New Illinois law establishes rules for electric bikes, scooters By Ben Szalinski
Capitol News Illinois bszalinski@capitolnewsillinois.com
New rules governing who can use electric bikes and scooters, including where and how fast they go, will go into effect next year following Gov. JB Pritzker’s signature on Wednesday. Pritzker signed Senate Bill 3484 which establishes regulations on “micromobility” transportation that include age requirements, speed limits and rules on where they can be operated. The bill takes effect Jan. 1. “Technology is evolving, providing expanded mobility options for our neighbors through the rise in popularity of e-bikes and scooters,” bill sponsor Sen. Ram Villivalam (D-Chicago), said in a statement. “But without clear regulations for these devices, we are seeing increased injuries and accidents — jeopardizing community safety.” The bill passed both chambers with bipartisan support on June 1 following several amendments throughout the spring session. The new law was one of Secretary of State Alexi Giannoulias’ top priorities during the legislative session. The Chicago mayoral candidate said unregulated micromobility devices have become a problem in the city. “As these high-powered devices become faster and more common on our streets and sidewalks, the stakes are simply too high to leave them unregulated and outpacing public safety,” Giannoulias said in a statement. “This law brings accountability and common-sense safety standards to
our roads while helping prevent serious injuries and ensuring riders, parents and communities understand how to safely share the road.” The state already has some regulations for low-speed electric bikes and scooters, but regulation often varies at the local level. The bill creates new statewide standards for high-speed electric bikes and scooters, electric motor bikes, and electric unicycles and skateboards. “Municipal leaders have been responding in real time as new electric devices appear on local streets, sidewalks and bike paths,” Illinois Municipal League CEO Brad Cole said in a statement. “A statewide framework gives communities greater consistency while providing local officials and law enforcement with clearer guidance.” Law enforcement groups were also in support of the bill.
What’s changing
It creates a new tier of regulations for “high-speed” e-bikes, which have electric motors and can travel faster than 28 mph. Those would be regulated similarly to motorcycles and require users to have a driver’s license, insurance, an ownership title and register the vehicle with the state. They also must be driven on roads. “Low-speed” e-bikes are already regulated by the state, but the law creates new tiers that govern how old a person must be to drive them. Drivers must be 15 years old to operate a Class 1 pedal-assist bike that travels up to 20 mph, such as Chicago’s

Divvy Bikes, and a Class 2 motor-powered bike that doesn’t have to be pedaled. People must be 16 years old to drive pedal-assist bikes that can travel up to 28 mph. All low-speed e-bikes can be used on streets, bike lanes, paths and trails, but not on sidewalks. Some high-speed electric scooters can reach speeds of 50 mph, but the new regulations limit riders to traveling up to 28 mph. Riders would be allowed to operate them on paths, bike lanes, roads with speed limits up to 35 mph, or roads with higher speed limits if there is a bike lane. Users must be 16 years old. Low-speed electric scooters that top out at 20 mph would also be allowed on paths, bike lanes, and roads by users who are at least 16 years old, down from 18 years old in current law. Battery-powered devices designed for young children would be unregulated aside from a stipulation they must stay on sidewalks and paths. Users who violate the regulations could pay fines and have their devices confiscated and impounded by the police. They are also subject to other existing traffic laws and penalties as well.
