As a publication, we strive to celebrate the successes of the island’s industry, so it was wonderful to see the recent return of the Guernsey Property and Construction Awards for 2023. The sell-out gala evening was a lovely opportunity to publicly recognise many of the projects and people that contribute to the success of the industry. You can read about the evening, and the award winners, on page 26.

While those builds hope to be lifechanging for users, the new L’Aumone Medical Centre hopes its new facilities will help it be lifesaving for many islanders. The new building is now open and we spoke to those involved about the work that has gone into creating a state of the art medical practice for the island. With phase two now underway, it’s an ongoing project – but you can find out about the work so far on page 4.

While the awards are focused on recent achievements, one man was honoured for many decades of work. Architect Andrew Dyke of CCD has been a stalwart of the industry throughout his long career – contributing hugely to the built heritage of the island but also forging new ground with his own award-winning designs. I thoroughly enjoyed sitting down with him for a look back at some of his favourite projects through the years – you can find that interview on page 38.

Ongoing projects are another focus for this magazine. In a new addition to our regular pages, the ‘work in progress’ section gives us an opportunity to catch up on some of the major projects that are in progress around the island. Turn to page 47 to find out about builds including the final stage of Admiral Park and the new football facilities at Victoria Avenue.

L’AUMONE MEDICAL CENTRE With the demand for healthcare ever increasing in the island, the new L’Aumone Medical Centre has been carefully designed to meet the needs of today’s population – and tomorrow’s. Staff and patients are settling into the new facilities, while work to convert the former surgery progresses.

ISSUE 14 AUTUMN/WINTER 2023 The original L’Aumone Surgery was opened in 1974 as one of the first purpose-built health centres in the UK. While state of the art at the time, almost 50 years on it was no longer meeting the needs of staff or patients. For Dr Robbie Hanna, it was obvious that the surgery needed to upgrade its facilities but, as is so often the case in Guernsey, finding a suitable site had its challenges.

“We had owned the field beside the practice for a number of years, but had always been denied permission to build on it. When we looked at sites elsewhere in the island, there was nothing that made commercial and financial sense. So when the Island Development Plan rezoned L’Aumone local centre, we applied again to develop onto the field. When we were granted permission for that, we quickly pressed ahead with the project.”

WE HAD TO HAVE CONTINUITY OF SERVICE WITH EVERYTHING, AND I COULDN’T BELIEVE HOW WELL IT WORKED. THE METICULOUS PLANNING THAT HAD BEEN PUT IN PLACE MEANT IT RAN REALLY SMOOTHLY. GP Robbie has led the team for the Island Health group but is adamant that the professional team around him has been key to the project’s success. Esther Male of CCD is the architect for the new surgery.

With her firm having worked on the St Sampson’s Medical Centre and the Medical Specialist Group buildings at Alexandra House and Mill House, they already had expertise in the area.

One of the key criteria for the plans was the ability for the surgery to function for patients at all times, as she explained: “One of the driving forces behind the design and the way it is organised was the sectional approach to the work.

The surgery and pharmacy clearly needed to continue functioning throughout the project – we couldn’t suddenly remove a major GP practice from the island. It was therefore carefully planned so that as soon as the new extension was completed, the surgery would move into it and the pharmacy would temporarily take over three of the consulting rooms while work continued in the former building.”

IT FELT AT TIMES LIKE A BIBLICAL PLAGUE COMING ALONG TO KNOCK US BACK, BUT WE WERE ABSOLUTELY DETERMINED TO CONTINUE AND ROLL IT OUT.

PREPARED FOR PANDEMICS While the plans for the new medical centre had been finalised pre-Covid 19, pandemic planning had already played an important part in the design of the surgery. Infection control has been carefully considered in the building, so as to be able to separate ‘hot’ and ‘cold’ areas in the event of another pandemic.

There are two separate waiting rooms, and doors can be shut off to entirely seal one part of the surgery from another. While Covid 19 lockdowns may now be in the past, the surgery is very aware of the risk of a future pandemic and is well set up to provide appropriate healthcare if that occurs.

That move happened smoothly over one weekend in June, with little disruption to patients and those using the facilities. But the calm transition hid a huge amount of work that had gone on by the administrative staff behind the scenes. For them, that work was worth it for the benefits the new building would bring, according to Robbie: “We had to have continuity of service with everything, and I couldn’t believe how well it worked. The meticulous planning that had been put in place meant it ran really smoothly. We had such good buy-in from the staff, as they could see the gains for everybody from the move.”

While the move was smooth, the project itself has certainly hit turbulence along the way. Shortly after contracts were signed with the original main contractor, RG Falla, the global pandemic hit and all building work was affected. Once back on track, the Ukrainian war then had a major impact on costs and availability of materials.

Finally, the demise of RG Falla Limited left the surgery negotiating for a new contractor. But Robbie said while it was tough, giving up was never an option: “It felt at times like a biblical plague coming along to knock us back, but we were absolutely determined to continue and roll it out. The professional team around us has been super and helped us weather the storm and Natwest, who are part-funding the project, have also been really good. There have obviously been delays – we’re probably

about a year behind where we originally intended – and the costs have certainly gone up, but we got there in the end.”

For Robbie, the end result is worth the challenges they faced, and the advantages of the move are clear when you see the new facilities. From first entering the building, the immediate impression is light, bright, modern and professional. The waiting area is spacious, while the hallways and corridors are generous. The 12 consulting rooms have been designed to give the doctors and patients plenty of space, allowing for better working conditions and wider treatment options. The nursing rooms are much larger than the previous building, while there is also space for minor dermatology operations within the surgery.

The dignity of patients has been a key priority for the surgery, as Robbie explained: “The old surgery had really highlighted some issues around privacy and dignity, which we were very keen to address with the new facilities. We have added a separate telephony room behind the reception, so that conversations can be kept private rather than being broadcast to everyone in the waiting room. We have also ensured that the spaces are fit for purpose for our disabled patients [see panel]. The old surgery was very difficult for St John’s to access in an emergency, and meant patients had to wait for ambulance help in the waiting area.

OPEN TO ALL While disabled access was always a necessity for the new medical centre, the facilities have been very much designed with disability a priority. On entering the surgery, the splitlevel reception desk allows those in wheelchairs to access staff effectively. All patient space is located on the ground floor, although there is a lift available for anyone needing to access the administrative space upstairs.

For those with visual impairments, the interior design has been comprehensively considered to offer plenty of visual contrast as well as using a colour palette designed to soothe and relax. It was all carefully considered by CCD, as Esther explained: “We’ve used cherry wood throughout the surgery rather than the more obvious oak as it provides a better visual contrast, and we’ve also brought that into the panelling around the core of the building and the reception desk. Using natural materials inside makes the building feel less institutional and is a softer approach to the design. We hope it will help patients relax rather than feel anxious while in the surgery.”

The design has aimed to exceed Guernsey’s building regulations when it comes to disabled access. The accessible toilets that have been installed are larger than required, and a separate baby change area has also been provided.

Additionally, with obesity an increasing problem in the island, the surgery has carefully considered the needs of larger patients. The wider doorways and hallways are also useful for the bariatric beds that have been sourced for consultations, minor surgical procedures, and physiotherapy appointments.

Now the whole surgery is very accessible, and we’ve added an ambulance bay to the very front of the building. It’s all about ensuring the best care for patients.”

With the new medical centre open, work is progressing on the final phase of the project – converting the former surgery to a modern, fit-for-purpose pharmacy and adding five extra consulting rooms in that building. The car park work will also be completed, giving the facility a separate entrance and exit as well as 60 spaces for patient parking, and a bicycle shelter will be constructed for those patients who don’t need to drive to their appointment.

While RG Falla was formerly responsible for the build, Breton Construction took over to complete the first phase and is now hard at work on the second. Managing director Brent Green explained how the project was progressing: “At the moment we are completing all the external works on the old building. That’s involved putting in new windows and rendering the outside of the building. All going well, we’re on track to complete those works by Christmas.”

Once the second phase work is complete, it’s hoped a private company will be in a position to fit out the new pharmacy space.

With the two buildings connected under cover, the old surgery will remain very much a part of the new – offering patients everything they need under one roof.

But while patients and staff get used to the new facilities, the building itself is also settling into the landscape and area.

The outside space has been carefully designed to look good now, but even better as it matures. For Esther, that was a priority from the start: “The landscaping was key to the design of the building.

The field that was previously here was a green lung in a built-up area. While it was necessary to use it, we wanted to keep that green feel with the new building.

We have therefore worked closely with the landscape designers to ensure there are climbing plants to soften the building.

We have also used brown brick and timber surrounds for the windows to reflect more natural colours. Eventually, the outside trellis should be covered in plants with the windows appearing through. It should look lovely and I’m excited to see it develop.”

While the building is more than fit for the current demands on it, the practice was keen to ensure it was futureproofed in every way possible. With around 9,000 patients currently registered and more signing up all the time, they know that demand may increase. The large first floor balcony space to the west of the building has therefore been constructed with a concrete deck that would allow an easy extension over that area, so it may not be another 50 years before there’s more change at L’Aumone Medical Centre.

Dating back to the 1800s, Amherst Place is a house with plenty of history. Now its latest chapter has been written, with an extensive renovation of the old building as well as a brand-new extension and basement at the property.

JGA was appointed as lead planning and technical designers for the project, responsible both for the design and the overall management of the build. For director James Gavey, it was an opportunity to create something special, while respecting the existing structure.

While receiving planning permission for the work was relatively straightforward, the project itself had more challenges.

The age of the house and the alterations it had undergone over the years meant the contractors were unsure of its underlying condition.

Quantity surveyor Dave Stuart headed up the team from Infinity Group, the main contractor for the project.

“With any refurbishment of an existing structure, it’s always somewhat of an unknown quantity. Until we take back the layers and find the structure underneath, we can never be sure what we are dealing with. In this case, we ended up having to complete a significant amount of structural repair works to ensure the longevity of the building,” he said.

“The house isn’t listed and we had ensured that we prepared a sympathetic design that was very much in keeping with the original Georgian appearance of the property, so the planning process was fairly straightforward. The double wing extension to the north side of the property mirrored the existing south wing, while the curved walls were designed to soften the appearance of the new additions,” he said.

The thorough investigations into the fabric of the house resulted in an additional workload for Dave and his team: “The structural repairs were fairly extensive; we found we needed to replace the entire ground and first floor structure as most of the joist ends were decayed, as were all of the existing timber lintels over windows and doorways. We replaced those with concrete lintels, rebuilt the partition walls throughout most of the house and added new linings to the walls. Ultimately, we created an empty shell and then rebuilt the property to the highest standards to ensure it will last for many more years to come.”

“Not only does the new extension make the house a more enjoyable home to be inside, but we believe it also improves its outside appearance. The addition almost seems to complete the property and restore the symmetry that you usually find with these delightful period buildings.”

While the house threw up quite a few surprises, some of them were positive, as Dave explained: “The roof structure was in surprisingly good condition and needed little doing to it. We did, however, decide to replace all of the roof coverings in order to extend its lifespan for decades to come.”

FEATURE THROUGHOUT THE PROJECT, HAVING THE RIGHT TEAM FOR THE BUILD WAS CRUCIAL. FROM THE ENGINEERS TO THE TIMBER AND DAMP PROOF SPECIALISTS, WE HAD A REALLY GOOD TEAM WORKING ON THIS.

But some of the outside work was far more extensive: “One unusual part of this project was the work we did to the façade of the house. We stripped the whole of the external decoration right back to the external walls. That’s a rare thing to do as it takes a considerable amount of time and effort to remove multiple layers of paint and renders. But once we had exposed the original lime mortar walls, we were able to put a new paint system on which will allow the building to breathe. It was a significant amount of work, but should make a genuine difference to the durability of the building.”

