Saving the planet

I wonder if this tumultuous winter has triggered for others the same dread that I feel when I think about my son’s future in the era of climate change. We all know the facts – consistently record-breaking global temperatures, increase in extreme weather, etc. – and yet recycling and car sharing don’t seem to be enough.

It turns out, however, that there is a simple yet extremely effective measure we can take collectively to mitigate the impact of climate change. As a customer of RG&E, you can change the source of your electricity (but keep your contract with RG&E) to a 100 percent renewables supplier. Mothers Out Front recommends Clean Choice Energy, though there are others to choose from.

We know that if we can reach a tipping point of just 3.5 percent of the population changing their energy supply, we can drive a movement toward the adoption of renewable energy sources statewide.

For our children, please consider being one of the pioneers.

Residents don’t want cyclists’ parks plan

Regarding Jeremy Moule’s article “Cyclists Want to Connect Parks”: Greater Rochester Off Road Cyclists began building a network of trails to connect Tryon Park and Irondequoit West Bay Park last year. Access to these trails is behind a home on Club Drive and within 10 feet of another homeowner’s driveway.

Last summer, 30 homeowners in this small neighborhood of five streets signed a petition opposing the expansion network.

Subsequently, county parks director Larry Staub suspended GROC trail construction.

Irondequoit West Bay Park has two parking areas for trail users: north and south, both located in isolated areas away from residential neighborhoods. Tryon Park has a south access parking lot, also far from residences.

GROC’s proposal is to create the north access point in back of homes on a narrow strip of land that also borders Irondequoit Creek wetlands.

The plan is to direct trail users through a residential neighborhood.

There are no provisions in GROC plan for parking. This means trail users park on narrow, one-lane residential roads and lawns as they’ve done in the past. GROC members say they will “discourage” users from parking here, but in reality, they have no control over users’ access or parking.

Trails are as close as 25 feet from property lines and within sight of residences.

The Parks Advisory Committee, which advises the county parks director, includes several GROC members.

On a reader’s letter supporting Visionary Square, a multi-use open-space proposal for Parcel 5 in downtown Rochester:

While Ms. Lupien’s proposal for a Rochester version of Buffalo’s Larkin Square certainly sounds good, I’d have to point out that Rochester’s track record for such projects isn’t too hot. If we’re honest, we have to admit that the claims made for the pre-ordained success of Visionary Square sound a lot like the hype used by Bob Duffy to promote his scheme to tear up the Broad Street Bridge, re-water the Erie Canal aqueduct, add on a park, and sit back and watch the crowds flock in. (And by the way, whatever happened to Renaissance Square?)

And I suspect that following the ferry fiasco and the on-going debacle of the port redevelopment, the residents of Charlotte might have a tale to tell about misplaced optimism for the success of future city-lead projects.

As my grandpappy used to say, the trick is knowing when someone’s a visionary, and when they’re just seeing things.

We shouldn’t stop dreaming and creating and trying for our city simply because other projects have been disappointing. The fast ferry was not a project that was accessible to all income levels. This is about creating a space that is unifying and raises quality of life for everybody.

The power of Trump’s drama

I believe there is another factor in Trump’s victory that Mary Anna Towler misses (“Lessons from Democrats from ‘Hillbilly Elegy’”). Trump found a way to communicate more directly, using the media and the force of his personality. He became a cartoon character that clicked.

By contrast, Obama and Hillary were verbal and intellectually aloof.

They talked and talked, and many voters walked away from them. “No Drama Obama” gave nice speeches, but it was hard to grasp his messages in emotional terms, and it was hard to remember what he said.

We may not like Trump, but when he speaks, when he lies, when he tweets, people pay attention. And I fear that he may succeed with his tweets and his lies.

I hope we can all learn to become better communicators, with drama, the internet, humor, etc.

And I hope that Towler and City News will learn how to reach readers with more thoughtful and more dynamic uses of the media.

Protecting the Earth is a moral issue So many awful things are happening in Washington right now that it’s hard to single out one particular area of atrocity. But at the moment, in this month, Washington’s attack on the environment stands out.

Pull back from the Paris climate agreement? Loosen environmental regulations? Give a thumbs-up to polluting the air and spoiling the water and destroying the lands we’ve designated as special, protected spaces?

How could we?

What on earth are we thinking?

This isn’t an issue of Republicans versus Democrats, Tea Partiers versus liberals. The people unleashing practices that will pollute the air and water – endangering public health in the process – aren’t following the principles of a political party. Nor are they adhering to sound business practices.

They’re simply greedy, looking out for their own interests.

This is a prime area for doing what CITY’S Jeremy Moule calls for this week in “Finding Common Ground”: working across political and philosophical lines to fight back. Environmental protection is an ethical issue. A moral issue. And for many Americans, it’s a religious issue.

Pope Francis made that clear two years ago in his encyclical, “Laudato Si’,” his pronouncement on climate change, its cause and effect. Climate change is real, he said, and it is serious: “one of the principal challenges facing humanity in our day.”

And it is the poor of the world, he said, who will be hurt most by it.

Pope Francis didn’t mince words. “The earth, our home, is beginning to look more and more like an immense pile of filth,” he said.

Some Washington politicians may be dithering about this issue, willing to agree, at last, that climate change exists, but not willing to blame it on human actions. Pope Francis had no such reluctance. Human action, including our use of fossil fuels, is at fault, he said. For personal profit, we are exploiting the earth’s resources, and we’re destroying the earth’s ecosystems.

A “sober look at our world,” he said, “shows that the degree of human intervention, often in the service of business interests and consumerism, is actually making our earth less rich and beautiful, ever more limited and grey, even as technological advances and consumer goods continue to abound limitlessly.”

“We seem to think,” he said, “that we can substitute an irreplaceable and irretrievable beauty with something which we have created ourselves.”

cope with climate change, to mitigate or even profit from it. Pope Francis would have none of that; our technological development, he said, “has not been accompanied by a development in human responsibility, values, and conscience.”

Echoing the earth-centered principles of Native Americans and many others, the pope laid out this guideline for consumption and the environment: “Each community can take from the bounty of the earth whatever it needs for subsistence, but it also has the duty to protect the earth and to ensure its fruitfulness for coming generations.”

And he was clear about the seriousness of every individual’s responsibility, at least that of people of his own faith: “Living our vocation to be protectors of God’s handiwork,” he said, “is essential to a life of virtue; it is not an optional or a secondary aspect of our Christian experience.”

Those words may have been directed at Catholics, but it’s a good principle for all of us. And it’s a good bet, I think, that a large majority of Americans would subscribe to it.

Here, then, is clear common ground between conservatives and liberals, common ground among people of all faiths, and yes, common ground between many pro-business Americans and corporate skeptics. The mercenary interests of the antienvironmentalists in Washington are easy to expose. And elected representatives can be voted out of office.

Earth Day provides a good focal point.

Dems start early on House race

Republican Chris Collins isn’t up for re-election to his seat in the House of Representatives until 2018, but Democratic leaders from across his district have already started recruiting candidates to run against him. Party chairs from Livingston, Erie, Genesee, Monroe, Wyoming, Orleans, Ontario, and Niagara counties say they want to work with grassroots groups, which have already done a lot to educate voters about what Collins “has done to actually represent the people of NY 27.”

