ISBE zeroes in on improving math education in Illinois By Peter Hancock

SPRINGFIELD — The Illinois State Board of Education formally adopted a plan Wednesday aimed at improving math instruction and boosting student math scores throughout the state. The Illinois Comprehensive Numeracy Plan is described as a “first-of-its-kind” framework in Illinois for guiding schools and districts in strengthening math teaching and learning. The plan comes on the heels of the comprehensive literacy plan that the board approved in 2024. State Superintendent of Education Tony Sanders noted that the literacy plan grew out of multiple competing legislative proposals calling on the state board to do something to improve students’ reading and writing skills. “It immediately became noted across the nation as a model for how to go about developing your plans around curriculum instruction and how to move practice in classrooms,” Sanders said. “And so I told the team, before the legislature asked us to do it, let’s proceed forward with a numeracy plan.”
Sagging math scores
For years, average student test scores in math have been far below those for English language arts. According to the most recent state report card, only 38.4% of Illinois students met the state’s standards for proficiency in math. That compares with 52.4% in English language arts. The report card also showed wide achievement gaps between racial, ethnic and economic subgroups of students. Illinois is not alone in that regard. Results from the most recent National Assessment
of Educational Progress — also known as the nation’s report card — only 59% of U.S. eighth graders scored at or above the “basic” achievement level in math compared to 66% who did so in reading. Those persistent differences in achievement levels have become so common that many people take them for granted. But ISBE board member Donna Leak said it’s time for that attitude to change. “One of the things that I always have struggled with is people say, ‘Oh, you know, I don’t do math. I’m not a math person,’” she said during Wednesday’s board meeting. “Nobody ever says ‘I don’t read,’ right? So how do we take away that stigma of mathematics being something that is unattainable for everyone?”
Attacking the math problem
The 192-page numeracy plan is intended to give classroom teachers as well as building and district officials guidance about how to work together to improve the way math is taught. It starts by defining “numeracy” as “the ability for all students to confidently understand, interpret, and apply mathematical concepts across all domains of mathematics in a variety of real-world and academic contexts.” It then sets out three sets of goals, focused on students, educators and leaders. Students, it says, should “build and apply numeracy skills through tasks that develop reasoning, fluency, and real-world problem-solving.” It calls on teachers to use “evidencebased numeracy instructional strategies to strengthen students’ mathematical understanding and confidence.” And educational leaders should “promote a culture of numeracy through targeted professional learning and data-informed

instructional support.” “A lot of our plan focuses on what teachers should do,” Ronda Dawson, ISBE’s executive director of teaching and learning, told the board. “But it’s equally important for leaders to know what they’re looking for, how they’re using their data to support the development of their own plans.” Specifically, the plan calls for teachers to work collaboratively both “horizontally” within a given grade level and “vertically” across grade levels to ensure students “experience mathematics as a logical progression of ideas rather than isolated skills.” It also calls for more intensive professional training for teachers, beginning with their initial training programs in college and continuing with in-service training throughout their teaching career. Kirsten Parr, ISBE’s director of standards and instruction, said the plan went through several iterations before the final document was presented to the board Wednesday and involved input and feedback from thousands of individuals. She said the process involved a statewide needs assessment survey in April 2025 that was distributed to teachers, building and district leaders, regional superintendents, university schools of education and other stakeholders. Following a summit meeting in June 2025, draft plans were circulated for public comment through focus groups and two rounds of listening tours with educators, stakeholders and community members throughout Illinois. “People were talking about this work and about the impact this work would have in classrooms, schools, districts, communities across the state,” she said. “And for that elevation and discussion to take place really was the culmination of all of the thoughtful work that had gone on behind the scenes here at ISBE.” ISBE said in a statement Wednesday that the plan does not mandate that districts adopt any specific curriculum or programs. Instead, it provides a “flexible framework that districts can adopt or adapt based on local needs.” ISBE said it will support implementation of the plan through professional training, tools and resources that will be updated regularly on the agency’s website. NEW YORK (AP) — By the time Jalen Brunson and the Knicks returned home, it was as easy to find something orange around New York as at Halloween. The city was caught up in this championship run for nearly two months and the party will