Impending Medicaid changes could leave hundreds of thousands uninsured

Pandemic-era program will expire on March 31, sparking redeterminations

SPRINGFIELD – As many as 700,000 Illinoisans may lose Medicaid coverage in the months following March 31, but the Department of Healthcare and Family Services says it is working to reduce that number and help those affected find health insurance elsewhere.

Medicaid is a health insurance program for poor and disabled people that is jointly funded by the federal government and the states.

A spending bill that Congress passed in December put an end to a pandemic-era rule that sent billions of additional federal dollars to states that kept Medicaid patients continuously enrolled in the program through the end of the public health emergency.

Under the program that will expire on March 31, those enrolled in Medicaid did not have to go through the normal process of reapplying every 12 months to determine whether they were eligible, even if there were changes in their income or household that would normally make them ineligible.

Because that law separated the Medicaid rules from other emergency actions, the program will end sooner than the May 11 date on which both the White House and Gov. JB Pritzker plan to end their emergency declarations.

The change means many who have been receiving continuous Medicaid coverage throughout the pandemic will have to reapply for benefits, potentially leading to loss of coverage if the individual would no longer qualify for benefits or if they fail to complete a reapplication.

Nationwide, the federal government estimates that 15 million people, or 17.4 percent of Medicaid and Children’s Health Insurance Program enrollees, will lose their coverage as a result of ending the continuous enrollment program. That would translate to roughly 700,000 people in Illinois if it follows the national pattern, but DHFS officials believe they can mitigate the impact of the rule change.

The department also noted that those individuals will be subject to redetermination over a staggered timeline over the next 12 months, not all at once when the program ends.

“At the state level, we estimate a total of roughly 384,000 will lose coverage because we believe in doing everything we can to help eligible Medicaid customers keep their benefits,” DHFS spokesperson Jamie Munks said in an email. “The truth is, nobody knows for sure. What we do know is that we are committed to ensuring everyone who is eligible maintains their coverage, and that those who are not are given information about alternative coverage.”

To avoid losing coverage, DHFS strongly urges Medicaid enrollees to fill out their renewal forms as soon as possible. The agency will resume regular verifications starting in late April, and people with a June renewal date will be the first ones to go through the restarted process. Those people will need to submit their renewal forms before June 1 so they can maintain coverage without disruption.

Munks said Illinois has been preparing for the eventual end of continuous coverage for months and has been communicating with Medicaid beneficiaries about the importance of updating their contact information on file with the Medicaid program.

“The state has and continues to

increase customer service staff and enhance our systems,” she said.

Munks said customers can complete their renewal by phone, although online is the preferred method.

The agency will try to reach affected individuals by mail, email, text messaging, phone calls and paid advertising, she said. It will also work with partner providers, advocacy organizations, nonprofits and other government entities, she added.

Munks said people who are found to be ineligible may still have other options for low-cost insurance, including individual plans sold through the Affordable Care Act marketplace, which operates in Illinois under the name Get Covered Illinois. People who meet certain income guidelines can receive tax credits to pay all or part of their premiums.

Who is most affected?

DHFS says that Illinois’ Medicaid enrollment grew by about 1 million enrollees during that period, to 3.9 million. But the state also received an additional $3 billion in federal funding through the enhanced matching rate.

The U.S. Department of Health and Human Services estimates that when the continuous enrollment program ends, about 9.5 percent of Medicaid enrollees nationwide, or 8.2 million people, will lose coverage because they are no longer eligible. The most common reasons for losing eligibility are changes in income or household makeup or moving out of the state in which they were covered.

But another 7.9 percent, or 6.8 million people, will lose coverage despite still being eligible for Medicaid because they don’t complete their applications properly or the state is somehow unable to process the application – a process called “administrative churning.”

Children and young adults, ages 18-34, make up the largest categories of people expected to lose coverage. The change is also expected to disproportionately affect the Latino community, which makes up one quarter of those predicted to be ineligible and one-third of those expected to experience churning.

Black individuals make up 14 percent of those expected to lose Medicaid eligibility and 15 percent of those expected to experience churning.

Aerial Objects

US jets down 4 objects in 8 days, unprecedented in peacetime

WASHINGTON (AP) — A U.S. fighter jet shot down an “unidentified object” over Lake Huron on Sunday on orders from President Joe Biden. It was the fourth such downing in eight days and the latest military strike in an extraordinary chain of events over U.S. airspace that Pentagon officials believe has no peacetime precedent.

Part of the reason for the repeated shootdowns is a “heightened alert” following a spy balloon from China that emerged over U.S. airspace in late January, Gen. Glen VanHerck, head of NORAD and U.S. Northern Command, said in a briefing with reporters.

Since then, fighter jets last week also shot down objects over Canada and Alaska. Pentagon officials said they posed no security threats, but so little was known about them that Pentagon officials were ruling nothing out — not even UFOs.