For James, despite the extra workload throughout the project, the end result was worth it: “When we started stripping the house and found the timber decay, we realised that to ensure the quality the clients wanted we would need to essentially take the house back to its four walls. There was additional work to consider, but it ensured that the whole property was upgraded with modern construction techniques as well as an extensive M&E design.

“Throughout the project, having the right team for the build was crucial. From the engineers to the timber and damp proof specialists, we had a really good team working on this. We ensured that we liaised with everyone as early as possible to eliminate any issues, which was key to the success of the project.”

Having the right team in place was particularly important when it came to one of the most demanding parts of the build, the new basement that was created under the property. From the challenges for the contractor of getting the necessary machinery into the house, to bracing the building while the excavation work was undertaken, and ensuring the design for the all-important tanking system was robust – it was a part of the project that required plenty of consideration.

Now, the fully habitable space provides a reception bar, music room, snug and TV lounge as well as a comprehensive plant

room to serve the house. Above ground, the new extension allows for a spacious, light-filled kitchen and dining area. A utility/ boot room and home gym complete the additions to the house – all designed to flow through to the west facing lawn at the back of the house.

That garden space has also been an important part of the project. Once the house was complete, the team turned their attention to outside. A new outbuilding has been constructed to serve as a pool house, outdoor sitting room and barbeque area. At the same time, the traditional terrace was rebuilt and a sunken garden added. Again, attention to detail here was key – ensuring that the garden areas reflected the symmetry of the house and added to its appeal.

Finally, an upgraded separate garage space was given a new roof to allow flexible room for any potential use – futureproofing the property for the clients at every stage possible.

With the project complete, the client and contractors are all delighted with the end result. For James, it was a rewarding project on many levels: “The clients were thoroughly enjoyable to work with on this project, as they were both very clear on what they wanted but also happy to listen to advice. It was a pleasure to be involved with the project and see it all come together, and especially to see our clients enjoying the new space.”

DLM Architects shortlisted for prestigious award range of sectors, highlighting the very best projects in categories including housing, workplace and cultural projects.

The Bathing Pools has been shortlisted in the leisure category.

DLM Architects has been shortlisted for a prestigious Architects’ Journal award for the Bathing Pools development.

The awards are open to all practices, regardless of size and scale. They recognise excellence in UK architecture across a

Judging for the awards took place in August, with the winners due to be announced in November. All shortlisted entries will be showcased by the Architects’ Journal.

DPA call for site suggestions The Call for Sites gave residents, landowners and organisations an opportunity to suggest land that is available in the next 10 years, to ensure there is a sufficient supply of sites to meet the island’s needs.

The Development & Planning Authority (DPA) has undertaken a Call for Sites as part of its focused review of the Island Development Plan (IDP). It asked islanders to suggest suitable land that would be available for housing or employment development.

All housing sites need to be capable of delivering five or more dwellings and be a minimum size of 0.25 acres (0.1 hectares or 0.6 vergée). Employment land sites of any size can be considered. Employment development includes offices, industry and storage uses.

“It is important that we have enough land available to meet our housing need as agreed by the States [in February 2023] as well as our employment need. We want that land to be in the right place so it can support the spatial strategy of developing first in the main centres and local centres.

Only if we cannot find enough land within or adjacent to centres, will we consider other locations. Wherever possible we will avoid allocating greenfield sites.”

Deputy Victoria Oliver, president of the Development & Planning Authority, said:

New flats for St Peter Port High Street can now be built there, while the ground floor will remain as retail use and is due to be refitted.

Planning permission has been granted for new flats to be built at 34, 36 and 38 High Street, through two separate developments.

Permission has also been granted to erect a new four-storey extension, alter the roof and add a roof light. It is a protected building and falls within the main centre, core retail area, conservation area, and archaeological area under the IDP. It was formerly used as part of Burton Menswear when it traded locally.

Meanwhile, Kirkwood Properties Ltd has been given permission to create seven flats at 38 High Street, in the former Townhouse nightclub building. Planners have granted

change of use and approval to convert the floors into five one-bed flats and two bedsits. Again, the ground floor level will be preserved for retail use.

Some of those flats will be accessible via a side alley, while others are inside an annex to the rear, accessed via a staircase at the back on the ground floor shop. Significant internal works are also required to the building The two properties are currently connected at ground floor level, but a wall will be added to subdivide the units.

New use for former post office Guernsey Post vacated it in 2021, but now a change of use is being requested.

Naftel Associates has applied for planning permission on behalf of The Hook to convert the premises into a dining establishment.

If approved, the building would be reclassified as a restaurant.

If planning permission is granted, Smith Street could see a new restaurant in the former post office building. The 16-20 Smith Street building has been empty since

The plans include proposals for a tapas bar which could seat up to 23 people, a main restaurant providing up to 55 covers, a private dining room, unisex and accessible toilets, a cloakroom and an open plan kitchen that would allow diners to watch the chefs in action.

As the property is a protected building, the plan would be to retain the architectural and historic features and the details of the main façade. The property already has an accessible entrance with a ramp at one door as well as the main front entrance with steps to access the building. All of the planned changes are to the ground floor of the property, except for ducting for a kitchen extractor.

If successful, the venture would be another expansion for The Hook’s owners, who also manage Fukku in the Commercial Arcade.

DPA to prepare Local Planning Brief for harbours

The Development & Planning Authority has appointed Tibbalds Planning and Urban Design to prepare a Local Planning Brief for the St Peter Port and St Sampson Harbour Action Areas.

The Harbour Action Areas are areas within the Island Development Plan which have significant potential for inward investment to enhance and promote wider social, economic and environmental objectives.

The preparation of the Local Planning Brief must follow a set process, which is anticipated to take approximately 18 months. Once drafted, the Local Planning Brief will be subject to public consultation ahead of an inquiry conducted by an independent Planning Inspector, which will provide an opportunity for members of the public to comment on the proposals.

The Local Planning Brief will then be brought to the States Assembly for final approval.

To ensure that the Local Planning Brief has sufficient flexibility to adapt to any future decision of the States regarding future commercial port development, it will be prepared based on scenarios including both the continuity of commercial port operations in St Peter Port and the relocation of operations to St Sampson.

Deputy Victoria Oliver, president of the Development & Planning Authority, said: “Our harbours are an integral part of Guernsey, past, present and future.

Creating a Local Planning Brief is all about ensuring that our two main harbours live up to their significant potential. We want to protect and preserve all that is good in these areas, whilst looking for ways in which we can enhance them. However, we need to make sure that any opportunities and challenges are fully considered, which is why we have a set process to follow to make sure that all views are taken into account and different interests are balanced.”

Details of Castel Hospital listing published

The Development & Planning Authority has given more details about the entry of the Castel Hospital site in the Protected Buildings List, and the reasons for it.

The Castel Hospital grounds form a substantial site with a number of buildings on it. The DPA gave consideration to the architectural, social and cultural value of the many buildings and features within the site, and considered them individually. It has agreed that some of the buildings’ exteriors and a small number of interior features, along with some outdoor features such as the roadside wall, railings and gate fronting, should be protected. The Authority also agreed that many of the other buildings on the site should be wholly excluded, therefore limiting the extent of the listing.

The partial listing of the site recognises it is a rare, surviving hospital complex dating from the mid-18thcentury, with phases of development in later periods.

A listing as a protected building does not in itself prevent future development of a site.

The Castel Hospital site provides significant opportunity for development of the buildings that were listed as well as the substantial grounds around it, subject to meeting the relevant planning policy objectives.

Collas Crill elects property lawyer as senior partner Cayman and BVI, and raising its profile across the globe. As the most senior figure, Jason will be involved in the strategic direction and decision making of the firm.

The partners of Collas Crill have elected Guernsey property lawyer Jason Green as the firm’s senior partner.

The role of senior partner encompasses being an ambassador for the Collas Crill group across its offices in Guernsey, Jersey,

Jason is a partner in the Guernsey property team and headed up the team until December 2020. He joined Collas Day and Rowland, as it was then, in 1994 and has been integrally involved in the development and growth of the firm for almost three decades.

Over those years Jason has been involved in most of the largest commercial transactions in Guernsey, whether acting for seller, buyer, lender, landlord or tenant.

Of his appointment, Jason said: “I am thrilled to start this new chapter of my professional life at Collas Crill. Natalie Hughes-Davison, James Cameron and Dalen Vile have all recently come on board in managerial roles.

Progress towards reopening Clarence Battery steps A planning application has been submitted to stabilise the slopes either side of the entrance to the former Aquarium and to repair the steps, which were damaged by a landslip brought on by heavy rainfall in 2020.

The Committee for the Environment & Infrastructure has moved forward with the project to stabilise loose cliff material at La Vallette, which will allow the steps that provide access to the Clarence Battery to be rebuilt.

After progress was initially delayed by Covid and then difficulty in securing design specialists, the proposals have now been developed by the States Property Unit in-house engineering team. It is suspected that poor or faulty drainage was a contributing factor in the landslip so the restored steps will have an improved drainage system.

The replacement steps have been designed to follow the line of the existing steps, allowing the intact flights of stairs to remain in-situ. The steps will have clear edges and level surfaces, providing an arrangement more in-line with modern expectations for accessibility. The application includes the use of dark bricks in natural shades, which will help to blend the design into the landscape as vegetation regrows on the adjacent slopes.

States asked to buy Leale’s Yard homes The Committee is recommending that the States prioritise funding for the development site, which is unusual in its strategic importance. The funding would facilitate the urgently needed regeneration of the Bridge area through mixed tenure housing with a new partner as well as allowing work on associated flood defences to commence.

The Policy & Resources Committee wants the States’ agreement to buy newly constructed homes on part of the Leale’s Yard site. The homes would be ready for occupancy and therefore able to provide a revenue stream.

Deputy Peter Ferbrache, president of the Policy & Resources Committee, said: “The Committee wants to do all it reasonably can to support this troubled site deliver its potential and given its history this seems very unlikely without some upfront

investment, which includes support for critical infrastructure like flood defences.

“The negotiations are not with Co-Op but the entity now responsible for the site’s development. This site has a development framework and some planning approvals so is further progressed than many alternatives. It also has a contractor so has a realistic chance of bringing these homes to market this political term. The site is also central to ensuring the best use of adjacent land. The Committee is currently in sensitive commercial negotiations to support this work [but] cannot progress this purchase without the support of the States.”

Planning consent for Jacksons expansion planners in February as the scheme was deemed to encroach on the vitality of the Main Centres, identified as St Peter Port and St Sampson’s under the Island Development Plan.

Jacksons has been given planning consent to expand its garage site near Guernsey Airport.

It was the second attempt by the business after an application was rejected by

However, the Development & Planning Authority has now approved an identical scheme after more supporting evidence was submitted that showed that increasing car sales was not the main reason for the expansion.

Permission has therefore been given to demolish outbuildings and replace them with a new workshop to the east, and alterations to the main building’s cladding.

Additional vehicle access to the north elevation and the installation of solar panels has also been agreed.

The plans represent a loss of outside space for storage and vehicle sales while increasing the total floorspace of the main building by 1,447m².

Seven conditions were attached, including submitting details of external lighting, the roof plane with solar panels, and ensuring the vehicle boundary matches what is already there prior to works starting.

Retail and industrial uses must also remain separate.

Key worker application for former Lloyds Bank

Create has submitted an application for detailed planning consent to convert the former Lloyds Bank premises in St Martin’s for residential use.

The proposals would create 14 studio apartments, designed to meet the island’s

need for key worker accommodation.

The application was submitted on behalf of the property’s freeholders, Esher Investments Ltd.

apartments, highly efficient and sustainable with re-use of existing building. They can be delivered quickly with a low-carbon footprint.

No new buildings would be constructed for the scheme, with 13 of the units being within the existing main bank building, and a fourteenth created by converting a pair of detached garages close to the rear of the main building.

“High quality internal specifications will help make it innovative and progressive.

