Welcome to The Road Safety Trust’s first Impact Report.

We are pleased to be able to celebrate 5 years of grant-giving and our first 25 completed projects by articulating the impact made to UK road safety through our funding – a milestone indeed.

As a new grant-giving charity, these first 5 years have been formative ones, allowing for the development from scratch of our approach and systems. The period has given us the opportunity to learn about how best to attract high quality applications, assess and award the grants, manage, and support each project as a partner and capture the progress and difference made. As a grantgiving Trust, we are entirely dependent on projects meeting their objectives for us to meet ours of ‘making UK roads safer’, hence the clear need for partnership and collaboration throughout the project’s lifetime. Trustees also accept that there are risks with funding research, pilots and trials and innovation, i.e., it may not always turn out the way we would like; that is the nature of experimentation.

Whilst we have worked with grantees over the years to record their outputs (e.g., reports, websites, videos etc.), it has proved harder to capture their outcomes e.g., better informed young drivers, or motorcyclists with improved awareness. We feel that we have got better at working with grantees to plan for and monitor outcomes of their projects over the 5 years and systems are now in place for making the collection of such information easier and quicker for the 30 ongoing projects and new projects awarded this year onwards.

Yet none of the above really helped the Trust to be able to articulate the difference that it has made to road safety in the UK with its funding, and that has been the true challenge. Due to the nature of projects funded, it is not as simple as measuring reduction in deaths or serious injuries.

Every charity has the challenge of proving its impact which is made easier or more difficult depending on its purpose, who its beneficiaries are or whether it delivers frontline as opposed to being an ‘enabler’ like the Trust, which awards the grants to projects whose objective it is to make that difference.

In 2020, while the whole of the UK was in the grip of Covid-19 and its restrictions, we tackled this ‘charity challenge’ of assessing our impact head-on and the outcome of that work is in this report.

For clarity, the assessment of our impact relates to the 25 completed projects, not to the total 56 funded (1 of which terminated before completion, 30 of which are ongoing). As projects complete, they will be categorised and added to the total figures which will be reported against annually from hereon in. We also aim to improve how we capture project outcomes, the difference made by them and lessons learned, as our process of assessing our impact develops

over time. All projects have varying degrees of impact and the aim of this assessment is not to try and judge those so much as categorise where a project might have made a difference or has the potential to make a difference. Projects rarely have impact immediately on completion, so a medium to long-term approach is needed and this assessment is just the start.

Covid-19 has resulted in delays for many of the projects that the Trust has awarded grant funding to.

If projects get back on track with easing of restrictions during 2021, then there will be 17 more projects completing during 2021-22, 8 of which were scheduled to complete last year. As more projects get awarded each year, their impact will get captured in the framework introduced here and added to the numbers below.

While the Trust makes its difference to road safety through grant-giving, its wholly owned trading subsidiary, UKROEd Ltd, contributes to its charity’s purpose through the education of road offenders. All the Trust’s charitable income is donated by UKROEd and comprises any surplus made through the operation of the National Driver Offender Retraining Scheme (NDORS) which it carries out on behalf of participating UK Police Forces. The Trust could not do what it does without UKROEd and its delivery partners.

I am delighted to contribute to this first Impact Report of our parent charity, The Road Safety Trust. UKROEd has its own Board of Directors with responsibility for the governance and development of the NDOR Scheme on behalf of the UK Police Service and it shares the same vision as the Trust.

Through its actions, UKROEd drives behavioural change outcomes that result in safer roads. The focus on preventing re-offending is a key element of our approach. Some facts and figures are opposite:

11 UKROEd currently provides 11 courses that address change of driver behaviour around speed, safety, seatbelts, cycling, vulnerable road users, motorway driving and offences committed on motorcycles.

11.1m 11.1m such courses have been delivered since 2014, with 82% focused on change of behaviour around speed.

1.31m During 2020-21, 1.31m courses were delivered. These were delivered virtually, due to Covid-19 restrictions.

40,000 Of 40,000 survey respondents who attended and completed an NDORS course during 2020-21: • 89% stated they will be more safety conscious for themselves and other road users as a result of the course; and • 87% said they will consider the impact of their driving upon other road users.

Results of an impact evaluation on the National Speed Awareness Course (NSAC) published in May 20181 indicated that participation in this course was more effective at reducing speed reoffending than a Fixed Penalty Notice (comprising a fine and penalty points) over a period of 3 years following the initial offer to attend.

An overview of the findings is set out in the following table. The findings also suggested that the effects of the course were greater among those drivers who had held a licence for a longer period of time.

1 Ipsos Mori (in association with George Barrett) and the Institute for Transport Studies the University of Leeds were commissioned by the Department for Transport to undertake an assessment of the effects of the National Speed Awareness Course (NSAC) on the subsequent speed reoffending of participants. The full Impact Evaluation can be found here: Impact evaluation of the National Speed Awareness Course (publishing.service.gov.uk) 2 These reductions should be interpreted as the percentage reduction in the reoffending rate for course participants compared to the comparison group e.g., the reoffending rate for course participants after 3 years is 21%, a 10% reduction would imply that this reoffending rate would otherwise have been 23.3%.

Agilysis was approached to help us compose a framework that was appropriate for the types of projects we fund, the Trust and the road safety sector

“To create a framework to determine impact, the starting point was the Trust’s vision: “To have the safest roads in the world with zero road deaths and serious injuries.” This is the ethical imperative at the centre of the Safe System model, making the Safe System the perfect approach for articulating the impact of funded projects.

