Transportation overhaul taking shape with toll increase, new board appointees By Ben Szalinski & Brenden Moore Capitol News Illinois news@capitolnewsillinois.com
SPRINGFIELD — A recently passed state law is beginning to reshape Illinois’ transportation landscape, as drivers on state tollways will see rate hikes and a new oversight board is taking shape. The Illinois State Toll Highway Authority on Wednesday approved the first toll rate increase in 15 years. And Gov. JB Pritzker on Friday announced his appointments to the new Northern Illinois Transit Authority board, which will replace the Regional Transportation Authority next month as the body overseeing the Chicago Transit Authority, Metra commuter rail and Pace Suburban Bus. Toll hike approved The Tollway Board approved rate hikes for all vehicles on Wednesday that will take effect Jan. 1. Passenger vehicles will pay 45 cents more when passing through each toll while truckers will pay on average 30% more. Tolls will increase based on inflation every two years going forward without further approval from the board. Toll rates vary depending on toll road, type of vehicle and whether the car has an I-PASS, but generally range from 45 cents to $3 for passenger vehicles under the current rates. Even with the increase, the Tollway claimed in a news release the average per-mile cost is still 5 cents below the national average. The hike will fund a $26.5 billion capital program that includes major projects across the tollway system, which stretches as far west as Rockford and Dixon. “Nearly 1.7 million drivers rely on this system every day, and our responsibility extends well beyond the next construction season,” Tollway Executive Director Cassaundra Rouse said in a statement. “We know where congestion is growing, and we know how our infrastructure ages. Driving Connections gives us a responsible path to meet those needs and keep Northern Illinois moving for the next generation.” Public transit overhaul The toll hike was permitted by legislation passed last fall to reform and fund public transportation throughout the state, but especially in the Chicago area. While the bill redirected Road Fund money away from road construction projects to public transportation, it also allowed the Tollway to substantially raise revenue to fund a new capital plan. It was part of a deal between lawmakers and labor unions to find a funding source for public transportation without substantially reducing road work in the state. Marc Poulos from the International Union of Operating Engineers Local 150 told lawmakers last year the increase
could boost Tollway funding by $1 billion annually. Gov. JB Pritzker defended the toll increase following a political rally at the State Fair. He touted measures he’s approved to lower costs and blamed Republican policies at the national level for raising the price of gas and groceries. “We want to make sure that our roads are pothole-free, that we’re making sure to build more so that we can build our economy across the state of Illinois,” Pritzker told reporters. Pritzker’s Republican opponent, Darren Bailey, slammed the toll hike during Republican events around the fair on Thursday and called for abolishing tolls entirely, though he did not specify a funding source for future road construction. “What do you think happens to all the everyday prices of every item that is trucked into Chicago, into Illinois, all across the country?” Bailey’s running mate, Aaron Del Mar, told reporters. “That price raises up. So you can’t talk about affordability at the same time as you’re raising taxes.” Among other projects, the Tollway plan includes reconstruction of the I-88/I-355 interchange outside the Tollway’s Downers Grove headquarters, a new interchange on I-294 at Irving Park Road south of O’Hare Airport, parking and employee access off I-490 on the west side of O’Hare, and resurfacing, bridge repairs and technology upgrades throughout the system. Tollway officials argued these projects, while creating headaches for drivers initially, pay off later by reducing congestion. The Jane Addams Expressway expansion completed nearly a decade ago reduced travel times by 25 minutes, according to the Tollway. Transit board taking shape NITA’s 20-member board will be comprised of five members each appointed by Pritzker, Chicago Mayor Brandon Johnson and Cook County Boad President Toni Preckwinkle, as well as one each by the county board chairs of Kane, Lake, McHenry, DuPage and Will counties. The new board, which takes over Sept. 1, is designed to be a stronger version of the RTA, with broad authority to establish a universal fare system and coordinate schedules between the CTA, Metra and Pace. And under the new structure, several members of the larger NITA board will also serve on the three service agencies’ boards — enough to form majorities on those boards to promote cooperation and alignment across the systems. Pritzker’s appointees to NITA are Bashir Qaasim, Nedra Sims Fears, Nirali Shah, Rosa Ortiz and Vanessa Uribe. The governor also reappointed Neema Jha to the CTA board. Qaasim, who will also serve on Metra’s board, is vice president of The Whole Group,
