State watchdog investigating employees accused of bilking federal pandemic aid program

Nationwide, about 17% of $1.2 trillion in small business pandemic relief grants were fraudulent

Dozens of state employees across multiple agencies are under investigation by a state watchdog for claims they fraudulently obtained payments from a federal pandemic-era loan program, Capitol News Illinois has learned.

Neil Olson, general counsel at the Illinois O�ce of the Executive Inspector General, confirmed that “OEIG has been investigating allegations of Paycheck Protection Program fraud by state employees under our jurisdiction.” The review, he said, is “systematic,” involving multiple state agencies and the other governing bodies under OEIG’s jurisdiction, which include state universities, boards and commissions, and regional transit boards.

Congress intended for the loans issued by the U.S. Small Business Administration, most of which were later forgiven, to keep small businesses afloat and their employees on the payroll as COVID-19 resulted in lockdowns and interrupted commerce.

Fraud in the PPP program has been widespread across the United States. In a June report, the inspector general for the SBA estimated that the agency paid out more than $200 billion in “potentially fraudulent” aid during the pandemic –about 17 percent of the $1.2 trillion that was dispersed through the PPP and other similar programs.

In the rush to swiftly disburse funds, the federal agency “weakened or removed

the controls necessary to prevent fraudsters from easily gaining access to these programs,” the report stated. “The allure of ‘easy money’ in this pay and chase environment attracted an overwhelming number of fraudsters to the programs.”

The OEIG typically does not comment on ongoing investigations, and Olson declined to say how many employees could face disciplinary action – up to and including termination – as a result of the widespread probe or provide any additional details.

The scandal has ensnared numerous employees who work at the Illinois Department of Human Services, including at state-run facilities for people with disabilities that are facing sta�ng shortages. In late June, a spokesperson for the agency confirmed that at least 30 IDHS employees were in various stages of the disciplinary process for inappropriately taking PPP loans. At the time, eight IDHS employees had been fired, six had resigned and 16 were pending disciplinary action.

In a statement, the agency said that it is “committed to safeguarding the public” and takes the outcomes of the OEIG’s investigations seriously.

“Falsifying a federal loan document, for significant and improper personal gain, calls into question one’s character, honesty, and ability to act ethically,” the statement read. “While the vast majority of IDHS’ roughly 14,000 state employees are hard-working people of strong character who work tirelessly to help the most vulnerable, it is deeply concerning any time an employee takes advantage of public programs.”

The agency said it will continue to work to detect and punish fraud committed by its workers, in cooperation with the OEIG, law enforcement and federal authorities.

The fraud was not limited to IDHS. Collectively, state employees may have obtained millions of dollars in fraudulent payments. A spokesperson for Gov. JB Pritzker declined to provide specifics about how many employees have faced disciplinary action for PPP fraud, saying that the governor’s office does not comment on ongoing investigations. While some employees have already received notices of their termination, they have a right to appeal that decision.

Not every state employee who claimed a PPP loan committed fraud. Some may have had legitimate outside employment that made them eligible for the federal loan program. Those individuals would not be disciplined.

State policies require employees to disclose secondary income, and certain state employees, such as agency managers and people who are responsible for procurement and other fi nancial dealings, must also fi le statements of economic interest with the secretary of state’s o�ce that would detail outside income. The investigations may center around whether they fi led fraudulent paperwork to obtain the loan, thereby acting in a way unbecoming of a state employee, or failed to follow ethical guidelines disclosing such income – or both.

The OEIG is not a criminal law enforcement authority. In general, it investigates state employees for breaches of ethics and other misconduct and makes recommendations that could range from retraining to termination, depending on the seriousness of the o�ense. If conduct is criminal in nature, OEIG has the authority to share its findings with law enforcement.

Other public sector employees in Illinois have also come under scrutiny for PPP fraud. Numerous Cook County government workers have been terminated or resigned for bilking the program of hundreds of thousands of dollars over the past year.