Many countries and organisations have adopted the Safe System model, with the core elements in the centre, surrounded by the various actions these territories believe contribute to the creation of a Safe System. Working with the Trust team, we grouped these actions into eight headings of ‘change mechanisms’; these are the mechanisms that funded projects will use to effect change in the UK road safety system. We also decided to design an adapted Safe System specifically for the Trust, adding in ‘Road Safety Management’ as an element.

The new model provides the Trust with a framework to categorise projects and to understand how each project will have an impact on the system. This, in turn, helps the Trust understand the impact it has in achieving its charitable purpose.

The framework also highlights the areas where more work is needed and therefore where future rounds of grants might need to focus.”

STEP 6 We categorised projects into the Safe System framework. This was harder than it looks, due to the overlap of projects between pillars e.g., a project which clearly contributes to ‘Safer People’ may also include a component of ‘Safer Roads’.

The process of assessing our impact has been an interesting and challenging exercise, which will continue and develop as we award more projects and as those projects complete.

As a result of the work carried out and explained in this first impact report, The Road Safety Trust is able to demonstrate that it has made a difference to UK road safety through its grant award of £1,571,074 to the first 25 completed projects either contributing to, or having the potential to contribute to, the following:

IMPROVED ROAD SAFETY MANAGEMENT Safer Vehicles report (PACTS Project ‘Seizing The Opportunities’ on p31) was credited as evidence for the Government’s updated car buying standards which mandates 5-star cars from 31 Dec 2020 for central government departments and agencies.

SAFER SPEEDS A community-led intervention to improve residential road safety was developed and trialled (see ‘Community Corners’ project on p35). The intervention used light touch engineering measures such as street furniture and road markings.

A statistically significant decrease was observed in speed and traffic volume on experimental streets. A positive trend could also be observed in residents’ perception of safety and environmental parameters on experimental streets.

SAFER PEOPLE A research report produced by Nottingham Trent University (see project p18) suggests that a mindfulness training intervention can produce safety-related improvements in driving in laboratory and on-road measures.

These include positive effects on driving-related anger, speed variance, hazard perception and mind wandering.

Promoting safety for vulnerable road users: assessing the investigation and enforcement of endangerment offences University of Leicester | £45,138 RST PRIORITY: RESEARCH THAT INFORMS Outputs, Outcomes & Difference Made A report examining current practice around the enforcement of endangerment offences – dangerous driving, careless driving and using a mobile phone whilst driving.

A video, podcast, journal publication and article in ‘Magistrate’.

The report contains a set of recommendations for policy and practice and has been disseminated widely. Feedback from police forces has indicated some adoption of good practice identified through the report. The report was submitted as evidence as part of the House of Commons Transport Committee inquiry into road safety and active travel and contributed to the case for clarifying the law around driving and mobile phone use. An article was published in ‘Learning the Lessons’ produced by the Independent Office for Police Conduct’.

The report has been used by the MPS Strategic Pursuit Group and National Pursuit Group to analyse the reasons for pursuits and how they are resourced and conducted. It has contributed to updates to working practices, including an increased emphasis on pre-emptive tactics as well as informing training and guidance for officers. Feedback from the MPS is that the project helped to improve the decision-making skills of control staff and drivers involved in pursuits and enhanced communications between control room staff and pursuit drivers.

The new organ trauma model has been included in the Toyota Motor Corporation ‘Total Human Model for Safety’ (THUMS) software. THUMS is a virtual human body model software program for computer analysis of human body injuries caused in vehicle collisions.

The laboratory tests indicated better perception and braking times for LED lights than bulb-based lights and some further differences between models. This needs to be validated in a real world setting in order to generate reliable and actionable new knowledge for manufacturers. The RST plans to issue a call to complete the research.

Trialled and tested an intervention using light touch engineering measures such as street furniture and road markings. A statistically significant decrease was observed in speed and traffic volume on experimental streets. A positive trend could be observed in residents’ perception of safety and environmental parameters on experimental streets.

The project carried out an evidence review, surveyed local authorities for local studies and produced a report and a guidance note for practitioners. Local studies suggest speed reductions of 1–2 mph for Centre Line Removal, however the report concluded there is a lack of robust studies.

Evidence-based policy recommendations for cycle infrastructure presented in an accessible format e.g.

• Mini roundabouts, like conventional roundabouts, may increase risk to cyclists.

• High streets (with clusters of retail and related activity) are riskier for people cycling.

• Shared bus lanes should not be considered as safe cycle infrastructure.

• Sites with painted (usually ‘advisory’) cycle lanes are riskier for people cycling than sites without.

Meet the Team I would like to acknowledge our Grants Team in the production of this first Impact Report for the Trust. It is a very small team with only 1.5 FTE staff across 3 people.

The team manages the entire grant planning, application, award, monitoring and management process on a day-to-day basis.

Strategic oversight is provided by the Road Safety Initiatives Committee which is comprised currently of 6 Trustee members with delegated responsibility by the full Board of Trustees.

This work on assessing our impact as a charity would not have been possible without the level of knowledge and familiarity with each individual project that the Grants Team has. My thanks go to Louise, Tanya and Victoria for carrying out this vital work in addition to management of our grantee projects in a year of uncertainty like no other.

LOUISE PALOMINO Grants Director Louise joined the charity in 2015 and has led it through its 7 different grant rounds to date. Most of the 42 different organisations which have received grant awards will have liaised with Louise at some point on their journey. “As a Grants Team we are grateful for and inspired by the hard working projects we have funded for the difference they are making to road safety”.

TANYA QADIR Grants Officer Tanya boosted the capacity of the Grants Team by 0.6FTE when she joined to help Louise in 2018 and has made a real difference to the Trust’s ability to properly service our grantees and their projects while we are working with them.
