dation is implementing a vehicle miles traveled, or VMT, fee which would replace the existing motor fuel tax with a fee determined by the number of miles a car travels on Illinois roads.
SPRINGFIELD – Despite Illinois’ efforts to smoothly integrate electric vehicles into the state’s economy, a new report from the Illinois Economic Policy Institute is warning of a potential steep decline in transportation revenue as the process of electrification accelerates.
The primary issue is motor fuel taxes, which will see a significant drop as more electric vehicles make their way to the road and fewer people fill their cars with gas.
Since motor fuel taxes make up the backbone of state funding for road and bridge projects, ILEPI, which has strong ties to organized labor, warned in its report that new revenue sources will have to be identified to ensure the state’s 10-year capital improvements plan remains on track.
“There’s absolutely a benefit to having EVs but it will ultimately have a strong impact on transportation funding,” Mary Tyler, the author of the report, said in an interview. “It’s something that I don’t think is talked about enough.”
Motor fuel tax is the state’s leading source of transportation funding and makes up 52 percent of Illinois’ total transportation revenue and 82 percent of its contributions to the federal highway trust fund.

The idea has been floated in the past, including by Gov. JB Pritzker in an interview with The Arlington Heights Daily Herald during his initial gubernatorial campaign in 2018.
“In some states (such as Oregon), they have done tests recently for a VMT tax because we have more and more electric cars on the road, more and more hybrids, and because gas mileage is rising,” then-candidate Pritzker told the outlet. “It’s only fair if you’re on a road and traveling on that road that you should pay your fair share.”
In his four years as governor, however, Pritzker has not made a serious legislative push for a VMT.
It’s an issue that ILEPI says will become more pressing as the state moves toward its goal of putting 1 million electric vehicles on state roads by the end of the decade – a goal written into law with the passage of the Climate and Equitable Jobs Act in 2021.
Even before this promise was made, Illinois was seeing a yearly increase in electric vehicles. From 2017 to 2021, electric vehicle registrations have increased from 8,255 to 36,482. The most recent data from the Illinois Secretary of State’s office shows that, as of December 2022, there are 57,311 electric vehicle registrations.
“Looking at the growth we’re seeing, we’re seeing it grow at a faster rate than what we ever have before,” Tyler said.
According to Tyler’s estimate, Illinois
would have to add 119,000 electric vehicles every year in order to meet their goal of one million by 2030. If that came to fruition, the state would lose $765 million in combined sales and motor fuel tax when accounting for added EV fees. Counting federal revenues, that figure would jump up to $1.1 billion.
Electric vehicles aside, Tyler said fuel-efficient vehicles pose an additional threat to the state’s transportation revenue. Roughly 10 percent of registered vehicles in Illinois are electric, while the rest of the 11 million are increasingly becoming more fuel-efficient.
“If you take a look at the picture of all the vehicles on the road, as newer vehicles come out that are more fuel-efficient, that means we’re just having overall, on average, a more fuel-efficient fleet,” Tyler said.
Tyler calculated that the total state and federal revenue loss over the next decade would be about $4.3 billion.
That loss would be especially threatening to the back half of Pritzker’s historic 10-year, $45 billion capital infrastructure plan known as Rebuild Illinois.
The roads-and-bridges portion of the 2019 program was made possible in large part by doubling the state’s motor fuel tax, which hadn’t seen an increase since 1990, then tying it to inflation in subsequent years.. The infrastructure plan also increased Illinois’ annual electric vehicle registration fee by $100 annually.
Tyler said while the fee hike helped replace some of the lost revenue, it won’t go far enough.
“As soon as the change can be made, the better,” Tyler said. “Even to this day, there are EVs on the road that are not paying as much as they would be on motor fuel tax. So there is an impact, it’s just right now the impact isn’t as big as what it will be in the future.”
Other policy areas to explore, Tyler suggests, include increasing existing registration fees even further, implementing a separate hybrid vehicle fee and creating an electric vehicle-specific kilowatt-per-hour fee.

Union-tied research group pushes for mileage tax to shore up road-building funds
WASHINGTON (AP) — Newly empowered House Republicans on Sunday demanded the White House turn over all information related to its searches that have uncovered classified documents at President Joe Biden’s home and former office in the wake of more records found at his Delaware residence.
