obin & Quinten Odnokon were married in 1995 and moved to Vanscoy in 1996 where, after getting a tip from a good friend in the food wholesale business, they opened Robin’s Nest Cafe on June 6th. Robin, originally from Outlook, and Quinten, from Saskatoon, have since been operating the successful business for 25 years. During those years they have employed well over 100 local residents, mostly teenagers gaining their first work experience in a caring and responsible environment while they continued with their eduction. Some have gone on to successful careers in the food service, and almost all of them have maintained a friendship with them to this day. The same can be said of their customers. “They have been very loyal to us” says Robin, “and we have become lifelong friends with many of them as well.” The menu has always had a diverse selection of breakfast, lunch and dinner options, and the food quality has been consistent for all these years. This is likely why their catering service took off right from the start too and has grown constantly since then. From back yard BBQ’s to weddings and other events, as many as 300 people, to corporate accounts.

They have always maintained an active presence in the community, supporting providing catering many local community organizations and events and Robin is currently serving as Mayor of Vanscoy. “Supporting our community has always been very important

to us” says Quinten, “and we have found that in the end it all comes back to us 10 fold.” Operating a business 7 days a week is very demanding. Some years they have only been able to take a one week holiday during the year but still they have managed to find time to pursue other activities. This past year has been especially challenging due to the pandemic. With a few months of being closed, take out only or reduced seating, resulting in staff layoffs, Quinten and Robin had no choice but to run the business completely by themselves, working 14 hour days, 7 days a week. It takes something special to be married for 25 years, but to work every day with your spouse for that time is something even more incredible. Maybe it’s because they both share a passion for the Saskatchewan Roughriders, as you can see by the Rider gear that adorns much of their restaurant and the outfits worn by their staff on game days. Though Quinten is the more fanatical of the two of them, they have been seasons ticket holders for many years. Robin and Quinten say “we would like to express our thanks for being able to be a small part of our great customers, employees and friends lives, through good times and bad. It seems they are always with us”. Be sure to stop in and join them in their celebration through the month of July.

We Did It - Together

hat’s right people, we have done it. In the face of intense confusion and pessimism during the past pandemic, we have pulled through one of the craziest times in human history and are hopefully moving back into a situation where we have a semblance of control and optimism about the future. And we did it all as a global collective of national governments working together on vaccine solutions, Federal financial support programs, provincially mandated restrictions, local community run vaccine clinics and family and friends supporting those that struggled through the past year or so. Truely an amazing logistical accomplishment as well as a testament to the community minded efforts of each and every one of us. .... or at least of 80% of us. Although I do still hold out hope for the other 20%. Surely they will get tired of denying, suspecting, blaming, fearing... whatever excuse they chose to not join the collective. When the pandemic first began I was asked by these skeptics if I personally knew anyone that actually contracted COVID-19. Of course I hadn’t, which to them proved that it was a conspiracy, and they began to seek out answers as to what that conspiracy could be. Since then, many of them have either contracted it themselves or have had an immediate family member fall victim. At this point I don’t know anybody that doesn’t directly know someone that has contracted the disease. Conversely I don’t, nor I suspect does 99% of the global population, directly know anyone that has succumbed to a vaccine shot. Yet still the hesitancy. Maybe once the lifting of restrictions on July 11th is upon us and they see the rest of us heading out without masks, setting up at campgrounds, attending weddings or even packing into a Rider

game, they will rethink why they are holding out, because none of us want to mask up anymore just because of them. They could contract or be a spreader of the current Delta variant taking hold amongst the unvaccinated population. Do they really want to be excluded from normal events and activities ? We need to keep working on supporting these friends and neighbours and get our numbers up past 90% where we will all finally have ‘normal’ life back. To me the biggest lesson we can learn for the past situation is that we are all part of a community (not a conspiracy). From all levels of governmental jurisdictions, right down to your next door neighbour, we are always in things together and can accomplish powerful things by working with each other. This has always been the fundamental principle driving our efforts with the RM Review newspaper. You may live in a particular town and are working to help improve community organizations and activities, or maybe developing new infrastructure for future growth, but being able to see what the next town or Rural Municipality is doing to achieve similar goals, or sharing what you are doing, can be nothing but helpful. We are always in a friendly competition with each other but if we also support and learn from each other we can only make the game better, have more fun and have more winners.

Down the Road by Brian Brannagan

Brian’s Birthday and The Plant

I

t was the day before my 69th birthday and as part of my ongoing efforts to maintaining cosmic balance, I was at the local garden centre buying a my-birthday present for my wife.