“We have been more closely scrutinizing our airspace at these altitudes, including enhancing our radar, which may at least partly explain the increase,” said Melissa Dalton, assistant defense secretary for homeland defense.

U.S. authorities have made clear that they constantly monitor for unknown radar blips, and it is not unusual to shut down airspace as a precaution to evaluate them. But the unusually assertive response was raising questions about whether such use of force was warranted, particularly as administration officials said the objects were not of great national security concern and the downings were just out of caution.

VanHerck said the U.S. adjusted its radar so it could track slower objects. “With some adjustments, we’ve been able to get a better categorization of radar tracks now,” he said, “and that’s why I think you’re seeing these, plus there’s a heightened alert to look for this information.”

He added: “I believe this is the first time within United States or American airspace that NORAD or United States Northern Command has taken kinetic action against an airborne object.”

Asked if officials have ruled out extraterrestrials, VanHerck said, “I haven’t ruled out anything at this point.”

The Pentagon officials said they were still trying to determine what exactly the objects were and said they had considered using the jets’ guns instead of missiles, but it proved to be too difficult. They

drew a strong distinction between the three shot down over this weekend and the balloon from China.

Minnesota Gov. Tim Walz tweeted that airmen in the 148th Fighter Wing, an Air National Guard fighter unit in Duluth, shot down the object over Lake Huron.

The extraordinary air defense activity began in late January, when a white orb the officials said was from China appeared over the U.S. and hovered above the nation for days before fighter jets downed it off the coast of Myrtle Beach, South Carolina. That event played out over livestream. Many Americans have been captivated by the drama playing out in the skies as fighter jets scramble to shoot down objects.

The latest brought down was first detected on Saturday evening over Montana, but it was initially thought to be an anomaly. Radar picked it up again Sunday hovering over the Upper Peninsula of Michigan and it was going over Lake Huron, Pentagon officials said Sunday.

U.S. and Canadian authorities had restricted some airspace over the lake earlier Sunday as planes were scrambled to intercept and try to identify the object. According to a senior administration official, the object was octagonal, with strings hanging off, but had no discernable payload. It was flying low at about 20,000 feet, said the official who spoke to The Associated Press on condition of anonymity to discuss sensitive matters.

Meanwhile, U.S. officials were still trying to precisely identify two other objects shot down by F-22 fighter jets, and were working to determine whether China was responsible as concerns escalated about what Washington said was Beijing’s large-scale aerial surveillance program.

An object shot down Saturday over Canada’s Yukon was described by U.S. officials as a balloon significantly smaller than the balloon — the size of three school buses — hit by a missile Feb. 4. A flying object brought down over the remote northern coast of Alaska on Friday was more cylindrical and described as a type of airship.

Both were believed to have a payload, either attached or suspended from them, according to the officials who spoke to The Associated Press on condition of anonymity to discuss the ongoing investigation. Officials were not able to say who launched the objects and were seeking to figure out their origin.

The three objects were much smaller

in size, different in appearance and flew at lower altitudes than the suspected spy balloon that fell into the Atlantic Ocean after the U.S. missile strike.

The officials said the other three objects were not consistent with the fleet of Chinese aerial surveillance balloons that targeted more than 40 countries, stretching back at least into the Trump administration.

Senate Majority Leader Chuck Schumer told ABC’s “This Week” that U.S. officials were working quickly to recover debris. Using shorthand to describe the objects as balloons, he said U.S military and intelligence officials were “focused like a laser” on gathering and accumulating the information, then compiling a comprehensive analysis.

“The bottom line is until a few months ago we didn’t know about these balloons,” Schumer, D-N.Y., said of the spy program that the administration has linked to the People’s Liberation Army, China’s military. “It is wild that we didn’t know.”

Eight days ago, F-22 jets downed the large white balloon that had wafted over the U.S. for days at an altitude of about 60,000 feet. U.S. officials immediately blamed China, saying the balloon was equipped to detect and collect intelligence signals and could maneuver itself. White House officials said improved surveillance capabilities helped detect it.

China’s Foreign Ministry said the unmanned balloon was a civilian meteorological airship that had blown off course. Beijing said the U.S. had “overreacted” by shooting it down.

Then, on Friday, North American Aerospace Defense Command, the combined U.S.-Canada organization that provides shared defense of airspace over the two nations, detected and shot down an object near sparsely populated Deadhorse, Alaska.

Later that evening, NORAD detected a second object, flying at a high altitude over Alaska, U.S. officials said. It crossed into Canadian airspace on Saturday and was over the Yukon, a remote territory, when it was ordered shot down by Prime Minister Justin Trudeau.

In both of those incidents, the objects were flying at roughly 40,000 feet. The object on Sunday was flying at 20,000 feet.

The cases have increased diplomatic tensions between the United States and China, raised questions about the extent of Beijing’s American surveillance, and prompted days of criticism from Republican lawmakers about the administration’s response.

Syria-Turkey Earthquake

After quake, war-hit Syrians struggle to get aid, rebuild

ATAREB, Syria (AP) — After years of war, residents of areas in northwest Syria struck by a massive earthquake are grappling with their new and worsening reality.

