Supreme Court sets March timeline for oral arguments in cash bail appeal

SPRINGFIELD – An appeal to the Illinois Supreme Court regarding the constitutionality of a state law that would end cash bail appears to be at least three months away from resolution under a new timeline approved by the court Thursday.

Attorney General Kwame Raoul filed the agreed motion setting the timeline for the high court’s appeal of a lower court ruling that invalidated provisions of the SAFE-T Act criminal justice reform that would have eliminated cash bail on Jan. 1. The motion, Raoul’s office wrote in its filing, had been agreed to by all parties in the case, scheduling briefs to be filed in January and February, with oral arguments to begin sometime in March. A ruling would come sometime thereafter at an unspecified date.

The matter came to the Supreme Court in a Friday, Dec. 30, appeal by Raoul’s office, following Kankakee County Judge Thomas Cunnington’s decision that lawmakers overreached their constitutional authority in passing a measure to abolish cash bail in Illinois.

Cunnington wrote in a 36-page decision that the cash bail provisions effectively and improperly amended a section of the state’s constitution that states, “all persons shall be bailable by sufficient sureties,” except in a few specific circumstances.

He also wrote that ending cash bail is an improper overreach by lawmakers, who have no constitutional authority to govern the administrative functions of Illinois courts due to the separation of powers. Bail, Cunnington wrote, has been held by the Supreme Court to be “administrative” in nature.

The constitution also specifically mentions bail in a section on victims’ rights, when it states victims have a right “to have the safety of the victim

and the victim’s family considered in denying or fixing the amount of bail.” Cunnington found that eliminating bail prevents courts from “effectuating the constitutionally mandated safety of the victims and their families.”

The ruling initially left the impending cash bail reform in limbo in at least 64 of Illinois’ 102 counties that had joined the consolidated lawsuit. A Dec. 31 order from the Illinois Supreme Court, however, stayed the cash bail provisions’ implementation statewide until the court could rule on an appeal to the case.

Thursday’s order set the timeline for that appeal.

On Wednesday, Gov. JB Pritzker said he was disappointed in the delayed implementation of the reform, which he and advocates say corrects an unfair system that allows wealthy individuals to pay their way out of jail as they await trial regardless of the seriousness of the crime they are accused of committing, while keeping poorer individuals who can’t make bail incarcerated pretrial even if they’re accused of relatively minor crimes.

The measure that would replace cash bail, should the new law be allowed to take effect, would give judges greater authority to keep an individual incarcerated pretrial if they’re accused of more serious offenses, but it would also limit the number of offenses for which pretrial detention can be ordered.

“The whole purpose here is fairness,” Pritzker said. “And I think that we will continue to fight for that. And I think those of us who believe in this know that there’s even more work to do, but I am comfortable and confident that this is constitutional.”

Neither Cunnington’s ruling nor the Supreme Court’s orders thus far have invalidated other provisions of the SAFE-T Act which had already taken effect, such as reforms to police officer training and certification standards and police body camera requirements.

CES 2023: Companies tout environmental tech innovations

LAS VEGAS (AP) — The mottled bright green leaves of a pothos plant stood out against the flashy expanse of electric vehicles and smart products at the CES tech show in Las Vegas this year. This particular version of the familiar houseplant was bioengineered to remove 30 times the amount of indoor air pollutants of a typical house plant, according to Neoplants, the Paris-based company that created it.

Customers are already joining a waitlist for seedlings still in the nursery.

Neoplants founder and CEO Lionel Mora is a passionate former Google employee who sings a bit of a different tune than other founders at the electronics convention, with its technology-can-solve-anything vibe. He says before people turn to engineering solutions, they need to address consumption. But, “when it comes to innovation, we believe that biology is the way to go because it’s sustainable by design,” he said.

As countries grapple with how to limit global warming and protect natural resources and biodiversity, more companies are growing their own commitments to building sustainable supply chains and slowing emissions. For others, like Neoplants, addressing environmental issues is their whole reason for being.

