State commission says IL underfunds public universities by $1.4B

A state commission created in 2021 has issued a new report calculating that public universities in Illinois are underfunded by approximately $1.4 billion.

The Commission on Equitable Public University Funding is made up of 34 members, including legislators, representatives from public universities, and members of advocacy organizations.

It found that dedicating an added $100 million to $135 million annually to public universities would allow the state to bridge the funding gap in 10-15 years.

The commission’s co-chair, Sen. Kimberly Lightford, D-Westchester, was among several of its members to outline its findings at a Capitol news conference Wednesday.

“When institutions are underfunded, they are unable to provide the necessary resources and support to all students,” Lightford said. “This perpetrates a cycle of inequalities, where those from affluent backgrounds have access to better education, and subsequently better opportunities, while others are left behind.”

Without state funding the financial burden has fallen on students. Ralph Martire, the executive director at the left-leaning Center for Tax and Budget Accountability, said the amount of operational funding covered by the state has

decreased from 72 percent covered in 2002 to 35 percent in 2021.

Martire said that as the cost to students goes up, college becomes less accessible. Lack of access to higher education perpetuates systemic issues such as income inequality.

“We are making higher ed more unaffordable for everyone in Illinois generally,” Martire, who served on the commission, said. “But in particular, for low-income families and families that have been marginalized for decades.”

Higher education has seen increased funding under the Pritzker administration, notably for the Monetary Award Program, or MAP grants. In the current fiscal year, the state allocated over $700 million in MAP funding, up from about $401 million when Pritzker took office in 2019. The state’s total higher education budget is just over $2.5 billion in the current fiscal year.

Commission co-chair Rep. Carol Ammons, D-Urbana, said that while investments including MAP have helped students and universities, more needs to be done.

“For decades, the state has used a system that largely provides resources based on the negotiations that happen across the board,” Ammons said. “But all institutions are not the same.”

Janice Jackson, CEO of Hope Chicago, said in an interview that the commission looked at student needs as well the support and funding that first generation, low-income, and minority students may need “not only

to get in college, but more importantly to persist and complete college.”

The commission has been working to develop a formula to bridge the gap in funding. By setting targets for each university and subtracting their established resources, the commission calculated the gap in funding for each public university. Public universities, including all sources of available funding, are currently at 68.5 percent funding adequacy collectively.

“The single most important driver of student success and of equity in higher education is in our control. We can control what we invest and how we invest it,” Robin Steans, a commission member and president of the education advocacy group Advance Illinois, said. “And you may be wondering, why haven’t we done that before? And part of it is we didn’t have a roadmap. We do now.”

The commission looked at funding models from five states including Tennessee and California as well as Illinois’ K-12 Evidence-Based Funding model. The commission decided to base the higher education formula on the K-12 model.

“This may sound familiar, by the way, because this is what we did in K-12, to remarkable success to national acclaim,” Steans said. “It’s more complicated to do it in higher education.”

The K-12 model sets an individual funding adequacy target for each district and calls for an added $350 million in state funding each year. The bulk of that money is directed to districts that are furthest from the adequacy target.

The commission laid out three possible time frames for bringing districts closer to funding adequacy.

In the first, if the state increased funding by $135 million annually, or 12 percent, all public universities would be fully funded in 10 years. If the state invested $100 million more annually, a 9 percent annual increase, all institutions would be fully funded in 15 years.

If the state committed a 5 percent funding increase – or about $60 million each year – the statewide target would increase from 68.5 percent to 79 percent, according to the report.

Gov. JB Pritzker’s budget proposal for the upcoming fiscal year 2025 would increase public university funding by about $24.6 million.

A joint production by The Associated Press and PBS “Frontline,” the documentary “20 Days in Mariupol” has been met with critical acclaim and an audience award at the Sundance Film Festival. Exhaustion, dwindling reserves and a commander who disappeared: How Ukraine lost Avdiivka to Russia

Ukraine (AP) — One Ukrainian brigade had defended the same block of industrial buildings for months without a break. Another had been in Avdiivka for nearly the entire two years of the war, bone-tired but with no replacements to relieve them.

Ammunition was low, and the Russians conducted dozens of airstrikes every day, using “glide bombs” to obliterate even fortified positions.

