Former lawmaker taken into custody amid delays to his corruption trial after sudden hospitalization Judge declares Sam McCann out of ‘excuses’ for violating probation orders after discharge By Hannah Meisel

SPRINGFIELD – Former Republican State Sen. Sam McCann, a onetime third-party candidate for governor, was taken into custody Friday morning ahead of his federal corruption trial on charges he misused campaign funds. The arrest caps a bizarre week that was supposed to have seen his corruption trial begin and end – until a last-minute hospitalization forced its postponement until Monday. U.S. District Judge Colleen Lawless had ordered McCann to communicate with the federal probation office upon his discharge from Missouri Baptist Hospital in St. Louis, where he’d checked himself in after a weekend of feeling unwell. But McCann was only able to prove he’d emailed his probation officer on Wednesday, when he was told he’d be discharged from the hospital later in the day. Accompanied by an assistant U.S. marshal, McCann went to retrieve his cell phone from his Ford F-250 pickup truck parked outside the courthouse – the same make and model of a vehicle prosecutors allege McCann partially funded illegally with campaign cash – in order to show Lawless he’d also emailed the probation officer when he got home, like he’d been ordered to. But he couldn’t find anything in his sent email folder. “I don’t see it, your honor,” McCann said. “I know that I sent it. I know that I hit ‘send’ twice.” Another probation officer told the judge that the office had called McCann and his wife multiple times and sent multiple texts but hadn’t heard anything back from them. McCann also claimed he didn’t see any of the missed calls or texts on his phone. Assistant U.S. Attorney Tim Bass wondered aloud how McCann had known about Friday morning’s hearing, which had been scheduled the prior afternoon, if he

was having so much trouble with his phone. McCann replied that his standby attorney had emailed him about it. Lawless said McCann’s behavior was the “continuation of a pattern” and that she couldn’t conclude anything other than that he’d “violated (his) conditions of release,” and said he’d be taken into custody with the U.S. marshals “immediately” until his trial commences Monday morning. “There seems to be an excuse every time,” Lawless said. “There are no more excuses, sir.” The former lawmaker had suddenly ditched his court-appointed attorneys in late November, the morning his trial was supposed to begin the last time around. Because he’d be representing himself in a high-stakes trial, Lawless said it was in the interest of justice to grant McCann a 10-week continuance in order to prepare. But 10 weeks later, McCann was missing in action on Monday morning, the day his rescheduled trial was set to begin. Instead, his standby attorney Jason Vincent told Lawless that McCann had checked himself into a hospital in St. Louis for unspecified symptoms. After a few incremental status hearings, McCann videoconferenced into Lawless’ Springfield courtroom on Tuesday afternoon and Wednesday morning, telling the judge he was on a nitroglycerin drip and that he did “not know that I can put a coherent thought together.” Judge Lawless delayed the trial after that, over Bass’ objections. Bass again on Friday pointed out that all but one of McCann’s tests in the hospital had come back “normal.” He also directed Lawless’ attention to a note in McCann’s hospital records – filed to the court under seal – that said McCann claimed to have fallen in the shower before he was discharged, but that “even after this alleged fall…he was stable for discharge,” Bass said. After McCann returned to the courtroom after getting his phone, Bass told the assistant marshals to be prepared if McCann “passes out” – something he’d claimed to have done on Saturday night before checking himself into the hospital. McCann stayed upright, however, and walked with the marshals out of the court-

room and across the hall into a room that appeared to have a holding cell inside. A guard indicated he’d likely be in there for a while for processing. McCann spent eight years in the General Assembly, most of that time as a Republican. But in 2018 he left the GOP, which he said wasn’t conservative enough under then-Republican Gov. Bruce Rauner. He then established the “Conservative Party” in Illinois and ran for governor on a third-party platform backed by organized labor – one of Rauner’s major foes. Two years prior, McCann had gone toe-to-toe with Rauner in a battle over his Senate seat. He won against the well-funded candidate the governor had backed against him. During those election battles, McCann allegedly “engaged in a scheme to convert more than $200,000 in contributions and donations made to his campaign committees to pay himself and make personal purchases,” according to a news release from the U.S. Attorney’s office at the time of his indictment. McCann allegedly used some of that money to pay his mortgage and personal debts, buy personal vehicles, and even paid himself. In addition to spending roughly $60,000 on a truck and SUV, McCann also allegedly purchased two recreational vehicles with campaign funds. Prosecutors allege McCann sought to use those RVs as part of a scheme to channel campaign funds to himself through an Ohio RV rental business. McCann also allegedly spent $50,000 in campaign funds on credit card payments related to a family vacation in Colorado and charges from Apple iTunes, Amazon, a skeet and trap club, Cabela’s, Scheels, Best Buy, a gun store and cash withdrawals. NATO leader says Trump puts allies at risk by saying Russia can ‘do whatever the hell they want’ By Vanessa Gera and Lorne Cook Associated Press