Almost one week after the devastating 7.8 magnitude earthquake struck northern Syria and neighboring Turkey, the United Nations has acknowledged an international failure to help Syrian quake victims.

In Atareb, a town that Syrian rebels still hold after years of fighting government troops, survivors dug through the debris of their homes Sunday, picking up the remnants of their shattered lives and looking for ways to heal after the latest in a series of humanitarian disasters to hit the war-battered area.

Excavators lifted rubble and residents with shovels and picks destroyed columns to even out a demolished building.

Dozens of newly displaced families gathered for hot meals from local volunteers and the local opposition-run government. A private citizen went tent to tent to give out wads of cash in a makeshift shelter — the equivalent of about $18 to each family.

Syrians were doing what they have honed over years of crises: relying on themselves to pick up the pieces and move on.

“We are licking our own wounds,” said Hekmat Hamoud, who had been displaced twice by Syria’s ongoing conflict before finding himself trapped for hours beneath rubble.

Syria’s northwestern rebel-held enclave, where over 4 million people for years have struggled to cope with ruthless airstrikes and rampant poverty, was hit hard by the Feb. 6 quake.

Many in the area were already displaced from the ongoing conflict and live in crowded tent settlements or buildings weakened by past bombings. The quake killed over 2,000 people in the enclave, and displaced many more for a second time, forcing some to sleep under olive groves in the frigid winter weather.

“l lost everything,” said father of two Fares Ahmed Abdo, 25, who survived the quake. But his new home and body shop where he fixed motorcycles for a living were destroyed. Once again with barely any shelter and no power nor toilets, he, his wife, two boys and ill mother are crammed in a small tent.

“I am waiting for any help,” he said.

Visiting the Turkish-Syrian border

Sunday, U.N. Under-Secretary-General for Humanitarian Affairs Martin Griffiths acknowledged in a statement that Syrians have been left “looking for international help that hasn’t arrived.”

“We have so far failed the people in north-west Syria. They rightly feel abandoned,” he said. “My duty and our obligation is to correct this failure as fast as we can.”

Northwest Syria relies almost entirely on aid for survival, but post-quake international assistance has been slow to reach the area. The first U.N. convoy to reach the area from Turkey was on Thursday — three days after the earthquake.

Before that, the only cargo coming across the Bab al-Hawa crossing on the Turkey-Syria border was a steady stream of bodies of earthquake victims coming home for burial — Syrian refugees who had fled the war in their country and settled in Turkey but perished in the quake.

The U.N. aid sent from Turkey to Syria is only authorized to enter via the Bab al-Hawa crossing, and logistics were complicated by pressure on the roads, many of them destroyed by the quake. While technically, international aid can also be sent from Syrian government-held areas to rebel-held areas in the northwest, that route brings its own set of hurdles and was at best a trickle.

Critics of the government of President Bashar Assad say aid funneled through government-held areas in Syria faces bureaucracy and the risk that authorities will misappropriate or divert the aid to support people close to the government.

A convoy carrying U.N. aid that was scheduled to cross Sunday into rebelheld Idlib from the government area was canceled after its entry was blocked by the the Qaida-affiliated rebel group Hayat Tahrir al-Sham, which dominates the area. An administrative arm of the group said in a statement declined to receive assistance from government areas.

Strips of northern Syria are held by a patchwork of sometimes-conflicting groups, further hindering aid deliveries. Turkish-backed rebels have blocked aid convoys from reaching earthquake victims that were sent by rival U.S.backed Kurdish groups in neighboring areas.

“We are trying to tell everyone, put politics aside. This is the time to unite behind the common effort to support the Syrian people,” said Geir Pedersen, the U.N. special envoy for Syria who landed in Damascus on Sunday.

At the United Nations, U.S. envoy Linda Thomas-Greenfield called for an urgent U.S. Security Council vote to authorize the opening of additional cross-border passages into northwestern Syria.” People in the affected areas are counting on us,” she said in a statement. “They are appealing to our common humanity to help in their moment of need. We cannot let them down.”

While aid has been slow to reach the northwest, a number of countries that had cut ties with Damascus during Syria’s civil war have sent help to government areas. Arab countries including Egypt and the United Arab Emirates have stepped in. UAE’s foreign minister visited Damascus and met with Assad on Sunday.

Raed al-Saleh, the head of the White Helmets, a civil defense group operating in the rebel-held northwest, said Griffiths’ visit was “too little, too late.” He said calls for international assistance by local rescue teams went unheeded for

days “and during this time, countless lives have been needlessly lost.”

Al-Saleh met with Griffiths to demand the opening of additional cross-border routes for aid to enter without waiting for authorization from the U.N. Security Council.

