Bears pitch $3.2B stadium plan, but Pritzker still ‘skeptical’ despite team’s $2B pledge

The Chicago Bears laid out a $3.2 billion plan for a new domed stadium on Chicago’s lakefront on Wednesday afternoon, painting pictures of future Super Bowls and other major public events while pinning their hopes on yet-to-be-had conversations with the governor and lawmakers.

The Bears – accompanied by Chicago Mayor Brandon Johnson at a Wednesday news conference – proposed a public-private partnership through which the Bears lease the stadium from the Chicago Park District. While the team would put up over $2 billion of the $3.2 billion needed to build the stadium, it’s also seeking $1.5 billion in infrastructure support over several years to realize its vision for a multi-use public park space on Chicago’s lakefront Museum Campus.

Chicago Bears president and CEO Kevin Warren said the $2 billion committed by the Bears would be the largest private investment in Chicago history. He also said a new stadium can provide thousands of temporary and long-term jobs for Chicagoans. Warren joined the Bears in early 2023 after previously brokering a deal to bring the Minnesota Vikings a new stadium with a public-private partnership in Minneapolis.

“Look around Chicago, I know the mayor is doing all that he can with his leadership to lean in to get economic development going,” Warren said. “We want to be that catalyst.”

Despite that major commitment, Bears executives sought to fill an estimated $900 million “gap” through state funding via a bond from the Illinois Sports Facility Authority, a state agency created in the 1980s to finance new sports stadiums. The team also proposed using the city’s existing hotel tax and restructuring ISFA’s current debt over a 40-year period.

While the proposal represents the largest private commitment of any of the recent pushes by professional sports teams for a new stadium yet, it was quickly met with skepticism by Gov. JB Pritzker, who was at a concurrent news conference at Loyola University Chicago.

“I’m highly skeptical of the proposal that’s been made and I believe strongly that this is not a high priority for legislators, and certainly not for me when I compare it to all the other things,” Pritzker said. The governor downplayed the competing news conferences. He’d scheduled his in

advance to highlight health insurance reforms that recently cleared the House with his support. The Bears’ announcement was scheduled within the past two days.

Part of the proposal includes developing about 15 acres of recreational park space for public use and more stadium vendor businesses owned by women and people of color. Johnson hailed the project for upholding his “criteria for any new development project.”

“We require real private investment, real public use and real economic participation for the entire city,” he said.

He noted no new taxes would be imposed on Chicago residents and the city can expect “increased tax revenue from this investment, expanded public recreation, stronger economic growth for the entire city of Chicago for generations to come.”

Team leaders claimed in their presentation that the stadium would create over 40,000 construction jobs and over 4,000 permanent jobs.

The Bears’ presentation noted the organization was seeking about $1.5 billion in three phases of infrastructure investment that could come “at the state level, at the potentially federal level, potentially at the city level,” according to Warren, who gave no specifics.

Karen Murphy, the team’s executive vice president of stadium development and chief operating officer, said that includes $325 million in transportation, roadway and utility improvements that would be needed to open the stadium.

The remaining funding – at least $1.1 billion – would come over a period of at least five years. That could include $510 million in a second phase of construction for things such as parking upgrades and building surrounding parks and ballfields, followed by $665 million for further attractions and transportation improvements in a third phase. Bears representatives said those estimates are subject to change.

Pritzker mentioned “higher priorities for the state” than building a football stadium, including his $4.4 million proposed investment in birth equity centers to create a statewide plan and distribute building grants. And he noted Missouri voters rejected a stadium funding plan for the reigning Super Bowl champion Kansas City Chiefs and for the Kansas City Royals baseball team.

“The problem is that the offer that they’ve made just isn’t one that I think

the taxpayers are interested in getting engaged in,” Pritzker said of the proposal, later adding, “We’ve seen this fail over and over across the United States.”

House Speaker Emanuel “Chris” Welch, D-Hillside, who attended the governor’s news conference at Loyola, said he gave Warren a blunt assessment when they recently met privately.

“If we were to put this issue on the board for a vote right now, it would fail and it would fail miserably. There is no environment for something like this today,” he said.

Senate President Don Harmon, D-Oak Park, also expressed skepticism in a statement.

“At first glance, more than $2 billion in private funding is better than zero and a more credible opening offer,” he said. “But there’s an obvious, substantial gap remaining, and I echo the governor’s skepticism.”

As for the bonding authority sought by the Bears, Pritzker noted three pro sports teams are seeking money through the ISFA for a new stadium – the Bears, the Chicago White Sox baseball team and the Chicago Red Stars women’s soccer team.

“And this is one team that is offering to take all of the tax revenue for their stadium and there apparently is nothing left over for the other two teams,” Pritzker said.