Companies and start-ups at CES touched on a broad range of those efforts. Austinbased Pivet showcased biodegradable phone cases. Electric watercraft company Candela unveiled a 28-foot electric speedboat. Ukrainian start-up Melt Water Club presented its water purification method that uses freezing.

The Department of Energy even had a booth — a first, said Energy Secretary Jennifer Granholm, who spoke with The Associated Press ahead of her keynote on Friday.

Granholm said she is excited about a range of technologies at CES and beyond, from John Deere’s newest electronic farm equipment, to battery storage using alternative materials such as sodium salt, both of which she said the Department of Energy has helped fund.

Granholm also spoke about expanding the use of clean energy, including some forms of hydrogen, fusion and geothermal energy, highlighting the latter as an opportunity for the oil and gas industry.

“If they’ve used fracking to be able to get to oil and gas, they could be using that

same technology to be able to extract the heat beneath our feet,” she said.

It could be a while before the oil and gas industry walks away from extracting fossil fuels. In the meantime, more companies are taking emissions reductions seriously. And the first step to reducing emissions is having a full understanding of them, said GreenSwapp founder Ajay Varadharajan. The Dutch company intends to help online grocers and food delivery services understand their carbon footprint, including those in their supply chain or “Scope 3” — often the toughest to track.

Varadharajan wrote an algorithm that pulls information about various edible products from published research papers, which allows him to assign a carbon footprint to every food’s barcode. The algorithm then fine tunes that number with information about a product’s farming techniques and packaging.

Using GreenSwapp’s app, CES attendees could scan the barcode of various milk containers on display to instantly compare their carbon footprint. The company claims this works on any food item with a barcode.

The information is helpful for conscious consumers, but Varadharajan says the real impact happens when food companies use it to track their emissions.

Some companies may want to share the information with customers. But he expects many to use it internally, preparing for possible regulations, he explained. The Securities and Exchange Commission is expected to soon require publicly traded U.S. companies to disclose their greenhouse gas emissions. The largest ones may need to disclose Scope 3 emissions related to their supply chain. Once finalized, the U.S. would join a growing number of countries including the U.K. and Japan that require large companies to disclose this information. The European Union is finalizing reporting standards.

Goodyear Tire and Rubber Company didn’t have a booth this year, but it did demo new tires on vehicles plastered in blue and yellow that rolled around Las Vegas.

The company currently has the largest market share for replacement consumer tires in the U.S. It says its new demo tire contains 90% sustainable materials, and has improved rolling efficiency, which helps people save energy, even when the tires are on electric vehicles.

Goodyear didn’t specify how much carbon is reduced in the new tire manufacturing process, or how much energy is

saved through rolling efficiency.

“It’s very dependent on the type of vehicle and the type of tire being used,” said CEO Rich Kramer.

But the company’s line of ingredients appear to move in the right direction. Tires use many materials and this new one transitions away from petroleum products to surplus soybean oil to maintain pliability. It uses silica from rice husk waste residue for grip and fuel efficiency. The list goes on, and Kramer says the tire is an important step toward the company goal of reaching zero emissions by 2050.

But sourcing these materials in large quantities is an issue, he said.

“Can you get them at scale to be able to increase production? And then how do you change the manufacturing process for that? That’s a challenge, but a challenge we welcome,” he said.

There’s still some room for improvement in the sourcing of Goodyear’s rubber, said Sean Nyquist of Forest Stewardship Council, which works to certify sustainable rubber.

“In the last 20 years, there’s been significant deforestation as a result of natural rubber,” he said, as demand grew for rubber from trees instead of synthetic versions made in a lab.

Goodyear’s rubber sourcing follows the guidelines of the Global Platform for Sustainable Natural Rubber. Nyquist says this is an important step, but third-party certification would add even more validity to sustainability claims.

Several tire companies are on a similar path, he said. The tires Pirelli makes for the plug-in version of the BMW X5 have obtained FSC certification, which guarantees rubber was sourced ethically, including forest management and labor practices.

There may not be a simple path to reducing emissions and building sustainable supply chains. But one place U.S. companies may now get more help is the record federal funding available to decarbonize buildings and transportation through the Inflation Reduction Act. Granholm says she believes the incentives to reduce energy use and scale clean technology are powerful.