Russian soldiers came in waves: First lightly armed grunts, to force the Ukrainian defenders to spend precious bullets, followed by well-trained soldiers. Sometimes groups of Russians popped out of tunnels in front of them and opened fire.

As morale plummeted, a battalion commander — in charge of hundreds of men — vanished under murky circumstances, according to law enforcement documents seen by The Associated Press. One of the soldiers with him was found dead. The commander and another soldier with them have not been seen since.

Within a week, Ukraine had lost Avdiivka, the city in the Donetsk region that it had been defending since long before Russia’s full-scale invasion. Nearly surrounded and vastly outnumbered, the Ukrainians made the decision to withdraw and avoid the same kind of deadly siege soldiers experienced in the port city of Mariupol’s Azovstal steel mill, where thousands were taken captive or killed.

The Associated Press interviewed 10 Ukrainian soldiers to reconstruct how dwindling ammunition, overwhelming Russian numbers and military mismanagement led to the worst Ukrainian defeat in a year. The same problems pose risks for Ukraine’s near future.

“We weren’t so much physically exhausted as psychologically, being chained to that place,” said Viktor Biliak, an infantryman with the 110th Brigade who had been in the area since March 2022.

His unit was on the southern outskirts of Avdiivka, in a position called Zenith. Normally the men would dig fortifications, but Biliak said there were constant Russian attacks, and no energy or equipment beyond hand shovels.

A soldier named Oleh arrived in mid-October with the 47th Brigade. Ill-trained Russian infantry, wearing new uniforms and marching in rows, made easy targets, he said. The Ukrainian equipment worked and ammunition supplies were enough to return fire.

But by the end of November, during a major Russian assault, the Ukrainians realized something had changed: The skies filled with glide bombs, unguided Soviet-era weapons retrofitted with a navigational targeting system, as well as motion-sensing explosive drones that could enter buildings and hunt down personnel.

With ammunition stocks running low, the Ukrainians fought back with whatever caliber of ammunition was left in the warehouses. For every shell they fired, the Russians fired eight or nine, the men said.

“The longer it went, the more we got this stew of shells for all kinds of weapons,” Oleh said.

Among the Ukrainian soldiers, the idea of defeat took seed.

Hundreds of Ukrainian forces withdrew to Avdiivka’s coke plant after repeated Russian onslaughts last fall. The Sovietera factory, a warren of alleys, railways and tunnels, was a near-perfect defensive position.

But as the new year began, even the coke plant felt vulnerable.

Ukrainian brigades try to rotate men out of direct front-line positions after a matter of days or a week at most. And brigades with long-term engagements are supposed to be pulled back and reinforced to allow them to replace people lost to death or injury, rest their nerves and resupply.

That didn’t happen in Avdiivka.

As officials in Kyiv argued over the delicate question of expanding the draft, many of the soldiers in the east felt abandoned by Western allies who no longer sent weapons, by their high command, and by fellow Ukrainians.

In addition to endless frontal assaults, Russian soldiers started popping up, opening fire on the Ukrainians before disappearing.

“They just kept throwing themselves at the coke plant, leaving piles of their corpses there. Mountains of bodies and heaps of smashed equipment,” said Maksym, a soldier in the Presidential

Brigade.

But the Russians had a seemingly limitless supply of men and ammunition. The Ukrainian men saw their options narrowing.

With the constant pressure and the lack of foreign help, there was talk of retreat, Oleh said. “Their constant assaults exhausted us.”

The 3rd Assault Brigade arrived early in the second week of February, with orders to head to the coke plant. By the time the seasoned Ukrainian fighters got there, Russian troops had nearly closed a wide pincer around it.

On Feb. 8, Ukrainian President Volodymyr Zelenskyy fired Ukraine’s military chief, Gen. Valerii Zaluzhnyi. It was the biggest shake-up of the military since the start of the war.

The next day just outside Avdiivka, officers fighting to save the town gathered in a command post a few kilometers (miles) from the coke plant. There was a heated discussion and the commander and two soldiers got into a car. What happened next is unclear, at a time when emotions were running high and Russian saboteurs were appearing behind the Ukrainian lines.

Authorities don’t believe the missing officer had classified information or military hardware on him when he disappeared with the two others. One of the soldiers was found dead nearby of gunshot wounds. The commander and

the other man vanished.

The AP is not naming the men to avoid endangering anyone who might be prisoner.