where he advises large organizations on how to deploy artificial intelligence. He previously held senior roles at tech companies Aforza and Accenture, advising on technology and organizational strategy, according to the governor’s office. Sims Fears, who will also serve on the CTA’s board, is the executive director of the Greater Chatham Initiative, which promotes investment and economic growth on Chicago’s South Side. She previously worked in banking and community development financing at Fannie Mae, the city of Chicago and the Community Investment Corporation. Ortiz, who will also serve on Pace’s board, is an urban planner and the founder of 3e Studio, a planning and community development consulting firm. She’s served on the CTA board since 2021 and was previously a deputy commissioner in the city of Chicago’s Department of Housing and has held leadership positions in organizations like the Chicago Metropolitan Agency for Planning. Uribe is an associate vice president at The Chicago Community Trust and previously worked as chief deputy in the Illinois Secretary of State’s executive office and as chief of staff and deputy director of the Office of Economic Equity and Empowerment within the Illinois Department of Commerce and Economic Opportunity. Uribe will only serve on NITA. Jha, who will only serve on the CTA board, is a director at Charles River Associates, where she advises large organizations on technology infrastructure modernization. She’s served on the board since 2021. “My board members will play a critical role in modernizing Illinois’ transit systems so we can continue to strengthen operations, make necessary upgrades, and better connect communities across our state,” Pritzker said in a news release. “I am proud to appoint highly qualified, dedicated Illinoisans who will help advance this important work.” Pritzker’s appointments are subject to approval by the Illinois Senate. Johnson, Preckwinkle and collar county officials announced their picks for the boards of NITA and the three service agencies under its purview earlier this summer. Unlike the RTA board, whose 15 appointed members elected an outsider as chair, the NITA Board will elect one of its own members chair by a simple majority vote at its first meeting. The chair will be subject to Senate confirmation until 2030. Suburban lawmakers criticized the new structure during legislative debate for potentially allowing appointees who live in Cook County to outweigh suburban members. Kirk Dillard, the RTA’s chairman since 2014, was not appointed to the NITA board.

Amid Democratic scandals, Illinois Republicans hoping to flip seats By Ben Szalinski
Capitol News Illinois bszalinski@capitolnewsillinois.com
SPRINGFIELD — Illinois Republicans are hoping to buck historic midterm election trends by focusing on affordability and Democratic scandals in the Statehouse as they seek to emerge from superminority status. President Donald Trump remains deeply unpopular in Illinois, and midterm elections have spelled bad news throughout U.S. history for the party that holds the White House. But Democratic corruption and sexual harassment scandals have dominated this summer’s headlines in Illinois politics, and state tax burdens remain higher in Illinois than in most other states. Those factors have GOP leaders of the General Assembly optimistic that this election represents an opportunity to gain ground. “There’s a lot of things going on in Illinois that certainly is motivating voters, and I think the voter turnout is going to be what’s instrumental in winning additional seats this year,” House Republican Leader Tony McCombie, R-Savanna, told Capitol News Illinois on Thursday at Republican Day at the State Fair in Springfield. Candidate after candidate on Thursday said most of their conversations with voters come back to issues, especially cost of living and high taxes. Gov. JB Pritzker and Democrats would prefer to make this year’s election a referendum on Trump. At their Democrat Day events on Wednesday, they hammered Republicans for supporting the war in Iran, which has raised gas prices, and tariffs, which have more broadly increased prices. Senate Republican Leader John Curran, R-Downers Grove, told supporters at a state party meeting on Thursday morning that Republicans should make this year’s election a referendum on Democrats, taxes and spending. “This election is a referendum on JB Pritzker and his failed economic policies for the state of Illinois,” Curran said in an interview. “We have to talk about the Illinois story here, not what’s going on nationally.”
Targets for ouster
Republicans have been in the superminority in the House since 2018, but they’ve since held ground, preserving 40 of 118 seats. It’s been worse on the Senate side, where the party has been in the superminority since 2012 and currently holds 19 of 59 seats.
