10-day sales tax reduction on clothing, school supplies runs through August 14 Tax on eligible items will decrease to 1.25% from 6.25% through Aug. 14 By Jerry Nowicki

SPRINGFIELD – Starting last Friday and lasting through Aug. 14, the state will reduce its sales tax rate from 6.25 percent to 1.25 percent for certain clothing items costing less than $125 and school supplies. The “tax holiday” was included in Gov. JB Pritzker’s “family relief plan,” one prong of several bills making up the Fiscal Year 2023 operating budget. The tax breaks passed with nearly unanimous support in the General Assembly and provided an estimated $1.8 billion in tax relief for Illinoisans. “These past two-and-a-half years, for everyone, of managing through the pandemic has been hard,” Pritzker said at a news conference Thursday. “And the last nine months of inflation on top of that has strained the budgets of parents and teachers alike. Prices have risen for everything from gas to groceries to school supplies, and everyone is taking a hit. It’s at moments like these that we need thoughtful and creative solutions that provide financial relief for Illinois families.” The state estimated the sales tax reduction would amount to $50 million in savings for taxpayers.
Included clothing items
The 10-day tax reduction includes clothing items costing less than $125 individually. Clothing items, as defined by the law, include the standard items such as shorts, pants, skirts, shirts and underwear. The tax reduction will also apply to aprons, hats, caps and earmuffs, coats and jackets, belts and suspenders, rubber pants, lab coats, hosiery, scarves, bathing suits, school uniforms and neckties. It also applies to footwear – shoes, shoelaces, slippers, insoles, boots, socks and sandals.
Excluded items
But it does not apply to ballet, tap or athletic shoes, roller or ice skates, ski boots, waders, or fins. Shoppers also should not expect the reduced sales tax rate on accessory items such as briefcases, hair bows, handbags, jewelry, sunglasses or wigs. The reduction also does not apply to sports gloves, goggles, hand and elbow guards, life preservers, wetsuits, shoulder pads, shin guards or mouth guards. Also excluded are protective equipment items such as breathing masks, hearing protectors, face shields, hard hats and helmets, respirators, protective gloves, safety goggles or tool belts.

supply boxes, prot ractors, r ulers, compasses, and scissors are all eligible for the reduced tax rate. So are glue, highlighters, markers, crayons and colored pencils.
Excluded items
Shoppers should not expect other art supplies to be eligible for the reduced rate, however. Clay and glaze, paints and paint brushes, sketch pads and drawing pads will all be taxed at the regular 6.25 percent rate. Textbooks, reference books, maps and globes are all excluded from the “holiday” as well. Electronics and computers will also be taxed at the regular rate. That includes computers and related supplies such as flash drives, memory cards, data storage, computer cases, cables, printers and ink. Shoppers also should not expect any breaks while buying cameras, cellphones or handheld electronics. The task of adjusting the tax rate for individual items will fall on retailers, who collect sales tax and remit it to the state.
