Thousands of youths at risk of losing access to after-school programs

Advocates seek $50M to keep programs operating

SPRINGFIELD – Advocates for community-based after-school programs say as many as 40,000 youths statewide could lose access to tutoring services, recreation and other extracurricular activities this summer unless Illinois lawmakers approve an infusion of funds to keep them going.

“The time is now for legislators to act to save after-school (programs),” Susan Stanton, executive director of Afterschool for Children and Teens, or ACT Now, said

at a Statehouse rally Tuesday. “We literally only have weeks left before programs have to shut their doors. Staff will be laid off and families will be in crisis.”

ACT Now is a coalition of groups such as local YMCA chapters, Boys & Girls Club, and other community-based organizations that provide academic enrichment activities and other services during non-school hours for children and teens, particularly those attending high-minority, low-performing schools. The programs that are at risk receive federal funding through the U.S. Department of Education’s Nita M. Lowey 21st Century Community Learning Centers program.

That money flows through the Illinois State Board of Education, which awards

competitive grants to local programs. Those grants are made in three-year or five-year cycles. At the end of that cycle, the grants can either be renewed or the organization can reapply through a new competitive grant process.

The problem facing many programs whose grant cycles are expiring is that in 2023, ISBE miscalculated how much money was available and made commitments to award more grants than the state could fund. As a result, many programs whose grant cycles are expiring cannot get them renewed because there is not enough funding available. Advocates are seeking $50 million in state funding to make up for the anticipated shortfall.

Stanton said programs serving about 6,000 students were forced to close at the end of the previous fiscal year, and without an injection of state funds, another 40,000 students will lose access to services after June 30 this year.

State Sen. Ram Villivalam, D-Chicago, has proposed legislation that would commit $50 million a year in state funds for the 21st Century Community Learning Centers.

“It’s not enough for us to say we support quality, safe and vibrant learning environments for our youth. We have to provide funding for that to happen,” Villivalam said. “I believe … that investing in childhood education is an investment in our future communities, and not something we should take lightly.”

Gov. JB Pritzker’s budget proposal calls for about $234 million for after-school programs, most of which would come from federal money. But Stanton said that is a different program that sends funds for after-school programs directly to school districts, not to the community-based organizations that receive 21st Century Community Learning Center funding.

After the nightshade family of tomatoes, peppers, and eggplant, the squash family is another quintessential summer vegetable. Most backyard growers will at least have one or two squash plants in their home garden.

The squash family is also known as cucurbits. They commonly have a vining plant characteristic, yellow/orange/white flowers, and thrive in summer heat. This vegetable family is also very large with many di�erent shapes, sizes, textures, and uses. If there is a quality you are after, you can typically find it. If you

want a small orange watermelon, there is a cultivar of that. If you like butternut squash but wish it was personal size, there is a cultivar of that. If you wish the skin of the cucumber was edible and not bitter, you’ll find a cultivar of that.

Cucurbits include winter squash, summer squash, cucumber, watermelon, pumpkin/gourds, and melons. Within each category, you’ll have subcategories. For example, winter squash includes acorn, butternut, and spaghetti while melons include cantaloupe, muskmelon, and honeydew.

In selecting squash, choose your cultivar based on it’s physical features. You’ll find

bush and vining type for many of these. A bush type will be more compact and allow you to utilize your space better. A vining type is the most common and it will mean that you need to take into account spacing between plants in a row and spacing between rows. You can provide a trellis to support your cucurbits and give yourself more space to work with. Most squash with vining characteristics will be planted 18-24 inches between plants in a row and 6 ft between rows. That may mean you are unable to plant as many plants as you would like in a given area based on spacing. Additional characteristics to look at would be flavor, storage, and maturity.

It should be stated that our soil is still too cold to plant these seeds. Wait until around Memorial Day weekend and even to mid-June for pumpkins. You’ll find that most seed packets will suggest planting more than 1 seed in a hill at a certain diameter. The hilling process is where you raise the soil up and will warm the soil up to increase germination of the seeds. You would then thin seeds out, leaving behind just one plant. Most home and garden centers have squash plants too. Next week, I’ll go into more detail on growing this family.

