As dual credit participation grows in Illinois, study shows gaps widening Urban, low-income, high-minority districts lag behind rural counterparts By Peter Hancock

SPRINGFIELD – As the cost of higher education continues to rise in Illinois and elsewhere, a growing number of students are working to earn as many college credits as possible while they are still in high school. But even as the popularity continues to grow for “dual credit” offerings – courses in which a student earns credit toward both a high school diploma and a college degree – a new study shows disparities between racial, economic and geographic groups are also widening. According to the study, dual credit programs are more prevalent in districts that serve rural communities and small towns in downstate Illinois than in suburban and urban districts. They are less prevalent in districts that serve minority and lower-income students. And even within individual districts, the study found that white students and those from more affluent backgrounds were more likely to enroll in and complete dual credit courses than minorit y students or students from lower-income households. The study was conducted by the Illinois Workforce & Education Research Collaborative, or IWERC, a research arm of the University of Illinois System’s Discovery Partners Institute, which works to develop the state’s high-tech workforce and economy. Dual credit courses are offered through partnerships between high schools and postsecondary institutions. According to the study, a small number of dual credit courses are offered through public four-year universities, but the overwhelming majority – about 97 percent – are offered through local community colleges. As a result, the courses offered in any given high school are strongly influenced by the policies and programs of the community college district that overlaps with the high school district. Sarah Cashdollar, an IWERC researcher and author of the report, said in an interview that details of those partnership agreements may help explain some of

the disparities between school districts and between different geographic areas. “It is costly to provide dual credit, especially for community colleges,” she said. “Depending on the partnership, it can also be costly for the school district. And so there might be variation in terms of how community college districts have managed those costs.” Although students typically pay some tuition to enroll in a dual credit course, Cashdollar said the cost is typically only a fraction of what students would pay otherwise, which is one of the reasons why dual credit programs help lower the overall cost of higher education. In recent years, Illinois lawmakers have taken several steps to make dual credit programs more accessible and affordable. Among those actions is the Dual Credit Quality Act, first passed in 2010 and amended several times since then, which requires public colleges and universities to accept credit from those courses if a standard agreement is in place. It also requires community colleges to enter into dual credit agreements with any high school in their district that requests one. The Education Workforce Equity Act, passed in 2021, provides that starting this year, high school students who meet or exceed state standards on their annual assessments in English language arts, math, or science may automatically be enrolled the following year in the next most rigorous level of advanced coursework offered by the school. For seniors, that must include a dual credit, Advanced Placement, or International Baccalaureate course. And this year’s state budget includes just over $3 million for community colleges to help them lower the cost of dual credit programs. Despite those efforts, however, the study found that while overall participation in dual credit programs has grown – from 10.2 percent of high school students in the 2018 school year to 14 percent in 2022 – the racial and economic disparities in participation rates and completion rates has widened. That was due mainly to the fact that participation rates grew more slowly among students of color and students f r o m l o w e r-i n c o m e b a c k g r o u n d s than they did among white and Asian students and students from more affluent backgrounds.

