Hello, Chattahoochee Hills!
A few issues have come up over the past month that I wanted to address.
It’s been brought to our attention that there are a couple of new potholes on Hutcheson Ferry Road. I understand the frustration, especially since the road was recently worked on. I wanted to take this opportunity to explain the type of work that was done, along with some context around the City’s road maintenance strategy and finances.
The most important point is that Hutcheson Ferry wasn't actually given a full repaving job. Instead, it was micro-surfaced, a process where the roadway is coated with a thin layer of asphalt and aggregate designed to extend the life of the existing pavement by filling small cracks and adding a strong bonding surface layer.
It's very different from the full-depth reclamation and repaving recently completed on Rico Road. Micro-surfacing has a 10-year lifespan, but because it doesn't fix the underlying road sub-bed, it'll still allow a pothole to form if one would have formed there anyway, and with the freezethaw cycles we've had lately, now is the time you'll see that.
These decisions were financially driven - because the City simply doesn't currently have the funds to repave all of the roads that could use it to Georgia Department of Transportation (GDOT) standards. So, we're parsimonious, doing the best we can with the money we've got to keep our roads in decent shape, and most importantly, safe.
More details about the numbers:
We micro-surfaced approximately 9 miles of Hutcheson Ferry for just over $1.2 million, or about $135,000/mile, which is expected to add 10 years of life. That's appropriate there, because while the road surface was deteriorating, the base was mostly in decent shape, and we had done spot full depth patch work in previous years to fix many areas that were failing.
According to engineers, Rico Road was in significantly worse condition, with many areas where the sub-base was

failing and subsiding. It required full depth reclamation, which includes soil-cementing the sub-base, and then fully replacing the entire depth of asphalt in two layers. That work was done on around 4 miles for about $1.8 million, or just under $450,000 per mile. The good news is that this work should last for 20+ years before any major work is required.
Our latest look at the overall numbers showed a roadwork funding deficit of nearly $3 million per year - even with the TSPLOST funding we receive and the money we've been able to sock away internally for paving projects. We're updating those numbers now to confirm where we stand for our upcoming budget process.
In the meantime, rest assured that Darold and his Public Works crew will quickly patch those potholes and complete any additional stabilization work on Hutcheson Ferry by this summer — as always, we appreciate your patience!

Nestled in the countryside of Chattahoochee Hills, Worth It Farms is home to the largest herd of endangered British Guernsey goats in the Southeast. Kristy Smith, raised in a farming family in Alabama, has always had animals in her blood. Chris Smith, who grew up in the city, had little experience beyond caring for dogs and cats. But with determination and a hands-on approach, he quickly became a skilled farmer—learning everything from administering medical care to building run-in sheds that keep the operation running smoothly.
At Worth It Farms, British Guernsey goats thrive on rotational grazing, supplemented with high-quality legume hay, locally milled rations, and essential minerals like vitamin E, selenium, and copper. No hormones, antibiotics, vaccines, coccidiostats, or chemical dewormers are used


unless medically necessary. Instead, they prioritize natural parasite management through herbs and forage-based products.
Their farm-fresh, raw goat milk is chilled in stainless steel containers, bottled in reusable glass, and available on-site or at a local farmers' market. Customers who bring their own containers enjoy discounted pricing. Butter, cheese, and yogurt will be available soon. As per Georgia law, all milk is sold for pet consumption under a pet feed license.

Karmel Moosavi and Stephanie Charvin discovered they were kindred souls when they met in South America. They both loved nature, community, family, and the sense of harmony that comes when everything is connected.
After they married and moved to the United States, they lived in different communities for several years until 2024, when they discovered their dream home in the countryside of Chattahoochee Hills, Georgia.
When selecting a barn quilt for their property, they chose a Mandala pattern for its circular design, which symbolizes the cyclical nature of life and the idea that everything is connected.
Discovering Good Vibes in Chatt Hills
Karmel & Stephanie first discovered Chattahoochee Hills while living in Milton—a once rural, now urban town in metro Atlanta, Georgia. The couple would venture down to Chatt Hills on weekends to enjoy its beautiful Cochran Mill Park, where Karmel enjoyed mountain bike riding, while Stephanie hiked the wooded trails with their dog Leah.
When a friend learned of Stephanie's interest in organic gardening, she suggested they visit the organic farm in Serenbe, a quaint hamlet in Chatt Hills. The couple spent a day touring Serenbe and discovered they loved so much about this community—its focus on the environment, its friendly neighbors and sense of community, and its attachment to nature—they began to wonder if a home in Chatt


