2023 Christmas Tree Collection and Recycling Schedule: Rock River Disposal will be collecting Christmas trees for two consecutive weeks from City of Rockford residents on their normally scheduled garbage pick-up day starting Monday, January 9, through Thursday, January 19, 2023. Non-bagged trees should be placed alongside resident’s regular garbage and must be free of all ornaments, stands, lights, tinsel and other decorative materials. Trees that exceed four feet in height should be cut in half. Residents may also dispose of any remaining yard waste if properly containerized. It is requested that yard waste only be placed in two-ply biodegradable paper bags and not in garbage cans for this pick-up, as yard waste may freeze in cans preventing removal. Loose branches and limbs should be bundled with string or twine (no wire) and placed out for collection as long as the bundles do not exceed 4 feet in length and 2 feet in diameter. All bags, cans or bundles shall not exceed 50 pounds by weight.

Additionally, Keep Northern Illinois Beautiful (KNIB) has arranged for 12 regional Christmas tree collection sites for citizens to dispose of trees. All trees must be free of all ornaments, stands, lights, tinsel and other decorative materials. Wreaths are not accepted due to wire frames. Drop-offs will be permitted from January 1 through January 15, 2023. Collected trees will be recycled by processing them into reusable mulch, which can be retrieved by residents for personal use at each collection site until gone. Judge invalidates cash bail reform in some counties; Supreme Court appeal pending

Bail will still end in counties that didn’t sue, containing about two-thirds of state’s population

SPRINGFIELD – A Kankakee County judge ruled Wednesday that lawmakers overreached their constitutional authority in passing a measure to abolish cash bail in Illinois, while other provisions in the wide-ranging SAFE-T Act criminal justice reform were not a�ected by the ruling.

The ruling by Judge Thomas W. Cunnington leaves the impending cash bail reform in limbo in at least 64 of Illinois’ 102 counties that had joined the consolidated lawsuit ahead of the reform’s scheduled Jan. 1 implementation.

The reform remains scheduled to take e�ect in the more than 30 counties that did not sue, which contain roughly two-thirds of the state’s population. Of the state’s 10 most populous counties, six were not part of the lawsuit (Cook, DuPage, Lake, Kane, St. Clair and Champaign). The counties of Will, McHenry, Winnebago and Madison were all part of the lawsuit.

The ruling did not invalidate other provisions of the SAFE-T Act which had already taken e�ect, such as reforms to police o�cer training and certification standards and police body camera requirements.

Cunnington wrote in a 36-page decision that the cash bail provisions e�ectively and improperly amended a section of the state’s constitution that states, “all persons shall be bailable

by su�cient sureties,” except in a few specific circumstances.

He also wrote that ending cash bail is an improper overreach by lawmakers, who have no constitutional authority to govern the administrative functions of Illinois courts due to the separation of powers. Bail, Cunnington wrote, has been held by the Supreme Court to be “administrative” in nature.

The constitution also specifically mentions bail in a section on victims’ rights, when it states victims have a right “to have the safety of the victim and the victim’s family considered in denying or fi xing the amount of bail.” Cunnington found that eliminating bail prevents courts from “e�ectuating the constitutionally mandated safety of the victims and their families.”

Illinois Attorney General Kwame Raoul said in a news release the state will appeal the decision directly to the state Supreme Court, but a timeline for a ruling from the high court is unclear.

“Most of the SAFE-T Act’s provisions have been in e�ect for more than a year, and regardless of today’s circuit court decision, all parts of the SAFE-T Act, including the pretrial release portions addressed in the court’s decision, will go into e�ect Jan 1,” Raoul said. “For instance, the right of individuals awaiting criminal trials – people who have not been convicted of a crime and are presumed innocent – to seek release from jail without having to pay cash bail will go into e�ect in a few short days, despite the court’s ruling against those provisions.”