Cashdollar noted those k inds of achievement gaps are similar to the gaps that researchers find in other aspects of education, including college enrollment rates and college completion rates. And because dual credit programs are, by definition, intended for students who aspire to continue their education beyond high school, she said the gaps point to differences in the types of students who are seen as being college-bound. She said prior research on the topic has found the biggest predictor for racial gaps in students enrolled in dual credit was enrollment in accelerated coursework taken prior to high school. “So who are those kids who are in the gifted classes? Who are taking algebra in eighth grade? Who are the kids in the honors program, maybe at the middle school?” She said. “And it’s kind of like, that sets the wheel in motion in terms of who is then either tracked into these higher-level courses, who is thinking about themselves as the type of kid who takes these courses.” The report recommends the state continue investing in efforts to make dual credit programs more accessible and affordable but that it focus on increasing dual credit offerings in districts that currently have the lowest participation rates, especially urban and suburban districts. “Only by attending to these issues of representation can the potential for (dual credit) coursework to reduce inequities in postsecondary educational attainment be fulfilled,” the report concludes. NEW YORK (AP) — Eight years ago, Steven Spielberg predicted that the superhero movie would one day go “the way of the Western.” Spielberg’s comments caused a widespread stir at the time. “Avengers: The Age of Ultron” was then one of the year’s biggest movies. The following year would bring “Captain America: Civil War,” “Deadpool” and “Batman v. Superman: Dawn of Justice.” The superhero movie was in high gear, and showing no signs of slowing down. But Spielberg’s point was that nothing is forever in the movie business. These cycles, Spielberg said, “have a finite time in popular culture.” And the maker of “E.T.,” “Jurassic Park” and “Jaws” might know a thing or two about the ebbs and flows of pop-culture taste. As 2023 draws to a close, no one is sounding the death knell of the superhero movie. The Walt Disney Co.’s “Guardians of the Galaxy Vol. 3” made $845.6 million worldwide and Sony’s “Spider-Man: Across the Spider-Verse” ($691 million) was one of the most acclaimed films of the year. Marvel is still mightier than any other brand in the business. But more than ever before, there are chinks in the armor of the superhero movie. Its dominance in popular culture is no longer quite so assured. A cycle may be turning, and a new one dawning. For the first time in more than two decades, the top three movies at the box office didn’t include one sequel or remake: “Barbie,” “The Super Mario Bros. Movie” and “Oppenheimer.” The last time that happened was 2001, when “Harry Potter and the Sorcerer’s Stone,” “Shrek” and “Monsters, Inc.” topped the box office. No, it’s not exactly a lineup of originality like, say, 1973, when “The Exorcist, “The Sting” and “American Graffiti” led all movies in ticket sales. “Barbie” and “The Super Mario Bros.,” based on some of the most familiar brands in the world, will generate spinoffs and sequels of their own. But it’s hard not to sense a shift in moviegoing, one that might have reverberations for years to come for Hollywood. “There’s an inflection point in 2023,” says Paul Dergarabedian, senior media analyst for data firm Comscore. “ Barbenheimer is just one part of that story. Audiences, they want to be challenged. I think the tried and true is not necessarily working.” Greta Gerwig’s “Barbie,” from Warner

Bros., was the year’s runaway hit, with more than $1.4 billion in ticket sales worldwide. It was a blockbuster like none seen before: an anarchic comedy that set a string of records for a movie directed by a woman. Nearly as unprecedented was the success of Christopher Nolan’s “Oppenheimer,” a three-hour drama that nearly grossed $1 billion. As different as it and “Barbie” were, they were each original feats of cinema and personal statements by its directors. At the same time, the Walt Disney Co.’s Marvel, a hit-making machine like none other in movie history, faltered like never before. “The Marvels” marked a new low for the Marvel Cinematic Universe, collecting $200 million globally. DC Studios, in the midst of a revamp, saw disappointing results for “The Flash” and “Blue Beetle” before watching “Aquaman and the Lost Kingdom” sink to a $28.1 million debut. Both Marvel and DC have already made moves to right their ships. Bob Iger, Disney’s chief executive, has called turning around Marvel his top priority. He said the superhero studio has suffered greatly from too many films and series leading to “diluted quality.” The James Gunn, Peter Safran-led DC, meanwhile, won’t officially launch until 2025 with “Superman Legacy.” In the meantime, something else will have to fill the void. That was a theme in 2023, too, when the writers and actors strikes marred release plans and forced the delay of several films including Warner’s “Dune: Part Two,” Sony’s next “Ghostbusters” movie and MGM’s “Challengers.” Those disruptions will continue in 2024. Analysts aren’t expecting a banner year for Hollywood in part because films like the next “Mission: Impossible” film and the “Spider-Verse” sequel, both delayed by the strikes, won’t make their original dates. Overall ticket sales in U.S. and Canadian theaters for 2023 are expected to reach about $9 billion, according to Comscore, an improvement of about 20% from 2022. The industry is still trying to regain its pre-pandemic footing, when ticket sales regularly surpassed $11 billion. Output of wide-releases in 2023 (88) still trailed those in 2019 (108) by 18.5%. Hollywood is still coaxing moviegoers back to theaters — something “Barbie,” “Oppenheimer” and “Mario” went a long way to helping. “It reinforced something that we’ve known for 100 years in the business:

People like going to the shared experience out of the home,” says Jeffrey Goldstein, distribution chief for Warner Bros. “They love being entertained. Movies are a good financial proposition and can bring in a mass audience.” “It probably started with ‘Mario’ last April,” adds Goldstein. “I think that showed audiences again that theaters are a fun place to be to. And it showed studios and content creators: Up your game.” If 2023 is any guide, hits will come from increasingly unpredictable places. That was the case with “Taylor Swift: The Eras Tour,” a film released just two months after Swift’s recorded concerts in a first-of-its-kind distribution deal with AMC Theatres. It grossed $250 million worldwide, and was followed by the similarly released “Renaissance: A Film by Beyoncé,” another No. 1 debut. More sur prising w as “Sound of Freedom,” a $15 million film from the independent A ngel Studios, which matched Swift with $250 million worldwide. It was released with a unique “pay it forward” program that allowed people to donate tickets. Going into 2023, no one was betting “Sound of Freedom” would outgross “The Marvels” or that “Five Nights at Freddy’s” would have a bigger opening weekend than “Indiana Jones and the Dial of Destiny.” “There are going to be examples of big-budget, traditional blockbusters that do well,” says Dergarabedian. “But for every one of those, there have been two that failed. An audience that’s finding a lot of interesting material on streaming is becoming more open to films like ‘Godzilla Minus One,’ Indian cinema, Japanese anime. There’s a shift in audience taste and studios need to get a handle on this.” That poses as much of a challenge as an opportunity to studios. If more-of-thesame no longer has quite the same appeal for moviegoers, an industry that for years has depended on sequels, prequels, reboots and remakes to make up the bulk of its profits may require new creativity. The Western didn’t vanish all at once. After two decades of ubiquity, it began going out of style in the 1960s. And the Western, of course, continues to be rich territory for filmmakers. This year, 81-year-old Martin Scorsese made his first Western in “Killers of the Flower Moon,” the three-hour-plus $200 million epic from Apple Studios. The superhero movie, likewise, won’t ever die. But its heyday might have reached its endgame.

Perspective: Children born poor have little margin for mistakes or bad decisions, regardless of race By Gary Fields Associated Press

ALEXANDRIA, La. (AP) — Alfred King was lying in the parking lot of a small apartment building, mortally wounded when police in Alexandria, Louisiana, got to the intersection of 12th and Magnolia streets shortly before 1:30 a.m., Jan. 20. The 34-year-old was the first fatal shooting of 2023 in the small city where I grew up and a large portion of my family lives. Alfred’s death was similar to some I have covered since my first in 1985, a 38-year period when hundreds of thousands of people of all races and ethnicities have died violently in the U.S. I know the details of too many of those incidents, from school shootings to a drug hit in a phone booth. I’ve heard the scream of a mom coming home from work and seeing her son in the street, encircled by yellow police tape. I’ve watched more than one mother gently touch the face of her teenage son then close the lid on the casket. Some stories are burned into memory, like the Washington, D.C., teenager who asked his mom to send him out of the region to escape the violence. He spent years away only to come home one weekend to plan his high school graduation party and be randomly stabbed to death by a stranger. While I know some of those back stories, Alfred’s is the one I can personally trace from a decision made years ago by adults to gunshots near the end of a rundown street. Alfred is my first cousin. When he was 13 my wife and I tried to get legal custody of him after his mom was murdered, but his guardian said no. I think about him often and the decision that kept him from reaching escape velocity, the things you need to go right to lift the weight of your birth circumstances off of you. Those include family, education, jobs, friends, neighborhoods, adult interventions, hard work and good luck. We say people can be whatever they want to be. To a degree that is true, but moving through the socioeconomic levels of America’s economics-based caste system is like the Apollo moon missions of my youth. Millions of parts have to work perfectly to get you there, and back. According to “ Race and Economic

Opportunity in the United States: An Intergenerational Perspective,” part of the groundbreaking Opportunity Insights project based at Harvard, only 2.5% of Black kids born to a parent or parents in the bottom quintile move to the top quintile of household income. For white kids, the figure is 10.6%. What is more likely for both is they will stay in the poorest quintile or at best, move up one level to lower middle class. For white kids, that figure is 53.4% and for Black kids, 75.4%. The focus on the statistics tends to be on the racial disparity. I see the disparity, but what I also see is that Black or white, less than half of the kids born poor move up much. Even if they make it one step, a car repair, a missed day at work or a high utility bill can begin a downward spiral. And there are millions born into that world, although we treat it like a moral failing. One measure of Census data shows more than 10.7 million children younger than 18 lived below the poverty level in 2022, and that figure is undoubtedly higher because millions more lived in places where the incomes couldn’t be determined. Millions of young people live in homes where social security payments, WIC, SNAP and TANF, various food, nutrition and income assistance programs, are the order of the day. Poverty isn’t the purview of one race. Neither is violent death. Socioeconomics is a good predictor for victimhood and criminal justice involvement, as well as deficient health care and educational outcomes. Alfred came into the world on the bottom economic rung and when he was 13 the critical decision was made that likely kept him there. His mom had been shot to death months before in Alexandria. My uncle, his dad, had done what he could but was broken down from working hard labor jobs, usually several at once and was living on limited income himself. He couldn’t promise his son much future. The first time I met him Alfred was a thin, gangly, very shy kid who kept his head down, avoiding eye contact. He spoke softly and slowly and was the target of bullies. I don’t remember him smiling — ever. Around me, at least, his nature was melancholy. For Alfred, I was the cousin who had

