Canadian Football League Announces Plans To Return-To-Play For 2021 Season

C

anadian Football League (CFL) Commissioner Randy Ambrosie issued the following statement today announcing the League’s Return-to-Play plans for the 2021 season: “We will play CFL football in 2021.

“Our revised target date to start our regular season is August 5. To facilitate a 14-game season, for our players, fans and partners, we are re-scheduling the Grey Cup to December 12 in Hamilton, Ontario. “I say ‘target date’ because our plans are subject to the state of COVID-19 across the country. A so-called ‘third wave’ in some provinces is forcing us today to postpone the start of our regular season, which had been scheduled for June 10. “So, what must be in place for us to kick off on August 5? Two things. 1. The approval of public health officials across the country of our plans for protecting the health of our players, coaches, and ultimately our fans, so a 2021 season is safe. 2. Permission from governments to host a significant number of fans in the stands, in a significant number of venues at the start of the season, and in the rest of our venues soon after that, so a 2021 season is financially tenable for our clubs.

“The CFL depends on ticket revenue more than other professional sports leagues in North America. Fans in the stands account for at least half of our revenue. Our clubs already stand to suffer substantial financial losses this year. Playing without fans in the stands would dramatically increase those losses. “We are prepared to be creative as well as prudent. For example, if we are unable to host fans in the East because of COVID-19, we are prepared to start play in the West, provided eastern teams can return to their home provinces, and play in front of their fans, later in the season. “And we have contingency plans in place, should factors beyond our control delay the start of our season beyond August 5. The bottom line is we are optimistic we will have a season in 2021, culminating in a great Grey Cup. “Everyone who loves the CFL can help us and their communities. Please, when it is your turn, get vaccinated. And please follow your local public health guidelines on measures including wearing a mask and social distancing. “To our players, fans and partners: thank you for your patience as well as your passion for our game. Thank you all the frontline workers out there for all they’re doing for all of us. We look forward to keeping you posted on our progress and to kicking off another great season of CFL football on August 5.”

Milden Hotel Closed by SHA for COVID-19 Infractions

T

he Saskatchewan Government announced that during the week of April 12, 2021 the Milden Hotel & Bar located west of Outlook was issued a closure order by the Saskatchewan Health Authority for allegedly failing to comply with COVID-19 guidelines. They also stated that the business must remain closed until it can be determined that it’s obeying all the rules, though they did not make clear what those conditions are.

Health Minister Paul Merriman confirmed that this was the first closure ordered in the province and refered to the business as a habitual offender. He told reporters that “It was a multitude of offences over a longer period of time where public health felt it was important to be able to maintain the safety and the integrity of that community that they would close that temporarily,” In March the hotel was issued a fine of $14,000 for failing to comply with the province’s reopening plan. This was the second such fine issued to the hotel since it received another $14,000 fine for non-compliance with the public masking order.

Fear of the Unknown

I

t’s ok to admit you are afraid. For example I developed a fear of flying 30 years ago and haven’t stepped on a plane since. Previous to that I enjoyed the freedom and benefits of flying to destinations around the globe and never had a bad experience or close call. Then I began to develope my fear. Is the plane properly maintained ? Is the pilot drunk ? Terrorists ? The more I thought about unknowns that I couldn’t control.... the more afraid I became. If I can’t be sure, I can’t fly ! Being afraid of it is called ... aviophobia. Fear of the unknow is natural... just as finding ways to deal with it is a natural part of growing as a person. You see it all around you... Fear of other cultures and races... Learning to accept others by celebrating their different food, music or customs is a natural part of growing. Being afraid of it is called.... racism. Fear of sexual orientations... Accepting that we are complex human beings, not dogs or fish, and not everyone feels comfortable being designated into a predefined category is a natural part of growing as a person. Being afraid is called... homophobia.