WARSAW, Poland (AP) — The head of the NATO military alliance warned Sunday that Donald Trump was putting the safety of U.S. troops and their allies at risk after the Republican presidential front-runner said Russia should be able to do “whatever the hell they want” to NATO members who don’t meet their defense spending targets. “Any suggestion that allies will not defend each other undermines all of our security, including that of the U.S., and puts American and European soldiers at increased risk,” NATO Secretary-General Jens Stoltenberg said in a statement. Speaking Saturday at a rally in Conway, South Carolina, Trump recalled how as president he told an unidentified NATO member that he would “encourage” Russia to do as it wishes in cases of NATO allies who are “delinquent.” “’You didn’t pay? You’re delinquent?’” Trump recounted saying. “’No I would not protect you. In fact, I would encourage them to do whatever the hell they want. You gotta pay. You gotta pay your bills.’” Trump’s remarks caused deep concern in Poland, which was under Russian control in past centuries, and where anxieties are high over the war Russia is waging just across the Polish border in Ukraine. “We have a hot war at our border,” Polish Prime Minister Donald Tusk said Sunday, voicing concerns about whether the United States will show “full solidarity with other NATO countries in this confrontation that promises to last for a long time with Russia.” “We must realize that the EU cannot be an economic and civilizational giant and a dwarf when it comes to defense, because the world has changed,” he argued in a town hall speech marking the start of his party’s campaign for local elections this spring. In 2014, NATO allies pledged to move toward spending 2% of GDP on defense by 2024. According to NATO estimates in early 2023, 10 of its 30 member states at the time were close to or above the 2% mark, while 13 were spending 1.5% or less. No country is in debt to any other, or to NATO. In a statement, Trump senior adviser Jason Miller said that Trump would be able to more effectively force allies to increase their NATO spending compared

to President Joe Biden, and that “when you don’t pay your defense spending you can’t be surprised that you get more war.” Stoltenberg said he expects that, “regardless of who wins the presidential election, the U.S. will remain a strong and committed NATO ally.” The German government did not officially comment on Trump’s remarks, but its foreign office pointed out NATO’s solidarity principle in a statement on X, formerly Twitter. “’One for all and all for one.’ This NATO creed keeps more than 950 million people safe,” it said. Trump’s comments were of particular concern to NATO’s front-line countries, like Poland and the Baltic states of Lithuania, Latvia and Estonia, which were either under the control of Moscow or fully incorporated into the Soviet Union during the Cold War. Fears there run especially high given Russia’s invasion of Ukraine. Polish President Andrzej Duda, who is allied with the right-wing opposition, and who was seen as friendly to Trump during his presidency, tweeted that the PolishU.S. alliance must be strong “regardless of who is currently in power in Poland and the USA.” He warned: “Offending half of the American political scene serves neither our economic interests nor Poland’s security.”

In an editorial Sunday, German daily Frankfurter Allgemeine Zeitung also called for European nations to spend more on defense. It said that if Trump wins the presidency again, statements like the one he made on Saturday night “will increase the risk of Putin expanding his war. Europeans can only do one thing to counter this: finally invest in their military security in line with the seriousness of the situation.” Trump’s tenure, which was marked by his open admiration for Russian President Vladimir Putin, became a near-existential challenge for NATO, an organization largely controlled by the United States. The prospect that Trump might return to power remains a deep concern among allies. Stoltenberg was praised for his diplomatic skills in keeping NATO together during the Trump years, but the former Norwegian prime minister is stepping down. His successor is likely to be announced by the time allied leaders meet in Washington for NATO’s 75th anniversary summit in July. Under NATO’s mutual defense clause, Article 5 of its founding treaty, all allies commit to help any member who comes under attack. The article has only ever been activated once – by the U.S. in the wake of the Sept. 11, 2001, attacks. NATO has undertaken its biggest military buildup since the Cold War since Russia invaded Ukraine in February 2022.