This year, several legislative races are expected to be close, including for some seats held by GOP incumbents, especially in the suburbs. Rep. Martin McLaughlin, R-Barrington Hills, is facing Democrat Maria Peterson for the second consecutive election, having beat her by just 47 votes in 2024. “Everybody’s been doubting me for years and it just seems to keep working,” McLaughlin said in an interview. “So maybe it’s the message, maybe it’s being genuine, authentic, and direct. And I’ve always tried to be that. It doesn’t always rub everybody the right way, but with me, you know what you’re going to get.” McLaughlin is taking help from the House Republican Organization this time after declining it two years ago. That allows him more access to party staff and money, and he said he believes McCombie has improved her caucus’ political operation. “I want programs that are going to move the needle forward and get more butts in the seats, and I think people are moving in that direction,” McLaughlin said. “The communication success that I’m having individually is actually starting to be replicated amongst the group.” That same northwest suburban area is also the site of a tough Senate race between incumbent Sen. Darby Hills, R-Barrington Hills, and Rep. Nabeela Syed, D-Inverness. Curran also has other seats his caucus currently holds that he is trying to defend, but said he’s also hoping Frank Lesko will oust Sen. Doris Turner, D-Springfield, Brad Beekman will defeat Sen. Mike Halpin, D-Rock Island, and Daniel Rhyne will send Sen. Christopher Belt, D-Swansea, packing. McCombie declined to say how many seats she’s aiming to pick up, but said the 112th District represented by Rep. Katie Stuart, D-Edwardsville, 76th District represented by Rep. Amy “Murri” Briel, D-La Salle, and 97th District represented by Rep. Jessica Dixon Heitman, D-Plainfield, are among her targets. Stuart is facing Jimmy Ford and Briel is up against Liz Bishop for a second time. The 97th District was held by former Rep. Harry Benton until early July when he resigned after a report by the Legislative Inspector General found he engaged in a “pattern” of sexual abuse. B e nt o n b e a t R e p u bl i c a n G a b b y Shanahan by about 4 points two years ago and she told Capitol News Illinois she thinks victory is within reach. “I think we have a very good chance,” said Shanahan, a grassroots engagement director for Americans for Prosperity.
“Obviously always a very winnable district for Republicans, and then I think people are just hungry for change. They’re hungry for trust in government. They’re hungry for transparency in government, accountability in government. And I think that’s what I offer.”
Ethics issues
Republicans are using Benton’s allegations, as well as the federal indictment of Rep. Carol Ammons, D-Urbana, against Democrats. The new chair of the Illinois Republican Party, Bob Grogan, said he’s disappointed unethical behavior continues to be an issue in the state. “I don’t view it as an opportunity. I think it’s disgusting that we even have to talk about it,” Grogan said. “It’s a vast disappointment, and we’re going to point out the differences between the two parties.” However, he cautioned Republicans against adopting old practices where the party was a “one-trick pony” that largely focused on bashing former Speaker Mike Madigan. Even after Madigan’s indictment before the 2022 election and conviction before the 2024 election, Republicans failed to win significant races. Curran said voters are also not singularly focused on ethics. “We’re not hearing ethics at the door,” he said. “We’re hearing cost of living at the door, but ethics is something that we want to come in with a strong plan and tackle in a veto session. It is past due, and what’s going on in the House right now, it shows that we are lagging. But really, what’s top of mind of voters is high taxes, cost of living — property taxes in particular.” McCombie said Republicans should focus on both. “I think it’s a combination. The affordability, property taxes, is a No. 1 concern

New allegations
As the GOP kicked off fair events Thursday morning, another allegation against an incumbent Democrat surfaced. Laura Jackson, a former staffer for Rep. Briel, alleged in a video interview released by Bishop’s campaign that the representative harassed her and supplied drugs. Jackson, who worked on Briel’s 2024 campaign and then in her district office for a time, claims Briel referred to her as her possible sexual “prize” for winning the election. She also says Briel supplied unlimited Adderall throughout the campaign and then as a state representative, gave out marijuana as a “bonus.” “There can be no repeat with Murri Briel,” the House Republican Organization said in a statement. “These allegations demand a serious response, and (House Speaker Emanuel “Chris”) Welch should make clear immediately that Briel will not receive caucus support while they remain unresolved.” In a statement, Briel denied the accusations and said they have been