That measure also increased driving-related fees, redirected a portion of the state’s sales tax on motor fuel to the road fund and authorized borrowing to pay for construction projects. “A little over three years ago, I signed our historic bipartisan infrastructure program into law,” Gov. JB Pritzker said at a news conference at the IDOT building in Springfield. “And since then, Rebuild Illinois has undertaken a massive trans formation of our state’s transportation systems.”Approximately $8.6 billion has already been spent in the first three years of the Rebuild Illinois plan on road and bridge projects, including over $6.4 billion on the state transportation system and over $2.1 billion on local systems. It’s a slower pace than laid out in the six-year $33.2 billion spending plan passed in 2019. But IDOT Secretary Omer Osman said he’s hopeful that the pace picks up as several large projects move beyond the initial engineering phase. IDOT has expanded its engineering staff and lawmakers approved a “designbuild” process in Senate Bill 2981 this year to combine the design and construction in a more efficient bidding process, which could also hasten things, he said. “We are aggressively, aggressively pushing all these projects across the entire state,” he said. The highway portion of the multi-year plan – a required filing each year for the state’s transportation agency – accounts for $24.6 billion of the planned spending. Of that, $13.3 billion, or 54 percent, is federally funded, just over $6 billion is state funding, $4.1 billion comes from bond proceeds, and $1.2 billion comes from local reimbursements. The current fiscal year, which began July 1, is scheduled to see $3.7 billion in new construction under the road and bridgeAnotherplan.near-$10 billion in combined state, federal, local and private spending was laid out for transit, marine trans portation, railways and airports. Of that, 59 percent was state spending and 31 percentProjectsfederal.inthat plan range from construction of high-speed rail between St. Louis and Chicago to airport upgrades to support for major port renovations at the confluence of the Mississippi and Ohio rivers near Cairo in southern Illinois. Road projects are underway in all nine of the state’s IDOT districts, from a $54 million interchange reconstruc tion, bridge replacement and repair on Interstate 80 in Will County, to $100.3 million for improvements on Interstate 24 from Metropolis to Interstate 57 in Massac, Johnson and Williamson counties.“Therenovation of nearly 4,500 miles of highway and over 400 bridges has already been completed, and virtually every Illinois resident can see and feel the results in real time,” Pritzker said. The bipartisan Infrastructure Investment and Jobs Act signed into law by President Joe Biden last year allowed Illinois to expand its multi-year plan by $4 billion, Osman said. The fact that Illinois had an infrastruc ture plan when the federal law passed, Pritzker said, made the state better equipped to take advantage of federal matching funding, which provides for an 80 percent federal match for a state’s investment of 20 percent of certain projects’“Becausecosts.we passed rebuild Illinois two-and-a-half years before the (federal law) was passed, we actually are shovel ready, we have the resources available,” Pritzker said. “There are a lot of other states that have to come up with those dollars, don’t know where they’re going to come from. And so we’re really in a position to do much more, much more quickly.”TheRebuild Illinois plan passed with overwhelming bipartisan majorities in Pritzker’s first year as governor, marking the first state capital infrastructure plan in nearly a Lawmakersdecade.from both parties hailed it as forward-thinking for its automatic motor fuel tax increase, raised regis tration rates for electric vehicles, and the authorization of bonding to pay for construction.Themotor fuel tax and fee increase, contained in Senate Bill 1939 passed 48-9 in the Senate and 83-29 in the House. The spending plan, contained in House Bill 62, passed 95-18 in the House and 53-6 in the Senate. The bonding authority measure, contained in House Bill 142, passed 94-20 in the House and 53-6 in the Senate. One lawmaker voting against all three portions of the plan was then-Rep. Darren Bailey, the Xenia Republican and current state senator who is challenging Pritzker in the 2022 governor’s race. Bailey has frequently criticized the motor fuel tax increase, successfully using it as an avenue of attack against challengers in the Republican primary. But he hasn’t offered up an infrastructure funding plan of his own. Asked for comment on the infrastruc ture plan and potential alternatives Friday, Bailey’s team issued a statement. “JB Prtizker’s gas tax hike gave Illinois the second-highest gas tax in the country, and some of the highest gas prices. It is simply not affordable,” spokesperson Joe DeBose said in a statement. “48 states are able to build their transportation infrastructure with lower gas taxes than Illinois. We can do better with zero-based budgeting and reprioritizing spending, but not with J.B. Pritzker in charge.”