“We have a lot of questions,” said Rep. James Comer, chairman of the House Oversight and Accountability Committee.
Comer, R-Ky., said he wants to see all documents and communications related to the searches by the Biden team, as well as visitor logs of the president’s home in Wilmington, Delaware, from Jan. 20, 2021, to present. He said the aim is to determine who might have had access to classified material and how the records got there.
The White House on Saturday said it had discovered five additional pages of classified documents at Biden’s home on Thursday, the same day a special counsel was appointed to review the matter.
In a letter Sunday to White House chief of staff Ron Klain, Comer criticized the searches by Biden representatives when the Justice Department was beginning to investigate and said Biden’s “mishandling of classified materials raises the issue of whether he has jeopardized our national security.” Comer demanded that the White House provide all relevant information including visitor logs by the end of the month.
Appearing on CNN’s “State of the Union,” Comer referred to Biden’s home as a “crime scene” though he acknowledged that it was not clear whether laws were broken.
“My concern is that the special counsel was called for, but yet hours after that we still had the president’s personal attorneys, who have no security clearance, still rummaging around the president’s residence, looking for things — I mean that would essentially be a crime scene, so to speak,” Comer said.
While the U.S. Secret Service provides security at the president’s private residence, it does not maintain visitor logs, agency spokesman Anthony Guglielmi said Sunday.
“We don’t independently maintain our own visitor logs because it’s a private
residence,” Guglielmi said. He added that the agency does screen visitors to the president’s properties but doesn’t maintain records of those checks.
The White House confirmed that Biden has not independently maintained records of who has visited his residence since he became president.
“Like every President in decades of modern history, his personal residence is personal,” White House spokesman Ian Sams said. “But upon taking office, President Biden restored the norm and tradition of keeping White House visitors logs, including publishing them regularly, after the previous administration ended them.”
Indeed, President Donald Trump’s administration announced early in his presidency that they wouldn’t release visitor logs out of “grave national security risks and privacy concerns of the hundreds of thousands of visitors annually.” Democrat Barack Obama’s administration initially fought attempts by Congress and conservative and liberal groups to obtain visitor records. But after being sued, it voluntarily began disclosing the logs in December 2009, posting records every three to four months.
A federal appeals court ruled in 2013 that the logs can be withheld under presidential executive privilege. That unanimous ruling was written by Judge Merrick Garland, who is now serving as Biden’s attorney general.
Asked about Comer’s request for logs and communications regarding the search for documents, Sams responded: “I would simply refer you to what Congressman Comer himself told CNN this morning: ‘At the end of the day, my biggest concern isn’t the classified documents to be honest with you.’ That says it all.”
In that CNN interview, Comer had added that House Republicans did not trust the Justice Department to give the matter of Biden’s classified documents an appropriate level of scrutiny. The House Judiciary Committee on Friday requested that Garland turn over information related to the discovery of documents and Garland’s appointment of special counsel Richard Hur to oversee the investigation.
White House officials “can say they’re being transparent, but it’s anything but,” the committee chairman, Rep. Jim
Jordan, R-Ohio, told Fox News Channel’s “Sunday Morning Futures.”
White House lawyer Richard Sauber said in a statement Saturday that a total of six pages of classified documents were found from Biden’s time serving as vice president in the Obama administration during a search of Biden’s private library. The White House had said previously that only a single page was found there.
The latest disclosure was in addition to the discovery of documents found in December in Biden’s garage and in November at his former offices at the Penn Biden Center in Washington.
Sauber said that Biden’s personal lawyers, who did not have security clearances, stopped their search after finding the first page on Wednesday evening. Sauber found the remaining material Thursday, as he was facilitating their retrieval by Justice Department. Sauber did not explain why the White House waited two days to provide an updated accounting. The White House is already facing scrutiny for waiting more than two months to acknowledge the discovery of the initial group of documents at the Biden office.
Rep. Jamie Raskin of Maryland, the top Democrat on the House Oversight and Accountability Committee, said the Justice Department rightfully appointed special counsels to “get to the bottom” of the Biden classified documents matter as well as in a separate investigation into the mishandling of classified documents at former President Donald Trump’s private club and residence in Florida.
