Beloit Art Center announces March Exhibits: More than 66 images will be exhibited during the month of March at the Beloit Art Center’s 13th annual juried photography contest. On Friday, March 1, the Center will host a First Friday Gallery Reception from 5-7pm, with an awards ceremony beginning at 6pm. This month’s exhibit is sponsored by Alongi Santas Moss Insurance Agency.

Amateur photographers from the region submitted images to be reviewed by a group of three jurors. Each individually reviews the digital entries and gives them a score based on composition, creative and subject matter, and technical merit. The three scores are then tallied, determining the images that are accepted into the exhibit. The final in-person juror critique occurs after the images are delivered to the gallery. The results are kept under wraps until the night of the reception, at which time the top ten awards are presented, with the first-place award winner receiving $150, second place $100 and third place $50. A theme for next year’s exhibit will also be announced. The exhibit will be open for viewing from March 3 through March 28.

Pritzker proposes over $2B in spending growth, backed by tax increases for corporations, sportsbooks

SPRINGFIELD – Gov. JB Pritzker on Wednesday proposed growing state spending by over $2 billion in the upcoming fiscal year while making a handful of corporate, sports wagering and other tax changes to pay for the increase.

Pritzker’s plan, laid out to lawmakers during his annual budget address, does not alter or increase state income tax rates. But it would more than double the tax rate paid by sportsbooks on gross revenues and extend an existing cap on operating losses businesses can claim on taxes.

Those changes would account for about $726 million in revenues that were not captured in the state’s November estimates, in turn erasing much of what had been projected as an $891 million deficit for the upcoming fiscal year.

In total, Pritzker’s budget anticipates $52.9 billion in general revenue and $52.7 billion in spending for the state’s main discretionary spending account in the fiscal year that begins July 1.

“Now, I expect that some of you will want to spend more, and some of you will claim you want to spend less,” Pritzker said in his speech to lawmakers in the House chamber. “Know this: I am always open to good ideas that members of both parties have to more efficiently and effectively fulfill our obligations.”

The governor’s budgeting office is also projecting current-year revenues to grow by $199 million from previous estimates. The state expects the current fiscal year to end with $52.2 billion in total revenues, far outpacing the $50.4 billion in authorized spending in last year’s budget.

The budget proposes a $450 million increase in K-12 education, about $200 million less than what was requested by the Illinois State Board of Education. Higher education would increase by about 2 percent, or $30.6 billion, much less than the 5 percent increase the Illinois Board of Higher Education had requested.

It also allocates another $150 million for the second year of the governor’s “Smart Start Illinois” program for early childhood education, which is aimed at increasing the

number of available preschool seats in the state by 20,000 over a four-year period.

Pritzker had previously noted Illinois will dedicate $182 million to address the influx of migrants from border states, particularly Texas. That sum was included in his proposal.

“I won’t pretend any of this is easy, but it would be irresponsible to do anything but come here, lay out the scope of the challenge, tell you what I think we need to do, and then work with you to make it happen,” Pritzker said of the state’s migrant response.

The governor’s office is proposing cutting $110 million in general revenue funding for a pair of health care programs for noncitizens that became a lightning rod last year amid quickly rising costs. With other funding sources including a $100 million federal match for emergency services, the total grows to $629 million, outpacing last year’s general revenue allocation.

The spending plan includes fully funding the state’s $10.1 billion required pension payment in the upcoming fiscal year. But the governor also proposed altering the state’s so-called “pension ramp” in a way his administration hopes will be viewed positively by credit ratings agencies.

The proposal includes increasing the target funding percentage for pension funds to 100 percent, up from 90 percent, while adding another three years for the ramp to reach that point. The fully funded goal would be moved to fiscal year 2048, from FY 45.

Other revenue changes include raising $101 million by capping a sales tax credit retailers are allowed to claim and $175 million by transferring some payments to public transit agencies from general funds to the road fund.

