Pritzker signs bill overhauling mandatory supervised release

SPRINGFIELD – A new law in Illinois aims to give former inmates a better chance to succeed outside of prison and reduce the likelihood that they’ll be sent back.

Gov. JB Pritzker on Friday signed Senate Bill 423, a unanimously passed measure that overhauls the state’s mandatory supervised release program, formerly known as parole.

“Our current supervision system too often operates unfairly, with rules that make it simply a revolving door back to jail,” Pritzker said at a bill signing ceremony in Chicago. “In fact, more than 25 percent of people who are released from prison in Illinois end up back behind bars, not because they’re recidivists, but instead for a noncriminal technical violation.”

Under Illinois law, every person sentenced to prison for a felony conviction must serve a certain amount of time

on mandatory supervised release after completing their prison time. The length of that supervision varies based on the seriousness of the offense, and during that time the offender must comply with certain conditions and make regular contact with their parole officer.

Some of the most common conditions are that they do not possess a firearm, they do not use drugs, they submit to urine tests, and they allow their parole officer to search them and their residence. Failure to comply with conditions of release can result in being sent back to prison.

The new law, however, provides that urine tests can only be ordered if there is reasonable suspicion of illicit drug use and the basis of that suspicion is documented in the Department of Corrections’ case management system.

It also provides that as long as the offender is in compliance with all other terms of their release, the Prisoner Review Board “shall,” rather than “may,”

reduce the length of the supervision by 90 days if the offender earns a high school diploma, bachelor’s degree, career certificate or vocational technical certificate while on supervised release.

The new law, which will take effect Jan. 1, also provides for remote check-ins with parole officers, standardizes the timeline for officers to review cases and encourages them to recommend early discharge for people who demonstrate success in their release.

Pritzker was joined at the bill signing ceremony by rap artist and activist Meek Mill, a former inmate and parolee who cofounded the REFORM Alliance, which advocates for criminal justice reform.

“When I was on probation, the system did much more to hold me back than help me succeed,” he said in a statement. “And my experience is just a reflection of millions of other stories that go untold. So it’s an honor to be a part of making the system work better for families in Illinois and across the country.”

Driver services facilities to require appointments in multiple locations

Drivers who need to renew their license at a secretary of state facility will likely have to make an appointment starting this fall.

Starting Sept. 1, 44 driver services facilities in medium- to large-sized cities around the state will require appointments for driver services – things like renewing a license, updating a license to meet Real ID requirements or taking a driving test. Vehicle services, like title registration, will still be offered on a walk-in basis.

The facilities impacted by the move to appointment-based service are in some of the state’s most high-traffic locations. These include all but one of the locations in Chicago as well as locations in Aurora, Deerfield, Naperville, Waukegan, Champaign, Decatur, Bloomington, Peoria and more.

The change in policy is accompanied by a standardization of hours at driver services facilities. All driver services facilities will

operate from 8 a.m. to 5:30 p.m. Monday through Friday. Sixteen locations will offer Saturday morning hours from 8 a.m. to 12:30 p.m.

“Our goal is to change the stereotype of dealing with government offices,” Secretary of State Alexi Giannoulias said on Thursday, noting that he hopes customers have a “positive experience.”

Appointments can be made by visiting the secretary of state’s website at ilsos.gov or by calling 844-817-4649.

Giannoulias said that the cost of implementing the changes falls within the existing secretary of state’s budget.

“This is sort of the first major step in implementing the rest of our modernization goals,” Giannoulias said.

Giannoulias also encouraged Illinoisans to make use of online services when possible, including driver’s license renewal and ordering license plate stickers. The secretary of state’s office also received more than $75 million in this year’s budget for its IT modernization efforts, which have already resulted in an overhaul of the office’s website, ilsos.gov.

“The revamped website is more intuitive and prioritizes our most popular programs and services so customers can find the information they want and need faster and more conveniently,” Giannoulias said in a July 12 news release.

It’s a continuation of several pandemic-driven shifts toward modernization for the secretary of state’s office. That process began under former secretary Jesse White, who held the office for more than two decades before Giannoulias took office in January.

These pandemic-era modernizations included piloting appointment-based service and offering expanded online services for drivers.

Here’s how hot and extreme the summer has been, and it’s only halfway over

At about summer’s halfway point, the record-breaking heat and weather extremes are both unprecedented and unsurprising, hellish yet boring in some ways, scientists say.

Killer heat. Deadly floods. Smoke from wildfires that chokes.

And there’s no relief in sight.

Expect a hotter than normal August and September, American and European forecast centers predict.

