State general revenues top $50 billion for first time in FY 2022 Pandemic-driven windfalls not expected to last long into current year By Jerry Nowicki

SPRINGFIELD – State tax revenues grew by $5.5 billion in the fiscal year that concluded on June 30, exceeding $50 billion for the first time in Illinois’ history, according to a new report from a state budgeting agency. The 12 percent base revenue growth in Fiscal Year 2022 gave lawmakers near-unprecedented flexibility in the current budget year. That allowed the General Assembly to approve $1.8 billion in tax relief, pay $500 million more to state pensions than statutes require, retire hundreds of millions of dollars in interest-accruing debts early, and drive the state’s “rainy day” fund to its highest-ever balance of over $1 billion. It also helped the state reach a zeroday accounts payable cycle – meaning it was caught up on its bills – for the first time in decades. But the report from the Commission o n G o v e r n m e nt Fo r e c a s t i n g a n d Accountability also noted that the pandemic-related drivers of growth, which led to nationwide revenue windfalls for nearly all state governments, are likely to wane in the coming months. That’s something Gov. JB Pritzker told Capitol News Illinois last week that lawmakers planned for in April when they projected Fiscal Year 2023 revenues at $46.5 billion – an 8 percent decrease from the final FY 2022 numbers. “We wrote that into the budget, that is a decrease in revenue just in this coming year,” Pritzker said in an interview. “So, we understand that there were some temporary nature of revenues that were coming in.” All told, the FY 2022 base revenues reached $50.3 billion without including direct federal aid. The number jumps to $51.1 billion when including a $736 million direct transfer-in of COVID-19 relief dollars. The base revenues were nearly $8 billion beyond the May 2021 projections on which the FY 2022 budget was based. Personal and corporate income tax grew $6.1 billion beyond what was projected in May 2021, while sales tax revenues were about $979 million beyond projections. While the revenue windfalls won’t
alleviate longstanding budget pressures such as a $130 billion unfunded pension liability that demands about a quarter of state general revenue funds each year, it’s a level of good financial news that Illinoisans are not accustomed to hearing – and a level of progress Pritzker has hung his hat on as he seeks a second term. “A significant surplus and a zero-day payment cycle mean that our schools are funded, our roads are being rebuilt, and our healthcare providers are paid on time – and Illinois taxpayers are no longer dealing with hundreds of millions of dollars in interest payments because government didn’t do its job,” Pritzker said in a statement last week. “Illinois’ massive bill backlog – eliminated since I came into office – once contained bills past due for as long as 500 days.” The COGFA report noted that even though direct federal aid was not included in the base revenue calculation, the indirect effects of federal stimulus played a major role in the unexpected growth. So major, in fact, that revenue came in beyond initial projections in 49 states in the fiscal year. One driving factor, according to the report, was the “continuation of a pandemic-related shift” in consumer spending from non-taxed service-based sales to taxable goods, which created “strong market conditions” that led to increased tax revenues from corporate profits and capital gains. Republicans have also attributed the revenue spikes at least partially to an “inflation-induced sugar high,” noting that as prices increase so does sales tax revenue. “The influence of these particular factors is expected to wane as the state enters into FY 2023 resulting in reduced revenue expectations for the upcoming fiscal year,” the COGFA report noted. Still, June’s receipts remained strong, growing by $736 million compared to the previous fiscal year. As a result, final FY 2022 revenues were $2.6 billion higher than the April estimate from the Governor’s Office of Management and Budget that was used as the basis of this year’s budget negotiations. A GOMB spokesperson said in an email Wednesday that the surplus has not led to any discussion of amending the FY 2023 budget in the first week of the new fiscal year. But it’s likely to allow for some flexibility. “FY 2022 revenues continued to outperform expectations through the
last quarter of the fiscal year,” GOMB spokesperson Carol Knowles said in an email. “This will allow the state to be better positioned in the coming year as we continue to monitor the national economic outlook.” K n o w l e s n o t e d t h a t t h e h ig her-than-expected revenues contributed to the improving fiscal situation which Compt rol ler Susana Mendoza and Pritzker highlighted in a pair of news releases last week. Those releases noted Illinois has erased its “bill backlog,” ending the fiscal year with a general revenue funds payment cycle of zero days from when vouchers are received by the state comptroller’s office. The $1.8 billion accounts payable balance was a far cry from the height of the state’s two-year budget impasse between Republican Gov. Bruce Rauner and Democrats in the General Assembly, when the bill backlog reached $16.7 billion. Pritzker has