Far-flung towns in the Philippines will host US forces returning to counter China threats

SANTA ANA, Philippines (AP) — The far-flung coastal town of Santa Ana in the northeastern tip of the Philippine mainland has long been known by tourists mostly for its beaches, waterfalls, fireflies and a few casinos.

But that’s changing after the laid-back town of about 35,000 people, which still has no traffic light, became strategically important to America.

The United States and the Philippines, which are longtime treaty allies, have identified Santa Ana in northern Cagayan province as one of nine mostly rural areas where rotating batches of American forces could encamp indefinitely and store their weapons and equipment on local military bases under the Enhanced Defense Cooperation Agreement.

Thousands of U.S. forces withdrew from two huge Navy and Air Force bases in the Philippines in the early 1990s at the end of the Cold War, ending nearly a century of American military presence in the country. In recent years, Washington has been reinforcing an arc of military alliances in Asia to counter an increasingly assertive China, which it now regards as its greatest security challenge.

That dovetails with Philippine efforts to bolster its external defenses after an alarming spate of territorial hostilities with Beijing in the South China Sea that started last year. The high seas confrontations have injured several Filipino navy personnel, damaged their boats and strained diplomatic ties.

The remote town of Santa Ana is caught in the geo-political rivalry between Washington and Beijing because of its strategic location. It lies across a sea border from Taiwan, the self-governing island that China regards as a renegade province to be reclaimed by force if necessary. The U.S. has vowed to defend the territory.

Some villagers in Santa Ana have expressed apprehension over the prospect of living near U.S. forces. Their governor, Manuel Mamba, has vehemently opposed the looming U.S. military presence, saying it would turn Cagayan into a military target of China.

Other villagers say the Philippines needs the Americans as a crucial counterweight to China, which they say has been using its military might to threaten Manila’s territorial interests in the South

China Sea.

“There’s no choice. If you compare the number of our forces with that of China, they have much, much more,” Romeo Asuncion, a planning and economic development officer in Santa Ana, told The Associated Press. “If the Americans are here, they would protect us whatever happens.”

There’s also the prospect of economic benefits and aid from the U.S. military presence.

“If they donate a school that will be good,” Asuncion said.

Rowena Castillo, a consultant to the town’s mayor, expressed hope the wider attention on Santa Ana would boost tourism. She recently handed out brochures promoting the town’s beach resorts, waterfalls, a historic lighthouse, a crocodile-shaped island and an area that teems with fireflies.

Some villagers acknowledged that even without the U.S. forces, the town would likely be affected in any major-power military showdown due to Santa Ana’s relative proximity to Taiwan.

Authorities and village leaders recently met at the initiative of the local military to discuss contingency plans, including the possibility of setting up emergency shelters for refugees, in case tensions between China and Taiwan flare into an armed conflict, Marion Miranda, Santa Ana’s disaster-mitigating officer, told The AP.

“One problem is where we could bring potential refugees and the budget for that,” Miranda said.

In another rural Cagayan town southwest of Santa Ana called Lal-lo, part of the airport was designated as a possible encampment site for American forces.

Unlike the two massive military bases that American forces used to occupy, including a Navy base at Subic Bay that was about the size of Singapore and had a vibrant red-light district, the U.S. military is building a new presence in a much smaller area within Philippine camps.

During largescale combat drills called Balikatan — Tagalog for “shoulder-to-shoulder” — that ended Friday, Black Hawk and Chinook helicopters carrying allied forces, their weapons and other supplies landed and took off at the Lal-lo airport and the navy camp in Santa Ana. A few journalists, including from The AP, were invited to witness the combat maneuvers.

“It’s an important location. It’s critical because it is an EDCA site so it’s a very big deal to both the United States and to the Philippines,” U.S. Marine Lt. Col. Matthew Schultz told journalists at Lal-lo airport.

“One of the challenges that we have in this airfield now is there is not a lot of parking space or taxiways or additional apron space in order to facilitate a lot of aircraft,” Schultz said.

The EDCA accord, which was signed in 2014, had an initial term of 10 years and has been automatically extended with both sides in agreement, Ambassador to the U.S. Jose Manuel Romualdez said by telephone from Washington.

The agreement allows rotating batches of U.S. forces to stay rent-free at the military sites and store their defense equipment — except nuclear weapons — there.