Safety concerns
Supporters of the legislation say the devices create a safety hazard for both riders and pedestrians because some can travel more than 40 mph and can often be found sharing space on both sidewalks and busy streets. Several crashes involving young riders on e-bikes have made headlines this summer. A Crystal Lake 15-year-old was left in serious condition in August and was found to be the at-fault driver when he drove in front of a car, according to police. A 14-year-old was killed in July when he crossed in front of an SUV while riding an electronic dirt bike in front of Wauconda High School. In Chicago, a 16-year-old on a Lime e-scooter was killed when he lost control and was hit by a semi-truck near the intersection of Western Avenue and Irving Park Road in early August. Two other teens were killed in accidents on e-scooters on the city’s South Side earlier in the summer. The Secretary of State’s office plans to use a public awareness campaign to make people aware of the new law and will be updating driver education materials. Illinois attorney general joins suit against Postal Service over mail voting rules Case follows Supreme Court ruling allowing Trump administration to proceed with restrictions By Peter Hancock
Capitol News Illinois phancock@capitolnewsillinois.com
SPRINGFIELD — Illinois Attorney G enera l Kw a me R aou l a n nounced Wednesday he has joined a multistate lawsuit against the U.S. Postal Service challenging new rules that purport to give it authority to regulate mail-in voting in federal elections. The suit was filed two days after the U.S. Supreme Court reversed a lower court order that had blocked the Trump administration from implementing an executive order that seeks to bar anyone who is not listed on a federally approved database of U.S. citizens from casting a mail-in ballot. “We are asking the court for emergency relief because the administration is
trying to undermine our citizens’ access to voting within weeks of the midterm elections,” Raoul said in a news release. “The U.S. Constitution plainly gives states — not the executive branch — the power to administer elections, and I am committed to swiftly fighting against this blatantly unconstitutional rule.” The case was filed in federal court in Massachusetts, the same court that issued an injunction in July blocking the Trump administration from implementing the executive order. Plaintiffs include attorneys general from 23 states, including Illinois, Washington, D.C., and Pennsylvania Gov. Josh Shapiro.
Trump’s executive order
On March 31, President Donald Trump issued an executive order entitled “Ensuring Citizenship Verification and Integrity in Federal Elections.” It calls on the Department of Homeland Security to create a “State Citizenship List” for each state identifying residents of that state
who are confirmed to be U.S. citizens who will be 18 at the time of the upcoming election. It also directs the U.S. Postal Service to develop administrative regulations that would prohibit mail carriers from transmitting mail ballots to or from anyone who is not included on those lists. The lawsuit cites some of the president’s own social media posts as evidence that his executive order is part of a strategy to keep Republicans in power in Washington. Those include a May 29, 2020, post on Twitter, which is now known as X, saying mail voting would “LEAD TO THE END OF OUR GREAT REPUBLICAN PARTY.” It also cites an Aug. 18, 2025 post on Truth Social saying he aims to “get rid of MAIL-IN BALLOTS.” According to published news reports, however, Trump himself cast a mail-in ballot earlier this month in Florida’s primary elections.

Implementing the restrictions
The Postal Service finalized administrative rules to implement the executive order on Friday, Aug. 21, before the Supreme Court issued its order the following Monday. But it remains unclear how, or whether, the new rules will be implemented ahead of this year’s November elections. A spokesperson for the Illinois State Board of Elections told Capitol News Illinois in an email Wednesday that it has not received any federal list of U.S. citizens residing in the state and has not been informed about whether one even exists. College sports kicks off its season under the long shadow of court fights over eligibility By Eddie Pells Associated Press
Imagine the Dallas Cowboys threatening to sue the NFC East, then teams in the division saying they won’t play them unless they remove a player from their roster. No well-run pro sports league would dream of it. College sports? Threats, lawsuits and instability are now as common as play-action passes and handoffs. The week leading to the start of the 2026 season featured LSU and the Southeastern Conference squaring off amid a destabilizing frenzy of lawsuits over eligibility and the mind-bending reality that players who signed on with a pro team, albeit briefly, might soon be suiting up in college again. Two months ago, it was the Big 12 going to court against one of its own teams, Texas Tech. In between: threats about leagues breaking away, talk of “conference-led governance” and a bill meandering through Congress that proposes to fix it all. “We can enjoy the fact that the players can benefit financially from playing in college now,” Duke football coach Manny Diaz said, diagnosing the original reason for the problem. “At the same time, recognize the ultimate truth that we’re not a professional sports franchise. We are a collegiate, scholastic school activity, and we’ve got to rein that in.” Or, as Barbara Osborne, a professor at the North Carolina law school who is an expert on NCAA governance put it: “The difference between a professional sports league and collegiate athletics is literally night and day.” Indeed, most colleges are public institutions whose athletic departments are a small part of the overall equation on their campuses. Unlike pro sports, where finances usually rule the day, decision-makers in college come from classrooms, boardrooms and research programs. Even when teams in a certain conference (like the SEC) or division (like Division I) agree, the decisions don’t always lead to smooth sailing.