Cunnington rejected other arguments by the dozens of state’s attorneys that centered on the legislative process, namely that the bill was not given a proper hearing and violated the “single subject” rule. Court precedent holds that as long as the House speaker and Senate president certify that a bill is properly passed, courts have no standing to intervene, he wrote.

Tens of thousands view Benedict XVI’s body at Vatican

VATICAN CITY (AP) — Pope Emeritus Benedict XVI ‘s body, his head resting on a pair of crimson pillows, lay in state in St. Peter’s Basilica on Monday as tens of thousands queued to pay tribute to the pontiff who shocked the world by retiring a decade ago.

On the eve of the first of three days of viewing, Italian security officials had said at least 25,000-30,000 people would come on Monday. But by mid-afternoon, around six hours after the basilica’s doors opened to the public, Vatican police estimated that about 40,000 had filed by the body, the Holy See said.

As daylight broke, 10 white-gloved Papal Gentlemen — lay assistants to pontiffs and papal households — carried the body on a cloth-covered wooden stretcher after its arrival at the basilica to its resting place in front of the main altar under Bernini’s towering bronze canopy.

A Swiss Guard saluted as Benedict’s body was brought in through a side door after it was transferred in a van from the chapel of the monastery grounds where the increasingly frail, 95-year-old former pontiff died on Saturday morning.

His longtime secretary, Archbishop Georg Gaenswein, and a handful of consecrated laywomen who served in Benedict’s household, followed the van by foot for a few hundred yards in a silent procession toward the basilica. Some of the women stretched out a hand to touch the body with respect.

Before the rank-and-file faithful were allowed into the basilica, prayers were recited and the basilica’s archpriest, Cardinal Mauro Gambetti, sprinkled holy water over the body, and a small cloud of incense was released near the bier. Benedict’s hands were clasped, a rosary around his fingers.

Just after 9 a.m. (0800 GMT), the doors of the basilica were swung open so the public, some of whom had waited for hours in the pre-dawn damp, could pay their respects to the late pontiff, who retired from the papacy in 2013 — the first pope to do so in 600 years.

Faithful and curious, the public strode briskly up the center aisle to pass by the bier with its cloth draping after waiting in a line that by midmorning snaked around St. Peter’s Square.

Benedict’s body was dressed with a miter, the peaked headgear of a bishop, and a red cloak.

Filippo Tuccio, 35, said he came from Venice on an overnight train to view Benedict’s body.

“I wanted to pay homage to Benedict because he had a key role in my life and my education,” Tuccio said.

“When I was young I participated in World Youth Days,’’ he said, referring to the jamborees of young faithful held periodically and attended by pontiffs. Tuccio added that he had studied theology, and “his pontificate accompanied me during my university years.”

“He was very important for me: for what I am, my way of thinking, my values,” Tuccio continued.

Among those coming to the basilica viewing was Cardinal Walter Kasper, like Benedict, a German theologian. Kasper served as head of the Vatican’s Christian unity office during Benedict’s papacy.

Benedict left an “important mark” on theology and spirituality, but also on the history of the papacy with his courage to step aside, Kasper told The Associated Press.

“This resignation wasn’t a sign of weakness, but a sign of strength, a greatness because he saw that he was no longer up to the challenges of being pope,” Kasper said.

Kasper, who was among the cardinals who elected Benedict to the papacy in 2005, added that the resignation gave “a more human vision to the papacy: that the pope is a man and is dependent on his physical and mental strengths.”

Public viewing was set for 10 hours on Monday, and 12 hours each on Tuesday and Wednesday before Thursday morning’s funeral, which will be led by Pope Francis, at St. Peter’s Square.

As Benedict desired, the funeral will marked by simplicity, the Vatican said when announcing the death on Saturday.

Workers on Monday were setting up an altar in the square for the funeral Mass. Also being arranged were rows of chairs for the faithful who want to attend the funeral. Authorities said they expected about 60,000 to come for the Mass.

