Illinois grapples with the future of nuclear power
Lawmakers consider loosening restrictions as environmentalists seek an end to state’s atomic age
By Andrew Adams Capitol News Illinois aadams@capitolnewsillinois.comCHICAGO – A measure allowing the construction of new commercial nuclear power plants has bipartisan, bicameral support in the state legislature as the body considers its next steps in meeting carbonfree energy goals while maintaining grid reliability.
Its advocates say the measure would open the door for the use of smaller nuclear reactors to serve as a carbon-free power source when the wind doesn’t blow on turbines and the sun doesn’t shine on solar plants.
While proponents are hopeful, the technology behind nuclear power’s potential resurgence hasn’t yet been deployed for power generation anywhere in the United States. A few examples of small next generation reactors exist across the world, but in the U.S. only one of these smaller nuclear reactor designs has been approved by regulators.
Illinois has the potential to be a hub for research into these types of reactors. A team at the University of Illinois is in the process of building a research reactor that would be the first new licensed reactor of any kind in Illinois in decades, pending federal regulatory approval.

The nuclear industry is all for this push. Representatives of Constellation Energy, the state’s nuclear power company, have said they support any legislation to make it easier to build nuclear reactors. The Nuclear Energy Institute, a nationwide nuclear trade group, estimates that new nuclear could save consumers billions of dollars on energy bills.
But some environmentalists and anti-nuclear advocates say allowing new nuclear technologies represents a fundamental risk to the future of the carbon-free movement and the state’s environment.
Nuclear’s role in ‘decarbonization’
In 2021, Gov. JB Pritzker signed the Climate and Equitable Jobs Act, or CEJA, a landmark bill that, among other things, requires all electric power generation to have zero greenhouse gas emissions by 2045.
Nuclear power has been divisive among those pushing to eliminate greenhouse gas
emissions in the energy sector. For some it’s a reliable carbon-free alternative to coal and natural gas. For others it’s a dangerous diversion of money away from renewable resources.
Sen. Sue Rezin, R-Morris, introduced a bill that would lift the state’s moratorium on nuclear reactor construction. Rezin said new nuclear reactor designs could alleviate some problems that will come with more reliance on wind and solar power.
“Three other states around the country have lifted their bans as well because they recognize nuclear – not large nuclear but the advanced nuclear reactors – are a potential answer to the reliability and resiliency problem within their energy portfolio,” Rezin said in a committee hearing.
As it stands now, most of Illinois’ electricity production in 2022 came from its nuclear fleet, according to data from the U.S. Energy Information Administration.
The increased prevalence of electric vehicles and the movement toward electric-powered heating and cooling systems – known as electrification – also poses significant challenges to energy providers.
The independent grid operators that serve the state – PJM Interconnection in northern Illinois and Midcontinent Independent System Operator (MISO) for the rest of the state – have identified the need for new power generation due to electrification.
PJM’s most recent load forecast predicts a 21.9 percent increase in their net load over the next 15 years. In a 2021 report, MISO predicted that their system (which covers parts of 15 states) will need drastic amounts of new energy generation over the next 20 years to meet the increased demand from electrification.
Nuclear advocates say that relying solely on renewable energy to meet this demand would be prohibitively expensive. A report commissioned by the Nuclear Energy Institute estimated that aggressive deployment of new nuclear power generation could save customers $449 billion between now and 2050 if the nation meets its carbon-free energy goals.
“Including lots of new nuclear will help make this transition more affordable,” Marcus Nichol, a representative of the Nuclear Energy Institute, told the Senate Energy and Public Utilities committee earlier this month.
Nuclear power’s position as a low-emission method for generating power is well documented. The United Nations Intergovernmental Panel on Climate
Change found that nuclear power generates fewer greenhouse gas emissions over its lifetime than most forms of power generation, including solar power.
Two of the state’s major environmental advocacy groups, the Illinois Environmental Council and the Illinois Chapter of the Sierra Club, oppose lifting the moratorium on nuclear power plant construction.
“We believe that nuclear is not clean energy,” said Jack Darin, the director of the Illinois Chapter of the Sierra Club. “Its full life cycle has very serious impacts.”
After nuclear fuel is used, it continues to emit potentially hazardous radiation for tens of thousands of years. Eventually, this spent fuel should be moved to a long-term disposal facility, although no such facility has ever been designated or built in the U.S. This means waste is often kept on-site at nuclear facilities in pools or in steel cannisters designed to block radiation.
Grundy County has the nation’s only de facto permanent disposal site, and it has been at capacity since 1989. With nowhere to dispose of spent fuel, waste management continues to be an open question for the nuclear industry and the NRC.
Darin also pushed back on some of the concerns about electrification, pointing out that advancements in energy efficiency could reduce the overall load on the electric grid.
“The ideal path for our nuclear fleet is a steady reduction of our reliance on it,” Darin said.
Others who advocate for decarbonizing the energy grid have a positive view of nuclear power. Alan Medsker is a longtime nuclear energy advocate and has worked on campaigns including the Campaign for a Green Nuclear Deal and Generation Atomic.
“We will need to consider existing and new nuclear reactor designs in addition to the other clean energy sources available to us to reach our clean energy goals,” Medsker told lawmakers at a committee hearing on March 9.
A new regulatory landscape?
To facilitate this potential nuclear renaissance, lawmakers are considering two effectively identical proposals to end a moratorium on nuclear plant construction that has been in effect since 1987. The temporary ban was put in place pending the federal government’s designation of a long-term disposal site for nuclear waste.

