Bison, Birds and Prairie Adventures Await at Nachusa Grasslands Fall Festival – Opportunities to explore parts of Nachusa Grasslands that are typically not available to the public — including wagon rides through habitat where more than 100 bison roam — return Saturday, Sept. 19, when The Nature Conservancy hosts its annual Fall Festival. “Few places in Illinois offer the potential to see a free-ranging bison herd of this size while exploring some of the 4,000 acres of restored tallgrass prairie,” said Bill Kleiman, Nachusa Grasslands director. “Our Fall Festival gives us the opportunity to invite the community to experience this landscape firsthand, learn from the dedicated stewards who help care for it and see how conservation is bringing native plants and wildlife back to the region.” The festival, which is free and open to the public, will take place from 10 a.m.-4 p.m. at the preserve, which is located three miles northwest of Franklin Grove, at 2075 Lowden Road, just two hours west of Chicago. The day’s activities include wagon rides through the prairie to look for bison, guided exploration hikes at the Visitor Center and 15 steward-guided tours throughout the preserve that feature scenic photo locations, autumn wildflowers, preserve hideaways, native wildlife, sandstone rock formations and more. Additional attractions include a Discovery Tent and the Northern Illinois Raptor Rehab & Education Live Birds of Prey. “September is one of the most beautiful times to visit Nachusa and take in the prairie as it changes with the season, and every tour is different,” Kleiman said. “Whether it’s your first visit or your tenth, from the wildflowers to the bison, there’s always a new discovery waiting out on the grasslands.” This event will be held rain or shine. Admission is free, but parking is $5. Shuttle service also will be available. Headons Fine Meat food truck will be on site with food and beverages for purchase with options for vegetarians, vegans and omnivores. Illinois Capitol renovations ‘a few months behind,’ set to wrap up this winter Architect of the Capitol Andrea Aggertt says the project will be within the $350M budget

SPRINGFIELD — Nearly five years after construction crews started moving dirt on the $350 million renovation of the Illinois State Capitol’s north wing, there are finally glimmers of light at the end of the tunnel. The massive project, which included a rehab of the Illinois Senate chamber, construction of a new underground parking garage and conference room and the creation of a new main entrance with enhanced security features, will wrap up “sometime this winter,” Architect of the Capitol Andrea Aggertt told Capitol News Illinois in an interview this week. “We are slightly behind,” Aggertt said. “As with everything, it’s almost like we’re on an archeological site. You don’t know what you’re going to find until you get into it.” There’s been progress: The Senate returned to its refurbished digs on schedule in January 2025. And the $46 million, 435-space parking garage for legislators and staff opened this spring — more than two years later than anticipated. Under the updated timetable, the entire project will be complete about two years behind schedule. Despite overruns on time, Aggertt said the project, funded by the Rebuild Illinois capital construction program, is “within that budget” and they “don’t anticipate going over that.”

So, they had to pivot, working around those structural components and reallocating floor plans while making sure they would be compliant with the Americans with Disabilities Act. “There have been things that we did not anticipate,” Aggertt said. “We also had staff and members in offices all the way until the time we started construction. So that means our first chance to look behind walls that nobody had seen for 70 years was at that point, and that also led to surprises that we had to overcome, which I’m proud to say that the group that we have working, the general contractors, the subcontractors, all the union tradesmen and women, have done a great job to complete that.” Most of the work inside the north wing is now complete, including the removal of mezzanines added in the 1960s and 1970s that subdivided floors with lofty ceilings. This will result in less office space in the Capitol but restore the building’s original look. Detailing work is done and new carpeting has been installed with furniture to be delivered to the refurbished north wing in the coming months, Aggertt said. A casualty of this restoration? The Capitol office of former President Barack Obama, who served in the Illinois Senate from 1997 to 2004. Aggertt said it would’ve been “impossible” to maintain that one space while gutting everything else around it. “But I can say we’ve saved everything from it down to the carpet and the light fixture,” Aggertt said. “So, if we want to build a replica someday, we documented everything.”

‘Surprises’

What’s left?