“There’s policy innovation and there’s technology innovation, she said. “We’re all scanning to see what has the best impact on reducing greenhouse gas emissions and getting to our ultimate goal of saving the planet.”

Brazil cracks down post-riot and vows to protect democracy

RIO DE JANEIRO (AP) — Brazilian authorities vowed Monday to protect democracy and punish thousands of supporters of ex-President Jair Bolsonaro who stormed and trashed the nation’s highest seats of power in chaos with striking similarities to the Jan. 6, 2021, insurrection at the U.S. Capitol.

The protesters swarmed into Congress, the Supreme Court and presidential palace on Sunday. Many have said they want the Brazilian army to restore the far-right Bolsonaro to power and oust the newly inaugurated leftist Luiz Inácio Lula da Silva.

Police broke down a pro-Bolsonaro encampment outside a military building Monday and detained some 1,200 people there, the justice ministry’s press o�ce told The Associated Press.

Lula and the heads of the Supreme Court, Senate and Lower House also signed a letter Monday denouncing acts of terrorism and vandalism and saying they were taking legal measures.

Justice Minister Flávio Dino told reporters that police have begun tracking those who paid for the buses that transported protesters to the capital. At the news conference late Sunday, Brazil’s minister of institutional relations said that the buildings would be inspected for evidence, including fingerprints and images, and that the rioters apparently intended to spark similar uprest nationwide.

“They will not succeed in destroying Brazilian democracy. We need to say that fully, with all fi rmness and conviction,” Dino said. “We will not accept the path of criminality to carry out political fights in Brazil.”

Rioters wearing the green-and-yellow of the national flag on Sunday broke windows, toppled furniture, hurled computers and printers to the ground. They punched holes in a massive Emiliano Di Cavalcanti painting at the presidential palace and destroyed other works of art. They overturned the U-shaped table at which Supreme Court justices convene, ripped a door o� one justice’s o�ce and vandalized a statue outside the court. The monumental buildings’ interiors were left in states of ruin.

Monday’s arrests came in addition to the 300 held Sunday while caught in the act.

Police had been noticeably slow to react - even after the arrival of more than 100 buses - leading many to ponder whether

authorities had either simply ignored numerous warnings, underestimated the protesters’ strength, or been somehow complicit.

Public prosecutors in the capital said local security forces had, at very least, been negligent. A supreme court justice temporarily suspended the regional governor. Another justice blamed authorities for not swiftly cracking down on budding neofascism in Brazil.

After his Oct. 30 electoral defeat, Bolsonaro, who has gone to Florida, has been stoking belief among his hardcore supporters that the electronic voting system was prone to fraud — though he never presented any evidence. His lawmaker son Eduardo Bolsonaro held several meetings with former U.S. President Donald Trump, Trump’s longtime ally Steve Bannon and his senior campaign adviser, Jason Miller.

“Canada, Mexico, and the United States condemn the January 8 attacks on Brazil’s democracy and on the peaceful transfer of power,” U.S. President Joe Biden, Mexican President Andrés Manuel López Obrador and and Canadian Prime Minister Justin Trudeau said in a joint statement from Mexico City on Monday.

Results from Brazil’s election — the closest in over three decades — were quickly recognized by politicians across the spectrum, including some Bolsonaro allies, as well as dozens of governments. And Bolsonaro surprised nearly everyone by promptly fading from view. He neither conceded defeat nor emphatically cried fraud, though he and his party submitted a request to nullify millions of votes that was swiftly dismissed.

Brazilians have used electronic voting since 1996 that security experts consider less secure than hand-marked paper ballots because they leave no auditable paper trail. Brazil’s system is, however, closely scrutinized and domestic authorities and international observers have never found evidence of it being exploited to commit fraud.

Still, Bolsonaro’s supporters refused to accept the results. They blocked roads and have remained camped outside military buildings, urging the armed forces to intervene. Dino, the justice minister, referred to the encampments as incubators of terrorism. Protests were overwhelmingly peaceful, but isolated threats — including a bomb found on a fuel truck headed to Brasilia’s airport — prompted security concerns.