Other tax relief
Other tax relief measures approved in the budget include a property tax rebate up to 5 percent of the homeowner’s tax bill up to $300, and a one-time income tax rebate of $50 per individual and $100 per dependent, up to a limit of three children per family. Those would be available to individuals with incomes up to $200,000 and joint filers with incomes up to $400,000. The package also suspends for one year the 1 percent tax on groceries and puts a six-month pause on the automatic inflationary increase in the state’s motor fuel tax, which was estimated to be 2.2 cents per gallon. The plan also permanently expands the state earned income tax credit from 18 to 20 percent of the federal credit while also expanding the number of households that can claim the credit. The measure also set an income tax credit for teachers buying classroom supplies at $250 for the current year and $500 beginning Jan. 1, 2023. Father, son get life for hate crime in Ahmaud Arbery’s death By Russ Bynum Associated Press
BRUNSWICK, Ga. (AP) — The white father and son convicted of murder in Ahmaud Arbery’s fatal shooting after they chased him through a Georgia neighborhood were sentenced Monday to life in prison for committing a federal hate crime. A U.S. District Court judge sentenced Travis McMichael and his father Greg McMichael, 66, in Brunswick. Both were previously sentenced to life without parole in a state court for Arbery’s murder. A federal jury in February convicted Greg McMichael, Travis McMichael and neighbor William “Roddie” Bryan of v iolat ing A rber y’s civ il rights, concluding they targeted him because he was Black. All three were also found guilty of attempted kidnapping, and the McMichaels were convicted of using guns in the commission of a violent crime. The McMichaels armed themselves with guns and used a pickup truck to chase Arbery after the 25-year-old ran past their home on Feb. 23, 2020. Bryan joined the pursuit in his own truck and recorded cellphone video of Travis McMichael shooting Arbery with a shotgun. The McMichaels told police they su sp e c te d A r b e r y w a s a bu r g l a r. Inve st ig ator s deter m i ne d he w a s unarmed and had committed no crimes. U.S. District Court Judge Lisa Godbey Wood said Monday that Travis McMichael had received a fair trial. “And it’s not lost on the court that it was the kind of trial that Ahmaud Arbery did not receive before he was shot and killed,” the judge said. Before the two sentencings, she heard from members of Arbery’s family. His mother, Wanda Cooper-Jones, said she feels every shot that was fired at her son every day. “It’s so unfair, so unfair, so unfair that he was killed while he was not even committing a crime,” she said. Greg McMichael addressed the Arbery family before he was sentenced, saying their loss was “beyond description.” “I’m sure my words mean very little to you but I want to assure you I never wanted any of this to happen there was no malice in my heart or my son’s heart that day,” he said. Travis McMichael declined to address the court, but his attorney, Amy Lee Copeland, said her client had no convictions before Arbery’s slaying and had served in the U.S. Coast Guard. She said a lighter sentence would be more consistent
with what similarly charged defendants have received in other cases, noting that the officer who killed George Floyd in Minneapolis, Derek Chauvin, got 21 years in prison for violating Floyd’s civil rights, though he was not charged with targeting Floyd because of his race. Arbery’s killing became part of a larger national reckoning over racial injustice and killings of unarmed Black people including Floyd and Breonna Taylor in Kentucky. Those two cases also resulted in the Justice Department bringing federal charges. “The evidence we presented at trial proved ... what so many people felt in their hearts when they watched the video of Ahmaud’s tragic and unnecessary death: This would have never happened if he had been white,” prosecutor Christopher Perras said before Travis McMichael was sentenced. The McMichaels were among three defendants convicted in February of federal hate crime charges. Bryan had a sentencing hearing scheduled later Monday. A state Superior Court judge imposed life sentences for all three men in January for Arbery’s murder, with both McMichaels denied any chance of parole. All three defendants have remained jailed in coastal Glynn County, in the custody of U.S. marshals, while awaiting sentencing after their federal convictions in January. Because they were first charged and convicted of murder in a state court, protocol would have them turned them over to the Georgia Department of Corrections to serve their life terms in a state prison. In court filings last week, both Travis and Greg McMichael asked the judge to
instead divert them to a federal prison, saying they won’t be safe in a Georgia prison system that’s the subject of a U.S. Justice Department investigation focused on violence between inmates. Copeland said during Monday’s hearing for Travis McMichael that her client has received hundreds of threats that he will be killed as soon as he arrives at state prison and that his photo has been circulated there on illegal phones. “I am concerned your honor that my client effectively faces a back door death penalty,” she said, adding that “retribution and revenge” were not sentencing factors, even for a defendant who is “publicly reviled.” Arbery’s father, Marcus Arbery Sr., said Travis McMichael had shown his son no mercy and deserved to “rot” in state prison. “You killed him because he was a Black man and you hate Black people,” he said. “You deserve no mercy.” Wood said she didn’t have the authority to order the state to relinquish custody of Travis McMichael to the Federal Bureau of Prisons, but also wasn’t inclined to do so in his case. She also declined to keep Greg McMichael in federal custody. During the February hate crimes trial, prosecutors fortified their case that Arbery’s killing was motivated by racism by showing the jury roughly two dozen text messages and social media posts in which Travis McMichael and Bryan used racist slurs and made disparaging comments about Black people. Defense attorneys for the three men argued the McMichaels and Bryan didn’t pursue Arbery because of his race but acted on an earnest — though erroneous — suspicion that Arbery had committed crimes in their neighborhood.