Collins has been a target of progressives because he’s an avowed Trump supporter and surrogate.

DEC releases Genesee report

The state Department of Environmental Conservation released a report identifying sediment, wetland soils, floodplain soils, fish, and mussels contaminated by past Kodak operations at the Eastman Business Park. The report stems from a cleanup settlement reached by the state and Kodak, which at the time was necessary in order for the company to come out of Chapter 11 bankruptcy.

The DEC will now put together a study that will identify possible cleanup options.

Legislation targets CPS caseloads

Democratic County Legislator Justin Wilcox submitted legislation that would cap county Child Protective Services caseloads at 15 per caseworker at a given time. Wilcox submitted the legislation because a state Office of Children and Family Services report found that 40 percent of county CPS workers had more than 15 active cases and that 30 percent of reports to the county agency did not result in timely safety assessments. State and national standards call for child protective workers to have no more than 15 active cases.

Schneiderman versus Trump

Historic district for Park Avenue area?

New York Attorney General Eric Schneiderman announced that he’s starting legal action against the Trump Administration for delaying energy-efficiency standards for consumer and commercial products such as ceiling fans and walk-in coolers. The efficiency standards will reduce greenhouse gas emissions, Schneiderman said, and delaying the standards violates federal law. Attorneys General from eight states and officials from Pennsylvania and New York City are joining Schneiderman in the legal action.

Rochester has an impressive collection of houses, schools, small retail buildings, and other structures built in the late 1800’s and early 1900’s. And many of them have been preserved so well that entire neighborhoods look very much the way they did a century ago.

Neighborhoods like those may be eligible for designation as a state and national historic district – something that not only gives them a bit of prestige but can also help residents continue to preserve their home.

Owner-occupants of many homes in the districts can apply for state tax credits to help offset the cost of certain rehabilitation work.

neighborhood groups are holding meetings in the city’s Park Avenue area to tell homeowners about the possibility of a historic district there.

The goal: to find out whether there’s support for the designation – and to raise money to finance the application.

The potential district would include much of the residential area south of Park and north of Monroe and I-490, roughly between Averill Avenue and Colby Street. ‘”It’s really one of the most obvious historic districts in the city,” says the Landmark Society’s Caitlin Meives, “because of the caliber of the

architecture.” A “fair number” of the houses were designed by architects, says Meives, and many of the houses have retained their architectural integrity.

Unlike the city’s preservation districts, where exterior changes to all buildings are strictly regulated, historicdistrict designation doesn’t impose restrictions on homeowners not using the tax credit.

Applying for the district designation takes six months to a year, says Meives, and involves extensive documentation, including compiling a description of every property – 1600 in the proposed Park Avenue area – and providing a history of the neighborhood’s development. The Landmark Society is seeking donations to finance the application.

Trump’s proposed budget threatens important programs that fight disease, protect the environment, and advance technology. The cuts he calls for could hurt local initiatives and jobs, says a local teacher who is helping organize one of two marches planned this month.

Marches promote science, climate action Rochester is steeped in science.

George Eastman’s film business was basically chemistry. The cutting-edge medical and tech research happening at the University of Rochester Medical Center uses just about every branch of science, from biology to theoretical physics. Photonics, a highpotential industry for the Rochester region, is a branch of science. And that just scratches the surface.

The April 22 Rochester March for Science (rocmarchforscience.org) is partly intended to recognize what the sciences have done for Rochester. But as the local satellite event to the national March for Science, the idea is emphasize the importance of government funding for the sciences and to denounce President Trump’s proposed cuts to federal science programs.

Trump’s 2018 budget rips funding from National Institutes of Health research budgets, from federal weather forecasting services, from Environmental Protection Agency research, and more.

In other words, it threatens important programs that fight disease, protect the environment, and advance technology.

The cuts could hurt local initiatives and jobs, says Stephanie Gallant, a teacher and chair of the Rochester March for Science organizing committee.

“We have a lot of students that are looking to have careers in science that won’t happen under some of these administration policies,” Gallant says. “We have people who have been positively influenced by science because of medical studies, and that wouldn’t be possible without science.”

Science shouldn’t be a partisan issue, and the Rochester March for Science is a non-partisan event, says Gallant, a City of Rochester resident.

The march starts with a 9:30 a.m. gathering at Martin Luther King Jr. park downtown, will start moving around 10:30 a.m., and will end at the Hyatt Regency on East Main Street, where the organizing committee is having a science expo. The event is wheelchair accessible and will have ASL interpreters as well as programs in Braille.

A week later, on April 29, is the national People’s Climate Mobilization in Washington, DC. Locally, Action Together Rochester, the Rochester People’s Climate Movement, and the Rochester People’s Climate Coalition have organized a solidarity march.

The march, which organizers started planning in the fall, comes on the heels of some executive orders from President Trump designed to do away with or cripple Obamaera climate actions. He’s trying to undo the Clean Power Plan, which would have required

states to reduce power plant carbon emissions, and he wants to eliminate methane emissions limits for oil and gas drillers on Stephanie Gallant of the federal lands, March for Science. for starters.

PHOTO BY KEVIN FULLER “You couldn’t prepare for this,” says Jenny Muhl, a Brighton resident and Action Together Rochester member who helped organize the march. “It was just a gut punch.”

Muhl says she’s seeing more people being politically active than she has in the past, and that they’re often looking for ways to be involved. Marches provide an entry point, and the more people show up, the stronger the message they send, she says. In this case, the idea is to show lawmakers that the people they represent demand government action to fight climate change, she says.

News coming on Parcel 5?

City officials seem near a decision on Parcel 5, a key part of the former Midtown Plaza site.

An announcement has seemed imminent for weeks – and in fact last week, WROC-TV announced that the city had chosen Gallina Development’s proposal, one of three under consideration. Gallina planned a 14-story building housing condominiums and commercial space.

But city officials immediately denied WROC’s report. No decision had been made, a city spokesperson said.

City officials have also assessed proposals from the Rochester Broadway Theatre League, for a large new theater, and a plan named Visionary Square, which would keep the site largely open, used for concerts and other events, food trucks and other vendors, and as a public gathering spot.

These are wildly different uses, with different advantages. Gallina’s is the only one that isn’t tax-exempt, and the city needs revenue. RBTL’s theater would bring large crowds downtown, day and night, and it could boost business at nearby restaurants and other businesses.

And Visionary Square gained traction from the site’s successful use by the Jazz and Fringe Festivals.

Supporters pled its case at last week’s City Council meeting.

So when is a decision coming?

“Sooner rather than later,” an informed source said on Monday.

Can she ‘interrupt failure’?

City schools’ new chief No one can accuse Rochester schools Superintendent Barbara Deane-Williams of being a media hound. Since the school board hired her last summer, she’s had relatively little to say to reporters.

She decided instead to embark on a months-long mission: an intense study of the district. Her listening tour involved dozens of meetings with teachers, administrators, parents, and community leaders. She has spent time in every school. She has gone to churches on Sunday mornings.