The future is uncertain for the United States after crashing out of the Women’s World Cup

MELBOURNE, Australia (AP) — The rest of the world has finally caught up to the United States.

The once-dominant Americans crashed out of the Women’s World Cup on penalties after a scoreless draw with Sweden in the Round of 16 on Sunday. It was the earliest exit ever for the four-time tournament champions.

A shootout in the 1999 World Cup — with a much different outcome — supercharged the U.S. team’s prominence atop the sport globally. The Americans beat China on penalties in front of a sellout crowd at the Rose Bowl and Brandi Chastain doffed her jersey in celebration.

Except for some desperate energy in its last match, this U.S. team appeared uncharacteristically timid and disorganized throughout this World Cup. The two-time defending champions squeaked by in the group stage with just a win against Vietnam and disappointing draws against Netherlands and Portugal.

The Americans have fallen victim to growing parity in women’s soccer. Former powerhouse teams like the United States, Germany and Brazil were all sent home early while teams including Jamaica, Colombia and first-timers Morocco surpassed expectations.

“I think it says a lot about the growth of the game,” defender Crystal Dunn said. “I think so many people are looking for us to win games 5-0, and World Cups.

“We should be proud that those days aren’t here. We, as members of the U.S. women’s national team, have always fought for the growth of this game globally, and I think that is what you’re seeing.”

After a bronze medal at the Tokyo Olympics and now the early exit from the World Cup, coach Vlatko Andonovski’s future with the team is uncertain as it prepares for the next big tournament, the Paris Games next year.

Andonovski took over the job for Jill Ellis, who led the Americans to their back-to-back World Cup titles in 2015 and ‘19. He has gone 51-5-9 during his time with the team.

“I never came into the job, never came into the locker room with the mindset that I wanted to do something to save my job,” Andonovski said on Sunday, clearly shaken. “I was always focused

on doing a good job, doing my job in the best possible manner to prepare this team for the challenges they have in front of them, and to prepare them to represent our country.”

U.S. Soccer issued a brief statement Monday morning.

“While we are all disappointed our journey has ended at the Women’s World Cup, we want to thank the players, coaches and staff for their remarkable effort and to our fans both in the stands and at home for their unwavering support,” the federation said. “As we always do after a major tournament, we will conduct a review to identify areas of improvement and determine our next steps. As we look ahead, we embrace the hard work necessary to become champions again.”

In addition to a stronger level of competition, the United States also struggled with inexperience.

The United States brought 14 players to the World Cup who had never played in the event. Indeed, 12 of them had never played in a major tournament.

The changes were part of a U.S. youth movement after the disappointing Tokyo Games. Andonovski focused his attention on developing young players like Sophia Smith, Trinity Rodman and 18-yar-old Alyssa Thompson.

One player, midfielder Savannah DeMelo, had never appeared in a national team match when she was named to the World Cup roster. She appeared as a substitute in a send-off match against Wales in San Jose, before starting in the first two World Cup games.

Smith, the U.S. Soccer Player of the year for 2022, had a good start to the tournament with two goals against Vietnam, but went scoreless the rest of the way. She missed her penalty attempt against Sweden along with Megan Rapinoe and Kelley O’Hara.

The only other scorer for the team was co-captain Lindsey Horan, who also had two goals.

“Even though it didn’t end up the way we wanted, it’s a huge experience for some of these young players,” Andonovski said. “There’s a group of players that will make a mark in the future.”

There was backlash on social media and among pundits following the match, critical of both Andonovski’s tactics and Rapinoe’s reaction after missing her

penalty attempt. She laughed, explaining later that she had fully expected to make it.

Rapinoe, the outspoken star on the 2019 World Cup known for her iconic victory pose, wasn’t the same game-changer she once was. At 38, and after a pair of World Cup titles and an Olympic gold medal, her role had diminished. She announced before the tournament started that it would be her last World Cup.