also touted – and bond ratings agencies have noted – that Illinois focused much of its spending of surplus dollars on relieving interest-accruing debt. Illinois has seen six credit rating upgrades – two each from each of the three major agencies – in the past year. In a news release last week Pritzker contrasted those upgrades with the eight downgrades the state received during the tenure of Rauner, whom Pritzker unseated in 2018. While the upgrades this year mark the first upward break from a downward trend that began in the Blagojevich administration, Illinois remains in the worst shape of all states as judged by the ratings agencies. And while Illinois lawmakers dedicated $1 billion to the rainy day fund, Mendoza said in a news release she’d push for laws mandating greater contributions to budget stabilization funds when Illinois has stronger-than-expected revenue performances in the future. “The fact that we’ll have a billion dollars saved in our rainy day fund to help us during adverse downturns certainly helps, but Illinois must save more when we are able to with stronger-than-expected revenue receipts so that we strengthen our ability to weather through these unexpected crises,” she said.” Capitol News Illinois is a nonprofit, nonpartisan news service covering state government that is distributed to more than 400 newspapers statewide. WASHINGTON (AP) — For the first time, a pharmaceutical company has asked for permission to sell a birth control pill over the counter in the U.S. HRA Pharma’s application on Monday sets up a high-stakes decision for health regulators amid legal and political battles over women’s reproductive health. The company says the timing was unrelated to the Supreme Court’s recent decision overturning Roe v. Wade. Hormone-based pills have long been the most common form of birth control in the U.S., used by millions of women since the 1960s. They have always required a prescription, generally so health professionals can screen for conditions that raise the risk of rare, but dangerous, blood clots. The French drugmaker’s application compiles years of research intended to convince the Food and Drug Administration that women can safely screen themselves for those risks and use the pill effectively. “For a product that has been available for the last 50 years, that has been used safely by millions of women, we thought it was time to make it more available,” said Frederique Welgryn, HRA’s chief strategy officer. An FDA approval could come next year and would only apply to HRA’s pill, which would be sold under its original brand name, Opill. The company acquired the decades-old drug from Pfizer in 2014, but it’s not currently marketed in the U.S. Reproductive rights advocates want to see other prescription contraceptives move over the counter and, eventually, for abortion pills to do the same. That potential for a precedent-setting decision once again places the FDA under an intense political spotlight. Late last year, the agency was condemned by abortion opponents and praised by women’s rights advocates when it loosened access to abortion pills. The agency faced similar political pressures in 2006 when it approved over-the-counter use of the emergency contraception pill Plan B. Many conservative groups stress they are only interested in curtailing abortion, and state bans often explicitly exclude contraception. Even before Monday’s announcement, Democratic lawmakers were calling on the FDA to swiftly consider any such requests. “We urge FDA to review applications for over-the-counter birth control pills
without delay and based solely on the data,” said more than 50 members of the House’s Pro-Choice Caucus in a March letter. Many common medications have made the switch from behind the pharmacy counter, including drugs for pain relief, heartburn and allergies. In each case, companies must show that consumers can understand the drug’s labeling, evaluate its risks and use it safely and effectively without professional supervision. HRA spent seven years conducting the FDA-required studies, including a trial that followed 1,000 women taking its pill for six months. Behind the company’s efforts is a coalition of women’s health researchers and advocates who have worked for nearly two decades to make contraceptives more accessible, especially to groups with less access to health care. The Oral Contraceptives Over-theCounter Working Group helped fund some of HRA’s research and is mobilizing support behind a media campaign dubbed Free the Pill. “A lot of our research has been about making the case to help inspire and support a company to take this work on,” said Kelly Blanchard, president of Ibis Reproductive Health, a group member that supports abortion and contraceptive access. Birth control pills are available without a prescription across much of South America, Asia and Africa. Last year, Paris-based HRA won U.K. approval for the first birth control pill available there without a prescription. Advocates were particularly interested in HRA’s drug because they say it’s likely to raise fewer safety concerns. The pill contains a single synthetic hormone, progestin, which prevents pregnancy by blocking sperm from the cervix. Most birth control pills contain progestin plus estrogen, which can help make periods lighter and more regular. Progestin-only pills are generally recommended for women who can’t take the more popular combination pills due to health issues. But estrogen also accounts for most of the blood clot risk associated with oral contraceptives. FDA’s labeling warns against their use in certain women already at risk for heart problems, such as those who smoke and are over 35. For most women, the drugs are overwhelmingly safe. For every 10,000 women taking combination pills annually, three to nine will suffer a blood clot, according to