“I was curious about why we find ourselves in Rochester with the lowest performance in New York State,” she says.

Despite some strong initiatives and leaders over the years, “we continue to find ourselves in the same position.”

It’s a blunt assessment, one that’s been voiced by many people familiar with the school district, including a lengthy list of Deane-Williams’ predecessors.

To her credit, Deane-Williams didn’t arrive making grand pronouncements about how she plans to fix Rochester’s schools. Nor has she made any promises about where graduation rates will be 6 CITY

at the end of her three-year contract.

(They’re currently hovering just above 50 percent.)

That’s just as well; many parents, teachers, and community leaders have heard promises about those things before.

And many people, including some in City Hall, are not just skeptical; they’ve become hardened non-believers.

School board members, for the first time in years, all seem to agree that they picked a winner in Deane-Williams.

And Rochester Teachers Association President Adam Urbanski is optimistic, too. (It may help that Deane-Williams’ budget proposal for next year calls for an ambitious increase in reading and special education teachers.)

It’s obvious within minutes of meeting

Deane-Williams that she’s an astute and highly experienced school leader. And her slightly nasal Rochester-A is a giveaway that she’s from the area. She grew up in Honeoye Falls and was superintendent of the Greece school district for four years before becoming a deputy superintendent with the Boston school district.

She has a reputation for being nurturing but tough. Asked in an interview last week what she learned during her months of assessing the district, she focused sharply on one particular area: the deeply entrenched bureaucracy. The district is laden with systems that operate almost unrelated to one another, she said, and the gears in this mammoth machine don’t always line up.

“The thing that I found most striking is that we weren’t set up in the district’s central office to help schools improve,” she said. “In some cases, we have unintentionally created barriers to services and responsiveness.”

A simple example: Some principals are so inundated with emails from central office every day that they can’t prioritize the information in them, she said. Demands for immediate action from the budget office, for instance, may arrive at the same time as an equally urgent request from the special education office.

And it hasn’t helped that for about a decade, the district has been in a state of near constant flux at the top of the organization. Initiatives to improve student performance begun under one superintendent have often been discontinued under the next. Parents and students have complained about the instability they experience.

Another problem: For years, the district has waited until August to start hiring new teachers for the coming school year – virtually the last instance –

sometimes losing good candidates because of the uncertainty. Deane-Williams has already started filling expected vacancies for next year.

Also on Deane-Williams’ list: Rochester schools need to do a better job of responding to children’s needs. The district has been emphasizing the importance of having children reading at grade level by third grade, but it hasn’t done enough to help them before they get to third grade, she said. When children fail the first big test, the district needs to double down with support until they can pass it, she said: “You interrupt failure.”

And while reading proficiency by third grade is important, city schools get new students in every grade throughout the year. “You better have really good programs in fourth, fifth, and sixth,” Deane-Williams said. “We don’t know when a kid is going to enter our system. We have kids entering our system all the time from other countries, cities, and towns.”

The district has emphasized the need to improve student attendance. And while it’s true that many students fall behind because of poor attendance, many with good attendance records still can’t read at grade level.

The district has debated whether seventh and eighth grades should be located in elementary schools, middle schools, or high schools. More important, said DeaneWilliams, is having teachers who know how

to work with children that age – and who want to work with them.

“I’m of the belief that there’s not a single thing or two that are going to get us to the performance level we desire,” she said. Reading by third grade is important, she said, “but it’s also about math, it’s about science, writing, music, and art.”

And, she said, the district will need wide community involvement and support.

There’s a note of protectiveness in

Deane-Williams’ voice when she talks about the complexity of urban school systems and how the public and even some in the district don’t appreciate its impact. She’s sensitive about the generally negative news coverage the district receives, while many positive achievements go unnoticed, she said.

And she said she is convinced that the public is ready to help.

But she and the district are under enormous pressure. She still has to close a nearly $18 million gap in her proposed budget for the coming school year. She’s already asked Albany for additional funding, but if she doesn’t get it, it’s not clear what her next steps will be.

She’s working on creating another college partnership, this time for students with disabilities. But she has to find funding for it.

She says the faith community and other groups say they’re ready to help with things like tutoring. But the volunteer commitments will have to be longlasting. And schools will need to be better organized to use that volunteer support.

She emphasizes the need for efforts to help children starting at birth, and for stronger early-education programs, but some of her predecessors have made the same point. Public support and funding hasn’t materialized.

There’s a lot hanging on DeaneWilliams’ leadership. Is she “the one,” as some people have referred to her – the superintendent who can finally turn the Rochester school district around?

Certainly many people want her to be, and in the background, you hear people say, ‘Oh, my god: what if she isn’t?’

But she hasn’t been on the job for even a year. It’s far too early to predict how successful she’ll be. And more important, Deane-Williams isn’t the sole solution to the Rochester school district’s problems. No individual superintendent can be, and it isn’t fair to expect them to be.

For Earth Day: a bridge across our national divide

We are a country and a world at odds with itself. This has always been the case to some degree, but productive debate seems practically impossible right now.

Every question becomes a fight; every disagreement becomes a war. Pick an issue, and people on either side of it feel that they’re under attack.

This is the backdrop for Earth Day 2017. Traditionally, Americans come together on April 22 to recognize the incalculable value of the environment. But this year, will there be much to commemorate? If people can’t even talk to each other, how can they agree on ways to make this planet a better place?

The situation isn’t as hopeless as it sounds, though: there’s still some pretty solid ground underneath major environmental issues, even though it may not feel like it.

Climate change is about as divisive as an issue can be, and the White House won’t be making any positive changes. President Donald Trump thinks climate change is bunk, and his 2018 budget proposal yanks funding from every major federal climate program. Leaders of the Senate and House Republican majorities also dismiss the issue entirely, along with efforts at addressing it.

But climate action is not a lost cause. There was even something of a bright spot, recently, in the politics around climate change: Republican Representative Elise Stefanik of New York’s North Country led a House resolution urging GOP leaders to take on climate change, a measure supported by fellow Empire State Republicans Tom Reed and John Katko.

The three Republicans asked GOP leaders to “commit to working on economically viable solutions that address the threat of climate change,” according to a press release from Stefanik’s office. They’re hardly calling for a sudden shift off of fossil fuels, but they’ve got their feet on the same figurative ground that climate activists do.

These representatives provide a starting point, although activists must continue to press government leaders and agencies for action on climate change. In addition, citizens need to make sure their lawmakers at all levels know they expect meaningful policies to reduce carbon emissions. And states such as New York must continue their own efforts to cut emissions.

Trump’s 2018 budget proposal gouges away at other crucial areas: clean water and clean air programs, weather

forecasting services, public lands and national parks, and fundamental scientific programs. But some of these issues, at least in the past, have united people from varying ideological, political, and demographic backgrounds.

Old threats are new again, and in the spirit of Earth Day, it’s worth taking some time to talk about the common ground people have found, or are finding, on the environment.

But first, a caveat: Fundamentally, this is an exploration of the way humans deal with problems.

It’s a discussion about people whose philosophies, ideas, and approaches don’t always mesh precisely, and who sometimes form unlikely alliances.

