Since Greater Rochester Chamber of Commerce was first founded in 1887, our organization has evolved with the times, but our focus has remained the same, tied directly to the mission of those who founded this organization – be a voice for businesses in this region and help them to thrive. Today, our business community is strengthened by the diversity that permeates throughout industries and sectors. From innovative new solutions to workforce evolutions, our region is stronger thanks to the diverse men and women leading companies here.
Today, we are here to celebrate that diversity and the mark its making on our region. The collective impact of the minority- and woman-owned business enterprises that we are here to celebrate today is outstanding. Economically and culturally, our community would not be the same without their presence. As part of Greater Rochester Chamber’s evolution and continued focus on uplifting and supporting MWBEs, we are proud to once again offer newly MWBE-certified from 2025 that are not current members or have not recently been members will receive one year of complimentary Greater Rochester Chamber membership. For businesses looking to take advantage of this offer, keep an eye out for future communications coming from Kevin Donahue on our Greater Rochester Chamber team.
I want to thank everyone who has helped make tonight’s program possible for their true and ongoing commitment to this work: our generous sponsors for their contributions, our attendees for showing up to celebrate, Monroe County for partnering and administering their MWBE Certification process, and, of course, our honorees for shaping the Greater Rochester region we know and love. Our community is a vibrant and rich place to live, work, and play, and each of the organizations being recognized tonight helps shape that.
We are proud of the community our region has shaped up to be. We are proud of the ways that we show up for each other. And more importantly, we are hopeful for the future – for the continued growth ahead of us to create an even more equitable community for all. Tonight, let’s celebrate the progress we’ve made, and tomorrow, let’s get back to work.
ROBERT J. DUFFY
President & CEO, Greater Rochester Chamber of Commerce

We are proud to once again partner with the Greater Rochester Chamber of Commerce to recognize and celebrate the achievements of Rochester’s fastest-growing Minority- and Women-Owned Business Enterprises (MWBEs). What began just two years ago as a shared vision has quickly evolved into a meaningful platform for honoring the businesses and leaders helping shape the future of our regional economy.
As a woman-led accounting and advisory firm with more than 56% female leadership, supporting diversity in business remains deeply aligned with Insero’s values and purpose. Our continued partnership with the Chamber reflects our commitment to elevating local MWBEs and recognizing the innovation, opportunity, and economic impact they bring to our community.
This year’s top MWBEs collectively generated more than $437 million in revenue — a powerful reflection of the strength, resilience, and momentum of this business community. The service sector again led the way, representing 37% of total revenues and 28% of total employment. Technology followed closely, contributing 32% of total revenue and 44% of total employment. Construction accounted for 30% and represented the largest share of employment outside of the service and technology sectors.
The continued growth of this initiative reinforces what we already know: the MWBE community in Rochester is thriving. The enthusiasm and engagement we’ve seen in just the program’s third year demonstrate both the talent and entrepreneurial spirit driving our region forward. We look forward to continuing to grow this initiative and deepening its impact in the years ahead.
Please join me in congratulating and celebrating these exceptional leaders and organizations whose contributions continue to strengthen our community and local economy.
Warm regards,
CEO, Insero Advisors, LLC

Minority- and women-owned designations were self selected by applicants. Growth calculations are based on revenue dollar growth and percentage growth.

At Travel Alliance Partnership (TAP), we believe tourism can strengthen local economies, elevate small businesses, and create meaningful opportunities for the people who call a place home. Every campaign we build, every partnership we foster, and every destination we champion is rooted in one guiding principle: when communities thrive, everyone benefits.
From rural towns in New York State to destinations across North America, we work alongside tourism, hospitality, and community leaders to help places connect with visitors in authentic and meaningful ways. Many of the communities we serve possess extraordinary cultural assets, natural beauty, and entrepreneurial spirit, but they need strategic support and that is where TAP comes in.
Through strategic storytelling, collaborative partnerships, and audience-driven marketing insights, we help destinations strengthen local pride, attract new investment, and create experiences that inspire deeper human connection. The ripple effects extend far beyond tourism, supporting the restaurants, shops, farms, museums, artists, and small businesses that form the backbone of local economies.
Our roots are here in the Finger Lakes region, where we saw firsthand how tourism can revitalize communities and sustain livelihoods. That experience shaped our belief that collaboration is one of the most powerful tools for growth. What began in 2009 as a boutique PR agency has evolved into a nationally recognized tourism marketing and business growth consultancy grounded in connection, community, and collaboration.
As a woman-owned business, TAP has also been shaped by a leadership philosophy centered on mentorship, inclusivity, and empowering others to grow. That perspective influences not only how we build our team, but how we approach our work – listening first, embracing diverse perspectives, and helping communities share stories that deserve to be seen and understood.
Today, our work extends beyond regional borders, but our mission remains deeply community-centered. Whether supporting culturally significant organizations, developing destination brands, or creating partnerships that strengthen the visitor economy, our focus remains the same: helping places build stronger futures through tourism. At TAP, we do more than market destinations – we help communities be seen, valued, and connected to the world around them.

