Some of CEJA’s main backers in the Illinois Clean Jobs Coalition have point ed the finger at MISO, noting at a July news conference that there are 6,000 megawatts of transmission projects in the RTO’s “queue” that are awaiting approval to begin the process of hooking it into the Pritzkergrid.suggested the same at Wednesday’s ag forum. “MISO has fallen down on the job,” he said. “That’s why Illinois had to pick up the pace in solar and wind and make sure that we’re producing more energy, not less. That is what the Climate and Equitable Jobs Act does. It helps us produce more energy.”

While the likelihood of load interrup tions increased only slightly this year, MISO warned at the May committee that as more fossil fuel plants go offline, the likelihood could increase in future years if new generators like renewables or battery storage aren’t put online quickly enough.

In a statement to Capitol News Illinois in July, MISO said it understands the urgency of putting new power on the grid and it had even more than 6,000 megawatts in the works.

JB Pritzker and his Republican challenger state Sen. Darren Bailey appear on the same stage, albeit at different times, for the first time this campaign season.

To sum up a portion of it, MISO procures energy capacity each year, which is a promise that generators can put a certain amount of energy online during peak demand hours on the grid.

Those measures include massive subsi dies for renewable and nuclear energy and mandates that fossil fuel generators go offline by 2045 – although state regu lators can push back those dates in the event of load concerns.

Another possibility is that generators who have been bidding into northern Illinois capacity markets see the higher premiums being paid downstate and decide they’ll sell their capacity commit mentsGivenelsewhere.thecomplexity of energy gener ation, those are just a few of numerous factors that will determine whether “brownouts” go from abstract political talking point to reality in Illinois and elsewhere.

Threats of brownouts entered the mainstream discussion when MISO’s capacity auction came up 1,230 mega watts short for the 2022-2023 year, contributing to load concerns and higher downstate energy prices.

What that means for reliability, according to the company’s analysis, is that the “loss of load expectation” – or the likelihood that available generation capacity falls short of the load demand – for the subregion that includes Illinois increased from the annual target of 0.1 day per year to 0.179 day per year. The target is 0.1, not 0, because there will always be a possibility that electricity use exceeds the available capacity, even in “normal” years.

Bailey was heavily quoted in the “arti cle” that noted White and Wayne counties had experienced a three-hour brownout on July 30. Capitol Fax reported that the Wayne-White Counties Electrical Co-op had no such “brownout” event, although there might have been storm-related outages. I called them up and was told theThesame.Midcontinent Independent System Operator, or MISO, is the federally-regu lated regional transmission organization that serves 15 states including most of Illinois outside of the Chicago area. The grid operator told me they had no knowledge of any “brownouts,” which is a term it does not use.

At a 3-hour committee hearing in May, lawmakers heard testimony from energy experts that surprise out-of-state fossil fuel retirements were the main driver of the capacity shortfall this year, as CEJA’s decarbonization measures have not yet taken effect.

“Currently, MISO is processing 95 generator interconnection queue requests for the state of Illinois (totaling over 15,000 megawatts), which is 12 percent of the total requests MISO has received for the entire 15-state footprint,” spokesper son Brandon Morris said in a July email. “MISO is and continues to be ‘on the job’ of ensuring reliability is maintained while managing through this unprecedented number of unique requests to connect newMISOresources.”andits member states, Morris said, also recently worked to reduce the amount of time it takes for a generator to connect to the MISO grid, earning praise from the Federal Energy Regulatory Commission.Afewdaysafter their news conference, CEJA backers praised planned trans mission upgrades from MISO, noting “they must move faster to approve these renewable energy projects that will bring down prices and improve grid reliability.”