Eligibility issues consistently land the NCAA in court
In the past week, in the wake of the NCAA’s new five-year eligibility rule that excluded last year’s graduating class from that extra year, the Big Ten and SEC passed rules barring players from return-
ing after leaving for the pros. The Big 12 and ACC quickly passed similar rules. But there were no immediate signs that LSU — the SEC school actually planning on bringing back some pros — was changing its plans. Louisiana’s governor, who keeps his hand in sports at the state’s biggest school, declared: “Don’t hate the player, hate the game.” The Big 12’s lawsuit against its own team, Texas Tech, came in June after quarterback Brendan Sorsby’s admission that he had a gambling addiction. Sorsby eventually withdrew from college and gave up the fight, but the lawsuit lingers on — triggered by a state court order that had temporarily allowed Sorsby to play despite the NCAA longtime ban of players who gamble. On all the different forms the eligibility issue takes, the courts are having quite a say. The smartest plaintiffs’ attorneys are doing a good job shopping for judges sympathetic to their cases — and there are more than 30 at the moment with nearly 400 athletes involved. Most claim it is unfair to exclude high school Class of 2022 athletes the way the NCAA rule did, but it’s also clear that many athletes hoping to come back can count on money — revenue-sharing, NIL deals — that were not available six years ago. “Unfortunately, this is the latest example of member schools weaponizing locally elected judges to skirt memberagreed upon rules,” said NCAA senior vice president Tim Buckley in response to a ruling from a Louisiana judge who sparked the LSU case and keeps finding against the NCAA and SEC. “College sports are supposed to be a launching pad to careers, not a fallback for professional athletes who already competed throughout their time in college.”
Lots of ideas to fix problems, no solutions on the horizon
Senators, governors, commissioners, judges, lawyers, regents and even the president of the United States have taken cracks at fixing the problems that engulf college sports. None have stemmed the cascade of lawsuits. One of the most pressing issues is a federal antitrust exemption, the likes of which most pro sports have some part of but college does not. Not having it has left the NCAA and its schools open to legal challenges for decades. The most notable — and the genesis of the
trouble college sports currently finds itself in — involved players’ right to earn endorsement money. A trio of lawsuits dating to 2009 have, in many ways, settled that debate, forcing schools to open their pocketbooks which, in turn, has made them have to find new ways to generate revenue and control costs. Other issues — namely, those involving eligibility — leave the NCAA open to litigation. “There are certain premises in college athletics that I think the public supports,” said Tyrone Thomas, an attorney at Fox Rothchild who advises universities and pro programs on employment and compliance issues. “We need some rules that are enforceable within the system that we’re in. But we’re in a system that’s only been around for less than a half-dozen years. I think it makes sense to keep the perspective on where we are now, compared to where we were.” The Senate bill seeks to provide the NCAA limited lawsuit protection over issues like rulemaking about eligibility. Absent that passing you get weeks, and summers, like the one we’ve just witnessed. Two of the core principles of college sports is that they are not played by pros; and they cannot be played by players who gamble on the games they play. But even those somewhat uncontroversial ideas have been muddied by the facts that these “amateur” players are getting paid — and that some of the very schools that disdain gambling now have gambling companies as sponsors. Thomas offered a glimmer of hope in the fact that the flurry of court actions involved in the five-year rule have a limited number of potential plaintiffs — only those who graduated high school in 2022 and saw their eligibility run out last spring. “I look at these as maybe not the houseon-fire issue of the day,” he said. “There are definitely ‘fire’ issues. But I don’t look at the essential ‘house-on-fire’ issue that’s going to determine how things move forward.” ___ AP Sports Writer Aaron Beard in Raleigh, N.C. and Eric Olson in Omaha, Neb. contributed.