By Ben Szalinski

Capitol News Illinois bszalinski@capitolnewsillinois.com

Labor shortages attributed to the COVID-19 pandemic and a scarcity of specific materials necessary to renovate a 150-year-old building contributed to the slowdown, Aggertt said. Not to mention the weather. Multiple heavy rain events this summer set the construction timeline back another several weeks. And then there were several unanticipated “surprises” that Aggertt and her team were confronted with as construction progressed. Among them: The discovery of wrought iron trusses that were apparently hidden behind walls for more than a century. Their presence was not even unearthed during the last major renovation of the north wing in the 1970s. But the trusses, it turns out, play a critical role supporting the Capitol’s mansard roof.

The renovations of the third through sixth floors is complete with construction still wrapping up on the first and second floors along with the new underground conference center and welcome center, Aggertt said. Those passing, driving or walking by will notice that work has finally begun on the removal of the paved north drive. Its tear-up had been pushed to the back of the queue so construction crews could utilize it. The drive once included parking spots for senators and staff and was a popular pick-up and drop-off location, first with horse-drawn carriages and later cars. But in an era of heightened security threats, the drive allowed cars too close to the building and it will thus be replaced with a sidewalk that’ll allow pedestrian

access to the building from Second and Monroe streets. Security enhancements were a key consideration in the details of the renovation. The new north wing entrance, which will serve as the main gateway into the building, will feature an attached welcome center that will allow the Secretary of State’s police to screen visitors before they enter the Capitol itself. There will be two security lines to better accommodate large groups and a dedicated drop-off lane for tour buses on Monroe Street. The new space will include an information desk, a cafe, public restrooms and a room where visitors can start their tour of the building with an informational video. “Our plan is that when groups do come into the Capitol building, there would hopefully be a video or two that they can watch... about this construction, maybe the original construction” and “some of the more notable officials that have served in the Illinois State Capitol building,” Aggert said. “So I think that’s a really cool way to also educate people about the history and something that we’ve never been able to offer before.” Like any building, the Capitol requires regular upkeep and maintenance, Aggertt said. Before this, the Capitol’s west wing underwent a $50 million renovation between 2011 and 2013. Aggertt said there’s no funding allocated yet for future work, but she said the building’s east wing will need a refurbishment like the north wing within the next decade. They’ll soon need to replace the roof of the Capitol dome, which hasn’t had any major work done on it since the 1970s. If there’s anything she wants people to take away from the renovation, Aggertt said it’s the “beauty of the original architecture.” “So, unfortunately, over the last several decades, mezzanines were added,” and “walls were painted white,” Aggertt said. “So we had the cool opportunity to take a deeper look at all those layers of paint and determine what was originally there. So everyone’s going to be able to see that now.” Capitol News Illinois is a nonprofit, nonpartisan news service that distributes state government coverage to hundreds of news outlets statewide. Hiring burst of 162,000 jobs in August puts the focus squarely back on inflation in the US By Paul Wiseman Associated Press

WASHINGTON (AP) — The U.S. labor market bounced back in August as employers added a surprising 162,000 jobs, ending a summer of lackluster hiring growth with a bang. The unemployment rate remained at a low 4.1%. Hiring far exceeded the 65,000 jobs that forecasters had expected, according to a poll by FactSet. Labor Department revisions also looked good, adding 55,000 to June and July payrolls. Employers created 21,000 jobs in July; the Labor Department had originally reported that they’d cut 23,000. Two months before the midterm elections, President Donald Trump welcomed the strong hiring report Friday. “Great jobs number just announced, breaking all estimates (except mine!) by double and triple - And you haven’t seen anything yet!” Trump wrote in a social media post. But inflation has dominated conversations this year in business and households. Voters are increasingly frustrated by higher costs, particularly fuel prices that have hit record levels since the U.S. and Israel attacked Iran in late February. And meager pay raises have made rising prices more painful for many. Average hourly wages rose 3.1% last month from a year earlier, the weakest year-over-year increase since May 2021. Restaurants and bars added 59,000 jobs last month, construction companies 22,000 and manufacturers 16,000. Factory jobs are up by 58,000 since hitting a recent low in December, the Labor Department noted. And the U.S. labor force — the number of people working or looking for work — jumped by 683,000 last month after falling in June and July. Diane Swonk, chief economist at the tax and consulting firm KPMG, called the report “incredible. It’s a summer heatwave.’’ She noted that a broad measure of the unemployment rate – which includes people so discouraged they’ve given up looking for work and those working part time because they can’t find the full-time jobs they want – dropped to 7.7%, the lowest in more than a year. So far this year, employers — companies, government agencies and nonprofits — have added an average of more than 80,000 jobs a month. That is up from a dismal monthly average of 9,700 last year.