While Pritzker had not been briefed on the proposal prior to Wednesday’s news conference, Warren said team representatives “look forward to having some detailed conversations with the state here in the near future.”

“Today was the first day that we have been able to publicly roll out our plan,” he said. “It’s very difficult for someone to say they’re against this and we just presented it, so we look forward to having more conversations with individuals in Springfield.”

When pressed by media at the Loyola event as to whether there was a “path” for him to support a subsidy plan, Pritzker responded “sure,” but with a caveat.

“This has got to be a lot better for taxpayers than what they put forward. That’s all I’m saying,” he added.

Asparagus is a versatile and delicious vegetable that thrives in the northern Illinois climate. With proper care and attention, you can enjoy a yearly harvest of tender spears sometimes for more than 15 years. Here’s everything you need to know about growing asparagus in northern Illinois, including recommended varieties to try in your garden.

First o�, you need to recognize that 2024 will be the establishment year. All perennial plants need an establishment year to focus on developing their roots and crown. You will not have any spears produce this year. Maturity for this plant

Growing asparagus in northern Illinois

is year 5 (2029) with a full harvest of 6-8 weeks. Before that, you may expect short periods of harvest.

Asparagus plants require well-drained soil with a pH level between 6.5 and 7.5. Sandy loam or loamy soil types are ideal for asparagus cultivation. Like with rhubarb, choose a sunny location for your bed and prepare the soil by incorporating organic matter, such as compost or aged manure, to improve fertility and drainage.

Plant the crowns in trenches that are 6-8 inches deep and spaced 12-18 inches apart. Cover the crowns with 2-3 inches of soil initially, and gradually fi ll in the trench as the plants grow. Asparagus

plants can be grown from seed, but it’s more common and faster to start with crowns which are usually a year old. Recommended varieties include ‘Jersey Knight’, ‘Jersey Supreme’, ‘Mary Washington’, ‘Millennium’, and ‘Sweet Purple’. Each of these can have some drawbacks. Any of the ‘Washington’ varieties have lower yields. The ‘Jersey’ series is beginning to be discontinued. If you grow purple asparagus, these tend to be sweeter but will lose their color when cooked.

Asparagus plants require regular maintenance to thrive. Keep the bed free of weeds by mulching and hand-weeding as needed. Water the plants deeply

during dry spells, especially during the establishment phase. Fertilize the bed annually in early spring with a balanced fertilizer to promote healthy growth. It’s important to be patient when harvesting asparagus, as newly planted crowns need time to establish before harvesting begins. Wait until the second or third year after planting before harvesting spears. Cut spears when they are 6-8 inches tall using a sharp knife. Harvesting can last for 4-6 weeks, depending on growing conditions. You should stop harvest when the width of the spear is less than a pencil.

This February, with some help from the weather, we picked up fallen limbs and cut them up for fi rewood or piled them in brush piles which we burned. Later spring flowers appeared and passed through their annual cycles. They arrived a few weeks earlier than normal, an expected outcome of a changing climate.

Years ago, a display of spring flora in the Illinois woodlands at the Field Museum created a model in our minds of what flora of a hardwood forest could be. Later, we bought our farm including a woodland which had been pastured and from which older oaks had been harvested. We started using debris from the logging operation to provide firewood for the existing fireplace and supplemental wood stove.

Since garlic mustard was exploding across the woods we tired of pulling and disposing of it, so began burning the

woodland to control it. A very e�ective tool to control garlic mustard and other invasive species, it limited the physical e�ort we had put into controlling invasives.

Later we planted two prairies on some former cropland. Our e�orts at ecological restoration served as demonstration plots for students and others who were interested in such projects.

Over the last few years we allowed fallen branches to accumulate and stopped burning the areas being restored.

This year, we decided to put more e�ort into restoring the native vegetation characteristic of the ecology of the area. After cleaning the woods, we now enjoy evening rides through the restored area. Native flora are now abundant. Spring ephemerals including Dutchmans’ breeches, lacy leaves with heart shaped blossoms, trout lilies with hanging mIniature Easter lilies, cross shaped toothwort, anemones like fragile white roses, all appear as if

by magic and disappear with shocking suddenness, leaving no hint of their existence. They are followed by longer lasting blooms including carpets of lavender geraniums, patches of trilliums, violets, buttercups and others. So for Earth Day, we invited friends to tour our projects; some visited today.

It takes, time, e�ort, funds and equipment to restore natural areas. The prairies are enrolled in the Conservation Reserve Program which provides some funding. The woodland restoration project is not funded; we do it out of love for the Earth and ecology.

The farmland is used to grow corn and beans, the most common crops in the area. Multiple adverse impacts from the dominant conventional agricultural practices exist accompanied by ongoing calls to lessen these impacts.

