Advocates renew push to tighten firearm laws aimed at protecting domestic violence victims

Groups also call for changes to state’s homicide reporting, cold case investigations

SPRINGFIELD – Advocates for stricter gun laws rallied at the state Capitol Tuesday for a measure aimed at protecting domestic violence victims and two other criminal justice reforms.

The bills are backed by organizations such as Moms Demand Action and One Aim Illinois among others.

“These policies support those communities most impacted by the gun violence crisis,” Yolanda Androzzo, One Aim Illinois program director, said at a rally Tuesday. “It’s an opportunity to ensure protection and justice for survivors of gun violence.”

A proposal dubbed Karina’s Bill, contained in House Bill 4469 and Senate Bill 2633, is a response to the 2023 shooting death of Karina Gonzalez and her daughter in Chicago. Gonzalez’s husband, Jose Alvarez, had an order of protection against him when he was alleged to have committed the murder last year.

The measure would clarify the process for victims who seek specific orders of protection under the state’s fi rearm remedy – one of 18 specific remedies that can accompany an order of protection. Individuals can petition the court for such a remedy, and the bill would amend the process for what happens when it is granted.

Karina’s Bill would require law enforcement to confiscate firearms when an emergency order of protection is granted with a fi rearm remedy. It would also require a judge to issue a search warrant in cases where the remedy is granted, provided the judge finds there is probable cause that the individual possesses a fi rearm and is a threat to the victim.

The proposal would also prohibit gun owners from transferring the firearms to another individual instead of surrendering them to law enforcement along with their Firearm Owner’s Identification, or FOID, card.

The bill also adds an “intimate partner” — such as present and past spouses, dating or engaged relationships — to the list of those who can petition for a firearm restraining order. Previously, only family

members and law enforcement o�cers could petition for such a remedy.

Both versions of the bill are still in committee.

“Gun violence is occurring way too often in our communities, in our schools, in our malls, everywhere,” bill sponsor Sen. Celina Villanueva, D-Chicago, said at Tuesday’s rally. “The reason why I’m championing Karina’s law is because I want to make sure that Karina and Daniela’s names never be forgotten. That what they went through never be forgotten.”

House Bill 4753, known as the Homicide Victims’ Families’ Rights Act, would allow people to petition law enforcement to review murder cases that have been unsolved for at least three years. O�cers who worked on the case previously would not be allowed to participate in the review.

The bill, sponsored by Rep. Kam Buckner, D-Chicago, passed out of a committee on a 13-2 vote on April 4 and is awaiting action in the House.

“These bills, these actions, these pieces of policies have come directly from you,” Buckner told rallygoers Tuesday. “And unfortunately, they’ve come from the pain that many of you have endured.”

Buckner is also the sponsor of House Bill 4754, which would amend the Uniform Crime Reporting Act. The bill would require law enforcement agencies to digitally publish statistics of homicides and nonfatal shootings including if the cases are cleared or closed, if an arrest was made, and if the case was submitted to their local state’s attorney’s o�ce.

“Without accurate homicide statistics we can’t create evidence-based solutions to our county’s gun violence problem,” Alicia Schemel, a volunteer with Moms Demand Action, said.

The bill cleared committee on a 10-5 vote earlier this month and is awaiting action in the House.

As a continuation of last week, rhubarb is one of the earliest spring vegetables in the Rockford area each year. This perennial plant produces annual stalks which you harvest and cook, not the green leaves. Because of its tart flavor, rhubarb tends to be cooked with sugar or another fruit.

For new rhubarb plantings, consider planting either crowns or divisions. You’ll find the crowns at home and garden centers and usually are a year old, getting you closer to maturity. These can easily be planted in your garden area with a small

harvest planned for 2025. Sometimes you find rhubarb seeds which should be avoided as it’s too late to start them indoors. The seeds set you back a year too. As many people have rhubarb in their backyard, you may be in luck taking a division of the crown from a neighbor or family member that has a well-established plant. This can not only be a good benefit for you to get a free plant but can provide additional vigor to that grower’s established rhubarb crown. While that sounds easy, it can take a lot of labor to do such. If you are to divide an established plant, this should happen after year 5 where you cut the crown in ½ to 1/3rds

using a shovel, digging out the parts you want and leaving behind the rest. You then would transplant soon after and harvest the following year. It should be stated that you should do this very soon due to the warming soil.

For established rhubarb plants, adding aged manure-compost can be a good spring practice around the crown. You may also consider adding a balanced fertilizer of 10-10-10 due to rhubarb being a heavy nutrient feeder.

Rhubarb plants will produce a seed stalk which sometimes shows up very early in your harvest period. Remove the seed stalk and continue your harvest.

When a seed stalk appears, it is sending energy away from the plant. You may have many seed stalks develop throughout the season.