For starters, I wrote an article earlier this week fact-checking the governor’s claim that eminent domain language was removed from the final 2021 energy bill known as the Climate and Equitable Jobs Act. That law, which Pritzker signed, contained a provision giving a private transmission line that authority in seven counties.Nowit’s time to fact check his chal lenger, too. “I had several counties in my district two weeks ago that went through a three-hour brownout,” Bailey told a crowd of farmers at Schuler Farms in Lexington. “First time ever. It’s coming. It’sExceptpreventable.”there’sno evidence that brown outs have occurred anywhere in Illinois. And when I asked the Bailey campaign for more specifics on which counties had seen blackouts, they responded only with a statement calling Pritzker’s energy policiesYesterday,extreme.theCapitol Fax blog appeared to be the first outlet to look into Bailey’s claim, unearthing an unbylined Aug. 5 article posted to a website that’s part of an infamous “pay-to-print” network historically tied to right-wing candidates.

“MISO believes it’s likely to get worse before it gets better,” Melissa Seymour, MISO’s vice president of external affairs, told the House committee in May. “Unless more capacity is built, especially capacity able to reliably generate during tight system conditions, the shortfalls we experienced this year will continue to get worse moving forward.”

Mission manager Mike Sarafin said the fault did not appear to be with the engine itself but with the plumbing leading to it. Complicating matters, as engineers were trying to troubleshoot that problem on the launch pad, yet another hydrogen leak developed, this one involving a vent valve higher up on the rocket, Sarafin said.“This is a very complicated machine, a very complicated system, and all those things have to work, and you don’t want to light the candle until it’s ready to go,” said NASA Administrator Bill Nelson. Referring to launch delays, he said: “It’s just part of the space business and it’s part of, particularly, a test flight.”

The mission will be the first flight in NASA’s Artemis project, a quest to put astronauts back on the moon for the first time since the Apollo program ended 50 years ago.

As precious minutes ticked away Monday morning, NASA repeatedly stopped and started the fueling of the Space Launch System rocket because of a leak of highly explosive hydrogen, eventually succeeding in reducing the seepage. The leak happened in the same place that saw seepage during a dress rehearsal in the spring. The fueling already was running nearly an hour late because of thunderstorms off Florida’s Kennedy Space Center. Then, NASA ran into new trouble when it was unable to properly chill one of the rocket’s four main engines, officials said. Engineers struggled to pinpoint the source of the problem well after the launch postponement was announced.

Launch director Charlie BlackwellThompson and her team also had to deal with sluggish communication between the Orion capsule and launch control. The problem required what turned out to be a simple fix. Even if there had been no technical snags, thunderstorms ultimately would have prevented a liftoff, NASA said. Dark clouds and rain gathered over the launch site as soon as the countdown was halted, and thunder echoed across the coast.

The problems seen Monday were reminiscent of NASA’s space shuttle era, when hydrogen fuel leaks disrupted countdowns and delayed a string of launches back in 1990. Later in the morning, NASA also officials spotted what they feared was a crack or some other defect on the core stage — the big orange fuel tank with four main engines on it — but they later said it appeared to be just a buildup of frost in a crevice of the insulating foam.

The rocket was set to lift off on a flight to propel a crew capsule into orbit around the moon. The six-week mission was scheduled to end with the capsule returning to Earth in a splashdown in the Pacific in October.

On the evening of Nov. 29, 1994, they let the top Republican preside, briefly, over the chamber. It was a display of respect and affection toward Minority Leader Bob Michel, R-Ill., retiring after a 38-year House career served entirely under Democrats. He embraced with outgoing Speaker Tom Foley, D-Wash. Republicans were taking over in January under the combative Rep. Newt Gingrich, R-Ga., abandoning Michel’s consen sus-building style. Those feelings between leaders are all but gone. In their place are suspicion and even hostility, most starkly symbolized by magnetometers lawmakers must pass through before entering the House chamber. Speaker Nancy Pelosi, D-Calif., installed the metal detectors over GOP objections after the brutal Jan. 6, 2021, Capitol attack by supporters of then-President Donald Trump. Democrats also expressed concerns about Republican lawmakers who carry guns.As I retire after nearly four decades covering Capitol Hill, that contrast and the forces behind it illustrate why I’ve loved covering Congress — and why I’ve recently feltCongressdispirited.is dominated by masters of political hardball who’ve survived a Darwinian culling of the nation’s most ambitious politicians. Covering them is like attending a riveting theatrical drama, except you get to wander behind the curtain and chat up the actors. In a moment of irony, I saw Gingrich in 1998, then speaker, lash out at the very conservatives who’d powered his own rise after they opposed his budget deal with President Bill Clinton as a surrender. Gingrich mocked them as the “perfec tionist caucus,” a bow to the compromises needed in a divided government. He soon announced his retirement.

