Kevin Stites Returns to Conduct the Rockford Symphony Orchestra: The Rockford Symphony Orchestra (RSO) will be taking the stage on April 29 at 7:30 pm at the Coronado Performing Arts Center to present Americana, a program featuring works that highlight the American experience. During the concert, the RSO will be honoring their Outstanding Music Educator of the Year nominees and announcing the winners. The concert will be conducted by Kevin Stites, who is originally from Pecatonica, and recently conducted the orchestra in a sold-out performance titled The Works of John Williams. He most recently made his Chicago Symphony and Ravinia Festival debuts, and spent six seasons as Music Director for the Radio City Christmas Spectacular. His work on Broadway includes: South Pacific, Tale of Two Cities, The Color Purple, Titanic, Sunset Boulevard, Les Miserables (2006 revival), and Fiddler on the Roof, among others. He also has spent time touring with productions and worked in film and TV. Kevin is a proud graduate of Pecatonica High School, Pecatonica IL, and earned his Bachelor of Music and Master of Music degrees from the University of Illinois at Urbana/Champaign. Before the concert from 6:30-7:00 pm will be a special recital by Andrew Mertzenich on the Grand Barton Organ sponsored by the Land of Lincoln Theatre Organ Society. The Grand Barton Organ is original to the Coronado Theatre. It took five boxcars to move the entire instrument from Wisconsin to Rockford, and the cost to build the instrument today, accounting for inflation, would be approximately $1,000,000. Originally envisioned to play before, during, and after silent movies, the Grand Barton Organ has entertained hundreds of thousands of guests throughout nearly a century of continuous use. After-school programs at risk of closure after state board says it miscalculated federal funding Programs serve thousands of students in low-performing and high-poverty schools By Peter Hancock

SPRINGFIELD – Thousands of elementary and high school students throughout Illinois could lose access to after-school and summer programs in the upcoming fiscal year but advocates are hoping that either the General Assembly or the federal government can keep that from happening.

The programs, known as 21st Century Community Learning Centers, are a federally funded through program administered by the Illinois State Board of Education that targets students in low-per forming and high-pover t y schools. Many of the programs offer academic enrichment activities to help students meet state and local academic standards. They also offer literacy and other educational services to the families of students enrolled in the programs. “Many of these students have child care responsibilities for younger siblings, mental health concerns, and are victims of domestic violence, just to name a few,” said Kimberly David, associate director for Project Success of Vermilion County. “The relationships that our staff build with these students to help ensure that they stay the course and finish high school are very important. Several of our students have utilized our program time to apply for college and jobs with the encouragement of our staff.” David was among several people who turned out Wednesday for ISBE’s monthly board meeting in Springfield urging the board to ask the General Assembly to cover a funding gap that is estimated at $15 million by ISBE. ISBE spokeswoman Jackie Matthews said the funding gap is the result of a miscalculation the agency made when it tried to estimate how much federal money would be available next year. Each year, she said, ISBE awards grants to school districts and other community-based organizations that provide after-school, before-school and summer programming. The grants typically run for five years and at the end of that period, they can either be renewed or the recipient can apply again through a competitive selection process. Under federal rules, recipients generally are not allowed to carry over unspent funds from one year to the next. But those rules were relaxed during the COVID-19 pandemic when schools were forced to close and no services were being provided. Matthews said agency officials were unable to accurately estimate the impact that rule change would have and, as a result, it made commitments to distribute more funds in the upcoming fiscal year than will actually be available.
ISBE only discovered the error recently and, on April 10, it notified organizations whose grants expire at the end of this fiscal year that their grants will not be renewed and there will not be a new grant competition for them to enter. “We recognize the late timing of this communication and ISBE’s error in not appropriately forecasting grant funding,” the agency said in the notification letter. “We are committed to providing earlier notice going forward, so that grantees have ample time to plan and prepare for the conclusion of the grant cycle.” The advocacy group ACT Now Illinois, a coalition of after-school service providers, estimates that 12,000 students will lose access to programs as a result while roughly 550 after-school staff members will lose their jobs. Teresa Dothard-Campbell, who runs a program for middle school students in East Moline School District 37, said her program will not be directly affected this year but she has heard from colleagues at other sites who are being affected. “And I can tell you that it was very disheartening last week to sit around a table and to hear about the impact that not being able to be funded was going to have on the students in our community,” she said. “In my program alone, we serve 475 students out of a student population of 1,100 students. We offer over 22 afterschool clubs or before-school clubs. And we are enriched with bringing in community partners as well to be able to provide those experiences.” Advocates urged ISBE to seek additional funding through the General Assembly to prevent the programs whose grants are expiring from closing. But Matthews said the agency currently does not intend to do that. Instead, it is asking the federal government for permission to use pandemic relief funds to cover the amount that was over-allocated for next year. Fighting in Sudan between forces loyal to two top generals has put that nation at risk of collapse and could have consequences far beyond its borders. Both sides have tens of thousands of fighters, foreign backers, mineral riches and other resources that could insulate them from sanctions. It’s a recipe for the kind of prolonged conflict that has devastated other countries in the Middle East and Africa, from Lebanon and Syria to Libya and Ethiopia. The fighting, which began as Sudan attempted to transition to democracy, already has killed hundreds of people and left millions trapped in urban areas, sheltering from gunfire, explosions and looters. A look at what is happening and the impact it could have outside Sudan.