Weekly harvest can be done on rhubarb by twisting the petioles, leaving behind a 1/3rd of the plant each week. Sometimes I also remove smaller stalks to allow for better air flow and bigger petioles to develop. Realistically, your rhubarb harvest should conclude around mid-June. By this time, you should have had a harvest of 6-8 weeks.

Grid reliability and vulnerability

As the push to transition to cleaner sources continues, so does the e�ort to expand the electrical grid to develop interconnected regional and national grid service.

Damage and destruction from storms adversely impacting grid integrity has always been a concern. A major loss of grid service caused by an ice storm brought down grid service from Quebec all the way to New York.

We were teaching in Canada on weekends during that time; some of our students were without grid electricity for a month. Some purchased generators to provide home electricity and were concerned that their units would be gone when they returned home since generators had been stolen in the area where they lived.

Although grid service in our area has been reliable, there is always the possibility that disruptions will occur. The current e�ort to increase the electrifica-

tion of our economy in heating, transportation, data processing and greenhouse production along with grid expansion increase the potential vulnerability of losing grid service. Whether through weather storms, solar storms, cyber attacks or warfare, major disruptions in grid service remain a possibility.

Journalist John Helmer recently described the Ukraine war as an electric war. He quotes a NATO veteran and expert in applying electrical engineering to war regarding the impact of Russia’s intensified attacks on components of electrical service in Ukraine. With the loss of control of the airspace above Ukraine they lost the ability to block Russian attacks from drones and missiles.

While the states bordering the Ukraine have doubled the amount of electricity they ship to them since the war began, they are not able to quickly increase their shipments. Being without electricity for an extended period of time could collapse a modern economy.

While Israel reported that they were able to block the majority of the drone and

missile attack from Iran, Helmer believes Iran might have demonstrated its ability to penetrate the Israeli defensive system.

Ongoing e�orts exist in the United States to harden grid service. At our small summer cottage, it involved increasing the number of routes for sending electricity to our local area. It also included burying the power lines to the cottages to reduce their vulnerability. But if we installed a grid connected solar system with an inverter to disconnect from grid service, we could have electrical service while the sun was shining

If the power remains out for an extended period of time simple equipment can provide some comfort. Flashlights, a battery powered radio, propane stove, water, food and a sleeping bag could keep a person comfortable for a few days. We spent an entire summer living in a tent in a state park with such supplies while we were students working on advanced degrees. We did have access to water and bathroom facilities at the campsite and at school.

At our current year-round home if we

lost grid service we could move to the small outbuilding upgraded with DC solar, insulation and a wood stove. Life would be similar to what it was like for many people during the 1930s Depression. Additionally, some neighbors claim that grid service did not arrive in this rural area until the 1950s.

For a large region, the long term loss of grid service would place a major strain on the economy. Our large-scale complex society is increasingly dependent on existing service providers including private and governmental units. In turn their response is dependent on the degree to which their energy services have focused on making such systems resilient.

The focus on e�ciency as “just in time delivery” of parts through global networks has left our society with few spare parts and personnel to quickly respond to longer term emergencies. Resilience is essential to sustainable living as is the ability to secure peaceful solutions.

Local election workers fear threats to their safety as November nears. One group is trying to help

TRAVERSE CITY, Mich. (AP) — The group gathered inside the conference room, mostly women, fell silent as the audio recording began to play.

The male voice, clearly agitated, railed against what he thought had been fraud that cost former President Donald Trump reelection four years ago.

“You’re gonna pay for it,” said the man, filling his message with expletives and suggesting his target’s throat be slashed with a knife. “We will … take you out. Your family, your life.”

The call had been directed at one of their own, a city clerk who had overseen elections in 2020 in her suburban Detroit community. The former clerk, Tina Barton, played the recording of the call she had received to an audience that included several dozen local election clerks and a few law enforcement officials who had gathered recently inside an office building conference room in northern Michigan.

“I want you to understand this voicemail is the same type of thing that we’re seeing across the country, and it can find you anywhere you are — small community, large community, Michigan, Arizona. It can find you,” said Barton, who was overseeing elections in Rochester Hills when she received the voicemail a week after the 2020 presidential election.

The recent gathering in Traverse City, a picturesque community on the shores of Lake Michigan in a county that has twice voted for Trump, was part of a national effort to train local election workers on how they can respond to threats and work with law enforcement to counter them.

As the nation barrels toward another highly charged presidential election, the threats to election offices that have been an alarming consequence of Trump’s false claims about his 2020 loss loom as a perilous wildcard for the thousands of local government workers who will oversee the indispensable infrastructure of the nation’s democracy this fall. The constant threats and harassment have contributed to an exodus of election officials across the country.

Barton left her job in Rochester Hills shortly after the 2020 election and later became part of the newly formed

Committee for Safe and Secure Elections.

Since joining, she has given nearly 100 presentations throughout the country.

Earlier this month, The Associated Press was granted rare access inside the committee’s training session in Traverse City and allowed to observe the scenarios election workers are likely to face this year and the discussions about how they and law enforcement can prepare for them.