Through early this century, most Supreme Court nominees were approved easily. In 2016, Senate Majority Leader Mitch McConnell, R-Ky., refused to let President Barack Obama fill a Supreme Court vacancy, citing upcoming elections a full nine months away. Then just weeks before Election Day 2020, McConnell sped a Trump appointee through the Senate, giving the court a 6-3 conservative majority and McConnell a legacy achievement that outraged Democrats. None of that approximates Trump’s baseless assertion that the 2020 election was stolen from him, a claim rejected by dozens of courts, local officials and his own attorney general. His false construct fueled the Jan. 6 insur rection. I wasn’t in the Capitol because of the pandemic, but there is no forgetting the death, injury, destruction and disheartening sense that democracy itself had been defiled.

Just hours after the mob was dispersed, more than half of House Republicans and eight GOP senators voted against certifying Democrat Joe Biden’s victory. McCarthy initially said Trump “bears responsibility” for the attack but later blocked a bipartisan investigation.ManyRepublicans have downplayed or deflected attention from that calamitous day. Trump remains his party’s dominant figure.

Since coming to Washington in 1983, I’ve seen debates over wars, terrorism, recessions, government shutdowns and taxes. Three of history’s four presidential impeachment trials. Fights over social justice, abortion, a pandemic. I still overhear Democrats and Republicans making dinner plans. The sorrow over this month’s traffic accident death of Rep. Jackie Walorski, R-Ind., and two aides was bipartisan and heartfelt. Yet today’s common ground seems narrower, the atmosphere darker, the stakesPelosihigher.referred to House Minority Leader Kevin McCarthy, R-Calif., as a “moron” after he opposed mask mandates in the House as the coronavirus pandemic spiked. McCarthy said it would be “hard not to hit her” with the gavel if he becomes speaker. His spokesperson called it a joke. Both parties have fewer moderates. House districts increasingly drawn for partisan advantage push Democrats left, Republicans right as they appeal to their most activist primary voters. Voters self-sort among social media and news outlets they believe. That hardens constituents’ views, further constraining lawmakers’ willingness to compromise. Senate filibusters requiring bills to garner 60 votes are commonplace, derailing nearly anything without broad bipartisan support.

Near midnight on Sept. 11, 2001, I watched Democrats and Republicans, in a show of solidarity on the Capitol steps, sponta neously sing “God Bless America.” Pelosi triumphantly waved the gavel aloft in 2007 when she became the first female speaker. “For our daughters and our granddaughters, we have broken the marble ceiling,” the California Democrat said. Eight years later, I saw awe in the eyes of House Speaker John Boehner, R-Ohio, a Catholic, as he greeted Pope Francis, whom he’d invited to address Congress. I saw shock on Republicans’ faces the very next morning as they left a Capitol basement meeting where Boehner revealed he was quitting, hounded by a new generation of hard-right conservatives, the House FreedomDemocratsCaucus.and Republicans cheered when No. 3 House GOP leader Steve Scalise of Louisiana limped into the chamber in 2017, three months after being gravely wounded when a gunman attacked a Republican baseball practice. I’ve seen change. Since Pelosi’s 1987 arrival, the number of women in Congress has multiplied from 25 to 146. There are around 130 lawmakers of color, up from 38. And I’ve witnessed upheaval. Starting in 2017, Sen. Al Franken, D-Minn., and others resigned amid the #MeToo sexual harassment movement. I had one deeply embarrassing close encounter with a freshly sworn-in president in 2001. I was assigned to a ceremonial Senate room where new presidents sign papers immediately after their inaugural address.Someone brushed my elbow. Standing beside me was President George W. Bush. I tried drawing him out with a folksy, “So, how’d it go?” He parried what was likely his first reporter’s question as president with a nod, adding, “Good.”

