‘Surge’ in organization e�orts has labor leaders optimistic for the future

‘State of the Unions’ report shows increased organizing activity

SPRINGFIELD – As workers in Illinois prepare to celebrate Labor Day this weekend, a new report shows there has been a surge in e�orts to organize labor unions in workplaces throughout the state, while overall public approval of labor unions nationally is the highest in nearly six decades.

In 2022, there were 72 successful petitions to organize labor unions in Illinois, which represent 9,600 new unionized workers, the highest single-year numbers at any point in the last decade.

That’s according to The State of the Unions 2023, an annual report by the Illinois Economic Policy Institute, a think tank with strong ties to organized labor, and the Center for Middle Class Revival at the University of Illinois Urbana-Champaign.

After decades of declining union membership and declining unionization rates, U of I’s Robert Bruno, a coauthor of the report, said those numbers may signal a resurgence in the labor movement.

“That’s kind of a leading indicator of an upsurge, of growth in the movement,” Bruno said in an interview. “And if you look at where you’re seeing organizing

happening – in a lot of growth sectors with larger numbers of employees – then you see the kinds of conditions for increasing the actual density of the labor movement.”

While the rate of unionized workers in Illinois had increased in 2020 – followed by a boost of nearly 16,000 new unionized workers the following year – the state saw declines in both metrics in the past year, according to the report. That continued the downward trend in unionization in the last decade. In 2022, there were 734,430 unionized workers in Illinois, which represented 13.1 percent of the state’s total workforce.

The report attributes that to a shift in the state’s economy away from manufacturing and other unionized sectors toward more service- and knowledge-based industries with low unionization rates. It also cites a large number of vacancies in federal, state and local government positions, which make up the bulk of union membership.

The authors also attribute some of that to the 2018 U.S. Supreme Court case, Janus v. the American Federation of State, County and Municipal Employees, which struck down an Illinois law that required public employees who chose not to join the union representing their shop to nevertheless pay a portion of their union dues known as “fair share” or “agency fees.” Those fees covered a portion of the union’s costs for collective bargaining.

“State and local government vacancies increased 78 percent following Janus as wages in the public sector failed to keep pace with those in the private sector,” said ILEPI’s Frank Manzo IV, the other coauthor of the report. “And in Illinois, unfilled positions at public school districts rose 164 percent. And Illinois also had thousands of vacant state local government jobs and in 2022 … So it’s the labor shortage that’s in part caused by the Janus decision because workers are dissatisfied with pay in the public sector.”

Statewide, public sector union membership has fallen by about 24,000, or 3.3 percent, since the Janus decision and now averages around 334,000.

Still, the report notes, Illinois’ unionization rate of 13.1 percent of its workforce is significantly higher than the national average of 10.1 percent. Nationwide, however, total union membership grew in 2022 to nearly 14.3 million workers, the fi rst time that has happened since 2017.

The report cites an August 2022 Gallup poll that found 71 percent of Americans say they approve of labor unions, up from 68 percent the year before and the highest union approval rating Gallup had recorded since 1965.

The demographics of union membership have also been changing, with younger workers aged 25-34 making up a larger share of the total. Since 2019, that age group saw a 2.3 percentage point increase in unionization. By contrast, there were declines in unionization among workers aged 35-44 and older workers over 65.

Unionization rates were highest among people with master’s degrees but lowest among people with less than a high school diploma as well as people with professional or doctorate degrees.

The top four industries by unionization rates were public administration, construction, transportation and utilities, and the combined educational and health services industry.

The report notes that the manufacturing workforce, historically a leader in industrial unionization, is now only 8.8 percent organized in Illinois.

Russia’s Putin says there will be no new grain deal until the West meets his demands

Russian President Vladimir Putin said Monday that the grain deal that allowed Ukraine to export grain safely through the Black Sea won’t be restored until the West meets its obligations to facilitate Russian agricultural exports.

Putin made the statement after talks with Turkish President Recep Tayyip Erdogan, who along with the U.N. brokered the deal seen as vital for global food supplies, especially in Africa, the Middle East and Asia. Ukraine and Russia are major suppliers of wheat, barley, sunflower oil and other goods that developing nations rely on.