Osman, who has worked at IDOT for more than 30 years and became its director under Pritzker, said the motor fuel tax increase means infrastructure improvements can continue beyond Rebuild Illinois’ initial six-year lifespan. “We are number three in the nation when it comes to interstate land mileage, and that’s a big statement to make,” he said. “Our system is complex, and we need that sustainable funding as we go down the road beyond the six years, for sure.”

Markey is one of the few members of Congress still serving who voted for the 1979 Taiwan Relations Act that ensured continued relations with the island following the switch of U.S. diplomatic recognition from Taipei to Beijing. The other members of the delegation are Republican Rep. Aumua Amata Coleman Radewagen, a delegate from American Samoa, and Democrats John Garamendi and Alan Lowenthal from California and Don Beyer from Virginia. China says it wants to use peaceful means to bring Taiwan under its control, but its recent saber rattling has emphasized its threat to take the island by military force. The earlier drills appeared to be a rehearsal of a blockade or attack on Taiwan that would force the cancellation of commercial flights and disrupt shipping to Taiwan’s main ports as well as cargo passing through the Taiwan Strait, one of the world’s busiest shipping lanes. The exercises prompted Taiwan to put its military on alert, but were met largely with defiance or apathy among the public used to living in China’s shadow. The American “visit at this time is of great significance, because the Chinese military exercise is (intended) to deter U.S. congressmen from visiting Taiwan,” Lo Chih-cheng, the chair of the Taiwan legislature’s Foreign and National Defense Committee, said after meeting with the U.S.“Theirlawmakers.visitthis time proves that China cannot stop politicians from any country to visit Taiwan, and it also conveys an important message that the American people stand with the Taiwanese people,” Lo said. A senior White House official on Asia policy said last week that China had used Pelosi’s visit as an excuse to launch an intensified pressure campaign against Taiwan.“China has overreacted, and its actions continue to be provocative, destabilizing, and unprecedented,” Kurt Campbell, a deputy assistant to U.S. President Joe Biden, said on a call with reporters on Friday. Campbell said the U.S. would send warships and planes through the Taiwan Strait in the next few weeks and is develop ing a roadmap for trade talks with Taiwan that he said the U.S. intends to announce in the coming days.

By Johnson Lai Associated Press TAIPEI, Taiwan (AP) — China announced more military drills around Taiwan as the self-governing island’s president met with members of a new U.S. congressional dele gation on Monday, threatening to renew tensions between Beijing and Washington after a similar recent visit by U.S. House Speaker Nancy Pelosi angered China. Pelosi was the highest-level member of the U.S. government to visit Taiwan in 25 years, and her trip prompted nearly two weeks of threatening military exercises by China, which claims the island as its own. In those drills, Beijing fired missiles over the island and into the Taiwan Strait and sent warplanes and navy ships across the waterway’s midline, which has long been a buffer between the sides that split amid civil war in 1949. China accuses the U.S. of encouraging the island’s independence through the sale of weapons and engagement between U.S. politicians and the island’s government. Washington says it does not support independence, has no formal diplomatic ties with the island and maintains that the two sides should settle their dispute peacefully — but it is legally bound to ensure the island can defend itself against any attack.

Taiwan is a crucial provider of computer chips for the global economy, including China’s hightech sectors, and beyond the geopolitical risks of rising tensions in the region, an extended crisis in the Taiwan Strait could have major implications for international supply chains at a time when the world is already facing disruptions and uncertainty.






