Capitol Briefs: Senate advances elections bill, measure targeting ‘predatory’ lending

Pritzker says measure passed hastily by Democrats is ‘actually an ethics bill’

SPRINGFIELD – A bill that would put more controls on certain kinds of highcost loans to small businesses cleared the Illinois Senate Thursday.

Senate Bill 2234, known as the Small Business Financial Transparency Act, targets a relatively new kind of nontraditional lender in the credit market, online app-based financial service companies sometimes known as “fintechs.”

Sen. Chris Belt, D-Swansea, the lead sponsor of the bill, said it is based on the federal Truth in Lending Act of 1968, which governs consumer loans. It requires nontraditional lenders to calculate and express the cost of the loan in terms of a standard annual percentage rate, or APR, even if the lender bases the loan around some other type of fee structure.

“There has never, ever been anything like the Truth in Lending Act on the commercial side,” Belt said on the Senate floor. “And so what this legislation looks to do is mimic the Truth in Lending Act on the commercial side. It ensures small businesses receive consistent and transparent disclosures on the cost of small business financing.”

At a news conference earlier in the day, credit reform advocates said in recent years, certain fintech firms have targeted small and minority-owned businesses, especially those in lower-income communities, with predatory lending practices in which the borrowers end up paying much higher fees and interest rates than they were led to expect.

Horatio Mendez, president and CEO of the Chicago-based Woodstock Institute, said that when he worked in the private financial lending industry, he often asked nonprofit and community-based lenders what a typical small business owner was looking for when applying for a loan.

“And more often than not, the response was, these small business owners and entrepreneurs needed help refinancing out of predatory loans that they didn’t realize they had gotten into,” he said.

Senate Republicans opposed the bill, arguing its goal is to squeeze one partic-

ular kind of new, nontraditional lender out of the marketplace at the expense of larger, more traditional institutions.

“It will shrink the marketplace in Illinois, thereby giving fewer options to the small and medium-sized companies in our districts that need to borrow money,” Sen. Jason Plummer, R-Edwardsville, said. “It forces a lot of people out of the marketplace, and it gives a bigger chunk of the business to certain companies.”

The bill passed the Senate 36-19. It next goes to the House for consideration.

Advisory questions, ballot changes head to Pritzker

Democrats in the state Senate on Thursday approved a measure that would put three nonbinding referendum questions to voters on the November ballot, along with blocking established parties from putting candidates on the ballot if they did not go through the primary process.

Supermajority Democrats in the House quickly pushed Senate Bill 2412 through their own chamber the day before. Republicans in both chambers voted “present” on the bill in protest, while a handful of Democrats voted against it or skipped voting altogether.

Republicans criticized the bill as a targeted attempt to block a mid-cycle GOP opponent for Democratic Rep. Katie Stuart of Edwardsville, whose 112th House district in the Metro East did not see a Republican run in the March primary. Both parties have used the slating process to strategically place a candidate on the ballot if they perceive the winner of the other party’s primary as beatable.

The House Republicans’ political arm last month announced Jay Keeven, the former Edwardsville chief of police, would challenge Stuart in the November Election. On Thursday, the party apparatus panned the measure as the “Katie Stuart Protection Act” in a statement announcing Keeven had collected hundreds of signatures in order to file his nominating petitions with the State Board of Elections “within just 24 hours” of the bill’s passage in the House.

Senate President Don Harmon, D-Oak Park, said Republicans’ concerns about the measure’s quick introduction and passage in the middle of a campaign cycle were misplaced. He said the bill would

“end a corrosive practice,” alluding to the use of slating by the former powerful Democratic House Speaker Michael Madigan, who’s awaiting trial on federal corruption charges unrelated to elections.

“I want to emphasize we’re not taking this away from Republicans; we’re taking this away from everybody,” Harmon said.

“We Democrats won’t be able to slate candidates for the Senate in any districts where your members are running unopposed. It’s a problem with the practice.”

One of the three nonbinding advisory questions that would be put to voters in November under the bill would ask whether they’d favor civil penalties for any candidate who “interferes or attempts to interfere with an election worker’s official duties,” providing kindling for Republican State Sen. Steve McClure, R-Springfield.

“It’s very ironic that a motion that contains a referendum on election interference actually interferes with a pending election,” he said. “That’s what this bill does.”

Asked at an unrelated event Thursday whether he’d sign the bill into law, Gov. JB Pritzker didn’t specifically answer but instead characterized the measure as “actually an ethics bill.”