Often, what people are willing to take on comes down to perspective and personal impact. The search for common ground is imperfect if not messy, and sometimes broader problems are overlooked.

And in each of these areas, everyone could do better: liberal or conservative, corporation or government, hunter or hiker, tree-hugger or forester. continues on page 10

CLEAN DRINKING WATER Everyone wants access to safe, unpolluted drinking water, and right now this is the issue in New York and the rest of the US. This is the richest country in the world, and entire communities lack sources of clean drinking water.

What happened in Flint, Michigan, really grabbed the public’s attention. The officials in charge of the struggling Rust Belt city made a cost-driven decision to switch water supplies and, long story short, water from the new source was corrosive and the city didn’t properly treat it. As a result, lead leached from the aged public water lines into thousands of households.

Flint’s water problems have persisted for years and they still aren’t fixed, despite national outrage. The Trump EPA, which has attacked so many environmental programs, recently granted Michigan $100 million to replace its lead service lines.

The crisis also serves as a reminder that poor people and communities of color are often disproportionately affected by environmental problems and public health problems. More than half of Flint’s residents are black, and just under half of the city’s population lives below the poverty line.

Back in New York, the small Village of Hoosick Falls, not far from Albany, gave New Yorkers are sharp reminder of just how vulnerable our water sources are. Village residents were notified in late 2015 that they shouldn’t drink water from the municipal system – or from private wells – because the groundwater source was contaminated with PFOA from a nearby plastics plant. PFOA is used in the process of making Teflon and chemicals like it, and research has determined that it’s a potential carcinogen, according to the American Cancer Society.

But state, federal, and local officials apparently knew about the contamination for years, a revelation that prompted outrage across the state.

Groundwater contamination has since been detected in other New York communities. The state now has a rapidresponse team that’s intended to assess potential water quality problems, issue warnings, and initiate remedies more quickly than in the past.

Governor Andrew Cuomo’s 2017-18 state budget proposal includes a five-year, $2 billion Clean Water Infrastructure Act. The money would be used to extend and improve wastewater treatment systems; protect open spaces and build wetlands that filter storm water; and provide more state Superfund 10 CITY APRIL 5-11, 2017

money to clean up sites that may contaminate water supplies.

Across the state, Republican and Democratic leaders, environmental groups, conservation groups, labor unions, and business groups have rallied to support the governor’s budget measure and increased state funding for water infrastructure in general.

Republicans in the State Senate have proposed a larger, $5 billion borrowing measure to fund water infrastructure projects.

“I think that is a uniting issue,” says Jim Howe, executive director of the Nature Conservancy of Central and Western New York.

But it’s an issue that also has its limits. The Standing Rock Sioux tribe has fought construction of the Dakota Access pipeline because of its potential to pollute its refuge’s water supply. The Trump administration waved the project ahead, even though the tribe’s resistance gained national attention and support. Some big banks, however, have started divesting from the project.

HABITAT CONSERVATION AND OPEN SPACE PROTECTION Braddock Bay is a lot of things to a lot of people. Hunters pursue fowl in its marshes; anglers of all skill levels cast their lines in its waters; kayakers and canoers paddle through its wetland channels; birdwatchers train their binoculars on the different species flitting

around the cattails; and biologists study its abundant wildlife.

A few years ago, the US Army Corps of Engineers developed a plan to protect and restore the bay’s shorefront wetlands, but it needed federal funding to finish the designs and carry out the project.

Democratic Senator Chuck Schumer pushed for the funding with backing from Republican Greece Supervisor Bill Reilich and bay-area residents. The EPA approved $9 million for the project, which involves reconstructing a barrier beach at the bay’s inlet, and it should be finished this year.

The project is not an exception. People otherwise separated by political or social boundaries frequently come together to preserve ecologically sensitive lands such as the Braddock Bay wetlands and to protect open space.

However, the federal program that paid for the work is now in jeopardy. In his 2018 budget proposal, President Trump slashes the Great Lakes Restoration Initiative from $300 million – the minimum it has received each year since its 2010 start – to zero. Republican governors from Great Lakes states, as well as Republicans in the House and Senate from those states, made swift calls for the funding to be restored.

The GLRI has funded a long list of water quality, toxic site clean-up, habitat improvement, and invasive species management and prevention programs throughout the Great Lakes region.

The US has a long tradition of protecting valuable animal habitat through the use of public lands. Take the federal duck stamp program as an example. The program started during the Great Depression at the urging of conservationist duck hunters who were worried about declining waterfowl habitat.

Duck stamp money has been used to establish or expand 300 refuges spanning all 50 states, including the Iroquois National Wildlife Refuge to the west of Rochester and the Montezuma National Wildlife Refuge to the east.

“I think everybody deep down wants to leave a legacy and leave this earth a little bit better than it was when we came here,” says Joe Nicosia of Newark, Wayne County, and a past New York State chair of Ducks Unlimited. “I think that’s one of the main points that ties a lot of people into conservation, to be honest with you.”

And open space, in general, can be a very local concern. Penfield residents banded together in early 2016 after the owner of the Shadow Lake and Shadow Pines golf courses put the properties up for sale. Community members – Democrats, Republicans, and independents – didn’t want to see the courses developed into a housing tract, which was a distinct possibility. They began pressuring town officials to buy or otherwise protect the properties.

The all-Republican Town Board put a development moratorium in place, which the members recently extended, so it could explore some options. Town officials have taken steps toward a ballot measure on buying the property, which the owner has previously said it would sell to the town.

“When somebody’s connected to a community or the place that they live, they’ll go to any length to protect it,” says Kate McArdle, a Penfield resident, member of the Save Shadow Pines citizens group, and the town’s Democratic leader.

RENEWABLE ENERGY

The leading wind-energy producing state isn’t liberal California or crunchy Vermont, it’s deep red Texas. This is partly because of the state’s plethora of wide-open space and its exceptional wind resource, but political will plays a role, too. Companies put up hundreds of turbines in the Lone Star State because the public and policy-makers, including former governor and current US Energy Department head Rick Perry, were on board.

Republican lawmakers in New York have been similarly accepting of – if not enthusiastic about – on-site solar power for homes and businesses. They’ve supported regulatory changes meant to encourage the technology’s

growth, and they’ve backed incentives for homeowners and businesses that install the systems. And GOP municipal leaders across Upstate have pursued solar projects as a way to cut their governments’ costs.

These officials rarely talk about renewables in terms of climate change, even though the technologies are a crucial tool for reducing carbon emissions. Instead, they use a frame of economics, sustainability, and efficiency.

For example, solar saves homeowners and businesses money, it helps cut down on the energy that big power plants have to produce, and it creates jobs, because people have to make, sell, and install the equipment.

Wind power still remains a divisive issue in New York. Some communities have accepted, even welcomed large wind farms. But others have fought or are fighting turbine proposals.

In the Orleans County towns of Yates and Somerset, local, state, and federal elected officials have mounted a multi-pronged offensive against the proposed Lighthouse Wind project, for example.

WASTE REDUCTION AND RECYCLING Garbage is a really complex issue that involves everything from high-level decisions at the world’s largest corporations to individual habits. The bare truth is that American society generates literal mounds of garbage every day.