But Raskin also stressed key differences between the two cases, including that Biden’s team readily handed over documents to the National Archives compared with Trump’s repeated resistance to such requests.
“We should keep a sense of proportion and measure about what we’re talking about,” Raskin told CNN.
Asked Sunday if his oversight committee would investigate Trump’s handling of classified documents as well, Comer demurred.
“There have been so many investigations of President Trump, I don’t feel like we need to spend a whole lot of time investigating President Trump, because the Democrats have done that for the past six years,” he said.
DNIPRO, Ukraine (AP) — Ukrainian emergency crews on Monday sifted through what was left of a Dnipro apartment building destroyed by a Russian missile, placing bodies from one of the war’s deadliest single attacks in months in black bags and gingerly carrying them across steep piles of rubble.
Authorities said the death toll from Saturday’s strike rose to 40 and that 30 people remained missing Monday. Tall cranes swung across the jagged gaps in a row of residential towers, the engines growling as residents of one of Ukraine’s largest cities watched largely in silence under a gray sky.
About 1,700 people lived in the multistory building, and search and rescue crews have worked nonstop since the missile strike to locate victims and survivors in the wreckage. The regional administration said 39 people have been rescued and at least 75 were wounded.
The reported death toll put it among the deadliest attacks on Ukrainian civilians since before the summer, according to The Associated Press-Frontline War Crimes Watch project. Residents said the apartment tower did not house any military facilities.
Oleksander Anyskevych said he was in his apartment when the missile struck. “Boom — and that’s it. We saw that we were alive and that’s all,” Anyskevych said Monday as he went to the site to see his wrecked apartment.
He told The Associated Press that he knew people who died under the rubble. One of his son’s classmates lost her parents.
Dnipro residents took flowers, candles and toys to the ruins.
“All of us could be in that place,” local resident Iryna Skrypnyk said.
The European Union’s foreign policy chief, Josep Borrell, called the strike, and others like it, “inhumane aggression” because it directly targeted civilians. “There will be no impunity for these crimes,” he said in a tweet Sunday.
Asked about the strike Monday, Kremlin spokesman Dmitry Peskov said the Russian military doesn’t target residential buildings and suggested the Dnipro building was hit as a result of Ukrainian air defense actions.
The strike on the building came amid a wider barrage of Russian cruise missiles across Ukraine. The Ukrainian military said Sunday that it did not have the means to intercept the type of Russian missile that hit the residential building in Dnipro.
Fierce fighting continued to rage Monday in Ukraine’s eastern Donetsk province, where military analysts have said both sides are likely su�ering heavy troop casualties. No independent verification of developments was possible.
Donetsk and neighboring Luhansk province make up the Donbas, an expansive industrial region bordering Russia that Russian President Vladimir Putin identified as a focus from the war’s outset. Moscow-backed separatists have been fighting Kyiv’s forces there since 2014.
The Russian and Belarusian air forces began a joint exercise Monday in Belarus, which borders Ukraine and served as a staging ground for Russia’s Feb. 24 invasion of Ukraine.The drills are set to run through Feb. 1, the Belarusian Defense Ministry said. Russia has sent its warplanes to Belarus for the drills.
The Institute for the Study of War, a Washington think tank, reported signs of the Kremlin taking steps to turn its Ukraine invasion into “a major conven-
tional war” after months of embarrassing military reversals.
What Moscow calls “a special military operation” aimed to capture the Ukrainian capital, Kyiv, within weeks and to install a Kremlin-friendly regime there, but Russian forces ultimately withdrew from around Kyiv, the think tank said. Then came a successful Ukrainian countero�ensive in recent months before the onset of winter slowed military advances.
“The Kremlin is likely preparing to conduct a decisive strategic action in the next six months intended to regain the initiative and end Ukraine’s current string of operational successes,” the Institute for the Study of War said in a report late Sunday.
It noted reports indicating the Russian military command was in “serious preparations” for an expanded mobilization e�ort, conserving mobilized personnel for future use, while seeking to boost military industrial production and reshu� ing its command structure.
That means Ukraine’s Western allies “will need to continue supporting Ukraine in the long run,” the think tank said.