Abdel-Haseeb Abdel-Raheem sifted through the rubble of his aunt’s destroyed four-story building in the town of Atareb in opposition-run northern Aleppo. He had pulled the bodies of his aunt and her husband from beneath the rubble hours after the quake. Now he went back to find any valuables, using his hands and dipping his body inside the skeleton of the destroyed building to pull out blankets and pillows, as well as some clothes.

The 34-year-old said he had no illusion that humanitarian assistance will solve his problems.

“We have no hope anymore,” he said.

Super Bowl magic: Mahomes, Chiefs beat Eagles 38-35

GLENDALE, Ariz. (AP) — Patrick Mahomes was magical when the Kansas City Chiefs desperately needed him to pull off another Super Bowl comeback.

Playing on an injured ankle, Mahomes threw two touchdown passes in the fourth quarter and scrambled 26 yards on the go-ahead drive before Harrison Butker kicked a 27-yard field goal with 8 seconds left to give the Chiefs a 38-35 victory over the Philadelphia Eagles on Sunday night.

The Chiefs won their second NFL title in four years and two-time NFL MVP Mahomes earned his second Super Bowl MVP award.

“I thought guys just embraced the moment,” Mahomes said about rallying from a 10-point halftime deficit. “In that first half, we were playing and doing some good stuff, but I felt like the guys were getting consumed by everything around us.”

Mahomes and Jalen Hurts excelled in the first Super Bowl matchup featuring two Black starting QBs. But Mahomes turned it up in the second half after reaggravating a sprained right ankle.

“It took everybody to win the game,” Mahomes shouted as red and yellow confetti littered the field.

Coach Andy Reid, who couldn’t win the big game in Philadelphia, beat his

former team to earn his second ring with Mahomes and the Chiefs.

“We wanted to get this so bad for him,” Travis Kelce said. “His legacy in Philly lives on forever. ... There’s a lot of pride in knowing that he’s had success in two different organizations, but this was the better one.”

With the score tied at 35-35, the Eagles tried to let the Chiefs score a touchdown with under two minutes left so they could get the ball back after a defensive holding call on cornerback James Bradberry on third-and-8 gave Kansas City a first down. But Jerick McKinnon slid at the 2, forcing the Eagles to use their last timeout.

“It was holding. I tugged his jersey. I was hoping they would let it slide,” Bradberry said.

After Mahomes took a knee twice, Butker nailed his kick, sending thousands of red-clad Chiefs fans into a frenzy.

“It feels amazing just to see the confetti,” said Butker, who missed a 42-yarder in the first quarter. “I just tried to focus on one kick and focusing on the process.”

The Chiefs won their second Super Bowl following the 2019 season, 50 years after the first one. Mahomes led them back from a 10-point deficit in the fourth quarter against San Francisco in that one. It took just three years to get another Lombardi.

Chiefs fans were outnumbered in the stadium, but did their part to silence the boisterous Philly fans with the tomahawk chop chant.

Down 24-14 with a limping Mahomes, the Chiefs (17-3) followed up Rihanna’s electrifying halftime performance with a sensational offensive outburst.

Mahomes, who suffered a high ankle sprain in the divisional round, hurt it again on a 3-yard scramble late in the second quarter. He limped off the field but showed no ill effects on Kansas City’s next possession.

“I knew it was pretty bad when he got up limping but I knew it wasn’t gonna be bad enough to where he was gonna pull himself off the field,” Chiefs offensive coordinator Eric Bieniemy said. “If we would’ve pulled him off, I would’ve had to fight him. He would’ve probably fought me. And so it wasn’t worth entertaining.”

Mahomes slipped — several players lost their footing on the natural grass surface — in the pocket yet somehow regained his balance and scrambled 14 yards to the Eagles 4, setting up Isiah Pacheco’s 1-yard TD run that cut the deficit to 24-21.

Mahomes then tossed a 5-yard TD pass to a wide-open Kadarius Toney to give Kansas City its first lead, 28-27, early in the fourth quarter.

After the Chiefs tightened up their defense, forcing Philly to punt, Toney returned a line-drive kick 65 yards to the Eagles 5 for the longest punt return in Super Bowl history.

On third down from the 4, Mahomes connected with Skyy Moore to extend their lead to 35-27. Moore also was wide open on the play.

But the Eagles wouldn’t go away.

Hurts hit DeVonta Smith for a 45-yard gain to the Chiefs 2 and ran in for his third score of the game. He also ran in for the 2-point conversion to tie it at 35-35 with 5:15 to go.

As “Fly! Eagles! Fly!” reverberated throughout the stadium, Mahomes and the Chiefs went back to work.

The 27-year-old Mahomes became the third player to win his second NFL MVP award before age 28. He also became the youngest QB to start three Super Bowls. Mahomes finally broke the MVP curse, becoming the first player to win the Super Bowl the same season after nine straight players lost.

Just five years after winning the first Super Bowl in franchise history, the Eagles (16-4) came close with a different

coach and new quarterback. Nick Sirianni replaced Doug Pederson in 2021 and Hurts took over for Carson Wentz in late 2020.