The public has a general sense that, collectively and as individuals, is should make some attempt to cut down on the amount of stuff that gets trucked into landfills. Households are composting kitchen scraps and yard waste, and retailers including Wegmans are using several different approaches to prevent food waste and to divert scraps from landfills. Some big retailers have also used their buying power to get suppliers to pare down product packaging.

Municipal recycling programs have also grown. A few years ago, Monroe County began accepting a broader variety of plastics through its recycling center.

And more recently, it switched to singlestream recycling; officials hoped the move would increase household recycling because residents would no longer have to sort their bins by material.

But waste reduction, like renewable energy, has environmental and economic benefits. Sending garbage to landfills costs money, and once the waste is buried, it sits and slowly decomposes, if it breaks down at all.

Companies save money by reducing packaging, and governments make money by selling recyclables. When food scraps are composted, they become a rich, environmentally beneficial fertilizer. In other words, they turn a potential cost into something valuable and useful.

consumers both seem to appreciate. And that’s good, because waste is something society needs to work harder on.

People generate more waste now, on a per capita basis, than they did in the 1960’s, according to Environmental Protection Agency figures.

NEXT STEPS Looking ahead, there may be other opportunities to find common ground.

Climate adaptation will be increasingly important to farmers, forest managers, gardeners, utilities, and communities on coasts and rivers. But in order to make the actions palatable, the discussions may be couched around growing seasons, crop management, flood mitigation, and powergrid resiliency. (Power companies don’t want blackouts when their customers all flick on their air conditioners).

People can look within their own communities, too. Making neighborhoods more walkable and bikeable can help cut down on the amount people have to drive, and it can make towns, villages, and cities healthier, more pleasant places to live. And the efforts tend to be relatively popular, both politically and at the community level.

But finding common ground will require persistence and flexibility.

Advocates and activists have achieved some big victories by starting at the very bottom and talking with neighbors, family, friends, and elected leaders at all levels. Do that, and if someone isn’t totally in line with your thinking, find where you agree and go from there.

Everyone has to live on the same Earth, after all.

The growth in the number of undocumented immigrants detained by the US has been accompanied by a growth in for-profit prisons detaining them.

We all want spring to be here, and for the most part it feels like it has arrived. But sometimes it's easy to get ahead of yourself. You take the snow tires off the old family wagon, and the next thing you know you're stuck at the end of your driveway because of that late-March nor'easter.

Without thinking it through, the production deparment headed to the Rochester Public Market on a Thursday afternoon. It was about an hour before closing, and between seasons, but we hoped to find the freshest offerings and make a great dish for CITY's spring installment of "Market Made."

The goal was to stick to a budget of $20 and see if we could curate a dish for two people from market-found ingredients. Ideally the dish would include as many local and seasonal ingredients as

possible without going over budget.

We were able to keep it under $20, but the ingredients we had wished for weren't necessarily in full season, so we made it work as best as we could with what was available late on a Thursday at the market.

Inspiration struck, though, with the scent of roasted nuts at the other end of the pavillion. It was apparant: whatever we made, it had to have those in it.

Our team settled on a pear salad with crumbly gorgonzola cheese, a garlic and lemon dressing, sweet, roasted almonds, and fresh avocado.

After grabbing the majority of the ingredients under budget, we kept browsing and stumbled across a bag of croutons for $2 at Flour City Bakery and a loaf of bread from Union Street Bakery.

The result was a nice, light salad with hearty fruit and a sweet, crunchy element that paired (pun intended) nicely with the sour of the lemon dressing and tart cheese.

Garganzloa, pear, and roasted almond salad

Ingredients

- Pear (usually in season during the fall) - Greens (we used romaine) - Roasted almonds - Crumbly gorgonzola cheese - Green onion - Avocado - Lemon - Garlic Squeeze the juice of a lemon into a large mixing bowl.

Add olive oil, diced garlic, and salt and pepper to taste.

Toss your greens in the mixture. Add diced green onion, avocado, and nuts.

Add the chopped pear and enjoy.

With the title track as a nod to the late, great Chuck Berry, Rochester’s The Dirty Pennies keep the blues, rock ‘n’ roll, and straight-up garage rock from devouring one another on its debut full-length, “Kick out the Rocks.”

The album isn’t as raw as the band’s previous eponymous EP, but it’s still bloody in the center.

The trio strolls the raunchy side of the street with guitarist Ryan Klem as this town’s new Emperor of Tone: Klem picks thick and strong with little or no flash. The Black Keys come to mind as a point of reference, and so does the vintage curiosity of Jack White.

Tracks like “Woman of Mine” and “When I Hit the Road” are a down and dirty, Red Clay slap to the face in all their Southern-tinged glory. You can practically smell the magnolias; you can practically taste the blues.

“Sinner in Me” is 12 cuts of pure rockabilly badness; what more do you need? Krypton 88 — Rochester’s keepers of the slap, bang, and twang flame — are back. On this outing, the trio tools around town with the hood off in order to show off the highoctane instrumentation that goes into this seemingly simple bop. It’s a retro rock ‘n’ roll riot, where the requisite swagger and machismo doesn’t over shadow the fact that Krypton 88 is simply a great dance band.

Front man James Via plays his Gretsch 6120 as the big red guitar dictates, ranging from razor-sharp twang to lush chops and fills. Standout originals like “Smugtown Stomp” (should’ve been the album title if you ask me) and “Amber Skies” hold up admirably when tossed in with takes on Johnny Burnette and Carl Perkins.

Krypton 88 swings a tres cool version of Burnette’s “Midnight Train.” That being said, “Sinner in Me” is a little safe in spots. I’d like to hear a little more grit, grease, and growl from these boys in the studio, like what I’ve heard from them countless times before in the juke joints and honky-tonks they haunt. — BY FRANK DE BLASE

David Miller’s blues is about letting go and being let go. He was always active in music, leading bands in high school and playing in church, but it was never his main focus. Then, four years back, he was fired.

“In 2013,” Miller says, “when the company I worked for was bought out and my entire team dismissed, I decided then instead of continuing on that career path, I’d first try to finish a solo album that I had started and see where that went.”

He had been in bands like Buffalo’s Dive House Union, which released two live albums with most of the material written by Miller. But it wasn’t entirely 16 CITY APRIL 5-11, 2017

his vision. Miller was in the midst of recording his own album when he got a serendipitous introduction.

“I got introduced to the Campbell Brothers via my co-producer, Jesse Miller — no relation,” he says. “And there was instant chemistry as the album evolved. I had no intention of releasing the album nationally; I just figured I’d book occasional band shows to play the songs, but mainly support it with solo acoustic shows.”

However, due to encouragement by the Campbell Brothers — and chiefly Carlton Campbell — Miller decided to go for it and see what happened. The album, “Poisons Sipped,” ended up charting internationally on the Roots Music Report and landed on its Top 25 Blues-Rock Albums of 2014 list.

“During the process, I decided to really follow the river and see where it goes,” Miller says. “I started touring and putting together shows with members of the Campbell Brothers, along with

players that had helped on that record, namely Jason Moynihan, who toured with Buddy Guy for nine years as his sax player.”