resolved. “The statements in the video produced by her MAGA political operatives were previously taken to the Legislative Inspector General in 2025 and were found to be without merit,” Briel said. “I am calling for the immediate release of the Legislative Inspector General’s report on this matter.” Legislative Inspector General Mike McCuskey confirmed to Capitol News Illinois a complaint was filed more than a year ago and it was investigated. He declined to discuss the results.” Capitol News Illinois is a nonprofit, nonpartisan news service that distributes state government coverage to hundreds of news outlets statewide. Former Sangamon County deputy convicted of murder dies while in custody State parole board denied a medical release for Sean Grayson just three weeks ago By Ben Szalinski
Capitol News Illinois bszalinski@capitolnewsillinois.com
The former Sangamon County Sheriff’s deputy convicted of shooting an unarmed woman in the face after she called for help died Sunday morning, his attorney confirmed. Sean Grayson, who was 32, died after serving less than a year of his 20-year prison sentence, defense attorney Dan Fultz said. Grayson shot Sonya Massey, 36, while she was in her kitchen on July 6, 2024, after she called 911 to report a prowler outside her home. Grayson responded with another deputy, whose body camera recorded the events leading up to the shooting. That video showed Grayson shooting the unarmed Massey. Sangamon County State’s Attorney John Milhiser reviewed the video and the Illinois State Police investigation
and charged Grayson with first-degree murder 11 days after Massey’s death. Grayson’s attorneys confirmed in court documents that doctors diagnosed Grayson with colon cancer in 2023, before Massey’s shooting, but shared that the cancer had then spread to his liver and lungs. While in the county jail awaiting trial, records obtained by Capitol Illinois News showed that Grayson was transported regularly to Springfield for medical treatment. At Grayson’s trial, he appeared gaunt and thin, much thinner than the deputy who was 6-foot-4 and weighed 225 pounds at the time of the shooting. Grayson was convicted of second-degree murder in October. In May, Grayson requested a compassionate release under the Joe Coleman Act. In his petition, Grayson claimed that Massey invited him into her home and then attacked him with a boiling pot of water. Sonya Massey’s family opposed the release. The Illinois Prisoner Review Board
denied his request in late July. Civil rights attorney Ben Crump, who represented the Massey family, released a statement regarding Grayson’s death. “Sonya Massey’s death was unjustifiable, and she should be alive today. Sean Grayson’s death in custody from cancer does not bring Sonya back. We wish his family prayers of peace, as we do for all who grieve a loved one. Sonya’s family knows the pain all too well and will grieve her loss the rest of their days,” the statement said. The Illinois Department of Corrections did not respond to an email regarding Grayson’s death on Sunday. Grayson was in IDOC’s custody at the time of his death but details about his detention were never released. Ethnic Heritage Museum
Ethnic Heritage Museum salutes Black Military Units From David Ruffin
In spite of adversity and limited opportunities, African Americans have played a significant role in U.S. military history over the past 300 years. On Sunday, August 30, from 2:00-4:00 pm, the African American Gallery of the Ethnic Heritage Museum will unveil its newest exhibit honoring the history of the Montford Point Marines and other Black military units. The History of the Montford Point Marines and other Black Military Units exhibit spotlights the accomplishments of the Buffalo Soldiers, Tuskegee Airmen, the Montford Point Marines, the servicemen who served with Operation Red Ball Express and operations in S.E. Asian. It will also spotlight the Black women who served in the 6888 Central Postal Delivery Unit. In 1942, President Roosevelt established a presidential directive giving African Americans an opportunity to be recruited into the Marine Corps.
The Tuskegee Airmen were America’s first black military pilots and their support personnel. They are best known for the extraordinary efforts in the air war of World War II. Operation Red Ball Express was a famed truck convoy system that supplied Allied forces moving quickly through Europe. The 6888th Central Postal Directory Battalion, nicknamed the “Six Triple Eight” was the only Black and multi-ethnic US Women’s Army Corps unit sent overseas during World War II. The “History of the Montford Point Marines and other Black Military Units” spotlights members with a Rockford connection who served in these units. They are; Maj. Harris the grandfather of the Lawrence Mathews’ family (Buffalo Soldier), Col. Charles Young (Buffalo Soldier/Commander at Camp Grant), Fred Hutchinson, Jr. (Tuskegee Airman), Capt. Arthur Pitts (Tuskegee Institute/Camp Grant), Homer Hempstead (Montford Point Marines) and Robert Hearns, Sr.
