Census Bureau: Illinois may have been undercounted in 2020 census Survey data shows 6 states undercounted, 8 overcounted By Peter Hancock

SPRINGFIELD – The Census Bureau released new survey data Thursday suggesting the population of Illinois may have been undercounted by nearly 2 percent in the 2020 headcount. That was one of the findings of the Census Bureau’s Post-Enumeration Survey, or PES, something the bureau does after each decennial census to assess the quality of the census data. The results do not change the official population numbers of any state, nor do they affect congressional reapportionment, but they do help guide the bureau in its planning for the next decennial census. “The release of these PES estimates assists us in understanding how well we did this decade, state by state, in our efforts to count everyone living in the United States,” Census Bureau Director Robert L. Santos said in a news release. “Transparency is a critical aspect of scientific integrity. That is why we are releasing these results to the public.” According to the survey, Illinois, with a 1.97 percent undercount, was among six states with “statistically significant” undercounts. There were eight states with statistically significant overcounts, while 36 states had neither an undercount nor overcount. The other states with undercounts were all located in the South: Arkansas at 5.04 percent; Florida at 3.48 percent; Mississippi at 4.11 percent; Tennessee at
4.78 percent; and Texas at 1.92 percent. States with population overcounts included Delaware at 5.45 percent; Hawaii at 6.79 percent; Massachusetts at 2.24 percent; Minnesota at 3.84 percent; New York at 3.44 percent; Ohio at 1.49 percent; Rhode Island at 5.05 percent; and Utah at 2.59 percent. There was no statistically significant undercount or overcount for 36 states, Washington, D.C., or the nation as a whole. In Illinois, the official 2020 census showed t he st ate’s popu lat ion as 12,812,508. That was a decline of 18,124, or 0.1 percent, from the 2010 census. As a result of the state’s population loss, combined with large gains in some other states, Illinois lost one of its congressional seats, leaving the state with only 17 U.S. House seats. However, if Illinois really was undercounted by 1.97 percent, as the survey suggests, that would have meant that the population actually grew by more than 257,000, putting it at just over 13 million. The population loss that Illinois did see was smaller than many people had predicted. During the 10 years leading up to the census, annual population estimates released by the Census Bureau were showing the population could drop by as much as 1.23 percent – 10 times more than it actually did. In response to those concerns, Gov. JB Pritzker signed an executive order in 2019 committing $29 million to census outreach projects to encourage and help people to fill out their census forms. Thursday afternoon, Pritzker released a statement hailing the survey results as good news, but also expressing frus-
tration that the state’s growth was not reflected in the official census. “While it is disappointing that these numbers were not reflected in the initial count, I have already spoken to members of our congressional delegation and will work tirelessly to ensure Illinois receives its fair share of federal funding,” he said. “I look forward to celebrating this development with all Illinoisans, including those who routinely badmouth our state.” During a media briefing on Wednesday ahead of the survey release, Census Bureau officials emphasized that no census is ever perfect, and no survey is perfect either. They also noted that the quality of the 2020 census was affected by unique factors that included the pandemic and wildfires in the West that damaged air quality and made it difficult for census workers to go door-to-door to gather data from those who had not filled out their census forms. But even in normal years, they said, reporting errors occur. While people who fill out the census forms are supposed to report the names and ages of people living in the household on April 1 of the census year, overcounts can occur when they include a person who dies before that date or a child born shortly after that date. Undercounts occur when people do not report everyone in the household or fail to fill out the census form at all. The survey data released Thursday did not identify the causes of undercounts or overcounts within any particular state, nor did it identify the cities, counties or regions within a state where the count may have been inaccurate. On a national level, however, officials said undercounts generally occur within the Black population, Hispanic or Latino population, American Indian and Alaska Native populations living on reservations and the demographic group that reported being of “some other race.” Overcounts, they said, tend to occur in the white, non-Hispanic population and the Asian population. They also noted that the 2020 census undercounted children, especially young children ages 0-4. Russian sentenced to life in Ukraine’s 1st war crimes trial By Elena Becatoros, Oleksandr Stashevskyi and Ricardo Mazalan Associated Press