On Monday, the Vatican confirmed widely reported burial plans. In keeping with his wishes, Benedict’s tomb will be in the crypt of the grotto under the basilica that was last used by St. John Paul II, before the saint’s body was moved upstairs into the main basilica ahead of his 2011 beatification, Vatican spokesman Matteo Bruni said.

At two sides of the piazza’s colonnade,

viewers went through the usual security measures required for tourists entering the basilica — passing through metal detectors and screening bags through an X-ray machine.

Marina Ferrante, 62, was among them.

“I think his main legacy was teaching us how to be free,” she said. “He had a special intelligence in saying what was essential in his faith and that was contagious” for other faithful. “The thing I thought when he died was that I would like to be as free as he was.”

While venturing that the shy, bookworm German churchman and theologian and the current Argentine-born pontiff had different temperaments, Ferrante said: “I believe there’s a continuity between him and Pope Francis and whoever understands the real relationship between them and Christ can see that.”

An American man who lives in Rome called the opportunity to view the body “an amazing experience.” Mountain Butorac, 47, who is originally from Atlanta, said he arrived 90 minutes before dawn.

“I loved Benedict, I loved him as a cardinal (Joseph Ratzinger), when he was elected pope and also after he retired,” Butorac said. “I think he was a sort of people’s grandfather living in the Vatican.”

With an organ and choir’s soft rendition of “Kyrie Eleison” (“Lord, have mercy” in ancient Greek) in the background, ushers moved well-wishers along at a steady clip down the basilica’s center aisle.. Someone left a red rose.

A few VIPs had a moment before the general public to pay their respects, including Italian Premier Giorgia Meloni, the far-right leader who in the past has professed admiration for the conservative leanings of Benedict.

Italian President Sergio Mattarella also came to view the body. The Vatican has said only two nations’ official delegations — from Italy and from Benedict’s native Germany — were invited formally to the funeral, since the pope emeritus was no longer head of state.

Sister Regina Brand was among the mourners who came to the square before dawn.

“He’s a German pope and I am from Germany,” she said. “And I am here to express my gratitude and love, and I want to pray for him and to see him.”

At the Supreme Court, it’s taking longer to hear cases

WASHINGTON (AP) — When lawyers argue before the Supreme Court, a small white light goes on to tell them when their time is almost expired and then a red light signals when they should stop. But arguments this term are extending well beyond the red light’s cue.

Arguments that usually lasted an hour in the morning have stretched well beyond two, and on many days it’s long past lunchtime before the court breaks.

The lengthy arguments have to do with a change the justices have made to their argument style, a switch tied to the coronavirus pandemic, leading to the justices asking more questions. Justices have said in the past that lawyers’ written briefs, not oral arguments, most influence their decisions, so it’s unclear if the extra time is really helping them decide cases. Whether that trend will continue is also an open question.

In December, an argument about whether a Colorado graphic artist can refuse to create wedding websites for same-sex couples lasted two hours and 25 minutes. And an important elections case that was scheduled for an hour and a half clocked in at two hours and 53 minutes. Already, a handful of arguments have been longer than any argument the high court heard in the term that ended in June — and that term included major cases on abortion and guns.

In the graphic artist case on Dec. 5, Justice Neil Gorsuch engaged in friendly banter with attorneys about the length of arguments.

“Good morning, Mr. Olson,” Gorsuch

said around 11:30 a.m., after arguments had been going on for nearly an hour and a half.

“Is it still morning?” responded Colorado lawyer Eric R. Olson.

“Just barely,” Gorsuch replied to laughter from the audience. “It must not feel like it standing where you are.”

“I’m here all day, Justice Gorsuch,” Olson said.

The reason high court arguments are running longer goes back to a change the justices made in 2020. After the pandemic began, the justices decided to hold arguments by telephone and abandoned their typical free-for-all style of questioning. Instead, each justice got a few minutes to ask questions in order of seniority.