The application addresses key-worker accommodation problems which will relieve pressure on long-term local market housing. Whilst currently a private sector scheme, we welcome engagement with any of the States’ agencies in need of keyworker accommodation.”

Ricky Mahy of Create and principal scheme architect, said: “The application represents the private sector working to assist with a problem currently reliant on the public purse. These are small, carefully formed

GHA to buy Braye Lodge site from MSG

Guernsey Housing Association (GHA) has agreed to purchase the Braye Lodge site for £1.8million from the Medical Specialist Group (MSG), with the help of States funding from the capital grant allocated to the Affordable Housing Development Programme.

The GHA expects to build at least 20 properties on the site, to be used as key worker accommodation for the nearby hospital. The final number will depend on discussions with the DPA about maximising the development potential of the site. Subject to the timescales involved in the planning application process, and the availability of contractors to start work on the development, it is anticipated that the new housing could be ready during 2026.

MSG chair Steve Evans said: “We are very much aware of the urgent need for homes that will attract healthcare professionals to the island so that we can continue to deliver

the high-quality healthcare that islanders need and deserve. That’s why our partners chose the GHA offer over another offer we received - it’s in line with our values of putting the patient first, partnership and long-term sustainability.”

The MSG originally purchased Braye Lodge in 2019 to protect the car parking spaces which it had been renting there since 2007 for its support staff. As part of the deal, car parking spaces will be created on an area of land which the MSG will rent from a local landowner.

Victor Hugo Centre plans progress galleries, an events and performance space, and a learning hub over three floors.

The centre would also be fully accessible through the installation of a new lift.

The plan to transform St Peter Port’s tourist information building into a Victor Hugo Centre has moved forward, with the team behind it unveiling its vision.

The ambitious multi-million pound plans would see the building converted into a dedicated museum with seven distinct

The Victor Hugo Centre Guernsey LBG has confirmed the organisation has secured a letter of exclusivity from the States for use of the building, on the condition that funds can be raised privately for its conversion and subsequent operation, up to September 2024.

The project is estimated to cost around £7m, which will need to be raised from private benefactors or public donations.

A fundraising campaign is expected to be launched soon with a limited timeframe for raising the necessary funds.

Local chartered architect firm, DLM, is working with internationally recognised exhibition designers, Casson Mann, to ensure the building is fully utilised.

UPGRADE FITNESS The island’s first purpose-built gym has opened its doors in Guernsey.

The new Upgrade Fitness building has been carefully designed to offer optimum training facilities in a spacious, modern centre that’s attractive inside and out.

Finding an appropriate site to build a large gym in Guernsey was always going to be a challenge, so when the opportunity came up for a warehouse location just off Le Rohais in St Peter Port, it was a chance Upgrade’s managing director, Tim Ravenscroft, couldn’t pass up.

“We wanted to create the best fitness facility in Guernsey, and this gave us the opportunity to do that. The location was ideal, and the space available meant we could carefully plan for exactly what we felt gym-goers needed. We wanted the right equipment and the right atmosphere, and this building allowed us to provide that.”

With a change of use granted by the planning department, work could start on the site. But like most plans, the one for the gym changed slightly at the start. The new facility is built on a former printing warehouse site, and the initial idea was to renovate and expand the existing building.

The discovery of asbestos, combined with the realisation of its limitations, meant it was instead decided to demolish the structure and start with a fully bespoke design.

Ravenscroft Construction was the main contractor for the project and involved from the start of the site search. Managing director, Nick Ravenscroft, explained how they dealt with the asbestos issue: “We knew there was a section of asbestos in

the old building that needed to be sampled and removed. As the design process continued, it became clear that to get the best design possible it would be more efficient and cost-effective to demolish the original structure. We therefore identified the asbestos in the roof and ground and ensured its safe removal.”

With the former building gone and a clear site to work on, the new structure could start to take shape. Architect Mike McLellen of DRP was responsible for the design, and said it was a great opportunity to craft a bespoke building that met all of the client’s needs: “Converting the existing building had real restrictions in terms of the form and mass, and would have meant certain compromises. With a new purpose-built building, we had the opportunity to look at exactly what was needed and create that.”

What has been created is an impressive 15,000 sq ft facility with a reception area, changing rooms and saunas, and a large open plan weights area with indoor astro track on the ground floor. Upstairs, a mezzanine level above the gym space is home to the cardio equipment, while a separate studio and office space complete the facilities.

While state of the art with equipment and finished to a high quality, the warehouse style building also has a stripped back

appearance when it comes to its aesthetics.

That industrial chic look was very much the intention for DRP, as Mike explained: “It is an industrial style building, so we have been very honest with our approach. The fabric presents itself on the inside as it does from the outside. The painted exposed steel frame and exposed metalwork was all a deliberate look for the building.”

THE TEAM AND I ARE SO HAPPY WITH THE NEW FACILITY AND THE POSITIVE FEEDBACK WE ARE RECEIVING ABOUT WHAT HAS BEEN ACHIEVED HERE AND HOW WELL IT WORKS FOR THE ISLAND’S GYM USERS.

From the outside, Upgrade’s branding is clear from a first glimpse. A distinctive diagonal yellow stripe stands out against the dark structure. For Mike, it was a way of adding interest to a potentially dull elevation: “When we showed the client the idea, he was really impressed with it so we were determined to make it work. The diagonal stripe did give the engineers something to think about as I don’t think it’s something that’s been done on island before. However, it shows the flexibility of using that type of composite clad material and proves you don’t need to always stay with the standard approach of putting it horizontally or vertically.”

While outside had its challenges, inside the building the team worked collaboratively to ensure the space was completely fit for purpose. A full air conditioning system was installed to ensure the space remains comfortable at all times. High quality changing rooms and specialist infra red

saunas have been put in, along with a lift to the upstairs areas to guarantee adequate disabled access.

Despite the uniqueness of the facility, the work was virtually all undertaken by Ravenscroft and its local sub-contractors, as Nick explained: “We didn’t require a lot of specialist input so we were very able to source the expertise required on-island. We did have a company from the UK design and supply the rubber mat flooring for the gym area, and obviously the equipment itself was supplied from the UK. Using the space as a gym did have certain considerations that needed to be thought about, so there was plenty of discussion around weights, loading and transfers to ensure the floors were fit for purpose.”

With the facility now finished, Nick said he can look back on a successful undertaking: “We were delighted to be involved in it, and it’s certainly one we’re proud of. The collaborative working was a real strength of the whole team throughout the project, and meant we could ensure that timescales and budgets stayed on track for the build.”

For Tim, using and working in the building on a daily basis, it’s been equally as enjoyable: “Working with the construction team was a really positive process, and the new gym was certainly worth the wait.”

fter a hiatus in 2022, the Guernsey Property and Construction Awards were back for 2023 with a new organiser. The recent sold-out gala event at St Pierre Park saw 240 people come together to celebrate the local industry and its achievements.

During the evening, nine awards were presented to local firms and individuals – ranging from those making a mark at the start of their career with the ‘Rising Star’ award, to those looking back at their successes with the ‘Lifetime Achievement’ award.

The nine-strong judging panel included three sponsors, two representatives of local professional bodies, two members of the Association of Project Managers, and two independent adjudicators.

The panel independently scored each nominee to decide the overall winner.

The winners of the trophies weren’t the only ones to benefit on the night though – the event also raised money for its chosen charity, Guernsey Wooden Spoon, who received £2,269 following the evening.

GROW Guernsey’s Rural Occupational Workshop (GROW) was officially opened in 1984. Almost four decades later, it has now opened its fully redeveloped site – not only offering new facilities, but a host of new opportunities for its crew. The multi-million pound development has relied on the goodwill and generosity of islanders, local businesses, and the project team that has worked tirelessly to make the new GROW a reality.

It’s been a number of years since the board of GROW made the decision to fully redevelop the facilities, but they knew it was never going to be a quick or easy project to undertake. Board member Angus Bodman has project managed the redevelopment.

For him, it was always clear that if the charity was to attempt a major overhaul of its site, there couldn’t be half measures: “The entire philosophy of the project was built upon the view that charities only have one chance in a generation to do a major project like this. We had to get it right as you simply can’t keep going back to the public and asking for support.

“GROW started very simply on a redundant glasshouse plot with temporary buildings, and that had stood us in good stead for many years. But it was very obvious it was no longer fit for purpose and, more importantly, the site was unable to adapt to offer our crew members new opportunities.

We want these facilities to last another 40 years, and to do so while giving our members a real chance to participate in the community.”

For the site to work for many decades to come, there was comprehensive thought put into what should be built and how the site should be adapted. The final plans that were approved included a large facilities building, two greenhouses, and a hospitality training café. For Angus, it was all about meeting current and future needs.

“When GROW started 40 years ago, horticulture was still an important part of island life and offered opportunities to our crew members. But the employment market has changed considerably since then. Landscaping work is an extremely competitive market which is difficult for us to enter. However, people are crying out for labour in hospitality and retail, so we knew those were useful areas for us to expand into.”

With planning permission in place following the work of architect Emma Carter at Grey Bear, and fundraising for the £3million plus project well underway thanks to Marguerite Talmage and her team, work started on

BUILDING FOR EVERYONE The main facilities building at the new site is a substantial structure, which has been carefully designed to suit the team’s needs now and many years into the future. It is also hoping to not only be a home for GROW, but to offer its comprehensive office space to other organisations and charities in the disability and environmental sectors.

An important part of the design has been its accessibility, something which was very close to its general manager, Karen Blanchford’s heart. The building serves as an example for disabled access requirements – with wide corridors and doors and clear visual cues around the site. There are four accessible toilets, including hoisting facilities, and a lift large enough to be used by anyone operating a powered wheelchair.

Downstairs, a reception space greets everyone entering the building, along with a retail shop that will soon open to sell products manufactured on site. A large workshop offers crew members the chance to train with tools and learn new skills, while an art studio opens up creative opportunities. Crew locker rooms and comprehensive storage space allow the building to stay uncluttered despite its numerous uses.

Upstairs will be home to GROW’s permanent office staff, along with a kitchen area, boardroom, training and event rooms, and the extra office space that is available to other organisations. A life skills area with a fully equipped kitchen and laundry facilities will also give the staff a chance to train the crew in important lessons for independent living.

Finally, a large open space above the downstairs workshop will also offer opportunities for further development and community use.

While Angus managed the project, Rodney Brouard came on board to deal with some of the practicalities of the build. He put a team together to drive the construction phase forward – including Gareth Billien of BW Builders as the site manager and architect Paul Vaudin.

After that, Rodney’s main focus was on ensuring the best value for money possible: “My approach was this was a project for the benefit of the island, so nobody should be making much money on it. I went directly to every supplier, such as Norman Piette and Ronez, and asked for their support.

They supplied everything directly to the charity, which meant we had extraordinary value for money.”

While Rodney negotiated with suppliers, Gareth committed to the tightest labour rates possible for him and his team – and found a huge level of support within the industry for the project.

That support was needed as they tackled the site. Gareth explained what they faced when they started work: “It was hard to even judge the size of the site at the start. But once we had removed the old greenhouse structures and the packing sheds and the boilers and all the other paraphernalia, we realised how vast it was.

SOMETHING OLD, SOMETHING NEW...

Visiting the GROW site, it seems almost unrecognisable from its ramshackle former appearance. But while the new facilities have been designed to bring it very much into the 21st century, look closely and you can see some important remnants of the former site.

The water tower still offers a focal point for the facility. Now smartly painted in white, and proudly displaying the charity’s logo, it fits in well with the new facilities while still offering the same practical use.

Equally, the ‘number four’ greenhouse has been retained. While its name is no longer quite so appropriate, the condition of the structure meant it could continue to be used as part of the new facilities. It has been shortened to allow for the new staff car parking area behind it, but still offers significant growing space for the crew to use.

