SPRINGFIELD – Illinois House Democrats announced the formation of a cannabis working group Thursday that will aim to steer the burgeoning industry’s expansion in a business-friendly way while still satisfying the equity goals of the landmark 2019 legalization law.
The group is led by Rep. La Shawn Ford, D-Chicago, who has sponsored numerous cannabis-related bills and is an outspoken advocate for racial equity.
The working group’s main priority, according to Ford, is to make sure individuals who have invested in the newly-created industry are successful. A part of that is to address the disproportionate impact the war on drugs had on communities of color, particularly when it comes to cannabis-related arrests.
According to the ACLU, Black people in Illinois were 7.5 times more likely than white people to be arrested for cannabis-related offenses prior to the state’s decriminalization of the drug in 2016.
The same law that legalized recreational cannabis use in 2019 also made individuals previously charged with minor cannabis offenses eligible to have their records expunged. At the end of 2020, Gov. Pritzker announced 492,129 cannabis-related convictions had been expunged and 9,219 low-level cannabis convictions had been pardoned.
The recreational cannabis law was also designed to give “social equity” applicants – or those whose ownership consists of minorities, people with drug convictions or individuals hailing from disproportionately impacted areas –easier access to new dispensary licenses.
“Our goal was to make sure that those communities that were hardest hit by the war on drugs actually were able to benefit from this industry by having the ability to open up in those communities and hire people from those communities,” Ford said in an interview.
Ford was the sponsor of House Bill 1443 in the previous General Assembly,
a measure that created 110 additional “social equity” dispensary licenses beyond the initial 75 created by the original legalization law.
Over 30 cannabis-related bills have already been filed in the current General Assembly which began in January, addressing areas including licensing, distribution of cannabis tax revenue and the expungement of past offenses. The working group will comb through these measures to more effectively address the industry’s most pertinent issues.
Illinois recorded a record-high $1.5 billion of recreational cannabis sales in Fiscal Year 2022, generating about $445 million in tax revenue. Under law, 25 percent of the taxes collected from recreational cannabis sales are to go to economically distressed communities or those impacted by the war on drugs. In Fiscal Year 2022, about $115 million in tax revenue went to the state’s General Revenue Fund.
Beyond an equity focus, Ford said the working group will also aim to make state policy more accommodating to the industry from a business perspective.
“We have to make sure that we legislate with the industry because they are the investors,” Ford said. “If we could empower the businesses, it’s going to mean more revenue, and we’re going to realize what we intended for the [cannabis legalization] law to do. And that is increase employment, develop communities, reduce crime in the state.”
Ford is joined on the working group by Assistant Majority Leader Marcus Evans, D-Chicago; Assistant Majority Leader Barbara Hernandez, D-Aurora; Assistant Majority Leader Bob Rita, D-Blue Island; Rep. Jennifer GongGershowitz, D-Glenview; Rep. Sonya Harper, D-Chicago; and Rep. Bob Morgan, D-Deerfield.
They’ll work with other lawmakers, state agencies, businesses and associations that work directly with the cannabis industry.
One of the involved organizations is the Cannabis Business Association of Illinois, a statewide trade association for cannabis businesses.
The association’s legislative priorities include re-implementing curbside pickup and drive-thru services after
pandemic-era measures expired, decoupling Illinois’ cannabis tax code from the federal tax code, and extending the right to work in the medical cannabis industry for those who have previous cannabis-related convictions.
“Currently, the recreational statute allows individuals with previous drug convictions to gain access to the cannabis industry,” Pamela Althoff, executive director at the Cannabis Business Association of Illinois, said in an interview. “That is prohibited in the compassionate and medical statute. We’d like to see both of them mirrored.”
The Cannabis Equity Illinois Coalition, a grassroots nonprofit that advocates for cannabis-related reform, has their own priorities for the legislative session, including expanding support for the craft grow industry, creating a singular cannabis oversight commission to streamline cannabis programs, and creating licenses for clubs and lounges so people other than homeowners are able to legally consume cannabis.
“The goal is moving away from having 13-plus state agencies who are not talking to each other,” Peter Contos, deputy director of the coalition, said in an interview. “We need one cannabis body who just does all the work, similar to what the state did with the liquor commission.”