When the justices moved back to in-person arguments in their courtroom more than a year and a half later, they returned to the largely free-for-all questioning. Now, however, at the end of each lawyer’s time, the justices each get a chance to ask any remaining questions, again in seniority order. That switch led to an average of 18 extra minutes per case last term, said lawyer William Jay, who’s been tracking the extra time.

Jay said by email the longest argument so far this term was a case involving the adoption of Native American children, which ran three hours and 13 minutes. Jay said his sense is that the justices seem more comfortable with the format this term and that the questions are longer.

Justice Ketanji Brown Jackson, who replaced retiring Justice Stephen Breyer, is also a “considerably more active questioner” than her predecessor, Jay said.

According to Adam Feldman, the

creator of the Empirical SCOTUS blog, Jackson has spoken about 36,000 words this term while her most vocal colleague, Justice Elena Kagan, has spoken only about 24,000.

The justices’ new format has tripped up some lawyers who are used to the old way of doing business and have moved to sit down when the red light on their podium went on.

“Don’t go. Not so fast,” Chief Justice John Roberts told one lawyer who tried to sit prematurely.

Longer arguments are, in fact, a return for the court. Early in the court’s history, cases could take days to argue.

During the 1800s, when the justices heard arguments from noon to 4 p.m. without a lunch break, tables were set up behind the bench and the justices would leave one or two at a time to eat.

“The audience could not see them eating, but they could very distinctly hear the rattle of the knives and forks,” court history expert Clare Cushman has written.

The length of arguments shrank over the years until in 1970, under Chief Justice Warren Burger, it became 30 minutes per side. The court’s website claims that’s still the case. “Typically, the Court holds two arguments each day beginning at 10:00 a.m., each lasting one hour,” it says.

These days there’s no leaving the bench to eat during arguments, though justices sometimes duck out to go to the bathroom. In October, when the court

heard back-to-back arguments in two a�rmative action cases, it took a brief break between cases. The court had scheduled two hours and 40 minutes of arguments in the two cases. They took nearly five hours.

That’s compared with an hour and 27 minutes for Bush v. Gore in 2001. In 2012, arguments over President Barack Obama’s health care law stretched for approximately six and a half hours over three days.

Chief Justice William Rehnquist, who was chief from 1986 to 2005, was known for cutting o� lawyers and even fellow justices when the lawyer’s red light went on.

Seth Waxman, a veteran of more than 80 Supreme Court arguments, once remarked that for Rehnquist: “The red light ended everything — absolutely everything.”

Roberts, who became chief after Rehnquist’s death, is less strict, but before the pandemic, arguments were still generally an hour.

In the graphic designer case, after the third and final lawyer stood up to argue, Gorsuch couldn’t resist revisiting the argument’s length.

“I think, at the end of two hours -- we are now in the afternoon, by the way,” Gorsuch told Biden administration attorney Brian Fletcher.

“Good afternoon,” Fletcher replied.

It was only the first of two cases scheduled for the day.

Barbara Walters, news pioneer and ‘The View’ creator, dies

NEW YORK (AP) — Barbara Walters, the intrepid interviewer, anchor and program host who blazed the way as the first woman to become a TV news superstar during a career remarkable for its duration and variety, has died. She was 93.

ABC broke into its broadcast to announce Walters’ death on air Friday night.

“She lived her life with no regrets. She was a trailblazer not only for female journalists, but for all women,” her publicist Cindi Berger also said in a statement, adding Walters died peacefully at her New York home.

An ABC spokesperson did not have an immediate comment Friday night beyond sharing a statement from Bob Iger, the CEO of ABC parent The Walt Disney Company.

“Barbara was a true legend, a pioneer not just for women in journalism but for journalism itself,” Iger said.

During nearly four decades at ABC, and before that at NBC, Walters’ exclusive interviews with rulers, royalty and entertainers brought her celebrity status that ranked with theirs, while placing her at the forefront of the trend that made stars of TV reporters.