One year after Afghanistan, spy agencies pivot toward China By Nomaan Merchant Associated Press
WASHINGTON (AP) — In a recent closeddoor meeting with leaders of the agency’s counterterrorism center, the CIA’s No. 2 official made clear that fighting al-Qaida and other extremist groups would remain a priority — but that the agency’s money and resources would be increasingly shifted to focusing on China. One year after ending the war in Afghanistan, President Joe Biden and top national security officials speak less about counterterrorism and more about the political, economic and military threats posed by China as well as Russia. There’s been a quiet pivot within intelligence agencies, which are moving hundreds of officers to China-focused positions, including some who were previously working on terrorism. Intelligence officials stress that the counterterrorism fight is hardly being ignored. Just a week ago it revealed a CIA drone attack killed al-Qaida leader Ayman al-Zawahri in Kabul. But days later, China staged large-scale military exercises and threatened to cut off contacts with the U.S. over House Speaker Nancy Pelosi’s visit to Taiwan. It underscored the message CIA deputy director David Cohen had delivered at that meeting weeks ago: the agency’s top priority is trying to understand and counter Beijing. The U.S. has long been alarmed by China’s growing political and economic ambitions. China has tried to influence foreign elections, mounted campaigns of cyber and corporate espionage, and detained millions of minority Uyghurs in camps. Some experts also think Beijing will in coming years try to seize the self-ruled democratic island of Taiwan by force. Intelligence officials have said they need more insights on China, including after being unable to definitively pinpoint the cause of the COVID-19 pandemic. Beijing has been accused of withholding information about the origins of the virus. And the war in Ukraine has underscored Russia’s importance as a target. The U.S. used declassified information to expose Russian President Vladimir Putin’s war plans before the invasion and rally diplomatic support for Kyiv. Supporters of the Biden administration approach note that the fact the U.S. was able to track and kill al-Zawahri is evidence of its capabilities to target threats in Afghanistan from abroad. Critics say the fact that al-Zawahri was living in Kabul, under the apparent protection of the Taliban, suggests there’s a resurgence of extremist groups that America is
ill-equipped to counter. The shift in priorities is supported by many former intelligence officers and lawmakers from both parties who say it’s overdue. That includes people who served in Afghanistan and other missions against al-Qaida and other terrorist groups. Rep. Jason Crow, a former Army Ranger who served in Afghanistan and Iraq, said he believed the U.S. had been overly focused on counterterrorism over the last several years. “A far greater existential threat is Russia and China,” said Crow, a Colorado Democrat who serves on the House Intelligence and Armed Services committees. Terrorist groups, he said, “will not destroy the American way of life ... the way China can.” CIA spokesperson Tammy Thorp noted that terrorism “remains a very real challenge.” “Even as crises such as Russia’s invasion of Ukraine and strategic challenges such as that posed by the People’s Republic of China demand our attention, CIA will continue to aggressively track terrorist threats globally and work with partners to counter them,” Thorp said. Congress has pushed the CIA and other intelligence agencies to make China a top priority, according to several people familiar with the matter who spoke on condition of anonymity to discuss sensitive intelligence matters. Pushing resources toward China has required cuts elsewhere, including in counterterrorism. Specific figures were unavailable because intelligence budgets are classified. In