Iran War
Investors prosper and consumers pay as the Iran war exacts an uneven economic toll 6 months in By Matt Sedensky Associated Press
NEW YORK (AP) — As the U.S. and Israel relentlessly bombed Iran in the opening days of war, the most dramatic predictions of the conflict’s toll were unsparing: surging oil prices, worldwide recession and economic catastrophe. But six months into the conflict, the direst predictions haven’t come true even if no corner of the world’s economy has been untouched. “So far, the global economy has pulled off the financial equivalent of a ‘Mission Impossible’ scene,” said Michael Ashley Schulman, an investment strategist with Cerity Partners. Here’s a look at how the global economy has weathered the war, and who have been the winners and losers:
Winner: Investors who didn’t panic
Stock markets hate uncertainty, and the decision by the U.S. and Israel to attack Iran on Feb. 28 delivered heaps of it. Columns of smoke rose from Tehran, frantic Iranians clogged roadways trying to escape, and mounting deaths, including of children, made headlines. It was enough for any investor to feel squeamish. Oil prices surged and Wall Street began a retreat that would begin five consecutive losing weeks. The Dow and Nasdaq entered corrections. The S&P 500 had its worst month since 2022. But a major turnaround has unfolded since the market bottomed in late March. The Dow has gained nearly 19%, the S&P is up almost 22% and the Nasdaq has surged 27%. If those gains survive the waning months of 2026, all three indexes would post their fourth consecutive year of gains. The International Monetary Fund, in a July report, said the economy was “being shaped by two major forces, pushing in opposite directions.” The war has strained growth, but enthusiasm over artificial intelligence has offset the drag. Main Street may be paying more for fuel, food and travel. But Wall Street, so far, is shrugging it off.
Loser: Anyone on the move
The war’s most obvious economic consequence has been its impact on oil. With tanker movement through the Strait of Hormuz slowed to a crawl, the price of Brent crude climbed from a prewar close of about $72 a barrel to as high as nearly
$120. Although prices have eased, they are still up about 20% from before the war. Oil’s price affects everything from crayons to cosmetics, but it hits anyone on the move especially hard. Jet fuel is expected to cost, on average, 70% more than in 2025, according to the International Air Transport Association. Airlines, in turn, have raised ticket costs, hiked baggage fees and slapped on fuel surcharges while slashing flights or backing off from plans for added routes. Lufthansa Group, for one, cut 20,000 short-haul flights. Spirit Airlines, though troubled for years, evaporated. “The likelihood that fuel surcharges are going to be rolled back and airfares are going to be brought down is very low over the next few months,” said Brett House, a Columbia University economist. “There is less choice for consumers and less competition between airlines, and therefore, less pressure to rein in fare increases.”
Winner: The case for clean power
With tankers at a standstill and fuel prices climbing, the war strengthened a clean-power sales pitch. Sales of electric vehicles hit records in some parts of the world. In Singapore, yearover-year growth of EVs reached 110%. In New Zealand, the figure hit 180%. And in Colombia, EVs notched a 300% increase. Worldwide, EVs are projected to account for 29% of total vehicle sales in 2026, according to an International Energy Agency outlook, up from 25% last year. That growth is even more impressive considering the world’s two biggest economies, the United States and China, saw declining demand for EVs. Countries that were particularly reliant on Persian Gulf oil have been spurred to action. In Southeast Asia, leaders have rolled out more use of renewable energy and researched deploying nuclear power. In Africa, countries have looked to expand domestic refining and accelerated the installation of solar panels. Scott Lehmann, a supply chain expert at Sphera, an operational intelligence firm, counts 26 countries and regions that have announced clean energy and electrification measures in response to the war. “The crisis is forcing investment faster than any policy framework would have,” he said.