“I know it’s the end and that’s sad, but to know this is really the only time I’ve been in one of these, this early, says so much about how much success I’ve been able to have and just how much I’ve loved playing for this team and playing for this country,” Rapinoe said, tears in her eyes. “It’s been an honor.”

After the match defender Julie Ertz also said it was likely her last time wearing the U.S. jersey.

It was also clear the United States was missing several important players.

Mallory Swanson, the team’s top scorer this year, tore her patella tendon in an exhibition match with Ireland in April. Becky Sauerbrunn, the team’s captain, announced in June that she was unable to get over a foot injury in time for the tournament.

Dynamic forward Catarina Macario, hailed among the future stars of the team, tore her ACL last year playing with French club Lyon and didn’t recover in time.

In the end, however, the United States struggled most with its identity. It could never muster the confidence of teams past — including the legendary ‘99ers.

“All we want to do is be successful, be able to uphold the legacy that this team deserves. We failed at that this time,” said forward Alex Morgan, who like Rapinoe was playing in her fourth World Cup. “But I’m still hopeful with the future of this team. I still stand by that. This game is evolving, the game is getting better and that’s not going to change. It’s only going to continue.”

Yellow is shutting down and headed for bankruptcy, the Teamsters Union says. Here’s what to know

NEW YORK (AP) — Trucking company Yellow Corp. has shut down operations and is headed for a bankruptcy filing, according to the Teamsters Union and multiple media reports.

After years of financial struggles, reports of Yellow preparing for bankruptcy emerged last week — as the Nashville, Tennessee-based trucker saw customers leave in large numbers. Yellow shut down operations on Sunday, according to the Wall Street Journal, following the layoffs of hundreds of nonunion employees on Friday.

In an announcement early Monday, the Teamsters said that the union received legal notice confirming Yellow was ceasing operations and filing for bankruptcy.

“Today’s news is unfortunate but not surprising. Yellow has historically proven that it could not manage itself despite billions of dollars in worker concessions and hundreds of millions in bailout funding from the federal government,” Teamsters general president Sean O’Brien said in a statement. “This is a sad day for workers and the American freight industry.”

No bankruptcy filings had gone live as of Tuesday afternoon. Yellow, formerly known as YRC Worldwide Inc., is one of the nation’s largest less-than-truckload carriers, which move freight that doesn’t require a full truck, allowing multiple shippers to share one. The company’s reported closure puts 30,000 jobs at risk.

The bankruptcy reports have renewed attention around Yellow’s $700 million pandemic-era loan from the government, among other bills the trucker has racked up over time, and heated contract negotiations with unionized workers.

When reached by The Associated Press, Yellow did not comment directly to the bankruptcy reports, but addressed the negotiations. In a statement, a company official said the Teamsters “refused to negotiate for nine months” and accused the union of trying to “destroy” Yellow.

Here’s what you need to know.

WHAT WOULD BANKRUPTCY MEAN FOR YELLOW?

According to Satish Jindel, president of transportation and logistics firm SJ Consulting, Yellow handled an average of 49,000 shipments per day in 2022.

Last week, he estimated that number was down to between 10,000 and 15,000 daily shipments.

With customers leaving — as well reports of Yellow stopping freight pickups last week — bankruptcy would “be the end of Yellow,” Jindel told The Associated Press, noting increased risk for liquidation.

“The likelihood of them surviving and remaining solvent diminishes really by the day,” added Bruce Chan, a research director at investment banking firm Stifel.

On Thursday, Yellow said it was in talks with multiple parties about selling its third-party logistics organization.

Even if Yellow was able to sell its logistics firm, it would “not generate a sufficient amount of cash to keep them operational on any sort of permanent basis,” Chan said. “Without a major equity injection, it would be very difficult for them to survive.”

HOW MUCH DEBT DOES YELLOW HAVE?

As of late March, Yellow had an outstanding debt of about $1.5 billion. Of that, $729.2 million was owed to the federal government.