Evans and Ford have both introduced bills – House Bills 1436 and 1498 – to create a cannabis oversight commission. Contos said the coalition is currently trying to work with both lawmakers to reach an agreement on the legislation.
Contos added they’re excited to be involved with the working group because it shows there’s a concerted effort to continue cannabis-related reforms.
“We have a long way to go in Illinois to get back to the goals we set a few years ago when we legalized [cannabis] but this is definitely the first step we need to take,” Contos said.

GENEVA (AP) — Russia’s full-scale invasion of Ukraine has triggered “the most massive violations of human rights” in the world today, the head of the United Nations said Monday, as the war pushed into its second year with no end in sight and tens of thousands dead.
The Russian invasion “has unleashed widespread death, destruction and displacement,” U.N. Secretary-General António Guterres said in a speech to the U.N.-backed Human Rights Council in Geneva.
After failing to capture Kyiv in the opening weeks of the invasion on Feb. 24 last year and suffering a series of humiliating setbacks during the fall, Russia has stabilized the front and is concentrating its efforts on capturing four provinces that Moscow illegally annexed in September — Donetsk, Kherson, Luhansk, and Zaporizhzhia. Ukraine, meanwhile, hopes to use battle tanks and other new weapons pledged by the West to launch new counteroffensives and reclaim more of the occupied territory.
Guterres said “attacks on civilians and civilian infrastructure have caused many casualties and terrible suffering.”
The intense fighting for territory in eastern Ukraine was in sharp focus Sunday at a Ukrainian field hospital treating wounded from the intense battle for the city of Bakhmut, which is devastated. A constant flow of battered and exhausted soldiers came in on stretchers.
Anatoliy, the chief of the medical service, said his team treats dozens of soldiers every day and barely has time to eat.
“My medics work practically non-stop. Before the full-scale invasion we had 50-60 wounded in a nine-month rotation, and now sometimes we have more (than that) in one day,” he told The Associated Press. He provided only one name for security reasons.
Guterres’ remarks came as the Ukrainian military said that Russia launched attacks with exploding drones on several regions of the country from late Sunday until Monday morning, killing two people.
Meanwhile, Belarusian opposition activists claimed a military air base outside Belarusia’s capital that hosts Russian warplanes came under attack Sunday by Belarusian guerrillas.

channel run by the activists, and several other online resources operated by the Belarusian opposition, said an A-50 early warning and control aircraft was seriously damaged in the attack at the Machulishchy base near Minsk.
The activists provided no evidence to support the claims, which couldn’t be independently verified. Belarusian and Russian officials made no comment, but Belarusia’s President Alexander Lukashenko urged top military and security officials on Monday to tighten discipline.
Russia used the territory of its ally Belarus to invade Ukraine a year ago. Belarus continues to host Russian troops, warplanes and other weapons.
Guterres, in his Geneva speech, cited cases of sexual violence, enforced disappearances, arbitrary detention and violations of the rights of prisoners of war documented by the U.N. human rights office.
He decried how the Universal Declaration of Human Rights, now 75 years old, has been “too often misused and abused.”
“It is exploited for political gain and it is ignored, often, by the very same people,” Guterres said. “Some governments chip away at it. Others use a wrecking ball.”
“This is a moment to stand on the right side of history,” he told the council, the U.N.’s top human rights body. Russia withdrew from its seat last year amid a surge in international pressure over the war in Ukraine.
Dozens of high-level envoys at the Geneva meeting — many from Western countries — lashed out at Russia over its conduct of the war. At the simultaneous Conference on Disarmament, another U.N.-backed body, delegates criticized Putin’s decision to suspend Russia’s participation in the New START agreement with the United States, the last nuclear arms control agreement between Moscow and Washington.
Russia was not represented at the council, and its top envoy to the session wasn’t expected to speak until Thursday.
Russian officials have shown little sign they may be reconsidering their attack on their neighbor, however.
Kremlin spokesman Dmitry Peskov said Monday: “We aren’t seeing any conditions for a peaceful settlement now.”
Dmitry Medvedev, the deputy head of Russia’s Security Council that is chaired by President Vladimir Putin, went a step
further, once again raising the specter of nuclear war and a nightmare outcome to Europe’s biggest and deadliest conflict since World War II.