“It really does make sure that we don’t have backroom deals to put people on the ballot and run as a result of, you know, some small group of people in a smokefilled room making the choice,” he said. “To me, more transparency is better.”

In addition to the question about civil penalties for candidates who break election laws, voters would also be asked whether health insurance plans that cover pregnancy benefits should be required to cover in vitro fertilization and whether the state should adopt an additional 3 percent tax on income over $1 million “for the purpose of...property tax relief.”

Growing tomatoes in the garden

Tomato planting season is almost upon us. Many gardeners in Rockford begin making plans for planting towards the end of May with the week leading up to Memorial Day weekend a good target to aim for. The weather for this week has lows in the upper 40s and low 50s F. Tomatoes can tolerate these temperatures but may have some damage and really are not too happy to be growing in these conditions. Planting them this early with these temperatures will not get you closer to tomatoes. Tomatoes are one of those quintessential summer crops;

but they can sometimes be a nuisance to grow based on their diseases, insects, and management. As you plant your tomatoes, there are some beginning management practices you need to consider.

Most tomato plants should be spaced 1.5 to 2 feet in a row with 3 to 4 ft between rows. If you are growing an heirloom tomato plant, try to space 3 feet as these plants are notorious for being big plants. Heirloom tomato plants are sometimes called indeterminate or open-pollinated. Determinate tomatoes tend to be smaller and compact plants. Another word we sometimes see associated with this type of tomato is hybrid. The main di�erence

between an open-pollinated and hybrid tomatoes is that the open-pollinated can be more prone to disease issues, will grow very tall, and will take up a big footprint in your garden.

Tomato plants benefit greatly from mulches. Straw, black plastic, leaves, and other mulches can keep moisture in and allow for the plant to thrive. Fluctuations in soil moisture can lead to Blossom End Rot which can be combated by using mulch. Mulches can also be used to keep water from splashing up on the tomato leaves and spreading disease.

Tomatoes need to be trellised and trellising systems vary greatly. Some

gardeners will grow tomatoes with a tomato cage. Others insist on staking tomatoes each season and using string/ wire. Some growers will set up their own permanent trellis system. Whichever you decide, think about what is going to work best for you. If you are planting a determinate tomato plant, a tomato cage may be a suitable solution. If you are planting numerous heirloom tomatoes in a row, you might consider staking and trellising them. It all depends on what type and how many you are planting.

Politics and current realities

Nate Hagens’ fifteenth Frankly video on YouTube describes the realities he thinks the winners of upcoming elections will be facing. The presentation appeared prior to the 2022 election but the conditions cited remain and seem applicable to the 2024 elections. Our government was founded on the principle that it would be a government of the people, by the people and for the people. Hagens thinks it is a perspective seldom addressed by participants currently seeking public o�ce. He compared current political contestants’ competing to secure a political victory as similar to a football game between teams with a cadre of loyal supporters. The winners secure the right to determine the rules being implemented by the government during their terms in o�ce while the losers are cast in a negative light.

Rather than endorsing political candidates he describes what he sees as the realities of the current situation that any elected politicians will either address or ignore no matter who is elected.

One reality is the massive size of the national debt which had reached $31 trillion when the article was written in 2022; it continues to grow. Over the past 15 years there would have been no economic growth without increasing the debt. The annual interest on the debt already exceeds our massive annual military budget. At some point Hagens expects that our growth in productivity will fall below what is needed to meet our debt obligations.

A second reality is that peak oil occurred in 2018 and supplies continue to decline. Since oil is closely linked with economic growth any reduction in oil supplies leads to economic decline.

Another reality is that of environmen-

tal deterioration. As the climate continues to warm it brings on a host of problems to the economy. Insect species are expected to continue to decline as does human sperm count.

The media is described as too focused on sharing violent, extreme and angry responses while providing limited coverage of more common aspects of normal human existence.

Along with the sizeable debt a large income gap exists between the extremely wealthy and the remaining citizens. If energy and technology continue to be used to increase productivity and continue to increase the concentration of wealth, poverty will continue to increase.

Hagens sees very little thought being given to future conditions and the existing risks to the system. If we continue to ignore the risks and fail to develop strategies to address them, Hagens fears the system might be captured by dictators

from either the right or the left which could end our democracy.