Hurts set a Super Bowl record with 70 yards rushing and tied a record with three rushing scores. He also threw for 304 yards and one TD.

“We use this pain, we use this failure to motivate us so we can make it a strength,” Sirianni said.

Hurts, who missed two games late in the season with a shoulder injury, had TD runs of 1 and 4 yards in the first half along with a 45-yard TD pass to A.J. Brown.

But Hurts also made a rare mistake when he fumbled without being hit while scrambling away from pressure. Nick Bolton picked it up and raced 36 yards for a score that made it 14-14. Hurts had just eight turnovers this season, six picks and two fumbles.

Mahomes finished 21 of 27 for 182 yards with three TDs and no turnovers. He ran for 44 yards.

Mahomes connected with Kelce on an 18-yard TD pass in the right corner to tie it at 7-7 in the first quarter. The Chiefs’ All-Pro tight end and Eagles All-Pro center Jason Kelce became the first set of brothers to play against each other in the Super Bowl.

Their mom, Donna Kelce, wore a halfred, half-green jersey with No. 87 on the front for Travis and No. 62 on the back for Jason. She sat in a suite between NFL Commissioner Roger Goodell and Damar Hamlin.

Eagles fans turned State Farm Stadium into a sea of green, chanting “E-A-GL-E-S!” and singing the team’s fight song after each score. But they left disappointed.

Reid won more games than any coach in team history during 14 seasons with the Eagles but the one knock against him was that he couldn’t win the big one. Reid finally earned his ring in his seventh season with the Chiefs. They went back the next year and lost to Tom Brady and the Tampa Bay Buccaneers.

Reid, who turns 65 next month, ended any speculation about his potential retirement.

“If they’ll have me, I’ll stick around,” he said.

The first Super Bowl involving both No. 1 seeds since the Eagles beat the Patriots 41-33 in February 2018 lived up to its hype. It was the third-highest scoring Super Bowl and the Eagles scored the most points by a losing team.

Beloit International Film Festival

Beloit International Film Festival announces films for its 18th season

The Beloit International Film Festival has announced the films to be shown in its 18th Season. The complete schedule is posted on the Festival’s website at www. beloitfilmfest.org.

There’s always a special excitement at a live film festival, with filmmakers in attendance, the chance to ask questions, and to experience the power of film. This year, the Festival takes place from Friday, February 24 through Sunday, March 5.

While film festivals have proliferated in recent years, BIFF continues to be ranked among the world’s top 100 film festivals

and is consistently highly regarded among independent filmmakers for its enthusiastic, informed audiences and warm hospitality. The Festival focuses on the work of filmmakers from Wisconsin and Illinois, and presents a diverse international selection of films. Each film at the Festival is locally and carefully screened to offer a wide variety of high-quality comedy, drama, shorts, and documentaries each year to the Greater Beloit community.

Tickets are no longer sold at the door. Tickets may either be purchased online at www.beloitfilmfest.org or in person at the Festival Box Office, 437 E. Grand Ave.,

telephone (608) 466 9693. If you have a gift certificate, known as a “Bifficate,” you need to exchange it for a ticket either online or at the box office. Ticket prices for each film remain a very modest $10, students with ID, $5.

Some new venues are being used to screen films, but all of this year’s venues are in Downtown Beloit and are walkable from each other. Of course, there is plenty of free parking available at each venue.

As always, many local eating and drinking establishments in Beloit will be offering special BIFF After Dark activities and entertainment.

The BIFF Sing-a-Long at La Casa

Grande, 618 Fourth St., will take place on Sat., Feb. 26th at 10PM., This year, it’s The Rocky Horror Picture Show. Yellow Brick Road, a local LGBTQ+ organization, will lead a downtown parade before the show and lead the audience singing Let’s Do the Time Warp, Again! Admission is $10, students $5. Cocktails and food from La Casa Grande are available. Naturally, costumes are encouraged. Be sure to get your tickets early, as this event is certain to sell out!

This year’s classic film, Top Gun, will be shown at La Casa Grande on March 5th at 2:30PM. Admission is free.

Film reviews and screening times

It’s always difficult to choose among over 100 good films, but I’ve identified several that I believe are both enjoyable and noteworthy. This year, the films seem to be more serious, with a large number of foreign films.

If any of films are sold out, check with the Festival. Additional screenings are generally added so as to give everyone a chance to see the film. Tickets may be purchased at the box office or online, but will not be sold at the door. Seating is open on a first-come-first-served basis.

BIFF Venues

All of the venues are in or near Downtown Beloit. There is a new one this year: the Beloit College Powerhouse. Everything is in walking distance from each other. Free parking is everywhere.

Pinball—The Man Who Saved the Game

Rated PG-13. Directed by Austin Bragg and Meredith Bragg

Before video games, there was pinball. Pinball—The Man Who Saved the Game is a film about Roger Sharpe, a young writer at GQ who helped spearhead the drive to make pinball legal in New York.