Republicans have backed Trump’s claims that this month’s court-sanctioned search of his Mar-a-Lago estate was politically motivated. The FBI is led by Trumpappointed Director Christopher Wray and emerged with sensitive national security documents that are federal property. Anti-government rhetoric by politicians is not new. But these latest assaults on faith in government and the election system underpinning it — by potent influencers like a former president and his elected supporters — come amid authorities’ warnings about increased calls for violence, even civil war. Despite ever-tighter security, report ers still walk unfettered in most Capitol corridors.I’vebumped into celebrities from Muhammad Ali to Jon Stewart. But politi cians have left the most lasting impressions. Senate Republican leader Bob Dole of Kansas wielded light-speed wit. After the newly elected Clinton dined with GOP senators in a gesture of bipartisanship, he described a novel he’d read involving a murdered Democratic senator. “A happy ending!” Dole replied. Gingrich’s hardening of partisan enmity — he counseled describing Democrats with focus group-tested words like “traitors” and “sick” — was sometimes answered in kind. Rep. Sam Gibbons, D-Fla., angrily left one 1995 House hearing on Medicare cuts Republicans wanted. “I had to fight you guys 50 years ago,” shouted Gibbons, who parachuted into France behind Nazi lines on D-Day. I’ve seen agreements to authorize a military response to 9/11, keep the 2008 Great Recession from getting even worse and spend trillions of dollars to counter theRepublicanspandemic. have enacted huge tax cuts and created Medicare prescription drug coverage. Senate Majority Leader Chuck Schumer, D-N.Y., recently muscled a top Biden priority to passage bolstering envi ronment and health initiatives.

Retiring AP reporter chronicles 4 decades covering Congress

Trump’s norm-busting four years featured constant clashes with Congress including Republicans, from whom he tolerated no dissent. I prodded one Republican, privately crit ical of Trump, to talk on the record. “He’d send me to Gitmo,” he said. House Speaker Paul Ryan, R-Wis., just 48, announced in early 2018 that he would retire. He later told author Tim Alberta he could not endure two more years working withTheTrump.cautious McConnell and impulsive Trump long had a fraught relationship. It was severed as McConnell, who voted to acquit Trump over Jan. 6 on the grounds that he’d already left the White House, immediately afterward blistered him as being “practically and morally responsible” for the riot. I’ve seen lawmakers risk their jobs by backing the party line. Democrats lost dozens of seats in 1994 after rallying behind a Clinton deficit-reduction package. They lost again in 2010 after enacting Obama’s health care law. And I’ve seen some infuriate colleagues by straying. Sen. John McCain, R-Ariz., elicited gasps with his decisive thumbs-down that derailed Trump’s effort to repeal Obama’s health care statute.

According to data from the Illinois State Board of Education, it would still take another $3.6 billion in state funding this year alone to bring all districts up to 90 percent of “adequate” funding, a goal set in statute. But the state has made some progress toward addressing the needs of the least-funded districts. In the first year of evidence-based funding, there were 168 districts that were funded at less than 60 percent of adequacy. Those were the ones that were first in line for new funding when the EBF formula took effect.

“I use the example of East St. Louis, that I think at the time had the highest property tax rate but was nowhere near adequate spending,” said Andy Manar, a former state senator and now deputy governor who was a chief architect of the“Andplan.if you did the math at the time, the math would show that East St. Louis literally could not tax itself enough to generate the funds needed to say that the school district has an adequate level of spending to achieve the results that we as a state expect of that school district. They literally could not tax themselves into equity. It was mathematically impossible.”