“We are seeing unprecedented changes all over the world,” said NASA climate scientist Gavin Schmidt. “The heat waves that we’re seeing in the U.S. and in Europe, in China are demolishing records left, right and center. This is not a surprise.”

Imperial College of London climate scientist Friederike Otto said examining what’s causing heat waves is “boring” in a way since it keeps happening. Yet she added that it matters “because it shows again just how much climate change plays a role in what we are currently experiencing.”

“This story, these impacts, are going to continue,” Schmidt said. “We’re going to be seeing this pretty much this year and into next year” with a natural El Nino warming of the Pacific adding to the overwhelming influence of humancaused climate change largely from the burning of coal, oil and gas.

Here’s a rundown of the summer of Earth’s discontent.

RECORD-SHATTERING HEAT

Globally, June this year was the hottest June on record — and scientists say July has been so hot that even before the month was over they could say it was the hottest month on record. But it’s individual places where people live that the heat has stuck around and killed.

Phoenix, where the last day of June and each day of July has been at least 110 degrees (43 degrees Celsius), set records for the longest mega-heat streak and longest stretch when the temperatures didn’t go below 90 degrees (32 degrees Celsius) at night.

El Paso, Texas, had 44 days of 100 degree (37 degree) heat. Schools closed in Nuevo Leon state in northern Mexico a month earlier than usual as temperatures reached 113 degrees (45 Celsius).

Farther east, Miami added humidity to high heat for 46 straight days of feels-like temperatures of 100 or more.

Beijing had its own record streak with at least 27 days of 95 degrees (35 Celsius) in July, after a three-day streak of at least 104 (40 Celsius) in June. And the country set it’s all-time highest temperature on July 16 in remote Sanbao township with 126 degrees (52.2 Celsius).

Heat records fell all over southern Europe. Sardinia, Italy, hit 117 (47 Celsius). Palermo in Sicily broke a record that goes back to 1791 by a whopping 3.6 degrees (2 degrees Celsius). Temperatures hit 115 (46 Celsius) in Gytheio, Greece.

Spain reported nearly 1,000 excess deaths from the heat, mostly among the elderly, by mid July.

In Argentina, where it’s mid-winter, temperatures were above 89.6 (32 Celsius) four straight days in June in the northern part of the county. One July night in Buenos Aires didn’t get below the 70s (low 20s Celsius).

TOO MUCH RAIN

More than 10,000 people had to be evacuated in central Hunan province in China where heavy rainfall caused at least 70 houses to collapse. In Yichang, rain triggered a landslide that buried a construction site and killed at least one person.

Australia’s Queensland outback got 13 times its normal monthly July rain in just one day.

Thousands of people were evacuated from Delhi in India as rains caused flash floods and landslides. Elsewhere in the country at least 100 people were killed by the downpours.

In the United States, sudden heavy rain killed people in Vermont, Connecticut and Pennsylvania with tragic stories of children washed away in flooding.

WILDFIRES AND SMOKE

Too little rain in Greece and Spain fed wildfires that proved difficult to fight. In the Canary Islands, a fire caused 4,000 people to evacuate, others to wear face masks and had 400 firefighters battling it.

Hot and dry conditions caused about 160 wildfires to break out in Israel in early June.

But what really brought fires home happened in parts of Canada where few

people live. Rare far northern Quebec wildfires triggered nasty smoke that inflicted the world’s dirtiest air on cities like New York and Washington, then switched to the Midwest.

As of late July more than 600 wildfires were out of control in Canada. A record 47,490 square miles (123,000 square kilometers) burned, and fire season isn’t near done. That’s an area larger than the state of Pennsylvania or North Korea.

WATER TEMPERATURES

Water temperatures in the Florida Keys and off the Everglades hit the high 90s (high 30s Celsius) with Manatee Bay breaking 100 degrees twice in what could be an unofficial world record for surface water temperature, although that’s in dispute.

The North Atlantic had hot spots that alarmed scientists. The world’s oceans as a whole were their hottest ever in June and got even hotter in July. In Antarctica, sea ice smashed record-low levels.

Ocean temperatures take a long time to warm up and cool down, said University of Northern Illinois meteorology professor Victor Gensini. So it doesn’t look good for the rest of the summer, he said.

A HOT FORECAST

“We are favoring above normal temperatures for the next three months,” said NOAA Climate Prediction Center meteorologist Matt Rosencrans.

The only potential relief he sees, especially in the hot Atlantic and Gulf of Mexico, is if a hurricane or tropical storm moves through.

The peak of hurricane season in September hasn’t even started.

When going through the litany of this summer’s weather extremes so far, University of Pennsylvania climate scientist Michael Mann had one question: “How on God’s Earth are we still burning fossil fuels after witnessing all this?”