Two days before Lula’s Jan. 1 inauguration, Bolsonaro flew to the U.S. and took

up temporary residence in Orlando. Many Brazilians expressed relief that, while he declined to participate in the transition of power, his absence allowed it to occur without incident.

Or so it had been, until Sunday’s havoc.

“Our Jan. 8 — an unprecedented manifestation in Brazilian politics — is clearly copied from Jan. 6 in the Capitol,” said Paulo Calmon, a political science professor at the University of Brasilia. “Today’s sad episodes represent yet another attempt to destabilize democracy and demonstrate that the authoritarian, populist radicalism of Brazil’s extreme right remains active under the command of former President Bolsonaro, the ‘Trump of Latin America.’”

Analysts told the AP that the upheaval could yield greater political support for Lula and his stated mission to pacify the polarized country, with many rightwing citizens and politicians repulsed by Sunday’s scenes and eager to distance themselves from far-right radicalism. The leader of Bolsonaro’s own party called the uprising “an embarrassment.”

“This may have been the beginning of the end. The political system will want to isolate that radical movement and move away from it,” said Mario Sérgio Lima, political analyst at Medley Advisors. “I think what we will see now is the right trying to create new alternatives and new leaders, and the center distancing itself.”

In a news conference from Sao Paulo state, Lula read a freshly signed decree for the federal government to assume control of security in the federal district. He said that the so-called “fascist fanatics,” as well as those who financed their activities, must be punished, and also accused Bolsonaro of encouraging their uprising. Bolsonaro repudiated the president’s accusation late Sunday. Writing on

Twitter, he said peaceful protest is part of democracy, but vandalism and invasion of public buildings are “exceptions to the rule.”

Unlike the 2021 attack in the U.S., few o�cials would have been working in the top government buildings on a Sunday. And videos showed limited presence of the capital’s military police.

One video showed a group of protesters easily pushing through a police barricade, with only a few o�cers using pepper spray. Another showed o�cers standing by as protesters stormed the Congress, including one using his phone to record what was happening.

“This was a gross error by the federal district’s government,” said Thiago de Aragão, director of strategy at Brasiliabased politican consultancy Arko Advice. “Everyone knew they (the protesters) were coming to Brasilia. The expectation was that the federal district’s government was going to mount a response to protect the capital. They didn’t do any of that.”

Lula said at his news conference that there was “incompetence or bad faith” on the part of police, and he promised that some would be punished.

Federal District Gov. Ibaneis Rocha confi rmed on Twitter he had fi red the capital city’s head of public security, Anderson Torres — hours before a Supreme Court justice suspended the governor from o�ce, alleging “intentional omission.”

“Two years since Jan. 6, Trump’s legacy continues to poison our hemisphere,” U.S. Sen. Bob Menendez, who chairs the Senate’s foreign relations committee, tweeted, adding that he blamed Bolsonaro for inciting the acts. “Protecting democracy & holding malign actors to account is essential.”

Ten plays, poems, monologues, and stories will be presented in a staged reading at 7pm on January 19, 20, and 21, 2023 at The West Side Show Room, 1414 N. Main St. in Rockford. The January 4th performance will also be broadcast on Facebook. Admission is free and more information is available at wssr.org.

The theme of this year’s festival is “Healing + Homage.” RNW Artistic Director Claudia Consuelos felt her upbringing had impacted her in multiple ways, whether positive or negative. “As we navigate life, we carry with us great

generational traditions, but we must also break free from their curses,” Consuelos said. “This year we wanted to ask writers to consider the ways in which they honor and heal from those who came before.”

This theme inspired first-time Rockford playwright Whitney Howell, who uses the name Nena Monroe in her artistic endeavors, to write the play “The Perfect Sweet Potato Pie” as a way of processing the grief she experienced from the death of her sister. “My sister was a nurse who worked on the frontlines of the pandemic and passed away from Covid,” Howell said. “Even though she’s gone physically, it’s like I’ve created a whole new memory with her that I will forever cherish.”