More effort to retain was the former ‘packing shed’, which is unrecognisable from its former appearance. Six months into the build, the decision was made to salvage the structure and Gareth and his team carefully moved it to a different part of the site, closer to the main entrance. Once they had plastered the interior and completed all plumbing and electrical works, Norman Piette stepped in to help – supplying and fitting the panels and plying the inside of the building.

Finally, one of the well-known features of GROW, the wishing well, has been completely restored. Staying faithful to all details of the original design, the well’s stonework was renovated by a stonemason while the woodwork was completed through the CLIP programme at the prison. While the rest of the site has changed around it, the well has stayed exactly where it’s always been, aptly proving the point that wishes do come true.

FEATURE were installed, along with plenty of damp proofing below ground in areas such as the lift pit. Its design meant it was relatively simple to put up, albeit on a large scale.

Meanwhile, the efforts of Rodney to keep materials costs down gave the team more flexibility to amend and improve the design during the build.

For Gareth, that was key to the project’s success: “A good example was that the original plan included a void above the workshop. However, once we were building it, it became clear the space could be used far more effectively, and it would be efficient to do that work at the same time. Putting in a mezzanine floor later on would be very expensive, but doing the work along with everything else made it far easier to justify creating the extra space.”

Architect Paul said some of that work will make the building much more user-friendly: “Some of the changes have really made a huge difference to the feel of the space. The large training room, for example, was due to have a flat ceiling. Instead, we followed the roof line to give it extra volume. The ridge height had been dictated by planning so we couldn’t go any higher with the structure, but adding the vaulting inside gives the room a completely different feel.”

While inside the project progressed well, outside the all-important greenhouse space proved more of a challenge. From the start, Angus had been determined to reuse redundant greenhouses in the island.

“I spoke to Eric Caplain and he agreed there were a number of greenhouses that could be recovered and used. We identified two suitable structures and came to an agreement regarding them. Unfortunately,

the Dutch contractor we had appointed to come and do the work then couldn’t make it to the island for many months.

Finally, his foundations specialist came and did his part of the project, and a fantastic UK team came and dismantled the glass and reassembled it on our site. As a final success, when we realised the specialist irrigation was out of our budget, Gareth’s plumbing team put their heads together and installed the finest glasshouse irrigation I’ve ever seen.”

It was all part of a project that saw so many pull together to ensure its success. Now fully functioning and open to staff, crew and the public, it’s a home for GROW to be proud of. Facilities manager Darren Brehaut said it’s been a wonderful welcome for everyone: “So many of our crew and, in particular, their families, have been overcome with emotion about what has been provided here and the difference it could make to their loved ones’ futures.

Everybody has come together on this – from the fundraising from the public to the physical work put in by Gareth and his team, and the care they put into every aspect. It’s going to mean so much, and we are very thankful to the Guernsey community for the support that allowed this to happen.”

For the project team, it’s also been memorable. Architect Paul summed it up: “This is a flagship project not only for GROW, but for what it’s possible to achieve on a small island. If a similar facility exists elsewhere, we’re not aware of it. GROW trusted us to deliver and we hope we’ve repaid their trust. Nobody got mired in paperwork or contractual agreements – we had faith in everyone to get the job done, and we’re all very proud of what we’ve achieved.”

POWERING THE FUTURE With the charity’s roots, it was unsurprising it was concerned about minimising its environmental impact. One important way the new site has looked to make a sustainable difference is through the solar panels installed on the new structures.

On the roof of the main building, a solar array consisting of 310 photovoltaic panels has been installed. Working in partnership with Guernsey Electricity, the energy generated by the GROW panels will be supplied directly into the grid. It’s predicted that the array will generate over 135,000kWh of low carbon electricity each year, enough to power 44 homes.

Additionally, a much smaller set of panels has been installed on the roof of the training café. Unlike the main array, the energy from these will be fed directly into the GROW facility and used to meet on site demand.

UNLTD The Ron Short Centre in the grounds of Beau Sejour has had a major revamp and a rebrand.

Now known as UnLtd, the charity is hoping its new facilities will remove some of the limitations on its members and allow them to better access the community.

Anyone visiting Beau Sejour recently will have noticed the new branding and appearance of the Ron Short Centre.

It’s a clear statement of intent by those at UnLtd that they want their charity and members to play a more visible role in the community.

Key to that aim was the renovation of the building to provide a fit for purpose facility for members. The project has taken contractor Rihoy’s around 18 months to complete, with the final touches now being put in place.

The centre now offers a number of carefully designed spaces including a function hall, technology training centre, a soon to be launched radio station, and the island’s first fully accessible shop.

It’s a modern, clean space that has changed considerably from its former iteration. For development manager Tim Feak, that was a priority: “We wanted to achieve a fresh, bright, modern atmosphere in the building – we were adamant that it couldn’t feel institutional in any way. We wanted to attract a new generation of members to come in and use the centre along with our regular clientele, and to do that we knew we had to change the atmosphere.

“The new spaces have been carefully thought about to ensure they not only look good, but they function well for our members. Details such as the bright outlines on the white walls look attractive, but also help anyone with a visual impairment. And of course, we needed to use the international colour of disability, purple, as our highlight colour.”

Architect Emma Carter of Arch+ worked on the project. Originally involved simply to look at the toilet space, she said the opportunities for the centre quickly became apparent: “When we looked at the toilets, we realised it would be possible to put in the first Changing Places facility [see panel], which was a huge milestone.

From there, the project just evolved to provide a contemporary building and facilities fit for the 21st century.

“It was important at every stage to make this a facility that users could be proud of, so a lot of attention went into the design.

By paying attention to the details, whether that’s storage or decorating, it sends a message that the people using the centre are important and deserve a carefully designed space.”

The centre now has level access throughout for wheelchair users, with high-quality

Karndean flooring. Bespoke cupboards along a large expanse of wall offer inconspicuous but vital storage space.

But while the centre has been carefully thought about on the inside, the new retail space will be the most noticeable change for those looking at it from the outside.

The shop has been designed to not only attract custom from the large number of people that regularly walk past, but to provide a completely accessible experience.

Tim explained the thought that has gone into the new retail space: “The shop has plenty of space as well as turning areas for wheelchairs. We’ve carefully considered those with disabilities, so everything is at eye level whether you’re standing or using a wheelchair. While a shop traditionally has horizontal displays, ours are vertical to allow access for everyone. We’ve made sure all corners are rounded off to prevent injuries, and we’ve ensured that all our display furniture is safe and easy to navigate around.”

Alongside the usual range of secondhand goods, the shop will also offer social enterprise products made by its members during their sessions at the centre – another step towards achieving the aim of being a valued and recognised member of the island’s community.

CHANGING PLACES The accessible toilet facility at UnLtd was designed to be the first ‘Changing Places’ facility in the island.

The ‘Changing Places’ charity recognises that many disabled people need more than simply access to a standard accessible toilet. Accredited facilities have extra space and equipment, including a height adjustable changing bench, a peninsular toilet and a ceiling hoist. This allows for using the toilet or changing continence pads as necessary.

With the facility at UnLtd complete, the charity is hoping it’s led the way for others. It would like to see more ‘Changing Places’ available in the future for Guernsey’s residents and visitors, allowing them more freedom to explore and enjoy the island.

MOVING FORWARD With the work on the current building complete, the charity is now turning its attention to the next phase of its plans.

The building’s position on the Beau Sejour site has plenty of potential for expansion and taking better advantage of its location.

Architect Emma is currently working on the plans and said there’s lots of opportunity for the site: “I think we can do something really quite special here. We are very keen to put a café on the side

of the current building facing the east coast, At the moment it’s dead space, with wonderful views that are completely wasted. A café would not only encourage more people in to use the building, but could also give our clients a chance to learn extra skills in hospitality as well as the retail opportunities now available.

“We would also look to add an upstairs area, which could be used for a range of welfare activities, including providing therapy rooms to help with physical rehabilitation and maintenance, and improved health and wellbeing. It’s a great opportunity.”

For Tim, it’s all part of ensuring the charity is providing exactly what their members need: “We want to remove the barriers to our members having a full role in the community. Giving them the chance to learn new skills and improve their quality of life are key parts of that and the new facilities would enable us to do that really effectively.”

The expansion plans, however, will come at a considerable cost so UnLtd will be looking for islanders’ help to make their vision a reality.

ANDREW ON...

THE BUILT HERITAGE OF THE ISLAND “The old Board of Administration did more damage to Guernsey’s architecture than the Occupation.

They demolished the historic old Town Prison. They wanted to knock down St James before it was saved.

They destroyed the old market buildings and, given the chance, would have demolished them completely.

“Hindsight shows a lack of appreciation and understanding from the States for the island’s heritage, so it’s important to speak up about what’s important.

Buildings such as the Castel Hospital do need protecting, and with some imagination could be converted into wonderful apartments and homes. I have strong opinions in these areas and I’m very happy to share them.”

LANDSCAPING “ Landscaping is such a priority for me, and CCD as a firm. I’ve always felt with larger schemes that landscaping needs to be incorporated from the very beginning of the project and considered at every stage. I think the industry as a whole is now moving towards that emphasis on landscape architecture, and I hope I’ve helped influence that change.” “ I’ve carried that ethos through so many of my buildings. St George in the Castel was a good example, where we incorporated the landscaping of 35 acres of parkland and worked very closely with the landscape architect the whole way through the four-year project. My own home is also very much influenced by the landscape around it”

ANDREW DYKE The winner of the ‘Lifetime Achievement Award’ at the recent Guernsey Property and Construction Awards, Andrew Dyke has been no stranger to public accolades during his career.

The chartered architect has been at the forefront of Guernsey design for decades – with his eponymous practice, CCD (formerly Cresswell, Cuttle & Dyke), involved in many of the island’s most prestigious projects. We spoke to him about his long and varied career.

Winning an award for your lifetime’s achievements sounds somewhat as though your career is over, but Andrew Dyke is clear that’s not the case. He may be easing gently into retirement, but he is very much still involved with consultancy work at CCD – with the advantage that he can pick the specific projects he wants to work on.

Luckily for Andrew, that’s been the case for much of his career. While some of his contemporaries may have thought the opportunities in Guernsey limited, he was always very sure he could achieve big things somewhere small.

“I was always keen to be a provincial architect, who could deal with lots of different types of buildings in the

TECHNOLOGY “ I think the ever-increasing use of CGI and other technology is helpful for clients who find it difficult to visualise things, so that is positive progress. However, I do rather regret that architects now don’t often start designing with a pencil in hand. “ It’s possibly idiosyncratic of me, but I feel that a pencil has a different connection to the brain than a computer mouse. I think it’s really important for an architect to be able to draw and to put his thoughts on paper. Pencil gives a freedom of expression that you simply don’t get with a computer.

I think it’s why we now see so many similar buildings around the island, it’s almost as if they were designed by a computer. I think all these white boxes with dark grey windows and slate roofs will become deeply unfashionable in a few years’ time – they will be this generation’s equivalent of the 1960s dormer bungalows with a granite panel on the front.”

community. I didn’t want to spend my life just building hospitals or airports or working on large city towers. I wanted to both make an impact on the community and be a part of it.

“I’ve also always loved historic buildings – I was brought up in rural Somerset and was surrounded by vernacular architecture. As I grew up, I used to explore around old barns and farms and churches and sketch them, so I always knew I wanted to work with those kinds of buildings.”

Arriving in Guernsey in 1977, Andrew initially came to the island when his wife, Helen, was offered a job at Isabelle Vets. After a few years at Lovell & Ozanne, he joined Cuttle and Le Bern. That soon became Cuttle & Dyke and evolved to Timothy, Cresswell, Cuttle & Dyke, then Cresswell, Cuttle & Dyke in 1981 before finally rebranding to simply CCD. “From the beginning of my time in Guernsey, I enjoyed working on old cottages and farmhouses, so I began to build up a reputation and those projects got larger.