The governor also proposed permanently eliminating the state’s 1 percent grocery tax.

Vegetable gardening planning

With March around the corner and February warmer than usual, now is a good time to start thinking about your vegetable gardens. I was examining my beds this past week, lifting up some straw in one of them to see if garlic had started to emerge, and it made me realize that our winter season will be ending much quicker than we realize.

If you have not had a chance to reflect on your vegetable garden of 2023, now is the time to do it. Realizing what you want to do di�erently before the garden season truly begins can be a helpful process. I tend to look through my photos from previous years to help me think about

what I want to continue to do and what I’d like to do di�erently. I am also factoring in a longer vacation than usual during my growing season and expecting to scale back my garden because of that.

You also want to think about crop rotation in planning the 2024 garden which is really moving plant families around from di�erent parts of your growing area between years. Crop rotation will help with disease and pest issues. It can also improve your soil health. In general, try to do a 3-year rotation, meaning that the same vegetable (or another vegetable from the same family) will not be grown in the same location more often than once every three years.

Vegetables can be grouped into sever-

al families as follows: Alliums (onion family), Solanaceous (tomatoes, peppers, eggplant, potatoes), Cucurbits (squash, cucumbers, melons), Brassicas (kale, cabbage, broccoli, Brussels sprout), root crops (carrots, beets) and Legumes (beans, peas). So a rotation will move around these groups.

Your next step in garden planning is to determine whether your seeds are viable. If you have seed packets purchased in 2023, chances are that these are still good for your 2024 planting whether in the soil or starting indoors. However, many factors impact seed viability from the storage conditions to the species or variety in question. The best-average conditions to store seeds are a cool and

dry place without moisture.

Seeds that are viable for one year in storage include beans, broccoli, carrots, corn, most herbs, leeks, lettuce, okra, pea, peppers, and spinach. There is another group that is viable for two years that includes beet, cabbage, cauliflower, cucumber, eggplant, kale, melons, pumpkin, radish, squash, swiss chard, tomato, and turnip. So there is a strong chance that the seed packet in 2023 is probably still good for 2024.

By knowing what your crop rotation will look like and the seeds you can grow for 2024, you will be on your way for planting these vegetables sooner than later.

Pursuing sustainability

Recently, a London political leader is claimed to have said that it is arrogant to assert that humans have an impact on the climate. Given the growth in energy and resource use and pollution along with the substantial increase in human population, the politician appears blind to the massive impact humans are having on the planet.

In e�orts to preserve and restore natural areas such as prairies and woodlands, periodic fi res are used as a management tool. Native populations used fi re which gave rise to ecological diversity which is rapidly disappearing under the onslaught of what is considered economic progress.

Less snow and milder winters and the earlier presence of spring has allowed for both a longer burn season in fall and burning earlier in spring. Research on existing natural areas document the

ecological benefits of this management technique.

Despite the success of ecological and preservation e�orts are warnings by scientists that the warming climate is accelerating damages. Adverse consequences include increased flooding, sea level risings, oxygen depletion in water bodies, wildfi res, and heat stress.

With the emerging Presidential campaigns we can expect an increase in rhetoric regarding whether climate change is real and if so, what the appropriate solutions are to it and other environmental problems. Some surveys indicate that 85% of the voting population accepts climate change as real while roughly 15% denies it. As candidates compete for the Presidency, energy and environmental policy di�erences could be highlighted. The outcome of the Presidential race will impact national environmental policy.

But state and local activities addressing sustainability remain essential and should continue to be pursued. Shopping locally, buying organic foods, recycling, installing renewable energy sources and heat pumps and using energy e�cient appliances remain useful steps toward sustainable living.

Transitioning to cleaner energy sources is still not occurring at a fast enough rate to o�set the overall rise in energy consumption. Reorganizing individual lives to use less energy remains a key factor in living sustainably.