World on ‘thin ice’ as UN climate report gives stark warning
By Seth Borenstein and Frank Jordans Associated PressBERLIN (AP) — Humanity still has a chance, close to the last, to prevent the worst of climate change ‘s future harms, a top United Nations panel of scientists said Monday.
But doing so requires quickly slashing nearly two-thirds of carbon pollution by 2035, the Intergovernmental Panel on Climate Change said. The United Nations chief said it more bluntly, calling for an end to new fossil fuel exploration and for rich countries to quit coal, oil and gas by 2040.
“Humanity is on thin ice — and that ice is melting fast,” United Nations SecretaryGeneral Antonio Guterres said. “Our world needs climate action on all fronts — everything, everywhere, all at once.”
Stepping up his pleas for action on fossil fuels, Guterres called for rich countries to accelerate their target for achieving net zero emissions to as early as 2040, and developing nations to aim for 2050 — about a decade earlier than most current targets. He also called for them to stop using coal by 2030 and 2040, respectively, and ensure carbon-free electricity generation in the developed world by 2035, meaning no gas-fired power plants either.
That date is key because nations soon have to come up with goals for pollution reduction by 2035, according to the Paris climate agreement. After contentious debate, the U.N. science report approved Sunday concluded that to stay under the warming limit set in Paris the world needs to cut 60% of its greenhouse gas emissions by 2035, compared with 2019, adding a new target not previously mentioned in six previous reports issued since 2018.
“The choices and actions implemented in this decade will have impacts for thousands of years,” the report, said calling climate change “a threat to human well-being and planetary health.”
“We are not on the right track but it’s not too late,’’ said report co-author and water scientist Aditi Mukherji. “Our intention is really a message of hope, and not that of doomsday.’’
With the world only a few tenths of a degree away from the globally accepted goal of limiting warming to 1.5 degrees Celsius (2.7 degrees Fahrenheit) since pre-industrial times, scientists stressed a sense of urgency. The goal was adopted as part of the 2015 Paris climate agreement and the world has already warmed 1.1 degrees Celsius (2 degrees Fahrenheit).
This is likely the last warning the Nobel Peace Prize-winning collection of scientists will be able to make about


the 1.5 mark because their next set of reports may well come after Earth has either breached the mark or is locked into exceeding it soon, several scientists, including report authors, told The Associated Press.