The modern pinball game was invented largely during the Great Depression in Chicago, and was made illegal in New York City (and many other places) in the 1940s. Mayor LaGuardia believed that it robbed children of hard-earned nickels and dimes. The ban stayed in place until 1976.

This film starts out as a mockumentary and develops as a drama, comedy, and romance all rolled into one. It is well-produced film that is fun to watch.

An older Roger Sharpe (Dennis Boutssikaris) is interviewed and is in scenes with the 1970s Roger Sharpe (Mike Faist). Sharpe hailed from Chicago and learned to play pinball (and apparently also bowl) while attending UW-Madison. When he got to New York, he found that the only place he could find a pinball machine was an adult bookstore. In a chance meeting in an elevator, he meets single-mother, Ellen (Crystal Reed). The film artfully intertwines their courtship in the story.

The audience learns a lot about pinball in this film (it’s a game of skill, not of luck) in a story that is interestingly told.

There is also a message about life: “Life is defined by risk: those you take and those you don’t. The ball is gonna drain no matter what, so find what you want and take a shot.”

This film is fun to watch and won the Audience Choice Award at the Heartland International Film Festival, and Best Narrative at Three Rivers Film Festival and Savannah Film Festival.

Tall Tales

Rated PG-13. Directed by Attila Szász Hungary. Hungarian with English subtitles

In wartime, not everyone is a hero or fought on the winning side. It’s 1945, the war has just concluded. There is great turmoil in Hungary. It is a dangerous time, and the hunt is on for war criminals. Hankó (Tamás Szabó Kimmel) is a con artist who answers the ads of families looking for missing soldiers. He tells them that he knew their loved one, and collects hospitality or anything else the troubled family is willing to bestow upon him.

Chased out of Budapest for connecting with the wrong family (who realizes that he is a scammer), he ends up abruptly leaving a train and comes to a forested cottage where he meets Judit (Vica Kerekes) and her son. Hanko tells Judit that he knew her husband Bérces (Levente

Molár) in the war. Leery at first, Judit slowly begins to trust Hankó. Hankó helps Judit with household chores and the two become romantically involved. Hankó learns that Bérces is a brutal, vicious husband and father. Bérces finally comes home and falsely confirms that he knew Hankó in the war. This deceit provides both men with cover stories to account for their war service.

Predictably, this triangular relationship is unstable, and drama ensues. The film is well-acted with an artistic, dark cinematography, that reflects the chaotic times. The evolving story holds the viewer’s interest well.

Tall Tales has won several awards, including Best Narrative Feature at the Anchorage Film Festival, Best Film at the Fort Lauderdale International Film Festival, and Best Feature Film at the Kyiv International Film Festival.

Amerikatsi

Rated PG-13. Directed by Michael Goorjian

Armenia. Armenian with English subtitles

Charlie (played by the director, Michael Goorjian) was born in Armenia. He was an orphaned stowaway to America at the time of the Armenian Genocide during World War I.

Continued on next page >>>

The Rock River Times. February 15, 2023 8

In 1947, fresh-faced and naïve, Charlie answers the call to repatriate Armenia. Knowing almost no Armenian, almost immediately, Charlie finds himself arrested for wearing a necktie. Through miscommunication, he sentenced to ten years, and is held in solitary confinement so that other inmates won’t be influenced by his “cosmopolitan” ways.

An earthquake-damaged prison wall allows him to see into the apartment of one of the prison guards, Tigran (Hovik Keuchkerian) and his wife, Ruzan (Narine Grigoryan). They are his only connection to the outside world, and he learns about Armenian culture by watching them. When Tigran finds out about the eavesdropping, instead of reporting Charlie, he invites him further into their lives.

Tigran has been forced by the Soviet regime to suppress his passion for art, music, food, and life—at least in public. He freely shares these with Charlie through the window, along with family joys and sorrows.

While the film is a bit far-fetched, it has a pleasing, allegorical quality. It presents an Armenia struggling under the oppression of the Stalin and his adherents. An Armenia eager to celebrate and share its culture with the broader, outside world. Seeing everything through a window reinforces that message.

The film is well-produced and is enjoyable to watch. Its likeable sentimentality overcomes the implausibility of the plot.

Amerikatsi won the Grand Jury Prize for Best Narrative Feature at the Mystic Film Festival.

God’s Petting You

Rated R. Directed by Jamie Patterson

United Kingdom

Charlie (George Webster) is a heroin addict who attends recovery meetings in order to meet his dealer. He considers himself superior because he smokes heroin, rather than injecting the drug. He is still able to hold down a job and doesn’t resort to crime to support his habit. But he is quick to advise others not to try it.

At one recovery meeting, Dealer Dave

(Joe Wilkinson) tells him that he is moving away. He also meets Tattoo Girl (Skye Lourie). Charlie is a one-nightstand for her, but he falls for Tattoo Girl. Tattoo Girl has a steady boyfriend, Jimmy (Benedict Garrett) who is a wellheeled pornographer. Charlie and Tattoo Girl make plans to buy a gun and steal a fortune from Jimmy. In one, rather bemusing scene, Charlie tells his therapist (Alice Lowe) of his plans. She chooses not to report him to the authorities.