In 2020, under the Trump administration, the Treasury Department granted the company a $700 million pandemic-era loan on national security grounds. Last month, a congressional probe concluded that the Treasury and Defense Departments “made missteps” in this decision — and noted that Yellow’s “precarious financial position at the time of the loan, and continued struggles, expose taxpayers to a significant risk of loss.”

The Teamsters supported the $700 million loan when it was first announced.

As of June 30, Yellow had paid $67 million in cash interest on the loan, which is due in 2024, the company said.

Yellow’s current finances and prospect of bankruptcy “is probably two decades in the making,” Chan said, pointing to poor management and strategic decisions dating back to the early 2000s. “At this point, after each party has bailed them out so many times, there is a limited appetite to do that anymore.”

In May, Yellow reported a loss of $54.6 million, a decline of $1.06 per share, for its first quarter of 2023. Operating revenue

was about $1.16 billion in the period.

Financial service firm Stephens estimated in an investor note last week that Yellow could be burning between $9 million and $10 million each day. Using a liquidity disclosure from July, Yellow had roughly $100 million in cash at the end of June, the note added — estimating that the company has been burning through increasing amounts of money through July.

“It is reasonable to believe that the Company could breach its $35 mil. liquidity requirement at any moment,” Stephens analyst Jack Atkins and associate Grant Smith wrote.

DID THE COMPANY JUST AVERT A STRIKE?

Last week’s reports of bankruptcy preparations arrived just days after a strike from the Teamsters, which represents Yellow’s 22,000 unionized workers, was averted.

While the strike didn’t occur, talks of a walkout may have caused some Yellow customers to pull back, Chan said.

A series of heated exchanges have built up between the Teamsters and Yellow, who sued the union in June after alleging it was “unjustifiably blocking” restructuring plans needed for the company’s survival. The Teamsters called the litigation “baseless” — with O’Brien pointing to Yellow’s “decades of gross mismanagement.”

On July 23, a pension fund agreed to extend health benefits for workers at two Yellow Corp. operating companies, averting a strike — and giving Yellow “30

days to pay its bills,” notably $50 million owed to the Central States Health and Welfare Fund, the union said. A Yellow spokesperson said that the company previously request a short-term deferral of the pension contributions plus interest, but the funds denied that request.

“The financial struggles of Yellow are not related to the union and the contracts,” Jindel said, pointing to management’s responsibility around its services and prices. He added the union wages from Yellow are “lower than any competitor.”

Yellow has pushed back on this. In Monday’s statement, the company official said that Yellow offered to increase employee pay, but again said the Teamsters “refused to negotiate for nine months.”

WHAT WOULD HAPPEN IF YELLOW WENT UNDER?

As Yellow customers take their shipments to other carriers, like FedEx or ABF Freight, prices will go up.

Yellow’s prices have historically been the cheapest compared to other carriers, Jindel said. “That’s why they obviously were not making money,” he added. “And while there is capacity with the other LTL carriers to handle the diversions from Yellow, it will come at a high price for (current shippers and customers) of Yellow.”

Chan adds that we’re in an interesting time for the LTL marketplace — noting that, if Yellow liquidates, “the freight would find a home” with other carriers, which may not have been true in recent years.

“It may take time, but there’s room for it to be absorbed,” he said.

‘Barbie’ joins $1 billion club, breaks another record for female directors

Greta Gerwig should be feeling closer to fine these days. In just three weeks in theaters, “Barbie” is set to sail past $1 billion in global ticket sales, breaking a record for female directors that was previously held by Patty Jenkins, who helmed “Wonder Woman.”

“Barbie,” which Gerwig directed and co-wrote, added another $53 million from 4,178 North American locations this weekend and $74 million internationally, bringing its global total to $1.03 billion, according to studio estimates on Sunday. The Margot Robbie-led and produced film has been comfortably seated in first place for three weeks and it’s hardly finished yet. It crossed $400 million domestic and $500 million internationally faster than any other movie at the studio, including the Harry Potter films.