WHO IS FIGHTING?
Gen. Abdel Fattah Burhan, head of the armed forces, and Gen. Mohammed Hamdan Dagalo, the leader of a paramilitary group known as the Rapid Support Forces that grew out of Darfur’s notorious Janjaweed militias, are each seeking to seize control of Sudan. It comes two years after they jointly carried out a military coup and derailed a transition to democracy that had begun after protesters in 2019 helped force the ouster of longtime autocrat Omar al-Bashir. In recent months, negotiations were underway for a return to the democratic transition. The victor of the latest fighting is likely to be Sudan’s next president, with the loser facing exile, arrest or death. A long-running civil war or partition of the Arab and African country into rival fiefdoms are also possible. Alex De Waal, a Sudan expert at Tufts University, wrote in a memo to colleagues this week that the conflict should be seen as “the first round of a civil war.” “Unless it is swiftly ended, the conflict will become a multi-level game with regional and some international actors pursuing their interests, using money, arms supplies and possibly their own troops or proxies,” he wrote.
WHAT DOES THE FIGHING MEAN FOR SUDAN’S NEIGHBORS?
Sudan is Africa’s third-largest country by area and straddles the Nile River. It uneasily shares its waters with regional heavyweights Egypt and Ethiopia. Egypt relies on the Nile to support its population of over 100 million, and Ethiopia is
working on a massive upstream dam that has alarmed both Cairo and Khartoum. Egypt has close ties to Sudan’s military, which it sees as an ally against Ethiopia. Cairo has reached out to both sides in Sudan to press for a cease-fire but is unlikely to stand by if the military faces defeat. Sudan borders five additional countries: Libya, Chad, the Central African Republic, Eritrea and South Sudan, which seceded in 2011 and took 75% of Khartoum’s oil resources with it. Nearly all are mired in their own internal conflicts, with various rebel groups operating along the porous borders. “What happens in Sudan will not stay in Sudan,” said Alan Boswell of the International Crisis Group. “Chad and South Sudan look most immediately at risk of potential spillover. But the longer (the fighting) drags on the more likely it is we see major external intervention.”
WHAT EXTERNAL POWERS ARE INTERESTED IN SUDAN?
Arab Gulf countries have looked to the Horn of Africa in recent years as they have sought to project power across the region. The United Arab Emirates, a rising military power that has expanded its presence across the Middle East and East Africa, has close ties to the Rapid Support Forces, which sent thousands of fighters to aid the UAE and Saudi Arabia in their war against Iran-backed Houthi rebels in Yemen. Russia, meanwhile, has long harbored plans to build a naval base capable of hosting up to 300 troops and four ships in Port Sudan, on a crucial Red Sea trading route for energy shipments to Europe. The Wagner Group, a Russian mercenary outfit with close ties to the Kremlin, has made inroads across Africa in recent years and has been operating in Sudan since 2017. The United State and the European Union have imposed sanctions on two Wagner-linked gold mining firms in Sudan accused of smuggling.
WHAT ROLE DO WESTERN COUNTRIES PLAY?
Sudan became an international pariah when it hosted Osama bin Laden and other militants in the 1990s, when al-Bashir had empowered a hard-line Islamist government. Its isolation deepened over the conflict in the western Darfur region in the 2000s, when Sudanese forces and the Janjaweed were accused of carrying out atrocities while suppressing a local rebellion. The
International Criminal Court eventually charged al-Bashir with genocide. The U.S. removed Sudan from its list of state sponsors of terrorism after the government in Khartoum agreed to forge ties with Israel in 2020. But billions of dollars in loans and aid were put on hold after the 2021 military coup. That, along with the war in Ukraine and global inflation, sent the economy into free-fall.