NATO member nations have sought
in recent days to reassure Ukraine that they will stay the course. The United Kingdom has pledged tanks and the U.S. military’s new, expanded combat training of Ukrainian forces began in Germany on Sunday.
Poland’s prime minister urged the German government to supply a wide range of weapons to Kyiv and voiced hope that Berlin would soon approve a transfer of battle tanks.

— Russian forces shelled the city of Kherson and the Kherson region, killing three people and wounding 14 others over the last 24 hours, regional Gov. Yaroslav Yanushevych said. In the city of Kherson, the shelling damaged a hospital, a children disability center, a shipyard, critical infrastructure and apartment buildings.
— Russian forces struck the city of Zaporizhzhia, damaging industrial infrastructure and wounding five people, two of them children, the deputy head of Ukraine’s presidential o�ce Kyrylo Tymoshenko reported.
— Russian air defenses downed 10 drones Monday over the Black Sea near the port of Sevastopol in annexed Crimea, Mikhail Razvozhayev, the Russianinstalled head of Sevastopol, reported.

Mayor Tom McNamara, in partnership with the Rockford Public Library and the Rockford Area Arts Council, has named Jenna Goldsmith as the City of Rockford’s 2023-2024 Poet Laureate and Kaila Anderson as the City of Rockford’s 2023 Youth Poet. Jenna and Kaila succeed Christine Swanberg and Giulyana Gamero as the City of Rockford’s Poet Laureate and Youth Poet, respectively.
Jenna Goldsmith is a professor at Rockford University. She is an award-winning and accomplished poet, most recently winning the Baltic Writing Residency Chapbook contest in 2022, and has poetry featured in Tilde and Belt Magazine. Over her term, Jenna will explore the theme “Poetry in New Places” and guide the Rockford community on a journey of how poetry can help us all to find and tell of the beauty in unexpected and everyday spaces.
Kaila Anderson is a 10th-grade spoken word poet at Auburn High School. She’s been writing spoken word poetry since sixth grade and placed third in The Golden Apple Talent Show. In addition to showing people of all ages that creativity has no age limit, Kaila hopes to use poetry to push through the stigma surrounding mental health and amplify the message that mental health matters.
A City Poet Laureate is an honorary position; Poets Laureate promote literacy and literature among residents of all ages. The Arts Council and the Rockford Public Library are developing programming, and complimentary resources, to provide the recipient with opportunities to promote their personal work, host workshops for residents, and appear at important City events. The official honor of Poet Laureate is awarded for a period of two years, and the Youth Poet honor is awarded for one year; Both are grant-funded positions.

A festive mood after pandemic-induced blues, unseasonably warm weather and special features in honor of the event’s 10th anniversary contributed to a 12.5 percent increase in attendance at Stroll on State, presented by Illinois Bank & Trust, Saturday, November 26. An estimated 70,050 guests were in downtown Rockford.
Rockford area residents and visitors packed the event that included the City’s tree lighting ceremony, fireworks, Santa, live music, and opportunities to shop and support local businesses. The Rockford Area Convention & Visitors Bureau (RACVB) produces the annual event with the support, services and donations of many community partners, volunteers and sponsors.
“Stroll on State illustrates year after year what can be accomplished when a community comes together. The economic impact, small businesses support, partnership and welcoming atmosphere all speak to our region’s culture of collaboration and belonging,” said Mayor Thomas
McNamara. “I can’t think of a better way for our community to kick off the holiday season each year.”
In the 10 years of Stroll, an estimated 520,800 have attended the kickoff to the holiday season. This figure does not include 2020 in which the event was held virtually because of the global pandemic. RACVB contracts an event analytics firm that uses mobile device data to estimate attendance figures. Along with the overall attendance, the firm estimated that approximately 75% were Winnebago County residents, and more than 5% traveled from outside Illinois.
“Stroll on State is a tradition for Rockford families and visitors,” said Kristen Paul, RACVB vice president of destination development. “This year was particularly heart-warming as we celebrated 10 years of Stroll’s impact. During the tree lighting ceremony, I loved seeing our community all together – with folks filling the streets and overflowing to fill the outside stairwells of the BMO Center and looking on from each floor of the adjacent parking lot. It seemed like everyone wanted to be part of that moment and it’s a memory I’ll always cherish.”
