PROTECTING HISTORIC OLD MANOR DISTRICT and REJECTING THE COMPREHENSIVE PLAN
The City Council shall be directed to cease any and all Apartment, Townhome and highdensity development projects within the historic district of OLD MANOR which shall be protected in the area defined in our Municipal Code 14.02.031 enacted in 2017. As such, all City staff activities to further these non-historic and similar developments shall cease for these and future similar development projects:
1) Junction at Manor (Legacy Perfomance Capital) - 95 Townhomes between the Post Office and right next to the Manor Cemetery established in 1841;

2) Entrada Glen Manor (DD&B Construction) 204 apartments to the east of the Lions Club lot and across from the site presumed to be James B Manor's 1840's homestead;
3) Manor Apartments (Manor Apartments LLC) approx 200 apartments to the northeast of the Lions Club lot and the site presumed to be James B Manor's 1840's homestead; and
4) 109 North Lexington (Davis Capital Investments) three-story with 8 mixed-use apartments where the old barbershop was.
Said projects as currently proposed were improperly approved and initiated using unfinished and flawed survey methods and data from a still incomplete, unfinished and unproofread Manor 2050 Comprehensive Plan submitted to the City by consultants, Freese and Nichols, Inc.
Thus, we are directing the City Council to immediately reject the Comprehensive Plan and cease using any and all pages from said Plan; including the removal of the Plan's Vision Statement "The City of Manor is a diverse, sustainable community and regional leader with exceptional services, a high quality of life, and a safe environment for citizens and businesses to thrive." from the City of Manor website and all printed materials.
Council shall select a different consultant to finish this or a new plan with citizen input and requiring the approval of a Comprehensive Plan Citizens Panel of eleven members to be determined as follows: 1 representing Manor City Council or Staff; 1 representing City of Manor Planning and Zoning Commission; 2 representing Manor ISD; 1 representing Travis County Parks; 1 representing Travis County Roads or Planning; and 5 to be elected by citizens at the first two of six public Town Hall Comprehensive Plan public meetings.
Said Citizens Panel shall elect officers and proceed to complete their approval in a timely manner with the assistance, coordination and support of Scott Jones, City of Manor Director of Economic Development.

Creating A New Downtown
The City Council shall begin actively seeking to purchase, acquire or use eminent domaine to create a 40 to 90 acre parcel of land near or in the center of Greater Manor; the area known as the ETJ (extra territorial jurisdiction). The area needs to have with easy road access.
The property shall have room enough for many if not all of these valuable assets: recreation center with indoor basketball courts and exercise rooms, community pool, visitor center, library, manor history museum, art museum, performing arts center, town square/plaza, sports fields (including football, baseball, tennis and soccer), community gardens, town hall, police station and fire department.

ARTICLE SEVEN Administrative Services Section 7.12. Parks and Recreation
The department of Parks and Recreation shall be established and maintained and the head of such department shall be the director of Parks and Recreation. The director shall work proactively to add parks with the acquisition of Park Land thru purchases and enforcement of our parkland rights. Further, the director will actively utilize the in-lieu and dedicated Park Fund fees to develop and communicate about park amenities and activities for all ages throughout our park system. The director will have a part-time or shared assistant.

Creating The James B Manor Homestead Park
The City Council shall begin a timely effort to create the James B Manor Homestead Park thru purchase arrangement, donation, parkland requirements or eminent domain to include ample land surrounding the remaining buildings; and on down to the Gillelands Creek. In cooperation with the owner, Las Entradas LLC., the 1840's homesite area shallz be fenced for security purposes until further public access plans are in place. The park is to be located directly north of the Parsons Street Lions Club lot.

MANOR CROSSiNG PLAZA REQUIREMENTS
City Council shall require the Manor Crossing Development (Butler Family LLC) on the northwest corner of Hwy 290 and Hwy 973 to build a plaza as required for every commercial development over 10 acres as per our Municipal Code 14.02.065(b)(1)(G) in effect as of April 15, 2023.
Since the City of Manor has approved a Chapter 380 Agreement which gives the developer up to $20,000,000 by discounting 50% of the future sales taxes for 20 years; said Developer shall be required to create a world class plaza for the benefit of the citizens of Manor.