When Energy Fairs provided workshops on energy e�ciency in buildings, experts made presentations on passive house design. The crash in housing prices limited interest in new energy e�cient building techniques. However, a recent article by Sarah Wesseler addressed The Promise of Passive House Design indicating that the initiative continues; its princi-

ples are being applied to other buildings beyond houses. Buildings designed according to passive house standards save energy throughout the year. Following these standards, a home could be heated with the amount of energy provided by a hair dryer. Other sectors of the economy could benefit from dramatic reductions in energy consumption reducing operating costs and adverse environmental impacts. Sustainable living starts with sustainable design of good and services.

Industrialized societies have been designed in such a way that they are unsustainable, limiting the ability of the public to live more sustainable lifestyles. It is increasingly di�cult for someone to fully participate in society without a car, smartphone and internet service. If such items are designed to be obsolete or expensive to repair, individuals will be forced to throw them away and replace them with the latest model.

Hungary’s parliament ratifies

Sweden’s NATO bid, clearing the final obstacle to membership

BUDAPEST, Hungary (AP) — Hungary’s parliament voted Monday to ratify Sweden’s bid to join NATO, bringing an end to more than 18 months of delays that have frustrated the alliance as it seeks to expand in response to Russia’s war in Ukraine.

The vote, which passed with 188 votes for and six against, came as a culmination of months of wrangling by Hungary’s allies to convince its nationalist government to lift its block on Sweden’s membership. The government of Prime Minister Viktor Orbán submitted the protocols for approving Sweden’s entry into NATO in July 2022, but the matter had stalled in parliament over opposition by governing party lawmakers.

Unanimous support among all NATO members is required to admit new countries, and Hungary is the last of the alliance’s 31 members to give its backing since Turkey ratified the request last month.

Swedish Prime Minister Ulf Kristersson called it “a historic day.”

“We stand ready to shoulder our share of the responsibility for NATO’s security,” Kristersson wrote on X, formerly known as Twitter.

Orbán, a right-wing populist who has forged close ties with Russia, has said that criticism of Hungary’s democracy by Swedish politicians had soured relations between the two countries and led to reluctance among lawmakers in his Fidesz party.

But the vote on Monday removed the fi nal membership hurdle for Sweden which, along with neighboring Finland, fi rst applied to join the alliance in May 2022, just a few months after the start of Russia’s full-scale invasion of Ukraine.

Addressing lawmakers before the vote, Orbán said: “Sweden and Hungary’s military cooperation and Sweden’s NATO accession strengthen Hungary’s security.”

Orbán criticized Hungary’s European Union and NATO allies for placing increased pressure on his government in recent months to move forward on bringing Sweden into the alliance.

“Several people tried to intervene from the outside in the settling of our disputes (with Sweden), but this did not help but

rather hampered the issue,” Orbán said. “Hungary is a sovereign country, it does not tolerate being dictated by others, whether it be the content of its decisions or their timing.”

Last weekend, a bipartisan group of U.S. senators visited Hungary and announced it would submit a joint resolution to Congress condemning Hungary’s alleged democratic backsliding and urging Orbán’s government to immediately lift its block on Sweden’s trans-Atlantic integration.

But on Friday, Ulf Kristersson, Sweden’s prime minister, met with Orbán in Hungary’s capital where they appeared to reach a decisive reconciliation after months of diplomatic tensions.

Following their meeting, the leaders announced the conclusion of a defense industry agreement that will include Hungary’s purchase of four Swedishmade JAS 39 Gripen jets and the extension of a service contract for its existing Gripen fleet.

Orbán said the additional fighter jets “will significantly increase our military capabilities and further strengthen our role abroad” and will improve Hungary’s ability to participate in joint NATO operations.

“To be a member of NATO together with

another country means we are ready to die for each other,” Orbán said. “A deal on defense and military capacities helps to reconstruct the trust between the two countries.”