Likewise, the poem “Spider In The Labyrinth” by Rockford writer JP Rindfleisch IX, deals with loss. Rindfliesch, whose work embodies “things dark, strange, and queer,” says “Loss is painful, and many times we lose those we love before we have time to say goodbye. We find ways to honor them and heal from the regrets of conversations we didn’t get to have.”

Linda Zuba, whose work was first chosen for Rockford New Words in 2019, is back with a monologue entitled “Letter to Mamá.” After a serious case of COVID 2 years ago, Linda’s life drastically changed as she knew it and as she loved it. “My healing journey has involved repairing the physical damage as well as psychological wounds from suppressed emotions and vicarious trauma.”

In its eighth year, Rockford New Words continues to provide opportunities for aspiring and established writers from the Rockford area to have their works selected, evaluated, and presented professionally to the public alongside national and international writers. Each writer receives a $200 royalty for the rights to present their new work.

Rockford University receives grant from Community Foundation of Northern Illinois

Rockford University received a $20,000 grant from the Community Foundation of

Northern Illinois. The funds will benefit the University’s Regents First program.

Rockford University’s Regents First program aims to recruit, support, and retain first-generation college students with the goal of degree completion. According to the Education Advisory Board (EAB), 90 percent of low-income, first-generation college students don’t graduate. In February 2022, the Federal Reserve Bank of New York reported that the return on investment for a college degree is more than $800,000 of increased earnings over a lifetime.

“We are thrilled to continue growing our Regents First program with the help of the CFNIL grant,” said interim Rockford University President Dr. Patricia Lynott. “This program supports students who are working to become the first in their family to earn a college degree. The funds will allow us to continue ensuring students are successful at Rockford University and beyond.”

The program began in the fall of 2021 and has a 92 percent retention rate. It provides students with hands-on mentoring, coaching, and college life-skill training, throughout their first year, and continuing support for the duration of their Rockford University education. “Enrolling in a fouryear program can be daunting for anyone,” said Dr. Karen Walker, Dean of Academic Support. “With Regents First, first-generation college students receive the strategic support they need to stay in school, with the ultimate goal of completing their degree.”

The Regents First program represents a strategic priority to Rockford University and has been identified as the key to the University’s current and future student recruitment and retention e�orts.

NFL playoffs: Seahawks are in field after Lions stun Packers

The NFL’s Week 18 saved its best drama for the final game of the weekend.

The Detroit Lions — eliminated from playoff contention earlier Sunday when the Seahawks beat the Rams — pushed past their disappointment and played the role of a spoiler, rallying to beat Green Bay 20-16 on Sunday night. The win denied quarterback Aaron Rodgers and the Packers a spot in the postseason. Instead of Green Bay, it’s the Seahawks who will be the No. 7 seed in the NFC. They’ll travel to face division rival San Francisco in next weekend’s wild-card round.

The rest of next weekend’s schedule is also set: In the AFC, it’ll be the Miami Dolphins at the Buffalo Bills, Baltimore Ravens at the Cincinnati Bengals and Los Angeles Chargers at Jacksonville Jaguars. In the NFC, the Minnesota Vikings will host the New York Giants and the Tom

Brady-led Tampa Bay Bucs host the Dallas Cowboys.

The Lions’ upset win capped a weekend that saw the Dolphins make it back to the playoffs for the first time since 2016. The surprising Jaguars also return to the postseason for just the second time since 2007.

Seven of the 14 teams that qualified for the playoffs didn’t make the field last season, including the Seahawks, Ravens, Jaguars, Chargers, Dolphins, Vikings and Giants.

Among those headed home: The New England Patriots and six-time Super Bowl-winning coach Bill Belichick, eliminated after a loss to the Bills.

The Lions didn’t have much to play for against the Packers other than pride, but that was enough. They were knocked out of playoff contention when Seattle’s Jason Myers kicked a 32-yard field goal to beat the Los Angeles Rams 19-16 in overtime.

