here are those events or occasions in our lives that define us, that tell the world who we are, what we are about. These defining moments are in the choices we make - the jobs we work at, the families we have, the lives we live.

In the year 1492, Christopher Columbus, sailing from Europe, sighted the continent of North America, the future home of the country to be called Canada. This was a defining moment in our history.

Canada celebrated the 500th anniversary of that defining moment in 1992. There were a couple of other defining moments in that year - one that went into the history books and one that was more personal than historic.

And as it turned out, contrary to dire warning and fearful prediction, the country fell into neither abyss nor chasm; it was washed into no sea and was crumbled into no dust.

Was it the right choice? Perhaps, perhaps not. We don’t know and we can’t know there are no do-overs. What we do know, however, is that it was our choice - it wasn't the choice we were implored to make, expected to make - it was the choice we made independently and freely.

It was a defining moment. And a proud one.

Recently, Canada had another opportunity for a defining moment: our former Prime Minister was asked, on American TV, to define a Canadian - what is a Canadian, he was asked. And he answered by saying, “Well, we are not American”.

This was a gratuitously rude and churlish response, as if being American is something inherently bad.

And the response "We are not American' though technically correct, is also grossly incomplete. Indeed, we are not American, but we are also not Samoan, nor Nigerian, nor Senegalese, nor Chinese, nor ... nor ... nor any of the other 190 nationalities on this Earth.

The year 1992 was a defining moment personally, because that was the year that Mr B and Ms S both said "Yes" to joining their lives together. That particular event, banner occasion for us though it was, probably won't make it into any history books other than our own.

The defining moment that did make it into the history books that year was a national event that concluded with a "No" rather than beginning with the "Yes" that I personally experienced.

We are Canadians, we don’t define ourselves with negatives - we don’t define ourselves by saying what we are not.

We define ourselves by saying who we are - we are Canadians, we live in a free and democratic society.

The national event was the result of the Charlottetown Accord. The Charlottetown Accord was a proposed set of changes to the Canadian constitution. The constitutional changes were sufficiently significant as to prompt the federal government to call for a national referendum on their acceptance. A national referendum called for only the third time in Canada's history.

We are the citizens of a vast and beautiful land. A vast land that stretches from the Pacific Ocean to the Atlantic Ocean and north to the Arctic Ocean. A beautiful land that has maritime shores, Great Lakes, Rocky Mountains, huge fertile prairies, innumerable rivers and countless lakes. A land of almost infinite natural resources.

A land of infinite possibilities.

The referendum asked the question - do you agree with the proposed constitutional changes - Yes or No?

As citizens, Canadians are kind and tolerant; we believe, as our constitution states, in life, liberty and the security of person. And, as evidenced by the 1992 referendum, we are independent thinkers who make up our own minds.

As with national elections, the referendum was preceded by much hoopla and ballyhoo.

Politicians speechified, newspapers editorialized, experts sermonized - and all with the same message: vote “Yes”.

The prime minister of Canada urged and encouraged Canadians to vote "Yes".

The leaders of the other national political parties urged and encouraged Canadians to vote "Yes".

All 10 (ten) of the provincial premiers urged and encouraged voters to vote "Yes".

Virtually all of the national media outlets - newspaper, radio, television - amplified the urgings of the politicians - all of them urging, encouraging, demanding that the electorate vote "Yes" to the proposed changes - for the good of the country, of course.

This was to be one of Canada's great moments, a defining moment for Canada and for Canadians.

The majority of us didn’t listen to the rabble-rousing rhetoric of self-serving, prevaricating politicians nor to the subservient sanctimony of moralizing, self-righteous news editors nor to the arrogant sermonizing of the experts. We were unswayed neither by political rhetoric nor by media manipulation, nor even by expert analysis.

We made up our own minds, all by ourselves, and voted accordingly.

We voted “No”.

We welcome into our borders to become citizens, immigrants from every other country in the world - immigrants of all ethnicities, races and religions.

We know that we are as good as anybody else but we don't think that we are better than anybody else. We look down on nobody and up to nobody. We prefer our society to other societies, but we understand that societies, like ice cream, come in all flavours.