The final vote came during a special summer session in August 2017, during which lawmakers also ended the two-year budget stalemate with Republican Gov. Bruce Rauner.

SPRINGFIELD – Five years ago this month, Illinois lawmakers passed legis lation that overhauled the way public schools in the state are funded.

But when that case reached the Illinois Supreme Court six years later, the justices ruled there were no judicial standards to determine whether the state was provid ing “high-quality” education and that the decision about how to fund schools – and how to balance the competing interests of equity and local control – was a legislative matter, not a judicial one.

To offset those differences, prior to adoption of the EBF formula, the state used a complex formula to distribute state aid that was supposed to guarantee districts with modest tax bases a certain minimum level of “foundational” fund ing, although even the wealthiest districts received aid under that formula, even if they were more than able to raise adequate funding on their own. Many districts complained that the formula never lived up to its promise of guaranteeing adequate funding to all districts, in part because the General Assembly did not fully fund the formu la. Instead, it distributed “prorated” amounts, based on how much money was available in the state budget at the time.

New money slowly closing statefunding equity gap for publicschools

Republican Sen. Jason Barickman, of Bloomington, who was also a key nego tiator in the process, agreed that it was politically necessary. “It was a politically practical, pragmat ic decision,” he said. “I was very focused on getting something done. And it was very apparent to me that we weren’t going to get something done without a hold-harmless. So while I think a hold-harmless has policy challenges, we weren’t going to let perfection get in the way of getting something done.”

Signs of progress

In 1990, a group of 50 school districts calling themselves the Committee for Educational Rights sued the state claim ing the system produced vast disparities in educational resources between rich and poor districts in violation of several provisions of the Illinois Constitution, including its equal protection clause and a clause requiring the state to provide “an efficient system of high-quality public educational institutions and services.”

Over time, it was also supposed to narrow the disparity between the best-funded and worst-funded districts in the state, with the hope of lowering property taxes and improving academic achievement in the most underfunded districts.Fiveyears later, huge disparities still exist among districts, both in funding and academic performance, but lawmakers from both parties who were part of nego tiating the new law say it has provided huge benefits, especially to those schools that were most underfunded.

So far in the first five years, the state has met or exceeded that funding target in all but one year, raising the state’s share of school funding from $6.9 billion in fiscal year 2017, the last year under the old formula, to $9.8 billion allocated this year. It also drove the state’s percentage of K-12 education upward, according to ISBE data. In FY 2017, the state provided 24.4 percent of K-12 funding. In FY 2020, the latest year for which audited numbers are available, that number rose to 27 percent.

The so-called Evidence Based Funding formula, or EBF, was designed to calculate the actual cost for each district to provide the kind of education the state expects, and then gradually increase the share of that cost that’s paid for by the state.

For decades, school districts across Illinois tried to turn to state courts to correct the inequities, arguing among other things that the 1970 Illinois Constitution provides that, “The State has the primary responsibility for financing the system of public education.” But state courts have consistently declined to get into the school finance fray. As far back as 1973, the Illinois Supreme Court ruled that that provision was merely “a hortatory expression of a goal to be achieved” and not a mandate for the state to take over school funding.

Manar cited the example of Harrisburg High School, in southern Illinois, where the ceiling of the library had been removed because the district didn’t have enough money for basic repairs and maintenance.“And,youknow, we held a town hall on school funding in that library – the location underscored the need for the bill,” he said. “And Harrisburg High School wasn’t unlike so many other places across Illinois, not just rural parts of the state. It was a result of years of proration of general state aid, and years of the inability to tackle the very complicated nature of school funding.”