FDA data. That compares with one to five clots among 10,000 women who aren’t taking birth control. And medical professionals point out that blood clot rates are much higher in women who become pregnant, when hormone levels and reduced blood flow increase clotting risk. “What I definitely see is a misunderstanding of the dangers of these pills. It is much safer to take the pill than to be pregnant” said Dr. Maura Quinlan, a Northwestern University physician and member of the American College of Obstetricians and Gynecologists. She was not involved in HRA’s application or research. The medical association supports unrestricted access too all hormonebased contraceptives over the counter. Last month, the nation’s largest physician group, the American Medical Association, endorsed making birth control pills available for over-the-counter purchase without an age requirement. Still, support is not universal. Diana Zuckerman of the nonprofit National Center for Health Research says comparing the safety risks of the pills with pregnancy is not the right approach. Many women take birth control pills to regulate their periods or reduce bleeding, said Zuckerman, whose group evaluates medical research. “Those are real benefits, but they are not worth the risk of potentially fatal blood clots,” she said. The FDA has long monitored the safety of oral contraceptives, updating their warnings over the years. Last year, the agency placed a hold on a study by drugmaker Cadence Health, which has also been working on an over-thecounter pill. The agency told the company to conduct additional blood pressure checks of trial participants. The company says it is “working to overcome this regulatory hurdle.” The FDA is required to hold a public meeting to evaluate HRA’s application before making a decision. Safety considerations are likely to take center stage. Executives at HRA, which is owned by Perrigo Co., expect a decision in the first half of 2023. Advocates hope it will be the first of many. “Once we see the approval of this product, it will demonstrate that it’s possible and that the data is strong,” Blanchard said. “Hopefully we’ll see the process speed up from here.”

Famed Ukrainian medic describes ‘hell’ of Russian captivity By Lori Hinnant and Vasilisa Stepanenko Associated Press
KYIV, Ukraine (AP) — The captive Ukrainian medic’s eyeglasses had long since been taken away, and the face of the Russian man walking past her was a blur. Yuliia Paievska knew only that her life was being traded for his, and that she was leaving behind 21 women in a tiny threeby six-meter (10- by 20-foot) prison cell they had shared for what felt like an eternity. Her joy and relief was tempered by the sense that she was abandoning them to an uncertain fate. Before she was captured, Paievska, better known throughout Ukraine as Taira, had recorded more than 256 gigabytes of harrowing bodycam footage showing her team’s efforts to save the wounded in the besieged city of Mariupol. She got the footage to Associated Press journalists, the last international team in Mariupol, on a tiny data card. The journalists fled the city on March 15 with the card embedded inside a tampon, carrying it through 15 Russian checkpoints. The next day, Taira was taken by pro-Russian forces. Three months passed before she emerged on June 17, thin and haggard, her athlete’s body more than 10 kilograms (22 pounds) lighter from lack of nourishment and activity. She said the AP report that showed her caring for Russian and Ukrainian soldiers alike, along with civilians of Mariupol, was critical to her release. She chooses her words carefully when discussing the day she was taken captive, and is even more cautious when discussing the prison for fear of endangering the Ukrainians still there. But she is
unequivocal about the impact of the video released by the AP. “You got this flash drive out and I thank you,” she said in Kyiv to an AP team that included the journalists in Mariupol. “Because of you, I could leave this hell. Thanks to everyone involved in the exchange.” She still feels guilty about those she left behind and said she will try her best to help free them. “They are all I think about,” she said. “Every time I grab a cup of coffee or light a cigarette, my conscience pains me because they can’t.” Taira, 53, is one of thousands of Ukrainians believed to have been taken prisoner by Russian forces. The Geneva Conventions single out medics, both military and civilian, for protection “in all circumstance.” Taira is an outsized personality in Ukraine, famed for her work training field medics and instantly recognizable by her shock of blond hair and the tattoos that circle both arms. Her release was announced by Ukrainian President Volodymyr Zelenskyy. Despite the weight loss and all she has endured, she is still vibrant. She smokes constantly, lighting one cigarette after another as if trying to make up for the three months she had none. She speaks quietly, without malice, and her frequent smiles light her face deep into her brown eyes. A demobilized military medic who suffered back and hip injuries long before the Russian invasion, Taira is also a member of the Ukraine’s Invictus Games team. She received the body camera in 2021 to film for a Netflix documentary series on inspirational figures being