CAN EXTERNAL POWERS DO ANYTHING TO STOP THE FIGHTING?
Sudan’s economic woes would seem to provide an opening for Western nations to use economic sanctions to pressure both sides to stand down. But in Sudan, as in other resource-rich African nations, armed groups have long enriched themselves through the shadowy trade in rare minerals and other natural resources. Dagalo, a one-time camel herder from Darfur, has vast livestock holdings and gold mining operations. He’s also believed to have been well-paid by Gulf countries for the RSF’s service in Yemen battling Iran-aligned rebels. The military controls much of the economy, and can also count on businessmen in Khartoum and along the banks of the Nile who grew rich during al-Bashir’s long rule and who view the RSF as crude warriors from the hinterlands. “Control over political funds will be no less decisive than the battlefield,” De Waal said. “(The military) will want to take control of gold mines and smuggling routes. The RSF will want to interrupt major transport arteries including the road from Port Sudan to Khartoum.” Meanwhile, the sheer number of would-be mediators — including the U.S., the U.N., the European Union, Egypt, Gulf countries, the African Union and the eight-nation eastern Africa bloc known as IGAD — could render any peace efforts more complicated than the war itself. “The external mediators risk becoming a traffic jam with no policeman,” De Waal said. ___ Associated Press writers Jon Gambrell in Dubai, United Arab Emirates, Rodney Muhumuza in Kampala, Uganda, and Joseph Krauss in Ottawa, Ontario, contributed.

Spending on health care for noncitizens adds to state budget pressures By Jerry Nowicki

SPRINGFIELD – The state estimates an expansion of state-sponsored health care to individuals who are ineligible for Medicaid based on their citizenship status is expected to cost $990 million in the upcoming fiscal year, far outpacing the original price tag cited when the measures became law. In 2020, Illinois made noncitizens aged 65 and older eligible for Medicaid-type coverage, becoming the first state to do so. The Health Benefits for Immigrant Seniors program is open to individuals whose income is below the federal poverty level. It’s a cost born entirely by the state because the individuals are not eligible for the Medicaid program that is split roughly 50-50 between the state and the federal government. The expansion was inserted into a late draft of what’s known as the budget implementation bill in the pandemic-shortened 2020 session. It was an initiative of the Illinois Legislative Latino Caucus and sponsored in the House by Rep. Delia Ramirez, D-Chicago, who has since moved on to the U.S. Congress. She and other advocates said providing health care, especially preventative care, to immigrant populations would be cheaper than making them dependent on emergency room visits. “You can pay taxes, you can do this, you can do that, you can be in this country for 25 years attempting to legalize, but you can’t get this basic health care, basic ability to stay alive, covered. If ever before, this pandemic has shown us how critical that is,” Ramirez was quoted in the Springfield State Journal-Register at the time. Ramirez pegged the program’s Fiscal Year 2021 cost at $2 million, according to the newspaper. The source of the initial estimate is unclear, although Gov. JB Pritzker’s administration said it had not prepared its own estimate before the program became law because it was a lawmaker-driven initiative. Republicans noted at a Thursday news conference that it was not thoroughly vetted in committee before being added to the budget. The actual cost of the program far exceeded that estimate, and the program exceeded its FY 2021 appropriation within the first month of implementation, according to a closed-door presentation by the Illinois Department of Healthcare and Family Services to lawmakers last month. The cost of care for the 65 and over age
group was nearly $188 million between March 2022 and February 2023, per that presentation. Since the program’s initial passage, lawmakers have expanded it twice, lowering the age limit to 55 in 2021 and 42 a year later. The expanded program is known as Health Benefits for Immigrant Adults.