He chided the U.S. and its allies for providing Ukraine with military and other support to help push back the Kremlin’s forces. Their longer-term aim, he claimed, is to break up Russia.
Putin has also framed the war in those terms, saying it’s an existential risk to Russia.
In the Sunday-Monday attacks, Ukraine’s General Staff said Kyiv’s forces shot down 11 out of 14 Iranian-made Shahed drones.
Ukraine’s presidential office said Monday that at least two civilians were killed and nine others wounded by Russian attacks over the previous 24 hours.
It said intense fighting has continued around Bakhmut, Avdiivka and Vuhledar in the Donetsk region, which have come under relentless Russian shelling.
Ukrainian military analyst Oleh Zhdanov said the Russian offensive aimed at securing control of eastern Ukraine has effectively become bogged down while losing “huge numbers of weapons and ammunition.”
Zhdanov said the Ukrainian military, in turn, is building up forces for a future counteroffensive in the south while pummeling Russian positions and depots there.
“Ukraine has significantly intensified the shelling of Russian positions in the south, destroying roads and depots, which is an important condition for the success of a future counteroffensive,” he said.
In other developments, the Russian military claimed its forces struck an electronic intelligence center near Brovary, just east of Kyiv.
Russia’s Defense Ministry also said that Russian forces struck a special operations center of the Ukrainian armed forces near the western city of Khmelnytskyi.
The ministry didn’t say when the strikes were launched, and its claim couldn’t be independently verified.

ATLANTA (AP) — As the 2024 campaign season begins, political players are looking in the mirror and deciding whether they see an American president staring back.
It was no different for Jimmy Carter in the early 1970s. And it took meeting several presidential candidates and then encouragement from an esteemed elder statesman before the young governor of Georgia, who had never met a president himself, saw himself as something bigger.
He announced his White House bid on Dec. 12, 1974, amid fallout from the Vietnam War and President Richard Nixon’s resignation. Then he leveraged his unknown — and politically untainted — status to become the 39th president. That whirlwind path has been a model, explicit and otherwise, for would-be contenders ever since.
“Jimmy Carter’s example absolutely created a 50-year window of people saying, ‘Why not me?’” said Steve Schale, who worked on President Barack Obama’s campaigns and is a longtime supporter of President Joe Biden.
Carter’s climb is getting new attention as the 98-year-old receives end-of-life care at home in Plains, Georgia.
David Axelrod, who helped engineer Obama’s four-year ascent from state senator to the Oval Office, said Carter’s model is about more than how his grassroots strategy turned the Iowa caucuses and New Hampshire primary into his springboard.
“There was a moral stain on the country, and this was a guy of deep faith,” Axelrod said. “He seemed like a fresh start, and I think he understood that he could offer something different that might be able to meet the moment.”
Donna Brazile, who managed Democrat Al Gore’s 2000 presidential campaign, got her start on Carter’s two national campaigns. “In 1976, it was just Jimmy Carter’s time,” she said.
Of course, the seeds of his presidential run sprouted even before Nixon won a second term and certainly before his resignation in August 1974.
In Carter’s telling, he did not run for governor in 1966 — he lost — or in 1970 thinking about Washington. Even when announced his presidential bid, neither he nor those closest to him were completely confident.
“President of what?” his mother, Lillian, replied when he told her his plans.
But soon after he became governor in 1971, Carter’s team envisioned him as a national player. They were encouraged in part by the May 31 Time magazine cover depicting Carter alongside the headline “Dixie Whistles a Different Tune.” Inside, a flattering profile framed Carter as a model “New South” governor.
In October 1971, Carter ally Dr. Peter Bourne, an Atlanta physician who would become U.S. drug czar, sent his politician friend an unsolicited memo outlining how he could be elected president. On Oct. 17, a wider circle of advisers sat with Carter at the Governor’s Mansion to discuss it. Carter, then 47, wore blue jeans and a T-shirt, according to biographer Jonathan Alter.
The team, including Carter’s wife Rosalynn, now 95, began considering the idea seriously.
“We never used the word ‘president,’” Carter recalled upon his 90th birthday, “but just referred to ‘national office.’”