Pee-wee Herman actor Paul Reubens dies from cancer at 70

LOS ANGELES (AP) — Paul Reubens, the actor and comedian whose character Pee-wee Herman became a cultural phenomenon through films and TV shows, has died. He was 70.

Reubens died Sunday night after a six-year struggle with cancer that he did not make public, his publicist said in a statement.

“Please accept my apology for not going public with what I’ve been facing the last six years,” Reubens said in a statement released Monday with the announcement of his death. “I have always felt a huge amount of love and respect from my friends, fans and supporters. I have loved you all so much and enjoyed making art for you.”

The character with his too-tight gray suit, white chunky loafers and red bow tie was best known for the fi lm “Pee-wee’s Big Adventure” and the television series “Pee-wee’s Playhouse.”

The Pee-wee character would become a cultural constant for much of the 1980s, though an indecent exposure arrest in 1991 would send him into entertainment exile for years.

Herman created Pee-wee when he was part of the Los Angeles improv group The Groundlings in the late 1970s. The live “Pee-wee Herman Show” debuted at a Los Angeles theater in 1981 and was a success with both kids during matinees and adults at a midnight show.

The show closely resembled the format the Saturday morning TV “Pee-wee’s Playhouse” would follow years later, with Herman living in a wild and wacky home

with a series of stock-character visitors, including one, Captain Karl, played by the late “Saturday Night Live” star Phil Hartman. In the plot, Pee-wee secretly wishes to fly.

HBO would air the show as a special.

“Pee Wee got his wish to fly,” Steve Martin tweeted after his death. “Thanks Paul Reubens for the brilliant o� the wall comedy.”

Reubens took Pee-wee to the big screen in 1985’s “Pee-wee’s Big Adventure.” The fi lm, in which Pee-wee’s cherished bike is stolen, was said to be loosely based on Vittorio De Sica’s Italian neo-realist classic, “The Bicycle Thief.” The fi lm, directed by Tim Burton and co-written by Phil Hartman of “Saturday Night Live,” sent Pee-wee on a nationwide escapade. The movie was a success, grossing $40 million, and continued to spawn a cult following for its oddball whimsy.

A sequel followed three years later in the less well-received “Big Top Pee-wee,” in which Pee-wee seeks to join a circus. Reubens’ character wouldn’t get another movie starring role until 2016’s Pee-wee’s Big Holiday,” for Netfl ix. Judd Apatow produced Pee-wee’s big-screen revival.

His television series, “Pee-wee’s Playhouse,” ran for five seasons, earned 22 Emmys and attracted not only children but adults to Saturday-morning TV.

Both silly and subversive and championing nonconformity, the Pee-wee universe was a trippy place, populated by things like a talking armchair and a friendly pterodactyl. The host, who is fond of secret words and loves fruit salad so much he once married it, is prone to lines like, “I know you are, but what am

I?” and “Why don’t you take a picture; it’ll last longer?” The act was a hit because it worked on multiple levels, even though Reubens insists that wasn’t the plan.

“It’s for kids,” Reubens told The Associated Press in 2010. “People have tried to get me for years to go, ‘It wasn’t really for kids, right?’ Even the original show was for kids. I always censored myself to have it be kid-friendly.

“The whole thing has been just a gut feeling from the beginning,” Reubens told the AP. “That’s all it ever is and I think always ever be. Much as people want me to dissect it and explain it, I can’t. One, I don’t know, and two, I don’t want to know, and three, I feel like I’ll hex myself if I know.”

Jimmy Kimmel posted on Instagram that “Paul Reubens was like no one else — a brilliant and original comedian who made kids and their parents laugh at the same time. He never forgot a birthday and shared his genuine delight for silliness with everyone he met.”

Reubens’ career was derailed when he was arrested for indecent exposure in an adult movie theater in Sarasota, Florida, where he grew up. He was handed a small fine but the damage to the character was incalculable.

He became the frequent butt of latenight talk show jokes and the perception of Reubens immediately changed.

“The moment that I realized my

name was going to be said in the same sentence as children and sex, that’s really intense,” Reubens told NBC in 2004. “That’s something I knew from that very moment, whatever happens past that point, something’s out there in the air that is really bad.”

Reubens said he got plenty of o�ers to work, but told the AP that most of them wanted to take “advantage of the luridness of my situation”,” and he didn’t want to do them.

“It just changed,” he said. “Everything changed.”

In 2001, Reubens was arrested and charged with misdemeanor possession of child pornography after police seized images from his computer and photography collection, but the allegation was reduced to an obscenity charge and he was given three years probation.