Being my usual self of stand-upcomedian wannabe, I chuckled and said loudly enough for the small line-up of people behind me to hear, “So, whose lifetime – mine or the plant’s ?”

I had selected a small, yellow rose bush (a good gift for a woman seeing as how women and rose bushes are so similar – they both look good and they both smell good and they both can be a little prickly if you don’t handle them right).

I looked around to see who was appreciating my humour. And pretty much as usual, nobody was (not even the friendly young clerk) - all were quiet, looking down and avoiding my gaze. Except for an older lady - older than me even - at the back of the line. She looked me right in the eye and, with an absolutely made-out-of granite straight face, said “My money is on the plant”.

The clerk was a friendly young man who complimented me on my selection and gave me some tips on caring for the plant. He rang up the sale and handed me the receipt. “And there’s a lifetime guarantee”, he says.

Life can be so harsh sometimes. And prickly, too.

So again, I ask everyone to take one for the team and get the vaccine. We don’t want to miss you for another summer. Happy Canada Day and Go RIDERS !! Ken Sowter Editor

Fire Insurance is insuring your property and belongings from fire and getting coverage to replace them. Fire Insurance provides coverage for any damages or losses that occur as a result of a fire. This includes the structure of the home, the property the home sits on, and the contents of the home, so long as the contents within the property are owned by you, the homeowner. Firefighting Coverage Insurance is having insurance to pay the costs of having fire departments and other necessary equipment and personnel in to put out the fire. This is coverage in a property insurance policy for charges imposed by a fire department for their services in fighting a fire, this is usually a separate limit of insurance, chosen and paid for by the policy owner. It is the responsibility of the RM to provide Fire Protection Services, however the property owner is responsible for fire-fighting costs. In the event of a fire the property owner in the RM of Vanscoy (including towns and villages) will be invoiced. Property owners are encouraged to carry adequate Fire Fighting Insurance as expenses can be very costly. Grass and brush fires generate substantial fire fighting costs. Fire Department call out rates are increasing and there is a possibility that other Departments may be called in for help under Mutual Aid Agreements. If mutual aid is called the costs can add up very quickly. Please review your current policy with your insurance provider. Until next time stay Safe and stay Healthy! If you have any questions or would like more information contact: Battalion Chief Wayne Pearson (Pike Lake Fire Hall) 306-230-1544, or Fire Chief Mike Given (Delisle & District Fire Department) 306-493-7777

First Responders Receive Stair Chair from Delisle & District health Council

T

he Delisle and District Health Council was formed in 1996 for the purpose of administering a fund to be used to carry on activities within the Delisle and District for the benefit of the public, which activities are health related and directed to preventing and relieving sickness and disability, both physical and mental. We maintain a liaison with the Saskatchewan Health Authority and their operation of the Primary Health Care Centre in Delisle as the council has provided the building where it is located. We also support the Medical First Responders operating in our area. It came to our attention that a Stair Chair has become a need in our district. The Stair Chair can be used in emergency evacuations, and patient transport to safely and easily move a passenger up and down a flight of stairs. This is also a valuable tool when an ambulance is not available to be used to return the client to their home. Having a Stair Chair in the community is going to be an enormous benefit to the health and safety of our First Responders performing these types of tasks. It will be made available to the area covered by the Health Council for these types of first responder calls

July 2021

www.rmreview.net

and even for emergency evacuations during a fire call where first responders are always present. All the municipalities involved in the Delisle and District Health Council were very generous in their donation of extra funds to purchase this asset for the First Responders. We want to thank the Town of Delisle, the Village of Vanscoy, the Rural Municipality of Montrose, the Rural Municipality of Vanscoy (including the Pike Lake Provincial Park), the Rural Municipality of Harris, and the Rural Municipality of Perdue. It is through this support and having everyone working together for the betterment of all of our communities that makes this such a success. I want to thank Darcy Parker (Medical First Responder) who brought this to the attention of the Health Council and all the members on the council that worked together to make this a reality. Scientists Fired From the National Microbiology Laboratory

T

he Liberals are continuing with their coverup of the firing of two scientists from the National Microbiology Laboratory (NML) in Winnipeg.