Many of the scenes are lengthy and fi lled with dialogue, which is well-delivered. Although the plot is shallow, the fi lm has its share of laughs and guaws.

God’s Petting You is a very dark comedy from the Brighton underworld, a locale more known for pleasant, seaside holidays than grittiness. The fi lm is most definitely not for children or more sensitive viewers. It contains full frontal nudity, sex, violence, murder, drugs, and vulgar language.

Out and About

Rated R. Directed by Peter Callahan

Middle-aged Je Fisher (played by the director, Peter Callahan) takes an afternoon walk through the neighborhoods of Hastings-on-Hudson, NY where he grew up. It is a beautiful, late-spring day. During his walk, Fisher meets quite a few people he’s grown up with, his ex-wife, as well as newcomers to the village. In those interactions and Fisher’s personal recollections, we learn about him and what’s on his mind.

Fisher is a magazine editor who is facing a substantial pay cut. He is divorced, and misses his daughter, who has been away at college in Michigan. He would like his daughter to attend his Mother’s 80th birthday party. He gave up his house in the divorce where his former wife and new husband now live.

Fisher lives in an apartment in town. His sisters are a lawyer and a doctor. He reflects on the fine homes in the area and wonders what the occupants do for a living. Fisher visits the pond where he used to play hockey and encounters a compulsive jogger. He wonders if the

jogger isn’t happier than the rest of us. While the plot isn’t particularly profound, Fisher’s thoughts and interactions are familiar to everyone who has reflected on life and wondered if they chose the right course. It may not be for younger audiences, not because of the coarse language in the fi lm, but they may lack the life experience to appreciate what is otherwise a very relatable fi lm.

Out and About has won both Best Picture at the SoHo International Film Festival and Fisher won Best Actor at the Durango Film Festival.

Relative

Rated R. Directed by Michael Glover Smith

Karen Frank (Wendy Robie) and David Frank (Francis Guinan) are a sixty-something couple living in a Victorian home in the Rogers Park neighborhood of Chicago. Their youngest son Benji (Cameron Scott Roberts) is graduating from college and about to start a job as a cartographer with Google. His older brother, Rod (Keith D. Gallagher) is 35, unemployed, and depressed from a marital breakup five years ago. He lives in his parents’ basement, smokes weed, and plays video games. His sister, Norma (Emily Lape) has driven in for the weekend from Bettendorf, where she lives with her husband and son. His other sister, Evonne (Clare Cooney) comes to the party from Madison with her wife Lucia (Melissa DuPrey) and their biracial daughter. It quickly becomes apparent that Evonne and Lucia are planning to split up.

During the weekend, Benji meets Hekla (Elizabeth Stam) who was a classmate from several years ago. Benji ditches much of the party to be with Hekla, who insists that he rejoin the graduation party at the Franks home. Hekla, an aspiring actress, accompanies Benji to the party and wins the hearts of the Frank family. At the party, Karen and David announce that they are selling their Victorian home. This brings various, somewhat unexpected reactions from the children.

Much of the story concerns the

dynamic between the family members and relationships at various stages. Smith artfully uses the Frank family to illustrate these stages: Benji and Hekla just meeting, Evonne and Lucia at a troubled point, Karen and David married for many years, and Rod and his ex-wife, long separated and unable to rationally communicate with each other. The fi lm has a well-crafted story with convincing, credible characters.

Relative won Best Narrative Picture at the Bualo International Film Festival and the Full Bloom Film Festival.

The Long Breakup

Rated PG-13. Directed by Katya Soldak United States. English and Ukrainian with English Subtitles

The Long Breakup is a feature-length documentary about Ukraine’s attempt to escape Russia’s embrace, leave its Soviet past behind, and become a truly independent country.

This documentary includes the story of director Katya Soldak’s childhood in Soviet Ukraine and her coming of age in an independent Ukraine. She grew up in Kharkiv, eighteen miles from the Russian border. Soldak is an editorial director for Forbes and has since lived in Brooklyn for many years with her daughter. She fondly remembers spending her summers as a child at a relative’s farm in Russia. Soldak notes that Russian is frequently spoken in Eastern Ukraine.

This fi lm has a particularly valuable perspective, as it was produced in 2020, long before the current war broke out. It provides an inside look at Ukraine and its longstanding ties with Russia. Soldak explains not only the deep divisions, but also the increasing a nity that most Ukrainians feel for their independent country. She presents a balanced approach and speaks with those who favor a union with Russia.

The Long Breakup won Best in Festival at the Minneapolis St. Paul International Film Festival.

If you consistently eat blueberries every day with your oatmeal or add to a smoothie, you might be thinking if you could grow your own. The answer is yes but with hesitation. It is not as if the blueberry plant cannot grow in Northern Illinois. It can thrive really. The challenge is that it is very picky about having certain growing conditions, something that you may not be able to control.