After 1.5 degrees “the risks are starting to pile on,” said report co-author Francis X. Johnson, a climate, land and policy scientist at the Stockholm Environment Institute. The report mentions “tipping points” around that temperature of species extinction, including coral reefs, irreversible melting of ice sheets and sea level rise on the order of several meters (several yards).
“1.5 is a critical critical limit, particularly for small islands and mountain (communities) which depend on glaciers,” said Mukherji, who’s also the climate change impact platform director at the research institute CGIAR.
“The window is closing if emissions are not reduced as quickly as possible,” Johnson said in an interview. “Scientists are rather alarmed.”
Many scientists, including at least three co-authors, said hitting 1.5 degrees is inevitable.

“We are pretty much locked into 1.5,” said report co-author Malte Meinshausen, a climate scientist at the University of Melbourne in Australia. “There’s very little way we will be able to avoid crossing 1.5 C sometime in the 2030s “ but the big issue is whether the temperature keeps rising from there or stabilizes.
Guterres insisted “the 1.5-degree limit is achievable.” Science panel chief Hoesung Lee said so far the world is far off course.
“This report confirms that if the current trends, current patterns of consumption and production continues, then ... the global average 1.5 degrees temperature increase will be seen sometime in this decade,” Lee said.
Scientists emphasize that the world, civilization or humanity won’t end suddenly if and when Earth passes the 1.5 degree mark. Mukherji said “it’s not as if it’s a cliff that we all fall off.” But an earlier IPCC report detailed how the harms –from Arctic sea ice absent summers to even nastier extreme weather – are much worse beyond 1.5 degrees of warming.
“It is certainly prudent to be planning for a future that’s warmer than 1.5 degrees,” said IPCC report review editor Steven Rose, an economist at the Electric Power Research Institute in the United States.
If the world continues to use all the fossil fuel-powered infrastructure either existing now or proposed Earth will warm
at least 2 degrees Celsius since pre-industrial times, the report said.
Because the report is based on data from a few years ago, the calculations about fossil fuel projects already in the pipeline do not include the increase in coal and natural gas use after Russia’s invasion of Ukraine. It comes a week after the Biden Administration in the United States approved the huge Willow oil-drilling project in Alaska, which could produce up to 180,000 barrels of oil a day.

The report and the underlying discussions also touch on the disparity between rich nations, which caused much of the problem because carbon dioxide emissions from industrialization stay in the air for more than a century, and poorer countries that get hit harder by extreme weather. Residents of poorer climate vulnerable nations are “up to 15 times more likely to die in floods, droughts and storms,” Lee said.
If the world is to achieve its climate goals, poorer countries need a threeto-six times increase in financial help to adapt to a warmer world and switch to non-polluting energy, Lee said. Countries have made financial pledges and promises of a damage compensation fund.
The report offers hope if action is taken, using the word “opportunity” nine times in a 27-page summary. Though opportunity is overshadowed by 94 uses of the word “risk.”
“The pace and scale of what has been done so far and current plans are insufficient to tackle climate change,” IPCC chief Lee said. “We are walking when we should be sprinting.”
Lee said the panel doesn’t tell countries what to do to limit worse warming, adding “it’s up to each government to find the best solution.”
Activists also found grains of hope in the reports.