In a letter last month, representatives from the upper basin states proposed a five-point conservation plan they said would save water, but argued most cuts needed to come from the lower basin. The plan didn’t commit to any numbers. “The focus is getting the tools in place and working with water users to get as much as we can rather than projecting a water number,” Chuck Cullom, the exec utive director of the Upper Colorado River Commission, told The Associated Press. That position, however, is unsatisfac tory to many in lower basin states already facing cuts. “It’s going to come to a head particu larly if the upper basin states continue their negotiating position, saying, ‘We’re not making any cuts,’” said Bruce Babbitt, who served as Interior secretary from 2003-2011.Lowerbasin states have yet to go public with plans to contribute, but officials said last week that the states’ tentative proposal under discussion fell slightly short of the federal government’s request to cut 2 to 4 million acre-feet. An acre-foot of water is enough to serve 2-3 households annually. Hasencamp, the Metropolitan Water District’s Colorado River resource manager, said all the districts in California that draw from the river had agreed to contribute water or money to the plan, pending approval by their respective boards. Water districts, in particular Imperial Irrigation District, have been adamant that any voluntary cut must not curtail their high priority waterSouthernrights.California cities will likely provide money that could fund fallowing farmland in places like Imperial County and water managers are considering leaving water they’ve stored in Lake Mead as part of their contribution. Arizona will probably be hit hard with reductions. The state over the past few years shouldered many of the cuts. With its growing population and robust agri cultural industry, it has less wiggle room than its neighbors to take on more, said Arizona Department of Water Resources Director Tom Buschatzke. Some Native American tribes in Arizona have also contributed to propping up Lake Mead in the past, and could play an outsized role in any new Irrigatorsproposal.aroundYuma, Arizona, have proposed taking 925,000 acre-feet less of Colorado River water in 2023 and leaving it in Lake Mead if they’re paid $1.4 billion, or $1,500 per acre-foot. The cost is far above the going rate, but irrigators defended their proposal as fair considering the cost to grow crops and get them to market. Wade Noble, the coordinator for a coali tion that represents Yuma water rights holders, said it was the only proposal put forth publicly that includes actual cuts, rather than theoretical cuts to what users are allocated on paper. Some of the compensation-for-con servation funds could come from a $4 billion in drought funding included in the Inflation Reduction Act under consider ation in Washington, U.S. Sen. Kyrsten Sinema of Arizona told the AP. Sinema acknowledged that paying farmers to conserve is not a long-term solution: “In the short-term, however, in order to meet our day-to-day needs and year-to-year needs, ensuring that we’re creating financial incentives for non-use will help us get through,” she said. Babbitt agreed that money in the legis lation will not “miraculously solve the problem” and said prices for water must be reasonable to avoid gouging because most water users will take be impacted. “There’s no way that these cuts can all be paid for at a premium price for years and years,” he said.

By Sam Metz and Felicia Fonseca Associated Press SALT LAKE CITY (AP) — Banks along parts of the Colorado River where water once streamed are now just caked mud and rock as climate change makes the Western U.S. hotter and drier. More than two decades of drought have done little to deter the region from diverting more water than flows through it, depleting key reservoirs to levels that now jeopardize water delivery and hydropower production. Cities and farms in seven U.S. states are bracing for cuts this week as offi cials stare down a deadline to propose unprecedented reductions to their use of the water, setting up what’s expected to be the most consequential week for Colorado River policy in years. The U.S. Bureau of Reclamation in June told the states — Arizona, California, Colorado, Nevada, New Mexico, Utah and Wyoming — to determine how to use at least 15% less water next year, or have restrictions imposed on them. The bureau is also expected to publish hydrology projections that will trigger additional cuts already agreed to. “The challenges we are seeing today are unlike anything we have seen in our history,” Camille Touton, the bureau’s commissioner, said at a U.S. Senate hearing.Tensions over the extent of the cuts and how to spread them equitably have flared, with states pointing fingers and stubbornly clinging to their water rights despite the looming crisis. “It’s not fun sitting around a table figuring out who is going to sacrifice and how much,” said Bill Hasencamp, the Colorado River resources manager at Metropolitan Water District, which provides water to most of Southern California.Representatives from the seven states convened in Denver last week for last minute negotiations behind closed doors. Officials party to discussions said the most likely targets for cuts are Arizona and California farmers. Agricultural districts in those states are asking to be paid generously to bear that burden. But the tentative agreements fall short of what the Bureau of Reclamation has demanded and state officials say they hope for more time to negotiate details. The Colorado River cascades from the Rocky Mountains into the arid deserts of the Southwest. It’s the primary water supply for 40 million people. About 70% of its water goes toward irrigation, sustaining a $15 billion-a-year agricul tural industry that supplies 90% of the United States’ winter vegetables. Water from the river is divided among Mexico and the seven U.S. states under a series of agreements that date back a century, to a time when more flowed. But climate change has transformed the river’s hydrology, providing less snowmelt and causing hotter tempera tures and more evaporation. As the river yielded less water, the states agreed to cuts tied to the levels of reservoirs that store its water. Last year, federal officials for the first time declared a water shortage, triggering cuts to Nevada, Arizona and Mexico’s share of the river to help prevent the two largest reservoirs — Lake Powell and Lake Mead — from dropping low enough to threaten hydropower production and stop water from flowing through their dams.The proposals for supplemental cuts due this week have inflamed disagree ment between upper basin states — Colorado, New Mexico, Utah and Wyoming — and lower basin states — Arizona, California and Nevada — over how to spread the pain. The lower basin states use most of the water and have thus far shouldered most of the cuts. The upper basin states have historically not used their full allocations but want to maintain water rights to plan for population growth. Gene Shawcroft, the chairman of Utah’s Colorado River Authority, believes the lower basin states should take most of the cuts because they use most of the water and their full allocations. He said it was his job to protect Utah’s allocation for growth projected for decades ahead: “The direction we’ve been given as water purveyors is to make sure we have water for the future.”