“As distribution chiefs, we’re not often rendered speechless by a film’s performance, but Barbillion has blown even our most optimistic predictions

out of the water,” said Jeff Goldstein and Andrew Cripps, who oversee domestic and international distribution for the studio, in a joint statement.

In modern box office history, just 53 movies have made over $1 billion, not accounting for inflation, and “Barbie” is now the biggest to be directed by one woman, supplanting “Wonder Woman’s” $821.8 million global total. Three movies that were co-directed by women are still ahead of “Barbie,” including “Frozen” ($1.3 billion) and “Frozen 2” ($1.45 billion) both co-directed by Jennifer Lee and “Captain Marvel” ($1.1 billion), co-directed by Anna Boden. But, “Barbie” has passed “Captain Marvel” domestically with $459.4 million (versus $426.8 million), thereby claiming the North American record for live-action movies directed by women.

Warner Bros. co-chairs and CEOs Michael De Luca and Pam Abdy also praised Gerwig in a statement and said the milestone, “is testament to her brilliance and to her commitment to deliver a movie

that Barbie fans of every age want to see on the big screen.”

New competition came this weekend in the form of the animated, PG-rated “Teenage Mutant Ninja Turtles: Mutant Mayhem” and the Jason Statham shark sequel, “Meg 2: The Trench,” both of which were neck-in-neck with Christopher Nolan’s “Oppenheimer,” also in its third weekend, for the secondplace spot.

“Meg 2” managed to sneak ahead and land in second place. It overcame its abysmal reviews to score a $30 million opening weekend from 3,503 locations. The Warner Bros. release, directed by Ben Wheatley, currently has a 29% critics’ score on Rotten Tomatoes and a BCinemaScore from audiences. The thriller was released in 3D, which accounted for 22% of its first weekend business.

Third place went to “Oppenheimer,” which added $28.7 million from 3,612 locations in North America, bringing its domestic total to $228.6 million. In just three weeks, the J. Robert Oppenheimer biopic starring Cillian Murphy has become the highest grossing R-rated film of the year (ahead of “John Wick Chapter 4”) and the sixth-biggest of the year overall, surpassing “Ant-Man and the Wasp: Quantumania.”

“Oppenheimer” also celebrated a landmark, crossing $500 million globally in three weeks. Its worldwide tally is currently $552.9 million, which puts it ahead of “Dunkirk,” which clocked out with $527 million in 2017, and has become Nolan’s fifth-biggest movie ever. It’s also now among the four top grossing biographies ever (company includes “Bohemian Rhapsody,” “The Passion of the Christ” and “American Sniper”) and the biggest World War II movie of all time.

Paramount’s “Teenage Mutant Ninja Turtles” was close behind in fourth place with an estimated $28 million from 3,858 theaters in North America. Since opening on Wednesday, the film, which is riding on excellent reviews (96% on Rotten Tomatoes) and audience scores, has earned $43.1 million.

“This is one of those movies that is a multigenerational joy,” said Chris Aronson, Paramount’s president of domestic distribution. “I think the enduring popularity of ‘Turtles’ is showing its true colors. And there hasn’t been an animated film in eight weeks and there won’t be another for eight weeks which is great for us.”

“Turtles” cost $70 million to produce and features a starry voice cast that

includes Jackie Chan, Ice Cube, Paul Rudd, Ayo Edebiri and Seth Rogen, who produced and co-wrote the film, which leans into the “teenage” aspect of the turtles.

“Barbie,” “Oppenheimer” and even the surprise, anti-trafficking hit “Sound of Freedom” (now at $163.5 million and ahead of “Mission: Impossible 7”) have helped fuel a boom at the box office, bringing in many millions more than was expected and helping to offset pains caused by some summer disappointments.

“After ‘The Flash,’ ‘Indiana Jones’ and, to a certain extent, ‘Mission: Impossible,’ people were saying the summer was a disappointment. But it’s not over yet,” said Paul Dergarabedian, the senior media analyst for Comscore. “We’re going to have a summer that is going to go out on a high note.”