Late in her career, she gave infotainment a new twist with “The View,” a live ABC weekday kaffee klatsch with an all-female panel for whom any topic was on the table and who welcomed guests ranging from world leaders to teen idols. With that side venture and unexpected hit, Walters considered “The View” the “dessert” of her career.

A statement from the show said Walters created “The View” in 1997 “to champion women’s voices.”

“We’re proud to be part of her legacy,” the statement said.

Walters made headlines in 1976 as the first female network news anchor, with an unprecedented $1 million salary that drew gasps. Her drive was legendary as she competed — not just with rival networks, but with colleagues at her own network — for each big “get” in a world jammed with more and more interviewers, including female journalists following in her trail.

“I never expected this!” Walters said in 2004, taking stock of her success. “I always thought I’d be a writer for television. I never even thought I’d be in front of a camera.”

But she was a natural on camera, especially when plying notables with searing

questions.

“I’m not afraid when I’m interviewing, I have no fear!” Walters told The Associated Press in 2008.

In a voice that never lost its trace of her native Boston accent or its substitution of Ws-for-Rs, Walters lobbed blunt and sometimes giddy questions, often sugarcoated with a hushed, reverential delivery.

“Offscreen, do you like you?” she once asked actor John Wayne, while Lady Bird Johnson was asked whether she was jealous of her late husband’s reputation as a ladies’ man.

In May 2014, she taped her final episode of “The View” amid much ceremony to end a five-decade career in television (although she continued to make occasional TV appearances ). During a commercial break, a throng of TV newswomen she had paved the way for — including Diane Sawyer, Katie Couric, Robin Roberts and Connie Chung — posed for a group portrait.

“I have to remember this on the bad days,” Walters said quietly, “because this is the best.”

Her career began with no such inklings of majesty.

Walters graduated from Sarah Lawrence College in 1943 and eventually landed a “temporary,” behind-the-scenes assignment at “Today” in 1961. Shortly afterward, what was seen as the token woman’s slot among the staff’s eight writers opened. Walters got the job and began to make occasional on-air appearances with offbeat stories such as “A Day in the Life of a Nun” or the tribulations of a Playboy bunny. For the latter, she donned bunny ears and high heels to work at the Playboy Club.

As she appeared more frequently, she was spared the title of “’Today’ Girl” that had been attached to her predecessors. But she had to pay her dues, sometimes sprinting between interviews to do dog food commercials.

She had the first interview with Rose Kennedy after the assassination of her son, Robert, as well as with Princess Grace of Monaco and President Richard Nixon. She traveled to India with Jacqueline Kennedy, to China with Nixon and to Iran to cover the shah’s gala party. But she faced a setback in 1971 with the arrival of a new host, Frank McGee, who insisted she wait for him to ask three questions before she could open her mouth during interviews with “powerful persons.”

Although she gained celebrity status in her own right, the celebrity world

was familiar to her even as a little girl. Her father was an English-born booking agent who turned an old Boston church into a nightclub. Lou Walters opened other clubs in Miami and New York, and young Barbara spent her after-hours with regulars such as Joseph Kennedy and Howard Hughes.

Those were the good times. But her father made and lost fortunes in a dizzying cycle that taught her success was always at risk of being snatched away, and could neither be trusted nor enjoyed.

Sensing greater freedom and opportunities awaiting her outside the NBC studio, she hit the road to produce more exclusive interviews, including with Nixon chief of staff H.R. Haldeman.

By 1976, she had been granted the title of “Today” co-host and was earning $700,000 a year. But when ABC signed her to a $5 million, five-year contract, she was branded the “the million-dollar baby.”

Reports failed to note her job duties would be split between the network’s entertainment division and ABC News, then mired in third place. Meanwhile, Harry Reasoner, her seasoned “ABC Evening News” co-anchor, was said to resent her salary and celebrity orientation.

It wasn’t just the shaky relationship with her co-anchor that brought Walters problems.