(Red Ball Express),Willie Percy Yarbrough (China Burma India Theater - CBI) and Theresa Bell (6888 Central Postal Delivery Unit). On Sunday, August 30, at 2:30 pm C.L.H. (Calvin) Johnson, Sr., Montford Point Marine Association Charter President and Stanley “Curly” Thompson, Montford Point Marines Association and former Commander of the American Legion Jefferson Horton Post 340 will give a special presentation. This event is free to the public but donations are greatly appreciated.“The History of the Montford Point Marines and other Black Military Units” is an excellent exhibit for students. The Heritage Museum Park campus is handicap accessible. There is parking available in the parking lot on the corner of South Main and Morgan Streets next to the Graham-Ginestra House and on Loomis Street by the museum. US and Canada fall deeper into a trade war with new tariffs as talks collapse and blame is spread By Paul Wiseman and Rob Gillies Associated Press
TORONTO (AP) — The United States and Canada, historic allies along an undefended border, fell deeper into a trade war Saturday marked by angry recriminations and new tariffs that are expected to raise prices for products in both countries. Each side blamed the other for the collapse of negotiations in Washington late Friday, leading the U.S. to impose 50% tariffs on $20 billion worth of Canadian goods and Canada setting Sept. 8 as the start of its retaliatory penalties. President Donald Trump’s import taxes will hit about 5% of what Canada ships to the United States every year, ranging from hockey sticks to tongue depressors. Prime Minister Carney said Ottawa would respond with targeted tariff protection for industries exposed to the new U.S. duties, including some steel products. He also mentioned the dairy, appliance, agricultural equipment, pulp and paper and electronics sectors. No further talks were planned. Whatever the eventual outcome, a loss of trust seems one of the earliest casualties. Carney accused Washington of using “economic integration as a weapon” and said “its signature was written in pencil.” Resorting to the language of battle, he said his country had been “attacked” by the new American tariffs. “You’re at war when you get attacked,” he said, adding that Canada had the reserves, resilience and plan to respond. But to Trump’s chief trade negotiator, Jamieson Greer, the U.S. was compelled to act after a year of retaliation by its longtime partner. “We’ve said enough, and so we’ve taken countermeasures. Our interest is in protecting American workers and protecting American supply chains,” the U.S. trade representative told “Fox & Friends Weekend.”
Canada cites ‘unacceptable demands’ as US says it offered favorable terms
Carney said Canada had been willing to drop remaining retaliatory tariffs on steel, aluminum and autos if the U.S. substantially lowered its own, and to encourage provinces to restore U.S. alcohol sales. But he said Washington’s final demands went too far. “They asked too much and offered too little,” Carney said. Greer said the Republican administration was offering to cut tariffs on steel, autos and lumber, “things that are sensitive for them. And they’ve always had the best deal, and they still would have an even
better deal, but they didn’t want that.” As a result, he said, “We’re moving forward with measures that respond to Canadian retaliation.” Carney said the U.S. added last-minute terms that would have reduced tariff relief for Canadian-made vehicles, restricted Canada’s ability to strike trade deals with other countries and weakened protections for language, culture and sovereignty. He said such demands were “unacceptable.” The breakdown in negotiations marked a sharp reversal from two days earlier, when officials from the two countries sounded as if they were headed toward a compromise. Ontario Premier Doug Ford, who leads Canada’s most populous province, praised Carney for rejecting the deal, saying it would have hurt Ontario’s auto, steel and manufacturing sectors. Ford urged Canada to use “every tool in our toolbox” to fight the U.S. tariffs. The moves also call into question the future of a North American trade agreement covering the United States, Canada and Mexico that is crucial to industry in all three countries. Carney said the breakdow n was “certainly not good news” for the review of that agreement and that the failed negotiations had given Canada “a new perspective” on what Washington wants from the broader economic relationship.