For years we have followed the practice of perennial agriculture in Salina, Kansas, at the Land Institute which involves

working with existing grains such as corn, beans and rice to develop strains of these plants that will produce crops for three years, provide yields similar to the annual grain production of traditional crops and remain healthy during that three year period.

Some of the environmental benefits of such an approach include the reduction in the number of trips farmers make across the land saving time, money and wear and tear on farm equipment. It also reduces the use of fertilizer and chemicals and release of carbon.

A recent report from the Land Institute (landinstitute.org) includes coverage of the progress they are making in perennial crops. Perennial wheat known as kernza, used to make beer, bread and other bakery products is already in the marketplace. The production of perennial rice continues to expand in parts of Asia; work with sorghum is being done in Africa.

Oklahoma towns hard hit by tornadoes begin long cleanup after 4 killed in weekend storms

SULPHUR, Okla. (AP) — Small towns in Oklahoma began a long cleanup Monday after tornadoes flattened homes and buildings and killed four people, including an infant, widening a destructive outbreak of severe weather across the middle of the U.S.

Punishing storms that began late Saturday in Oklahoma injured at least 100 people, damaged a rural hospital, washed out roads and knocked out power to more than 40,000 customers at one point, state officials said. Tornadoes on Friday in Iowa and Nebraska also caused wide destruction and were blamed for one death.

The destruction was extensive in Sulphur, a town of about 5,000 people south of Oklahoma City, where a tornado crumpled many downtown buildings, tossed cars and buses and sheared the roofs off houses across a 15-block radius.

“You just can’t believe the destruction,” Oklahoma Gov. Kevin Stitt said during a visit to the hard-hit town. “It seems like every business downtown has been destroyed.”

Stitt said about 30 people were injured in Sulphur, including some who were in a bar as the tornado struck. Hospitals across the state reported about 100 injuries, including people apparently cut or struck by debris, according to the Oklahoma Department of Emergency Management. An infant was among those killed, Hughes County Emergency Management Director Mike Dockrey told Oklahoma television station KOCO.

White House officials said President Joe Biden spoke to Stitt on Sunday and offered the full support of the federal government.

The deadly weather in Oklahoma added to the dozens of reported tornadoes that have wreaked havoc in the nation’s midsection since Friday. Another death was reported Sunday in Iowa, where officials in Pottawattamie County said a man critically injured during a tornado Friday had died.

In Oklahoma, authorities said the tornado in Sulphur began in a city park before barreling through the downtown, flipping cars and ripping the roofs and walls off of brick buildings. Windows and doors were blown out of structures that remained standing.

“How do you rebuild it? This is complete

devastation,” said Kelly Trussell, a lifelong Sulphur resident as she surveyed the damage. “It is crazy, you want to help but where do you start?”

Carolyn Goodman traveled to Sulphur from the nearby town of Ada in search of her former sister-in-law, who Goodman said was at a local bar just before the tornado hit the area. Stitt said one of the victims was found inside a bar but authorities had not yet identified those killed.

“The bar was destroyed,” Goodman said. “I know they probably won’t find her alive ... but I hope she is still alive.”

Farther north, a tornado near the town of Holdenville killed two people and damaged or destroyed more than a dozen homes, according to the Hughes County Emergency Medical Service. Another person was killed along Interstate 35 near the southern Oklahoma city of Marietta, state officials said.

Heavy rains that swept into Oklahoma with the tornadoes also caused dangerous flooding and water rescues. Outside Sulphur, rising lake levels shut down the Chickasaw National Recreation Area, where the storms wiped out a pedestrian bridge.

Stitt issued an executive order Sunday declaring a state of emergency in 12 counties due to the fallout from the severe weather.

At the Sulphur High School gym, where families took cover from the storm, Jackalyn Wright said she and her family heard what sounded like a helicopter as

the tornado touched down over them.

Chad Smith, 43, said people ran into the gym as the wind picked up. The rain started coming faster and the doors slammed shut. “Just give me a beer and a lawn chair and I will sit outside and watch it,” Smith said. Instead, he took cover.

Residents in other states were also digging out from storm damage. A tornado in suburban Omaha, Nebraska, demolished homes and businesses Saturday as it moved for miles through farmland and into subdivisions, then slammed an Iowa town.

The tornado damage began Friday afternoon near Lincoln, Nebraska. An industrial building in Lancaster County was hit, causing it to collapse with 70 people inside. Several were trapped, but everyone was evacuated, and the three injuries were not life-threatening, authorities said.

One or possibly two tornadoes then spent around an hour creeping toward Omaha, leaving behind damage consistent with an EF3 twister, with winds of 135 to 165 mph (217 to 265 kph), said Chris Franks, a meteorologist in the National Weather Service’s Omaha office.

Nebraska Gov. Jim Pillen and Iowa Gov. Kim Reynolds spent Saturday touring the damage and arranging for assistance for the damaged communities. Formal damage assessments are still underway, but the states plan to seek federal help.