But job creation remains well below the 166,000 monthly jobs that were the norm in 2023 and 2024, let alone the 491,000 a month recorded during the 2021-2022 hiring boom that followed pandemic lockdowns. Hiring has bounced around this year. From May through July, employers added a lackluster average of 38,000 jobs a month. Then came the burst of new jobs in August, which left some economists skeptical. “The rebound in hiring this month is encouraging,’’ wrote Thomas Simons, chief U.S. economist at the investment bank Jefferies, “but we suspect that it’s more of a payback from weakness over the prior three months rather than a sign of significant acceleration.’’ Friday’s report may increase the likelihood that the Federal Reserve will raise its key short-term interest rate when it next meets Sept. 15-16. Solid hiring sends a signal that current borrowing costs aren’t necessarily high enough to restrain the economy and cool inflation. Fed Chair Kevin Warsh said last week that inflation, at 3.7% according to the Fed’s preferred measure, remains too far above the central bank’s 2% target and added that without further progress, the Fed would have “work to do.” With hiring seemingly healthy, the Fed’s focus will shift to a critical inflation report due next week. On Thursday, Fed governor Christopher Waller said he is leaning toward keeping the Fed’s rate unchanged, but would support a hike if inflation comes in high. U.S. employers are contending with a shortage of workers — the result of President Donald Trump’s immigration crackdown and the retirement of baby boomers.

Instead of looking to hire from a diminished pool of available workers, “businesses are increasingly focused on boosting efficiency through technology and AI and increasingly seek to do more with their existing workforce,’’ EY-Parthenon economists Gregory Daco and Lydia Boussour wrote in a commentary this week. The information industry, which includes employers in telecommunications and data processing, lost 23,000 jobs last month and is down 97,000 since the start of 2026, a decline that has arrived as artificial intelligence does work that was once handled by people. Trevor Freel, a senior recruiter at the American Medical Association, said that AI appears to be replacing people in customer service and software development. He asked one job candidate in customer service why he was looking for a new job. The answer: “Well, I got replaced by a robot.’’ Karp & Iancu, a fast-growing Milwaukee law firm that specializes in divorce and family law, has added three employees this month. As technology, specifically AI, changes legal work, managing partner David Iancu said that he’s looking for applicants with technical skills, or those who are willing to learn. But that’s not all. “AI is an incredible tool. It’s not much more than that,’’ said Iancu, whose firm has 55 employees, including 30 lawyers. “It does not substitute for good people or human relationships. I don’t know about you, but when I try to call customer service and I have to talk to a robot – I’m not feeling it ... Especially where people are dealing with something that’s difficult like divorce or medical (problems) – they don’t want AI as a substitute ... I have no plans to replace people with AI.’’

EPA seeks more public comments as it struggles to devise water rule that limits scope on wetlands By Matthew Daly Associated Press

WASHINGTON(AP)—TheEnvironmental Protection Agency is seeking additional public comments as it tries to redefine the scope of the nation’s bedrock clean water law to significantly limit the wetlands it covers. The request, announced Friday, comes nearly a year after the agency proposed a rule defining “waters of the United States,” or WOTUS, based on a 2023 Supreme Court ruling that removed federal protections for vast areas. The plea for new information is highly unusual and reflects the complexity of the water rule, a contentious regulation that has been argued in the courts for decades and reached the Supreme Court twice since 2006. The latest proposal is a “supplemental” rule that EPA said will help it and the U.S. Army Corps of Engineers evaluate a wider range of options as they work toward a final rule that fully implements the Supreme Court’s decision in a case known as Sackett v. EPA. The 2023 ruling sharply limited the federal government’s authority to police