This lineup led to a second album, “Same Soil,” and ultimately the formation of Miller and The Other Sinners. Miller has been touring a four-piece version of that project over the last year and a half, with Moynihan on sax and guitar, Donta Myles on bass, and Deshawn “D Ray” Jackson on drums.

Miller and The Other Sinners’ take on music is rather uplifting: a somewhat spiritual tack within the parameters of the blues. But it’s not faith-based. Miller let go of that, too.

“To me, the blues is about being real and telling the story as it is regardless how messy,” he says. “I don’t see much of a difference with that and Bible stories; however, I don’t claim to be a person of faith anymore. My personal journey has taken me away from pre-packaged ideologies and doctrines to a more internal perspective.”

The blues means the truth, according to Miller. “It’s telling your story in a simple way, an understandable and relatable way, but above all, an honest way. The blues is more than the form of music to me and more about its primal-ness.”

It’s this primal-ness that Miller harnesses admirably. That is to say, he doesn’t abuse it or overuse it. When dealing with slide guitar, there’re plenty of opportunities to get gonzo; to plug in and skid up the elevator to the 12th fret. The savage report often allows for notes not necessarily meant for the chord. Whereas an instrument like the pedal steel — which has absolutely colored Miller’s sound — is punchy and more accurate with the notes honed sharp by the silence that surrounds them.

“That is mostly due to the influence of the Campbell Brothers and gospel music,” Miller says.

“However, I have to give props to Derek Trucks, too. Listening to these guys along with gospel singers are really the source of my inspiration for slide.”

This is where Miller is coming from. His attack and tone is mean, lean, and clean.

However, the man doesn’t mind getting his boots dirty when gutbucket chops are called for.

“My style is synthesizing styles,” he says.

“I love finding the connections between styles in songs and performances.”

The connection could very well

be his voice: a powerful baritone with just a hint of gospel growl and grit. And both his voice and guitar playing are true blues. His compositions, on the other hand, are not. Miller bucks the tradition; he breaks the blues’ rules. His is a progression, a couple of steps beyond the eight-bar and 12-bar world.

“When I first started writing blues music specifically,” Miller says. “I worked inside of what I perceived as the ‘form.’

However, if you do a deep dive into blues you’ll find that the form has continued to evolve — even within the 1950’s-1960’s popularity in blues. The 1970’s added more ‘rock’ to the blues, and on it evolved. My take on the blues evolved quickly, too,

as my other influences found connections.”

Miller and The Other Sinners have been hitting the pavement hard, bringing the blues to you. From fall 2015 to fall 2016, Miller says, the band did more than 70,000 miles, 17 states, and roughly 240 shows.

In the next little bit, Miller and The Other Sinners will be working to beef up its regional fan base. A live album, “3 Nights at the Strand – Live,” comes out March 30, and the band will begin working on its first studio record this spring.

“We will continue to keep connecting with people who love real, honest, passionate music,” Miller says.

The Devil Wears Prada rode into the world in the mid-2000’s on a wave of metalcore, post-hardcore, and pop-punk bands that will forever be linked in my mind with the blazing, July sun and asphalt parking lots of Warped Tour. So many of those acts — Scary Kids Scaring Kids, Attack Attack, A Day to Remember — ended up on the groan-worthy (but occasionally awesome) “Punk Goes…” series. A decade later, quite a few of those scene bands are still around, but The Devil Wears Prada stands out for a simple reason: as the band got older, they let their music mature. The throat-shredding screams, epic scope, and heavy breakdowns are still there, but there’s a seriousness both in tone and theme that has been building up over the last five years. The band’s sixth album, last year’s “Transit Blues,” proves it; it’s an intriguing album exploring darkness in displacement, and it shows The Devil Wears Prada still has untapped potential.

I’ve got genuine mixed feelings about seeing a David Bowie impersonator. But since I never got to see the man himself in concert before he died last year, that’s as close as I’m gonna get. On Friday, world-renowned Bowie impersonator David Brighton will join The Rochester Philharmonic Orchestra to present “The Music of David Bowie.” The rock show is in good hands with conductor Brent Havens, who has been the arranger and guest conductor for 14 internationally traveling, symphonic rock programs honoring Led Zeppelin, Pink Floyd, Queen, and Prince. “The Music of David Bowie” celebrates more than four decades of the rock and roll chameleon’s work. Brighton, who has performed alongside Bowie in TV commercials, will front a full rock band in addition to the RPO.

Contemporary composer and conductor Juan Trigos may have gone under your classical music radar before, but now there’s no excuse. Trigos will be at Eastman School of Music as a Howard Hanson Visiting Professor, presenting two free recitals featuring his alluring yet mysterious music. On Wednesday, April 5, a concert given by classical guitarist and Eastman alumnus Dieter Hennings will include the Mexican-born Trigos’s “Partita” — a texturally complex and lyrical work — and “Twelve Variations and Fugue on the ‘Folia de España.’”

It’s rare to meet a musical theater lover who hasn’t seen “Wicked.” It opened on Broadway in 2003, and has become the ninth longestrunning musical in history, breaking box office records with weekly totals of more than a million dollars in ticket sales. Simply put, people love “Wicked.” For those who haven’t made the trek to New York City, the

show’s second national tour is onstage at the Auditorium Theatre through April 9.

“Wicked” tells the story of the witches of Oz — Elphaba (the Wicked Witch of the West) and Glinda (The Good Witch of the South) — and the events leading up to Dorothy Gale’s arrival in the Land of Oz. The show is based on Gregory Maguire’s 1995 revisionist novel “Wicked: The Life and Times of the Wicked Witch of the West,” which puts a new spin on L. Frank Baum’s classic children’s story. With a book

by Winnie Holzman (writer of “My So-Called Life”) and music and lyrics by Stephen Schwartz (“Godspell,” “Pippin,” “The Prince of Egypt”), “Wicked” has a film-like score and a humorous, tongue-in-cheek tone. (There’s been a longtime rumble of a film version at some point in 2019, but concrete details have yet to emerge.)

The leading roles of Glinda and Elphaba are still highly competitive and much sought-after among young female performers. The soundtrack

is well known in pop culture and Broadway circles alike at this point — especially megahits “Defying Gravity” and “Popular,” which are both vocally demanding roles.

Leading the cast in the national tour are Ginna Claire Mason (Glinda) and Jessica Vosk (Elphaba). Mason is a complete fit for Glinda: blonde, perky, and somehow still likeable while playing a vain, vivacious beauty queen. She’s the ideal foil for Vosk’s Elphaba, a sarcastic, impatient, brilliant misfit who was born with emerald green skin. The chemistry between the two witches is critical to the musical’s effectiveness, and this duo is on point throughout the two-and-a-half hour production. Vosk has a set of belter’s pipes that give satisfying life to Elphaba’s musical numbers, while Mason’s acting chops create a three-dimensional Glinda (a challenge for even the most talented actor).