KYIV, Ukraine (AP) — A Russian soldier who pleaded guilty to killing a civilian was sentenced by a Ukrainian court Monday to life in prison — the maximum — amid signs the Kremlin may hold trials of its own, particularly of the captured fighters who held out at Mariupol’s steel plant. Meanwhile, in a rare public expression of opposition to the war from the ranks of the Russian elite, a veteran Kremlin diplomat resigned and sent a scathing letter to foreign colleagues in which he said of the invasion, “Never have I been so ashamed of my country as on Feb. 24 of this year.” Also, Ukrainian President Volodymyr Zelenskyy called for “maximum” sanctions against Russia in a video address to world leaders and executives at the World Economic Forum in Davos, Switzerland. And on the battlefield, heavy fighting raged in the Donbas in the east, where Moscow’s forces have stepped up their bombardments. Cities not under Russian control were constantly shelled, and one Ukrainian military official said Russian forces targeted civilians trying to flee. In the first of what could be a multitude of war crimes trials inside Ukraine, Russian Sgt. Vadim Shishimarin, 21, was sentenced for the killing of a 62-year-old man who was shot in the head in a village in the northeastern Sumy region in the early days of the war. Shishimarin, a captured member of a tank unit, apologized to the man’s widow in court. His Ukraine-appointed defense attorney, Victor Ovsyanikov, argued his client had been unprepared for the “violent military confrontation” and mass casualties that Russian troops encountered when they invaded. He said he would appeal. Ukrainian civil liberties advocate Volodymyr Yavorskyy said it was “an extremely harsh sentence for one murder during the war.” But Aarif Abraham, a British-based human rights lawyer, said the trial was conducted “with what appears to be full and fair due process,” including access to an attorney. Ukrainian prosecutors are investigating thousands of potential war crimes. Russian forces in Mariupol bombed a theater where civilians were sheltering and struck a maternity hospital. In the wake of Moscow’s withdrawal from around Kyiv weeks ago, mass graves were discovered and streets were strewn with
bodies in towns such as Bucha. Difficult cases may need to go to the International Criminal Court at The Hague, in the Netherlands, Abraham said. Shishimarin had told the court that he at first disobeyed his immediate commanding officer’s order to shoot the unarmed civilian but had no choice but to follow the order when it was repeated forcefully by another officer. Abraham, however, noted that following a order is not a defense under the law. Before t he sentenc ing, K rem l in spokesman Dmitry Peskov said that Moscow was unable to defend the soldier “on the ground” but will consider trying to do so “through other channels.” Russian authorities have threatened to hold trials of captured Ukrainians — namely, fighters who held out at Mariupol’s shattered steelworks, the last stronghold of resistance in the strategic southern port city. They surrendered and were taken prisoner last week, at which point Moscow claimed the capture of Mariupol was complete. Russia’s main investigative body said it intends to interrogate the Mariupol defenders to “identify the nationalists” and determine whether they were involved in crimes against civilians. Russian authorities have seized upon the far-right origins of one of the regiments there, calling the Azov Regiment’s fighters “Nazis” and accusing their commander of “numerous atrocities” — without evidence. Russia’s top prosecutor has asked the country’s Supreme Court to designate the Azov Regiment a terrorist organization. Family members of the fighters have pleaded for them to be given rights as prisoners of war and eventually returned to Ukraine. Russian Deputy Foreign Minister Andrei Rudenko said he is open to “any possibility that doesn’t contradict common sense.” Meanwhile, Boris Bondarev, a veteran Russian diplomat at the U.N. office at Geneva, resigned and sent a letter railing against the “aggressive war unleashed” by Russian President Vladimir Putin. Bondarev told The Associated Press: “It is intolerable what my government is doing now.” In his letter, Bondarev said those who conceived the war “want only one thing — to remain in power forever, live in pompous tasteless palaces, sail on yachts comparable in tonnage and cost to the entire Russian Navy, enjoying unlimited power and complete impunity.” He also said Russia’s Ministry of