On Feb. 15, Biliak received the order for a nighttime retreat for the 110th Brigade from his point on the southern flank of Avdiivka. He had been at the same intersection for just under two years.

“It would have been joyful if it had happened earlier. We were always ready to drop everything and flee from there because we had known for a long time that the end was coming,” Biliak said. “But then we already knew it was too late, and it was out of desperation.”

The 3rd Assault Brigade received the command to retreat from the coke plant the next day.

On Feb. 17, Russia claimed control of Avdiivka and its coke plant.

Ukraine’s new military chief, Col. Gen Oleksandr Syrskyi released a statement Feb. 29 emphasizing the importance of experienced and decisive commanders and noting that an inspection of Donetsk had revealed “certain miscalculations in mastering the situation and assessing the enemy.”

Last week, I talked about the basics of vegetable seed starting. This week, I continue that discussion but focus on your equipment needs. Your equipment for seed starting will include seed starting mix, light source, and well-draining containers. From this basic list, you may add a heat mat, soil thermometer, and room temperature thermometer.

One of the main reasons that many growers struggle with seed starting is the light source. Your seeds need 14-16 hours of continuous light. A sunny window right now will not provide enough light for these 6-8 weeks of growing your transplants. Further, it will lead to plants that are leggy as they are growing and trying

to reach a far away light source. Lights in the ceiling of a room will not provide enough light either. For the most part, the light source needs to be 3-4 inches away from the tallest plant you are growing. There are two common lights used for seed starting, fluorescent and LED. Fluorescent lights tend to be more a�ordable and produce very little heat. T5 is the most common and more energy e�cient than T12 or T18. Sometimes fluorescents need to be replaced every other year. The newer seed starting lights are LED. They are becoming more popular and a�ordable though can sometimes be expensive compared to the fluorescent lights. Most LEDs will provide red-blue light pigments which will appear purple.

As you consider how many lights bulbs

you might need, much will be based on your container. A flat, which is a plastic tray that has a number of di�erent container slots, may need more than one light depending on how big the bulb is. If you need more than one light, you’ll notice your plants growing inward toward the light.

Many di�erent containers can be used. From those that are designed for plants to recycling of food containers, you want to select containers that will easily provide enough space and depth for the type of vegetable you are growing. They should also provide good drainage. If you have started your seedlings beyond 6-8 weeks, you may need to pick a much bigger container or plan to transplant into a larger one.

Seed starting mixes can be found near the seed starting equipment at the store. They usually contain peat, vermiculite, and wood products. Most have very low NPK but enough for those weeks as the goal is not to fertilize your plants in these containers. It is recommended to make your mixture in a separate container before adding to your containers. The consistency of this mix with added water should be like a wrung out sponge. You also want to ensure the growing media is settled in the container.

Last week, a friend invited us to visit him and his family in the McHenry County area. It has been decades since we travelled there. We formerly taught in that suburban area, were involved with McHenry County Community College’s environmental and energy events and consulted with the Chicago outdoor education program which used YMCA camp facilities.

We were shocked at how much the area had developed since we had last taught there. Former farm fields and woodlands have been replaced with housing and the many related services characteristic of suburbia. Economic growth marches on. The extent of growth makes it easy to understand why there have been e�orts to ban single family homes in some places. In the US, being able to purchase a single family home has long been a mark of economic success.

A few years ago, some farmers were increasingly alarmed at the loss of farmland to development as were existing taxpayers whose taxes were raised to cover the increased costs associated with providing services to accommodate the new homes and their occupants. James Kuntsler called building suburban homes and their related services as a major misallocation of investment due to the resource consumption in building them and continuing to service them. One of his books, The Long Emergency, described the potential impacts of declining energy resources on all aspects of our economy.

We have focused on energy issues in our writings but other environmental problems are inherent in the path of economic growth pursued following World War II. Adverse consequences of current patterns of economic growth include deterioration of water and soil, chemical contamination, biodiversity losses, altered biological cycles and climate change among many. Widespread

human impacts on the environment have led some scientists to refer to this time as the Anthropocene, a new geologic age.

We have focused on energy as it is considered to be the master resource driving economic and population growth which exploded since the end of WWII. Wars are often fought over controlling resources. Ironically, massive amounts of resources including energy and people are expended fighting them. Once again we hear talk of the possibility of using nuclear weapons which would dramatically intensify adverse global environmental and human impacts.