But Russia refused to extend the deal in July, complaining that an agreement promising to remove obstacles to Russian exports of food and fertilizer hadn’t been honored. It said restrictions on shipping and insurance hampered its agricultural trade even though it has shipped record amounts of wheat since last year.

Putin said that if those commitments were honored, Russia could return to the deal “within the nearest days.”

He also said that Russia is close to finalizing an agreement to provide free grain to six African countries. The Russian leader added that Russia will ship 1 million metric tons (1.1 million tons) of cheap grain to Turkey for processing and delivery to poor countries.

Since Putin withdrew from the grain initiative, Erdogan has repeatedly pledged to renew arrangements that helped avoid a food crisis in parts of Africa, the Middle East and Asia.

A lot is riding on the talks for the world food supply, and beforehand analysts predicted Putin would drive a hard bargain.

“My gut feeling is that Putin recognizes the leverage he has by using food as an economic weapon, and thus will fight for all he can get in terms of concessions on his wish-list,” said Tim Benton, a food security expert at the Chatham House think tank.

Those may include Russia’s grains, or fertilizer exports, or wider issues, he said.

Data from the Joint Coordination Center in Istanbul, which organized the Ukraine shipments, shows that 57% of the grain from Ukraine went to developing

nations, with the top destination being China, which received nearly a quarter of the food.

The meeting took place against a backdrop of Ukraine’s recent counteroffensive against the Kremlin’s invasion forces.

In the latest development, Ukrainian President Volodymyr Zelenskyy said Sunday that Defense Minister Oleksii Reznikov would be replaced this week. The job requires “new approaches,” Zelenskyy said, without elaborating. Reznikov on Monday published a photo of his resignation letter.

In addition to pulling out of the grain deal, Russia has repeatedly attacked the Odesa region, where Ukraine’s main Black Sea port is. On Monday, the Ukrainian air force said it intercepted 23 of 32 drones that targeted the Odea and Dnipropetrovsk regions but did not specify damage caused by the drones that got through.

The Turkish president has maintained close ties with Putin during the 18-month war in Ukraine. Turkey hasn’t joined Western sanctions against Russia following its invasion, emerging as a main trading partner and logistical hub for Russia’s overseas trade.

Opening the talks, Putin mentioned various areas of bilateral cooperation, such as a proposed Russian gas hub in Turkey and the construction of the first nuclear power plant there, in which Moscow is actively involved.

NATO member Turkey, however, has also supported Ukraine, sending arms, meeting Ukrainian President Volodymyr Zelenskyy and backing Kyiv’s bid to join

NATO.

Erdogan angered Moscow in July when he allowed five Ukrainian commanders to return home. The soldiers had been captured by Russia and handed over to Turkey on condition they remained there for the duration of the war.

Putin and Erdogan — authoritarian leaders who have both been in power for more than two decades — are said to have a close rapport, fostered in the wake of a failed coup against Erdogan in 2016 when Putin was the first major leader to offer his support.

The Sochi summit follows talks between the Russian and Turkish foreign ministers on Thursday, during which Russia handed over a list of actions that the West would have to take in order for Ukraine’s Black Sea exports to resume.

Erdogan has indicated sympathy with Putin’s position. In July, he said Putin had “certain expectations from Western countries” over the Black Sea deal and that it was “crucial for these countries to take action in this regard.”

U.N. Secretary-General António Guterres recently sent Russian Foreign Minister Sergey Lavrov “concrete proposals” aimed at getting Russian exports to global markets and allowing the resumption of the Black Sea initiative. But Lavrov said Moscow wasn’t satisfied with the letter.

Describing Turkey’s “intense” efforts to revive the agreement, Turkish Foreign Minister Hakan Fidan said it was a “process that tries to better understand Russia’s position and requests, and to meet them.”

UN nuclear watchdog report seen by AP says Iran slows its enrichment of near-weapons-grade uranium

VIENNA (AP) — Iran has slowed the pace at which it is enriching uranium to nearly weapons-grade levels, according to a report by the United Nations’ nuclear watchdog seen by The Associated Press on Monday. That could be a sign Tehran is trying to ease tensions after years of strain between it and the U.S.