I think that if you enjoy doing something, you’ll probably do a good job. Do a good job enough times and you’ll get a good reputation, which leads to more work.”

It’s a fairly understated way of summarising a career which quickly progressed to working with some of the most prestigious properties in Guernsey.

Well-known as a heritage expert in the island, Andrew’s portfolio includes just as many contemporary residential and commercial buildings.

“I was very lucky with the time period of my career and the diversity of projects I was offered. During the early stages, the States still had some money so there was a budget for interesting projects. There was an excellent museum curator, Rona Cole, who was very proactive in creating museums.

I was therefore involved in the 201 Squadron museum and other work at Castle Cornet, as well as the maritime museum.

“That was followed by a period of considerable prosperity with lots of open market residents coming to the island. It was very common for them to buy a rundown open market house on a beautiful site, knock it down and start again.

That gave me the opportunity for many great projects, and I was very lucky in that respect.”

Looking back at more than four decades of work, Andrew believes the island gave him the opportunity to experience a far wider range of projects than he would have done elsewhere. For him, it’s something he’ll always be grateful for.

“I’ve been very fortunate in that I’ve always been able to do things that I really enjoy.

I’ve ended up being exactly the sort of architect I wanted to be when I was training all those years ago.”

THE FUTURE OF ARCHITECTURE “ I’m hugely encouraged when I look at the local industry and see how many young chartered architects we have coming back to the island.

We have some very talented young architects, who have been through the thorough training required to come up with genuinely interesting ideas that can change the face of the island. “ Good architecture is about individuality. I’ve always studiously tried to avoid architectural fashion, and I hope a look back at my portfolio highlights that I’ve tried to make all my properties individual.

I see some of that in the next generation, which makes me very hopeful for the future.”

THE PROJECTS While asking Andrew to pick his favourite projects feels rather like asking someone to pick a favourite child, he admits when he looks back there are some that really stand out.

“We had real issues getting this clifftop property through the planning process. After three attempts at plans for Maison de la Falaise were rejected, the client told me in exasperation that I could do whatever I wanted.

It gave me the opportunity to design something that I would love to design for myself. When I showed the client the concept drawings, he loved it – and so did the planners.

“The house is really my tribute to my Somerset origins. The thatched roofs are common of historic buildings in that area, while the stone is also local.

We went to Ham Hill quarry in Somerset and chose the very stone they cut out to be used for the house.

We also used two other types of lias, which is a typical Somerset stone, for the fireplaces inside the building.

While the house may be inspired by a different geographic area, it fits into the landscape very well. I think that’s also due to the landscaping, which was award-winning on the project.

“When I think about the contemporary work I’ve done during my career, I have to mention L’Escargot as it’s always been a favourite project of mine. It’s been called an iconic building for the island, which is obviously very flattering - and I do think it was probably the first truly contemporary house on Guernsey. But even though it was very contemporary, it was designed as a response to the landscape and I feel that it still sits very well within it.

“I designed the house in 2000, before CGI was being used, and the clients genuinely had no idea what it was really going to be like. When the roof went on and they were able to go inside and see the internal space they were absolutely enthused, and allowed me to continue with ideas such as the cantilevered glass staircase.

They weren’t the only ones who appreciated it, as it was nominated for several prizes. The project was even shortlisted for the Manser medal, which was a huge honour. The house was visited by the president of RICS at the time, and he said it was his favourite building he’d seen in an entire year of visiting buildings. The original clients still live there, which I think is absolutely wonderful.”

Les Bourgs Hospice (2012)

“The Town Church was such a fantastic project. I loved doing it – it was deeply historical and so challenging from a conservation aspect. The church has the oldest dated roof in Europe, from 1466.

We conserved and repaired that south transept roof, but we couldn’t find the actual date, although we knew about it because of John Wilson’s restoration work in the 1820s.

“It is such a privilege to be able to work with buildings like this – you learn so much not only about the historical building but also about the time period.

We had many fascinating discoveries when we were working on the church, such as finding part of a medieval skeleton and discovering a lot of evidence of damage done to the building during the Civil War. It’s a fascinating process and it also offers up a wonderful opportunity for research to ensure we’re using the correct techniques and approaching the project in the right way.

That was similar to the conservation repairs we were responsible for at the Little Chapel, which was completely unique. When we started we didn’t even know how it had been built as there was no other building like it. It turned out it was constructed of a sort of clay and clinker, with odd bits of brick thrown in, and then clad with this carapace of cement with china stuck to it. It shouldn’t have worked, and yet somehow it did.”

“CCD has a fairly illustrious history on the island with regard to medical work.

My first project was the former Grange End surgery, which became Queens Road medical practice. I designed a complete glass extension for them, which was quite revolutionary in the late 1990s. The inspiration was the rose garden outside that I wanted to reflect in the building, so that was exciting.

They later bought the house next door and extended the building into that garden, a project I won the first Guernsey design award for.

“Following that, I was responsible for both MSG buildings on Ruette Braye – Alexandra House and Mill House – and our firm has recently been working on the new L’Aumone Medical Centre.

One of the most important projects though, was Les Bourgs Hospice.

There was a real responsibility that came with that design, and we actually approached it in an unusual way. For the hospice, we designed the garden first and then the building. We felt that the core of the hospice should be what people are looking at from inside.

When you can’t move a great deal, the view you see is of critical importance.

We wanted to make sure that we created a space that was as attractive outside as the building was inside.”

CHAPELLE DU VALLON The former Methodist Church in the heart of rural Torteval has provided eight much-needed apartments in the upper parishes. A sympathetic renovation has left the exterior largely unchanged, while the interior has been transformed to offer modern spaces that take advantage of the unusual building.

Architect Esther Male of CCD was first approached about the development possibilities of Torteval Methodist Church because the declining congregation was impacting on the affordability of keeping the premises in good order. A plan had been made for its worshippers to move as a body to the parish church, where the costs could be reduced while still ensuring the church remained an independent body.

“From the start, the church was very keen to provide residential apartments that were relatively affordable in the parish,” said Esther. “The church was aware that there are very few apartments of that nature in the area. They therefore had no interest in creating one impressive house, for example, but rather wanted to develop as many apartments as possible to benefit those who needed them.”

“I was therefore asked to investigate what could be done with the site. We worked up a number of schemes, but it took us seven attempts to receive planning permission for the current development,” said Esther.

While the potential of the site needed to be maximised, there were also significant restrictions when it came to the design.

Both Esther and the planning department were keen that the external envelope of the building was retained and the massing stayed very similar.

“At the start of the process, the church had thought they might sell half the site and develop the other. However, by the time planning permission was granted, the congregation had settled in so well to the Anglican church it was decided to simply sell the whole property.”

The planning permission that had been granted allowed for two three-bedroom apartments, two two-bedroom apartments and four one-bedroom properties. All have some outside storage space along with a communal garden and allocated parking spaces.

While Esther would have liked to have provided more properties on the site, planning restricted the development to the eight approved in the final scheme.

Along with the planners, the church also had a very clear idea of what they wanted Esther to develop.

Esther explained why that was important: “The traditional church building was very much part of the streetscape of the area and the local environment in Torteval. It would have been inappropriate to alter its appearance too much. We therefore focused on the rear of the building to gain the extra space that was needed, while working within the constraints of the existing building.”

Those constraints included the window positions, which had a significant impact on the design and how the spaces could be used. Roof lights were added in to ensure the spaces had appropriate light and ventilation, while the only major change to the outside apertures was the addition of a large dormer window on the rear of the hall, hidden from the public-facing side of the property.

The design also included demolishing an old vestry at the rear of the church that hadn’t been part of the original building. An extension was then added with the same archway design to reflect the building, which Esther said was carefully thought through: “We tried very hard to be sympathetic with the design.

The aim was for the new extension to blend so well with the existing building, that you may not even realise that it was a new addition to the property. I think we succeeded well with that aim.”

The property was sold to church conversion specialists JAJ Properties in early 2021. Initially a local firm started construction work on the development, but this was then taken over

by Jersey-based Macob Construction, who set up its Guernsey arm to finish work on the apartments.

General manager Ugo Nto and site manager Dave Whelan both had considerable experience on similar projects. It meant the job itself wasn’t daunting, but taking over from a previous contractor had its challenges.

“We started work in November 2022, and found the job was around 40% completed.

Some first fix carpentry, roofing to the hall and some below ground drainage work had been completed - but we had to take a really close look at everything to ensure we were happy with the quality of the work and that we were clear on what needed to be done,” said Ugo. “We did end up replacing floors that had already been laid as we weren’t happy with the insulation provided for residents. With a former church, you need to be very careful that the property’s thermal and acoustic requirements are achieved, particularly with the walls and separating floors. Because we had come on to the project later on, it was hugely important we were comfortable that the walls, floors and roof were all done to specification and building regulation.”

“Externally, we had to complete the drainage system, soakaway and cesspits, as well as the hard and soft landscape works including the carparks and external finishes to the buildings to ensure it was all up to spec. In the building we completed the carpentry works, wall and ceiling insulation and boarding , MEP installations, flooring and decoration, as well as completion of the roof.”

With the project completing in May 2023, it was a speedy sixmonth turnaround for the team.

For Ugo, that was only possible because of the set-up of Macob and the support of local contractors in Guernsey.

“As part of the Mac Group, we were able to provide electrical and plumbing services, flooring, interior decoration and damp proofing through our internal group of companies, which made the project flow much more smoothly. Additionally, we had a great reception from local suppliers and contractors in Guernsey, who we used whenever possible. That combination allowed for the project to be completed within the tight timeframe.”

The majority of the apartments sold before completion of the development. But while the new residents are enjoying the renovation, many islanders taking a quick glance may not have noticed too much of a change. For Esther, that’s a success: “These buildings are part of our environment and heritage, but we know that the island also needs more residential properties. Providing new accommodation while retaining these structures is the most environmentally sensitive way to build. We try to follow the ethos that the greenest building is one that already exists, so finding a new use for the church benefits everyone.”

RESPECTING THE HISTORICAL AND CULTURAL SIGNIFICANCE OF THE CHURCH Converting the church and hall into eight apartments was a complex project, it was essential to work with experienced professionals and adhere to local regulations and preservation guidelines. Additionally, respecting the historical and cultural significance of the church while creating functional living spaces was crucial for the success of the project.

WORK IN PROGRESS With the island’s construction industry as hard at work as ever, and plenty of projects on the go we found out how some of them are progressing during the build. From the final stage of the Admiral Park development to a new home for football, this is what’s going up in Guernsey.

Admiral Park: Plaza House The island’s first BREEAM accredited building is on track for completion early next summer, with tenants due to move in from May 2024. Despite early delays due to poor weather, the project is now progressing well and is virtually wind and waterproof at this stage.

The grade A office is the centre piece and final phase of Admiral Park. The team delivering it is the same as the previous stage, No 1 The Plaza – with Rihoy & Son the main contractor, architect Andy Merrett of Lovell Ozanne responsible for the design, and Jason Powers Consultants (JPC) project managing on behalf of developer Comprop.

Andrew Ullyott of JPC said the BREEAM rating is important for Admiral Park and for future developments: “Plaza House will be the first building in the island to reach the necessary standard, and it’s already something that we’re seeing as attractive to tenants. This project will define the standard for every project in Guernsey in terms of the criteria used for accreditation, so it’s an important milestone.”

Progress is going well on site, with the steel frame and the precast core of the building complete. Curtain walling is currently in progress, with contractors already working inside the building on M&E first fixes. The

extension to the multistorey carpark has also been completed, with minor work remaining that will be completed once the contractors demobilise from the area.

Despite significant weather challenges over the winter period, the project team have kept the impact to a minimum, as can be seen by the current progress in encapsulating the building, which has allowed internal trades to progress. Andrew explained how they made that work: “JPC utilises a regular series of meetings with the multiple tenants, designers, and contractors to coordinate the site activities, and this has made it possible to fast track the fit out works alongside the main build works. It’s a complex jigsaw of requirements to keep the contractors on track for an exciting, phased completion in summer 2024.