particular, lawmakers want more information about China’s development in advanced technologies. Under President Xi Jinping, China has committed trillions of dollars in investment on quantum science, artificial intelligence and other technologies that are likely to disrupt how future wars are fought and economies are structured. As part of the shift, congressional committees are trying to better track how intelligence agencies spend their funding on China, seeking more detail about how specific programs contribute to that mission, one person familiar with the matter said. “We are late, but it’s good that we’re finally changing our focus into that region,” said Rep. Chris Stewart, a Utah Republican who serves on the House Intelligence Committee. “That means in people, in resources, in military assets, and in diplomacy.” The CIA last year announced it would create two new “mission centers” — one
on China, one on emerging technologies — to centralize and improve intelligence collection on those issues. The CIA is also trying to recruit more Chinese speakers and reduce wait times on security clearances to hire new people faster. Inside the agency, many officers are learning Chinese and moving into new roles focused on China, though not all of those jobs require language training, people familiar with the matter said. Officials note that intelligence officers are trained to adapt to new challenges and that many were moved more quickly into counterterrorism roles after the attacks of Sept. 11, 2001. Advances from counterterrorism work — including better use of data and different sources of intelligence to build networks and identify targets — are also useful in countering Russia and China, former officers said. “It’s the analytics and targeting machine that has become extraordinary,” said Douglas Wise, a former CIA senior officer who was deputy chief of operations at the counterterrorism center. The CIA’s Counterterrorism Center, renamed the Counterterrorism Mission Center in a 2015 reorganization, remains a point of pride for many people who credit its work for keeping Americans safe from terrorism after Sept. 11. CIA officers landed in Afghanistan on Sept. 26, 2001, and were part of operations to displace the Taliban and find and kill leaders of al-Qaida including Osama bin Laden. And 13 years after a double agent tricked officers pursuing al-Zawahri and blew himself up, killing seven agency employ-
ees, the CIA killed him in a strike with no reported civilian casualties. The CIA was also involved in some of the darkest moments of the fight against terrorism. It operated secret “black site” jails to hold terrorism suspects, some wrongly, and was found by a Senate investigation to have used interrogation methods that amounted to torture. Elite Afghan special operations units trained by the CIA were also accused of killing civilians and violating international law. There’s long been a debate over whether counterterrorism pulled intelligence agencies too far away from traditional spying and whether some of the CIA’s work in targeting terrorists should instead be done by special forces under the military. Marc Polymeropoulos is a retired CIA operations officer and former base chief in Afghanistan. He said he supports a greater focus on China and Russia but added, “There’s no reason to diminish what we had to do.” “This notion that somehow all the CT work we did, somehow that was wrong, that we took our eye of the ball — just remember on Sept. 12 what everyone was feeling,” he said. Re-orienting the agencies toward more of a focus on China and Russia will ultimately take years and require both patience and recognition that the agency’s culture will take time to change, Wise said. “For decades, we have been doing counterterrorism,” Wise said. “We’ve got to have a rational plan to make this adaptation, which doesn’t take so long that our enemies can exploit a glacial process.”