None of this is easy to do. I still can’t get back onto a plane. I know it is a problem that I could probably solve if I found help, but meanwhile, I have no problem with other people flying. I’m not ranting on Facebook or Twitter about the impeding doom of every air passenger or governments covering up safety issues and hiding that thousands of flights go down every day. Cuz that would make me just plain crazy.. right ? Now lets get down to the current crazy ! The pandemic is scary... for all of us ! We all fear the unknown virus, but there are some things we do know... 1 - it is spread through the air. One way to deal with that is to wear a proper mask when in close contact with each other. The other way, I guess, would be just to... keep you mouth shut ? 2 - like with other viruses that we have developed safe and effective vaccines for, we have safe and effective vaccines for this one too. You should get the shot, but if not... keep your mouth shut ? If you are afraid, talk to a local doctor. Don’t dig around on the internet to find something to rationalize your fears. the vaccine was developed too fast... Bill Gates wants to put a chip in you... government wants your freedom... This only reinforces your fear. Worse yet, you may re-post this crap ! Sorry, but you aren’t converting anyone. Most people are embarrassed for you, or are angry that you assume they haven’t been paying attention themselves. So maybe, just... keep your mouth shut ? People accept your fear of vaccinations, as they do my fear of flying. No matter what you or I may say, people will keep getting on airplanes, just as people will keep using vaccines to fight viruses. So consider rolling up your sleeve on this one and take one for the team. Happy Mother’s Day !

Due to limited funds and council wanting to ensure all applicants received some funding, repeat applicants from winter of 2020 were not granted funding a second time. The RM of Vanscoy is proud to have provided funding assistance directly to 31 organizations within our community totaling $108,500.00 through our Covid Support Program. This funding was provided through the Safe Restart Program Federal Grant received in 2020. Council felt it was important to disperse the large majority of funds directly into our community to assist organizations struggling as a result of COVID-19. TOWN OF DELISLE

squith Town Council held its regular council meeting on April 14, 2021. Attending were Mayor Gail Erhart, Councillors, Jackie Stobbe, Cecilia Mryglod, Jeff Eide, Wade Monks-Janzen, Jodi Nehring, and Darcy Stack. Also attending was C.A.O. Kathy Picketts and Foreman Darren Kraft. The meeting was called to order at 7:00 p.m.

ouncil held a regular meeting on April 13th. RCMP Staff Sergeant Barry Thomas and Operation Sergeant Curtis Little met with Council to introduce themselves and to discuss policing in the Delisle area. The hours for our local Detachment Services Assistant have been expanded to full days on Tuesdays and Thursdays.

A resolution was made to accept the council minutes from the March 10, 2021 regular council meeting. Council made a motion to accept the March 2021 financials and March 2021 bank reconciliations as presented to them at the meeting. Accounts Paid in the amount of $142,094.33 and Accounts Payable of $21,637.66 were accepted as presented.

A $500 donation was made to the Health Council towards the purchase of a Stair Chair which would be used by First Responders when moving patients. Council approved of Access Communications putting up 150 foot self-support tower on the water tower lot. The Town has subscribed to a new rink scheduling program through a company called RecTimes.

The Town of Asquith has received information from the Municipal Potash Tax Sharing Administration Board that the Town will be receiving $19,993.22 for the 2021 estimate. Education Mill Rates have been set as, Agriculture 1.36 mills, Residential - 4.46 mills, Commercial/Industrial - 6.75 mills, and Resource - 9.68 mills. The Asquith Town Council decided to hold Spring Waste Clean Up days on May 15, 2021 and May 16, 2021 and is open ONLY to the residents of the Town of Asquith. These days allow residents to dispose of large refuse in bins and to dispose of metal items in a recycle bin. More information will be made available to the public closer to the actual date of the event. The Town of Asquith has hired Jeremy Raynor to work as a seasonal employee for 2021 with the Public Works Department. The Town Council has also set the days that residents within the Town of Asquith can dispose of “clean waste” such as tree branches, unpainted and untreated wood, leaves, garden refuse, etc. The disposal area will be at the old Asquith Landfill site and will be supervised. A notice with dates will be sent out in the April utility billing and it is suggested that individuals keep the notice for future reference. If you are an individual in town who does not pay utility bills (i.e. you live in the trailer court or your landlord pays the utilities) please stop at the Town Office to receive a printout of the dates, rules, and regulations of “Clean Waste Days”. Graham Contracting was contracted for street sweeping in the town for $3,800.00. Please watch for upcoming dates for street sweeping. Graham Contracting was also awarded the contract for the demolition at 445 Cecil Street, for a cost of $7,000.00. If you have changed your phone number, please contact the Asquith Town Office to update. Often this office must contact individuals regarding water disruptions and an updated number is not available. Did you know……that if you take out a building permit, the onus is on the property owner to contact the building inspector to make a final inspection and to close the permit. Failure to do so results in your permit being left open and as such could pose a real problem for you should you decide to sell your property. If you are not sure whether your permit was finalized or closed, please feel free to contact the Asquith Town Office. More information regarding building permits can be found on the town website at www.townofasquith.com. A reminder goes out to all individuals that the Town of Asquith has a Burning Bylaw which dictates that one can have a fire in town for recreational use only. Only clean wood/firewood can be burned in your fire pits no painted/treated wood, refuse, leaves, etc. should be burned. Be kind to your neighbor and to the environment and burn only clean wood materials. Also, no bonfires are allowed - please keep the size of your backyard fires moderate. Asquith Kidsport has funds available for children and youth who need some assistance to participate in sports and recreation. Contact the Asquith Town Office for more information. Enjoy your Spring!