Born Paul Rubenfield in Peekskill, New York, Reubens, the eldest of three children, grew up primarily in Sarasota before going to Boston University and the California Institute of the Arts.

Reubens would also act as non-Pee-wee characters including in Burton’s 1992 movie “Batman Returns,” the “Bu� y the Vampire Slayer” fi lm and a guest-star run on the TV series “Murphy Brown.”

Impact of heat on your garden vegetables

The heatwave we have experienced in the last couple of weeks, along with season long drought conditions, has led to some unusual issues in vegetable gardens in the Rockford area. While there are some issues we see every year, you might be encountering some challenges that you have not seen before. Especially if this is your second year of growing a vegetable garden for your family, it may be hard to compare.

If your plants look health and you are not seeing any vegetables, it may be a couple of reasons. Over-fertilization is common for vining vegetables which leads to lush plants but a lack of flow-

ers-vegetables. I even encountered this with green beans one summer. Another culprit can be hot day and night temperatures that will lead to flowers dropping. This happens when air temperatures are between 75-95 F.

Hot temperatures may also impact the type of flowers on your vining vegetables like squash, pumpkins, and melons. These produce male and female flowers. When temperatures are above 90 F during the day and over 70 F at night, the plants develop more males than females. I have noticed this pretty often this growing season and every morning I will remove male flowers if no female flowers are available. This can allow for the plant to refocus and hopefully even out flower

Earth Overshoot

Earth Overshoot Day will be on August 2 this year. Between January 1 and that day, humanity will have already used all of the resources and waste absorbing ability that the Earth provides during an entire year. For nearly five months we will be dipping into future resources, causing a mounting ecological debt.

Until the 1970s, humans used about three-quarters of the Earth’s capacity to both produce and absorb, leaving enough to serve future years. A harmonious balance was maintained. But starting then, resources were used at a rate that exceeded the Earth’s productive capacity and waste products were produced at a rate that exceeded Earth’s capacity to process. We moved into Earth Overshoot.

In 1987, Earth Overshoot Day was fi rst o�cially recognized. Each year, it has

occurred earlier than in the past year. In 1987, it was December 19. In 2000, it was October 1.

We are gradually depleting resources that would have been used in the future. It has been made possible by using fossil fuels produced by the sun’s energy millions of years ago in a relatively short period of time. It has also been made possible by using more assets such as forests and fertile soil than are regenerated. Results are now seen in many forms, including numerous animal species at or near extinction, the oceans’ diminished productivity and more CO2 accumulating in the atmosphere than it can absorb, causing global warming. July, 2023, was the hottest month on record, and possibly the hottest single month in 120,000 years. Wildfires out of control, storms, flooding, and drought make daily headlines. Power grids have been stretched to capacity. Scorching temperatures take

Heat will further impact your pollinators. Bees like temperatures between 60 to 90 F. Once temperatures are above 90 F, many bees slow down and pollinate less. This leads to a lot of problems with cucumbers as the bees are less likely to pollinate cucumbers due to their less appealing flower. Pollination may still occur but leads to deformities of these vining crops.

What about vegetables that are developing but aren’t ripe? Yet again, it can be heat impacting pollination. Pollinators may not pollinate these crops properly and lead to small-misshapen squash and pumpkins that die o� quickly.

You may be encountering green toma-

toes hanging on the vine that aren’t ripening. I have encountered this problem most seasons. Tomatoes ripen in two phases. First, they become green, develop seeds, and become soft. Second, the fruit will turn red. The optimum temperature for this is between 68 F to 77 F with no red pigment produced above 85 F.

Ultimately, you need patience for your vegetables. A good week of weather, combined with rain you may have received this weekend, should allow for better pollination, development of female flowers, and ripening of your vegetables.

The U.N. weather agency stated that heat has done major damage to people’s health and homes, the environment and economies.

The Global Footprint Network has developed a concept known as the Ecological Footprint which calculates the relationship between regeneration and use. Each country’s Ecological Footprint is the result of numerous calculations. The world’s Ecological Footprint is the combination of all nations’ Ecological Footprints.

Serious changes in behavior by individuals, governments, businesses and industry around the globe are necessary.

While high income countries such as the US can temporarily shield themselves from immediate impacts, economic and ecological stress can be avoided by reducing their Ecological Footprint. Low income countries, while contributing less to the planet’s Ecological Footprint, generally feel more e�ects of overuse. Individuals can limit their personal Ecological Footprint by driving less, practicing energy e�ciency, using renewable energy rather than fossil fuels, gardening and producing their own foods. In general, leading sustainable lifestyles, encompassing all that we do in our daily lives, gets us closer.