The confidential report comes as Iran and the United States are negotiating a prisoner swap and the release of billions of dollars in Iranian assets frozen in South Korea. However, international inspectors also noted new challenges in trying to monitor Iran’s program.

In an effort to ensure Iran could not develop atomic weapons, world powers struck a deal with Tehran in 2015 under which it agreed to limit enrichment of uranium to levels necessary for nuclear power in exchange for the lifting of economic sanctions. U.N. inspectors were tasked with monitoring the program.

Then-President Donald Trump unilaterally pulled the U.S. out of the accord in 2018, saying he would negotiate a stronger deal, but that didn’t happen. Iran began breaking the terms a year later.

The International Atomic Energy Agency said in its report that Iran has 121.6 kilograms (268 pounds) of uranium enriched up to 60%. That means its stockpile of the fuel is growing at its slowest pace since 2021. A report in May put the stockpile at just over 114 kilograms (250 pounds). It had 87.5 kilograms (192 pounds) in February. Uranium enriched at 60% purity is just a short, technical step away from weapons-grade levels of 90%.

Iran has long denied ever seeking nuclear weapons and continues to insist that its program is entirely for peaceful purposes, though the IAEA’s director-general has warned Tehran has enough enriched uranium for “several” nuclear bombs if it chose to build them.

Iran’s mission to the United Nations in New York did not immediately respond to a request for comment Monday.

Tehran likely would still need months to build a weapon. U.S. intelligence agencies said in March that Iran “is not currently undertaking the key nuclear weapons-development activities that would be necessary to produce a testable nuclear device.” The IAEA, the West and other countries say Iran had a secret military nuclear program it abandoned in 2003.

Overall, the IAEA report estimated Iran’s total enriched uranium stockpile at 3,795.5 kilograms (8,367 pounds). That’s a drop from the last IAEA report, which put the stockpile at 4,744.5 kilograms (10,459 pounds). The stockpile reportedly declined because Iran diluted some of its enriched uranium.

U.S. President Joe Biden has said he’d be willing to re-enter a nuclear deal with Iran, but formal talks to try to find a roadmap to restart the deal collapsed in August 2022. In the time since, Oman and Qatar have mediated indirect talks between Iran and the U.S. that led to the current planned prisoner swap and asset release.

Under that proposal, anywhere from $6 billion to $7 billion, depending on exchange rates, would be changed from South Korean won into euros. The cash represents money South Korea owed Iran — but had not yet paid — for oil purchased before the Trump

administration imposed sanctions on such transactions in 2019.

The U.S. maintains that, once in Qatar, the money will be held in restricted accounts and Iran will only be able to use it for humanitarian goods, such as medicine and food. Those transactions are currently allowed under American sanctions targeting the Islamic Republic over its nuclear program.

In exchange, Iran would release five Iranian-American prisoners now under house arrest. The U.S. likely will release Iranian prisoners as well, though those details remain murky. If that deal goes through, it could improve the chances of overall talks on the nuclear deal resuming — though Biden already faces strident criticism from Republicans and others over the prisoner swap.

While Iran has slowed enrichment,

the IAEA reported other problems with trying to monitor its program. The report from the watchdog seen by the AP said Iran had denied visas for agency officials and affected their ability to work in other ways as well.

Iran has not acknowledged the visa denials.

The IAEA also hasn’t been able to access surveillance camera footage since February 2021 under Iranian restrictions, while the only recorded data since June 2022 has been from cameras at a workshop in the Iranian city of Isfahan.

The watchdog also said that no progress has been made on its request that Iran explain the origin and current location of manmade uranium particles found at two locations that Tehran has failed to declare as potential nuclear sites.

Cover crops in small spaces

Though you are still harvesting summer vegetables and fully expect to continue into October, now is a great time to consider what you plan to do when the growing season finally ends for you. One option that you do have is cover crops. In recent years, University of Illinois Extension has received calls asking about how cover crops can be used in small spaces to address soil and growing challenges that home growers are facing.