Foreign Affairs is all about “warmongering, lies and hatred.” At the Davos forum, Zelenskyy said sanctions against the Kremlin need to go further. He urged an embargo on Russian oil, a complete cutoff of trade with Russia and a withdrawal of foreign companies from the country. “This is what sanctions should be: They should be maximum, so that Russia and every other potential aggressor that wants to wage a brutal war against its neighbor would clearly know the immediate consequences of their actions,” said Zelenskyy, who received a standing ovation. On the battlefield, Russian forces increased bombardments in the Donbas, the eastern industrial heartland of coal mines and factories that Russia is bent on capturing. The chief of the Donetsk regional military administration, Pavlo Kyrylenko, said heavy fighting continued near the Luhansk region, with Russian forces “trying to break through and capture Lyman city so as to perform its offensive toward Sloviansk and Kramatorsk.” The Donbas consists of the Donetsk and Luhansk regions. He said the Russian forces were decimating cities in their attempt to take them over. He said: “The main thing is to stop the enemy and then we can think about liberating the territories.” He said that only about 320,000 people out of the region’s prewar population of 1.6 million remain and that Russian forces continue to target evacuation efforts. “They are killing us. They are killing the locals during evacuation,” Kyrylenko said. “We haven’t been able to see the sun for three months. We are almost blind because we were in darkness for three months,” said Rayisa Rybalko, who hid with her family first in their basement and then in a bomb shelter at a school before fleeing their village of Novomykhailivka. “The world should have seen that.” Her son-in-law Dmytro Khaliapin said heavy artillery pounded the village. “Houses are being ruined,” he said. “It’s a horror.” ___ Becatoros reported from Kramatorsk, Ukraine. ‘Top Gun’ and Tom Cruise return to the danger zone By Jake Coyle

NEW YORK (AP) — In 1983, producer Jerry Bruckheimer was flipping through the May issue of California magazine when he was struck by a story. “Top Guns” read the headline, with a large photograph from inside the cockpit of an F-14 fighter jet. The story opened: “At Mach 2 and 40,000 feet over California, it’s always high noon.” “I saw that cover and I said, ‘We gotta do this. This looks great,’” recalls Bruckheimer. “It’s ‘Star Wars’ on Earth.” And at the box office, “Top Gun” did nearly reach “Star Wars” proportions. It was the No. 1 film of 1986, a rocket-boosted, testosterone-fueled sensation that established the then 24-year-old Tom Cruise as a major star. It made Bomber jackets, Aviator sunglasses and playing homoerotic games of beach volleyball in jeans hip just as it did military service. In the jingoist Reagan-era ‘80s, “Top Gun” was about as American as it gets. The Navy set up recruitment tables in theaters. Enlistments soared. If all of that — the go-go patriotism, a star-led blockbuster, magazines — sounds like a like time ago, it was. But almost four decades later, and after sitting on the shelf for two years due to the pandemic, “Top Gun: Maverick” is flying full throttle into a new world. In the film, directed by Joseph Kosinski, there’s a new mission to win and dogfights to wage. But this time, the task of “Top Gun” feels even weightier. It’s here to, in a CGI, Marvel world, prove that a propulsive brand of moviemaking fueled by star power, practical effects and filmmaking prowess can, still, summon the need for speed. “I wanted it to have that old-school experience,” says Kosinski, director of “Tron: Legacy” and “Oblivion.” Just as Maverick is going back to Top Gun, I wanted to take the audience back to that type of filmmaking.” Paramount Pictures, which held off on pushing “Top Gun: Maverick” to streaming, has put a military-grade push behind the sequel. After kicking off aboard the USS Midway aircraft carrier in San Diego ( where Cruise arrived by helicopter ) a worldwide promotional tour has included stops at the Cannes Film Festival ( where Cruise received an honorary Palme d’Or ) and a royal premiere in London. The film, finally, opens in theaters Friday. But where countless decades-later sequels have crashed and burned, “Top Gun: Maverick” may be a retro-blockbuster that succeeds — and maybe even rivals the original. The film has certain advantages,