“The findings of these reports can make us feel disheartened about the slow pace of emissions reductions, the limited transition to renewable energy and the growing, daily impact of the climate crisis on children,” said youth climate activist Vanessa Nakate, a goodwill ambassador for UNICEF. “But those children need us to read this report and take action, not lose hope.”
Peter Thorne, a researcher at the National University of Ireland in Maynooth and one of the report’s authors, said the responsibility for action rests with everyone.
“The reality is we at all levels — governments, communities, individuals — have made climate change somebody else’s problem,” he said. “We have to stop that.”
Higher cancer rates found in military pilots, ground crews
By Tara Copp Associated PressWASHINGTON (AP) — A Pentagon study has found high rates of cancer among military pilots and for the first time has shown that ground crews who fuel, maintain and launch those aircraft are also getting sick.
The data had long been sought by retired military aviators who have raised alarms for years about the number of air and ground crew members they knew who had cancer. They were told that earlier military studies had found they were not at greater risk than the general U.S. population.
In its yearlong study of almost 900,000 service members who flew on or worked on military aircraft between 1992 and 2017, the Pentagon found that air crew members had an 87% higher rate of melanoma and a 39% higher rate of thyroid cancer, while men had a 16% higher rate of prostate cancer and women a 16% higher rate of breast cancer. Overall, the air crews had a 24% higher rate of cancer of all types.
The study showed ground crews had a 19% higher rate of brain and nervous system cancers, a 15% higher rate of thyroid cancer and a 9% higher rate of kidney or renal cancers, while women had a 7% higher rate of breast cancer. The overall rate for cancers of all types was 3% higher.
There was some good news reported as well. Both ground and air crews had far lower rates of lung cancer, and air
crews also had lower rates of bladder and colon cancers.
The data compared the service members with the general U.S. population after adjusting for age, sex and race.
The Pentagon said the new study was one of the largest and most comprehensive to date. An earlier study had looked at just Air Force pilots and had found some higher rates of cancer, while this one looked across all services and at both air and ground crews. Even with the wider approach, the Pentagon cautioned that the actual number of cancer cases was likely to be even higher because of gaps in the data, which it said it would work to remedy.
The study “proves that it’s well past time for leaders and policy makers to move from skepticism to belief and active assistance,” said retired Air Force Col. Vince Alcazar, a member of the Red River Valley Fighter Pilots Association, which had lobbied the Pentagon and Congress for help. Alcazar serves on the association’s medical issues committee.
The study was required by Congress in the 2021 defense bill. Now, because higher rates were found, the Pentagon must conduct an even bigger review to try to understand why the crews are getting sick.
Isolating potential causes is difficult, and the Pentagon was careful to note that this study “does not imply that military service in air crew or ground crew occupations causes cancer, because there are multiple potential confounding

factors that could not be controlled for in this analysis,” such as family histories, smoking or alcohol use.
But aviation crews have long asked for the Pentagon to look closely at some of the environmental factors they are exposed to, such as jet fuels and solvents used to clean and maintain jet parts, sensors and their power sources in aircraft nose cones, and the massive radar systems on the decks of the ships they land on.
When Navy Capt. Jim Seaman would come home from a deployment aboard an aircraft carrier, his gear would reek of jet fuel, his widow Betty Seaman said. The A-6 Intruder pilot died in 2018 at age 61 of lung cancer. Betty Seaman still has his gear stored and it still smells of fuel, “which I love,” she said.
She and others wonder if there’s a link. She said crews would talk about how even the ship’s water systems would smell of fuel.
She said she and others have mixed feelings about finally seeing in data what they have suspected for years about the aviation cancers. But “it has the potential to do a lot of good as far as early communication, early detection,” she said.
The study found that when crew members were diagnosed with cancer, they were more likely to survive than members of the general population, which the study suggested was because they were diagnosed earlier due to regular required medical checkups and were more likely to be in better health because of their military fitness requirements.
The Pentagon acknowledged that the study had gaps that likely led to an undercount of cancer cases.
The military heath system database used in the study did not have reliable cancer data until 1990, so it may not have included pilots who flew early-generation jets in the prior decades.
The study also did not include cancer data from the Department of Veterans Affairs or state cancer registries, which means it did not capture cases from former crew members who got sick after leaving the military medical system.
“It is important to note that study results may have differed had additional older former service members been included,” it said.
To remedy that, the Pentagon is now going to pull data from those registries to add to the total count, the study said.
The second phase of the study will try to isolate causes. The 2021 bill requires the Defense Department not only to identify “the carcinogenic toxicants or hazardous materials associated with military flight operations,” but also determine the type of aircraft and locations where diagnosed crews served.
After her husband got sick, Betty Seaman asked him if he would have chosen differently, knowing his service might be linked to his cancer.
“I flat-out asked Jim. And he, without hesitation, said, ‘I would have still done it.’”