Loser: The fight against hunger
For the privileged, the costs brought by
war may barely be a blip. For the poorest, it’s a different story. With the Gulf not just a leader in global oil production, but also of fertilizer, the war has dealt a blow to farmers. Just as many were making decisions about their crops, fertilizer prices soared, peaking in April at 44% higher than before the war, according to the World Bank’s price index. In response, some farmers trimmed their fertilizer use, potentially imperiling next year’s harvests. “If you’re reducing your fertilizer usage right now, it’s in a way borrowing against next year’s soil health,” said Arif Gasilov, a natural resources expert with the Gasilov Group consultancy. The Un ited Nat ions World Food Programme has warned that tens of millions could be pushed into hunger. In testimony this week, its acting executive director, Carl Skau, said the “suffocation of fertilizer exports” had hit Asia and Africa hard. Higher transportation costs hindered the WFP’s own humanitarian efforts, too. “An oil tanker anchored in the Strait of Hormuz can mean one less meal a day for a child in Sudan,” Skau said. “When oil prices go up, so does the price of flour, rice and vegetables.”
Winner: The Trumps’ businesses
The war has already cost the U.S. tens of billions of dollars and caused thousands in Iranian casualties. It has shaved an estimated hundreds of billions of dollars from projected global output. But the family of the man at the center of it all, President Donald Trump, has been among the beneficiaries. Military contractor Powerus, about to be taken public by Eric and Donald Trump Jr., won an Air Force contract worth as much
as $90 million to supply interceptors to shoot down Iranian drones. Similarly, the private equity firm 1789 Capital Management, which Don Jr. joined days after his father’s reelection, owns stakes in several other military contractors profiting from the war. One of them, Anduril, won U.S. approval for up to $2 billion in sales of drone interceptors to Kuwait. A second, Elon Musk’s SpaceX, is providing satellite service to guide U.S. drones against Iran. And a third — rocket maker Firehawk Defense — won Pentagon contracts for propellants and warheads to replenish dwindling U.S. supplies. A spokeswoman for 1789 Capital, Alexa Henning, said Don Jr. wasn’t involved in the decision to put money in those companies, so there is no “nefarious connection.” The president himself has done well, too. His investment portfolio run by outside managers has scooped up shares of U.S. military suppliers helped by the war, including Lockheed Martin, General Dynamics and Northrop Grumman. Democrats released a report this week saying Trump’s holdings in oil and gas stocks have soared by as much as $15.5 million. A White House spokeswoman, Anna Kelly, insisted “there are no conflicts of interest” and that “President Trump only acts in the best interests of the American public.” Even as Trump’s personal finances have benefited, his political fortunes are another question. The conflict has been unpopular and could weigh on voters as midterm elections near.

Late-season weed management in the home vegetable garden By Grant McCarty Contributor
By late August, many vegetable gardeners are focused on harvesting tomatoes, peppers, and other crops. Unfortunately, weeds are often reaching their peak growth at the same time in Northern Illinois. I certainly have seen this in my garden. While it may be tempting to ignore them right now, a few hours spent managing weeds now can save a great deal of work for you in 2027. One of the most important late-season weed management goals is preventing weeds from producing and spreading seed. Many common garden weeds such as waterhemp, pigweed, lambsquarters, foxtail, crabgrass, and common ragweed
can produce thousands of seeds on a single plant, with seeds that can remain viable in the soil for many years. So, it’s very important from a weed management perspective to remove these plants and close the gap. Even if these weeds are growing in pathways, fence rows, or around the edges of the garden, removing them before seeds mature is time well spent as they can be primary sources for new weeds. Hand pulling remains the most effective management tools for you. Pulling weeds when they are small is always preferable, but larger plants should also be removed if they have not yet shed seed. If weeds have already formed seed heads, cut the seed heads off and remove
them from the garden. In fact, if you feel overwhelmed with a large weed population, prioritize the seed head removal. While some guides will say they can be composted, your pile may not be hot enough to kill these seeds. Using tools to cultivate and remove weeds is another valuable action; however, deeply disturbing the soil brings buried weed seeds to the surface where they can germinate. Shallow cultivation removes existing weeds while minimizing the emergence of new weeds. One of my favorite tools is a stirrup hoe that can allow me to work quickly down a row with a wide range of different types of weeds. It’s not too late to mulch as the growing season starts to conclude. Applying
straw, shredded leaves, or other organic mulches around actively growing crops helps block sunlight from reaching the soil surface and suppresses new weed growth. Mulches also help conserve soil moisture during periods of hot, dry weather. Still remain cautious as some mulches can contain weed seeds and would then introduce more seeds into your garden. The effort you make in weed management now can lead to fewer weed problems, healthier plants, and a more productive 2027 garden. Grant is the Local Food and Smalls Farms Educator of the University of Illinois Extension.