We have opinions on other nations but we do not judge - we spend our time usefully and are more concerned with improving our own society than with disrespecting others.

And, as Canadians, we realize we are like everybody else on this earth - human beings with lives and families, hopes and dreams.

We define ourselves as Canadians without differentiating ourselves from the rest of humanity. We know we are all siblings in the family of humankind.

We define ourselves positively by being who we are, Canadians - and, like the song says - we are strong, glorious and free.

Happy Canada Day, everybody.

Is the World Entitled to the US Market ?

ost countries covet the American market, driven by insatiable consumerism. No country, however, is entitled to free access to another country's market; hence, tariffs are akin to the price of admission. Trump increasing the price of admission to the world's largest consumer market is a protectionist move that anticipates the cost of importing goods into the US will trigger the repatriation of manufacturing jobs that were lost to low-wage overseas labour.

ANALOGY: An amusement park's admission fee reflects the park's attractions.

An amusement park with fourteen high-octane rollercoasters can charge more than one with just three mediocre rides.

In economics, an admission fee is labelled as a "forcing function" because it significantly influences the number of people who choose to visit an amusement park, a movie, a club, a sporting event, a concert, etc. Because tariffs affect trade dynamics, they act as a forcing function, driving consumers to adjust their buying habits and businesses to modify their strategies. While it's safe to say a Nobel Prize for Economics isn't in Trump's future, it's incredible how many people don't understand the forcing function of tariffs Trump is leveraging to stimulate Americans to buy 'Made in the USA.' What's astonishing—though not surprising—is how Canadians, fed by media narratives, scream "act of war" at Trump's tariffs. Are admission price hikes at amusement parks, sporting events, or movie theatres an act of war?

George Carlin, who turned his critical views of American society and governance into a goldmine of satirical comedy, said: “America is not a country, it's a company.” If nations want to continue having access to the US market, then they must pay Trump's new admission price or seek gaining access to other countries' markets. Worth noting, the US has a long history of setting tariffs dating back over 200 years, when the Act Laying Duties on Imports—legislation that imposes tariffs or import duties on goods brought into the US—was introduced. This act, communicated to the United States House of Representatives on April 23, 1790, by Alexander Hamilton, a Founding Father who served as the first US Secretary of the Treasury, argued that making imports more expensive would encourage—through force of function—American manufacturing.

Despite the unease that Trump's gunpowder-like presence in the Oval Office evokes, his tariff hikes aren't assaults; it’s him asserting that nations are free to prioritize their own interests. Countries should respect Trump's 'economic patriotism' rather than resenting and complaining that the country they've been dumping their stuff into has raised the cost of entering its market. Trump's approach, while seemingly simplistic as he's disregarding the complexities of modern globalization, echoes Hamilton's strategy. By making imports more expensive, Trump is encouraging companies to manufacture their products in the US to avoid paying high tariffs, thereby potentially reviving American manufacturing and boosting the US economy.

Here's a truth the global elite conveniently ignore: In 2024, Americans spent nearly $19 trillion. China? $7 trillion. China, lacking the US's consumer appetite, presents Xi Jinping, President of the People's Republic of China, with two options: negotiate a win-win trade deal with the US or risk losing market share to India, Vietnam, and Mexico. With exports to the US totaling $596.2 billion—75.9% of its total exports—Canada is no better off than China, save for its next-door proximity and that Canadians share the American consumer appetite vital for maintaining their 1st-world lifestyle.