Founded in 2018, IN/EX Architecture P.C. is a certified woman-owned (WBE) firm located in the historic Corn Hill Neighborhood of Rochester, New York. Founder Vanessa Villeneuve, RA, LEED Green Associate, built IN/EX with a vision of a firm that offers expertise, collaboration, and design excellence while fostering a firm culture that encourages balance and community engagement.
That vision is realized through a core team of six architects and project managers, each bringing a wealth of experience across commercial, residential, and civic design. IN/EX consists of longtime associate Jason Simmons, RA, LEED Green Associate, Karsten Solberg, AIA, LEED BD+C; Robert Kocher, AIA; and Heather Landis and newest member, Sara Hall, AIA – all of whom have over a decade of collaboration. These relationships create a foundation of trust and shared values that directly benefits every client and project.
IN/EX’s approach is intentionally lean and expert-led. Every team member is deeply involved in all phases of a project, from concept to completion. This ensures each design receives rigorous attention to detail and benefits from decades of hands-on experience. In fact, all members of the architectural and project management team bring at least 15 years in the field—making IN/EX uniquely positioned to offer highly responsive, thoughtful service on every engagement.
A key driver of the firm’s growth has been its WBE certification. “WBE certification gave us a seat at the table,” says Villeneuve. “It opened doors to partnerships, clients, and projects that might have been out of reach - especially in the start-up years.” This designation has played a vital role in the firm’s trajectory, unlocking access to public-sector opportunities and attracting values-driven client and talent.
Today, that trust has translated into long-term client relationships across sectors. IN/EX works with housing and commercial developers, municipalities, and institutions throughout the region. Recent work includes the adaptive reuse of Clinton & Main and new construction at Alta Vista at St. Joseph’s Park—both contributing to Rochester’s downtown revitalization. Partnerships include clients like Edgemere Development, Rochester Housing Authority, the Town of Brighton, and the University of Rochester.
IN/EX structures its practice around sustainable, people-centered principles. Its intentionally lean, expert-led model ensures that each team member remains engaged in meaningful work without being overextended. Flexible schedules, transparent collaboration, and support for community involvement—such as board service and youth coaching—foster a healthy, resilient workplace. This balance strengthens the quality of the firm’s work, resulting in thoughtful, responsive design. With long-term client partnerships and a highly experienced team, IN/EX remains focused on delivering consistently high standards across every project.

Upstate Interiors, LLC is a Rochester, New York–based union contractor specializing in commercial exterior and interior framing, drywall, and ceiling systems.
This year, our team has proudly contributed to several impactful projects throughout the Rochester community, including the expansion of the Maplewood Library, Maplewood Nature Center, Mendon Fire Station, and the Rochester Riverside Convention Center.
Upstate Interiors is also honored to be part of the new Emergency Department project at University of Rochester—a transformational development that will expand healthcare access and improve outcomes for residents across Monroe County. We appreciate the leadership and collaboration of Turner/Pike and the University of Rochester for creating opportunities for both city and county residents to participate in this historic project.
In addition, our continued joint venture with Rochester Davis-Fetch Corporation has provided valuable mentorship, collaboration, and growth opportunities for our team. Together, the joint venture between Rochester Davis-Fetch and Upstate Interiors has demonstrated how strong partnerships can successfully meet project schedules, uphold construction standards, and create workforce opportunities within our community.
Beyond construction, workforce development remains central to our mission. Through Upstate Interiors Academy (UIA), an approved New York State Direct Entry provider, we collaborate with community organizations to recruit, train, and employ individuals seeking careers in the skilled trades. UIA is committed to creating pathways into high-paying union careers while providing supportive services that help remove barriers to success.
At Upstate Interiors, we believe in building more than structures—we build opportunities, strengthen communities, and invest in the future of the construction industry.

In an industry defined by constant change, D2 Media Team LLC has emerged as a disruptor to the traditional agency model. Established in 2019 by Managing Partners Debbie Pontera and Darcy Garbin, the women-owned firm was built with a clear vision: to create a more strategic, flexible, and client-focused approach to advertising.
Recognizing that the marketing landscape was evolving rapidly, Debbie and Darcy believed businesses needed more than a traditional agency structure—they needed a strategic partner capable of navigating complexity, adapting to new opportunities, and delivering measurable results. D2 Media Team was designed to meet that need by rethinking how agencies operate and how clients are supported.
Rather than relying on a rigid internal structure, D2 operates as a strategic “general contractor” for advertising. Every engagement begins with a deep understanding of a client’s business goals, audience, and growth objectives. From there, the team brings together the right partners, technologies, and expertise to develop customized strategies designed to deliver meaningful impact.
A key part of D2’s disruptive approach is its intentionally lean operating model. By maintaining minimal overhead, the agency passes efficiencies directly to clients while maintaining the highest standards of strategic thinking, service, and execution. This structure allows the team to remain nimble, responsive, and focused on what matters most—helping clients succeed.
Today, D2 Media Team partners with organizations across a wide range of industries, helping brands strengthen their presence, connect with consumers, and achieve meaningful business growth. Clients value the agency’s collaborative mindset, transparency, and commitment to building long-term relationships rooted in trust and performance.
Grounded in the principles of smart strategy, strong relationships, and exceptional execution, D2 Media Team continues to grow while helping businesses navigate an increasingly complex marketing landscape—an approach that has earned the agency recognition among the Top 5 Fastest-Growing MWBEs in the Greater Rochester region.

These organizations are newly certified MWBEs by Monroe County last year in 2025. Under County Executive Adam Bello’s leadership, Monroe County is committed to providing opportunities for underutilized businesses to grow, build capacity, and create generational wealth.
Minority and women-owned businesses are a driving force behind Monroe County’s economic growth, workforce innovation and an inclusive future,” said Monroe County Executive Adam Bello. “My administration made expanding opportunities for MWBEs a top priority by creating our own certification program that levels the playing field and opens the door to county contracting opportunities. The businesses certified in 2025 join a network that now tops 950 certified MWBEs that have secured nearly $40 million in government contracts since the program began. Together, we are helping build a stronger, more equitable economy in Monroe County.