Unlike other fruits and vegetables you grow, blueberries need a soil pH of 4.8 to 5.2. Within this range, it allows for the blueberry plant to take up the nutrients it needs during the growing season. The

ENERGY & ENVIRONMENT

The challenging and rewarding blueberry plant

issue is that your growing area, whether growing in the soil, a container, or raised bed, is probably not within this range. Most gardens we see are between 6.0 to 7.5, a range needed for every other fruit and vegetable. So if wanting to growing blueberries, you need to grow them in another area.

Another challenge with blueberries are that it can take some time to lower your soil pH. You probably do not have enough time to do this for spring planting. Sometimes elemental sulfur is recommended which is best applied in the fall. Ammonium sulfate can be used while the plants are growing to lower the soil pH though not always perfect. The rates for

ammonium sulfate are 1 ounce per plant at time of planting, 3 ounces for two year old plants, 8 ounces for four year old plantings, and 12 ounces for eight years or older.

To determine your soil pH, you need to take a soil test. The results will provide you with the current soil pH and some guidance on how to lower your soil pH for where you need to be.

For cultivars, recommended highbush types include ‘Blueray’ and ‘Jersey,’ as well as hybrids (cross between high bush and low bush) ‘Northland’ or ‘Patriot’. Spacing is about 4-6 feet apart. Blueberry plants do need to be pruned. Remove any diseased or broken branches laying

Several items from President Biden’s State of the Union address regarding climate change and the transition to cleaner energy sources are of interest. The president indicated that 500,000 electric vehicle charging stations are being built across the country employing IBEW workers to install. Families could save more than $1,000/year by using tax credits to buy electric vehicles and energy-ecient appliances. He stated that the climate crisis does not care if you are in a red or blue state, describing it as an existential crisis that we have an obligation to our children and grandchildren to confront.

Howard Learner of the Environmental Law and Policy Center interviewed Sean Caston, the House Representative for the 16th District of Illinois, on issues related to President Biden’s address and other topics. Caston indicated that the $380 billion in tax credits provided individuals, businesses and corporations with opportunities to invest for themselves in the clean energy transition.

With the low level of unemployment, a

potential shortage of workers for the clean energy transition will necessitate the training of workers to achieve the goals.

The interview also discussed the need to close coal plants and the economic savings which come from their closing. Closing them will also free up space on the electric grid for renewable installations which could be built on sites of former coal plants. The renewable installations will provide job opportunities for former employees of the plants. Leaner explained that a number of closed plants in Michigan are sited on the shores of the Great Lakes for cooling water. These sites are being targeted for solar plants, electric storage facilities and parklands.

When discussing nuclear power Learner pointed out that solar plus storage outperforms nuclear. Caston indicated that some base power from nuclear is likely to be a part of our energy future. But it remains unclear which form of nuclear power will prove more eective - large scale plants or small modular plants.

One long standing issue is whether low cost wind power from Iowa will be imported into Illinois to serve its large electrical demand by Chicago and

other cities. Learner pointed out that MidAmerican Energy still operates five coal burning plants in addition to its massive investment in wind generation. It seemed implied that a compromise might be possible as Republican governors from Wisconsin and Michigan had agreed to support funding to protect the Great Lakes when President Trump sought to deny such funding.

The transportation sector was also a topic of discussion as transportation now releases more carbon than the energy sector. While the number of EVs is growing, the rate of growth could be dependent on the availability of charging stations. While the cost of EVs is a major concern, limiting their acceptance is whether there will be enough charging stations available to meet a growing demand.

Currently, wealthier, white home owners with garages for charging stations are the primary purchasers of electric vehicles. Beyond individual purchasers is the potential of fleets of vehicles such as school busses, public transit and trucks that could transition to EVs. Vehicles with designated routes can be serviced by conveniently centralized

on the ground or branches that are size years or older. When pruning, aim for an open center. You may also remove blossoms in the first 2 years for stronger establishment.

If the growing needs of blueberry has you realizing you do not want to grow them, there is an alternative fruit. Honeyberry has sweet-tart and blue-purple color like the blueberry but without the soil pH needs. We have grown them at our Winnebago County Extension oce for more than 5 years and pleased with the plant. It is very early with a crop of fruit starting Memorial Day weekend.

Grant is the Local Food and Smalls Farms Educator of the University of Illinois Extension.

charging stations.

As faster battery charging units are developed and vehicles can travel 500 miles on a charge more people will be willing to make the transition to an EV. With improved miles per charge and faster charging times across the country EV trucking could arrive sooner than anticipated. Truckers have legal requirements to limit their hours of driving and their rest periods could provide time to recharge their batteries.

Charging facilities could be located at gas stations for the public at large already accustomed to stopping there. The cost associated with providing a charging station and ensuring the grid can handle an increased electrical demand requires cooperative agreements with the utility providing the power.