He places hope in securing local political leadership who would focus on the common good, reviving the perspective of a government of the people, by the people and for the people.

We found Hagens’ views an interesting way to view political competition and the importance looking at the realities of the current situation. Since this article represents our interpretation of his sense of our current realities, those who wish to dig deeper can listen to his views on his Frankly #15 presentation entitled “#7 realities no matter who wins the election.” There are many other presentations based on his wide range of interviews of experts on the site entitled The Great Simplification. The title Is based on the premise that society in its current form is not sustainable and will decline as energy supplies are less available.

A subset of Alzheimer’s cases may

single gene, new research shows

WASHINGTON (AP) — For the first time, researchers have identified a genetic form of late-in-life Alzheimer’s disease — in people who inherit two copies of a worrisome gene.

Scientists have long known a gene called APOE4 is one of many things that can increase people’s risk for Alzheimer’s, including simply getting older. The vast majority of Alzheimer’s cases occur after age 65. But research published Monday suggests that for people who carry not one but two copies of the gene, it’s more than a risk factor, it’s an underlying cause of the mind-robbing disease.

The findings mark a distinction with “profound implications,” said Dr. Juan Fortea, who led the study the Sant Pau Research Institute in Barcelona, Spain.

Among them: Symptoms can begin seven to 10 years sooner than in other older adults who develop Alzheimer’s.

An estimated 15% of Alzheimer’s patients carry two copies of APOE4, meaning those cases “can be tracked back to a cause and the cause is in the genes,” Fortea said. Until now, genetic forms of Alzheimer’s were thought to be only types that strike at much younger ages and account for less than 1% of all cases.

Scientists say the research makes it critical to develop treatments that target the APOE4 gene. Some doctors won’t offer the only drug that has been shown to modestly slow the disease, Leqembi, to people with the gene pair because they’re especially prone to a dangerous side effect, said Dr. Reisa Sperling, a study coauthor at Harvard-affiliated Brigham and Women’s Hospital in Boston.

Sperling hunts ways to prevent or at least delay Alzheimer’s and “this data for me says wow, what an important group to be able to go after before they become symptomatic.”

But the news doesn’t mean people should race for a gene test. “It’s important not to scare everyone who has a family history” of Alzheimer’s because this gene duo isn’t behind most cases, she told The Associated Press.

HOW DO GENETICS AFFECT ALZHEIMER’S?

More than 6 million Americans, and millions more worldwide, have Alzheimer’s. A handful of genes are known to cause rare “early-onset” forms,

mutations passed through families that trigger symptoms unusually young, by age 50. Some cases also are linked to Down syndrome.

But Alzheimer’s most commonly strikes after 65, especially in the late 70s to 80s, and the APOE gene – which also affects how the body handles fats -- was long known to play some role. There are three main varieties. Most people carry the APOE3 variant that appears to neither increase nor decrease Alzheimer’s risk. Some carry APOE2, which provides some protection against Alzheimer’s.

APOE4 has long been labeled the biggest genetic risk factor for late-in-life Alzheimer’s, with two copies risker than one. About 2% of the global population is estimated to have inherited a copy from each parent.

RESEARCH POINTS TO A CAUSE FOR A SUBSET OF ALZHEIMER’S

To better understand the gene’s role, Fortea’s team used data from 3,297 brains donated for research and from over 10,000 people in U.S. and European Alzheimer’s studies. They examined symptoms and early hallmarks of Alzheimer’s such as sticky amyloid in the brain.

People with two APOE4 copies were accumulating more amyloid at age 55 than those with just one copy or the “neutral” APOE3 gene variety, they reported in the journal Nature Medicine. By age 65, brain scans showed significant plaque buildup in nearly three-quarters of those double carriers – who also were more likely to have initial Alzheimer’s symptoms around that age rather than in the 70s or 80s.

Fortea said the disease’s underlying biology was remarkably similar to young inherited types.

It appears more like “a familial form of Alzheimer’s,” said Dr. Eliezer Masliah of the National Institute on Aging. “It is not just a risk factor.”

Importantly, not everyone with two APOE4 genes develops Alzheimer’s symptoms and researchers need to learn why, Sperling cautioned.

“It’s not quite destiny,” she said.

HOW THE NEW FINDINGS MAY AFFECT ALZHEIMER’S RESEARCH AND TREATMENT

The drug Leqembi works by clearing away some sticky amyloid but Sperling said it’s not clear if carriers of two APOE4 genes benefit because they have such a high risk of a side effect from the drug –dangerous brain swelling and bleeding. One research question is whether they’d do better starting such drugs sooner than other people.