Outpacing estimates
As the expansion was to be implemented in 2021, IDHFS brought in its own consultant to try to get a clearer picture of what it would cost. For the current fiscal year that concludes June 30, the actuarial firm Milliman estimated the total program costs would be about $222 million. But the actual cost for all three age groups was $410 million from March 2022 through February 2023, according to the department. Milliman’s estimates used American Community Survey data and “assumed… enrollees would not cost more than Medicaid enrollees,” the department noted in its presentation. But IDHFS noted actual program spending “reflects higher enrollee costs than the traditional Medicaid population due to more untreated chronic conditions and higher hospital costs.” While the presentation laid out higher-than-expected costs for the program, it also noted per-enrollee costs for those age 65 and older are stabilizing because enrolled individuals are getting chronic conditions under control. For all groups, initial costs were higher due to the number of long-untreated conditions now receiving care. Milliman also underestimated the number of enrollees in the immigrant community, a notoriously difficult population to track. Its estimate of 33,500 total enrollees was exceeded by more than 18,000 with four months to go in Fiscal Year 2023. The number is expected to grow to nearly 99,000 next fiscal year as enrollees in the 42-54 range continue to grow by about 10 percent each month. When the program’s expansion to the population aged 42-54 passed one year ago, Republicans noted in Senate floor debate that it was tacked onto a bill that had otherwise been agreed to by working group members of both parties. Milliman’s cost estimate of $68 million for the age 42-54 group was cited in floor debate, but thus far over $104 million in claims has been paid out. That number is expected to grow to $460 million in the upcoming fiscal year for that age group. All told, the estimated $990 million
price tag for the upcoming year represents a $768 million increase over the faulty initial current-year estimate. The Pritzker administration said IDHFS could cover about $300 million of the cost difference within its budget as proposed by the governor, while the rest would be subject to ongoing budget negotiations. Another Democrat-sponsored bill that remains in committee would add 19-41-year-olds to those covered under the Medicaid-style program. Milliman’s estimate projected that expansion would cost $280 million, but whether it ends up in the final budget remains to be negotiated.
Republicans call for pause
House Republicans called for a “pause” and “audit” on the existing program at a Statehouse news conference Thursday. “We haven’t seen the full magnitude of what the liability could be for this program,” Rep. Ryan Spain, R-Peoria, said at the news conference. “And you know, this is a large country where people are moving to different areas based on what benefits may be available to them. So we’re just scratching the surface of what could be our future unfunded liability in this area.” While Republicans have long criticized spending state funds on noncitizens, Democratic backers of the proposals note that individuals pay sales, income and other taxes as Illinois residents, even if they’re not U.S. citizens. The House GOP on Thursday said the program’s funding could be reallocated to other “drastically underfunded” programs and agencies, such as the Department of Children and Family Services and to cut down on wait lists for people most in need of substantial state care. “The $990 million could be used to support services to the developmentally disabled…to address the substantial workforce shortages within our nursing homes across the state,” Rep. Norine Hammond, R-Macomb, said. Sen. Omar Aquino, a Latino Caucus member and Democratic Caucus Chair in the Senate, responded to the GOP criticism saying the larger-than-expected enrollment in the program “only reflects a great need for health care options in underserved communities.” “As usual, some lawmakers on the other side of the aisle treated the needs of large communities as cold-hearted unfinished statistics to score political points,” Aquino said in a statement.
The Pritzker administration noted the higher-than-expected costs represent just another variable in budget negotiations, and it asserted its fiscal track record of credit upgrades, long-term savings and debt retirement. “To be clear, the only lawmakers with a proven record of balancing the budget and improving state finances are Gov. Pritzker and the Democratic supermajority in the General Assembly,” Pritzker spokesperson Jordan Abudayyeh said in a statement. “The governor just proposed another balanced budget that invests in education, health care, and communities.”
Other spending pressures
Along with the spending pressures outlined by Hammond Thursday, providers at community facilities serving developmentally disabled individuals are seeking a funding increase beyond what Pritzker has proposed, municipalities are seeking a roughly $250 million increase in state aid for the upcoming fiscal year, and some lawmakers are advocating for a permanent child tax credit. Various Republicans have called for decreasing or eliminating the estate tax, creating a child care tax credit, making permanent a sales tax exemption for groceries, exempting prescription drugs and medical devices from the state sales tax, doubling a senior income tax exemption and paying energy rebates to downstate utility customers. The long list of funding requests comes amid a backdrop of surging state revenues. The nonpartisan legislative Commission on Government Forecasting and Accountability in early March increased its revenue projection for the upcoming fiscal year to about $465 beyond what the governor had projected. But March saw the first year-overyear revenue decline of any month in the current fiscal year, and a recent report from the commission projects slow revenue growth over the next three years among increased spending pressures. April, however, is the most important month for revenue projections, as Illinoisans file their taxes and the scope of available funding becomes more clear. The April revenue update is due in early May. Pritzker’s office didn’t rule out any new spending measures or further expansion of health care to noncitizens but said the governor and lawmakers “will continue on the proven track of working together to ensure state spending does not exceed revenues.”