a charmed life. The truth is, for reasons I will never comprehend, I had nearly everything go right. We love to talk about people pulling themselves up by their boot straps. A lot of people contributed to my boots and showed me how to use the straps. There were teachers, friends, family, neighbors and luck stirred together. That mixture was added to the foundation, a ninthgrade drop out unwed mom who truly valued education who married a good man who helped her raise me. A l f re d’s g r ade s were not go o d. Something about the way he looked at me made me ask when he’d last had an eye exam. One optometrist visit and a pair of glasses later he could see the blackboard. My wife and I decided then. We wanted to bring him back to Maryland where we live. We wanted legal custody so my work benefits could cover him. We also wanted to be able to make decisions on his behalf without unforeseen bureaucratic or legal barriers that might arise. My now dead uncle said yes but his message to me was Alfred’s now late-grandmother said no. Alfred was getting a government check of some sort. I don’t know how much it paid or what program it was. This year I asked the Social Security Administration what it might have been and there were a couple of possibilities. As a minor, he could have been eligible for benefits because of his dead mom. It also might have been Supplemental Security Income for some health problem he had. In a place where minimum wage was

$5.15 an hour at the time and people lived on the edge financial ruin, it did not matter how much, or for what. If you are born into a certain economic class everything goes towards basics: food, rent, utilities, clothing. Alfred stayed in Louisiana. Over the years, he reached adulthood and when I came home I would give him what cash I had, especially when he had kids of his own. By then he had a criminal record but he treated me the same and he checked on my mom: Aunt Shirley. I can’t and won’t judge the decision that was made for the 13-year-old. I sadly understand the necessity of it. But I can wonder what would have happened if we had gotten him. I can’t say for certain everything would have been OK but I believe we could have given him more options to a different path. What I want remembered is changing his path would also have changed the lives of anyone he may have wronged, too. There are abandoned houses and empty lots in the neighborhood where he lived and died. I have been there multiple times this year. I have seen a few young kids there, born into circumstances they didn’t ask for, lives without margin for errors or bad luck. I pray for them and the millions of kids like them, regardless of race or ethnicity, that everything goes right and they reach escape velocity. ___ Gary Fields, an award-winning, veteran journalist, writes about democracy for The Associated Press.

When we were children, population issues were either experienced or discussed by adults in our lives. Many of them were from large immigrant families of 11 or more children and were not interested in recreating the economic stress they had lived through for children they intended to raise. Some chose not to have any children, others were willing to undergo sterilization to avoid having children. Families we knew generally had one, two and maybe three children. Often the third child was conceived in the hope of having either a son or daughter depending on which one was not yet in their family. A few mothers raised children on their own when fathers died or they were divorced. In such situations relatives often helped support single mothers as well as they could. At that time, we knew no fathers who were raising children on their own. A related topic was whether mothers should stay at home or take an outside job to increase family income. In the next generation working mothers became the new norm. With the arrival of new job opportunities, some mothers and potential mothers delayed bearing children raising concerns about a nation’s ability

to sustain existing population levels. During our teen years a major concern for girls was to avoid becoming pregnant and the few who did often left school and disappeared. However, a boy who fathered a child often continued to attend the same high school. The issue of population growth was not a topic of concern in our classrooms other than some recognition being given to famines and calls for assistance for the starving in such situations. Following World War 11, there were a few books written regarding the dangers arising from a growth in world population. Interest in the topic surged when in 1968 the Ehrlichs’ book The Population Bomb predicted that worldwide famines would occur due to global overpopulation. During the 1930s the world population consisted of 2 billion people; when their book appeared it was around 4 billion. It was suggested that if families on average had 2.1 children, the global population would stabilize and diminish the demand on resources and environmental destruction. Women were encouraged to practice birth control and some obtained abortions and men were encourage to undergo vasectomies. The world avoided global famines and those that did occur were regional events often stemming from political struggles.

Today the world population has reached 8 billion; about 80 million per year are added. There have been suggestions that planet can only support 2 billion people sustainably. Now some alarm is being raised over another aspect of the population issue: over 80 nations are no longer producing enough babies to sustain existing populations (Population Research Institute). If the trend persist, by 2100 up to 23 countries could have half the populations they have today. A child born in 2024 with a normal lifetime living in such a country would spend part of their life living with far fewer people (BBC). There are known methods of increasing the population of a country. One is to encourage women to have more babies. Some countries, including Russia and Sweden, are mak ing such appeals. Sweden has been able to increase their births somewhat but they remain below the replacement level of 2.1.