Nuclear plant in Ukraine is shelled; Rising dangers feared By Susie Blann Associated Press
KYIV, Ukraine (AP) — Russia and Ukraine traded accusations Monday that each side is shelling Europe’s biggest nuclear power plant in southern Ukraine. Russia claimed that Ukrainian shelling caused a power surge and fire and forced staff to lower output from two reactors, while Ukraine has blamed Russian troops for storing weapons there. Nuclear experts have warned that more shelling of the Zaporizhzhia nuclear power station, which was captured by Russia early in the war, is fraught with danger. The Kremlin echoed that statement Monday, claiming that Ukrainian shelling could create “catastrophic” consequences for Europe. Rafael Grossi, director general of the International Atomic Energy Agency, has warned that the way the plant was being run under Russian forces and the fighting going on around it are posing grave health
and environmental threats. Ukraine’s military intelligence chief, Andriy Yusov, countered the Russian statements by saying his organization had received credible information from several sources that Russian forces have planted explosives at the Zaporizhzhia plant to head off an expected Ukrainian counteroffensive in the region. Previously, Ukrainian officials have said Russia is launching attacks from the plant and using its Ukrainian workers as human shields. Before Sunday’s shelling, the nuclear plant came under fire last week and each side accused the other of the attack. Russian Defense Ministry spokesman Lt. Gen. Igor Konashenkov said Monday that the Ukrainian attack a day earlier at the Zaporizhzhia nuclear plant caused a power surge and smoke erupted at its switch facility, triggering an emergency shutdown. Fire teams extinguished the fire, and the plant’s personnel lowered

controlled areas in the south of the country overnight, local officials said, again hitting a strategic bridge in the southern city of Kherson. The Ukrainian mayor of Melitopol, a Russian-controlled city in the neighboring Zaporizhzhia region, said Ukrainian forces used U.S. HIMARS rocket launchers to shell several facilities where the Russian military was stationed. Mayor Ivan Fyodorov said on Telegram that some 100 Russian troops were killed. His claims could not be independently verified, and the Russian military did not immediately comment. Kirill Stremousov, deputy head of the Moscow-appointed administration of the Kherson region, said Monday morning that Ukrainian shelling again damaged the Antonivskiy bridge over the Dnieper River. The bridge, a key artery for Russian military supplies, has been closed in recent weeks because of earlier shelling and plans to reopen it on Wednesday were shelved due to the latest attack, Stremousov said. Russian forces also kept shelling Nikopol, a city just across the Dnieper River from the Zaporizhzhia nuclear power plant, Ukraine’s presidential office said. Nikopol’s gas pipelines, plumbing and power lines are no longer functioning, and thousands of people are left without electricity. A total of 12 ships have now been authorized to sail under the grain deal between Ukraine and Russia, which was brokered by Turkey and the United Nations — ten outbound and two headed for Ukraine. Some 322,000 metric tons of agricultural products have left Ukrainian ports, the bulk of it corn but also sunflower oil and soya. Four ships that left Ukraine on Sunday are expected to anchor near Istanbul on Monday evening and be inspected on Tuesday to make sure they are carrying only food items south and no weapons into Ukraine. But the grain deal remains far from plain sailing. The first cargo ship to leave Ukraine, the Sierra Leone-flagged Razoni, left Odessa on Aug. 1 heading for Lebanon with 26,000 metric tons of corn for chicken feed. But it has run into a business dispute and will no longer dock in Lebanon, the Tripoli port chief told The Associated Press on Monday. Ukraine’s embassy in Beirut tweeted Monday that the corn’s final buyer in Lebanon refused to accept the cargo due to the delivery delay beyond a contractual limit and that the shipper was now looking for another buyer for the corn.

It feels odd to be thinking about a fall garden just as summer crops are being harvested. In the last two weeks, I’ve picked peaches from a backyard tree and began scouting for heirloom tomatoes ready to be picked. Yet the first part of August is a time to consider whether you want a fall vegetable garden or not as many of those vegetables will need warm air and soil temperatures in order to germinate and produce this fall. Before we get into the cool season vegetables, it’s important to realize that you may not need to plant anything else to enjoy a fall garden in Northern Illinois.
Many of our cool season vegetables planted in the spring will survive the summer heat to continue to produce for you in the fall. This includes swiss chard, kale, collards, mustard greens, and others. So you may find that your family and you have your fall garden already in place. If you are wanting to enhance your already established spring-fall garden, it’s time to start making your list to determine what you can grow and what you cannot grow. Since we are at the mercy of a fall frost, some crops will take too long to reach maturity/harvest. For example, Brussel Sprouts would take 90-100 days to produce from transplant which would be too long.
