

Judge denies Trump admin. access to Illinois voter data
Law does not give DOJ ‘general auditing power’ over state election officials

SPRINGFIELD – A federal judge ruled late Friday that Illinois is not required to hand over its complete, unredacted voter registration data, including sensitive personal information, to the Trump administration.
In a 14-page opinion, Judge Colleen Lawless reached the same conclusion as judges in 18 other federal districts and one appellate circuit who have ruled in nearly identical cases. She found that the Civil Rights Act of 1960 does not give the U.S. attorney general “general auditing power” to demand voter data.
No court has yet ruled in favor of the administration’s demand for voter data.
She also said the Department of Justice failed to provide any factual basis for suggesting state officials have done anything wrong in maintaining the
state’s voter registration database and that it offered no legitimate purpose for seeking the information.
“The Attorney General’s demand is deficient in both its stated basis and purpose and cannot be enforced against (Illinois State Board of Elections Executive Director Bernadette) Matthews,” Lawless wrote.
Demand for data
The Justice Department began demanding access to states’ unredacted voter registration rolls shortly after President Donald Trump took office for a second term in 2025.
The lists include sensitive personal information such as dates of birth, driver’s license numbers and partial Social Security numbers — what election law expert David Becker has referred to as “the Holy Trinity of identity theft.”
In August 2025, the state elections board gave DOJ a copy of its statewide voter registration database, with sensitive information redacted. That is the same information it makes available
to candidate committees and political parties, but lawyers for DOJ said that was insufficient.
In its petitions, DOJ said it needed the complete database to ascertain whether states were meeting their legal duties under federal laws to maintain accurate and up-to-date voter rolls and to take affirmative steps to purge the rolls of ineligible voters, including noncitizens.
DOJ cited a provision of the Civil Rights Act giving the attorney general authority to “demand in writing” from state election officials any “record or paper” related to an election that has taken place in the previous 22 months.
But attorneys representing outside groups that intervened in the Illinois case argued that was only a pretext and that DOJ’s real purpose was to purge state voter rolls of suspected noncitizens by cross-checking their rolls with a national citizenship database.
Court ruling
In her opinion, Lawless did not address that alternate theory about DOJ’s motives. Instead, she focused on the agency’s stated reasons.
She said the Civil Rights Act does not give federal investigators blanket authority to demand records from state election officials and that it requires them to show both a “basis and purpose” for the demand.
Lawyers for the Justice Department argued they met that obligation simply by citing the legal authority that the statute gives to demand the information. But Lawless rejected that argument.
“If the Attorney General could simply justify his demand with a statement of any purpose whatsoever, the requirement that he specify his purpose (and his basis) would be pointless and it would provide him with unfettered authority to demand voting records,” Lawless wrote.
She said the Civil Rights Act of 1960 was enacted to combat racial discrimination in voting and that a demand for records under that law “must relate to Congress’s rationale behind granting the Attorney General investigatory authority over certain federal voting records.”
“Congress did not confer a general auditing power to the DOJ over state election officials,” she wrote.

It feels odd to be thinking about a fall garden just as summer crops are being harvested. Last week, I just started to harvest my first tomatoes and am still mid-way through my zucchini season. Yet the first part of August is a time to consider whether you want a fall vegetable garden or not as many of those vegetables will need warm air and soil temperatures in order to germinate and produce this fall.
Before we get into the cool season vegetables, it’s important to realize that you may not need to plant anything else to enjoy a fall garden in Northern Illinois.

Cool season vegetables
Many of our cool season vegetables planted in the spring will survive the summer heat to continue to produce for you in the fall. This includes swiss chard, kale, collards, mustard greens, and others. Most years, my family is still eating swiss chard and collards greens in November from plants that were planted in May.
If you are wanting to enhance your already established spring-fall garden, it’s time to start making your list to determine what you can grow and what you cannot grow. Since we are at the mercy of a fall frost around mid-October, some crops will take too long to reach maturity/ harvest. For example, Brussel Sprouts would take 90-100 days to produce from
transplant which would be too long.
Most of the quick growing cool season crops will do well. This includes radishes, beets, spinach, lettuces, green onions, mustard greens, and turnips. These can be direct-seeded into the garden starting now and should expect to be harvesting them towards the end of September. You could keep planting these weekly too in order to extend your season.
Some cool-season vegetables for the fall garden would need to be started as a transplant or purchased as one. This group includes Broccoli, Cauliflower, and Cabbage. Most of these would survive a light frost and should mature 50-70 days after planting a transplant. You’ll
note that 70 days from this week would be about October 11-15th and that would put you in the middle of potential first frost (32 F) and even first freeze (28 F). So this group may not work this season. Basil and even cilantro can survive light frosts. You might consider adding these to your fall garden as basil will mature in 30-60 days when direct-seeded. Cilantro can be harvested 60-70 days after planting.
Treat your fall garden like an experiment and see what can work for you and your family.