For many countries, access to the US market has become an economic necessity, especially for Canada, China, and Mexico. Where will all foreign-made goods (electronics, clothes, disposable items, resources, etc.) go if not to the US? Top 10 2024 Consumer Spending (trillions in US$): 1. United States: $18.8 2. China: $7 3. Germany: $2.3 4. India: $2.2 5. United Kingdom: $2.1 6. France: $1.6 7. Brazil: $1.4 8. Italy: $1.3 9. Mexico: $1.3 10. Canada: $1.2 Trump's trade war isn't about tariffs; it's about resetting the global power dynamic by playing a game of 'economic chicken' to improve the terms of trade for the US, which, given it's the world's largest consumer market, holds the most desirable cards, which Canada's newly elected Prime Minister, Mark Carney seems to be very aware of. During his meeting with Trump at the White House on May 6, Carney, presumably with tongue in cheek, called Trump a 'transformational' president. 'Transformational' can imply whatever you want, depending on which side of the border you're on. Trump hears it as a compliment that he’s making America great again by enacting significant changes, anchored by the following protectionist narrative: In the post-war years, specifically the 1950s and 1960s, America was characterized by a smokestack economy. Unionized factory jobs contributed to the creation of a robust middle class, and the US was largely self-sufficient in its production. Then, the US opened itself up to trade and globalization, and as if it wasn't foreseen that capitalists are in the business of 'chasing profits,' things began going downhill for the everyday American. Wages stagnated due to foreign competition, and well-paying manufacturing jobs were shipped overseas.

American cities hollowed out, and the US became a nation of winners and losers. The college-educated upper-middle class thrived in their white-collar jobs— now being phased out by artificial intelligence—while middle-class workers

were pushed into lowwage service work. Eventually, the rage of the disenfranchised working class boiled over, resulting in the election of Donald Trump, who unapologetically embraces protectionism, not once, but twice, with a "let's try the Democrat" in between.

Too many Americans began falling through the cracks, leading to a growing sense that America's manufacturing base needs to be resurrected, and companies need to reconsider their globalist approach for the sake of the US. Trump often refers to the "many trade imbalances." Trade imbalances are inevitable due to two economies not being on equal footing, one economic block dominating the other. This is the case with the US's Gross Domestic Product (GDP), dwarfing Canada's—$29.18 trillion versus $2.24 trillion. Differences in available disposable incomes, population, regulatory rules, consumer preferences, and spending patterns are natural outcomes of market forces, and therefore acknowledged. Imposing tariffs on all countries as a means of driving capitulation was Trump's roar, causing many countries to blink and now play defense.

Canada's first defensive move: Pointing out how what's being touted as a "trade war" will adversely affect Americans. The impact of Trump's tariffs on Americans or the US economy, in the short or long term, isn't something Canadians should be concerned about.

Furthermore, pointing out that Americans will allegedly feel "economic pain" isn't a compelling argument. Many Americans are sold on the vision that shortterm pain is a necessary part of rebuilding the US back to its economic heyday.

Canada's second defensive move: Implementing across-the-board retaliatory tariffs, which Canadians will pay at the cash register, including on produce Canada can't produce, such as fruits and vegetables, especially during the winter months. I would argue, at the risk of oversimplification, that a foreign-origin tax would be more sensible on imported goods produced (manufactured, grown) in Canada (e.g., apples, furniture, candles, wood), thus utilizing taxation as the ultimate "forcing function" to encourage Canadians to buy 'Made in Canada.'

These defensive moves, along with 'elbows up' virtue signalling, aren't the defensive responses Canada needs right now, which are: •Stop acting like the sidekick of the USA! Canadians need to stop concerning themselves with what Americans do that they believe is in their best interests and focus on what's in Canada's best interests.

•Provincial leaders need to get in sync. Erase all red lines between provinces and speak with one voice in partnership with Mark Carney. Additionally, Doug Ford needs to stop playing the role of Captain Canada.

•Stop pointing at the US. Move on from Trump's increasing tariffs and look within Canada. Why, as I write this, are interprovincial trade barriers still in place? What is the Canadian government doing to build stronger trade alliances outside the US? •End the hypocrisy. Tariffs have long been a part of the global economic landscape. Prior to Canada imposing counter-tariffs, which, as I pointed out, Canadians will pay for, in response to Trump, Canada had tariffs on many products imported from the US, mostly food items that can't be grown in Canada, especially during the winter months. Canada imposes tariffs—which is within its right—on products from Europe, such as pasta, cheese, and automobiles; hence, Canadians must deal with imported items being more expensive than they ever were. I love Pecorino Romano cheese, which in Italy costs around $5 per wedge, and in Canada, around $12. My choice to buy or not.