Most of the quick growing cool season crops will do well. This includes radishes, beets, spinach, lettuces, green onions, mustard greens, and turnips. These can be direct-seeded into the garden starting now and should expect to be harvesting them towards the end of September. You could keep planting these weekly too in order to extend your season. Some cool-season vegetables for the fall garden would need to be started as a transplant or purchased as one. This group includes Broccoli, Cauliflower, and Cabbage. Most of these would survive a light frost and should mature 50-70 days after planting a transplant. You’ll note that 70 days from this week would
be about October 17 and that would put you in the middle of potential first frost (32 F) and even first freeze (28 F). So this group may not work this season. Basil and even cilantro can survive light frosts. You might consider adding these to your fall garden as basil will mature in 30-60 days when direct-seeded. Cilantro can be harvested 60-70 days after planting. Treat your fall garden like an experiment and see what can work for you and your family. In a recent article we featured Bruce Roe, an engineer whose home has achieved the zero net carbon while solar powered. It is grid linked and uses power from the Byron nuclear power as its battery. He thinks society needs to get busy developing the next nuclear model to power our society as renewable energy sources while useful are not likely to provide su�cient power to meet societal needs. In contrast to Roe author Bill Nussey proclaims that renewable energy sources will power our future. His book: Freeing Energy: How Innovators Are Using Localscale Solar and Batteries to Disrupt the Global Energy Industry from the Outside In. His perspective served as the basis of an interview between him and John Farrell of the Institute for Local Self-Reliance. This article is based on selected parts of the interview which is available on line. Nussey believes the same economic principles that drove down the prices of computers, bandwidth and computer storage will drive down the price of solar and batteries. He claims the business of providing electricity would change if the rules controlling it were changed to align with the opportunities available from the widespread use of cost-e�ective solar and batteries.
John Farrell adds to that perspective that such market disruptions would move the electrical system from centralized to distributed, from monopolized to competitive and from remote to local. Assuming that the cost of solar and batteries continue to fall it will force utilities to deal with them. Nussey comes from the computer business and had a role at IBM in launching their division on the Internet of Things. He describes pharma, insurance, financial services and medicine as fully digitalized in contrast to the limited digitalization of the power industry. He challenges the existing monopoly model of providing electricity. He recalls the benefits to society from breaking up the communications monopoly formerly held by AT&T. It opened up the telecommunications industry to dramatic changes from new technologies such as cell phones entering the marketplace. Competition is seen as bringing more innovation to the industry accelerating the acceptance of solar and battery systems. The interview also covered the cost of solar. NREL reports that rooftop solar electricity is 3 to 5 times more costly per kilowatt than that produced at large solar farms. Nussey to the question of costs is that when home owners install a solar systems on their roofs they immediately experience a drop in the cost of electricity. When a solar farm is developed the
individuals receiving the benefits are the stockholders and utility customers have to wait for a drop in the cost of electricity which may not materialize. It is widely accepted that large scale projects lower cost per unit of output. However as projects get bigger in size they can reach a point where complexity overcomes the benefits of the economies of scale. The size of new power plants was reported as having peaked in 2003 at just under 500 MW. Smaller can be better as exemplified by the changes in computers over time. Initially gigantic, costly, centrally run computers known as mainframes dominated the marketplace. Later low cost personal computers arrived and became widely used and now smart phones have gained acceptance. Economies of volume indicates that mass production can result in dramatic and predictable cost declines. Silicon PV cells and lithium batteries have had predictable and stable decreases in costs as their volume expands. Improvements can be introduced in the production process that increase cell and battery performance. After declaring that existing utility monopolies are inhibiting innovation in power production he acknowledges that power lines are a natural monopolies which could be privately or public owned. But an organization is needed to manage the power lines. maintain them,
while accepting production from various sources Nussey pointed to Hawaii as a model of how utility service can change. Citizens did not want utility scale solar system as they enjoy the beauty of their mountains and wanted to protect their scenic attributes for the tourist industry. When rooftop installations stressed utility service, an agreement was reached where the utilities would provide owners of rooftop solar systems with batteries to store their excessive energy for later use. Both Roe and Nussey remain technological advocates for their respective preferences. They might agree with Farrell that solar and battery systems are unlikely to provide enough power to meet the energy needs of large cities. Overlooked in the technological search for new sources of energy is the reality of that the many benefits from technological progress have also been a major contributor to environmental degradation.