Heat waves, droughts, wildfires, floods and climate change

A number of people have commented on how difficult it is to identify the truth within the diverse views on climate change and other issues important to the public.
As extreme weather events become far more common, the increased frequency and intensity of them were predicted by climate scientists for years. Such events are expected to intensify if we do not alter our energy consumptive lifestyles. It is important to remember that there are natural variations in the weather, but the main cause of the increasingly extreme events is attributed to the increased global consumption of fossil fuels.
For example NASA satellites have collect data twice a day over 21 years and have found that extreme wildfires have become more frequent, more intense and larger in the temperate conifer forest of the western US and the boreal forests of North America and Russia. Warmer
nighttime temperatures allow the wildfires to burn overnight. The fire season is starting earlier in spring and burning longer into autumn.
An article posted November 5th,2025 by BBC addresses how climate change worsens heatwaves, droughts, wildfires and floods. It cites four ways that rising temperatures fueled by burning fossil fuels produces more extreme events.
One way is that a small increase in the average global temperature results in a big increase in extreme heat. According to the World Weather Attribution Group when temperatures exceeded 40C it is 40 times more likely for heatwaves to occur than they did in the 1960s. Heatwaves occur when a high pressure air mass stays over the same area for days or weeks trapping hot air beneath it.
For every 1C rise in air temperature the atmosphere can hold about 7% more moisture. When the moisture is released it results in heavier rains. During October 2023 and March 2024 the second wettest period on record occurred The heavy rainfall was made four times more likely
to result from human caused warming. In September of 2024 deadly floods hit much of Central Europe, including Poland, The Czech Republic, Romania, Austria and Italy. The IPCC attributes the heavy rainfall to climate change.
A third outcome linked to climate change is longer droughts. As climate change shifts global rainfall patterns some areas become wetter and others drier. The new drier areas will also loose more soil moisture as it evaporates. In East Africa there were five consecutive years when the rainy season failed to occur and 1.2 million people were displaced.
Fires can occur naturally or be used as a land management technique, but climate change may create very dry conditions which can result in more fires. Extremely dry conditions can help spread fires by 30 to 70 times more likely,In January of 2025 the Southern California fires became 25 times larger due to climate change.
We recently experienced the smoke from 950 wildfires in Canada. The small carbon particles in smoke can penetrate
into human lungs and cause health problems for children, elderly and others with respiratory and heart conditions. Extremely hot conditions can disrupt the ability of people to secure sufficient sleep and contribute to mental and physical ill-health or early death.
Heat waves can result in the loss of electric power and longer term blackouts when demand for electricity soars to power air conditioning, heat pumps and fans. Again the loss of power is dangerous for children, the elderly and those with chronic illness.
If the anticipated El Nino is as powerful as predicted, we could be a record setting year for intensified impacts of climate change. The important point to remember from this article is that the extreme weather events we are experiencing are consistent with the predictions by climate scientists years ago and they are predicted to become more extreme if we fail to reduce our consumption of fossil fuels. The problems are real and solutions are possible if we chose to act.