Positive impact on business: “We always look forward to Stroll on State at RAD. It’s one of our busiest days of the year, and— despite some unexpected surprises—this year was no different in that regard. Even amidst a power outage, downtown Rockford still showed up with high spirits, happy attitudes, and much appreciated patience. The other balloon was a checkered five-neck guitar, a salute to Rick Nielsen, a member of the Rock and Roll Hall of Fame Cheap Trick, all of whom are Rockford natives.

RRI: You have had quite a career and really established yourself as one of the most renowned bass players out there. For those who don’t know could you give us a little run-down of some of the highlights of your career?
Jeff Berlin: Early on, I won a couple of polls as Best Bassist! I played with Bill Bruford, Allan Holdsworth, I toured with Anderson, Bruford, Wakeman and Howe. I was asked to join Van Halen. I toured with various assemblies of players in many styles for decades. I’ve created new ways to play the bass as a solo instrument and I have a number of solo records. I also feel that I am a good bass teacher as I learned to help players at any level.
RRI: Your latest album is a tribute to Jack Bruce called “Jack Songs.” I’ve listened to it a few times and would like to ask a few questions about it. First, how did you approach this music? In other words what were your goals and how did you about accomplishing them?
JB: Jack was a great musician with a big catalog of music. I never felt that my doing covers of his songs would approach the excellence of the originals. So, I arranged his songs to sometimes include two or three of Jack’s songs in each piece in order to make a mélange of his music but showcasing it in an original way. And, amazingly, the arrangements worked.
RRI: The sound of the album seems to be all over the place in a lot of ways. What do you see as the unifying elements and how would you describe it?
JB: The drums, bass, and overall sound are the unifiers. You are right; the “all over the place” aspect comes from my attempt to make each song varied and different as I felt that this would be an original concept. Sgt. Pepper was like this, as well, and that record along with the astonishing production of The BeatlesLove inspired me to follow the same sort
of variety.
RRI: You have a number of guest musicians on the disc. How did you choose who to bring on-board, and how did the experience go?
JB: These guests made the album. I asked friends like Sammy Hagar, Geddy Lee, and Alex Lifeson if they would contribute solos and parts to give the listener a roller coaster musical ride, going from one player to the next. Each song features someone different again to make each song its own unique work. These great guests lifted the music to become something quite special.
RRI: Do you have any favorite moments in the making of the album?
JB: Well, as a bass player, I’d say that recording my two solos were standouts for me as I sought to present my bass solos in really intense and melodic ways. But, hearing Sammy singing on “L’Angelo Misterioso” is a standout moment for me as I’ve always been a big fan of his singing.
RRI: What about favorite songs on the disc?
JB: I suppose that “Creamed” is my favorite since it is special in that there are five of Jack’s best known Cream tunes in one arrangement.
RRI: What do you hope or think Jack Bruce would think of the album if he could hear it?
JB: Jack was a 100% musician. We were friends and talked about music pretty often. I would like to think that he would have loved the record as its pursuit of something different appealed to his musical nature.
RRI: I know you’ve played with a lot of different musicians over the years. Are there any gigs or musical moments that really stand out amongst all those collaborations?
JB: I suppose that gigs with Scott Henderson and Dennis Chambers are among the best of my career. We were playing at such a high level of improv
and interaction every night in regards to improvising and interaction.
RRI: Do you have still have any musicians you’d like to play with but haven’t had the chance thus far?
JB: Jeff Beck is someone that I would love to play with. I feel that we are kindred musical spirits.
RRI: What’s ahead for you?
JB: I’m touring the Jack Bruce album next year as well as doing a jazz tour in Europe. Also, I’m also touring a bass class where if people want to improve their bass playing, I will fly to them and host a class. I have quite a collection of ideas that might help them.
RRI: What was the most recent music purchases you’ve made and/or what have you been listening to lately?
JB: It was a Jonas Kaufmann record of him singing La Boheme! I’m also a huge fan of Wynton Marsalis and Keith Jarrett.
RRI: Do you remember the first album you bought?
JB: Not really, but, my guess is that it was a Beatles record.