Shortly after its March 23 premiere, The Night Agent, was number six on Netflix’s list of most popular English-language TV shows, and by April 10, the series had over 73 million views (which Netflix defines as 605.62M total hours viewed since its premiere, divided by the season’s 8.19hour runtime). That’s impressive by any standards. But even better? The twisty thriller – based on Matthew Quirk’s novel of the same name – was adapted for TV by Rockford native Shawn Ryan. Ryan’s been making gripping TV series for a long time, and has produced series
including The Shield, The Unit, Lie to Me, Terriers, The Chicago Code, Last Resort, and S.W.A.T. More than a producer and show-runner, Ryan is a gifted writer. Pilot episodes are notoriously difficult to write, since they need to establish a lot of characters, set the tone of a show, and lay the groundwork for an entire season – and, with any luck, future seasons. Ryan achieved that, and more, in the first episode of The Night Agent. Every detail mattered, no matter how quickly it played out onscreen. It’s not only riveting, edge-of-your-seat storytelling, it’s also a textbook example of everything a great pilot episode should be.
And it all started with a killer logline: “Low-level FBI agent Peter Sutherland [Gabriel Basso] works in the basement of the White House manning a phone that never rings - until the night it does, propelling him into a conspiracy that leads all the way to the Oval Office.” I find it difficult to sit still long enough to binge watch many shows, but The Night Agent sucked me in so fast I blew through six episodes in one evening, stopping only to text my siblings that they really need to watch this show. My brother quickly responded, saying they’d already watched the entire 11-episode season, and enjoyed it. Basso and the rest of the cast – notably
Luciane Buchanon as Rose, Hong Chau as White House Chief of Staff Diane Farr, and Phoenix Raei and Eve Harlow as an entertainingly peculiar pair of assassins – are riveting as the cat-and-mouse mystery unfolds. You’ve got to love a show where the assassins are the only two characters who don’t have a reason to lie – especially since they’re planning to kill nearly everyone they encounter, anyway. Good news: Net f li x has already announced a second season of The Night Agent, and last week Ryan tweeted photos from the writers’ room where they’re already plotting out season two.

It’s tree planting time along the Rock River BY DRS. ROBERT & SONIA VOGL

Rock River region residents have finished planting the free trees distributed through the Rock River Trail Initiative (RRTI) as a means of celebrating Earth Day and Arbor Day. It is the 13th consecutive year of the project. The trees are donated by the One Million Trees program of the Living Lands and Waters Project organized by President Chad Pregracke assisted by Tammy Becker. The mission of the organization is to aid in the protection, preservation and restoration of the natural environment of the nation’s major rivers and their watersheds. The goal of the tree planting program is to re-establish native nut bearing hardwood trees along the Rock River corridor as they make excellent habitat and provide food for wildlife while upgrading the biodiversity of the ecosystem. The trees also help reduce erosion and improve air and water quality.
Over the years swamp white oak, red oak and burr oak were o�ered. This year hickory trees were also available. We were particularly pleased with the new o�ering as hickory nuts were a part of the Vogl family tradition of gathering the nuts in fall, storing them in the attic to dry and doing the tedious work of cracking them and making sure none of the shell pieces fell in with the nut meats as they were destined to be part of a hickory nut cake. Of course the squirrels got their share of nuts for winter food. The late Frank Schier, former owner of the Rock River Times, had shared his vision for a Rock River Trail System which we encouraged and with which we provided some assistance. Frank also arranged the cooperative program with Pregracke and for several years he delivered the trees personally to cooperating organizations along the Rock River Corridor. Later Steve Rypkema, retired director of the Ogle County Waste Management Department, volunteered to take over
coordinating the free tree distribution project involving the eleven counties bordering the Rock River. His e�orts are widely appreciated. The Rock River Trail Initiative includes numerous trails to explore along its corridor. Its National Water Trail covers 320 miles of the Rock River from its source above the Horicon Marsh in Wisconsin to the Mississippi at Rock Island. It was authorized as a National Water Trail by the National Park Service in 2013. In the same year the Wisconsin and Illinois state legislatures designated the Rock River Trail Scenic Historic Route on roads adjacent to the Rock River’s course in the two states. There is also a designated bike route. We and others living in or travelling through Ogle County appreciate the scenic vistas along the Rock River from Rockford to Dixon along Route 2. Just north of Oregon on the east side of the river is the Black Hawk Statue cast by Lorado Taft. We were faculty members
of NIU’s Taft Campus where the statue is situated. A particularly scenic vista allows a long look along the river for those willing to hike up to the overlook in Castle Rock State Park. Other interesting features can be seen along other parts of the corridor in both Illinois and Wisconsin. We particularly enjoy the drumlin trail in Jefferson County and the bird populations around the Horicon Marsh. Other trails are available to assist exploring the river corridor.