Five schools ranked in the preseason poll have head coaches starting their first full seasons leading their teams: Notre Dame (Marcus Freeman), Oklahoma (Brent Venables), No. 11 Oregon (Dan Lanning), No. 14 USC (Lincoln Riley) and No. 16 Miami (Mario Cristobal). I was home several days with the flu, our TV didn’t have a remote and I didn’t feel well enough to get up and cross the room to change the channel. Days is one of only four daytime dramas remaining on TV, along with ABC’s General Hospital and CBS’ The Young and the Restless and The Bold and the Beautiful, so it was shocking to learn NBC is moving Days to its Peacock streaming service starting September 12. My first thought was, “What are they going to replace it with? Yet another hour of Today?” (For the record, a daily news hour is taking its place.) My second was, “At least fans won’t have to worry about breaking news pre-empting the show.”
For those who already subscribe to the ad-supported Peacock Premium ($4.99/month) or the ad-free Peacock Premium+($9.99/month), it’s not a big deal. If you’re an Xfinity customer, chances are you already have access to the ad-free Peacock Premium service, which is included at no additional charge with most Xfinity cable and internet packages. While early reports indicate that the entire Days’ library – spanning 57 years – might also be available on Peacock Premium, most fans care more about current storylines. Right now, you can stream Days on the free version of Peacock after the original broadcast date. I asked a Peacock publicist if that will continue once the show leaves NBC, but have yet to hear back. If you don’t have the premium version and aren’t sure you want to subscribe, consider waiting until mid-September to see if any of the new episodes are available (possibly for a limited time) on the free tier. Was I thrilled to learn Days of Our Lives was being moved to Peacock? No. I think it’s asking a lot to expect fans to pay a monthly fee to watch a show they’ve actively supported for 57 years, especially when older fans might not be familiar with streaming, or might need to buy a device to keep watching their soap. I’m also concerned about what it means for the daytime genre as a whole. Love ‘em or hate ‘em, soap operas are a unique –and challenging – form of storytelling. As hard as it is to write an engaging book, movie, or even five seasons of a TV series, spinning a tale over decades is a difficult task. Yet the writers, casts, and crews of Days of Our Lives, General Hospital, The Young and the Restless and The Bold and the Beautiful have been entertaining viewers for decades, and getting little credit for how hard they work to keep those worlds alive.There are also a couple positives fans should consider: The show wasn’t cancelled. Episodes won’t be pre-empted by breaking news or live sports. No need to record it when you’re at work or school. And you can catch up on past seasons. Hopefully this new stage in Days of Our Lives’ long history will help it survive for decades yet to come. But it will all depend on how many fans follow the show to its new home.