One bill, House Bill 1079, was introduced by Rep. Mark Walker, D-Arlington Heights, and passed out of committee on Feb. 28 on a 18-3 vote. The second, Senate Bill 76, was introduced by Rezin and passed out of committee on March 9 by a 15-1 vote.
Speaking to his colleagues on the House Energy and Environment Committee, Walker called his proposal “a simple bill with large consequences.”
The bills are part of a nationwide conversation and competition among states to become the next center for nuclear power.
“Some of the states that do not have moratoriums, or those that have recently released their moratoriums such as Wisconsin, are aggressively attracting these new high-tech venture investments,” Rizwan Uddin, the head of the nuclear engineering department at the University of Illinois, told lawmakers. “Despite its long history with nuclear power and its current technical base, Illinois is not even considered an option state due to its moratorium.”
This competition, and the interest in allowing new nuclear construction in Illinois, is being driven by new designs for nuclear reactors that are both physically smaller and that can be deployed at smaller scales.
Small modular reactors, or SMRs, operate at smaller scales than traditional reactors and are prefabricated. While a traditional reactor might produce thousands of megawatts of energy, a small modular reactor would produce a few hundred megawatts of energy or less, depending on its design.
“We’re seeing advancements for nuclear reactor designs that open the doors for industry and business,” Walker told the House committee. “Development of modular and microreactors could power factories, data centers and other industrial facilities that we’ve been working hard to bring here.”
The U.S. Nuclear Regulatory Commission, or NRC, approved the first of these smaller reactor designs for power generation, a 50 MW concept from NuScale Power, on Jan. 19 of this year. NuScale has active projects where it hopes to eventually implement its new design in Idaho, Wisconsin and Missouri.
Relatively few reactors throughout the world are based on the latest generation of designs, although Russia and China both have active SMRs that were deployed in the past three years.
No commercial SMRs are online in the U.S., meaning their long-term economic benefits (or unforeseen costs) are yet to be seen.
Illinois’ nuclear power stations are all owned by Constellation Energy. The company has no public plans to develop new nuclear reactors in the state, although they support ending the moratorium on nuclear construction.
“Constellation fully supports legislative and policy solutions that eliminate barriers to maintaining and expanding nuclear’s role in delivering reliability, affordability and energy security,” David Snyder, a
spokesperson for the company, said in an email to Capitol News Illinois.
Constellation does have an interest in the proliferation of small modular reactors, as it has a partnership with Rolls-Royce to operate a fleet of reactors in the United Kingdom.
Some in the field of nuclear safety aren’t yet convinced about this new generation of designs.
Edwin Lyman is a physicist and director of nuclear power safety with the Union of Concerned Scientists. While he and the UCS took no position on lifting the state moratorium, he likened lifting the policy to “opening Pandora’s box.”
“We have extensively reviewed the safety claims for a range of new nuclear technologies that have been proposed and found that in general they offer few safety benefits compared to current technologies, and in some cases may pose even greater risks from accidents, terrorist attacks or extreme weather events made more probable by climate change,” Lyman said in written testimony to the Senate Energy and Public Utilities Committee.
In a follow-up interview, Lyman said construction moratoriums are one of the few ways states can regulate nuclear safety.
David Kraft is the head of the Nuclear Energy Information Service, an anti-nuclear advocacy group. He said that ending the moratorium could result in the state becoming the dumping ground for spent nuclear fuel.
“This puts a safety and security burden on the state that it didn’t sign up for,” Kraft said.
Kraft said he is particularly worried about ending the moratorium because of lawmakers’ interest in new nuclear models, like microreactors and small modular reactors. He cited the fact that some designs for smaller reactors don’t have safety features required for traditional reactors, like containment buildings.
Illinois as a key state for nuclear research
Beyond the question of regulation, there is the broader matter of Illinois’ position as a place for research and development within the nuclear industry.
Illinois has, historically, been closely tied to nuclear research and nuclear power. The first human-made, self-sustaining fission reaction took place at the University of Chicago in a reactor that its creator, Enrico Fermi, called “a crude pile of black bricks and wooden timbers.”
Despite this, Illinois has no NRC-licensed research reactors active right now.
The University of Illinois is currently working on licensing and building a microreactor much more advanced than Fermi’s, which would be the first of its kind in the U.S. It’s a project that could serve as a case study both for the technology of the next generation of nuclear reactors and the public’s perception of them.
The research reactor is meant to train and educate future nuclear engineers as well as demonstrate the feasibility of using this type of reactor in a power generation