A typically cooperative alliance goes sour
The political impact will likely be even bigger than the economic fallout. The countries sold each other $880 billion worth of goods and services last year. The tariffs were initially supposed to kick in at 12:01 a.m. Wednesday. Trump extended the deadline for three days to allow talks to continue, but the countries could not reach an agreement in time. The U.S. and Canada have wrangled for decades over trade, poking each other over sore spots such as Canadian softwood lumber imports and U.S. access to Canada’s protected dairy market. Somehow, they still managed to remain friends, allies and trading partners. Canadian soldiers fought alongside Americans in Afghanistan after 9/11. The 5,525-mile U.S.-Canada border is undefended, and nearly 330,000 people and $2 billion worth of goods cross it every day; 800,000 Canadians live in the United States. Trump’s approach to dealing with Canada marks an extraordinary departure from the traditionally cooperative relationship between the two countries. Trump has imposed tariffs on Canadian goods
in a push to bring manufacturing back to the United States and made inflammatory comments about turning Canada into America’s 51st state. Carney said Canada had recognized that “America has changed” and that the two countries would “not return to our old relationship.”
Canadians and Americans are frustrated
The Canadian public is fed up. A petition to expel U.S. Ambassador Pete Hoekstra, a Trump ally, has collected nearly 248,000 signatures since July 21. It accuses the former Republican congressman from Michigan of having “normalized’’ Trump’s talk of annexing Canada, among other things. The two countries had good reasons to find a compromise. Nearly 72% of Canada’s goods exports last year went to the United States. The Trump administration might be wary of imposing new tariffs — paid by U.S. importers who try to pass along the cost to consumers via higher prices — before the November midterm elections. American voters are already frustrated with the high cost of living. “Both sides will be under immense pressure in the coming days to still find an off-ramp,” said Ryan Majerus, a partner at King & Spalding and a former U.S. trade official. Joshua Bolten, CEO of the Business Roundtable, which represents leaders of major U.S. companies, warned the tariffs and retaliation risk “raising costs for American businesses and families” and disrupting vital supply chains, and urged both governments to resume negotiations.
Trump has turned to Depressionera trade penalties
Trump has made tariffs the centerpiece of his second-term economic agenda. Last year, he imposed double-digit import taxes on almost every country, justifying them by declaring the long-standing U.S. trade deficit a national emergency. The Supreme Court in February ruled that he had overstepped his authority. The justices struck down the trade penalties and set the stage for the federal government to pay refunds to importers. So Trump has looked for other legal authority to justify tariffs. After the Supreme Court struck down much of Trump’s earlier tariff program in February, the administration turned to other legal authorities. For Canada, Trump invoked Section 338 of the Tariff Act of 1930, a rarely used Depression-era provision allowing tariffs of up to 50% against countries deemed to discriminate against U.S. businesses. The provision is part of the SmootHawley tariff law, widely blamed by economists and historians for worsening the Great Depression by restricting global trade. Section 338 has never previously been used to impose tariffs. The rift comes as the United States, Mexico and Canada are trying to renew a trade agreement that Trump negotiated in his first term and once praised as a triumph. The United States has begun formal talks with Mexico over revamping the US-Mexico-Canada Agreement, known as USMCA. But talks with Canada have not begun and escalating trade conflict casts doubt on whether they will.

Harvesting your apple trees By Grant McCarty Contributor
This past weekend marked the start of the 2026 apple season in Northern Illinois. While this may seem early, especially given the weather we’ve experienced this month, it’s actually common for orchards in our region to open at the end of August. This year, spring frosts had a significant impact on the crop. Long flowering periods overlapped with temperatures in the 20s, reducing fruit set in some orchards and resulting in lower yields than expected. If you do make it out to an orchard soon, one of the earliest cultivars many orchards now grow is ‘Zestar!’. This University of Minnesota variety is excellent for fresh
eating and cooking, with good storage ability lasting about two months. You may also see some early ‘Honeycrisp’ apples, but most other cultivars won’t be ready until the first week of September. Many orchards will introduce two or three new cultivars each week throughout the fall as the harvest season progresses. If you have apple trees in your backyard and this is your first harvest season, you may be wondering when your apples are ready to be picked. Like commercial orchards, you’ll harvest apples based on their seasonal ripening period. We recommend consulting variety guides, as different apples mature at different times throughout the fall. For example, ‘Fuji’ apples typically ripen in mid-September,
while ‘Granny Smith’ may not be ready until late October. One helpful approach is to observe what commercial orchards around you are harvesting or check their harvest calendars. This can give you a better estimate of when your own apples may be ready. If you’re growing a variety that isn’t commonly listed, look for similar cultivars to make your estimate. Many modern apple varieties share common parentage and often have similar harvest windows. Skin color can be a good indicator of apple readiness, though this method has limitations. If your apple is a mixture of red and yellow rather than a single color, it may be difficult to determine ripeness by appearance alone. Pay attention to the
“ground color,” or the skin color around the stem area. As the apple matures, this color typically changes from green to yellow, although the timing and extent of that change varies by variety. Orchards commonly use a starch test to determine ripeness. This involves cutting the apple and dipping it into an iodine solution. Apples showing strong purple coloration are generally considered immature, while mature apples ready for harvest will display only a small amount of blue-purple staining around the edges. You can perform this test in your home orchard, but be aware that it takes practice to interpret the results accurately. Grant is the Local Food and Smalls Farms Educator of the University of Illinois Extension.