last at least a few days more, with the Knicks’ first parade through New York — they didn’t have one in 1970 or ‘73 — scheduled for Thursday. The team will be remembered long after the confetti is picked up off the streets of Broadway — and not only in New York. The 2025-26 Knicks have a place in NBA history. Their postseason performance is in the discussion for the best in the 80-year history of the league, a run of routs and then comebacks for their first championship since 1973. “What a run!” former President Barack Obama wrote in a tweet congratulating coach Mike Brown, Brunson and the rest of the Knicks. One that was arguably as good even as any of Obama’s beloved Bulls. The Knicks finished 16-3, an .842 winning percentage that matched the 2024 Boston Celtics for the second best since the format switched to best-ofseven series in all rounds beginning in 2003. The 2017 Golden State Warriors finished 16-1. The Los Angeles Lakers went 15-1 in 2001 and the Philadelphia 76ers finished 12-1 in 1983. Five teams finished a postseason with two losses. The Knicks won 13 consecutive games at one point, second only to the Warriors’ 15 in a row in 2017. They set records by winning nine straight on the road and outscoring their postseason opponents by 283 points. They were still midway through the NBA Finals when rapper Fat Joe, one of the Knicks’ orange-and-blue dressed celebrity fans, came to Brown’s news conference and said what the team had spent weeks making clear. “Let’s just wait until it’s over, but right
now you analyze the numbers, we might be looking at the greatest team ever, like if you analyze the numbers,” he said. And when things stopped coming easily, the Knicks set records for the other ways they won. Their comeback from a 29-point deficit in Game 4 was the biggest rally in an NBA Finals game since detailed play-by-play began in 1997, and the Knicks capped it off by coming from 16 down in the clincher. Add it up, and the Knicks can make a compelling case for the most dominant postseason ever. “It’s absolutely one of the greatest ever,” said Mike Breen, who calls Knicks games on MSG Network during the regular season and has been ABC’s lead announcer for the NBA Finals since 2006. “It’s impossible for me to rank it, but when you take into account the point differential, the nine straight road wins, clinching all four series on the road, the two losses by one point, the two record-setting comebacks, it’s in the conversation as the best ever.” Two of the Knicks’ losses were by one point to Atlanta in the first round. The other was by four points in Game 3 against the Spurs, leaving them six points from a perfect postseason. On the other side, they won clinching games by 51, 30 and 37 points in the Eastern Conference playoffs. The Knicks were never going to care about how they won, just that they did. Before the playoffs started, All-Star center Karl-Anthony Towns summed up the pressure the players faced in trying to get back to the NBA Finals for the first time since 1999 by saying: “At the end of the day we’ll be judged by what we do in this run.” They will be judged well — historically well. “We went through a lot this season, a lot of ups and downs, but we just stayed with it,” forward OG Anunoby said. “We’re resilient, mentally tough and we won.”

Our articles over the years have focused on energy and environmental topics. During our years of organizing Energy Fairs and workshops in northern Illinois we addressed the link between ever increasing level of fossil fuel consumption and environmental degradation. We encouraged participants to cut down on their use of energy, buy energy efficient appliances and transition to cleaner energy sources such as solar energy. While progress along those lines was achieved Federal support for such efforts has been reduced and federal policy once again is being directed at increasing the use of fossil fuels. A related issue seldom raised at the Energy Fairs was the relationship between global population growth and the growth in energy consumption. A recent article by Gail Tverberg offers A New Explanation for Tariffs and Bombing by exploring the relationship between population growth and the growth in energy consumption to support a higher standard of living. In her analysis she found that a low rate
of growth in energy consumption tended to coincide with wars, depressions and economic collapses as every part of the economy requires an adequate supply of energy of the appropriate kinds. From an analysis of 5 year periods up to 2024 is that growth in energy consumption has not been sufficient to forestall economic problems. Of particular concern is that growth in diesel and jet fuel from oil and critical minerals related to electrical production and usage are particularly problematic. She sees her findings as indicating that we are beginning to hit energy limits. As energy limits are reached, competition for the remaining energy supplies intensifies. Political leaders are building up armies, and cutting off exports of minerals, imposing tariffs and bombing other countries. When energy supplies are abundant economic times are good. The economic growth following WWII in the 1960s and 1970s was good as abundant low cost energy was widely available. In response to demand for higher wages and environmental reforms in economically developed countries, production was