Hills might be in their future.
They decided to venture out to the countryside to look for a home with acreage. They dreamed of finding a property with space enough for gardening, permaculture, raising animals, and starting their family. While they couldn't quite visualize what that might look like, their dream became crystal clear when they discovered a home on 10 acres, nestled in the woods off a gravel road. The good vibe was instantaneous, and the couple knew they had found their new home.
Since moving to their Chatt Hills home in July 2024, Karmel & Stephanie have experienced much joy making connections to nature, community, and family. They planted an orchard and learned more about organic gardening from the nearby Rodale Institute Southeast Organic Center; they met their neighbors and began to share common interests of music, beekeeping, and gardening; they reached out to the Bear Creek Nature Center and are looking forward to volunteering there; and most important of all, they have experienced the joy of starting their family with with their infant son, Matin.
After living in various places, this happy family has finally found the place they call home.

The Chattahoochee Hill Country Conservancy (CHCC) had the pleasure of taking Chatt Hills City Councilmembers Camille Lowe and Ruby Battle Foster to visit Deer Creek Farm, GA, off Hutchenson Ferry. We learned about their crop planning for the next season, as well as their exciting plans for growth!
Lily Rolader Baucom, Conservancy board member, coordinated the visit, helping facilitate conversations about the role of local farms in our community. We were also joined by BreeAnn Clowdus of The Good Place Farmstand, who connected with Deer Creek Farm owners, Joe and Merlon to explore ways they can collaborate in the future.
The Conservancy is proud to support agriculture in Chatt Hills, including farms like Deer Creek, and we love to see farmers working together to strengthen our local food system. The Chattahoochee Hill Country Conservancy is dedicated to protecting and activating the natural and cultural resources of Chattahoochee Hill Country. We aim to preserve scenic vistas, wildlife habitats, farmlands, and historic sites while fostering sustainable land management practices. State lifts poultry suspension after bird flu outbreak

The state Department of Agriculture has lifted a suspension of poultry activities in Georgia following the successful completion of testing for bird flu with no additional detections. Two cases of avian influenza (HPAI) were discovered last month in commercial poultry flocks in Elbert County. That outbreak prompted the

state agency to suspend poultry activities across Georgia including sales at auction, flea, or livestock markets, meet ups, swaps, and exhibitions. The order exempted the retail sale of poultry products including meat and eggs.
“I’m excited to announce that both commercial poultry producers in the control area and poultry enthusiasts across our state can return to normal operations," Georgia Commissioner of Agriculture Tyler Harper said Monday.
“While this announcement is a great step in the right direction, HPAI remains a significant threat to our No.-1 industry, and the Georgia Department of Agriculture will continue working around the clock to protect our state’s flocks and to keep prices as low as possible for Georgia consumers.”
Every commercial operation within 6.2 miles of the affected area was subjected to increased testing and movement controls. Agency staff completed 4,541 tests representing 49,951 individual chickens and hundreds of flocks with no additional detections of HPAI.
Outbreaks of bird flu across the country have been blamed for record egg prices. According to the U.S. Bureau of Labor Statistics, the cost of eggs has nearly doubled from a year ago.
Sweep the Hooch volunteer river cleanup returns for 15th year
Atlanta, GA – With the vision of a trash-free Chattahoochee in mind, Chattahoochee Riverkeeper (CRK) is pleased to host the 15th annual Sweep the Hooch volunteer cleanup on Saturday, March 22. The cleanup will take place from 9:00 a.m. to 12:00 p.m. at more than 60 locations throughout the Chattahoochee River watershed.
Litter pollution threatens rivers, lakes, and oceans around the world. The Chattahoochee River is no exception: trash in the river, its lakes, and its tributaries harms wildlife and prevents communities from enjoying outdoor spaces. Over time, plastics that are exposed to the elements break down into microplastics, which are potentially harmful to our water supply and to aquatic ecosystems.
In 2011, CRK organized a watershed-wide volunteer cleanup called Sweep the Hooch to address the problem of litter pollution in the Chattahoochee River Basin. That year, 360 volunteers helped remove 7,100 pounds of trash from our waterways in a single day.
Thanks to the continued support of community groups, businesses, municipalities, and volunteers, the impact of the event has grown significantly: last year, more than 1,200 Sweep the Hooch volunteers removed 65,000 pounds (or 32.5 tons) of trash and recyclables across the watershed.
“Sweep the Hooch began as an ambitious project to clean up the Chattahoochee,” says Tammy Bates, CRK Outings Director. “It has steadily grown into an event that people look forward to year after year. The impact is undeniable: since 2010, we’ve seen our volunteer base more than triple and the amount of trash removed increase nearly tenfold. It’s a testament to how communities truly care about the Chattahoochee River and all the people and wildlife who depend on it.”
Volunteers can sign up for a cleanup site near them at sweepthehooch.org. Participation is free, but individual registration is required. CRK will provide necessary supplies. Teams, clubs, and community groups are welcome to participate, but are encouraged to sign up early; once a site reaches capacity, registration for that site will close. Each volunteer will receive a one-year CRK membership to thank them for their hard work.