But the moment of triumph for the industry will likely be short lived if the studios can’t reach an agreement with striking actors and writers soon. The fall release calendar has already gotten slimmer, with some studios pushing films into 2024 instead of trying to promote them without movie stars.

Sony had planned to release its PlayStation-inspired true story “Gran Turismo” in theaters nationwide next Friday, but will now be rolling it out slowly for two weeks before going wide on Aug. 25. The thinking? If movie stars can’t promote the film, maybe audiences can.

“We have to be realistic,” Dergarabedian said. “We’re on this emotional high of movies doing so well, but we have to temper our enthusiasm and optimism with the fact that the strike is creating a lot of uncertainty. The longer it goes on the more profound the issues become. But the audience has spoken and they love going to the movie theater.”

Estimated ticket sales for Friday through Sunday at U.S. and Canadian theaters, according to Comscore. Final domestic figures will be released Monday.

It feels odd to be thinking about a fall garden just as summer crops are being harvested. In the last two weeks, I’ve picked peaches from a backyard tree and had the first of many ‘Cherokee Purple’ tomato sandwiches. Yet the first part of August is a time to consider whether you want a fall vegetable garden or not as many of those vegetables will need warm air and soil temperatures in order to germinate and produce this fall.

Before we get into the cool season vegetables, it’s important to realize that you may not need to plant anything else to enjoy a fall garden in Northern Illinois.

Cool season vegetables

Many of our cool season vegetables planted in the spring will survive the summer heat to continue to produce for you in the fall. This includes swiss chard, kale, collards, mustard greens, and others. Most years, my family is still eating swiss chard and collards greens in November from plants that were planted in May.

If you are wanting to enhance your already established spring-fall garden, it’s time to start making your list to determine what you can grow and what you cannot grow. Since we are at the mercy of a fall frost, some crops will take too long to reach maturity/harvest. For example, Brussel Sprouts would take 90-100 days to produce from transplant

which would be too long.

Most of the quick growing cool season crops will do well. This includes radishes, beets, spinach, lettuces, green onions, mustard greens, and turnips. These can be direct-seeded into the garden starting now and should expect to be harvesting them towards the end of September. You could keep planting these weekly too in order to extend your season.

Some cool-season vegetables for the fall garden would need to be started as a transplant or purchased as one. This group includes Broccoli, Cauliflower, and Cabbage. Most of these would survive a light frost and should mature 50-70 days after planting a transplant. You’ll

note that 70 days from this week would be about October 17 and that would put you in the middle of potential first frost (32 F) and even first freeze (28 F). So this group may not work this season.

Basil and even cilantro can survive light frosts. You might consider adding these to your fall garden as basil will mature in 30-60 days when direct-seeded. Cilantro can be harvested 60-70 days after planting.

Treat your fall garden like an experiment and see what can work for you and your family.

Pollinators - Bees, bugs, birds and spiders

Pollinators! Bees, of course, but bugs and birds, even spiders! We visited the Klehm Arboretum this week to celebrate Sonia’s birthday.

The Arboretum, now a 501©(3) corporation open to the public for a modest fee, was established by a landscape architect who experimentally planted trees that were not expected to survive in this climate, but, with care, thrived and flourished. Ancient trees including gingko and dawn redwood that were assumed extinct, discovered in hidden sites including a Tibetan monastery, were transported for modern day visitors to appreciate. Fascinating stories of the trees are more important than a litany of genus and species names which were the focus of similar places in the past. The tremendous diversity and artistic arrangement of plantings present a garden of delight.

The current entertaining educational feature presents a diversity of pollinators named Big Bugs. Enormous, imposing, accurately portrayed wooden figures of polished wood in their natural habitats are beautiful and artistic, not “creepy

crawlies’ as they’re often considered. Not only bees and other insects, but birds and spiders are revealed as these helpful creatures. We hear and read about bees being the major pollinators, but often don’t think about birds and their contributions, and certainly not spiders, seen by many as ugly and fearsome, or at least ungainly. It’s amazing that in their own quiet way they, too, are helping to maintain plants through the generations.