produced by Britain’s Prince Harry, who founded the Invictus Games. But when Russian forces invaded in February, she trained the lens on scenes of war in Mariupol. “My heart bleeds when I think about it, when I remember how the city died. It died like a person — it was agonizing,” she said. “It feels like when a person is dying and you can’t do anything to help, the same way.” At one point, Taira gathered a group of 20 people hiding in her hospital’s basement, mostly children, into a small yellow bus to take them away from Mariupol. That’s when the Russians saw her. “They recognized me. They went away, made a call, came back,” she said. “As far as I can tell, they already had a plan.” She appeared five days later on a Russian news broadcast that announced her capture. On the video, Taira looks groggy, and her face is bruised. As she reads a statement prepared for her, a voiceover derides her as a Nazi. Inside the prison, they were forced to sing the Russian national anthem every day — twice, three times, sometimes 20 or 30 times if guards didn’t like their behavior. She hates the anthem even more now, but talks about it with a flash of humor and defiance. “I found it a plus because I’ve always wanted to learn to sing — then suddenly I had the time and a reason to practice,” she said. “And it turns out that I can sing.” After endless, repetitive putrid weeks

broken only by salt-free porridge with bacon, packets of reconstituted mashed potatoes, cabbage soup, and some canned fish, Taira found herself in the three- by six-meter (10- by 20-foot) cell with 21 other women, 10 cots and very little else. They were held in a maximum security prison with no trial and no conviction. She won’t go into details about how they were treated, but said they had no information about their families, no toothbrushes, few chances to wash. Her health started to fail. “I’m not 20 years old anymore and this body can take less than it used to,” she said ruefully. “The treatment was very hard, very rough. … The women and I were all exhausted.” Taira’s experience is consistent with Russia’s repeated violations of international humanitarian law on how to treat detained civilians and prisoners of war, said Oleksandra Matviichuk, head of Ukraine’s Center for Civil Liberties. Her husband, Vadim Puzanov, said Taira remained fundamentally the same despite three months of captivity and is open about what she endured. “Perhaps there will be long-term consequences, but she is full of plans,” he said. “She is moving on.” Asked if she had feared death in captivity, Taira said it was a question her jailers asked often, and she had a ready answer. “I said no because I’m right with God,” she told them. “But you are definitely going to hell.”

A mass shooting in Highland Park at a Fourth of July parade prompted questions about how the suspect was able to obtain a gun in a state with some of the strictest gun laws in the nation. Law enforcement officials have said that the Highland Park shooting suspect, Robert Crimo III, 21, legally purchased and possessed the Smith & Wesson M&P 15 that he used in the attack that left at least seven dead and dozens injured. Gun laws in Illinois regulate the purchase and possession of guns and ammunition. In order to legally possess a gun, the owner must have a Firearm Owners Identification Card. Despite the existence of two previous reports regarding apparent suicidal
and homicidal tendencies exhibited by Crimo, he obtained a FOID card and was legally allowed to purchase weapons and ammunition. In April 2019, Highland Park police responded to a call that Crimo attempted to commit suicide with a machete one week prior. The report also stated that it was handled by “mental health professionals.” In September 2019, police returned to the home in response to a report that Crimo was using drugs, was depressed and had threatened to “kill everyone.” Crimo and his mother denied that account. Highland Park police initially confiscated 16 knives and one sword. No one was arrested, and Crimo’s father claimed ownership of the knives, which police later returned to him. At that time, Highland Park police completed a “Clear and Present Danger” form. The form states that clear and present danger reporting shall be used by Illinois State Police to identify individuals