Competition for water heats up By Dr. Robert Vogl, Ph.D.
Illinois Renewable Energy Association Contributor
Last week’s article provided a historic overview of our personal experiences with various portable water supplies. It ended with a question regarding how one would secure additional supplies if left without potable water for an extended period of time. Soon after the article was written, a friend from Dixon, Illinois provided an example of one possible response to living without a water supply for a couple of weeks. She was visiting her relatives in Indiana when a storm disrupted their electrical service from the grid. After short time of being without electricity she headed back to Dixon which still had electrical service. She had enough gas in her car to make it back home if the electric pumps at gas stations were not functioning, Soon after arriving back home her son and family called to announce they were headed to her home to enjoy all they conveniences of electricity including water. Although the storm caused power losses in Indiana, questioned have been raised
regarding why it took so long to restore the power. The slow response occurred at the time when Indiana is experiencing a surge in demand for power, primarily coming from data centers. In response the state is creating a new company Northern Indiana Public Service Company which will bypass some aspects of the regulatory process. Critics believe the changes could harm consumer protections as well as curtail efforts to implement the state’s clean energy transition. Not only do data centers demand more power but they also lead to dramatic increases in the consumption of water to cool their operations. In Illinois an article by Nikoel Hytrek appearing in Capitol News Illinois covered a state legislative session addressing the impact of droughts on Illinois water supplies. The session discussed concerns regarding drought and hot temperatures impacting water levels and water supplies. The impact of data centers on water supplies, particularly in regions with depleted aquifers. Recognition that water supplies vary across the state with different regions relying on different sources, some of which are easier to
access. Advocates have called for a clear picture of who is in charge of overseeing water usage and a plan for how to manage it. There are a number of Illinois communities already facing water supply issues that require achieving a better balance between the demand for water and its supply. Both the Sullivan and Aurora communities are currently dealing with major water supply issues. The suburban communities surrounding Chicago area are experiencing declining ground water supplies and are considering solutions to their supply problems. Water supply and water quality issues are being addressed in many parts of the country in search for solutions. The overall issue is that the rate of human resource consumption and the massive production of wastes being released to the environment is overwhelming the ability of natural processes to supply water and break down all the wastes being released to the environment. The United States is not alone in dealing with growing scarcity of water as the EU is facing similar problems. Water is heavily used for farming, industry and
energy production leading to its overuse. Withdrawals of water exceed its natural rate of replacement. The imbalance depletes river flows and groundwater leading to water shortages. in addition the growth of water intensive industries of semiconductors and data centers accelerates water consumption. In response to its ongoing water crisis the European Environment Agency created its Water Resilience Strategy in 2025 to make the EU water resilient. The intent is to protect the water cycle, promote a water-smart economy and ensure access to clean affordable water. It is important to consider the water crisis within the context of climate change as was done by Mark Poynting, a climate reporter for BBC News. From a climate change perspective the world will be experiencing hotter and longer heatwaves, more extreme rain, longer droughts and more fuel for wildfires. Competition for water supplies are expected to intensify. How society responds to the challenges of access to clean water will impact the economy and determine the quality of life on planet earth.