Illinois launches new program to provide food benefits to people who lost SNAP

A new state program took effect Saturday to provide food benefits to people who have recently become ineligible because of federal changes to the Supplemental Nutrition Assistance Program.
The Families Receiving Emergency Support for Hunger, or FRESH, program kicked off Aug. 1 after state lawmakers appropriated $70 million in the fiscal year 2027 budget to establish a state food assistance program. The initiative allows households that lost their SNAP benefits earlier this year to receive a $400 one-time payment.
“At a time when the cost of groceries, gas, and utilities are all rising, Donald Trump and Republicans decided to strip food assistance from nearly 100,000 people,” Gov. JB Pritzker said in a statement. “In Illinois, we passed the FRESH program to help provide some relief for families kicked off food assistance, but no state can backfill the cruel and imminent cuts set in motion by Trump’s



budget bill.”
About 150,000 Illinoisians were expected to lose food assistance benefits beginning May 1 after new work requirements established by Congress went into effect.
About 1.5 million Illinoisians received SNAP benefits in June, according to the Illinois Department of Human Services. That includes 830,342 households. The number of beneficiaries in June was down 134,734 people compared to April.
Eligible households are those that lost benefits because of the federal changes and are automatically enrolled in the FRESH program. Recipients will receive the one-time payment to their Illinois Link card to use on food.
People who lose SNAP coverage in the coming months will also receive payments until funding for the program runs out.
Other financial impacts
The budget also included $55 million to hire 450 Department of Human Services employees, including staff to update state systems to comply with federal changes to SNAP and Medicaid eligibility.
Illinois, and most other states, are set to be on the hook for higher costs in the coming years because of the changes Congress made.
Beginning in in October 2027, states will cover half of administrative costs for the program and many states will begin covering a portion of SNAP benefits. States with an error rate greater than 10% will have to cover 15% of the cost of benefits starting in fiscal year 2029. Illinois’ error rate was 14.7% in federal fiscal year 2025, according to the U.S. Department of Agriculture. That was up from 11.6% the year before.
Illinois will have another year to produce a lower error rate, giving the state more time to rectify problems. As of now, the state could be on the hook for $700 million in new SNAP costs by the end of 2028 if nothing changes.

On Thursday, August 20, Wild Ones Rock River Valley chapter continues their free monthly educational programming with a presentation by the Natural Land Institute’s Executive Director Alan Branhagen on the native annual, perennial and woody vines found in the Midwest and how they may be utilized in the home landscape. The event begins with a social hour at 6 p.m., followed by the presentation at 6:30 p.m. at Cherry Valley Public Library, 755 E. State Street. Vines can conform to tight spaces and cover structures to cool and enliven them. As green curtains, vines have a lot to offer by cooling buildings and urban spaces, leading to reduced need for air conditioning and its energy consumption and reducing the heat island effect within
developed areas. Attendees will learn how the flowers of various native vines offer nectar, pollen, and fruits for wildlife, and how native vines’ foliage acts as an essential larval host for a wide variety of caterpillars. From offering beauty to providing ecosystem services, vines are a vital component of a healthy landscape that can be easily incorporated into a native garden.

ANNUAL BUDGET AND APPROPRIATION ORDINANCE FOR CORPORATE AND AMBULANCE PURPOSES OF BLACKHAWK FIRE PROTECTION DISTRICT FOR FISCAL YEAR COMMENCING MAY 1, 2026, TO APRIL 30, 2027
WHEREAS, the Board of Trustees of the Blackhawk Fire Protection District of Winnebago County, Illinois, has made a copy of a Tentative Budget and Appropriation Ordinance and has kept it available for public inspection at the Blackhawk Fire Protection District Fire House in Winnebago, Illinois, for at least thirty (30) days prior to final action thereon; and
WHEREAS, a public hearing was held on said Budget and Appropriation Ordinance on the 20th day of July, 2026, notice of the time and place of such public hearing having been given at least thirty (30) days prior thereof by publication in a newspaper in general circulation within the District, and all other legal requirements having been complied with;
NOW, THEREFORE, BE IT ORDAINED by the Board of Trustees of Blackhawk Fire Protection District:
Section l. That the following Appropriation containing an estimate of corporate receipts and expenditures, be and the same is hereby adopted as the Budget and Appropriation of said District for the fiscal year beginning May 1, 2026, and ending April 30, 2027.
as part of this Section 2 and shall be and is the Annual Appropriation Ordinance for this District for said fiscal year commencing May 1, 2026 and ending April 30, 2027.
Section 3. All unexpended balances of any item or items by this Ordinance appropriated may be expended in making up any deficiencies in any item or items aforesaid.
Section 4. This Ordinance shall be published in a newspaper having a general circulation in said District, and shall take effect ten (10) days after being so published.