Other standouts in the cast include Kristen Martin (Nessarose), whose transition from sweet to bitter is rapid and chilling; Andy Mientus (Boq), who has an earnest, boyish energy; and Jeremy Woodard as bad boy with a good heart Fiyero. The ensemble, as a whole, is strong, propelling the show forward with group numbers “Dancing Through Life” and “No One Mourns the Wicked.” Each scene is executed to nearperfection, with the exception of Fiyero and Elphaba’s “As Long As You’re Mine” number, which feels like an awkward “Phantom of the Opera”-meets-backseat of the car with its excessive stage-level fog and heavy petting.

Because of these elements, it’s no surprise that a tech malfunction caused a cancellation of the Thursday, March 30, matinee. (An additional matinee performance has been added at 1 p.m. on Thursday, April 6, due to both popular demand and the malfunction.) There’s a dark, Edwardian vibe to the aesthetic, especially gorgeous in the Emerald City scenes. Sumptuous costumes by Susan Hilferty, with wigs and hair by Tom Watson, ensure there’s never a shortage of things to look at during the show.

When a musical becomes as popular as “Wicked” has become, it’s important audiences have a consistent experience. The national tour of “Wicked,” overall, is one that remains true to its Broadway roots, even from hundreds of miles away. This is the beauty of touring productions: when the shows are good, they make wonderful stories and experiences possible for those who may not otherwise have the opportunity.

THEATER | “PHILADELPHIA, HERE I COME!” The prolific Irish dramatist Brian Friel’s first international success was the bittersweet comedy “Philadelphia, Here I Come!” Produced in the UK in 1964 and on Broadway in 1966, it is still one of his most popular plays. It takes place the night before a young man named Gareth (or Gar) emigrates from his small Irish hometown to the United States. Friel gives us two Gars, played by two actors: Public (“the Gar that people see, talk to, and talk about”) and Private (“the unseen man; the man within; the conscience”). The rest of the cast consists of the people in Gar’s life, as he recalls them and says goodbye to them. Public Gareth interacts with his emotionally distant father, his housekeeper, and his ex-girlfriend Kate, pretty much as he always has; Private Gareth expresses his real feelings about them, and his reasons for leaving Ireland.

The Irish Players opened “Philadelphia, Here I Come!” last weekend, directed by Jean Gordon Ryon. It runs through Sunday at MuCCC, with a repeat performance scheduled in May at Geva’s Fielding Studio.

Petra Page-Mann, co-owner of the organic seed packet company Fruition Seeds, has saved seeds since she was a child, working alongside her father in his garden in Naples. Saving seeds “was just something we did every year, and I didn’t think much of it,” she says. Almost two decades later, she realized it was not only an unusual and fortunate life experience, but that her love of agriculture had blossomed.

“This love really stems from my love of food,” she says, “growing food and sharing food with people I love.”

Page-Mann and her partner, Matthew Goldfarb, founded Fruition Seeds, based in Naples, in 2012. The company offers organic heirloom and new hybrid seeds specifically adapted for the northeast states. Before, Page-Mann and Goldfarb had each been small-scale organic growers who were unaware that the seeds they used didn’t line up with their values.

“I took for granted that seeds arrived in the mail, you plant them, and call it local food,” PageMann says. “I didn’t have any idea, until I started

asking deeper questions about the food system, how deeply disconnected the world of seed is from agriculture and specifically organic, local agriculture. It’s actually this massive, multi-national kick-down; there are two companies that own 70 percent of the seeds that are sold on the planet.”

And while there are hundreds of different packet seed companies to choose from, many function as little more than distributors for these big companies. Essentially, the world’s seeds are adapted to thrive in areas similar to central California.

“When you walk into a forest in the Finger Lakes, it’s very different from a forest in Maine or Virginia or Oregon,” Page-Mann says. “And each plant has attuned itself to its place to an incredible degree. But right now we’re treating agriculture with a one-size-fits-all genetic approach.”

Page-Mann’s interest centers on adapting genetic diversity to the short and increasingly less predictable growing seasons of the Northeastern region.

Fruition Seeds offers more than 350 varieties of vegetables, tomatoes, herbs, and flowers.

The operation consists of four farms and a seed store, and employs five year-round employees.

Customers can order seeds from Fruition’s website, which is a downright celebration of our garden planet and features images of jewel-like spectrum of plants, mouth-watering descriptions, and tips on planting.

Fruition sells seeds predominantly to home gardeners, but also grows specific seeds for more than

a dozen farmers and collaborates with chefs. For example, Remembrance Farm in Trumansburg grows 30 acres of salad greens and offers several signature mixes. One of the mixes that contains edible flowers includes Calendula, which has a diversity in number of petals.

“Because the famers are individually plucking each of these flower heads, the more petals on each flower, the more efficient the work is,” Page-Mann says. So Fruition developed a flower variety that has more than 100 petals per head.

In the seed-saving business, food is the byproduct, so when Fruition found itself with 7,000 pounds of certified organic winter squash a few years ago, they connected with Foodlink, whose workers followed a protocol for harvesting the seeds and kept the food for their operation.

“When farmers are no longer seed savers, it’s like a fundamental part of democracy is missing,” Page-Mann says. “It’s like saying, ‘Well, we really don’t have to vote.’ It’s a tremendous right; to know and make choices.”

The practice of saving seeds goes deep into human history — about 10,000 years, Page-Mann says. And for the vast majority of that time, we had no idea what genetics were; it wasn’t until about 60 years ago that we even understood what DNA was. So seed-saving was based off of the appearance and taste of the plants.

For 2,000 years we were keen observers, she says, but today we aren’t so adept at pattern recognition.

The basic process of refining a variety involves “roguing” or killing the plants that are not demonstrating the desired qualities, thereby eliminating those traits from the genetic pool.

“When I hear people say ‘I love to garden, but I tend to kill plants,’ I giggle to myself, because I kill tens of thousands of plants every year very intentionally,” she says.

This involves an understanding of phenotypical, or observable traits and unexpressed traits, and how they are linked. There are certain indicators Page-Mann has learned to identify, like the specific curl of a zucchini leaf that means the plant is susceptible to a kind of mildew. Because she knows these traits are linked, she’ll rogue those plants early, before they start dying or passing their genes along.

Fruition also develops new varieties of plants through hybridization, which involves taking two carefully selected, inbred parent lines and manually crossing them, and then securing them with airtight bags to keep airborne pollen and bees out.

“By the time 50 years have passed, they’ll be beloved heirlooms for our grandchildren,” PageMann says. “We think of seeds as books. It’s important that we have 500-year-old books and five-year-old books, but it’s also important that we continue to write new books constantly.”

COMEDY | PAULA POUNDSTONE Loyal listeners of NPR’s “Wait, Wait…Don’t Tell Me!” will be familiar with comedian Paula Poundstone. She’s been a long-time panelist on the quiz show — always ready with a witty one-liner or a somehow-relevant story about her cats and more than three decades into her stand-up career, she regularly tours arts centers and theaters across the country. In the 2015-16 season, according to a study by American Theatre Magazine, only 21 percent of 1,914 plays produced were written solely by women. Just 33 percent of directors are female — and the numbers for artistic directors and company heads are dismal. While a play worth its weight should give substance to its female characters, women are underrepresented in the highest levels and technical areas of theater companies.