The Chattahoochee River crested at 19.3 feet above flood stage—had it reached 24 feet, my bridge would have been washed out, cutting off access to and from work. Proper Hair Celebrates 8 Year Anniversary

ProperHair celebrated its anniversary in February. After going through old pictures and memories this morning, and I wanted to thank everyone for ongoing support over all these years. I couldn’t have done it without you! I grew up less than a mile from here riding dirt bikes and building forts in these woods. We were always trying to find the waterfall, and who knew, it was here the whole time. It's been so much fun seeing all the kids grow up here, especially giving them their first haircuts.
The idea for Proper Hair was to create a workspace to allow everyone to experience a personal hair session. I wanted the space to feel like an extension of my home where clients could come in and relax while getting a proper haircut using premium products that were still good for the environment. I felt that the community of Serenbe, where I call home, was the perfect fit—blending nature, beauty, and relaxation.

The Magic of Bringing Women Together: The Women’s Network Builds Connection and Supports Community
Started five years ago by Karen Flanders, the Women’s Network at Serenbe brings women together in Serenbe and Chattahoochee Hills because they believe that there is magic in doing so…and its 275 members wholeheartedly agree! The appetite for women to build meaningful relationships with other like-minded women has just continued to grow since 2020.
The Power of Connection
Studies have shown that women who build strong, supportive networks are more likely to experience growth, increased well-being, and greater overall success. The Women’s Network is all about fostering relationships that help women navigate both personal and professional challenges, and the events are designed with this in mind. Each event, while centered on a specific topic, also offers ample time to socialize, to get support and to deepen relationships. This blend of structured discussion and informal networking allows women to bond over shared experiences, to learn from one another and to walk away feeling recharged.
Bringing Inspiration to Life
The Network runs events four to five times a year and selects themes that resonate with the membership. Topics for 2025 events include: values & priority setting; financial literacy; the relevance of AI; foster care & adoption and ag-

ing & saging. Most of the events are free, thanks to women in the neighborhood who offer to host, and provide an opportunity for women to explore ideas and to engage in interactive discussions. The Women’s Network also runs an Innovation Think Tank which serves as a business incubator for entrepreneurs and creatives in the community. While these events are invaluable for personal or professional growth, they also serve to reinforce the power of community. In a world that often feels divided, the Women’s Network at Serenbe offers a space for women to come together, to connect, to collaborate and to give back.
Creating Community & Giving Back to the Community
“I am so happy to be a part of the leadership team for the Women’s Network”, says Lorrie Thomas Ross. “Ever since we bought our home in Serenbe in 2015, I dreamed of having a women’s group like this”. As the Network continues to evolve, its impact is felt not only in the personal achievements of its members but also in the strength and resilience it cultivates within the broader community. Every year, the Women’s Network hosts a fundraiser for a local charity as a way of giving back. For example, in December 2024, the Women’s Network at Serenbe raised over $10,000 to support Community Brickworks.

I honestly can’t remember the last time I bought salad dressing. With just a few pantry staples, you can create dozens of delicious dressings. Let your imagination take over.
Tasting in Context
Of the many lessons I’ve learned throughout my years of cooking is that when making salad dressings one should always taste in context. That means don’t simply taste the dressing, taste it on one or more of the salads components (a bit of greens, cucumber, tomato…) and adjust seasonings accordingly. Ingredients, particularly greens, differ in levels of bitterness, acidity and sweetness. Your salad will thank you for it!

Sometimes our reptiles need a little help shedding their skin—and a bath can do just the trick. Normally Leo the leopard gecko rubs against the rocks or other items in his enclosure to help shed and he will promptly make a quick snack of his old shed. What a great clothes recycling system!
Outtakes? Nah, these are pretty normal takes for our silliest snake, Ambrose the cornsnake. Each of our residents has their own, unique personalities and Ambrose tends to be adventurous in strange ways…often climbing our naturalist like she is his personal tree. Ms. Amber is one of our visiting students’ favorite teachers to meet, but she doesn’t always get spotlighted on our social media. Ambrose loves his Ms. Amber so much that it’s hard to separate him…so she gave us permission to share his silliness.