Changing demand for water By Dr. Robert Vogl, Ph.D.
Illinois Renewable Energy Association Contributor
Over my lifetime we have had various issues regarding drinking water supplies. Growing up In Milwaukee we had access to plenty of high quality water. During summer heat waves and droughts we had occasional limits placed on watering the lawn. Such bans were of little concern to my parents who felt a brown lawn would quickly turn green again after a rain. A cousin who moved to Arizona preferred a green lawn until she got her first costly bill because she watered her lawn in the heat of an Arizona summer. At our small summer cottage we got our water by pumping it into milk cans from a nearby well and carting it home in a coaster wagon. Later we had a sand point well installed. We did not water the lawn and our toilet was an outhouse. Swimming in the lake was how we kept clean. Eventually we installed a toilet and septic tank increasing our water use as showering became an option. In the 1960s Sonia and I and our children spent three weeks in Tuskegee, AL in an apartment with a limited supply of water. It would dwindle over the course
of a day as the community had limited storage capacity. By the next morning enough water refilled the community water tank to provide enough water for the day. We adjusted our water use according to daily fluctuations. Our current home in the country had two wells on it, one for the house and another for the dairy barn. One of the wells went dry during a drought and now just one well serves both the house and barn. We store some water and rotate it periodically in case we are without electricity to power the well pump. The stored water provides us for several days but we would need to secure additional supplies from other sources. Our various experience with different water supplies was fairly typical in this part of the Midwest. Following WWII the economy improved and water consumption increased with the arrival of appliances and behavioral changes. The rising demand along with safety concerns are increasing the cost of securing portable water. Since 1950 the United States Geological Service has produced nation wide water use data to provide a comprehensive overview of how water is used within
the country. The data provides water managers a foundation to evaluate trends of water being used by humans and the quantity available for future use in various regions of the country. The three largest categories of use in the U.S are in thermoelectric power plants, agricultural irrigation and public supply. The major sources of water supply come from surface sources and underground supplies. One long standing, major supply issue on how to allocate water resources is the rate of depletion of the Ogallala Aquifer in the west and the limited supply of water in the Colorado river watershed. In terms of public water supplies, concerns are being raised regarding the high water demand for cooling the increasing number of AI facilities being installed within the United States. Of particular concern is the volume of water being used for cooling the equipment and their potential to deplete water used for public consumption, Water supply issues are also hitting parts of Europe. Our daughter is visiting the UK and has been sending me emails on the impacts of their fifth heatwave and the drought this summer on water
supplies for the public use. One article in The Independent by Elie Grabbe discussed some of water supply issues. The company supplying the water to a community began to restrict water use when it storage tank levels dropped to a very low level. Consumer were told not to water their gardens, wash their cars, fill outdoor pools or have outdoor fires needing water to control them. After thousands of households experienced repeated reductions in supply or temporary loss of water they bought plastic bottles of water to meet their needs for water for people, pets, washing, cooking and flushing toilets. They then used the empty water bottles by lining up them up to form their desperate plea of Help Us. In response customers and government officials called on the private water companies to accelerate the rate of repairing leaking pipes of companies distributing the water to households. Fixing leaks at an accelerated rate has is not a long term solution if population growth accelerates along with overall increase in water consumption. Clean water is essential for the survival of people, pets, wildlife and nature.