60% of the building has been pre-let, and Comprop managing director Steve Marie said that has provided advantages for the tenants: “We are doing the fitouts for all four of the tenants that we have already secured for the building. That means the work can be dovetailed into the main contract – saving time and money. It’s a much more efficient way of preparing the building for tenants as it reduces duplicate effort, so it suits everyone.” The remaining areas on the ground, first and second floors are available through Watts Property, with Comprop hoping to have let the space by the end of this year.

Queens Road Medical Practice The development of Grange Road House is continuing, with work ongoing following a lengthy strip out of the premises.

The former home of Ladies’ College between 1880 and 1965, and more recently Guernsey States Education offices, it is now set to become the new location for Queens Road Medical Practice (QRMP). While some islanders may have vivid memories of the school dentist being based in the central annexe, the medical practice is hoping it won’t put anybody off coming for appointments – with the facilities providing a major upgrade to its outgrown current practice.

Ravenscroft Construction has been appointed as main contractor for the development. Managing director, Nick Ravenscroft, explained how the work is progressing: “The development is currently on schedule after a lengthy seven month strip out which uncovered several hidden historic features including buried water tanks below floor slabs and traditional wood burning range cookers behind layers of lathe and plaster walls.

“Where possible the heritage elements are being retained within the scheme to ensure the character of the original building is preserved. The building is undergoing a meticulous revamp to ensure it meets building regulations and is fit for purpose, including key structural repairs and timber damp treatments.

“Externally the dated granite walls are being re-rendered and re-pointed.

The existing roofs are undergoing isolated repairs and having new slates installed to aid in the longevity of the building whilst maintaining its historical charm. The timber sash windows on the north elevation are to be preserved and restored as heritage elements, but the southern elevation will be undergoing a facelift with new uPVC windows installed.”

The new development will be mixed use with the medical practice spread over the bottom two floors while an extension to the west annexe will become the new pharmacy. The top floor is set to be converted into residential apartments with access from La Couperderie.

The practice will provide increased facilities for patients with 14 consultancy rooms, five nursing rooms and a space dedicated to minor operations. The former school assembly hall will have a new mezzanine floor constructed and will become the administration hub for QRMP, providing a modern office environment whilst preserving key heritage features such as the timber wall panelling, roof trusses and stained glass windows.

The central annexe has also been demolished to ensure the site can provide ample parking for patients and visitors to the practice.

The project is due for completion and handover to QRMP next autumn, allowing the practice to move in at the end of 2024.

Guernsey Football Association

Work has started on the new home for the Guernsey Football Association (GFA).

Construction is underway at the site on the Victoria Avenue playing field in St Sampson’s, which was purchased from the States of Guernsey.

The main contractor for the project is Rihoy & Son, while Jason Powers Consultants (JPC) is acting as project manager and quantity surveyor. Andy Merrett of Lovell Ozanne is the architect, and explained how work is progressing so far: “We started on site a couple of months ago, and activity is only going to increase over the next few weeks. We’re literally digging a very large hole at the moment for the full-size 3G pitch – 110m by 63m, and half a metre deep. Once that is done, work will progress onto the club building as well as the outdoor parking areas and planting.”

Phe Yianni of JPC said: “We are pleased to be working alongside the stakeholders, using our expertise, to achieve what has been a difficult balance of requirements against cost constraints. It’s fantastic to see this football facility finally get the go ahead.”

The project is estimated to cost around £10m and is being funded by a £1.175m grant from the Premier League, the FA and Government’s Football Foundation, as well as a £150,000 grant from the Premier League Stadium Fund. Additional funding has come from private donations and The Football Association HQ grant.

With work now underway, the project is aiming to complete in summer 2025 in time for that year’s Muratti.

The development will include a floodlit 3G pitch with 400 seats and covered terracing behind each goal; a grass pitch for nine-aside matches and training; a clubhouse with bar, kitchen, and separate meeting facilities; and a changing block incorporating three changing rooms, two referee changing rooms, a medical/ rehabilitation room, and a GFA office.

Grange Mews also some lovely granite work being done on the properties as part of that design.

“Along with the natural granite, we are using brickwork, timber cladding and render for the properties so it will be an interesting visual mix, with the natural materials adding softness to the site.”

The development by Infinity Group of the former Trust Ford garage off the Grange in St Peter Port is continuing apace, with work on site having started in earnest in January 2023.

Planning permission was granted for 12 three-bedroom houses and three apartments on the site, with allocated car parking and soft landscaping designed to tie the development together.

Architect Andy Merrett of Lovell Ozanne was responsible for the design, and said it was carefully considered: “We did a lot of research into the history of the site, and this area was previously a large walled garden for the villa. The people who owned it set

up one of the first garages in Guernsey in the early 1900s, so the site has always been associated with automobiles.

“We wanted to reflect that walled garden heritage, so we have designed an additional garden wall for the development. There is

The petrol tanks have been taken out and carefully removed, and any affected ground also taken away.

“The existing granite walls have been repointed and look absolutely superb.

Currently on site they are putting the roofs on the houses, while we’re up to wall plates on six of the units. They’ve also been studded out inside so they are really starting to take shape now.”

The first phase of the project is due to finish in April next year, with many of the properties having already been sold by Infinity Group.

Almost a hundred guests attended the evening at the Farmhouse, including Lord Digby and Lady Patricia Jones, with Lord Digby presenting the prizes to the apprentices in each category.

Each winning apprentice received an engraved tankard, a certificate of their achievement and a £150 voucher from their sponsor, which were supplied by R H Gaudion & Son Ltd. The overall winner, Jordon Mechem, was not only able to take the prestigious trophy home but was also presented with a cheque for £300 from the GBTEA.

Technical design James Gavey (MCIAT), regional chair of the Chartered Institute of Architectural Technologists (CIAT), Channel Islands region, explains the benefits of CIAT membership for professionals and clients.

Architectural Technology is a creative and innovative design discipline which integrates architecture, science, technology and, engineering. It forms the link between concept, innovation and realisation of a building or structure.

At its heart are the technology, buildability, functionality and performance of the design, taking into consideration materials, innovative processes, production techniques and sustainability; all in compliance with regulatory, statutory and legal requirements.

It ensures a building or structure is fit for purpose and designed with inclusivity in mind so that the needs of the end users are met. The design solutions will incorporate and address health and safety, welfare and ethical issues as well as the social wellbeing of those using the building or space.

As regional chair of CIAT, I, along with secretary Miles Pengelley, take an active role in trying to collaborate with all the architectural technologists in the island through seminars to allow continued professional development (CPD) and social events, whilst also promoting memberships alongside the CIAT head office in London.

CIAT is one of the leading architectural bodies in the world. As a chartered member of the Institute working for a chartered architectural practice, I see first-hand the benefits of working with a member of CIAT. There are currently 15 CIAT registered chartered architectural practices in the Channel Islands and it is a number that we are always looking to grow.

The CIAT aspirATion group chair for the Channel Islands region, Dan Tibbs MCIAT, is always keen to encourage new members. aspirATion is a community within CIAT providing the opportunity for young professionals to develop and grow on a personal and professional level, whilst inspiring the next generation of architectural technology professionals. It’s something Dan, Miles and myself have personal experience of. Each of us became chartered members of the Institute in recent years, and our pathway to this status was founded on island, as part of an apprenticeship scheme through our employers and the Guernsey Institute (formerly the Guernsey College of Further Education).

We would strongly endorse this local pathway to CIAT membership, which ranges from student, to associate (ACIAT), to member (MCIAT), to fellow (FCIAT).

The importance of good design for a more sustainable Guernsey Chartered architect David de la Mare of the Guernsey Society of Architects takes a brief look at the importance of good design for the future of the island.

AS AN EXAMPLE, A STAGGERING 38% OF ALL GLOBAL MAN-MADE CARBON DIOXIDE EMISSIONS ARE FROM THE CONSTRUCTION AND OPERATION OF BUILDINGS AND EXTENSIVE CHANGE IS REQUIRED TO MITIGATE THIS.

Good design is often referred to as a craft, demanding a blend of expertise and creativity.

It develops through a thoughtful and meticulous process, addressing small-scale project specific objectives whilst engaging with the critical overarching societal issues of the time. Stakeholders are therefore not limited to the client, they likely include neighbours, the wider community, and the natural environment as whole. As a result, the specific objectives of a project can be far reaching and should become part of a connected island, national and international strategy.

The problems steering construction globally today are often magnified locally. Aspects that make Guernsey so desirable to live on, including its small size and remoteness, often compound to make these issues worse, including the effects of climate change and the importance of environmental sustainability; urbanisation and sustainable populations; material shortages and price volatility; and the need for affordable housing. In such a context, the role of architects becomes pivotal in developing effective design solutions that benefit both the client and the island.

Architectural design is far more than just creating a nicely laid out floor plan. Whilst it is an essential aspect, it’s just one component of a comprehensive and intricate design process that architects undertake to create functional, aesthetically pleasing and sustainable structures. The RIBA states that: ‘no new unsustainable buildings should be built after 2030 if we want to achieve targets.’ This aligns with the robust and widely acknowledged scientific consensus on the importance of sustainability in construction, and we hope to see this target applied locally.

In short, buildings should be designed to use less energy in construction; use less energy and water in operation; have improved digital and physical connectivity; improve site biodiversity; improve occupant health and wellbeing; and contribute to a shared

community identity. As an example, a staggering 38% of all global man-made carbon dioxide emissions are from the construction and operation of buildings and extensive change is required to mitigate this [UN 2020 Global Status Report For Buildings & Construction].

Another important aspect for Guernsey is the pressure that is being placed on the island’s “natural” habitats (including unimproved grassland, marshy grassland, dune heath and coastal heathland) which have fallen by 63% from 1999 to 2018. On the other hand, the area of “man-made” habitats (including parklands, amenity grassland and arable land) has increased by 20% [States of Guernsey – Guernsey Facts and Figures 2023], driven by demand for building works; domestic curtilage extensions and material extraction.

This demonstrates the conflicting demands that are being placed on land locally and is a snapshot of the massive negative impact that humans are having on habitats globally.

As a result, between 1970 to 2016 there has been a 68% global decrease in population sizes of mammals, birds, amphibians, reptiles and fish that are critical for the functioning of our ecosystems [WWF Living Planet Report 2020].

The importance of our remaining habitats, no matter how small, should not be understated.

New buildings must be sustainable; existing buildings should be retrofit to improve their operational performances; disused brownfield sites should be regenerated and rewilded; derelict buildings and underutilised urban areas should be reused and densified; and natural environments should be conserved and enhanced. Guernsey, due to its very nature, has limited and precious resources strained by the constant demand for land. Getting technical Caroline Gumble, chief executive of the Chartered Institute of Building (CIOB), is hoping Channel Island members will benefit from its new technical grade.

It has been a big year for CIOB, with the launch of our new five-year plan in January and the introduction of a brand new grade of membership in the summer - and I am delighted to confirm that our Technical Member (TechCIOB) grade is now open for applications.

THE MAIN PURPOSE OF THE NEW GRADE IS TO PROVIDE A VALIDATION OF COMPETENCIES FOR THOSE WORKING AT NON-MANAGERIAL LEVEL.

It has taken a lot of work to get to this point, with two years of development work and consultations with members. In fact, the decision to introduce a new grade for technicians and specialists was driven by members. Although it has taken time to put in place, the final step of Privy Council approval came through at the end of last year.

A new grade is a big development for any professional institute and CIOB is no different this is a significant step for us.

This change has come about as recognition of and response to a changing education and legislation landscape. Construction is constantly changing but changes to building safety legislation, in particular, have led to a new emphasis within the industry on certain roles and responsibilities. There is also a need to offer a professional home to a wider variety of roles.