Zorro's Crossing, a serene equestrian rescue in the picturesque landscape of Chattahoochee Hills, is dedicated to rehabilitating and providing a lifelong home for horses in crisis or discarded by the racing industry. This nonprofit sanctuary offers equine-related activities that promote relaxation, balance, and personal growth while supporting its mission of rescue and care.
On Sunday, March 23, 2025, at 1:00pm (rain date March 28th, same time), Zorro’s Crossing will host a Horse Yoga session with Misty Caples (@misty.caples), 500 E-RYT, YACEP, REIKI 1 & 2, certified instructor. This event combines the calming practice of yoga with the gentle presence of horses, creating a deeply grounding and mindful experience. Participants will stretch, breathe, and find inner peace alongside these beautiful animals—perhaps even joined by a friendly cat or dog.
Participants should bring their own mat, blanket, and water. All proceeds go towards caring for the horses at Zorro's Crossing.

Featured Artist ~ Finley
Finley is a New York City, Serenbe and Rome-based artist renowned for her vibrant paintings, monumental murals, and innovative urban art interventions. Her work is characterized by an intense use of color and a commitment to feminist themes, aiming to transform public spaces and challenge societal norms.
One of Finley's most acclaimed projects is the "Wallpapered Dumpsters" series, where she adorns industrial waste containers with ornate wallpaper designs. This initiative not only beautifies urban environments but also prompts viewers to reconsider notions of waste and aesthetics.



In 2014, Finley founded the Every Woman Biennial (formerly the Whitney Houston Biennial), an inclusive art festival celebrating female-identifying and non-binary artists. From 2014 to 2024, the biennial showcased over 1,400 artists across New York, Los Angeles, and London, featuring a diverse array of artworks presented in a salon-style format.
Beyond her artistic endeavors, Finley is an active curator and collaborator. She serves as the Director of La MaMa Galleria (2021-2024) in New York City and engages in multidisciplinary projects that blend visual art with performance and community engagement.

Rhecia Bonita Healy, aged 81, passed away peacefully on January 29, 2025, in Newnan, Georgia. Born on January 27, 1944, in Princeton, Indiana, she was the beloved daughter of the late Albertus and Catherine Meyer.

Rhecia dedicated much of her life to caring for others as a devoted nurse at South Fulton Hospital. Her nurturing spirit and commitment to helping those in need were evident throughout her career.
Beyond her professional contributions, Rhecia had a successful endeavor selling Mary Kay Makeup, often earning the iconic pink cars for her achievements. She also enjoyed collecting dolls and Winnie the Pooh memorabilia.
Rhecia is survived by her loving husband, David Healy, who stood by her side throughout their many years together. She leaves behind a legacy of love in her children: David Healy, Jr., and his wife Lisa, Heather Majors, and Craig Healy. Her cherished sister, Sheila Meyer, will also dearly miss her presence.
Rhecia’s joy and nurturing spirit live on in her grandchildren: Beau Healy, Rhecia Majors, Callie Majors, Maggie Majors, and Craig (C.J.) Healy, Jr. They will forever hold dear the fond memories and lessons she imparted to them.
She is preceded in death by her parents, Albertus and Catherine Meyer.