Comedian Gilda Radner satirized her on “Saturday Night Live” as a rhotacistic commentator named “Baba Wawa.” And after her interview with a newly elected President Jimmy Carter in which Walters told Carter “be wise with us,” CBS correspondent Morley Safer publicly derided her as “the first female pope blessing the new cardinal.”

It was a period that seemed to mark the end of everything she’d worked for, she later recalled.

“I thought it was all over: ‘How stupid of me ever to have left NBC!’”

But salvation arrived in the form of a new boss: ABC News president Roone Arledge moved her out of the co-anchor slot and into special projects. Meanwhile, she found success with her quarterly primetime interview specials. She became a frequent contributor to newsmagazine “20/20,”and later co-host. A perennial favorite was her review of the year’s “10 Most Fascinating People.”

By 2004, when she stepped down from “20/20,” she had logged more than 700 interviews, ranging from Ronald Reagan, Margaret Thatcher and Moammar Gadhafi, to Michael Jackson, Erik and

Lyle Menendez and Elton John. Her two-hour talk with Monica Lewinsky in 1999, timed to the former White House intern’s memoir about her affair with President Bill Clinton, drew more than 70 million viewers.

Lewinsky tweeted that she had lunch with Walters a few years ago where “of course, she was charming, witty and some of her questions were still her signature interview style.”

A special favorite for Walters was Katharine Hepburn, although a 1981 exchange led to one of her most ridiculed questions: “What kind of a tree are you?” (Walters would later object that the question was perfectly reasonable within the context of their conversation).

Walters did pronounce herself guilty of being “dreadfully sentimental” at times and was famous for making her subjects cry, with Oprah Winfrey and Ringo Starr among the more famous shedders.

But her work also received high praise. She won a Peabody Award for her interview with Christopher Reeve shortly after the 1995 horseback-riding accident that left him paralyzed.

Walters’ first marriage to businessman Bob Katz was annulled after a year. Her 1963 marriage to theater owner Lee Guber, with whom she adopted a daughter, ended in divorce after 13 years. Her five-year marriage to producer Merv Adelson ended in divorce in 1990. Walters wrote a bestselling 2008 memoir “Audition,” which caught readers by surprise with her disclosure of a “long and rocky affair” in the 1970s with married U.S. Senator Edward Brooke.

Walters’ self-disclosure reached another benchmark in May 2010 when she made an announcement on “The View” that, days later, she would undergo heart surgery. She would feature her successful surgery — and those of other notables, including Clinton and David Letterman — in a primetime special.

Walters is survived by her daughter, Jacqueline Danforth.

“I hope that I will be remembered as a good and courageous journalist. I hope that some of my interviews, not created history, but were witness to history, although I know that title has been used,” Walters told the AP upon her retirement from “The View.” “I think that when I look at what I have done, I have a great sense of accomplishment. I don’t want to sound proud and haughty, but I think I’ve had just a wonderful career and I’m so thrilled that I have.”

— It wasn’t until the 2019 Lifetime docuseries, “Surviving R. Kelly,” that criminal investigations into the disgraced singer were kicked into high-gear. Earlier this year, Kelly was sentenced to 30 years in prison where a jury in New York found him guilty of racketeering and sex trafficking. A second trial in Chicago ended on Sept. 14 with his conviction on charges of producing child pornography and entic-

ing girls for sex. Lifetime will conclude its coverage on R. Kelly’s victims with “Surviving R. Kelly: The Final Chapter,” with a two-night special, premiering Monday and Tuesday.

— A new Netflix docuseries delves into the rise and fall of financier Bernie Madoff, who was behind the largest Ponzi scheme in history and died in prison in 2021. The series features clips of Madoff’s court depositions and interviews with people including investigators, his former employees and victims. All four-episodes of “Madoff: The Monster of Wall Street” drop Wednesday on the streamer.

— Sixty acts from past seasons of “America’s Got Talent” and other “Got Talent” iterations across the globe will compete in “America’s Got Talent: All-Stars.” Simon Cowell, Howie Mandel and Heidi Klum return as judges with Terry Crews as host beginning Monday on NBC.