The U.S. has allocated more than $82 million for the construction of ammunition and fuel storage, an urban combat training facility, aircraft parking, runway repairs and warehouses for humanitarian response items in the first five EDCA sites.

President Ferdinand Marcos Jr. agreed to add four more EDCA sites where U.S. forces could stay, including the Philippine navy camp in Santa Ana and the Lal-lo airport, last year.

Marcos and other Philippine officials say the renewed U.S. military presence would bolster Philippine external defense and help Filipinos respond more rapidly to natural disasters and is not directed at any country.

China, however, has expressed alarm over the increased U.S. troop deployments in the Philippines and elsewhere in Asia and said the EDCA sites in the northern Philippines could serve as surveillance outposts and staging grounds for U.S. forces to contain Beijing.

Such a display of combat readiness by the U.S. and the Philippines, according to Romualdez, aims to prevent a major conflict by making Chinese leader Xi Jinping realize the cost of a wrong move.

“We’re precisely doing all of these things as a deterrence,” Romualdez said. “We’re trying to tell Xi, when you wake up in the morning, you’ll tell yourself, ‘I’m not gonna do it.’ Not today, not tomorrow and hopefully never.”

Ecological restoration efforts include butterflies and crickets

Recently, we listened to an environmental activist read a letter she had written to her family and grandchildren. She seemed to assume that she and others of our generation had failed to succeed in our efforts to reverse ongoing environmental degradation. Her perspective places too much personal responsibility on those who attempt to halt overall decline. While many of us called for reforms and modified our personal behavior to embrace environmental standards, it remains an open question whether the global economy will become more sustainable. Powerful forces continue to pursue economic policies with adverse impacts on natural environmental and human well-being while failing to adequately address these adverse impacts. The chal-

lenge of creating a more environmentally sustainable economic system remains.

In spite of the uncertainties involved, individuals and groups continue to spend time and energy on ecological restoration in its many forms and trust that future generations will carry on the efforts that are given recognition by Earth Day celebrations, appropriately timed for the arrival of spring when flora and fauna awaken to reveal the re-emergence of life.

We have long supported organizations that have been important to our lives and suggested that others join in. These efforts continue to hold some promise of slowing down the rate of destruction during the lifetimes of those involved.

A major focus of these efforts has been on ecological restoration as a means to reverse the loss of natural habitats and biodiversity. If the abundance and diversity of a particular site is enhanced

through the efforts of those involved it is considered a success. But even if it is successful some effort must be expended maintaining restorations.

A higher level of success is achieved if appropriate and sufficient animal populations are present to pollinate those plants dependent on other species for their reproduction. Their presence may be influenced by how the site is managed, through the timing and frequency of fires and other methods used to eliminate non-native species. Adjacent native natural areas and existing species connections between them can have a positive impact on these restorations.

The prairie projects at the Byron Forest Preserve and Sand Ridge in Ogle County have commissioned butterfly surveys to determine the diversity of butterflies on the sites. While some desirable species were present, overall diversity was less

than we had expected. But the survey work is ongoing, led by managers of the large natural area of the Nature Conservancy’s Nachusa Grassland. Through appropriate management, populations are expected to expand.

The guest speaker for this year’s Ogle County Prairie Preservation Society’s dinner, Sunday, May 19 at 5:30, at NIU’s Lorado Taft Campus biologist Chandreyee Mitra, will focus on mating and reproductive behavior of butterflies and crickets, which assures continued generations of creatures populating natural areas, benefiting not only the animals, but also the plants, in a restoration.

Catching up with Neil Carter

Neil Andrew Carter (born 11 May 1958) is an English musician who has worked in diverse genres throughout his career. Classically trained, he became a professional rock musician at the age of 17 and initially had his first “mainstream” experience with singer-songwriter Gilbert O’Sullivan. He subsequently played guitar and keyboard for the hard rock band UFO, Gary Moore, and Wild Horses featuring Brian Robertson of Thin Lizzy and Jimmy Bain of Rainbow.

Todd Houston: Tell us about your first big break Wild Horses and how you landed the gig. (With Jimmy Bain (Rainbow), Clive Edwards and Brian Robertson (Thin Lizzy).