Two scientists who worked at the NML, which deals with many dangerous diseases, such as Ebola, had their security clearances revoked and were escorted from the lab in 2019. These scientists were linked to China’s People’s Liberation Army (PLA). Shockingly, this is not the first instance of collaboration between NML and China’s PLA. The controversy surrounding these scientists is that they moved dangerous viruses from the laboratory in Winnipeg to the Wuhan Institute of Virology in China, which has links to the Chinese military, and performs dangerous gain of function experiments. Although the transfer of viruses was sanctioned; To have these scientists with close ties to China sending deadly viruses to them for research, flagged by the Canadian Security Intelligence Service on national security grounds is distressing. While the House of Commons voted in favour to demand that the documents related to the firing of the two scientists be turned over, but the Liberals have refused. To further exacerbate the situation, the Liberals

seem intent on running interference for China’s PLA. When Conservatives asked questions about the national security concerns that resulted in the firing of these scientists, Trudeau claimed that this was stoking anti-Asian racism. This is a big problem. China’s government has been trying to conflate legitimate criticism of its regime with anti-Asian racism. This helps to deflect any criticism of their awful regime. Canada should not be complicit in this. Trudeau needs to retract his statements and release the documents. Transparency is of the utmost importance in a democracy and this government has failed at every turn. Conservatives are continuing to call on the Liberals to release the documents relating to the firing of the two scientists from the National Microbiology Laboratory. Canada cannot afford to continue to be apathetic in our dealings with China. Canadians need answers. We need strong leadership. The Conservative party will always stand up to China and their attempts to subvert Canada and its interests.

‘STAY-cation’ Camping PIKE LAKE PROV. PARK Pike Lake Provincial Park is 20 minutes from Saskatoon and a million miles from the city. Pike Lake is a recreation park characterized by aspen, poplar and Manitoba maple groves; manicured lawns with two picnic areas close to the main beach; desert-like sand dunes a short hike away and a popular outdoor pool with a waterslide. Add to this a diverse array of plants and wildlife owing to its location on a flood plain of the South Saskatchewan River and you can see why Pike Lake Provincial Park offers a delightful change of pace for people wishing to recharge their batteries without having to travel for hours. Pike Lake is a shallow body of water that's called an "oxbow" - it's a loop of the South Saskatchewan River that became cut off from the main channel. A barrier-free trail that starts at the main beach and runs southward to the creek that feeds the lake includes observation decks that provide a good view of the aquatic life and waterfowl in the vicinity. A 1.5km nature trail that begins at the interpretive centre, meanwhile, provides a fine opportunity to experience the surprisingly diverse ecosystems contained within this small park.

EAGLE CREEK REGIONAL PARK Eagle Creek Regional Park is located on the picturesque Eagle Creek, nestled down in a verdant valley of trees and foliage. The park is a jewel in the crown of the surrounding area, and offers year round fun for the whole family. The park has campsites available and when allowed, a nine-hole golf course, a water spray park, playground and floating dock will be open.

OUTLOOK & DISTRICT REGIONAL PARK Framed by the picturesque traffic bridge on the south and the historical C.N. Rail Bridge on the north, the panoramic view of the South Saskatchewan River is the setting for the Outlook & District Regional Park. Located adjacent to the Town of Outlook, this 100 acre park is able to satisfy the recreational needs of the entire family. The natural beauty of the park, the spacious campsites and the mature golf course make this park a popular spot for family reunions, a weekend getaway or an extended stay. From 2000 through 2017 there have been many upgrades to the campground, including 30 amp power service, group camping sites, and updated washroom and shower house facilities. The Riverview Golf Course is located within the Outlook & District Regional Park along the bank of the South Saskatchewan River. The course is surrounded by beautiful scenery and offers 3 sets of tee boxes with yardage ranging from 5618-6263, giving you a variety of options. In the clubhouse you will find our retail area with a great selection of apparel, golf accessories and more. We are a fully licensed establishment and provide light meals and snacks to take on the course or enjoy on our covered patio which overlooks the 9th Hole. The Town of Outlook also has a lot to offer - such as the new Van Raay & Community Swimming Pool ! There are waterslides, lane swimming, a wading pool area and swim lessons available. The pool is located beside the Jim Kook Rec Complex on the east end of town, which is a quick 2 minute drive from the Park gates.