The exceptionally assured feature debut of French writer-director Julia Ducournau, “Raw” is a deeply unnerving coming-of-age story and mustsee viewing for iron-stomached horror fans.

The film follows 16-year-old Justine (Garance Marillier), a strict vegetarian with a deep and abiding love of animals, who is on her way to her first year of veterinary school. Sweet-natured but slightly awkward, Justine immediately has trouble fitting in with her fellow students as they revel in the debaucherous atmosphere that marks most adolescent’s first collective taste of freedom.

It’s a new world Justine finds herself spectacularly ill-equipped to handle.

Justine’s older sister, Alexia (Ella Rumpf), is also enrolled at the institute, and is one of the upperclassmen who delight in tormenting

the incoming freshmen with sadistic hazing rituals involving sleep deprivation or dousing them in buckets of pig’s blood. (I have no idea what kind of research Ducournau did before writing the script, but French veterinarians seem a little high strung.) One crucial rite of passage requires ingesting a raw rabbit kidney, and Justine adamantly refuses to take part until Alexia forces her hand. That experience has an unintended effect, however, awakening in the young girl a craving for raw meat which eventually blossoms into an insatiable hunger for human flesh.

While rendered in grisly, lurid detail, the blossoming cannibalism depicted in “Raw” is an obvious allegory for collegiate self-discovery; of indulging too much and losing control. Ducournau makes a strong point about how there’s no winning for women: either they’re criticized for being too prudish about giving into their carnal desires or they’re vilified for wanting it too much. And the film has plenty more on its mind, touching on issues of sexuality, identity, sibling rivalry, and misogyny. These themes aren’t always fully developed, but they add up to a captivating whole.

Marillier is wonderful, evolving from naive child to ravenous predator; we’re fearful for Justine until it becomes apparent her fellow students should probably be more afraid of her.

She nurses an attraction for her gay roommate Adrien (Rabah Nait Oufella), and as she watches a shirtless Adrien play soccer on the quad, we can’t entirely tell whether she wants to sleep with him or take a bite out of him.

“Raw” has its share of cringe-inducing, gross-out moments (Cronenbergian body horror abounds), and the film made headlines during its film festival rounds after several audience members supposedly

fainted when faced with some of the films more intense moments of bodily desecration. This side of the film’s hype is perhaps a bit overblown: there’s nothing here any experienced horror fan can’t handle. The intense atmosphere is raised even higher by Jim Williams’ score, which veers between mellow violin and piano, before kicking things up a notch with bursts of gothic organ.

Suspenseful, visually exciting, and occasionally nauseating, “Raw” makes me excited to see where Julia Ducournau goes next. With her first feature, she makes the kind of indelible debut that leaves one hungry for more.

A pleasantly old-fashioned melodrama, “Frantz” takes place in the immediate aftermath of World War I. The film centers around Anna (wonderful newcomer Paula

Beer), a young German woman whose fiancé, Frantz, was killed in combat. She continues to live with Frantz’s parents, the Hoffmeisters, and they treat her as they would their own daughter. One day in the cemetery, Anna is intrigued to witness a mysterious Frenchman, Adrien (Pierre Niney), placing flowers at her fiancé’s grave. He claims to have been a close friend of Frantz’s, though his fragile, sad-eyed countenance suggests there’s more to his story than he’s letting on.

The exact nature of Adrien’s connection to Frantz makes up the main thrust of the film’s story, and French filmmaker François Ozon (directing from his script co-written with Philippe Piazzo, loosely inspired by the 1932 Ernst Lubitsch film “Broken Lullaby”) infuses the story with intriguing questions about forgiveness, the cost of war, and the toll its nationalistic fervor can take on both sides of a conflict. Ozon shoots the film in lush black-and-white, though muted color occasionally seeps into the image when Anna or Adrien allow themselves to sink back into memory — a somewhat on the nose, but undeniably effective stylistic touch — suggesting the ways in which a beautiful lie can often bring more comfort than the more painful truth.

During the city’s rapid expansion in the 1920s, the Eastman Kodak Company developed several tracts and neighborhoods of houses intended for sale to their employees. Mr. Eastman insisted that the homes be well designed and constructed. Prominent architects who specialized in residential design were often hired, as was the case in 1927 when Rowland Hunter from New York City designed this home. The original owner, Louis J. McManus, a longtime manager at Kodak, lived in this undeniably Tudor Revival house with its asymmetrical composition of gables, stucco, and half-timbering until 1955.

TP Goes High Tech

China’s public-park restrooms have for years suffered toilet-paper theft by local residents who raid dispensers for their own homes (a cultural habit, wrote Hong Kong’s South China Morning Post, expressing taxpayer feelings of “owning” public facilities), but the government recently fought back with technology. At Beijing’s popular Temple of Heaven park, dispensers now have facial-recognition scanners beside the six toilets, with pre-cut paper (about 24 inches long) issued only to users who pose for a picture. (Just one slug of paper can be dispensed to the same face in a 9-minute period, catastrophic for the diarrhea-stricken and requiring calling an attendant to override the machine.)

The church-state “wall” leaks badly in Spindale, North Carolina, according to former members of the Word of Faith Fellowship (reported in February by the Associated Press). Two state prosecutors (one a relative of the church’s founder), in nearby Burke and Rutherford counties, allegedly coached Fellowship members and leaders how to neutralize government investigations into church “abuse” — coaching that would violate state law and attorney ethical standards. Fellowship officials have been accused of beating “misbehaving” congregants, including children, in order to repel their demons. (Among the Fellowship’s edicts revealed in the AP report: All dating, marriages, and procreation subject to approval; no wedding-night intimacy beyond a “godly” cheek kiss; subsequent marital sex limited to 30 minutes, no foreplay, lights off, missionary position.)

Babies born on the Indonesian island of Bali are still today treated regally under an obscure Hindu tradition, according to a February New York Times report, and must not be allowed to touch the earth for 105 days (in some areas, 210). (Carrying the infant in a bucket and setting that on the ground is apparently acceptable.) Each birth is actually a re-birth, they say, with ancestors returning as their own descendants.

(Accidentally touching the ground does not condemn the baby, but may leave questions about negative influences.)

Catholic priest Juan Carlos Martinez, 40, apologized shortly after realizing, as he said, he had gone “too far” in celebrating March’s Carnival in a town in the Galicia area of Spain — that he acted inappropriately in dressing as Playboy magazine founder Hugh Hefner, reclining on a red satin sheet on a parade float carrying men dressed as classic Playboy “Bunnies.” Despite apparent public support for Father Martinez, his Archbishop asked him to attend a “spiritual retreat” to reflect on his behavior.

In March, vibrator customers were awarded up to $10,000 each in their class-action “invasion of privacy” lawsuit against the company Standard Innovation, whose We-Vibe model’s smartphone app collected intimate data (vibrator temperature and motor intensity) that could be associated with particular customers — and which were easily hackable, and controllable, by anyone nearby with a Bluetooth connection.

The Illinois federal court limited the award to $199 for anyone who bought the vibrator but did not activate the app.