In fiscal year 2018, the first year under the formula, the East St. Louis district was funded at 66 percent of adequacy. This year, it is funded at 96 percent of adequacy.Republican state Sen. Chapin Rose, who represents a largely rural area in east central Illinois, said many of the districts in his area faced the same challenge.

“I do think that for many of the areas I represent, it was a lifeline,” he said. “It’s kept doors open and, in some instances, provided a much needed infusion, because they simply couldn’t keep going back to the property tax well. That was dried up.”

History of inequity Illinois has traditionally relied on local property taxes to fund most educational spending. That has automatically led to built-in inequities because districts with relatively low levels of property wealth per-pupil must levy higher tax rates to raise the same amount of money as wealthier districts.

As Evidence Based Funding formula turns 5, lawmakers reflect on historic legislation

The EBF formula After more than a year of negotiations, Illinois lawmakers finally struck a deal that would, over a period of years, put more state money into public schools to bring the least-funded districts up to a level of adequacy – assuming, of course, that the General Assembly lives up to its obligations.

The goal of the new formula is to gradually bring all districts up to an “adequate” level of funding, or having enough resources to cover the cost of providing the educational services the state expects. That takes into account a district’s total enrollment, poverty rate, the number of English language learners and a host of other factors. Each year, under the law, the state is to add at least $350 million in new funding for schools, with the bulk of that money going to those furthest from adequacy. But the law provided that no district would see a reduction in funding from the final year before its passage, a so-called “hold-harmless” provision that meant even the wealthiest districts would continue to receive state aid. People on both sides of the aisle said that was necessary because without a hold-harmless provision, the bill never would have passed. “It’s a living breathing formula, and it changes year to year, and so the mechanics of the formula eventually fade that out,” Manar said. “But I think it brought a level of certainty. It brought a level of guarantee and, frankly, a level of comfort to a very complicated question of how we reform a very complicated and important system. … So a lot of people didn’t like it. I personally did not. But it was necessary to get it done.”

For example, in 2019, the last year before the pandemic, Central City School District 133, an elementary district in Marion County, was the least-funded district in the state at 52 percent of adequacy. That year, only 26.8 percent of its students met or exceeded state standards in English language arts, and only 8.5 percent did so in math. By contrast, Rondout School District 72, an elementary district in Lake County, was the best-funded district, at 280 percent of adequacy. There, 65.1 percent met or exceeded state standards in English language arts while 49.4 percent did so in math. Like many states, Illinois did not administer state assessments in 2020 due to the pandemic, and results from the 2021 tests are believed to have been affected by the pandemic. Results of the 2022 tests will be released later this year.

“A lot of good has been done, there’s no doubt about it,” he said. “And as you know, Evidence Based Funding was both necessary to get money to the schools that needed it most and to make sure that we’re improving the education funding overall, across the state of Illinois. I personally think that we need to fund our education system even more.” So far, though, there is little evidence that the new money has helped improve academic performance for students because the COVID-19 pandemic severely interfered with annual testing in 2020 andPrior2021.to the pandemic, though, the connection between school funding and student achievement was evident.

Manar, meanwhile, argued that the achievement gaps are the result of many factors, including decades of inequitable funding, which the state has only recently started to address.

“No one was fully, you know, exactly happy, which generally means we prob ably did a decent job, I suppose,” he said. “But we chose not to penalize failing school districts, but to equip children and families with resources that might give them a choice on their educational experience. And I think we’ve seen a lot of success with that program.”

“What would those test scores have been had the least equitable system of school funding in the country been allowed to continue?” he asked. He said as more money was put into the old formula, it made the inequity gap wider. “So you know, those stats and that data aren’t gathered in a sterile, perfect environment. There’s a lot of things happening in 850 some-odd school districts in the state that have an impact on that too.”

Barickman recalled there was a debate over whether to tie increased funding to improved student outcomes, to hold districts accountable for the new money they would receive. In the end, he said, lawmakers chose to go another route by pairing the new funding system with a form of taxpayer-supported scholarships for private schools, what is now known as the Invest in Kids Act.

