Transport for Wales RMT Guards Company Council Update

Some of the most recent developments that are relevent to the grade are.

• Rest Day & Sunday Working Arrangements-a review following the introduction of Sunday in the Working Week and the potential impact to rosters/links will take place by September 2025 with further details on the method of the review to be provided in due course.

• Class 756 working Vale of Glamorgan Line-RMT

continues to press Transport for Wales (TFW) for an assurance that any plans for Class 756 working on the Vale of Glamorgan line will not undermine agreements pertaining to the role of the Guard.

• Lateral Transfer Policy-negotiations continue with the company over an amendment to the existing agreement around lateral transfers to reflect the introduction of dual contracts for some Core Valley Line Guards.

GUARDS COMPANY COUNCIL MEETING REPORT

The following is a summary of the main discussion points arising from the most recent Guards Company Council Meeting held on 9th July 2025:

Operational Incidents Over the recent period eight operational incidents involving Train Managers have been investigated. In each case following investigations no identifiable issues with rosters/links to associate them with the incidents. There have however been recommendations made for the company with regards to post incident procedures and we will update you of these in due course.

Fatigue Index Calculator The issue was raised with a presentation provided by the company on the application of the system. Currently all proposed rosters/links all run via the calculator with any issues identified raised with the relevant local representatives. Daily Train Managers shift work is scrutinised with any issues identified raised with both management and the staff member concerned though this has not been required for some time now. Your representatives requested further detailed information in this regard which the company committed to providing.

Competencies (class 150 units) This issue was raised primarily for North based depots who are reporting issues with lack of familiarity. Following discussion, it was agreed that the current training would be review including 197 procedures with a method of re-brief to be developed.

Traincrew Facilities (Carmarthen Depot) this issue was raised with the company advising that the lease for the handover of the old taxi building to Network Rail will complete in October 2025. From there plans will be drawn up for a modern multi-level building for joint Transport for Wales/Network Rail use. The company gave a commitment that the trade unions would be consulted on all aspects of the plans.

Diagrams Amendments the issue of diagrams being amended by Resources was raised and it was agreed that a meeting would be arranged between the Company Council and Resources to investigate these issues in more detail..

Automatic Selective Door Operation (ASDO) This issue was raised following recent instances of the incorrect operation of the procedure. Although in each instance the Train Manager followed the correct protocols the company advised that all Drivers are to be re-briefed on the procedure. We advised remaining vigilant on this issue and to make your representatives aware of any further issues.

Release for Jury Service this issue was raised, and it was agreed that a further meeting would take place to achieve more robust guidelines around the release for such instances.

Power Operated Points (POPS) The training for staff who operate points was discussed with the company advising that a proposed a new facility at Shrewsbury looks promising however that further work will take place on how to deliver the training in the long term potentially with a facility at the Network Rail site in Baglan.