Pollinators are important to the continuation of plant life. They unknowingly transfer pollen from visited plants to other plants. They’re not only important to plant life, but to human life. Honeybees are needed to pollinate about one-third of American food crops. Without bees, fruits and seeds of many food crops would not form.

Einstein is quoted as saying that if bees disappeared, humanity would disappear within four years. While that may be an overstatement, it causes concern. How di�erent life would be without apples, pears, tomatoes and the many other fruits, vegetables, nuts and grains we enjoy.

We read that bees are dwindling in number, the loss attributed to mites, climate, and neonic pesticides. Other

arthropods are dwindling, too, but people seem to be more concerned with honeybees, probably because of their economic impact. Neonicotinoides are especially damaging to the nervous systems of insects. When bees were experimentally exposed to low concentrations of one of the neonicotinoids, their sense of smell and memory were blocked, a�ecting feeding behavior. Within a few days, they stopped feeding and the number of hive members dropped. Neonicotinoids are dusted on seeds of many crops. As the plants grow, the chemicals move into the entire plant, including pollen and nectar which the bees accumulate.

At the Nachusa Grasslands, Byron Forest Preserve and the Prairie Preservation Society’s Sand Ridge, monitoring is being done to determine the abundance and diversity of bees, especially endangered species. A biologist friend reported six native bee species in his south central Wisconsin property.

If we look, we can find pollinators doing their quiet work everywhere in nature. Back at home on an early foggy morning, bees fl it from flower to flower among roadside weeds. Other bees drink phlox nectar or enjoy tall blue bellflowers in the garden.

In the sunny afternoon, a tiger swallowtail, wings fluttering, silently visits every phlox in the patch.

In the cool of the evening, bees return to visit tall blue bellflowers.

As we returned from the nature trail, human construction began to dominate the view. The parking lot (necessary, not lovely, but surrounded by trees overshadowing cars.), the artfully designed main building. We saw solar panels on its roofs. It’s been over ten years since we held a renewable energy conference at the Klemm Arboretum. It’s good to see that our instruction has had an impact. Our early efforts encouraging the energy transition appealed primarily to do-it-yourselfers, people interested in innovators and early adopters of the new technologies. It has grown into a major industry so the significance of energy fairs and demonstration projects has dwindled.

But with Monday being Sonia’s birthday we decided to go to an exhibit focused on nature, since that is her first interest. Its diversity and health, damaged by our intensive use of energy, must be protected. Being in the outdoors rejuvenates the human spirit and reminds us of its importance to our well-being.

Denise Sandoval is the landscape designer and owner of Good-Natured Landscapes LLC. She started her business in 2005 to create beautiful, functional and kind to the Earth landscapes for Illinois’ far Western Suburbs featuring native plants. She discovered the beauty and benefits of native plants while volunteering at a restoration site and working on her horticulture degree in 2003. Her expertise is blending creative, artistic design with local ecology, to ensure

every landscape is environmentally friendly and also visually appealing and functional for humans. One of her design projects received the “Chicago Wilderness Native Landscaping and Conservation Award” in 2014. She’s been gardening with native plants in her own yard for over 20 years, growing from seed, performing prescribed burns, and installing her first rain garden in 2004. She served on the Wild Ones Greater DuPage board for 15 years and was a Conservation@Home Assistant for 6 years. Before starting her business, she worked retail at the “original” Natural Garden native plant

nursery on North Ave, in St. Charles. Her greatest inspiration and teacher is the natural world.

Robotics teams learn valuable creative and mechanical skills

Imagine a group of talented 16-yearolds designing and building a robot from scratch in only 6 weeks! Each year, four different robotics teams in the Rockford area alone design and build robots to compete in the annual FIRST Robotics Competition.

