2021 Construction Project Summary Reconstruct North Broadway Avenue from Civic Center Drive to Zumbro River Bridge (J7318) Projected to start April 19, 2021 and be completed by September 30, 2022 Aged and deteriorated infrastructure along and adjacent to North Broadway Avenue is in need of replacement and upgraded capacity. This project includes the replacement of watermain, storm sewer, and sanitary sewer, along with the full reconstruction of pavement in the area. Safety improvements for pedestrians, cyclists and motorists are also included in the project.

• Improve the pavement surface via a full roadway reconstruction of North Broadway and several sections of intersecting streets. • Fully reconstruct the North-South alleys immediately adjacent to North Broadway within the project area. • Create a safer corridor for travel with the construction of medians between intersections and modifying access to private driveways. • Improve pedestrian access and walkways in the corridor.

• Drivers should anticipate major disruptions when traveling through and around the corridor while this project is underway. • Broadway Avenue and side street reconstruction will be completed in the first year of the project. • Alley reconstructions are expected to occur in the second year of the project. • Portions of the project constructed in 2021 will overlap with the reconstruction of the Elton Hills Drive Bridge. Detours for the projects will be coordinated. Impacts to pedestrians: • Impacts are expected but unknown at this time. Impacts to Rochester Public Transit: • Routes using Broadway Avenue will be detoured. Impacts to recreational trails/paths: • The path around Silver Lake at the corner of Broadway and 13 Street NE will be detoured.

Project Cost and Funding The project budget is $20,000,000 and is funded from multiple sources, including: Destination Medical Center (DMC), Minnesota Department of Transportation (MnDOT), Broadway Turnback Funds, State-Aid and utility funds.