Carter invited high-profile Democrats — Washington players who were running or considering running in 1972 — to one-on-one meetings at the mansion. He would later jump at the chance to lead the Democratic National Committee’s national campaign. The position allowed him to travel the country helping candidates up and down the ballot.
He was among the Southern governors who angled to be McGovern’s running mate in 1972. Alter said Carter was never seriously considered.
Still, Carter got to know, among others, former Vice President Hubert Humphrey and Sens. Henry Jackson of Washington, Eugene McCarthy of Maine and George McGovern of South Dakota, the eventual nominee who lost a landslide to Nixon.
Carter later explained that he had previously defined the nation’s highest office by its occupants immortalized with monuments.
“For the first time,” Carter told The New York Times, “I started comparing my own experiences and knowledge of government with the candidates, not against ‘the presidency’ and not against Thomas Jefferson and George Washington. It made it a whole lot easier.”
Adviser Hamilton Jordan crafted a detailed campaign plan calling for matching Carter’s outsider, good-government credentials to voters’ general disillusionment, even before Watergate. But the team still spoke and wrote in code, as if the “higher office” weren’t obvious.
It was reported during his campaign that Carter told family members around
Christmas 1972 that he would run in 1976. Carter later wrote in a memoir that a visit from former Secretary of State Dean Rusk in early 1973 affirmed his leanings.
Carter described Rusk in adoring terms. “Our most distinguished Georgian,” Carter called the man who led the State Department during the Kennedy and Johnson administrations.
During another private confab in Atlanta, Rusk told Carter plainly: “Governor, I think you should run for president in 1976.” That, Carter wrote, “removed our remaining doubts.”
Schale said the process is not always so involved.
“These are intensely competitive people already,” he said of governors, senators and others in high office. “If you’re wired in that capacity, it’s hard to step away from it.”
But Schale and Axelrod emphasized that circumstances matter.
“We judged what people felt was missing in our politics,” Axelrod said of Obama and his “Hope and Change” theme.
“He seemed uniquely positioned to answer that call ... where others were not,” Axelrod explained, alluding to Hillary Clinton’s long resume as a liability given voters’ anger over the Iraq war and other matters by the end of George W. Bush’s presidency.
Republican Donald Trump countered in 2016, riding a populist wave of discontent
after two Obama terms. Schale noted that Biden, then vice president, passed on 2016 in part because Obama privately backed Clinton’s reprisal bid.
In 2020, though, a 77-year-old Biden came out of retirement specifically to hammer Trump as a threat to the “soul of the nation.” Biden won.
“Does he even run if it’s anybody but Trump in office? No way,” Schale said.
Now 80, the president appears to be running again. So is 76-year-old Trump. That’s drawn new messengers to the stage with what they hope is the right message.
“We’re ready — ready to move past the stale ideas and faded names of the past,” said Nikki Haley, the 51-year-old former U.N. ambassador, as she declared her underdog candidacy on Feb. 15.
The South Carolina Republican’s call for “a new generation to lead us” echoed as a potential 2024 equivalent of the Georgia Democrat who told voters in his 1976 opening argument that “our trust has been betrayed.”
“Jimmy Carter showed us that you can go from a no-name to president in the span of 18 or 24 months,” said Jared Leopold, a top aide in Washington Gov. Jay Inslee’s unsuccessful bid for Democrats’ 2020 nomination.
“For people deciding whether to get in, it’s a real inspiration,” Leopold continued, “and that’s a real success of American democracy.”

Dr. Zanno is the Head of Paleontology at the North Carolina Museum of Natural Sciences and an Associate Research Professor in the Department of Biological Sciences at North Carolina State University. Dr. Zanno is a leading authority on the evolution of theropod dinosaurs, from the bizarre Therozinosaurs to raptors, to Tyrannosaurus rex, as well as modern birds. Her lecture will highlight new data on the geologic age of prehistoric ecosystems that tell the origin story of North America’s most famous dinosaurs and the devastating impact of a climate crisis that mirrors our own.
“This event is special for us because it brings world renowned researchers to Rockford, and makes learning about their current projects accessible to the public,”

In the “Amber” workshop, participants will make their own amber fossil soap, and in “A Guide To Paleontology”, participants will have the chance to hone their skills as a budding paleontologist by creating casts, mapping dig sites, and touring the newly renovated paleolab.