Monday’s vote on Sweden’s NATO accession was just one matter on a busy agenda for lawmakers in the Hungarian parliament. A vote was also held on accepting the resignation of President Katalin Novák, who stepped down earlier this month in a scandal over her decision to pardon to a man convicted of covering up a string of child sexual abuses.

After accepting Novák’s resignation, lawmakers are expected to confirm Tamás Sulyok, the president of Hungary’s Constitutional Court, as the country’s new president. He is set to formally take o�ce on March 5.

Some opposition parties have said they will not participate in a vote to confi rm a new president and have called for direct presidential elections. But Sulyok was nominated by Orbán’s Fidesz party, which has a two-thirds majority in parliament and is expected to easily approve his presidency.

A presidential signature is needed to formally endorse the approval of Sweden’s NATO bid, which is expected within the next few days.

US and British strikes on Houthi sites in Yemen answer militants’ surge in Red Sea attacks on ships

WASHINGTON (AP) — The U.S. and Britain struck 18 Houthi targets in Yemen, answering a recent surge in attacks by the Iran-backed militia group on ships in the Red Sea and Gulf of Aden, including a missile strike this past week that set fire to a cargo vessel.

According to U.S. officials, American and British fighter jets on Saturday hit sites in eight locations, targeting missiles, launchers, rockets, drones and air defense systems. The officials spoke on condition of anonymity in order to provide early details of an ongoing military operation.

This is the fourth time that the U.S. and British militaries have conducted a combined operation against the Houthis since Jan. 12. But the U.S. has also been carrying out almost daily strikes to take out Houthi targets, including incoming missiles and drones aimed at ships, as well as weapons that were prepared to launch.

The U.S. F/A-18 fighter jets launched from the USS Dwight D. Eisenhower aircraft carrier, which is currently in the Red Sea, officials said.

“The United States will not hesitate to take action, as needed, to defend lives and the free flow of commerce in one of the world’s most critical waterways,” said U.S. Defense Secretary Lloyd Austin. “We will continue to make clear to the Houthis that they will bear the consequences if they do not stop their illegal attacks.”

The Houthis denounced the “US-British aggression” and vowed to keep up its military operation in response. “The Yemeni Armed Forces affirm that they will confront the US-British escalation with more qualitative military operations against all hostile targets in the Red and Arabian Seas in defense of our country, our people and our nation,” it said in a statement.

The Houthis-run media reported that a man was killed and six of his family were wounded in Maqbanah district in Taiz province.

The U.S., U.K., and other allies said in a statement the “necessary and proportionate strikes specifically targeted 18 Houthi targets across 8 locations in Yemen” that also included underground storage facilities, radar and a helicopter.

U.K. Defense Secretary Grant Shapps said RAF Typhoon jets engaged in “precision strikes” aimed at degrading Houthi drones and launchers. Shapps said it came after

“severe Houthi attacks against commercial ships in the Red Sea and Gulf of Aden, including against the British-owned MV Islander and the MV Rubymar, which forced the crew to abandon ship.” It’s the fourth time Britain has joined in the U.S.led strikes.

The strikes have support from the wider coalition, which includes Australia, Bahrain, Canada, Denmark, the Netherlands and New Zealand.

President Joe Biden and other senior leaders have repeatedly warned that the U.S. won’t tolerate the Houthi attacks against commercial shipping. But the counterattacks haven’t appeared to diminish the Houthis’ campaign against shipping in the region, which the militants say is over Israel’s war against Hamas in the Gaza Strip.

“Our aim remains to de-escalate tensions and restore stability in the Red Sea, but we will once again reiterate our warning to Houthi leadership: we will not hesitate to continue to defend lives and the free flow of commerce in the face of continued threats,” said the Saturday statement.

The Houthis have launched at least 57 attacks on commercial and military ships in the the Red Sea and Gulf of Aden since Nov. 19, and the pace has picked up in recent days.