Masliah said other research aims to develop gene therapy or drugs to specifically target APOE4. He said it’s also crucial to understand APOE4’s effects in diverse populations since it’s been studied mostly in white people of European ancestry.

As for gene tests, for now they’re typically used only to evaluate if someone’s a candidate for Leqembi or for people enrolling in Alzheimer’s research – especially studies of possible ways to prevent the disease. Sperling said the people most likely to carry two APOE4 genes had parents who both got Alzheimer’s relatively early, in their 60s rather than 80s.

What are tactical nuclear weapons and why did Russia order drills?

Russia’s Defense Ministry said Monday that the military would hold drills involving tactical nuclear weapons — the first time such an exercise has been publicly announced by Moscow.

A look at tactical nuclear weapons and the part they play in the Kremlin’s political messaging.

WHAT ARE TACTICAL NUCLEAR WEAPONS?

Unlike nuclear-tipped intercontinental ballistic missiles that can destroy entire cities, tactical nuclear weapons for use against troops on the battlefield are less powerful and can have a yield as small as about 1 kiloton. The U.S. bomb dropped on Hiroshima during World War II was 15 kilotons.

Such battlefield nuclear weapons — aerial bombs, warheads for short-range missiles or artillery munitions — can be very compact. Their small size allows them to be discreetly carried on a truck or plane.

Unlike strategic weapons, which have been subject to arms control agreements between Moscow and Washington, tactical weapons never have been limited by any such pacts, and Russia hasn’t released their numbers or any other specifics related to them.

WHAT HAS PUTIN SAID ABOUT NUCLEAR WEAPONS?

Since launching the full-scale invasion of Ukraine on Feb. 24, 2022, Russian President Vladimir Putin has repeatedly reminded Western nations about Moscow’s nuclear might in a bid to discourage them from increasing military support to Kyiv.

Early on in the war, Putin frequently referenced Moscow’s nuclear arsenal by vowing repeatedly to use “all means” necessary to protect Russia. But he later toned down his statements as Ukraine’s o�ensive last summer failed to reach its goals and Russia scored more gains on the battlefield.

Moscow’s defense doctrine envisages a nuclear response to an atomic strike or even

an attack with conventional weapons that “threaten the very existence of the Russian state.” That vague wording has led some pro-Kremlin Russian experts to urge Putin to sharpen it to force the West to take the warnings more seriously.

Putin said last fall that he sees no reason for such a change.

“There is no situation in which anything would threaten Russian statehood and the existence of the Russian state,” he said. “I think that no person of sober mind and clear memory could have an idea to use nuclear weapons against Russia.”

WHY DID RUSSIA SEND NUCLEAR WEAPONS TO BELARUS?

Last year, Russia moved some of its tactical nuclear weapons into the territory of Belarus, an ally that neighbors Ukraine and NATO members Poland, Latvia and Lithuania.

Belarus’ authoritarian president, Alexander Lukashenko, had long urged Moscow to station nuclear weapons in his country, which has close military ties with

Russia and served as a staging ground for the war in Ukraine.

Both Putin and Lukashenko said that nuclear weapons deployment to Belarus was intended to counter perceived Western threats. Last year, Putin specifically linked the move to the U.K. government’s decision to provide Ukraine with armor-piercing shells containing depleted uranium.

Neither leader said how many were moved — only that Soviet-era facilities in the country were readied to accommodate them, and that Belarusian pilots and missile crews were trained to use them. The weapons have remained under Russian military control.

The deployment of tactical nuclear weapons to Belarus, which has a 1,084-kilometer (673-mile) border with Ukraine, would allow Russian aircraft and missiles to reach potential targets there more easily and quickly, if Moscow decides to use them. It has also extended Russia’s capability to target several NATO allies in Eastern and Central Europe.

Peaches Playdate is a living history event where spectators can watch the Rockford Peaches play in the Victorian Village. Visitors are welcome to wear Rockford Peaches costumes or dress in 1940s apparel. Concessions and Peaches merchandise is available for purchase. The museum is also open and attendees can see the Rockford Peaches exhibit, which includes historical memorabilia. Admission is $14 for 13 and up, $12 for children 5 - 12, and children under 4 are free. The event will be held from Noon - 4 p.m.