RRI: Have you managed to catch any live shows lately just because you wanted to check them out, and if so who did you see?
JB: I contracted the Covid variant this summer and I had a hard bout with the virus even after four shots. So, I confess not having gone out to hear live music in a while. I cancelled gigs this year after I got sick because, in part, I was concerned that people might get what I had by sitting so close together.
RRI: Do you remember your first concert?
JB: I do! I was 15 and I saw Cream play at Madison Square Garden,
RRI: Have you come across any new gear recently that you love?
JB: For recording Jack Songs, I found that Markbass’ 15 inch combo called the “Playerschool” mixed perfectly with my d.i. tone from my bass. Other than Markbass’ Overdrive Pedal and EBS Chorus, I guess that I’m a bit ignorant on new pedals and such. But, I am open to seeing what else is out there as I’m interested in new sounds.
RRI: Are there any closing thoughts you’d like to get out there?
JB: Just to send people love!
The Bu�alo Bills blew a 17-point advantage before recovering to win Sunday. That narrow escape came less than 24 hours after the Jacksonville Jaguars overcame a 27-point deficit and pulled o� one of the most stunning comeback victories in playo� history. No lead is safe and the drama abounds so far in the NFL playo�s.
A loaded Sunday schedule saw the Bills escape with a 34-31 win over the Miami Dolphins, the New York Giants upset the Minnesota Vikings 31-24 and the Cincinnati Bengals hang on to beat the Baltimore Ravens 24-17 as wild-card weekend continued.
One more game in the round remains: Tom Brady and the Tampa Bay Buccaneers host Dak Prescott and the Dallas Cowboys on Monday night.
All three of Sunday’s games were decided in the final minutes. In the nightcap,
Sam Hubbard returned Baltimore quarterback Tyler Huntley’s fumble 98 yards for a tiebreaking touchdown in the fourth quarter in a stunning turn of events that led the Bengals to their win.
Huntley tried to go over the top of the line for the go-ahead score. But he was stood up by Germaine Pratt and stripped by fellow linebacker Logan Wilson.
The ball went right to Hubbard at the 2, and the defensive end took o� down the field for the longest fumble return for a touchdown in NFL postseason history. It also was the longest go-ahead TD in the fourth quarter in the postseason.
In Sunday’s opener, Bills quarterback Josh Allen shrugged o� a three-turnover outing by throwing two touchdown passes 3:11 apart in the third quarter. He finished 23 of 39 for 352 yards and three TDs, but also threw two interceptions and lost a fumble.
Cole Beasley scored the go-ahead touchdown with a 6-yard catch, and
Gabe Davis extended the lead to 34-24 with a 23-yard TD reception after Bu�alo squandered its early 17-0 advantage.
Giants quarterback Daniel Jones became one of the stars of wild-card weekend by leading sixth-seeded New York to its road win over No. 3 Minnesota. Jones — playing in his fi rst playo� game — threw for 301 yards and two touchdowns and ran for 78 yards in a stellar all-around performance. Saquon Barkley rushed for two scores, including the tiebreaker midway through the fourth quarter.
On Saturday, rookie Brock Purdy and the San Francisco 49ers beat the Seattle Seahawks 41-23 while the Jaguars capped their comeback by beating the Los Angeles Chargers 31-30.
The No. 1 overall seed in the AFC was claimed by Kansas City with its 31-13 win over Las Vegas in Week 18. The NFC’s top spot was taken by Philadelphia. Those teams got the weekend o� before playing in the divisional round next weekend.

This is the third straight year of the current playo� format, which includes the top seven teams from both the AFC and the NFC.
The four division winners in both conferences automatically get the top four seeds, regardless of record, and then the top three teams with the best record that didn’t win their division are the wild-card selections. That’s why it’s fairly common for a wild-card selection to have a better record — but worse playo� seeding — than a team that finished as a division winner.
The No. 1-seeded team in each conference gets a bye into the second round — that’s the Chiefs and Eagles — while No. 2 hosts No. 7, No. 3 hosts No. 6 and No. 4
hosts No. 5 during the wild-card weekend.
The NFL re-seeds teams after each playo� round. That means no matter how the bracket started, the lowest-seeded team will always travel to the highest-seeded team.