water pollution in certain wetlands. It boosted property rights over concerns about clean water in a ruling in favor of Michael and Chantell Sackett, an Idaho couple who sought to build a house near a lake. The new rule, once made final, will cut “bureaucratic red tape” and protect water quality while “recognizing that states and tribes are best positioned to manage their own water resources,” the EPA said. The rule will provide greater predictability for landowners, farmers, ranchers, energy producers, the technology sector, developers and small businesses, the agency said. The measure will focus on relatively permanent, standing or continuously flowing bodies of water, such as streams, oceans, rivers and lakes, along with wetlands that are directly connected to such bodies of water. “The EPA’s goal is a durable WOTUS definition that follows the law and ends burdensome regulatory uncertainty,” EPA Administrator Lee Zeldin said in a statement. The request for additional comment “reflects our continued commitment to

transparency and public input, ensuring we have fully considered a wide range of potential policy options,” he added. “We look forward to public feedback on this supplemental notice, which will help strengthen the real-world expertise behind the final rule.” The November proposal to rewrite the water rule is among dozens of environmental regulations being rolled back by Republican President Donald Trump’s administration as part of what Zeldin calls a concerted effort to accelerate economic prosperity while putting “ a dagger through the heart of climate change religion.” Critics call the planned water rule a giveaway to ranchers and industrial polluters. “The Trump EPA’s shortsighted push to encourage industries to plow over more wetlands and streams will destroy thousands of miles of waterways critical to wildlife across the United States,” J.W. Glass, a policy specialist at the Center for Biological Diversity, said when the plan was announced last year. The proposed rule will most likely “wipe out life-sustaining waterways in every corner of the nation,” Glass said, and

leave vast stretches of wetlands and other low-lying areas vulnerable to increasingly destructive storm surges driven by climate change. The EPA’s proposal “declares open season” on the nation’s waterways, according to Jon Devine, director of freshwater ecosystems at the nonprofit Natural Resources Defense Council. “The proposal would virtually eliminate protection for freshwater wetlands” and especially hurt the western United States, he said. Zeldin disputes that argument, saying the agency’s proposal strikes a needed balance between federal and state authority. Any lands removed from federal jurisdiction will still face regulation from states and tribes, he said. The EPA and Army Corps will accept public comments for 30 days once the supplemental plan is published in the Federal Register, expected in the next week. The agencies have held three public meetings on the proposed rule, which has generated more than 220,000 comments from a wide range of stakeholders.

Illinois hospitals to lose billions through Medicaid policy change, study finds By Peter Hancock

Capitol News Illinois phancock@capitolnewsillinois.com

SPRINGFIELD — Illinois hospitals stand to lose upwards of $4 billion in revenue over the next several years due to impending changes in Medicaid rules that limit states’ ability to direct higher reimbursement payments to facilities that serve the most vulnerable populations. That’s according to a recent study by KFF, a nonpartisan health policy think tank, as well as estimates by the Illinois Health and Hospital Association. And unless Congress acts to reverse those policies before they take full effect, IHA officials warn, roughly half the hospitals in Illinois could be forced to reduce staff, cut back on services or close altogether. “The governor’s people have consistently said that they don’t have a printing press over in the Capitol, and that they’re not going to be able to fill in this revenue,” David Gross, IHA’s senior vice president for government relations, said in an interview. “So it’s a concern that some of the estimates that have been undertaken in Washington assume that the state’s going to pick up the costs of these cuts.”

State Directed Payments

The upcoming change affects a littleknown practice within Medicaid known as “state directed payments,” or SDPs. Those are supplemental reimbursement rates that some hospitals are paid for specific services. Most states today, including Illinois, operate their Medicaid programs under a “managed care” model. That means they pay for-profit health insurance companies a flat per-person fee each month to manage the care of Medicaid

recipients. Those companies, known as managed care organizations, or MCOs, are then responsible for reimbursing hospitals and other providers for the services they provide. Currently, states are allowed to direct their MCOs to pay higher reimbursement rates to particular hospitals for specific services to help keep those facilities financially viable or to make sure certain services remain available in their communities. “They are a critical piece to ensuring that hospitals are able to provide access to the Medicaid population in Illinois and across the country,” said Ben Winick, IHA’s vice president of healthcare finance. Nearly all states use SDPs as part of their overall Medicaid payment system. Gross described them as “a way to enhance what have traditionally been low Medicaid rates in states.”