Earlier this month, I was saddened to learn that comedian-turned-actor Richard Belzer passed away. These days, most people know him best as Law & Order: Special Victims Unit’s Sergeant John Munch, but to me and millions of others, he’ll forever be – in the words of Munch’s police partner Detective Stan “The Man” Bolander (played by the legendary Ned Beatty) on Homicide: Life on the Street –DEEtective Munch.
Filmed on location in Baltimore, Maryland, Homicide broke all the rules of traditional cop shows when it premiered January 31, 1993. There were no shootouts, no car chases. Just ordinary homicide detectives trying to close cases and change them from red to black on The Board.
Prior to Homicide, Belzer was best known as a stand-up comedian. One of his most memorable bits, to me anyway,
was his spot-on impression of Mick Jagger, strutting around like a chicken. Although Homicide challenged and honed his ability to tackle drama, Munch was often the comic relief. (That said, every single character on that series had lighter, funnier scenes, too.)
In one episode, Bolander complained about pigeon droppings on their car, allowing Munch to “educate” him on how to distinguish between pigeon and waterfowl droppings, almost as if he were talking about blood spatter at a crime scene.
In a holiday episode, instead of answering a call with the usual, “Homicide,” he said, “Ho-ho-ho-homicide.” Little moments like that made the character stand out, but it was Belzer himself that made Munch so unique – right down to his tinted glasses, narrow ties, and love of conspiracy theories.
Since Homicide and Law & Order were both on NBC, a few crossover episodes
were made. Scenes between Munch and Lenny Brisco (the great Jerry Orbach) were particularly amusing, especially once they discovered that Brisco had been involved with one of Munch’s many ex-wives, Gwen (Carole Kane), thankfully after the divorce.
Since Munch was already part of the Law & Order universe when Homicide ended in 1999, it made sense for Munch to transfer to New York and join the cast of Law & Order: SVU, where he remained until Munch retired in 2013 – although he made a guest appearance a few years later.
In Belzer’s hands, Munch was such a fascinating character that Munch appeared in more TV shows than any other fictional character to date. And not just the various Law & Order spinoffs, but The X-Files, The Wire, The Beat, even comedies including Arrested Development, 30 Rock, The Unbreakable Kimmy Schmidt, and The Simpsons Homicide was the thinking man’s police

show, and Munch was usually the one pondering philosophical, historic, or just plain unusual topics – bird droppings being just one example.
Sadly, Homicide is one of those shows that hasn’t made it to streaming. One of the issues is that the drama was underscored with popular (and sometimes obscure) music, but when the songs were licensed for the show no one knew about streaming. As I understand it, the main reason the show isn’t streaming anywhere is due to the lack of musical rights. However, the entire series is available on DVD.
Thirty years after it’s premiere, Homicide: Life on the Street – based on David Simon’s non-fiction book, Homicide: A Year on the Killing Streets – is still one of the best TV series you’ve probably never seen. And Richard Belzer was a large part of what made it so special.

Soil pH is one of the main characteristics of your soil that you hear a lot about but you may not know much about. When we talk about soil, sometimes the focus is on the physical parts, like sand or clay, and the biological parts, like microbes and earthworms. But the chemical parts, where the soil pH lies, is pretty important. This is due to the fact that if your soil pH isn’t correct, your plants won’t be happy and neither will you.
You have to recognize that plants have a certain soil pH range they need and that within this range, it allows for nutrients
from the soil, if available, to be taken up. If the soil pH is not correct, then the plant won’t get those nutrients. The plant may then appear yellow. It may also not produce flowers or fruits. So it can be extremely limiting.
The soil pH range is a scale of 4 to 10. If a soil is considered acidic, it is below 7. Soil pH above 7 is alkaline. Most of the plants we grow tolerate soil pH between 6.0 to 7.5. There is a strong chance that your soil is within this range. It is impossible to look at your soil and know it’s pH. You need to get a soil test to tell you what pH you have.
Once you have received a soil test and
you have in mind what plants you are going to grow, you may find that you need to raise or lower the soil pH. To lower the soil pH and make it more acidic, you would use sulfur. Two products, elemental sulfur and aluminum sulfate, are commonly recommended. Elemental sulfur is more economical and takes 3-6 months. Aluminum sulfate can take days or weeks.