who, if granted access to a firearm or ammunition, pose an actual, imminent threat of substantial bodily harm to themselves or others. The Illinois State Police Firearms Services Bureau, the administrator of the FOID card program, determines whether the subject of the clear and present danger report possesses a FOID card or has a pending application. At the time, Crimo had neither. But three months after the September 2019 visit from Highland Park Police, Crimo did apply for a FOID card. Because at that time he was still under the age of 21, he needed a sponsor for approval. His father signed the application, state police have said. After Crimo submitted his application, a background check would be initiated to determine whether there were any circumstances that prohibited him from gun ownership. Illinois law allows state police to deny an application for a FOID card, or to revoke or seize a FOID card, if they find that the current or prospective cardholder is subject to any of the following disqualifications: • Is under 21 years of age and has been convicted of a misdemeanor or found to be a delinquent; • Has been convicted of a felony under the laws of Illinois or any other jurisdiction; • Is addicted to narcotics; • Has been a patient of a mental health facility within the past five years; • Is mentally or developmentally disabled; • Has been involuntarily committed to a mental health facility; • Intentionally made a false statement on the FOID card application; • Has been convicted within the past five years of battery, assault, aggravated assault, or violation of a protective order in which a firearm was used or possessed; • Has been convicted of domestic battery or aggravated domestic battery. If Crimo would have had a FOID card or had a pending application at the time Highland Park police filed the clear and present danger form, analysts would have had to determine if there was a preponderance of evidence – a burden of proof that is met when it is determined that there is a greater than 50 percent chance the claim is true – to issue a clear and
present danger determination. Crimo had no previous criminal convictions on his adult record. His only conviction was for possession of tobacco by a minor when he was 16 years old. Under Illinois law, juvenile convictions are sealed. Despite the two calls to Highland Park police including the suicide attempt and the threat of violence, Illinois State Police Director Brendan Kelly said there was no reason for Illinois State Police not to issue the FOID card. State police have said there was no report from a mental hospital or provider that would have triggered a prohibitor. And even though an unidentified resident of the family home claimed they were afraid to return to the home after the September 2019 call to the Highland Park Police, there was no order of protection. Illinois also has a “red flag” law, officially the Firearm Restraining Order Act, which is usually pursued in circuit court in response to various actions, including brandishing of a firearm, threatened use of a firearm, and violation of an order of protection, among others. While existing prohibitions on firearm possession are determined by an individual’s prior criminal or mental health history, firearm restraining orders are different because they are an immediate but temporary action. Crimo’s FOID card application was one of more than 23,977 received by the Firearm Services Bureau in December 2019, and one of 309,176 received throughout the year. It was approved in January the following year. In addition to the FOID background check, Crimo would have been subject to additional background checks through the federal National Instant Criminal Background Check System when buying firearms. Crimo passed checks on June 9, 2020, July 18, 2020, July 31, 2020 and Sept. 20, 2021. Crimo has confessed to the shooting. He has been charged with seven counts of first-degree murder. merged with the newer and smaller Chicago & North Western Railway and took its name. When the presentation is finished you will know what route this first railroad took across Northern Illinois and through Rockford and where its depots were. You will receive directions so you can experience the actual locations yourself. This presentation is free to the public but donations are greatly appreciated. The Heritage Museum Park is a
historical campus containing the Ethnic Heritage Museum and Graham-Ginestra House. The Ethnic Heritage Museum is a cultural center and museum, featuring six ethnic galleries; African American, Hispanic, Irish, Italian, Lithuanian and Polish. RPL partners with Welsh Elementary in Supplemental Summer Reading Camp From Rockford Public Library
Rockford, IL– RK Welsh Elementary School on Rockford’s West side is launching their three week long Summer Reading Camp with the RPL Mobile Library on site to assist students and their families with library cards, books, and more. Children and their families can obtain a Rockford Public Library card and borrow any of the loanable items on board. In addition to books, RPL Mobile Library loans movies, games, and even chromebooks and hot spots to RPL Cardholders at its various stops. The Mobile Library will return to Welsh Elementary School on July 25th to collect borrowed materials and give
neighborhood patrons the opportunity to borrow more. “What we have with Rockford Public Library is just this endless supply of text to match up with the units we teach at Welsh to build background knowledge,” says Welsh Principal, Tom O’Brien, “We look forward to continuing RPL Mobile Library visits to Welsh into this school year and for years to come.” The RPL Mobile Staff is prepared to support the Welsh Summer Reading Camp by helping students and their families obtain Library cards so they can borrow materials from the RPL Collection that reaffirm what they are learning at Camp.

