksville, Pennsylvania, where one of the hijacked jets crashed after passengers tried to storm the cockpit.

Park Service, will offer a new educational video, virtual tour and other materials for teachers to use in classrooms. Educators with a total of more than 10,000 students have registered for access to the free “National Day of Learning” program, which will be available through the fall, organizers say.

“We need to get the word out to the next generation,” said memorial spokesperson Katherine Hostetler, a National Park Service ranger.

Whether you know Ryan Reynolds as a movie star or the guy from the Mint Mobile commercials, you might not realize he’s also a pretty savvy businessman with strong marketing skills. As Lasso fans know, in the United Kingdom, football teams can be promoted or demoted depending on their performance each season. Season two of Welcome to Wrexham tracks their progress

and growth as the team works toward a 5th Division’s National League title and securing promotion to a higher division.

Season two of Welcome to Wrexham kicked off Tuesday, September 12 on FX, and streams on Hulu.

If a sports-themed docuseries isn’t for you, perhaps a scenic revenge thriller is more your style.

Growing great garlic

As garlic curing ends mid-August to wrap up your 2023 season, we wait 6 more weeks to then turn around and plant garlic for the 2024 season. This quick movement between seasons is expected when growing garlic in Northern Illinois. Garlic is one of the main vegetables (or you might call an herb) that we get questions about throughout the spring and summer. Yet the problem with garlic is that we forget that we need to plant it in the fall where it overwinters and is harvested the end of June. If you do not plant at the right time, you will find that your garlic will not grow well for you.

ENERGY & ENVIRONMENT

Garlic should be planted in Northern Illinois in October. Even if you plant in September and mulch, you may have green growth from the garlic beyond the mulch layer and need to add more mulch. Any exposure of the green tips to winter may damage your garlic.

One clove will yield one head of garlic. Basically, this garlic clove is cloning itself to create that garlic bulb. There is a direct correlation between the size of the clove and how the rest of the bulb will develop. If you plant a small clove, expect small cloves in the bulb you harvest in June 2023. You want a hardneck type as these perform well in Northern Illinois. You might try softneck varieties but know

that they still tend to perform poorly even with layers of mulch. Much of that will depend on our winter.

Hardneck varieties that are recommended are ‘Spanish Roja’, ‘Carpathian’, and ‘Georgian Crystal’. Growers I know also like ‘German Porcelain’, ‘Chrysalis Purple’, and ‘Red Chesnok’.

To get garlic for planting, visit a farmers market in your area and talk to the vendor. If you purchase a head of garlic from them, these cloves can be planted in your garden this fall. Garlic can be ordered online from reputable businesses though shipping can be expensive. I typically set aside bulbs from my 2023 harvest to plant in the fall.

As you think about where you want to plant it, keep in mind that garlic has a long growing season. This space will not be available for crops until June/July of next year.

Garlic should be planted twice the height of the clove with spacing 6-8 inches between. You need to mulch. A good mulch layer of 6-8 inches is needed to provide insulation for the garlic as it develops. You may find that you need to keep laying this down in winter months. Straw tends to be the best as it allows for protection and air flow. It is not uncommon to have to reapply a mulch in December.

Decentralized energy

While watching the news in the living room, the TV suddenly went dark and would not turn back on. It was confusing as the TV in the kitchen was still on as were the lights. We thought the TV had failed, then we remembered we have a few circuits that draw power from our battery backup system. Later that evening ComEd notified us that our grid power had been restored. Our grid power service has been very reliable; we are pleased with our service.

The recent scandal regarding government o�cials and Com Ed appears to headed toward a conclusion. The court system is dealing with the issue. We remember earlier financial scandals in Illinois Involving government o�cials from both political parties and in some cases private interests.

Since corruption is always possible,

it is important for the public to monitor utilities to protect consumer interests. In Illinois watchdog organizations like CUB exist to protect public interest. Illinois House Minority Leader Tony McCombie is pressing for greater ethics laws following the most recent scandal.

Our previous article called attention to Renew Wisconsin’s concern about e�orts to reduce economic benefits to future owners of rooftop solar systems there. In our early e�orts to promote solar systems in Illinois much of these systems’ appeal to individuals and communities was the economic benefit of owning them. High upfront cost buys a system which provides 20 or more years of electrical service before it is used.

Owning such a system o�ers a measure of energy security. In areas where grid service has collapsed due to storms, tornadoes, hurricanes, fires, or failures within the grid itself, owners of systems have provided comfort for themselves

while providing assistance to neighbors without electrical service.

The original justification for monopoly control of the grid involved economies of scale. However, large systems can also increase costs due to their complexity, line losses and increased vulnerabilities to disruptions in electrical service. Large grid systems experiencing outages can impose substantial costs on customers.

Technological developments have increased the potential of decentralizing some electrical energy systems to provide more sustainable, resilient electrical service. Energy sources such as solar, wind, hydro, geothermal, fuel cells, and biomass along with energy storage, energy e�ciency and smart grid designs can provide cost e�ective, local energy systems producing energy where it is used. Smaller systems can enable communities to manage their energy demand and supply leading to improved energy e�ciency and resilience.

An Energy Fair keynote speaker from Kansas addressed how they rebuilt their town’s energy systems based on energy e�ciency and solar and wind energy increasing their energy security. In Maine a small community is trying to reestablish its own electrical service after it was sold to a foreign company. Residents have complained of the high cost of electrical service and its decreased reliability since the new management has taken over. Over 30 communities in Illinois secure part of their electrical consumption from community owned power systems. Decentralized energy systems are technically possible but supporting policies are essential for their implementation. Having sources of decentralized electrical production provides a measure of energy security. Rooftop solar systems can provide some energy security to their owners and the communities in which they live; net metering improves the likelihood of their installation.