New federal limits

For several years, according to KFF, federal rules have capped these state directed payments at the average rate paid by commercial insurers for those same services. Commercial rates tend to be about twice the rate paid by Medicare and more than twice the rate paid by Medicaid. But under the budget reconciliation act passed by Congress in 2025 known as H.R. 1, or the “One Big Beautiful Bill Act,” states like Illinois that expanded their Medicaid programs under the Affordable Care Act will see their cap lowered to 100% of the Medicare rate. The handful of states that did not expand their Medicaid programs will be capped at 110% of the Medicare rate. Those new caps will be phased in over a number of years, starting in 2028.

“This idea that they have in Washington that we should pay at Medicare rates, the problem with that is that Congress continues to cut Medicare, and Medicare only covers about 70% of our hospital costs,” Gross said. That change is one of several in the law that are aimed at slashing nearly $1 trillion out of the Medicaid program over the next 10 years. According to KFF’s analysis, the new caps on state directed payments will account for about $60.1 billion in reduced federal spending on hospital services nationwide, including about $4 billion in Illinois. That represents about 77% of all federal spending on SDPs for hospital services, according to KFF. Illinois and seven other states will account for just over half of the total reduction. KFF acknowledges that number only represents the federal portion of the revenue hospitals receive from SDPs. Total revenue losses could be higher or lower due to other policy changes within the budget law as well as how states and hospitals respond to those changes. IHA, however, estimates the loss to Illinois hospitals will be about $3 billion over five years, starting in 2028 when the new caps start to be phased in.

Other Medicaid cuts

In addition to cutting state directed payments, the budget reconciliation bill also orders reductions in healthcare provider taxes, a major source for financing states’ share of Medicaid costs. Those are taxes levied on hospitals, nursing homes and MCOs. The revenue generated is used to draw down federal Medicaid matching funds. Currently, federal rules cap the amount states can raise from provider taxes at 6% of net patient revenue. But under a provision of the budget law that only applies to states like Illinois that expanded Medicaid eligibility under the Affordable Care Act, that 6% cap will gradually be cut starting in Fiscal Year 2028 until it reaches 3.5% in FY 2032. “Both policy changes really work in tandem,” Winick said. “The hospital provider tax is used primarily to finance the state-directed payments.” According to the Governor’s Office of Management and Budget, the cuts in provider taxes will have ripple effects throughout the Medicaid program, extending far beyond hospital payments. In a Feb. 6 memo, GOMB Director Alexis Sturm warned the new caps on provider tax revenues will result in a total $4.5

billion reduction in Medicaid funding by fiscal year 2031. That includes $1.7 billion from the reduction in provider taxes and $2.8 billion in federal matching funds. “It should be noted that these amounts show the impact of H.R. 1 only through fiscal year 2031,” Sturm wrote. “The total annual impact to the Medicaid program after full phase-in of the rate caps will be $6.1 billion by fiscal year 2033 — $3.8 billion of which is lost federal support.

Hospitals most at risk

Gross and Winick said all hospitals will feel the effects of the policy changes, but two classes of hospitals in particular — critical access hospitals and safety net facilities — are the most vulnerable. Those are the hospitals that have few other sources of revenue besides Medicaid and Medicare, and they account for about half of all hospitals in Illinois. • Critical access hospitals are generally small facilities located in small towns and rural communities. They are defined in federal regulations as facilities that have fewer than 25 acute-care inpatient beds. They are located more than 35 miles from another hospital, although that requirement can vary depending on the terrain, and they operate 24/7 emergency rooms. • Safety net hospitals are those that serve higher volumes of Medicaid and uninsured patients. Although there is not one standard definition for them, they tend to be located in urban areas and have open-door policies requiring them to treat any patient regardless of their insurance status or ability to pay. On a statewide basis, Gross said, Medicare and Medicaid make up 30-40% of all hospital revenue. But for safety-net and critical access hospitals, they make up more than half. In 2025, according to state data, Medicaid covered 3.2 million people in Illinois, or about a fourth of the state’s population. Another 2.4 million were covered by Medicare in 2024, according to KFF. “So if you think about where Medicare patients show up, they show up in these rural hospitals, these critical access hospitals,” Gross said. “And of course the Medicaid patients show up largely in part in our safety net hospitals. So those two groups of hospitals are really going to be challenged.” Capitol News Illinois is a nonprofit, nonpartisan news service that distributes state government coverage to hundreds of news outlets statewide.