If your soil test says you need to raise it, lime is most commonly recommended. You’ll find di�erent grinds of lime with the more ‘finer’ type tending to be quicker. It will still take upwards of 3 months.
Pine needles have previously been
suggested as a product to add to the soil to make it more acidic. The research shows that does not tend to work. Pine needles are acidic as soon as they fall from the tree but can only address it in the short term and the change is minor.
A soil test will further tell you how much of a product you may need to add in order to raise or lower the pH. Recognize that some times the inherent qualities of your soil can mean that you may not be able to get the soil pH where it needs to be. Once a plant is in the ground, it’s very hard to change the soil pH.

We have long term interests in environment and renewable energy and continue to follow and write about them. Over the years we have met and interacted with many intelligent people who follow the same issues although they might have di�erent perspectives than we do. Literature on such issues reflects the contrasting perspectives di�erent minds hold toward them.
International and national interest in environmental and energy issues was stimulated by the book, The Limits to Growth, a report from the Club of Rome.
Published in 1972, the book was based on computer modeling which projected that by 2050 the resources of the planet will be depleted. When interviewed in 2012, co-author Dennis Meadows indicated that the limits to growth simply meant that there is no endless growth on a finite planet. He claimed that we either stop growing by changing our behavior or the planet will stop it for us. He also indicated that he regretted to report that we had basically done nothing to address the issue. The overall issue of the inability to provide endless growth
on a fi nite planet has been ignored. Continually increasing energy generation is one of those demands on the planet. To remedy it, many environmental reforms are focused on transitioning to cleaner energy sources.
In his recent book Mark Z. Jacobson addresses some aspects of the planetary crisis by providing an updated version of his idea of how today’s technology can save our climate and clean the air. His book, No Miracles Needed, declares the global economy can transition to at least 80% clean energy by 2030 and 100% by 2050. Reaching those goals could eliminate pollution and avoid any major economic disruption or a rise in unemployment and would maintain of our standard of living.
The energy transition he envisions is based on wind, water and solar power technologies already in existence. He considers geoengineering, carbon capture and storage, utilization or direct air capture of carbon dioxide and new nuclear unneeded, unproven, too costly and taking too long to scale up to meet our existing challenges. A similar perspective is o�ered by
CBC reporter Bob McDonald who claims we have already invented everything we need to solve the climate crisis. His views are published in his new book, The Future is Now. For him our energy future will include using solar, wind, geothermal, wave, tidal, nuclear, fusion and hydrogen to power our economy. He also acknowledges the importance of reducing our consumption of energy, food and water which we waste and stresses the benefits of retrofitting our buildings.
Michelle Gamage published an interview of his book entitled We have the tools to solve climate change.
Richard Heinberg provides a far more gloomy perspective on the prospects for renewable energy in his article of November, 2022, The Renewable Energy Transition is Failing. In it he notes that despite all the investments in renewable energy actual global greenhouse gases continue to increase due to ongoing economic growth. The notion that voluntarily reining in economic growth in order to minimize climate change and make it easier to replace fossil fuels with renewable energy sources is political anathema for both rich countries accustomed to high consumption levels and poor countries hoping to raise their
levels of consumption.
Heinberg explains that if a transition to renewable energy comes, it will rely on large scale extraction of minerals and metals and leave behind a string of wastes and the need to process them.
In a subsequent article he explains that he actually loves renewable energy, had solar panels installed on his home and has installed his second set of newer panels to benefit from their improved e�ciency. Since the old panels were still working he donated them to another project. They have other energy applications including a solar hot water heater, a solar food dryer, and a solar cooker. They heat and cool their home with a solar powered electric heat pump and drive an electric car.
In addition to solar power for his home, in 2016 he wrote a research based book with David Fridley, an energy analyst with the Lawrence Berkeley National Lab, Our Renewable Future. It concludes that the challenge in an energy transition based on solar energy is scaling it up to reach the level needed to maintain the global business as usual status. For the United States it would only be feasible if we dramatically cut our energy consumption and redesign our system to provide for essential sectors such as food.