Egyptian Antiquities

Looted ancient sarcophagus returned to Egypt from US

CAIRO (AP) — An ancient wooden sarcophagus that was featured at the Houston Museum of Natural Sciences was returned to Egypt after U.S. authorities determined it was looted years ago, Egyptian officials said Monday. The repatriation is part of Egyptian government efforts to stop the trafficking of its stolen antiquities. In 2021, authorities in Cairo succeeded in getting 5,300 stolen artifacts returned to Egypt from across the world.

Mostafa Waziri, the top official at the Supreme Council of Antiquities, said the sarcophagus dates back to the Late Dynastic Period of ancient Egypt, an era that spanned the last of the Pharaonic rulers from 664 B.C. until Alexander the Great’s campaign in 332 B.C.

The sarcophagus, almost 3 meters (9.5 feet) tall with a brightly painted top surface, may have belonged to an ancient priest named Ankhenmaat, though some of the inscription on it has been erased, Waziri said.

It was symbolically handed over at a ceremony Monday in Cairo by Daniel Rubinstein, the U.S. chargé d’affaires in Egypt.

The handover came more than three months after the Manhattan District Attorney’s Office determined the sarcophagus was looted from Abu Sir Necropolis, north of Cairo. It was smuggled through Germany into the United States in 2008, according to Manhattan District Attorney Alvin L. Bragg.

“This stunning coffin was trafficked by

a well-organized network that has looted countless antiquities from the region,” Bragg said at the time. “We are pleased that this object will be returned to Egypt, where it rightfully belongs.”

Bragg said the same network had smuggled a gilded coffin out of Egypt that was featured at New York’s Metropolitan Museum. Met bought the piece from a Paris art dealer in 2017 for about $4 million. It was returned to Egypt in 2019.

Transportation’s use of energy

Transportation is one of the largest contributors to greenhouse gas emissions in our country. In 2020 the U.S. EPA determined that 27% of our total greenhouse gas emissions were produced by the transportation sector with cars, trucks, commercial aircraft and railroads the major sources. Agricultural and construction equipment, while releasing carbon emissions, are not included in the transportation category.

The effort to transition away from the combustion of fossil fuels to power transportation is currently focused on replacing the internal combustion engine with electric motors. Major carmakers are committed to electrifying their vehicles and new models are increasingly available to the public. As of 2021, six automakers and 30 countries indicated they would phase out gasoline powered cars. In the U.S. both California and New York have announced plans to phase out gasoline powered cars by 2035.

A report from Bloomberg New Energy indicates that by 2040 58% of passenger vehicle sales will be electric. However,

they will only make up 33% of all vehicles on the road.

Another factor to consider in terms of cutting carbon emissions is the source of electricity being used to charge the vehicles. If it is produced from fossil fuels the benefits of transitioning to EVs is far less than if the electricity is produced from clean energy sources.

Since EVs will only constitute 1/3 of the vehicles on the road a program of converting fossil fuel powered cars to electrical powered might be beneficial. The transition to EVs is also dependent upon developing an ample supply of EV charging stations to provide owners with a sense of security in being to recharge their vehicles for longer trips. Home chargers could provide sufficient electricity to meet the energy needs for commuting and local trips for good and services

EVs produce far fewer carbon emissions and pollution during their use. Yet they along with renewable energy sources require energy and resources during their construction and maintenance. As EV charging stations are installed the need to increase electrical production and distribution exists; major energy and environmental impacts result from such

installations.

Major concerns are the energy and resources involved in building batteries to serve electric vehicles. Securing the minerals used in manufacturing batteries and constructing solar and wind generators raises other environmental and social issues.