The No. 1 overall seed in the AFC was

claimed by Kansas City with its 31-13 win over Las Vegas on Saturday. The NFC’s top spot was taken by Philadelphia, which beat the New York Giants 22-16 on Sunday.

The AFC bracket could still be affected by the cancellation of the Bills-Bengals game after Hamlin’s injury. The Bengals avoided a coin flip for home field after beating the Ravens 27-16, but there still could be a neutral field AFC championship game if the Bills line up against the Chiefs.

WHAT’S THE FORMAT FOR THE PLAYOFFS?

This is the third straight year of the current NFL playoff format, which includes the top seven teams from both the AFC and the NFC.

The four division winners in both conferences automatically get the top four seeds, regardless of record, and then the top three teams with the best record that didn’t win their division are the wild-card selections. That’s why it’s fairly common for a wild-card selection to have a better record — but worse playoff seeding — than a team that finished as a division winner.

The No. 1-seeded team in each conference gets a bye into the second round — that’s the Chiefs and Eagles — while No. 2 hosts No. 7, No. 3 hosts No. 6 and No. 4 hosts No. 5 during wild-card weekend.

The NFL has a re-seeding policy after each playoff round. That means that no matter how the bracket started, the lowest-seeded team will always travel to the higher-seeded team.

There are four rounds to the playoffs: The wild-card round is during the upcoming weekend, the divisional round

is Jan. 21-22, the conference championship games are on Jan. 29 and the Super Bowl is scheduled for Feb. 12 in Glendale, Arizona.

WHAT CHANGED WITH THE BILLSBENGALS CANCELLATION?

It’s been an eventful week for players and fans, who watched in horror Monday night as Buffalo Bills safety Damar Hamlin collapsed on the field and had to be given CPR before leaving the field in an ambulance. A few days later, those same players and fans have watched with joy as Hamlin recovers.

That made it much easier to focus on Week 18 and now the playoffs.

The Bills-Bengals game had major playoff implications in the AFC, so the cancellation of the game due to Hamlin’s injury could force some changes depending on playoff results.

The AFC championship game will be played on a neutral site if the Chiefs and Bills reach that point.

Buffalo’s 35-23 win over New England on Sunday coupled with Kansas City’s 31-13 victory at Las Vegas on Saturday means the No. 1 seed Chiefs (14-3) can’t host the conference title game against the Bills (13-3) because the teams played an unequal number of games.

NFL owners approved a resolution Friday that implemented new rules for this postseason in response to the cancellation of the Bills-Bengals game.

WHAT ELSE HAPPENED THIS WEEKEND?

In fairly straightforward playoff drama, the Jaguars beat the Tennessee Titans 20-16 on Saturday night to win the AFC South for the first time in five seasons. The Titans needed a win to advance to the postseason.

The Dolphins and third-string quarterback Skylar Thompson squeezed past the Jets 11-6, snapping a five-game losing streak. Miami then had to wait a few minutes for Buffalo to finish off New England to make the Dolphins’ playoff appearance official.

“We’re In” was displayed on the videoboard at Hard Rock Stadium.

The Pittsburgh Steelers nearly found a way to sneak into the postseason but couldn’t quite make it. They did their part by beating the Browns 28-14 but needed the Patriots and Dolphins to lose.

The Patriots obliged. The Dolphins did not.

Garden resolutions for 2023

While your New Year’s resolutions may be focused on health, wellness, and finances, garden resolutions can be a great one to consider. Each year, I think about resolutions that can be made to my garden such as new vegetables/varieties I would like to try out, perennial plants that could find a home in di�erent beds, and other actions that could become daily habits for a better gardening experience. What I like about garden resolutions are that they can be simple actions I can take before my season begins. I also can stretch

them into the growing season.

Before I get to my 2023 resolutions, let me tell you about my 2022 garden. For the most part, it did well. I had the fi rst big crop of peaches the end of July from trees that had been planted in 2020. I added a wide variety of dahlias to my growing area and have dug them up to store and replant in 2023. Grapes continued to get the growth they needed though will transfer them to a better location. New varieties of okra and eggplants were added in 2022 and will be grown again in 2023.