Blinken says Israel still must do more to boost humanitarian aid to Gaza

RIYADH, Saudi Arabia (AP) — U.S. Secretary of State Antony Blinken said Monday that Israel must still do more to increase the flow of humanitarian aid into the besieged Gaza Strip and that he would use his Middle East trip — his seventh to the region since the Israel-Hamas war started in October — to press that case with Israeli leaders.

Speaking at events in Saudi Arabia’s capital, Blinken said the best way to ease the humanitarian catastrophe in Gaza would be to conclude an elusive ceasefire agreement, which also would release Israeli hostages held by Hamas since its Oct. 7 attacks launched the war. Hamas has been presented with an “extraordinarily generous” offer by Israel that he hoped the group would accept, he said.

“Hamas has before it a proposal that is extraordinarily, extraordinarily generous on the part of Israel, and in this moment, the only thing standing between the people of Gaza and cease-fire is Hamas,” he said at a World Economic Forum gathering in Riyadh.

“They have to decide, and they have to decide quickly. So, we’re looking to that, and I’m hopeful that they will make the right decision and we can have a funda-

mental change in the dynamic,” Blinken said.

Although talks continue, Hamas has so far balked at a series of offers negotiated by Egypt, Qatar and the United States and agreed to by Israel. Even without a deal, Blinken said it was critical to improve conditions in Gaza now.

“We’re also not waiting on a cease-fire to take the necessary steps to meet the needs of civilians in Gaza,” Blinken told Gulf Cooperation Council foreign ministers earlier Monday, when he arrived in Saudi Arabia for the first stop on his Middle East tour, which includes stops in Jordan and Israel on Tuesday and Wednesday.

“We have seen measurable progress in the last few weeks, including the opening of new crossings and increased volume of aid delivery to Gaza and within Gaza, and the building of the U.S. maritime corridor, which will open in the coming weeks. But it is not enough. We still need to get more aid in and around Gaza,” he said.

He said safety for humanitarian relief workers must be improved and that there’s a focus on ensuring the aid is making a proper impact for Palestinian civilians.

Scores of relief workers have been killed since the conflict began, and an Israeli attack on a World Central Kitchen convoy in Gaza this month that killed seven aid

workers only highlighted the dangers and difficulties of protecting them. Israel has said the strike was a mistake and has disciplined officials involved.

World Central Kitchen said it would resume operations in Gaza on Monday after a four-week suspension.

Blinken, who also is meeting with Saudi Crown Prince Mohammed bin Salman on Monday, has his work cut out for him.

The war in Gaza has ground on with little end in sight: More than 34,000 Palestinians have been killed, hundreds of thousands more are displaced and a humanitarian crisis in Gaza is worsening.

The conflict has fueled mass protests around the world that have spread to American college campuses. U.S. support for Israel, particularly arms transfers, has come under particular criticism, something the administration is keenly aware poses potential problems for U.S. President Joe Biden in an election year.

Blinken’s trip comes as there are renewed concerns about the conflict spreading in the Middle East and with once-promising prospects for Israeli-Saudi rapprochement effectively on hold as Israel refuses to consider one of the Saudis’ main conditions for normalized relations: the creation of a Palestinian state.

This reception is in connection with a new exhibit spotlighting her life and career that will go on display Sunday, May 5th and will be on display until Labor Day weekend.

Estelle M. Black, retired Assistant Executive Director of Rockford Public Library, earned her Bachelor of Science degree in sociology and psychology at Rockford College, and completed work for her Master’s degree in Library Science at the University of Wisconsin, Madison. The library at Rock Valley College is named the Estelle M. Black Library in

Prior to her appointment as assistant executive director in 1980, she served as manager of the Montague Branch of Rockford Public Library where she became noted for developing unique programs and services to aid the multi-ethnic patrons of the branch. She also served as reference librarian at the Main Library.

Previous library experience in Rockford included positions as assistant librarian at Auburn High School and Rock Valley College, and as Special Research and Development Librarian for Ipsen Industries, a division of Alco Standard Company.

Mrs. Black was the first president of the Rockford (Women’s) Network following its organization in 1981. She served nine

years on the Visiting Nurses Board and received their Outstanding Service Award. She also served nine years as a trustee of the Community Foundation of Northern Illinois - the last three years she served as chairman of the board. Mrs. Black is also a charter member and past president of Heritage Kiwanis Club. She is also a member of the Pi Gamma Omega Chapter of Alpha Kappa Alpha Sorority, Inc., having served as president in 2004-05.

One of five organizers of the Rockford Chapter of the National Council of Negro Women and a life member, she was named its first president. She is a charter member and past president of the Taus, Inc. service club and is also a long-time member of the League of Women Voters.