COMMUNITY REPORTS

Vanscoy School Receives Student Citizenship Award

T

he Public Schools of Saskatchewan today announced its first ever annual Student Citizenship Award winners. The awards recognize initiatives undertaken by public school student groups or classes that support citizenship or character building within their school and community. Vanscoy School Me to We Club received one of the awards. The Me to We Club is a group of grade 7 and 8 girls and has been in existence since these girls were in grades 4 and 5. The goal of the club is to help others both in our their community and around the world. The girls are responsible for planning, organizing, and leading all of the events that they plan. Through this club, they have developed fantastic leadership, teamwork, and event planning skills. The club is an extra-curricular group that meets on the girl's own time during recess. The girls spend a lot of their own time working on and planning their activities as well. Over the years the girls have participated in many different fundraising projects including: Collecting food for the Saskatoon Food Bank through We Scare Hunger in 2019 collecting over 400lbs of food, plus their We Walk for Water project raised over $1000 to provide access to safe drinking water. Collecting toys and personal items for the YWCA crisis shelter, hosting bake sales and hot chocolate sales to raise money to buy goats for families in developing countries, holding a freezie sale to purchase pollinatorfriendly plants for the school are just some of the other activities the girls planned and participated in.

In planning for the award submission the girls brainstormed different areas that they would like to focus on if they were able to get $1000. They chose an environmental theme for the project to make a difference in the community by creating a more safe and beautiful schoolyard. The plan included addressing the cause of some of the garbage problems at the school, creating a more beautiful space and building connections with our neighbours at the senior's lodge to plant some pollinator-friendly plants. They also included a plan to make the schoolyard safer for outdoor learning. They will do this by writing a letter to the RM to post some signs near the road that runs behind the school reminding drivers that there are children working and playing in the nearby schoolyard. The majority of the $1000 will go towards purchasing 2 outdoor garbage cans for the school (one for each playground.) The remaining money will go towards purchasing the plants and planters. The Me to We Club is a fantastic group of girls who have grown into amazing leaders. They love helping others and making a difference in the world.

Christina Glowa Receives ShA Volunteer Award

C

hristina Glowa of Delisle has played an intricate role within Delisle Minor Hockey Association (DMHA) beginning all the way back in 2008 when she joined as Treasurer. Christina spends hours meticulously balancing books, providing membership with financial reports, collecting fees, paying bills and so much more. In addition to DMHA Treasurer, Christina is also manager of her kids’ minor hockey teams. In addition to vol-

unteering on the board and on minor hockey teams, Christina also sits on the Delisle Bruins Celebration of Hockey Committee; a committee that organizes an annual fundraising event, in partnership with the Delisle Senior Hockey Team and the DMHA. For her continuous commitment to volunteering with the DMHA, Christina is a much deserving recipient of the Volunteer of the Year Award – North

Vanscoy & District Agricultural Society

The Vanscoy & District Agricultural Society would like to thank all students who applied for our 2021 Grade 12 Student Bursary. Congratulations to Rochelle Wright, from the Delisle High School, for receiving our $1000 Bursary. Your dedication to your community and academics is truly admirable. Our Agricultural Society would also like to congratulate Macy Desmond, from Asquith High School, who showed a tremendous effort in her application as well. We have presented a $500 bursary to her. Congratulations to both recipients. We are so proud of you and wish you the best in your future studies. Every year, Agricultural Societies who offer a bursary are able to send on one recipient to apply for the Saskatchewan Association of Agricultural Societies and Exhibitions (SAASE) bursary. We would like to congratulate our 2020 bursary recipient, Keela Cory, who we nominated last year as she was awarded one of the 2020 SAASE Scholarships! Congratulations, Keela. This year, Rochelle Wright will represent us and apply. All the best. We hope that you will save the date for our upcoming Weekend Under the Stars event, happening July 9h and 10th. The Vanscoy & District Agricultural Society is teaming up with the

Delisle & District Recreation Board to host a drive in movie event on Friday, July 9th. It will be located near the Delisle Rodeo Grounds. Gates open at 6pm for our first movie showing (7pm family friendly) and a late showing at 9:30ish pm (different movie at 9:30 – most likely a PG13 film – watch for posters on social media soon). Limited vehicles are permitted based on Covid regulations so please arrive early. This event is free but donations to the Agricultural Society are appreciated. Popcorn will be included but please bring your own (non-alcoholic) drinks. There will be washrooms available on site. The Recreation board will continue with a comedy night on Saturday, July 10th. Thank you to Ron Brown for donating a flatbed trailer for the weekend events!

We have made the difficult decision to cancel our 2021 Fair. The drive in movie is our major event this year and our way of giving back to our local communities. Please enjoy and we will see you at the 2022 Fair! Submitted By Anita Roston, Co-President