grid or industrial setting.
“For advanced nuclear to reach its full potential, we need to demonstrate how these things are deployed,” said Caleb Brooks, an associate professor at U of I’s Nuclear, Plasma and Radiological Engineering Department and head of the microreactor project.
The project is in its pre-application phase with the NRC, meaning that it is filing plans with the regulatory body ahead of its formal application. They hope to be operational by early 2028. The state-level moratorium on nuclear construction does not apply to research reactors, a distinct class of reactors licensed by the NRC.
The project will also demonstrate several technologies that its designers say will ensure safety.
The reactor will be built by Ultra Safe Nuclear Corp. and will use a new design for fuel pellets – fully ceramic microencapsulated fuel, which its manufacturer markets as “meltdown-proof.” Pieces of uranium the size of a grain of sand are wrapped in a hair’s-width thick layer of silicon carbide and densely packed in a pellet that is coated in a much thicker layer of silicon carbide. This should contain the potentially harmful byproducts of the fission reaction.
Potential accidents should also be easier to manage. Smaller reactors, like the one proposed for U of I, will have a level of excess power that can theoretically be dissipated by the material containing the reactor. This is a shift away from the reliance that traditional nuclear reactors have on active, staff-controlled emergency systems like the kind that failed in the 2011 Fukushima disaster.
The microreactor project is also a preview for how the public might react to having smaller reactors closer to population centers. Several residents have publicly voiced opposition, citing safety concerns.
“Those who live, work, and go to school in the Champaign-Urbana-UIUC-Savoy metropolitan area should band together to stop this misguided UIUC nuclear project,” emeritus U of I professor Bruce Hannon wrote in a piece penned for a ChampaignUrbana community magazine.
A complex relationship
Illinois has the most nuclear power reactors of any state, a distinction it was at risk of losing in 2016 and 2021, when Exelon, the then-owner of all the state’s nuclear plants, threatened to close stations for economic reasons. Constellation was created in 2022 when Exelon spun out its nuclear power generation assets into an independent company which now controls the state’s nuclear fleet.
In both 2016 and 2021, the state offered Exelon hundreds of millions of dollars in incentives to keep plants open.
In 2016, after Exelon announced its intention to close its Clinton and Quad Cities power plants, the state legislature passed a law that authorized $235 million in annual ratepayer subsidies over 10 years as part of the “zero-emission standard” program.
In 2020, Exelon announced that it intended to shut down its Dresden and
Byron nuclear plants, citing “revenue shortfalls in the hundreds of millions of dollars.” Just over a year later, within weeks of the plants planned closure, Illinois lawmakers struck a deal as part of CEJA to allow $694 million in ratepayer subsidies over five years to keep the plants open.
In a news release after CEJA’s passage, Exelon noted that the law kept Dresden, Byron, Braidwood and LaSalle open through its carbon mitigation credit program. At the time, Exelon CEO Christopher Crane said that the state paying to keep the plants open would help “build a clean-energy economy that works for everyone.”
Now, Constellation appears to be further acknowledging this practice as part of its core business strategy.
In its year-end report to the Securities and Exchange Commission, the company said that “we plan to file applications to extend the licenses of our nuclear fleet to 80 years for the units that receive continued support under federal or state policies or a combination of both.”
That strategy, in conjunction with Constellation’s broader business approach, has literally paid dividends.
“Our strong financial position allows us to return exceptional value to shareholders by doubling our dividend and authorizing a $1 billion share repurchase program,” said Constellation CEO Joseph Dominguez in a news release when the filing was announced.
He further noted that the company has $2 billion in unallocated capital.
Constellation announced in October that it’s applying to extend the life of its Dresden and Clinton plants for 20 more years. If the application is approved, Clinton could operate until 2047 and Dresden could operate until 2051.
Elsewhere in Illinois’ fleet, Constellation announced it will spend $800 million to increase the output of the Braidwood and Byron plants by approximately 135 megawatts, which the company said would be enough to power roughly 100,000 homes each year.
“The units today are in better shape than the day they were commissioned, so we could go a lot longer,” Constellation CEO Joseph Dominguez said at an Aspen Ideas Conference session on March 8.
Nuclear critics have taken issue with the relationship the state has with its nuclear energy provider.
“For decades, the only way you could get renewables built in Illinois was if Exelon got something in exchange. Now it’s gonna be Constellation,” Kraft said. “They’ll come back in a few years for more bailouts. They’ll be complaining even if the small modulars come online because the market is lowering the prices. They’ll come up with excuses.”