Obituary for John Edgar Graham, Jr.
John Edgar Graham, Jr. of Chattahoochee Hills, GA, passed peacefully on February 3, 2025 at the age of 83. John was born in Jacksonville, Florida and was the only child of John Edgar Graham, Sr. & Nadine (McCullough) Graham.
John Graham was a visionary arts administrator whose career spanned more than three decades, leaving an indelible mark on numerous cultural institutions across the United States. Born with a passion for the arts, John dedicated his life to fostering artistic expression and community engagement.
He earned his bachelor’s degree in History from the University of Virginia and his graduate degree in Public Administration from the University of Washington. After his graduation he joined the United States Navy and served for six years during the Vietnam War. He served on destroyers and was an assistant to the admiral. He received and honorable discharge in 1969 with the rank of Lieutenant. John then entered the world of symphony orchestras, serving as Development Director for the Seattle Symphony Orchestra for eight years, followed by a similar role with the Oregon Symphony Orchestra in Portland for another eight years. He also taught arts management at Southern Methodist University before becoming the Executive Director of the Florida Symphony Orchestra. His efforts in these roles significantly enhanced the financial stability and outreach of these organizations.
John later formed a partnership with Tom Tomlinson to counsel arts organizations and developers of arts spaces. Their firm, Tomlinson-Graham, became highly sought after by arts organizations nationwide. As a principal, John consulted for museums, orchestras, and cultural fundraising initiatives, sharing his wealth of knowledge to strengthen the arts sector.
In 2006, in that capacity, John was invited to Serenbe in Chattahoochee Hills Georgia, to strategize the integration of art and culture into the burgeoning community. Captivated by Serenbe's vision, he became the founding Executive Director of the Serenbe Institute for Art, Culture & the Environment. Under his leadership,
the Institute launched its inaugural program, AIR Serenbe, an artist-in-residence initiative that attracted creatives from around the world. His tenure also saw the birth of Serenbe Playhouse in 2009, which evolved into a nationally recognized outdoor theater. His foresight led to the establishment of dedicated artist cottages on the Art Farm at Serenbe, providing residencies and fostering a thriving arts community.John's legacy is one of passion, dedication, and an unwavering belief in the transformative power of the arts. His work not only enriched the communities he served but also inspired countless individuals to appreciate and support the arts. He will be remembered as a guiding light in the cultural landscape, whose contributions will continue to resonate for generations to come.

(Parks & Recreation) It was moved by Councilmember Lowe and seconded by Councilmember Foster to approve Item 25-008. Motion passed unanimously.
4. Item 25-009 – Council Consideration to Amend Ordinance Sec. 2.09(b) of Charter, Electing Mayor Pro Tempore (City Clerk / Legal) It was moved by Councilmember Foster.
EXECUTIVE SESSION: When an Executive Session is required, one will be called for the following issues: Personnel, Litigation or Real Estate. It was moved by Councilmember Foster and seconded by Councilmember Lowe to recess into Executive Session for Legal and Personnel Matters at 7:24pm. It was moved by Councilmember Lightsey and seconded by Councilmember Peek to reconvene the Regular meeting at 8:07pm.
ADJOURNMENT: It was moved by Councilmember Peek and seconded by Councilmember Lowe to adjourn the Regular meeting of February 4th at 8:08pm.

Your State Legislature is in Session and Encourage Your Involvement
You probably know your Mayor, Tom Reed, and City Council members Ruby Foster (District 1), Richie Schmidt (District 2), Scott Lightsey (District 3), Camile Lowe (District 4), and Rodney Peek (District 5). But do you know who your Federal and State representatives are? If not, this is the time of year where it is good to know who your state representatives and senators are because the General Assembly is currently in session.
The Georgia General Assembly is the state legislature of the U.S. state of Georgia. It is bicameral, consisting of the Senate and the House of Representatives. There are 66 senators and 180 House members. Each of the General Assembly's 236 members serve two-year terms and are directly elected by constituents of their district.
The primary function of the General Assembly is to pass laws. Members introduce bills on a wide range of issues, from education and health to taxes and criminal justice. These bills go through committee reviews, debates, and votes before becoming law.
The Georgia Constitution limits the General Assembly to 40 official days each year. The Legislature's only mandate is to approve a budget, meaning lawmakers could complete their work in less than 40 days. Typically, lawmakers meet for all 40 official days and the session lasts around 90 days, accounting for weekends, off days and workdays related to legislative duties.
The 2025 session opened Monday, January 8 and will close on April 4th. The session is broken into two parts, with what is known as "crossover day" in between, typically around the 28th legislative day. Legislation that hasn't passed at least one of the two chambers by "crossover day" cannot be taken up for consideration for the remainder of that session. However, measures that fail to pass in time can be attached to other bills as amendments after crossover day.
Legislative measures are filed by members and assigned to committees for review. The House has 38 standing committees; the Senate has 28. Legislation must be passed by committee before it can go before the full chamber. Even committee-approved measures must be reviewed and passed by another committee, Rules, before going to the floor for debate. The House speaker retains

the power to schedule floor votes on legislation, giving him the power to block measures.

Legislation is approved or denied by majority vote, except in cases involving proposed voter referendums, such as in constitutional amendments or significant changes to local governance, as in the chartering of a new city. In those instances, approval is my two-thirds majority. Bills and resolutions that pass both chambers of the Georgia General Assembly must still be signed into law by the governor. The Georgia General Assembly can override a governor's veto with a two-thirds majority vote in each chamber.