“None of these scenarios are sensational. They are all things that have already happened in some way, shape or form across the country,” Barton tells the group. “To say, ‘Oh, that could never happen.’ These things are already happening.”

Barton’s partner in the training is Justin Smith, the former sheriff in Larimer County, Colorado, who signed up after retiring last year and hearing directly from local election officials about the onslaught of threats they have faced since 2020.

During the training, Smith often speaks directly to the police officers and sheriff’s deputies in the room, explaining the role they play in elections and how the environment has changed since 2020. In past years, election officials were likely to deal with issues on their own, such as protesters or unruly citizens looking to promote their candidates at polling places.

“It’s not that simple anymore,” Smith tells the group. “We need to be at the table and be part of the solution.”

To election officials, he explains how law enforcement has historically sought to keep its distance from anything to do with elections, mindful of First Amendment concerns and not wanting to interfere with anyone’s right to vote.

Barton guides the election officials through various scenarios and encourages them to think through their responses, when it makes sense to alert law enforcement and when to consider releasing information to the public.

“I know there’s been some, maybe disgruntlement across the country from some election officials that feel that they haven’t gotten the response from law enforcement that they thought law enforcement should give,” Barton tells the election officials. “So these conver-

sations help us understand what they can actually do in those scenarios and what they can’t do.”

She said election offices might deal with everything from threatening emails and phone calls to an AI-generated robocall sent to poll workers telling them to stay home on Election Day. One of the scenarios Barton presents to the group mirrors events that unfolded in the days immediately after elections last fall, when local election offices in a handful of states received letters in the mail that contained fentanyl, a highly potent synthetic opioid.

Michigan Secretary of State Jocelyn Benson, whose office helped sponsor and coordinate the Traverse City training, said it’s imperative for law enforcement and election officials to work together to ensure a smooth election in November.

Benson said her office has been providing grants to election offices to help them boost security. The federal government also is engaged in the effort. The U.S. Cybersecurity and Infrastructure Security Agency will assess the physical security of local election offices and has written guidance for workers on how to de-escalate tense situations.

Michael D. Shea, the sheriff in Grand Traverse County, said he was surprised at how vulnerable election officials can be because of the requirements associated with their job. He said it was understandable to have some concerns about elections, particularly with the use of technology in parts of the voting process, but said he trusted experts and his local election officials.

“The goal is a safe, secure, fair election,” said Shea, who attended the training. “And we intend to make that happen.”

With homelessness on the rise, the Supreme Court will weigh bans on sleeping outdoors

WASHINGTON (AP) — The Supreme Court will consider Monday whether banning homeless people from sleeping outside when shelter space is lacking amounts to cruel and unusual punishment.

The case is considered the most significant to come before the high court in decades on homelessness, which has reached record levels in the United States.

In California and other Western states, courts have ruled that it’s unconstitutional to fine and arrest people sleeping in homeless encampments if shelter space

is lacking.

A cross-section of Democratic and Republican o�cials contend that makes it di�cult for them to manage encampments, which can have dangerous and unsanitary living conditions.

But hundreds of advocacy groups argue that allowing cities to punish people who need a place to sleep will criminalize homelessness and ultimately make the crisis worse as the cost of housing increases.

Dozens of demonstrators gathered outside the court Monday morning with silver thermal blankets and signs like “housing not handcu�s.”

The Justice Department has also weighed in. It argues people shouldn’t be punished just for sleeping outside, but only if there’s a determination they truly have nowhere else to go.

The case comes from the rural Oregon town of Grants Pass, which started fining people $295 for sleeping outside to manage homeless encampments that sprung up in the city’s public parks as the cost of housing escalated.

The measure was largely struck down by the San Francisco-based 9th Circuit Court of Appeals, which also found in 2018 that such bans violated the Eighth

Amendment by punishing people for something they don’t have control over.

The 9th Circuit oversees nine Western states, including California, which is home to about one-third of the nation’s homeless population.

The case comes after homelessness in the United States grew a dramatic 12%, to its highest reported level as soaring rents and a decline in coronavirus pandemic assistance combined to put housing out of reach for more Americans, according to federal data.

The court is expected to decide the case by the end of June.

The 815 Outside partner organizations have teamed up for a Sunset Soiree to wrap up the 815 Outside program. Guided Hikes will leave from the Indian Springs shelter house at 5:15 p.m. and 6:15 p.m., and Big Jon’s Dogs N’ More food truck will be on site offering delicious food (including vegan and gluten free options) throughout the event. The Rockford Public Library and Ernie’s Midtown Pub have teamed up put on monthly movie nights at the J.R. Sullivan Theatre inside the Nordlof Center. April’s film classic celebrates the famous Rockford Peaches. A League of Their Own will be playing at 7:15 p.m. Admission is $7 and popcorn is free.