The main purpose of the new grade is to provide a validation of competencies for those working at non-managerial level. It is not based solely on educational qualifications but it does still require candidates to demonstrate competencies against technical standards, mainly using work-based examples.

The introduction of the TechCIOB grade is also important as it allows CIOB to extend our support to even more built environment professionals. It is a hugely positive development that we are now able to recognise and award post-nominals to technical specialists, many of whom are

experienced professionals and thought-leaders in their area of expertise.

In keeping with our corporate plan theme of modern professionalism, offering a route for technicians and specialists to gain a globally recognised qualification (and the TechCIOB post-nominal) is important. Our plan commits us to help the industry create pathways into the sector and then support upskilling those already in the industry. We also want to help create the culture in which our members can be among those to set the standards and offer leadership in their fields.

In the speech that I give at our graduation events, I sometime reflect on the fact that as built environment professionals, those who are graduating and have taken on the challenge of earning a professional qualification, have done so against the background of having particularly demanding jobs, with exacting standards and often challenging timetables.

Gaining a CIOB post-nominal is a real accomplishment and I hope those who achieve it feel proud.

As modern professionals, our members have a much needed role in helping to deliver a high quality built environment and leave a positive legacy.

We have already welcomed our first few TechCIOB members, with a few of those from our pilot programme attending a graduation ceremony earlier this year. It was a privilege to be able to welcome them into the CIOB community and I hope to meet many more TechCIOB members in the coming months and years.

To go or not to go?

Chair of the Guernsey Construction Forum, John Bampkin, implores the States of Guernsey to make some difficult decisions for the long-term benefit of the island.

The question of my title is such a vital one right now. It refers to going ahead with the plans and needs of the island and its population with regards to our housing and infrastructure.

Calling it ‘housing and infrastructure’ almost dehumanises the subject to allow for objective discussion, but what this really identifies is our homes, schools, hospitals and ability to get to where we need to go.

When you identify the subject as exactly what it is, it takes on a desperate importance that cannot and must not be ignored or postponed any further.

HOW CAN WE POSSIBLY DEBATE THE NEED FOR HOMES FOR THE POPULATION TO LIVE IN, PLACES TO CARE FOR OUR HEALTH, AND PLACES FOR OUR CHILDREN TO BE EDUCATED?

How can we possibly debate the need for homes for the population to live in, places to care for our health, and places for our children to be educated? For me all three of these subjects, plus the need for good reliable connectivity, should not be debated dependent on how much tax revenue we can raise.

It is time for some executive powers (which don’t exist in our government system today) to decide what Guernsey cannot do without and generate real plans to provide it. Then we must find a way to pay for it. This would include drastic savings (not cuts to services) as well as borrowing and tax generation.

As unpopular and unpalatable as this may feel, we no longer have any choice.

If we continue to slowly deliberate in a fastmoving world we will fall further behind and never be able to recover. We are already seeing the impacts of Guernsey’s inability to decisively manage itself with a downgrading of its credit rating in January. We are behind our nearest competitors of Jersey and IOM, putting our greatest source of revenue income, the finance industry at risk. If they are disadvantaged by being in Guernsey we could see them up sticks and leave us behind… still debating ‘to go or not to go’.

Losing the finance industry would be catastrophic. Yes, it brings more people to the islands with associated traffic and housing demands but this pales into insignificance compared with the wealth it generates for everyone else who lives here.

We have to improve our fiscal reserves, we have to quickly find more housing and we have to produce better and increased health and education for the island’s population. These are all non-negotiable.

If we face up to that, we have some tough decisions to make, but hopefully we all understand why we are making them.

I believe this viewpoint coupled with a real and detailed cost-cutting and tax generation plan would make these decisions fairly easy to make. It’s called a ‘fait accompli’. It instantly aligns people’s vision, stiffens the sinews and raises productivity. We all become resigned to the direction of travel so stop looking for obstacles and start to find answers. We knuckle down and start working towards the end destination of our objective.

The final piece of this jigsaw is to make this plan sustainable and how we use some of the funds raised to improve the quality of life outside of our basic needs of shelter, health and education. This is where the recently formed Guernsey Development Agency comes in with its initial plans to improve communities and generate wealth by utilising the east coast.

Investing in better quality homes, places of work, places to shop and places for leisure, will produce the commerce and income the States needs to continue the cycle of regeneration and redevelopment of the spaces and buildings where we need it.

For me there is no longer a question – we must go, and quickly!

Dust - don’t be complacent Andrew Mills, chair of the Guernsey Occupational Safety and Health Association, looks at the dangers of dust and how those can be managed.

Dust plays a part in everyone’s lives. It’s all around us, we breathe it in, and for the most part our bodies cope with it and it is not a daily issue. But there are certain dusts which our bodies find impossible or very difficult to deal with: they can cause severe health issues and can lead to greatly impaired lives, reduced life expectancy and death. Some you simply cannot see.

NEVER ASSUME THAT ANY DUST IS SAFE. ALL UNCONTROLLED DUSTS ARE POTENTIALLY HAZARDOUS.

Asbestos dust is a killer. It’s Guernsey’s biggest workplace killer, and despite having been known about for a long time, is more prevalent in the island than many expect. It is in most buildings built before 1999, and as the UK dumped its banned materials here before it was finally outlawed in Guernsey, there is a lot of it about. As a building owner or occupier, you are required under Guernsey law to know where it is in buildings you own or occupy. Asbestos is safe until it is disturbed, but it is easily disturbed and you need to tell building users and contractors where it is.

The HSE has provided a very helpful website and you’ll find lots of useful information and guidance on it. You can also speak to the local HSE team free of charge for guidance on workplace health and safety risks and how to manage them. There are a range of other experts who can help too – check out our website (www.gosha.org.gg) for more information.

One of the HSE’s excellent guides is “Dust in the Workplace: General Principles of Protection.” It is worth looking through it to determine the action you should consider for your workplace. Those working in dusty environments, such as those in our construction industry and those who own, occupy or care for buildings, should take particular note of its content. Those working with silica and wood are especially vulnerable and the guidance given must be followed.

The HSE says: Never assume that any dust is safe. All uncontrolled dusts are potentially hazardous. In particular, any uncontrolled dry process or dusty work activity, especially in an enclosed environment, is likely to create a dust problem.

Problems include lung damage and skin irritations and skin problems, ranging from soreness to cancers. Injuries involve time off work, impaired employee performance and can be life threatening.

There are lots of implications for employers who do not properly assess risks to their employees; do not take sensible precautions; do not provide adequate tools and protective equipment; disregard the need to inform and train staff; do not provide adequate ventilation; do not undertake surveillance of staff; and are not ready if something goes wrong. Fines, compensation awards, loss of management time, poor public perception and loss of a good reputation are just some of the potential adverse consequences.

Take dust seriously. It is easy not to do the right thing but so effective when the right things are done. And doing things properly doesn’t have to be costly or time consuming. The consequences of not acting responsibly can be catastrophic for your business, as well as the individuals who work in it and anyone affected by the work you do.

Use the help available to you, there is lots of it, some of it is free and all of it could save you money, lives, ill-health and a lot of hassle.

If in doubt, refer to the HSE’s guidance such as “Construction Hazardous Substances: Construction Dust and COSHH.” Take pride in protecting people and our environment.

AI: the new project manager?

Scott Crittell, a chartered fellow of the Association for Project Management, considers the topical issue of artificial intelligence and its potential advantages and disadvantages for the industry.

Artificial intelligence has recently received a great deal of comment, focusing on the morality and dangers of development in the field. (Has the need for Keanu Reeves ever been greater?)

AI IS A POTENTIALLY USEFUL TOOL FOR A PROJECT MANAGER, ESPECIALLY ON LARGER PROJECTS WITH HUGE AMOUNTS OF DATA BEING GENERATED OVER, OFTEN, A LONG TIME.

When it comes to projects, it’s the practical rather than moral dimensions of AI that have dominated news stories to date. For instance, it has been shown that AI can make datadriven decisions from structured data sets.

That is, AI can be set simple parameters to determine a possible next step in a project.

Initially AI couldn’t do this well: the machine wouldn’t understand nuances in the data sets with which it was provided. But advances in neural networking – or, teaching the machine to work more like a human brain – have improved AI’s ability to understand and contextualise inputs and in turn provide better output. No wonder then, that 70% of project professionals in construction (in a recent APM survey) saw positive benefits from future AI use in decision making and reporting in their industry.

Of course, AI still has problems. Currently, for example, AI cannot apply the nuances of experience and take an approach based on an interpretation of that experience. Moreover, in a real-life project, the data can be so wide ranging that the use of AI would at present be ineffective: the quality of AI response deteriorates when multiple questions and variables are applied. Lab-based AI responses are also flawed because they are based too strongly on project theory. Rarely do projects in real life play out in line with responses found in a textbook.

AI may nevertheless represent a useful addition to your decision-making process, offering another option to consider as a project evolves.

But than a new danger emerges: the path of least resistance. After all, least criticism may be seen as following the decision of the machine, without question, as a source of protection.

This problem has been much discussed with respect to VAR in football, where the machinegenerated decision provides referees with the easiest solution. How often are referees then reluctant to apply their own assessment of an incident for fear of repercussions? A dangerous precedent is set if AI becomes the ultimate decision maker.

AI also faces the drawback of human inefficiency. Humans are rarely efficient at manually loading data, so automation in this respect would need to be in place to allow AI to respond helpfully. Some missing paperwork could result in an AI reply that would have been different with all the (correct) information. The dangers here are self-evident.

Ultimately, then, AI is a potentially useful tool for a project manager, especially on larger projects with huge amounts of data being generated over, often, a long time. AI, indeed, may help the project manager to perform more efficiently, providing answers to questions about project data better than human-only interrogation of a computer would allow. But AI is also a tool to be used with caution. In short, although AI may assist project managers, it won’t replace them – at least, not until we’re living in a science fiction world worthy of Philip K Dick’s imagination. Then we really may need Keanu Reeves to save us ...

High standards Mark Baudains of BTS Access & Storage discusses the essential precautions to take when working at height.

Providing a safe working environment to those required to perform duties at height is one of the most crucial aspects of maintaining safety in and around the modern commercial building.

With space at a premium, plant and equipment is often located on a roof or externally at height.

It makes sense to have this type of system out of the way as it means less down time and interruption when maintenance or repairs are required, but it obviously creates a high-risk workplace that needs to be managed and controlled effectively.

Those who do need to gain access to such locations in and around a warehouse or commercial building will have probably seen, or come into contact with, an installed horizontal lifeline (Mansafe) or vertical ladder line system.

These systems are used in conjunction with PFPE (Personal Fall Protection Equipment) such as harnesses and lanyards and play a vital role in allowing safe access to people who need to work in these high-risk or at height areas.

Unfortunately, these systems are often misunderstood, with those clipping on not aware of the vital information they should have.

According to the Health and Safety Executive there were more fatalities because of falls from height than any other accident. In fact, falls from height accounted for 36% of fatalities in 2023, a figure going up and one that sadly highlights the need for greater awareness and education.

Fortunately, rule changes in 2019 regarding British Standard BS7883 have added clarity resulting in improved information, safety, and greater transparency. One of the key changes was the introduction of the system technical file. This evidence-based document is produced by the system designer and contains all the relevant information regarding that installation, its uses, and its limitations.

Without the file, the recertification technician may not be able to fully perform their duties and recertify the anchor or system upon expert inspection and testing. This information is key as every system is unique and should have been installed for specific purposes such as gaining access to an air conditioning unit, or for works such as gutter cleaning. This will dictate whether it is a work restraint or fall arrest system and the PFPE required for the user(s) to remain safe in their duties.

Fall arrest equipment is designed to stop a fall that has already happened, it activates after the person slips. Work restraint is designed to prevent the fall from happening. If you are a user of one of these lifelines, you should be given an induction to the system and its surrounding environment. This should include any further potential dangers or considerations.