most notably the seemingly agelessness of its 59-year-old star. But “Top Gun: Maverick,” in which a middle-aged Maverick returns to the elite aviation training program to train a new generation of flying aces (among them Goose’s hot-head son Rooster, played by Miles Teller), is an action adventure that recaptures a high-flying moviemaking style with modern-day technology. With visceral aerial scenes filmed inside the cockpit and a surprisingly emotional storyline soaked through with memory and loss, “Top Gun: Maverick” rekindles a daredevil spirit for digital times. Early in the film, a skeptical general played by Ed Harris tells Maverick his kind is headed for extinction, a relic soon to replaced by automation. Maverick replies, with a smirk, “Not today.” “In the film, he’s talking about him as an aviator. But watching it last week, it did feel like Tom Cruise is talking about the movie business,” says Kosinski. “In the age of streaming, he’s still making a really, really strong case for the theatrical experience.” But does a new “Top Gun” fit as seamlessly into today as the original did the Reagan ‘80s? The original “Top Gun” wasn’t a hit with critics. Pauline Kael called it a “shiny homoerotic commercial,” a thread that Quentin Tarantino picked in 1994’s “Sleep With Me” when he, as an actor, called it “a story about a man’s struggle with his own homosexuality.” Others saw a Pentagon-backed recruitment film with pumped up patriotism, and a portrait of American individualism set against a faceless, country-less enemy. Much of that is still present in “Maverick” — there’s no shortage of disobeyed orders and the bad guys remain a blank slate. But Kosinski approached the film as foremost about the close-knit culture of aviators. “I do feel like the theme of the first film is not really about politics. It really is about friendship, camaraderie, competition, sacrifice,” says Kosinski. “That’s what we wanted to do on this film very purposefully. We designed a fictional antagonist. The mission itself is one about keeping the world safe. It’s not about invasion. It’s really about the relationship between Maverick and Rooster.” In 2012, momentum was starting to gather for a sequel. The original film’s director, Tony Scott, was meeting with Bruckheimer at the Naval Fighter Weapons School known as Top Gun in Nevada. Scott killed himself days later. “We certainly were doubtful that it was going to happen,” says Bruckheimer. “But
we still had interest in trying to get the movie made.” Bruckheimer brought in Kosinski, who had directed Cruise in the sleek 2013 science-fiction adventure “Oblivion.” Knowing from that experience what Cruise would respond to, Kosinski focused his pitch to the actor on character and emotion. He and Bruckheimer flew to Paris to meet with Cruise while he was shooting a “Mission: Impossible” film. The director, who came with a poster adorned with the title “Top Gun: Maverick,” had 20 minutes to make his case. “At the end of that meeting, Tom stood and he walked over to the phone and he called the head of the studio and said, ‘We’re making this film,’” says Kosinski. “I mean, that’s a real movie star who can greenlight a movie with a phone call.” Cruise had a few stipulations. One was that Val Kilmer, who has difficulty speaking after throat cancer and numerous trachea surgeries, return to play Iceman. (The actor appears briefly but poignantly.) Another was that all the actors playing pilots be trained to ride in F-16s and withstand higher G-forces. On the original, only Cruise managed it. “Tom devised a way to train the actors. In the first one, when they put them up
in the air with one camera in the cockpit, everybody threw up. We had no usable footage. Their eyes were rolling back in their heads,” says Bruckheimer. “Tom said, ‘Listen, we have to figure out a way to put our actors up there so they can handle the G-forces.’” It took 15 months, Bruckheimer says, to work out with the Navy, lawyers and the film crew how to have six cameras in the cockpit. Actors playing pilots — Glen Powell, Monica Barbaro, Greg Tarzan Davis, Danny Ramirez, Lewis Pullman and Jay Ellis — were trained over three months to prepare for the velocity of F-18 flights. “Some actors said, ‘I won’t do it. I’m afraid of flying.’ So we lost some talented people who just couldn’t commit to making the movie in the way we did it,” Bruckheimer says. “The majority of the pilots that we worked with on this current movie said they joined the military because they joined the first ‘Top Gun.’” So “Top Gun” has already proved that it can have a lasting effect in the real world. “Top Gun: Maverick” is hoping to show that, when done well, big Bruckheimerstyled blockbusters can still outrace anything else in theaters, or at home. “This film is looking to the future,” says Kosinski. “Not only the past.”

One of the forgotten summer vegetables is sweet potatoes. Though the name may have you believing these should be planted in the spring with your regular potatoes, sweet potatoes need the summer heat. Inevitably, you may forget to plant this crop because you are focused on squash, peppers, and tomatoes for your summer garden. So before you forget, let’s talk about growing sweet potatoes. Sweet potatoes are planted from slips or plants around the first week of June. You’ll find many nurseries or home and garden centers that have these plants.