Growing raspberries and tipping canes BY GRANT MCCARTY CONTRIBUTOR

In the last few weeks, I’ve discussed growing brambles, raspberries and blackberries, which can grow fairly well in Northern Illinois. While blackberries can be challenging due to the cold winters, raspberries grow fine most years. Today we’ll revisit raspberry production and discuss the action of tipping. Raspberries are going to grow like any other bramble, producing primocanes each year that then over winter to produce floricanes that will produce your berries. Unlike blackberries, you do not need to grow only a primocane fruiting type. Raspberries can grow fine in Northern Illinois with canes that over-

winter successfully each year. Raspberry floricane fruiting types are known as summer bearing raspberries. These produce fruit o� of buds that overwinter from the previous summer. The raspberry primocane fruiting types are known as fall-bearing or everbearing. The reason to grow primocane fruiting or floricane fruiting types can simple come down to how much pruning do you want to do. Floricane raspberries will require you to identify canes to overwinter compared to a primocane fruiting type in which you will mow them down at the end of the season. You could grow both of these types of raspberries which would give you both a summer and fall crop. Both types can be planted 2-3 ft between plants and 6-10 ft

between rows. I would most likely not plant di�erent types in the same row. Recommended varieties of floricane fruiting/summer bearing include ‘Boyne’, ‘Killarney’, ‘Lauren’, ‘Titan’, ‘Octavia’, ‘Encore’, ‘Liberty’, and ‘Tulamagic’. For primocane/everbearing/fallbearing raspberries, ‘Joan J’, ‘Jaclyn’, ‘Heritage’, ‘Anne Nova’, ‘Josephine’, ‘Autumn Bliss’, and ‘Autumn Britten’ are recommended. Brambles need to be located in full sun, well-drained soil, pH of 6.0-6.5, and fairly good soil organic matter of 2.0-3.0. Consider your trellising needs too when it comes to growing these plants as canes that grow and then touch the soil are liable to spread quite easily. Lastly, while you will prune out old

canes each year, you do need to tip/cut your canes in order for lateral branches to develop fruit. If you do not do this, your yields will be low/not existent as the lateral branches are the only location fruit develops from. Tipping is an action where you make a small cut on the cane at a certain height that then pushes the cane to develop side branches. For primocane producing, tipping needs to be done in late spring at 25-30 inches on newly emerged canes and then again mid-summer in order for fruit to develop that fall. For floricane producing, you need to tip at 45-50 inches on primocanes before these canes overwinter into the next year. A biologist friend claimed that if people who doubt climate change had been watching the weather over the last few years they would see evidence of what scientists had predicted for at least the past five decades. During our doctoral work at the University of Michigan we had a course from the former head of the Department of Interior. He shared some simple but profound observations. For example, drilling for oil and burning it as a fuel produces wastes which both pollute the air and change the composition of the atmosphere with environmental and economic consequences. He explained that as the head of a Federal Agency if he failed to approve the President’s desire for more oil revenue to pay for a war and an expanded social welfare program, he and his team of advisors would be replaced by o�cials who would give the President the oil revenue he wanted.

During the summer between semesters we talked with a board member of the private school at which we were teaching who was an oil executive. He indicated that the industry wanted national standards for siting new oil refineries so they could locate them anywhere they wanted. National standards were seen as a means to avoid being blocked by local interests. If some cases firms resist implementing environmental regulations on the grounds that they impede economic progress. According to articles in DeSmog Blog, fossil fuel interests knew of the potential global problems of carbon emissions from burning fossil fuels as early as the late 1950s. Eventually those interests created a disinformation campaign to prevent governments from acting to limit carbon emissions. We now face the reality of dealing with the multiple problems related to deteriorating global environmental, economic and social conditions. E�orts to reduce carbon emissions and move toward cleaner energy sources is proceeding at

a slower pace than seen as necessary. Successful environmental and energy reforms have been achieved by governments when su�cient public support exists for such reforms. However the long delay in reducing carbon emissions has left less time to address climate change and reduce its most extreme impacts. For years Amory Lovins and others advocated that reduced energ y consumption and increased e�ciency of energy consumption would reduce pollution, save money and allow us to live well. For transportation, a threefold increase in the energy e�ciency of our cars, trucks and airplanes would have allowed us to continue to travel as we had become accustomed to doing. Similar savings were recommended for energy use in buildings and industry. Examples of such savings had been achieved through demonstration projects. But the solutions were never implemented aggressively. We are now facing some of the predicted adverse consequences of climate

change such as increased intensity of storms, forest fires, floods and droughts. Corrective actions are occurring but they are not occurring as quickly and widely across the globe to meet projected goals. While many of the problems are widespread in our globalized economy, there are some actions which can be under taken by individuals and communities now. Such actions can help us prepare for current and future consequences of climate change, excessive consumption and waste generation. Some local examples of what is being done include ecological restoration e�orts as well as the Sustain Rockford Area Project. Individual e�orts supporting these larger projects are always welcomed. A friend in his 80s still active supporting energy and environmental reforms feels obligated to continue his e�orts as he has children and grandchildren who are living with the environmental consequences which all of us played a part in creating.