Aphra Murray published an article in Earth Log on cobalt mining as the demand for mineral surges in meeting the needs for the renewable energy transition. Currently the Democratic Republic of Congo is the world’s largest cobalt supplier. Some 20% of the production in their country comes from artisanal miners. They hand dig higher grade ores in small mines and are exposed to health problems from accidents and exposure to toxic chemicals and gases. Efforts are underway to address the problems but it is a slow process as many workers are dependent on the income they receive for the work.

Other problems arise from the effort to eliminate using gasoline and diesel fuel. If oil is still being produced, some 40% to 50% is gasoline. Will it become a waste product needing to be properly disposed of? What will be used to replace

diesel fuel, essential in transportation, extraction and farming which also comes from a barrel of oil? Heavy oils are used in making asphalt roads on which EVs travel. If oils such as soybeans are used to make diesel fuel, there will be less available for human food. In an interview with Nate Hagens, energy analyst Art Berman raised these questions in a presentation titled The Devil’s in the Diesel in the expectation that our energy and environmental problems will not be quickly solved. All energy alternatives involve pollution. He believes we cannot get off of oil seamlessly. Any sudden disruption of the international economy could be shattering.

Transitioning to an electrified transportation system does have substantial environmental benefits and will continue to accelerate. But it reinforces our heavy reliance on auto transportation as opposed to reducing it.

Amsterdam and Copenhagen are two cities which have redesigned their cities to accommodate bicyclists and pedestrians. The cities were made safer while saving energy and reducing pollution.

California keeps wary eye on flooding after powerful storm

SACRAMENTO, Calif. (AP) — Flood warnings and watches were in effect Monday in parts of Northern California in the aftermath of a powerful “atmospheric river” storm that drenched the state over New Year’s weekend.

A new weather system was predicted by afternoon or evening, but the National Weather Service said the rain would be modest until the arrival late Tuesday of another strong atmospheric river, a long plume of Pacific Ocean moisture.

Even with the respite from drenching rains and heavy snowfall, flood warnings and watches remained in effect in the Sacramento County area, where widespread flooding and levee breaches in the agricultural region inundated roads and highways.

Emergency crews rescued motorists

on New Year’s Eve into Sunday morning. Crews on Sunday found one person dead inside a submerged vehicle near Highway 99, Dan Quiggle, deputy fire chief for operations for Cosumnes Community Service District Fire Department, told The Sacramento Bee.

Sacramento County authorities issued an evacuation order late Sunday for residents of the low-lying community of Point Pleasant near Interstate 5, citing imminent and dangerous flooding. Residents of the nearby communities of Glanville Tract and Franklin Pond were told to prepare to leave before more roadways were cut off by rising water and evacuation becomes impossible.

“It is expected that the flooding from the Cosumnes River and the Mokelumne River is moving southwest toward I-5 and

could reach these areas in the middle of the night,” the Sacramento County Office of Emergency Services tweeted Sunday afternoon. “Livestock in the affected areas should be moved to higher ground.”

To the north in the state’s capital, crews cleared toppled trees from roads and sidewalks, and at least 6,300 customers still lacked power early Monday, down from more than 150,000 two days earlier, according to a Sacramento Municipal Utility District online map.

State highway workers spent the holiday weekend clearing traffic-stopping heavy snow from major highways through the Sierra Nevada.

Near Lake Tahoe, dozens of drivers were rescued on New Year’s Eve along Interstate 80 after cars spun out in the snow during the blizzard, the California

Department of Transportation said.

Rainfall in downtown San Francisco hit 5.46 inches (13.87 cm) on New Year’s Eve, making it the second-wettest day on record, behind a November 1994 deluge, the National Weather Service said.

In Southern California, several people were rescued after floodwaters inundated cars in San Bernardino and Orange counties. No major injuries were reported.

With no rainfall expected during Monday’s Rose Parade in Pasadena, spectators staked out their spots along the city’s main boulevard for the 134th edition of the floral spectacle.

The rain was welcomed in droughtparched California. The past three years have been the state’s driest on record, but much more precipitation is needed to make a significant difference.