Slips are cuttings that have been taken from a pre-sprouted sweet potato. Some homeowners/growers will grow their own slips but this process can take 4-6 weeks so may be something you consider next year. Yields from your sweet potato slips/plants are between 1 ½ to 2 ½ lbs and around 3-5 sweet potatoes. Sweet potatoes should be planted 12 to 18 inches down a row and 3 feet between rows in order to allow for the vines to spread properly. Location is crucial for sweet potatoes with recommendation of full sun and well-draining soil in order for the tubers to development. This is ultimately why
it can be best to wait until the first week of June as each week after should bring the warmer soil temperatures that sweet potatoes need. Some growers will increase the soil temperature by using black plastic. You might also have success in using a container to grow sweet potatoes. An appropriate container can assist in warming up the soil. You would still want to ensure that the container is draining properly. Some recommended varieties include ‘Beauregard’, ‘Covington’, and ‘Evangeline’. There is also a Japanese sweet potato that has a white flesh that turns yellow when cooked. It tends to be
more reliable for roasting compared to orange. A recommended Japanese variety is ‘Murasaki’. Harvest sweet potatoes 90-110 days after planting. After harvest, you need to cure them in order to develop that sweetness you are after. To cure them, you’ll dig them up just before first frost in the fall (mid-October) and allow them to dry 2-3 hours on the ground. Then you’ll place them in a very warm room for curing for 10-14 days before moving to a cool location to store them. We recently bought a pork sandwich at a fund raising event for a local nonprofit organization. The organizer of the event also coordinates a fish fry to raise money for another group. The fish fry has been occurring for years with sources from four suppliers, only one of which can now supply cod for the event. The three others indicated they were unable to secure cod from the Pacific Northwest. One explanation was that the cost of diesel made it cost prohibitive to supply Pacific Coast cod to the Midwest. The second was that the cod fishery is diminishing from overfishing and suppliers are keeping the
fish for their local customers. They did receive the cod for their fish fry but the the pieces were very small in comparison to those supplied in the past. We know from the Atlantic Ocean cod fishery collapse that overfishing can ruin a fishery but there are occasions when the fish population was left to rebuild. Following WWII the ocean fish population had recovered to higher levels than existed prior to the war. In our youth Friday fish fries were a common feature of life in Wisconsin. The tradition at our summer fishing site on a small lake in the state included the opportunity to secure a meal’s worth of fish stored in a local ice house on Friday night. There were very few cottages on
the lake and all that was required is that the same amount of fish be placed back in the ice house when a family departed on Sunday. The informal system based on peer pressure shared fish and also produced agreements on appropriate lake behavior. Of course if a family chose to eat out there were small town restaurants o�ering fish fries. There were plenty of game fish in the lake including walleye, perch, crappies, and bluegills. Others were also there but not many families ate catfish, northern pike or carp. Spearing carp was a springtime sport event when they were spawning in the shallow cattail marshes on the edge of the lake. Following the end of WWII increased numbers of cottages began to surround the lake. Overfishing diminished the fish population and the practices of securing a Friday supply of fish ended. The small boats powered with small motors for fishing were replaced by large boats with enough power to pull a water skier. Fishing for sport and food declined as it was being overpowered by thrill seeking high speed recreational boating. Earlier social agreements based on peer pressure from lake users were replaced by rules enforced by a volunteer who would contact violators and remind them of the rules. Eventually the lake volunteer rule enforcer quit as enforcing the rules brought some obnoxious responses from violators and their friends.
When we moved to Oregon, Illinois, the local restaurant featured a Friday fish fry serving catfish as people in the area had grown up eating catfish from the Rock River and its feeder streams. It is questionable whether the Friday night tradition of a fish fry will survive in the future at the same scale as now. Perhaps the di�culty of securing cod for a local fish fry is an early sign of another social transition. A recent article on CNN reported on the threat to the British tradition of “fish and chips” available in local shops. The Ukrainian war and the sanctions placed on Russia have produced a price spike in two key ingredients for the traditional meal - cod and the cooking oil used to prepare it. It is estimated that thousands of shops o�ering the meal will not be able to survive. It is another blow to small local entrepreneurs unable to survive the intense pressures of rising energy costs and diminished supplies. Following the loss of business during the pandemic lockdowns the loss of the “fish and chips” could be the final blow for many shops. Considering how many small businesses and nonprofit organizations in our country rely on Friday fish fries for a revenue stream, if the availability of fish declines it could be a major blow to many local economies. The question is why one catastrophe after another is arriving and adversely impacting our economy and that of the globe.