My 2023 garden resolutions are a mix of management and new additions. I

am stuck in a rut of growing the same tomato varieties for the last 8 years and need to add new ones this year. Though I grew peppers successfully from seed, I did not find they performed well and need to address their water and nutrient needs more often. A deer removed a large portion of one of the peach trees in 2021 and it’s now time to see if I can graft an established peach tree with the rootstock that has been left behind. My cucurbits need to be moved to a better location with full sun as yields were lower than they should have been.

I could go on and on with my garden

resolutions for 2023 and you may be in a similar position. With the mild temperatures we have been experiencing this January, you may have the ability to get started on some of your garden goals early. I know that there are areas where I could do some weed removal in the next weeks if the weather cooperates. January is also a great time to look through your seed packets and catalogues and determine what you want your garden to look like come May.

Advantages of expanding renewable energy

Passage of the Inflation Reduction Act was the big energy news last year but its influence will be long lasting. Robinson Meyer of the Atlantic quoted a research report by the investment fi rm Credit Suisse which indicates the IRA will have a more profound impact on industries than has been recognized.

The Act could involve expenditures nearly twice the amount that Congress estimated. No budget or spending limits for electric vehicles and zero-carbon electricity incentives are in the law. Instead of the estimated cost of $374 billion cited by Congress it could exceed $800 billion depending on how many tax credits are used.

It could provide the country with a competitive advantage across most sectors of the clean energy transition with the exception of batteries, since China dominates that industry. By 2029 US solar and wind installations could be the world’s lowest cost systems. In addition, bank projects in the U.S. will be competitive in hydrogen and carbon

capture and storage. Less certain is the potential outcome of allowing more renewable transmission construction since powerful interests oppose some actions. The major concern in the report according to Meyer is that that government may not be able to install a su�cient number of power lines, green infrastructure and carbon injection wells to accomplish its goals.

Overall enthusiasm for the clean energy transition has reached a tipping point as reported by Tom Randall, citing a Bloomberg report. Over 87 countries have now reached the 5% level of electrical production from solar and wind power. Reaching that level of adoption of new technologies has historically indicated that widespread adoption is about to occur. The US reached the 5% level in 2011 and reached and exceeded 20% by 2021.

An article by Alex Lawson in the Guardian warns that the clean energy transition may not meet its goal. He points to the criticism that BP plans to spend twice as much money on fossil fuel projects as on green energy investment in 2023. Major oil and gas producers are

planning vast developments that will exceed the 1.5°C climate goal assuring more extreme heat, forest fi res, floods and storms.

During the transition to cleaner energy sources, oil remains essential to the production of renewable technologies and their maintenance and to the existing agricultural system. Any sudden dramatic drop in available oil would have major consequences.

While more long distance transmission lines will be built other solutions can be applied which reduce the need for utility infrastructure expenditures. The initiative promotes the installation of non-wire solutions. The Rocky Mountain Institute has developed a playbook for them; the Environmental Law and Policy Center also supports the overall e�ort.

Some of the solutions include installing local solar systems, implementing energy e�ciency programs, providing backup energy storage and embracing demand response programs which provide customers with cost reductions for being willing to reduce their demand during peak demand periods.

The Soul of Wisconsin in Lafarge has challenged a regional utility-proposed high-capacity transmission expansion in favor of a less costly investment in energy e�ciency and local power production which would lower operating costs for local businesses while decreasing carbon emissions.

Investing in solar energy provides owners of systems protection from the dramatic price swings characteristic of natural gas used as fuel in electrical generation. If an owner also owns an electric vehicle the electricity from a solar system can recharge its batteries. Since a solar system has no fuel costs it avoids the price swings characteristic of fossil fuels.

A more aggressive approach regarding existing utility monopolies is advocated by The Institute for Local Self Reliance. While acknowledging widespread benefits of the electric grid, they feel utility monopolies tend to block needed innovations in supplying and distributing electricity. The Institute’s focus is on reinvigorating democracy by enhancing local economies.