Getting soil ready for spring

One of the fi rst pieces of advice is to get a soil test. This is especially important if you are planting any perennial plants like fruit trees and brambles. Because these plants will come back season after season, it is important to know what the soil pH is which can limit the productivity of your plants by making soil nutrients unavailable. In addition, it is very hard
to modify a soil pH once your plants have been planted.
Established gardens would benefit with an addition of compost. Compost can feed soil microbes as the soil warms up which will then be active and ready to help your plants get the soil nutrients they need once they are planted. Most soil problems like compaction and water infi ltration can be addressed with an addition of compost. You want your compost to come into contact with the soil and usually this will mean turning it into the soil. Most composts are very similar in overall quality. If you are growing perennial plants with an established wood mulch, consider pulling the mulch back, adding

Earth and their pledge to work toward preserving its health and restoring its beauty and cleanliness. We will demonstrate to each other our solidarity as the world’s family who all have a stake in our shared home.
Millions of people in over 190 countries will observe Earth Hour. Cities will participate by turning o� all non-essential lights. The Ei�el Tower, the Acropolis,
compost, and returning the mulch layer.
Raised beds can be established before planting. You can build your beds 4-6 weeks before planting. Many home and garden centers will sometimes have a raised bed soil mix (sand, compost, organic matter) that is really designed for raised beds to ensure proper drainage. You may also find bagged mixtures too. An established raised bed would also benefit with an addition of compost.
If making new vegetable beds this year, you want to try to reduce your tillage, avoid compaction, keep weeds from germinating, and add compost to the soil. One method that is used often is a double-dig method. While it requires
labor, it can be a way to quickly create a growing area without a tiller. There are many guides online that can explain these steps. If using a tiller, you want to focus on those 0-6 inches. Once the bed is tilled, you should come back with compost and rake into the soil.
As you can see, whether established for years or a new growing area in 2023, our best recommended practice is to add compost before the season begins. With this step, your plants should be ready to grow.