We remain focused on local possibilities to pursue less energy intensive lifestyles which can provide individuals and communities with lower energy costs and increased energy security and local job opportunities. Existing state and national incentives will help make local energy transitions. On the national level there is interest in reducing our vulnerability to disruptions in global

supply chains and building national supply chains to enhance our country’s ability to transition to cleaner sources. However, incentives can be changed if state and national policies change so it often pays to use incentives when they are available.

Much of the e�ort to transition to cleaner energy sources focuses on replacing existing technologies which are major contributors to environmental deterioration with cleaner energy sources which have fewer adverse environmental impacts. Social changes are also needed to reduce energy demand. Such changes can occur within families, in friendship networks and at community levels. Successful community e�orts rely on social skills and a willingness of people to work together. It requires a mindset change from a narrow focus on individual success which can be based on the notion that greed is good to a focus on our shared need for a healthy environment to sustain us.

Project Location: 411 Mulberry Street, Rockford, IL 61101

Propose: The proposed project is the historic renovation & adaptive reuse of the Lafayette Hotel into 54 units of affordable housing. The adaptive reuse of the historic Lafayette Hotel will consist of a complete interior remodel of all units and much of the common space. The completed project will include all new MEP/HVAC equipment and supporting infrastructure, roof, and tuck pointing, historic window replacement as needed, and wall, trim, and floor finishes will be restored. All 54 units will include new demising walls, kitchens and baths appointed with modern cabinetry, counters, fixtures, and appliances. All units will be wired for cable TV and in-

ternet. All improvements will follow all requirements of the Historic Tax Credit preservation process.

Total Estimated Cost: The estimated total project cost is $17,612,723. In addition to the $2,374,000 IHDA HOME Loan, the proposed project will be funded with a Merchants Perm Loan, AHP Sponsor Loan, Rockford HOME, Merchants 4% LIHTC, and Merchants Housing Tax Credits.

Mitigation Measures and Conditions: The average radon level for the zip code is 5.2 pCi/L. The action level is 4.0 pCi/L. Therefore, a passive radon system will need to be installed. Please include in architectural plans and drawings. The system will need to be tested prior to occupancy. If the level comes in at or above 4.0 pCi/L than an active system will need to be installed.

FINDING OF NO SIGNIFICANT IMPACT

The Authority has determined that the above project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at IHDA Multifamily Financing Department, 111 E. Wacker Dr., Suite 1000, Chicago, IL 60601. Lance Michael Sims, 54, of Rockford, Illinois, passed away on January 26, 2024. Born in Princeton, Illinois, on August 6, 1969, Lance was a cherished member of his community and a beacon of generosity to all who knew him. He was a man whose outgoing nature was matched only by the size of his heart, and his smile was a source of light and comfort in the lives of his family and friends.

Lance was a graduate of Princeton High School, Class of 1988, and carried throughout his life with a love for dance, an appreciation for the narratives of “Star Trek,” and a talent for crochet that turned a simple yarn into a work of art. He leaves behind a loving family: his mother, Marie Sims, and Gerald Freeman; his sisters, Lisa Sims and Sally Voice, and her husband Tony Wright; his brothers, Ambrose Sims, Jacob Sims and his wife Sania, and Phillip Sims and his wife Abigail. Lance was preceded in death by his brother Jeremiah and his maternal grandmother Gabrielle E Cote, whom he loved dearly.

A celebration of life will be at the Office Tap in downtown Rockford on Saturday May 4th from noon till 3pm, all are welcome. Family and friends are invited to gather in remembrance of a life lived with unbounded enthusiasm and unwavering kindness.

Lance’s legacy is one of love, laughter, and selflessness – a legacy that will endure in the memories of those he touched. His absence will be deeply felt, but the joy he brought to this world will remain as a guiding light to all who were fortunate enough to have known him.

The Shamrock Beer Run is a St. Patrick’s Day themed 5K and Brewfest. Runners can dress to impress in their best green outfit. The fun run course has beer stops from local craft brewers and an indoors post race party to get out of potential cold weather. Last year had 650 registered participants. The race costs $60 per person. All registered participants get a souvenir beer glass, 31 ounces craft beer, a Shamrock Beer Run T-shirt and an event medal for completing the course. This event is exclusively for those aged 21 and over, and the fun kicks off at noon and runs until 3 p.m.