Cover crops are crops planted at the start or conclusion of a growing season, basically to “cover” the soil. Commonly

grown on a large scale after the harvest of corn/soybeans in our region, many of these crops can be adapted for the smaller scale. Some of the benefits to these crops are that they can manage weed problems, break up soil compaction, add soil nitrogen, and provide organic matter, in a similar way as compost or manure might. While those sounds like great benefits, one of the greatest challenges is that they need to be planted in workable soil by the end of September in our region. It can further be di�cult to fi nd cover crop seeds in the small amounts you may need. Another issue is that as these will not be your main crop you need to determine

how they will ultimately be killed. Some of these crops will winter-kill with colder temperatures, meaning that you need to get these planted quickly for good establishment. Other cover crops will require you to cut them back in the spring, till into the soil, or sometimes use an herbicide.

Let’s talk about your cover crop options. Clovers, like red and crimson, are popular options as they can add nitrogen to your soil and outcompete weeds. At the same time, they may not reliably winter-kill. Vetch is a great cover crop that addresses weed issues and locks in moisture. Like the clovers, it can have invasive type growth and needs to be controlled. Cereal

rye and wheat are two consistent options that check-o� almost all the great benefits of cover crops including scavenging for soil nutrients and can be planted up until the end of October. The challenge with both is that they will overwinter and put on additional growth in the spring that may make it di�cult to properly kill.

Though your time is short, you need to do additional research to determine the cons with many of these cover crops. Finding small amounts of seed can further be an issue. If this is your fi rst year with cover crops, test out a small plot.

Protecting rooftop solar in Wisconsin

Renew Wisconsin has called to protect rooftop solar in Wisconsin since two proposals before the Public Service Commission will make it more di�cult and expensive to invest in systems. The proposals aim to eliminate or drastically change net metering for new solar customers. Wisconsinites supporting rooftop solar are asked to contact the PSCW to tell them why Wisconsin needs net metering.

The two proposals can be viewed on renewwisconsin.org>protect-net-metering-in-wisconsin. The website renewwisconsin.org provides sample messages as guides for submitting comments to the PSCW.

If passed, the utility proposals are expected to depress demand for rooftop solar, resulting in layo�s for local workers and creating hardships for customers and local governments in meeting their

clean energy goals. They are also seen as moving solar out of reach for many Wisconsinites.

A reasonable question is why people in Illinois would be interested in what happens to rooftop solar in Wisconsin. One reason is that early efforts in Wisconsin reawakened interest in renewable energy in Illinois. We attended Wisconsin’s annual renewable energy fair and met others from Illinois interested in promoting the fair in our state. There we met Je� Green who was collecting names of people in Illinois interested in an Illinois energy fair.

A small group met in Chicago and decided to organize an Illinois Renewable Energy Fair; we were asked to head it. For 18 years an annual Fair was held in Ogle County, modelled after similar events in Wisconsin, Michigan and Iowa. It stimulated substantial interest in renewable energy in the area and resulted in early adopters installing renewable energy systems on their properties.

Beyond the interest in renewable energy in Illinois is that some Illinois citizens who own properties in Wisconsin either already have solar systems or are interested in having them installed. Net metering adds to their fi nancial appeal.

Interest in having rooftop solar systems has increased substantially across the country with federal and state tax benefits and net metering stimulating installations. A tool available through Google, known as Project Sunroof (sunroofwithgoogle.com), has 3-D models of rooftops in all 50 states. (A similar model is available at Energy Sage (energysage.com). The software estimates the amount of sunlight hitting each rooftop throughout the year and develops a computer model of how much electricity a solar system could produce on that rooftop. Sunroof model claimed that 80% of rooftops in the country are ‘technically viable’ for rooftop solar systems. Considering the magnitude of rooftop solar potential, utilities have an incentive to address the speed at which they are installed. Eliminating or lowering the fi nancial benefits of net metering has slowed down the rate at which residential solar systems have been installed in states where such changes were made.

If net metering is ended or dramatically reduced it could stimulate increased interest in disconnecting from the grid, becoming more energy e�cient, and using other energy sources to provide continuous electrical service when the sun does not shine. A leading option at this time is using a battery system to provide backup electrical service. If e�orts to reduce incentives for solar systems are successful and battery performance continues to improve, along with falling costs, disconnecting from the grid could gain increasing acceptance.