You will be part of a rolling blackout across the Earth that can be viewed from space. Several years ago, a well-meaning friend sent us another photo of Earth from space. It showed the brilliantly illuminated populated areas. His comment was “This is awesome!” How much more awesome to view all of Earth’s lights extinguished for an hour - a voluntary blackout by all of Earth’s people pledging dedication to saving our precious planet. Although turning lights o� for only one of the 8,760 hours of the year is a symbolic gesture, it reveals “an unprecedented mandate for global change.”
The World Wildlife Fund said: “When we make changes in our own lives and, when we share that with others, we also inspire the people around us to change — and we help grow a movement that businesses and governments can’t ignore.”
The celebration, founded by the WWF and others, began in 2007 in Sydney, Australia, as a demonstration of unity to remind us “that together, each one of us [using our individual voices and actions to stop climate change] can make a di�erence on this global issue.” Since
then, it has become the largest voluntary environmental event in the world.

Turning o� the lights, while a symbolic act, can have positive benefits for those who participate. Experiencing an hour of natural darkness will also allow people to enjoy the wonder and beauty of the night, stargazing, lighting candles, reading books or sitting near the fi replace. The International Dark Sky Society suggests that people report how many stars they see in the constellations the Little Dipper and Orion that night as opposed to the rest of the year. Earth Hour will also allow people to reconnect with each other without the intrusion of electronic diversions. Earth overshoot is a related day, noting when Earth’s people use an entire year’s worth of resources that should have lasted the entire year. This year, it’s expected to fall on July 27. What would happen if we continued our Earth Hour beliefs, actions and dedication so that Earth Overshoot Day will no longer exist?
Plan to turn o� your lights on that symbolic hour in March. Encourage your neighbors to do the same. Then, look out at your entire neighborhood symbolically darken. Spend an hour in the natural dark of night, considering and planning what you can do.

Faith leaders volunteer at Northern Illinois Food Bank’s Rockford Market

Nearly a dozen faith leaders from across the greater Rockford area gathered on March 1st for a volunteer food pack and sort shift at Northern Illinois Food Bank’s Northwest Center in Rockford – which is home to the Winnebago Community Market.
Faith leaders who attended the event represent; City First Church, Mt. Olive Lutheran Church Rockford, Trinity Lutheran Church Mt. Morris, Caledonia Congregational Church Caledonia, First Presbyterian Church Winnebago, Brooke Road United Methodist Church. After the event, faith leaders helped raise awareness throughout their communities about the need for volunteers at the Rockford Winnebago Community Market.
“Volunteers spent the morning bagging cereal cups donated by General Mills. In total, the group packed 1,470 lbs. of cereal which is 1,225 meals for neighbors,” says Crystal Belmonte, Winnebago Community Market Program Specialist, Northern Illinois Food Bank.
Last year, Northern Illinois Food Bank provided 8.8 million meals to neighbors in Winnebago County. Due to the recent emergency SNAP benefit reduction, inflation, and the rising cost of food and gas, the Food Bank is experiencing more neighbors seeking food assistance.
“Volunteers are critical to the Food Bank’s day-to-day operations. We are incredibly thankful for the faith leader’s help packing cereal boxes and raising awareness about the issue of food insecurity in Winnebago County,” said Courtney Oakes, Senior Program Manager, Northern Illinois Food Bank.

Each year, more than 50 homemade rafts float down the heart of Rockford from the Auburn Street bridge to Prairie Street Brewing Company for an afternoon of fun, resulting in significant donations raised to benefit local organizations.
Event details for the fifth annual Rock River Anything That Floats Race (RRATFR) returning to the Rockford region Sunday, August 20, 2023 (rain date is Sunday, August 27) from 11:00 a.m. to 4:00 p.m. can be found at the website: rraftr.com. The organizing board leads the race with the help of many individuals in the community, volunteers and sponsors.
The RRATFR has helped to raise donations to support local efforts for the Fourth of July celebration, Rockford Ski Broncs, Rock River Trail Initiative and other area non-profits and charities. In the four previous years, the event was widely attended and collectively generated $20,000+ in proceeds to benefit these charities.
New to this year’s race is the “Release the Quackin’” where participants can launch a rubber duck toward a target in the middle of the Rock River for a chance to win prizes. Also announced were plans to keep the hulled and DIY raft categories with first, second, and third prizes for speed as well