FIRST stands for For Inspiration and Recognition of Science and Technology. It is a nonprofit corporation headquartered in New Hampshire. It sponsors four programs for youth, aged 6-18. The FIRST Robotics Competition is the program for high school students.

The competition pairs high school students with mentors (usually engineers and teachers) to design and build robots that compete against other teams. While mentors advise, the work and the engineering is done by the high school students. The robot must weigh no more than 125 pounds, with the height limited to 4 feet, and the overall size limited to 110 square inches.

The FIRST organization stresses a spirit of “Gracious Professionalism” and “Coopertition.” While the program is a contest, the emphasis is on maintaining cordiality and helpfulness with others. According to FIRST, when teams behave in this fashion, everyone wins and society benefits.

The competition is structured as a game.

Typically, three teams compete together against three opposing teams. Each group of three teams is called an Alliance.

This year’s game was called “Charged Up.” Two competing alliances use their robots to process game pieces (foam cubes and traffic cones), which will bring energy to their community. The goal is for their robot to retrieve the game pieces from a substation and incorporate these pieces into the power grid.

Each round of competition lasts 2-1/2 minutes. For the first 15 seconds, the robots must act autonomously, following pre-programmed instructions. For the remaining 2 minutes and 15 seconds, “drivers,” who operate the robot remotely, take control. Points are awarded for completing assigned tasks proficiently. The alliance with the most points wins.

Typically, after a six-week period to build the robot, teams compete at regional competitions in the early spring. Winners of those competitions advance to the world contest in Houston, Texas.

Recently, we had a chance to visit with several of the teams in the area at an open house hosted by Winnebago’s team, Winnovation, in preparation for the Rockford competition.

Winnovation’s robot, “Panda,” used a scoop at the base of the robot to acquire the game pieces. Their captain, Sarah Carslon, told me how they competed not only at the Midwest Regional in Chicago,

but also at the Iowa Regional, where they won a slot to compete at the World Competition in Houston. In Houston, they got to meet and compete against teams from all over the world.

Belvidere’s Flaming Monkeys, a local 4-H team in Boone County, built “Jarvis,” a robot with a very large foldable arm and hand with metal grasping fingers.

Belvidere High School Junior Andrew Cruz explained how the Monkeys settled on this design. Initially, they were playing catch with the foam cubes as part of a team-building exercise. This led to an understanding that they were using their arms and hands to catch the cube.

Cruz remembered a friend who had a prosthetic arm and thought that Jarvis the robot could be outfitted with such an appendage. The arm they designed folds up to be within the contest-required size limitations for the robot. While mechanical, one can discern Jarvis’ shoulder, upper arm, elbow, forearm, wrist, hand, and fingers. Hydraulics are used on the upper arm and movement is controlled at the joints.

Cruz, a junior at Belvidere North, would like to pursue a career in mechanical engineering and perhaps medical engineering, given his interest in the manufacture and design of prosthetics.

Liam Ellingson, a junior at North Boone High School, is interested in computer hardware and is considering attending

the University of Illinois. Cole Jones, a junior at Belvidere High School, is considering a military career and would like to attend a military academy. His interests are mechanical engineering and computer software.

For the past 11 years, the Rock River Robotics Off-Season Competition has been held in Rockford, with over 32 teams competing this year. Several scholarships are awarded among the competing participants. This year’s competition was held on Saturday, July 22 at Rock Valley College. This competition employs the same robots and rules that were used at the FIRST regional and world contests held earlier in the year.

At the contest, the Flaming Monkeys made it to the semi-finals. Andrew Cruz was awarded an RVC Foundation Scholarship and will attend the running start program at Rock Valley College in the fall of 2023. Gabriella Stormont of Stateline Robotics in Roscoe was also awarded an RVC Foundation Scholarship and will attend Rock Valley College in the fall of 2023. Also from Stateline Robotics, Abigail Barnhardt was awarded an R2OC Scholarship. Andrew Dierks of Winnovation was awarded the Norma Jean Trojan Memorial Scholarship.