Neil Carter: After Gilbert O’ Sullivan in 1978 I was very eager to join a band that had some chance of success. Working with Gilbert had given me a taste for playing bigger venues than my other band Wilder (who backed G O´S) had done and I went for a number of auditions. I saw a gossip column snippet in Sounds magazine that said Brian, Jimmy and Kenny Jones were forming a band and they wanted a young fresh guitarist to complete the line-up. Me, me, me (I was just 20 and hungry for it)! I contacted their office and went for an audition which went really well and after a few weeks of painful waiting they rang to tell me I was in. At the time both Lizzy and Rainbow were big and I could see this band had possibilities. When I started rehearsing with them the band didn’t even have a name and it was quite embryonic at that stage however, it was the sort of music I enjoyed playing, I’d always liked the harmony guitar thing, and it also got me known. I am eternally grateful to Brian and Jimmy for giving me the opportunity and although it wasn’t always easy and towards end I was looking to move on, everything that came after was made possible by them.

TH: You then got a call from UFO’s management asking if you would be interested in replacing Paul Raymond in 1980. What were your initial thoughts on joining?

NC: Yes, I was getting a little disillusioned with the Horses as it was often chaotic (a bit like UFO became later) so when I got a call from Phil Mogg I leapt at the chance. It was a massive step up for me and I was, instrument wise, exactly what they needed after they parted company with Paul Raymond. There was a very tight deadline as they were headlining the Reading Festival in a few weeks so it was fortunate that I am a quick learner and I could do everything that Paul did. That said, my strengths lay more with the guitar and vocals then so I had a bit of work to do keyboard wise. My leaving Wild Horses was a little uncomfortable, these things are never easy, but over the years I kept in contact with Jimmy and Brian and it was all fine between us.

TH: From what I understand, UFO’s The Wild, Willing and Innocent album was mostly completed before you came onboard. I think I remember reading that you contributed Sax, vocals and some keyboard. Were you at all a fan of the band before you joined?

NC: Yes the album was at the backing vocals and tidying up stage so, although I was there as a band member, my physical input was relatively small. To be honest I had only seen UFO once, when Michael was in the band, and I think I had the live album but I wasn´t a fan as such. However, I loved their sound and the songs and it seemed a really good ´fit´ for me. We also got along really well. Even years later I got a real kick out of playing the classic stuff, for me it’s still very fresh.

TH: Did anyone take you under their wing when you first joined and maybe said “Neil, this is the way we do it here.”

NC: The funny thing about UFO was, and still is years later, their approach to the work is very laid back so I could form my own way of doing things and nobody said ´no, it´s like this´! I think you also tend to adapt to the situation you find yourself in. Paul Chapman was very welcoming I must say, and we spent ten days together going over the songs before my first gigs which was a great help. We then had scant rehearsal with the others and off we went. They weren’t massive fans of over rehearsing and that in turn made for greater spontaneity.

TH: You were a big contributor to the songwriting of the next two UFO albums, Mechanix and Making Contact. Some would argue that these albums showed a more radio friendly song writing approach. What were your favorites off of those albums?

NC: It was inevitable that someone new would be a catalyst for doing a few different things and I had lots of ideas to unleash on the world. I know many UFO fans consider only the Schenker years matter which I can appreciate, and I agree that the classics are firmly from that time, but when people leave or the line-up changes you have to look forward not back. Some folk really love the Chapman era albums and, yes, there was a bit of pressure to come up with radio friendly material for the US in particular. A lot was driven by radio back then, with some very produced and catchy songs, which is why the likes of Def Leppard did so well and probably why Gary Moore didn´t quite hit the mark radio wise in the 80’s. We did get radio play in the US but not nationwide so there were areas we didn´t quite crack open and others we did really well. My favourites are probably ´The Writer´, ´We Belong to the Night´, ´Blinded by a Lie´ and ´Diesel in the Dust´ from that era.

TH: During the Mechanix Tour UFO did

some shows with Rockford natives Cheap Trick. In a previous conversation with Cheap Trick drummer Bun E. Carlos, he said “Too many sunrises were seen on that tour with UFO. We tried to out drink each other almost every night” Thoughts?