shifted to China which used abundant sources of cheap energy from coal and low wages for workers to rapidly industrialize. Transferring industry to China aided high wage countries to cut their carbon emissions. Currently diesel and jet fuel are less available and rising in price as they are derived from heavy oil sources. Diesel fuel is particular important in the transportation sector and agriculture. When diesel supplies are limited international trade is cut back as it is increasingly costly. Assuming the world is unable to support the endless growth in human population it is difficult for politicians to address the issue as the economy has relied on increased demand from growing populations to provide higher standards of living to pacify its citizens. Without economic growth citizens tend to demand a more equitable distribution of wealth to maintain or improve their standard of living. As economic conditions across the globe and at home deteriorate securing an adequate income intensifies and pressures build to limit immigration. If young people are unable to secure an
adequate income to buy a home, marry and raise children tensions will increase within the society. How the government responds to such rising tensions determines the quality of life within the country. Government can implement repressive policies or progressive ones to lessen the tensions. Our recent governmental actions appear to be related to resource scarcity. For example the heavy oils of Venezuela and Alberta are valuable for diesel supplies while Greenland is a potential source of minerals for an electrified economy. Controlling the oil of the middle east is of major economic importance to the global economy. In an energy crisis governments have implemented policies to limit energy consumption. It was done during WWII and during energy crises in the 1960s and 1970s and could be done now. Instead of reducing energy demand AI will increase energy demand. With threats of using nuclear weapons one would hope that diplomacy will serve to guide the transition to a less energy and resource intensive economy with a more equitable distribution of its benefits.

CHICAGO — Gov. JB Pritzker announced Friday that 434 Illinois pharmacies will receive nearly $25 million in support, the first distribution of annual funding established through legislation he signed last year. The fund was designed to assist pharmacies most at risk of closure or financial strain, especially those in rural and low-income communities with limited healthcare access. The pot was split equally between all eligible applicants, with each pharmacy receiving $56,892. “Local pharmacies are often one of the most accessible and affordable points of care for working families, seniors, and Medicaid patients — providing medications, vaccinations, and trusted health care services,” Pritzker said in a news release. The money was established under bipartisan legislation Pritzker signed last July. The bill, known as the Prescription
Drug Affordability Act, put new regulations on pharmacy benefit managers, or PBMs, companies that are responsible for negotiating drug prices between employer health insurance plans and pharmaceutical drug companies. They have been the target of intense scrutiny in recent years, facing accusations of steering patients toward their own affiliated pharmacies and designing healthcare pricing formulas that boost their own profits rather than patient savings, including a lawsuit from the Federal Trade Commission against the three largest PBMS for their alleged use of anticompetitive practices to artificially inflate insulin prices. The legislation prohibited PBMs from steering customers toward large pharmacies in which they have a financial interest — often to the detriment of smaller independent pharmacies — and required they pay a fee based on the number of individuals in the state enrolled in the PBM’s plans. At the time the legislation passed, a
lobbying organization representing the PBMs criticized the bill as “misguided” and said it would have little to no impact on high prescription drug prices set by “Big Pharma.” The first $25 million in fees collected were placed in a special fund for independent pharmacies, which can use the money to support existing operations, as well as expansions of business hours and new offerings, such as telepharmacy services, remote consultations and medication delivery. But the funding is not constrained to specific spending options, allowing pharmacies to use it however they see fit. For a Sav-More pharmacy in Virden, Illinois, that looks like a new parking lot. “Limitations with parking, the lack of a drive-through, and space constraints have made it difficult to expand the services our community deserves,” said Sav-Mor Pharmacies President David Falk. The funding has allowed the Virden location to partner with Carlinville Hospital to
construct a new 3,500 square-foot facility next to a new clinic, featuring “ample parking, modern technology, (and) a drivethrough,” and employing additional staff. “This project would not have been possible without the vision and commitment of Governor Pritzker and his administration,” Falk said, adding that PBM reimbursement practices had hindered independent pharmacies like Sav-More. The program, administered by the Department of Commerce and Economic Opportunity and the Illinois Retail Merchants Association, granted funding to pharmacies in 252 cities scattered across 94 of the state’s 102 counties. Prioritized were pharmacies in rural or medically underserved communities and small independent pharmacies with fewer than 10 locations.