“We’ve certainly seen in the past 48, 72 hours an increase in attacks from the Houthis,” Pentagon spokeswoman Sabrina Singh said in a briefing Thursday. And she acknowledged that the Houthis have not been deterred.

“We never said we’ve wiped off the map all of their capabilities,” she told reporters. “We know that the Houthis maintain a large arsenal. They are very capable. They have sophisticated weapons, and that’s because they continue to get them from Iran.”

There have been at least 32 U.S. strikes in Yemen over the past month and a half; a few were conducted with allied involvement. In addition, U.S. warships have taken out dozens of incoming missiles, rockets and drones targeting commercial and other Navy vessels.

Earlier Saturday, the destroyer USS Mason downed an anti-ship ballistic missile launched from Houthi-held areas in Yemen toward the Gulf of Aden, U.S. Central Command said, adding that the missile was likely targeting MV Torm Thor, a U.S.-Flagged, owned, and operated

chemical and oil tanker.

The U.S. attacks on the Houthis have targeted more than 120 launchers, more than 10 surface-to-air-missiles, 40 storage and support building, 15 drone storage building, more than 20 unmanned air, surface and underwater vehicles, several underground storage areas and a few other facilities.

The rebels’ supreme leader, Abdul Malik al-Houthi, announced this past week an “escalation in sea operations” conducted by his forces as part of what they describe as a pressure campaign to end Israel’s war on Hamas.

But while the group says the attacks are aimed at stopping that war, the Houthis’ targets have grown more random, endangering a vital waterway for cargo and energy shipments traveling from Asia and the Middle East onward to Europe.

During normal operations, about 400 commercial vessels transit the southern Red Sea at any given time. While the Houthi attacks have only actually struck a small number of vessels, the persistent targeting and near misses that have been shot down by the U.S. and allies have prompted shipping companies to reroute their vessels from the Red Sea.

Instead, they have sent them around Africa through the Cape of Good Hope — a much longer, costlier and less efficient passage. The threats also have led the U.S. and its allies to set up a joint mission where warships from participating nations provide a protective umbrella of air defense for ships as they travel between the Suez Canal and the Bab el-Mandeb Strait.

In Thursday’s attack in the Gulf of Aden, the Houthis fired two missiles at a Palau-flagged cargo ship named Islander, according to Central Command said. A European naval force in the region said the attack sparked a fire and wounded a sailor on board the vessel, though the ship continued on its way.

Central Command launched attacks on Houthi-held areas in Yemen on Friday, destroying seven mobile anti-ship cruise missiles that the military said were prepared to launch toward the Red Sea.

Central Command also said Saturday that a Houthi attack on a Belize-flagged ship on Feb. 18 caused an 18-mile (29-kilometer) oil slick and the. military warned of the danger of a spill from the vessel’s cargo of fertilizer. The Rubymar, a Britishregistered, Lebanese-operated cargo vessel, was attacked while sailing through the Bab el-Mandeb Strait that connects the Red Sea and the Gulf of Aden.

The missile attack forced the crew to abandon the vessel, which had been on its way to Bulgaria after leaving Khorfakkan in the United Arab Emirates. It was transporting more than 41,000 tons of fertilizer, according to a Central Command statement.

The Associated Press, relying on satellite images from Planet Labs PBC of the stricken vessel, reported Tuesday that the vessel was leaking oil in the Red Sea.

Yemen’s internationally recognized government on Saturday called for other countries and maritime-protection organizations to quickly address the oil slick and avert “a significant environmental disaster.

The Soar Awards have become the second largest award show in the genre of gospel music in just 6 years. The Soar Awards have a great blend of production meets church celebrating gospel’s biggest artists and creating a platform to showcase some of the genre’s upcoming artists. The Rockford community is welcomed to attend and celebrate gospel music’s biggest artists and the genre’s upcoming artists. This night will showcase gospel’s best and pay homage to upcoming as well as veteran acts. Tickets start at $48 and the show starts at 7 p.m.