NC: I agree it was pretty wild! There was one memorable bus journey when Robin, Rick and Bun E Carlos came on our bus going back to Rockford. Chaos ensued with Pete and Rick as the ringmasters, and it was quite a journey!

TH: Pete Way ends up leaving after the Mechanix album in 1983. Bass guitar player Billy Sheehan comes in for some shows but says he’s had enough after witnessing someone in the band backstage taking a swing at his girl. Was the writing on the wall by this point in time?

NC: Without doubt, poor Billy, he was with us at a very bad time, everything was suffering. I look back at 1983 and all I can think is ´well at least we all survived the tour´ as it was going south rapidly. The debacle in Greece is well documented and the final UK tour was sometimes painful but it was all just a bump in the road looking back.

TH: After leaving UFO you hooked up with Gary Moore. What do you remember, if anything, about playing East Troy Wisconsin’s Alpine Valley Music Theater in June of 1983 with Krokus and Def Leppard? Rumor has it an attendance record was set that day for just over 32,000 people.

NC: Actually I do recall the Gary gig but my memory of playing there with UFO and Rainbow is far clearer. I can see us on stage and remember standing by Don Airey watching Rainbow play. Amazing that attendance figure, Def Leppard were really on a roll in 1983. I had met them five years earlier in Sheffield when they were the ´humpers´ at this tiny little gig called the Limit Club. Joe Elliot and I had a shared love of Bowie and Mick Ronson. A lot happened in those five years!!

TH: Fast forward to April 2019. Paul Raymond suffers a fatal heart attack just after completing the UK part of the tour. Tell us what you remember about getting the call again from the UFO camp to rejoin and finish the Tour with them.

NC: I went to see them play in London as I was working in the UK and as I knew it was their final tour I was fascinated to hear them one last time. It was such a great experience and the warmth of the crowd was amazing, I just sat there with a daft grin on my face throughout the show. I had to leave early so didn’t get to see them in person which was a shame. Now bear in mind I had emphatically said ´goodbye´ to that part of my life after my brief stint with Gary in 2010 so I had no thoughts of returning to it whatsoever. Back home, I was sitting in my car and up flashed the

news about Paul which was truly shocking and I wasn’t sure they would carry on without him. A couple of weeks later Phil called me and asked if I would consider finishing the tour with them. I didn´t even own a guitar, but I thought it would be a fun thing to do (if I could actually do it). So I bought a guitar, practised hard and realised muscle memory is a real thing, then headed off to Germany to rehearse. Had I not seen them live I probably wouldn’t have agreed but it was serendipity.

TH: What was it like being in a room with Phil Mogg and drummer Andy Parker again after such a long time and what was the first song you played together after rejoining?

NC: It was a complete joy and the old shared sense of humour was still there. It felt very natural and I think we started with either ´We Belong ´or ¨THTH´, without Vinnie as he was coming from the US a day later. We had four days rehearsal planned but in reality we only needed one or two and we were good to go. I think they were relieved as it could have been much harder given the circumstances. I so enjoyed playing with the band I can´t put it into words. Coming at a time when I was sort of ´winding down´ it put a new fire in me which then made the pandemic such a bitter blow. There was a lot more planned which had to be shelved but I am so glad I did it and very grateful I had the chance, albeit unexpectedly.

TH: Tell us about Randy Rhoads.

NC: Wow what a super talented guy he was, and who knows where his career would have gone. Those first two Ozzy albums are excellent and his work shines through. I used to chat with him on and off and was impressed by his work ethic and professionalism. It was truly awful what happened and I can remember how we all felt when we heard the news.

TH: What’s next for Neil Carter?

NC: Well, during the pandemic we started working on Phil´s solo project, Phil, myself, Tony Newton, Joe Lazarus and Tommy Gentry, and it is finally coming out this September. We are all really excited about it and have done a couple of videos to help promote it. There could be some live shows but who knows. It sad for me that UFO may not play live again but doing this has been very satisfying. What I did in the years between 1989 and 2019, both teaching and focusing on mainly classical and jazz music, has meant there are more layers which I could explore and have fun with. It´s a very grown-up album it but rocks hard! Other than that, maybe, just maybe, I may get my own album done. I do have a lot of unused material so it’s a possibility but working in a band situation is more my thing. www.neilcarter.org