There are four rounds to the playo�s: The wild-card round is this weekend, the divisional round is Jan. 21-22, the conference championship games are on Jan. 29 and the Super Bowl is scheduled for Feb. 12 in Glendale, Arizona.
Players and fans watched in horror on Jan. 2 as Bu�alo Bills safety Damar Hamlin collapsed on the field at Cincinnati when his heart stopped and he received CPR before leaving the field in an ambulance. Over the next week, those same players and fans reacted with joy at news of Hamlin’s recovery.
Even better news came Saturday: Hamlin visited with teammates at the Bills’ facility for the first time since being discharged from a Bu�alo hospital.
A person with direct knowledge of Hamlin’s schedule confi rmed to The Associated Press the player’s visit. The person spoke on the condition of anonymity because Hamlin has kept his schedule and recovery private.
Hamlin’s remarkable recovery has made it much easier to focus on the playo�s.
The cancellation of the Bills-Bengals game because of Hamlin’s injury could lead to one big change to the AFC playo� format.
The AFC championship game would be played at a neutral site if the Chiefs and Bills reach that point under a rule adjustment approved by NFL owners last Friday. That’s because Bu�alo (13-3) played one fewer game than Kansas City (14-3) and missed out on a chance to earn the top seed. The Bills beat the Chiefs 24-20 on Oct. 16 and would have held the tiebreaker had the teams finished with the same record. Bu�alo lost 42-36 at Kansas City in a divisional-round classic last season.
The Chiefs would host the AFC title game against any other team, including the third-seeded Bengals (12-4).
There have been frequent warnings that the economy is reaching its energy limits. The question has always been what will replace the energy density of fossil fuels. Fossil fuel advocates remind us that substantial amounts of them remain to power the economy. However carbon releases from their combustion is threatening human health and the health of other life the planet.
It is widely accepted that we are experiencing some of the consequences of climate change including global temperature increases and intense storms causing widespread damage costing billions of dollars with worse conditions predicted for the future. A recent column cited a 2011 long term prediction which claimed that the Sacramento area would be highly vulnerable to consequences of climate change by 2025. The intense rainstorms they are experiencing now have arrived
earlier than predicted and could provide examples of the vulnerability of the area to extreme weather conditions associated with climate change.
Higher energy prices have increased the cost of living; the sanctions on Russian energy supplies normally headed to the EU have stressed the European economy. While the sanctions themselves are the chief factor causing the economic stress in the EU, the impact of energy shortages illustrates the fall in living standards associated with reaching energy limits.
The projected solutions to climate change and declining supplies of low cost fossil fuels involve a transition to cleaner energy sources, particularly solar and wind technologies. As advocates of renewable energy sources, we had a solar system installed on our property. We also had a small one kilowatt wind generator installed to illustrate how the combination of wind and solar could provide a significant amount of our electrical energy needs. Solar would provide elec-
tricity on sunny days; wind would provide energy after the sun set and during the strong winds of winter.
The combination of solar and wind was never intended to meet all of our electric needs and when the small wind generator was struck by lightning we chose not to have it repaired. We remain connected to the grid as a backup system and have net metering so we are credited for the excess electricity we send back to the utility. We had a battery system installed for backup power in case the grid goes down. The loss of grid power seldom happened and has only happened once for an extended period of time. During a nighttime summer storm our battery system provided enough electrical power to keep the air conditioning running until we got up in the morning.
Our electrical service remains dependent on the grid for a reliable source of electricity on a 24/7 basis. Having the solar system on net metering cuts down on the cost of electricity. If the net
metering system were changed in such a way that reduces the value of the solar electricity sent back to the grid it would reduce our economic benefits of the solar system. The benefits to society include cleaner air, the security of a decentralized energy system and a lessened need to expand the costly electrical grid.
A successful global transition to renewable electrical production requires solving the intermittency problem. Although progress is being made and costs are dropping the problem persists. A recent article by Diane Cherry provides a hopeful overview on e�orts to address the need for long term energy storage. Beyond that issue is the question of whether solar and wind could ever provide enough energy to power the existing industrial society. If we learn that solar and wind are unable to keep our industrial society intact, society would be facing the need to reorganize itself to adjust to declining energy resources or find a suitable replacement.