Harvesting and curing your garlic BY GRANT MCCARTY CONTRIBUTOR
If you are growing garlic this season, it may be time to harvest. Following the removal of the scapes in mid-June, I have noticed the leaves of my garlic plants begin to yellow and brown in the last week. This is an expected process as the garlic bulb begins to concentrate on developing those cloves between scape removal and harvest. If this is your first year growing garlic, proper harvest and curing will ensure that your garlic bulbs are suitable for planting next year’s crop
and cooking this fall. Garlic should be harvested when at least 50% of the leaves are brown/yellowing. It may be di�cult to judge this but recognize that a large percentage of green leaves signifies that the garlic is not ready and needs more time. Further, you do not want complete dieback of these leaves. If you harvest garlic too early, your cloves may be small with weak flavor and unable to be stored long-term. Garlic harvest is easy. Tugging the leaves of the garlic should remove the entire bulb. You may find you need to
use a shovel but with our recent rains, the bulbs should dislodge easily. From there, you may consider removing all or leaving some soil around the bulb. Each grower has a preference and may depend on how much soil is caked on your bulb. If the bulb had a substantial amount, you may want to wash it o� but dry it soon after as this could allow mold to grow. Your next step is curing. This process takes 4-6 weeks and allows for a concentration of flavor and the garlic to be ready for storage. You need to find a place that provides a dry, dark, and well-ventilated
area with moderate temperatures. The plants needs to be laid in a way that allows good airflow. This might mean hanging them up in an area of your house or laying on an old window screen. Once this curing stage is complete, you can trim the bulb leaves back and remove any soil that has dried. Store them in an area that is similar to where you cured. These bulbs can then be used for cooking and planting your 2023 garlic bulbs. Grant is the Local Food and Smalls Farms Educator of the University of Illinois Extension.

The recent Supreme Court ruling limiting the authority of the Environmental Protection Agency to control carbon emissions is likely to delay the transition to cleaner energy sources. Before the court decision Stan Cox pointed out that the United States was moving quickly in the wrong direction on climate change. In his article The People vs. Petrocracy he cited The Energy Information Agency forecasts of trends in energy extraction for the country. A new annual record of 4.6 barrels of oil will be set in 2023. Over 200 new natural gas plants are planned to be built. Some 130 new oil and gas pipelines are being developed which could increase national emissions by 10%. With high energy prices Congress is expected to accelerate the e�ort to secure more fossil fuel supplies while being limited in their ability to pass legislation to address climate change. Without Congressional action Cox sees local and regional activism as essential to climate mitigation and adaptation. He cites two examples of local action to address climate change. One is the
e�ort of Native populations to keep oil in the ground focused on 17 struggles across North America to block fossil fuel infrastructure projects. If all the e�orts are successful almost one fourth of annual emissions from the U.S. and Canada would be eliminated. The second action is an e�ort in Los Angles to reduce private vehicles on the streets and replace them with public transportation, bikeways and walkways. The e�ort is led by the Los Angles Bus Riders Union which has been fighting racism integral to bus transportation. Government policies have profound impacts on energy sources and consumption. The energy crisis of the 1970s was in response to the U.S. support of Israel in the Mideast war. OPEC initiated a fourfold increase in the price of oil and cut back its production. In response, the U.S. government initiated actions to curb energy consumption through conservation programs. They included 55 mile per hour spend limits, energy audits, three day work weeks and energy e�ciency standards for vehicles, homes, businesses and industries. Oil storage was initiated to provide a 90 day supply to o�set a future oil crisis. In the 1970s Congress acted quickly and
e�ectively to the oil crisis. Republicans and Democrats cooperated in implementing policies to address the issue. Such cooperative actions are essential to address energy and climate concerns but have proven very di�cult to secure in recent years. Spending on clean energy sources has continued with more money being invested in renewable energy, electric vehicles and energy e�ciency. The Ukraine war and the reductions in Russian energy, food and fertilizer supplies could intensify e�orts to transition to cleaner energy sources. In the power sector investments in renewable energy sources, transmission networks and energy storage constitute 80% of the new investments. Sales of electric vehicles continue to increase as does interest in green hydrogen and carbon capture. Most investments in cleaner energy sources are concentrated in China, Europe and United States with little investment occurring in developing countries. As the impacts of climate change and environmental deterioration are global, the developing world should be part of the solution. A number of countries and states have declared they intend to reach the goal
of 100% renewable energy. According to Giles Parkinson, the operator of Australia’s main grid is intensifying its e�orts to reach 100% renewable energy service using wind and solar energy. Last November their highest reliance on renewable energy was 61.8% while providing reliable service. They expect to reach 100% on several occasions starting in 2025. In the 2040s they intend to provide 90% of their electricity from renewables. Securing 100% renewable electrical supply is not seen as economically feasible as the costs of battery storage are expected to remain too high in contrast to gas storage. However the projection did not include the use of green hydrogen which can be produced from renewable energy sources. In Illinois the 2021 growth in distributed solar energy capacity doubled that which occurred in 2020. It is a form of local action that increases energy security while saving money. It also helps the state to reach its goal of using 100% clean energy sources by 2050. Energy transitions can occur quickly if governments can reach agreements on appropriate actions.