If you are being supplied with PFPE you will need to see inspection information, confirming it is fit to use. The wrong choice of PFPE can be catastrophic and will likely result in a severe injury or worse.

If you have staff working in these environments it is vital they have undertaken a practical safe working at height course so they understand the dangers, are used to the conditions and are aware of the information they should be provided with when arriving on site. So, if you are a duty holder, it is essential that you understand your responsibilities and appoint a person responsible for discharging those duties correctly.

Are you being fairly served?

Martyn Baudains and Jonathan Anderson of Ogier’s Guernsey property team consider the topical issue of commercial service charges in an inflationary environment.

The cost of operating expenses is on the rise, particularly the cost of labour and energy.

So, it is more important than ever for tenants to consider their potential exposure under service charges.

A service charge covers the costs associated with the operating expenses of a building and any common areas. Generally, the service charge will be established between the landlord and tenant to minimise the landlord’s risk of needing to make up any shortfall out of their own pockets. Though this is not unfair, it does expose tenants to the possibility they will have to pay for things they do not expect.

TRANSPARENCY IS CRUCIAL IN SERVICE CHARGE ARRANGEMENTS AS TENANTS HAVE CONTRACTUAL RIGHTS THAT GOVERN WHAT EXPENSES THE LANDLORD CAN AND CANNOT INCUR.

Transparency is crucial in service charge arrangements as tenants have contractual rights that govern what expenses the landlord can and cannot incur.

Service charges play a significant role in determining and delineating the financial obligations of tenants and landlords in the maintenance and upkeep of structural elements and shared spaces and services with communal properties. While service charge provisions within a commercial lease are fairly standard in Guernsey, there is always scope for negotiation. Early attention to these important provisions is certainly warranted in the current economic environment, especially when one considers that service charges are recurring charges throughout the entirety of the life of the lease. This attention to detail is perhaps particularly relevant as the RICS codes of best practice for administration of service charges do not necessarily apply to commercial leases in Guernsey, where the lease contract will be construed and enforced based on the contractual terms alone.

Some potential areas of negotiation include: a) the split in service charge contributions between occupiers – typically, the contributions are determined by reference

to the proportion that the tenant’s demised area bears to the total internal area of the landlord’s building. But a more bespoke assessment may be warranted. For example, it may not be appropriate for a tenant on the ground floor to contribute to the maintenance and upkeep costs for any lifts.

Similarly, if there are communal areas that only serve some but not all tenants, a carve out may also be appropriate b) for unforeseen significant expenses, the landlord usually has the right to incur these expenses and recover the costs from the tenants as a one-off charge. However, there are important contractual restrictions that can be negotiated for the landlord to adhere to in such situations. For example, to include consultation with the tenants before incurring such costs c) various possible mitigations could be explored at the lease negotiation stage, including agreeing on specific carve outs and possibly a capped liability to the service charge. Tenants will also want to ensure they can dispute charges that are deemed unreasonable While it is tempting to focus on the rent and appropriate term for the lease, it is vital for tenants to carefully consider the terms related to service charges in commercial leases.

Service charges can significantly impact the overall occupancy costs over the lease’s lifetime.

When considering whether to enter into a commercial lease, it is crucial to seek advice from a commercial property lawyer before heads of terms are agreed upon to ensure the tenant can better protect its position.

Discrimination Ordinance and commercial property Paul Watts, associate director at Savills Guernsey, considers the impact of Guernsey’s new anti-discrimination legislation on commercial property.

The Prevention of Discrimination (Guernsey) Ordinance 2022 recently came into force on 1 October 2023, so many still have questions about how its implementation is likely to affect commercial and business premises and what impact it may have on landlords, tenants and those using such properties.

The Ordinance is being implemented in two phases with the protective grounds within phase one being disability, race, carer status, sexual orientation and religion/belief.

Of those, disability will clearly have the biggest impact on property and its use.

When we think of disability, people quickly focus on mobility issues. However, disabilities which are impacted by property are far wider and include areas such as vision, hearing, and neurodiversity. We therefore need to consider the whole spectrum of disability.

The new Ordinance will make it illegal to discriminate against people at work or who are accessing your goods and services, therefore covering both employees and customers.

Although the Ordinance implementation date was 1 October 2023, there is no ability to bring actions until 2028. There is time to consider and review how your business property impacts those with disabilities.

The Ordinance covers all commercial property, whether leased or owned by the business involved. It places a requirement on businesses to make “reasonable adjustments” so that a person under one of the protected grounds is not substantially disadvantaged. Reasonable adjustments will vary in every case, every property and every business.

The adjustments should not place a disproportionate burden upon the business.

Data from the Business Disability Forum in the UK, where DDA legislation has been in place since 1995, identifies that the average cost of an adjustment is £75. “Disproportionate burden” provides a balance between small and larger businesses. The extent of an adjustment for a small business could well be less than for a larger one.

Reasonable adjustments may include ramps, handrails and lifts when considering mobility issues. However, they may also include hearing loops, way finding, worksurface/desk heights, lighting, alternative locations, background noise, automated doors, toilet facilities and the like. As highlighted by the low cost of the average adjustment, many can be undertaken with minimal expenditure.

Landlords will have to take into consideration their obligations to undertake reasonable adjustments to the service they are providing to tenants. They may need to approve any Licence for Alteration to permit reasonable adjustments by their tenants to physical features of the property.

How will it affect my business?

All businesses and commercial property owners will be impacted. However, data indicates the average cost of reasonable adjustments for an individual case is low.

We would expect costs for landlords to be higher as these are likely to relate to alteration of the physical features.

What do I have to do?

Businesses need to be aware of the legislation and consider what reasonable adjustment may be necessary, which should be done as soon as possible.

We recommend commissioning an Access Audit, which is a survey and inspection of the premises, focused upon disability.

It will identify potential issues and enable a business to plan, prioritise and put in place any necessary works.

Adjustments for tenants’ staff and customers would fall under the tenant obligations. We can foresee a limited number of cases where tenants may seek to claim that the reasonable adjustment they require to undertake to meet an employee or customer’s need should be met by the landlord as it is a reasonable adjustment required to facilitate them using the premises. As with all new legislation, such grey areas will be ironed out over time and with application of common sense.

(Mental) health and safety When it comes to health and safety, the focus is often on the physical environment. But for motivational and behavioural safety speaker, Jason Anker, it’s about much more than that. On a recent visit to Guernsey, he shared how companies should think about the emotional wellbeing of their staff as well as their physical safety.

Following a major accident on a building site, Jason Anker suffered life-changing injuries.

Now he uses his experience to educate and motivate others. For him, health and safety is far more than a box ticking exercise – it’s something that can have lifelong effects.

“I don’t talk in detail about my accident any longer. I fell on a building site 30 years ago, that’s it. What I speak about is the impact on my life and the impact on my family and friends.

The ripple effect from an experience such as mine is huge. My granddaughters are affected by a choice I made 30 years ago – that five second decision to do something unsafe is still impacting on people’s lives today.”

For Jason, the important thing now is not to look at the physical environment surrounding his accident but his mental health and the effect it had on his decisions.

“When I look at my life in the year before the accident, it was very difficult. Outside work my life was falling apart and it created a person who felt very negative and simply did enough to get by. My home life was affecting the choices I made in my work life. If I’d had my current mental health at that time, I’m certain I wouldn’t have made the poor decision I did.”

When Jason talks about his mental health today, it’s obvious looking after his mind is something he takes very seriously.

“After my accident, I used to wake up and the first thing I saw was my wheelchair – a physical reminder of what had been taken away from me. Now I keep my eyes shut in the morning

FIGURE IT OUT A UK industry survey carried out this year for Mental Health Awareness Week highlighted how widespread the problem is.

73% of builders experienced mental health problems, such as anxiety or depression, every month (with 45% having symptoms every week).

92% said they didn’t feel comfortable discussing their mental health with others – only 10% of respondents said they’d spoken to friends and family.

A similar survey in 2002 found that 91% of respondents had felt overwhelmed and 26% had experienced suicidal thoughts.

Suicide is a major issue – with construction workers being four times more likely to take their own life than those in other sectors.

Two people working in construction in the UK die by suicide every day – more than 700 per year.

and I practise gratitude and do some breathing exercises. I think about my granddaughters, which immediately puts a smile on my face and sets my positive mindset for the rest of the day.

“I don’t drink coffee or alcohol any longer – I stick to water and always make sure I’m well hydrated. I have a good sleeping regime which also helps. All these things can be quite small in themselves, but over time they build up into a wellbeing regime that means you can handle difficult times as well as the good.”

While many of Jason’s tips are accessible to most people in the industry, he says there are also small ways that companies can make a big difference to their employees’ wellbeing.

“Diet and nutrition is obviously important, and it’s an area that those working in the industry are notoriously poor for. I’ve recently seen quite a few building sites where they provide porridge for all the staff at breakfast time. It means the team are starting the day with a full stomach and good energy levels, rather than running on a can of Red Bull. It’s an inexpensive but really effective way of helping.”

But while Jason is certainly calling for companies to heed his message and look after their employees, he’s also clear that everyone in the industry has a duty to each other.

“It’s not just the responsibility of management to look after its staff. Everyone should speak to each other – whether it’s a superior or their peer. Check in with each other and look after each other, and that’s the best way of keeping everyone safe.”

What does CO₂e mean?

Carbon dioxide equivalent. CO₂e is a way to describe the overall contribution to global warming when taking into account carbon dioxide (CO₂) as well as other greenhouse gas emissions, such as methane and nitrous oxide.

Why are they best for new builds?

Properties with lower U-values allow air source heat pumps to operate more effectively.

With thermal performance requirements increasing in line with the UK regulations, new builds provide the ideal living space to gain cost and carbon benefits from heating with an air source heat pump.

The property’s insulation value will affect the running costs of any heating system, and the efficiency of an air source heat pump is dictated by the ambient outside air temperature. The greatest efficiencies are usually achieved at or around an outdoor air temperature of 7°C. What about planning permission?

In early 2023, the new Planning Law Exemptions Ordinance came into force which states that installing an air source heat pump in Guernsey does not require planning permission but will have some caveats.

These are advised on The Land Planning and Development (Exemptions) Ordinance, 2023.

Focus on the built environment The CIOB’s annual photography contest showcases the best of the world’s built environment. The Art of Building competition, which is free to enter, is open for submissions between 9 October and 12 November with two £1,500 cash prizes up for grabs.

A panel of judges will pick out the best of the bunch. Members of the public will then be able to select their favourite image for the Public Choice award, while the judges will also select someone to be crowned the Judges’ Choice winner.

Submissions are often used in pop-up style art galleries which can be seen on construction site fencing around the world – meaning they are viewed by millions of passers-by worldwide.

The winner of last year’s Public Choice award was Italian professional photographer, Francesca Pompei, for her ‘White Constellation’ (left) – depicting the UAE Pavilion at last year’s Dubai Expo, while The Netherlands’ Pati John scooped the Judge’s Choice prize with ‘My own little cosmos within reach’ (above) - a stunning image of the night sky as viewed from a shopping mall.

St Peter Port Sketch Club If you’d rather pick up a pencil than a camera, then Guernsey’s urban sketch club might be a good fit for you. For the past few years, the St Peter Port sketch club has been meeting in different locations around the town to draw the buildings, streets and squares of St Peter Port.

Each week sketchers meet at a different location to draw for an hour, followed by a drink and a chat. No prior drawing skills are necessary – all you need is a sketch book and a pencil or pen, along with a willingness to give it a go.

The sketch club tends to pack up for the cold winter months, but you can find out more about the group and see some of the work at an exhibition later this year. With support from Guernsey Arts, the drawings will be exhibited in the Market Building – opening night is from 5.30-8.30pm on Thursday 30 November.