BY GRANT MCCARTY CONTRIBUTOR Okra isn’t commonly grown in the Midwestern vegetable garden. It’s more common in southern US gardens. Yet, this summer you may have decided to grow okra for the fi rst time and might be dealing with some unique features of this crop along with some uncertainty of when to harvest your pods. Okra is in the Malvaceous plant family. Other agricultural members include cotton and cacao though suspect you’ve probably not grown those before. The Malvaceous plant family members you’ve probably grown or are familiar with are hibiscus and hollyhock. The okra plant then does have similar growth characteristics as other plant family members with a single stalk, large leaves, and hibiscus shaped flowers. Each flower when pollinate will produce an okra pod. While fairly easy to grow, summer insect pests do like okra. Japanese beetles can thrive and defoliate the okra plant. Pods may also be deformed due to the Brown Marmorated Stinkbug which can cause your okra pods to be misshapen and twisted. You may see that as you harvest your pods. One of the main tips that okra enthusiasts will share with new okra growers is when to harvest okra. The pods should be harvested when they are 2-3 inches in length. Bigger than this and you will find that the pods are woody and not as tender as they could be. The pods should be a very vibrant color, either green or purple depending on the variety you are growing. Pale colored pods, even if small, can be woody. Pods form quickly during the peak of summer and you should look to harvest every 2-3 days. Pods should be cut using pruners from the main stalk, living a bit of a tip to the pod. You might also consider wearing gloves and long sleeves as the okra leaves and pods have very fine hairs that may cause some irritation to your skin. Pods should not be washed immediately unless you plan to cook with them that day. If pods stay wet, they will potentially begin to mold and develop a slimy, outer coating. You are better o� washing the pods closer to when you plan to cook withOncethem.you’ve got your pods and decided on your recipe, consider how you cut the pods. Mucilaginous “goo”/”slime” is released as soon as you cut into a pod and smaller pieces can produce more mucilage in the recipe you are cooking. This is one of the reasons many do not like okra. Work with speed and make bigger cuts so as to reduce the mucilage. Grant is the Local Food and Smalls Farms Educator of the University of Illinois Extension.
The second Democratic swing vote belonged to Arizona Senator Kyrsten Sinema, who helped secure $4 billion in drought relief for the Colorado River Basin. The funds might be used to pay farmers to leave land fallow in parts of California and Arizona if massive cuts in Colorado River Basin waters become necessary. There are other beneficial provisions in the act including $2.6 billion for conservation, restoration and protection of coastal and marine habitats. Another $3 billion is available to address pollution in communities where people of color are disproportionately harmed by bad air quality. There is $5 billion focused on forests and wildlife restoration with $1.8 billion set aside for the Forest Service. The oil and gas industry benefits from the opportunity to secure drilling leases in the Gulf of Mexico and the Alaskan Cook Inlet. The industry will be rewarded if it address methane leaks in their operations and fined if they do not. An attempt by Bernie Sanders to strip out the giveaways to fossil fuel interests was defeated. But he supported the act as an important step forward. Support for nuclear energy and hydrogen were included in the legislation. Considering the closely divided Congress it is surprising the legislation was passed by both the Senate and the House. There were some minor changes in its passage in the House that are not reflected in this article. The Act awaits the President’s signature.

We have followed the carbon emissions issue since the 1960s and felt encouraged that appropriate action would follow when in 1988 climate scientist James Hansen testified to Congress that global warming had already begun. After a long struggle contending with climate denial, in 2022 Congress fi nally passed the Infl ation Reduction Act, part of which addresses climate change. It is seen as a step in the right direction but falls far short of what is Theneeded.Act addresses climate, health care and corporate taxes. The climate and energy components of the legislation are seen as the big winners as roughly $400 billion of the $739 billion in the act are pledged to fight climate change. The IRA is expected to stimulate another $600 billion of private spending on climate bringing the total expenditure to $100 billion per year for 10 years. Included in the legislation is financial support for energy e�ciency and clean energy investments along with loan guarantees for such investments. There are incentives for consumers purchasing electric vehicles, electric heat pumps, solar panels and battery storage systems and a national green bank underwritten by the Federal government. There is $3 billion in loans and grants to support construction of new power lines to carry electricity to power cities. While the legislation includes provisions to make it easier to secure approval of the clean energy infrastructure local opposition exists to wind and solar farms and transmission lines over environmental concerns, loss of farmland, property values, and aesthetics. With a 50-50 partisan split in the Senate, passing the act required the support of two Democratic swing votes, one being Joe Manchin who would only support the act if Democrats supported the construction of a 300 mile gas pipeline through West Virginia and Virginia.