Shadowglen Parkland Requirements
City Council shall require the parkland due for the new and remaining phases of ShadowGlen. Collectively, approximately 1,000 homes are being built which requires dedicated parkland of approximately 10.52 acres per Municipal Code Section 48(b).
City Council shall exercise our right to choose the land rather than the in-lieu park fees. Further, per Municipal code Section 48(a)(4) and 48(a)(5); we choose to have the long side of the parkland along Rector Loop; and have adequate adjacent parking along with a restroom and several adult and teenage active amenties. Said land must be genuine parkland exclusive of floodplain, open space or wildlife preserve uses.
Without waiting for any future phases, said park construction shall commence forthwith; as shall another mile of Nature trail in City of Manor's 200-acre Woodlands Park. Said new trail will have street access and public parking.

Monarch Ranch Parkland Requirements
City Council shall require the parkland due for the Monarch Ranch development on Gregg Lane just west of Hwy 973. Approximately 400 homes are being built which requires dedicated parkland of approximately 6.06 acres per Municipal Code Section 48(b).
City Council shall exercise our right to choose the land rather than the in-lieu park fees. Further, per Municipal code Section 48(a)(4) and 48(a)(5); ; we choose to have the long side of the parkland along Greg Lane at the Northwest corner of the parcel; and it shall have adequate adjacent parking along with a restroom and several adult and teenage active park amenities. Said land must be genuine parkland exclusive of floodplain, open space or wildlife preserve uses.

ARTICLE III. THE CITY COUNCIL Section 3.01. Governing Body.
The governing body of the city shall be a city council composed of six council members and a mayor, each elected for a term of two years. When used in this charter or any other city document “council person” or "council member" includes the mayor unless the context indicates otherwise.
All council members shall be elected from the city at large. The person receiving the most votes shall be the Mayor. The six persons with the next most votes shall each be identified by Place numbers in the order of the votes so received. Each seat on the council, except for the position of mayor, will be numbered, as Place 1 through Place 6. The council member occupying a particular seat will be identified by the Place number assigned to that council seat. The seven candidates who received the largest number of votes shall be declared elected for those offices.
If the person that received the highest number of votes does not choose to be the Mayor; the Mayor shall be selected by rounds of voting at the first Council meeting following the election until a Mayor is selected by 4 member votes.

ARTICLE III. THE CITY COUNCIL
Section 3.07. Meetings. ...[to add Monthly Town Halls, and related procedures]
City Council shall hold a Town Hall Meeting each month. All City Council Meetings, Committee Meetings and Town Hall Meetings shall be audio and video recorded and such recordings shall be indexed, archived and online links be made available in a timely fashion. Agenda Packet materials will be available for viewing by meeting participants during the meetings; and citizens may submit digital information to be included. Such citizen items must be submitted 72 hours prior for review by City staff.
City Staff Department Reports will no longer be Consent Items subject to no public comment.
Council procedures for Public Comment shall be returned to the procedures in place on March 15, 2023.
Per the Texas Attorney General's Public Meetings Handbook page 24; the City shall establish a website message board for the purpose of having open public communication between Council members, Commission and Committee members; and authorized City Staff without any risk of quorum violations. Said online message board must be one click from the City website home page; and is for non-public authorized users as noted above.
All committee and commission members shall have an individual and confidential email address made available to the public for citizen input.
Citizens will no longer be required to verbally disclose their personal address at City Council, Commission, Committee or Town Hall Meetings; further, no personal addresses shall be included in the Minutes or other public documents without such citizen's written consent.

ARTICLE III. THE CITY COUNCIL Section 3.09. Compensation.
The Mayor and Councilmembers will be paid bi-weekly as Independent Contractors and may not have other employment or business operations requiring more than 20 hours per week of their time during normal business hours. The Mayor shall receive $52,000 per year; and Councilmembers shall receive $48,000 per year. Councilmembers shall receive two-weeks of vacation with pay.
They shall be entitled to reimbursement for actual and necessary expenses incurred in the performance of official duties, as budgeted and duly authorized. Two staff members or assistants shall be provided for council.

ITEM M.
ARTICLE XIV. RECALL
Section 14.1. General provisions.
Any member of the City Council may be removed from office by recall. Any voter of the city may make and file with the city secretary a certified petition for councilmember recall which must be signed by registered voters residing within the city in number equal to 25 percent of the number of votes cast at the last general election of the city. Such petition and any resulting ballot item must include the name of the Councilmember and the words "shall be recalled and removed from office."
Related provisions as to the procedures to be followed, including Commencement of Procedings, Examination and Sufficiency, Action on Petition, and Procedure and Results of Election shall be as those for Initiative and Referendum as specified in ARTICLE VI. INITIATIVE AND REFERENDUM.