For the upcoming year, there are only two districts below that level –Washington Community High School District 308 in Tazewell County and Chaney-Monge School District 88, an elementary district in Will County. Both are funded this year at 59 percent of adequacy.Thegap between the least-funded and best-funded districts has also narrowed, if only slightly. During the first year, funding levels ranged from a low of 47 percent to a high of 288 percent of adequacy. This year, the gap ranges from 59 percent to 270 percent. Gov. JB Pritzker said during a recent news conference he believes the state must continue to increase its investment in education to increase outcomes and decrease reliance on property taxes.

While not an immediate solution to the energy crisis, hydrogen can be used in a wide range of energy applications including powering transportation on land, water or in the sky and powering homes, businesses and industries while reducing environmental impacts.

Unfortunately roughly 95% of hydrogen is currently produced from fossil fuels adding to environmental risks. Hydrogen could be produced using cleaner sources of electricity to release and capture it from water, addressing both energy needs and environmental goals. The process uses an electrolyser to split water into hydrogen and oxygen. Electrolysers can range in size from appliance sized units which can provide hydrogen for small scaled distributed use to very large scale units suitable for utility scale operations. By increasing the size of the industry, cost competitiveness is expected to improve. A related challenge is securing the energy and funds needed for expansion. Increasing the use of hydrogen could be a key contributor to a sustainable economy. Most of the hydrogen developments in the United States are in California. Hydrogen projects are operating in other developed countries including China, the EU, India, Japan and South Korea. The California Fuel Cell Partnership released a report on what has been accomplished by July, 2022. They report that 14,198 fuel cell cars have been sold or leased in the U.S. Sixty-six fuel cell buses and 56 hydrogen ones are in operation in California. Recently passed federal legislation increases support for hydrogen. This past July, Invenergy In Lee County announced it is building its first green energy project using electricity from a five acre solar installation which is expected to produce 52 tons of hydrogen gas a year and store up to 400 kilograms on site. At the 2003 IREA Energy Fair the late Thorstein Sigfusson from Iceland spoke on the country’s goal of leading the world developing the hydrogen economy. Around the same time there was a proposal for a hydrogen highway in Illinois as well as California. The hydrogen project in California was implemented but the one for Illinois was not. We travelled to Iceland and saw their hydrogen fueling station and the three German busses modified to be powered by hydrogen but did not ride in the busses as they had minor technical problems with the doors. Later Bob gave a presentation in Rockford on the potential of a hydrogen economy. At a subsequent Fair, the Car Guy of Wisconsin gave a presentation on the hydrogen car being sold in California. Interest in hydrogen faded as the cost of solar, wind and batteries dropped in price and gained widespread support. With the war in Ukraine and the sanctions on Russian gas and oil a new energy crisis has evolved. Energy shortages and rising prices impact the entire economy. Beyond the immediate stress and su�ering from energy shortages and rising prices is the fear of winter gas shortages intensifying the situation particularly in Europe. Some leaders claim the EU could be facing five to 10 years of energy shortages and di�cult economic times. One observer equated the crisis to a controlled demolition of the economy as essential energy, food, fertilizers and materials are experiencing major supply disruptions. Faced with the economic consequences of the loss of energy, political leaders are seeking it from other sources. Closed coal mines are being reopened and scheduled nuclear power plant closings are being delayed. Imports of compressed natural gas, particularly from the United States, have increased. There have also been calls to increase the installation of renewable energy sources. Existing o�shore wind farms and the prospects of additional installations open the opportunity to expand the production of hydrogen but time would be needed to scale it up to o�set the loss of Russian energy.According to a report by the International Energy Agency, the Northwest countries of Europe are already producing about 60% of the European hydrogen demand. Belgium, Denmark, France, Germany, the Netherlands, Norway and the United Kingdom are united in the e�ort with a strategy to a make progress in their long term commitment to hydrogen.