•Accept that the US-Canada friendship is transactional. Canada and the US are trading partners with distinct self-interests. The US isn't Canada's "friend" per se; Canada is the US's largest customer; hence, because it makes for good business, they're friendly towards Canada. It's like when you go to a restaurant, and the server is pleasant and cheerful; they aren't your friend; they want your money.

It's Trump doing what he does best, using theatrics to show he's protecting American interests while sending the message that the US owes nothing to countries that have built economies heavily dependent on exports to the US. It’s time Canada, and the rest of the world, watered their own grass.

Western Municipal Consulting was appointed as the 2025 Development Appeals Board.

The Town allowed a temporary street closure of 1st Street West from 1st Avenue to 3rd Avenue as well as half a block in either direction on 2nd Avenue for the 2025 Show and Shine on July 12th, 2025.

The Council acknowledged and accepted the 2025 Education Property Tax mill rates: - Agricultural 1.07 - Residential 4.27 - Commercial/Industrial 6.37 - Resource 7.49 The 2025 year end audited financial statements were acknowledged and accepted.

Bylaw 2-2025 was passed to establish a land lease with the Delisle Rodeo Committee.

Bylaw 6-2025 was passed to implement a new Transfer Station supervisor contract.

he Vanscoy & District Agricultural Society would like to say thank you to everyone who came out to help make our Annual Perennial Exchange a huge success. Thank you to Arlie, from Farm One Forty for being our guest speaker, it was great to have her share her knowledge with us !

We are pleased to announce our Grade 12 Bursary recipient, Luke Gessell.

He is a dedicated leader on and off the field, has vast community volunteer experience, and strong academics. We wish him all the best in his upcoming year at post secondary school. Thank you to all those who applied and all the best in the fall.

Crop Report for the For the Period June 10 to 16

W

ith seeding complete in the province, producers are busy with in-field spraying and other activities such as hauling grain. A good general rain is needed to help push crop development and ensure the crop doesn't begin to deteriorate in condition.

There were some isolated showers over the past week with some areas seeing heavy rain and hail.

While the moisture was welcome, the intensity of these storms left some crops damaged. The most rainfall reported over the week was in the Meadow Lake area which received 64 millimetres (mm).

Other heavy rainfall amounts were reported in the Coleville area with 46 mm, the Bruno area with 40 mm and the Prince Albert area with 31 mm. Many other areas of the province received small spotty rains ranging between two to 10 mm, while others were fortunate enough to get upwards of 20 to 30 mm over the week.

Most crops are reported as being normal in their development for this time of year. However, many producers are reporting that without rain soon crop development will be delayed on later seeded crops and hastened for the more advanced crops as they respond to the drier conditions. Spring cereals are rated as 13 per cent ahead, 72 per cent normal and 15 per cent behind. Oilseeds are rated as five per cent ahead, 68 per cent normal and 27 per cent behind. Finally, pulse crops are 14 per cent ahead, 77 per cent normal and nine per cent behind. Crop conditions across the province are mainly rated as fair to good. Producers are reporting that crop conditions will quickly deteriorate if rain is not received soon.

Dry conditions coupled with windy days continue to be the largest source of crop damage, and severity ranges from minor to moderate depending on the region. There were many scattered hail events this past week with damage ranging from minor to severe. Fall seeded crops in later development stages

Producers will continue to actively scout and apply crop protection products to ensure pest pressures are managed while conducting other farming activities. Cattle producers are frequently evaluating pasture conditions and hauling water and feed as necessary. Producers and the public are reminded that conditions remain dry across the province, and every precaution should be taken to limit the risk of fires.

Even with the rainfall over the past week, topsoil moisture conditions continue to decline provincially.

Cropland topsoil moisture is rated as one per cent surplus, 40 per cent adequate, 45 per cent short and 14 per cent very short. Hay land topsoil moisture is rated as 34 per cent adequate, 41 per cent short and 25 per cent very short.