The Town will hire Brunsdon, Lawrek & Associates to perform an appraisal of the arena complex for replacement cost insurance purposes. The Mayor and Administrator were given the authority to issue or lift fire bans within the Town of Delisle based on recommendations from the Fire Chief. At the current moment, there is no fire ban in the Town of Delisle but residents are encouraged to take extra precautions when using their fire pits. The Town will join with 5 other local businesses to promote the Town of Delisle on Rawlco Radio for a 32 week period. Council will meet on April 27th to discuss the 2021 operating and capital budget. An amendment to the Animal Control Bylaw was passed which will give the Bylaw Officer expanded powers to deal with animal defecation on both public and private property. Compost pick-up will begin again on May 4th and 18th. Compost should be in a 17 gallon capacity plastic or metal can placed in the back alley. Weather permitting, the Town of Delisle has hired street sweepers for Friday, May 7th. Please have all vehicles, trailers, etc. off the street by 7:00 a.m. until 9:00 p.m. Saturday, May 8th is garage sale day in Delisle! Come out and snap up some bargains! Remember to follow Covid protocols by wearing a mask and socially distancing.

We have received the following notice from SaskEnergy for your information: “Inspection of the gas line system will take place in your area between April and May, 2021. This will be completed by a SaskEnergy or a qualified Field Representative who has been contracted to complete this work on our behalf. Field Representatives will wear hi-visibility clothing, travel in marked vehicles, and will carry identification indicating they work for or on behalf of SaskEnergy. Please note that residents will not be notified prior to the specific inspection date. There is no action required by the home / landowner, and no direct contact needed during the inspection.” The spring clean up dates will be hopefully posted for the end of April, we will be getting another B&N Metals bin, so if you have scrap metal/old appliances lying around, that is an excellent time to get rid of them for free. Hoping for warm weather throughout April so we can all enjoy the outdoors, Happy Easter !

ouncil held a regular meeting on April 14th. The Assessment Roll has been open for inspection since April 1 and it closes for appeals on June 1 at 4pm. If you wish to appeal your assessment, the application and fees need to be filed prior to June 1. Back lane pick up will commence on May 1st. Bagged leaves and branches should be placed in the alley for pick up. Do not place garbage or dog waste in the bags or it will not be picked up. Sewer main flushing will be done in May, as well. Streets that need repair will be done later in summer. The Village office remains open and one person can visit at a time.

The 2021 Liberal Budget Was A Massive Letdown

arlier this week, the Liberals presented their first budget in two years, and it was a massive let down. Was it worth waiting for? It probably comes as no surprise that instead of focusing on stimulus spending to help get Canadians back on their feet, the Liberals have chosen to focus on partisan priorities.

Over the past year, we have seen businesses close, and people struggle to make ends meet. To be clear, Conservatives have always understood that financial aid needed to be provided if businesses were being shuttered and Canadians were being told to stay home. Since the beginning of the pandemic, we have looked for ways to improve the various support programs introduced by the government to ensure they were effective and targeted. However, unemployed Canadians were not given a plan for creating new jobs and new economic opportunities. Workers who had their wages and hours cut are still left in the dark with no plan for reopening. There is also no plan for families struggling to save up to buy a home or save for their children’s future. This budget has encapsulated the short-sightedness of this Liberal government. Instead of focusing on initiatives that will help Canadians recover from this pandemic, the budget has been a letdown. Not only does this new budget fail to offer support through stimulus and programs, but it also contains massive deficits. This budget will push Canada past 1.2 trillion dollars in debt for the first time ever. Regarding the massive deficit and debt, Ed Fast, Conservative Finance Critic said: “. . . the Liberal government tabled the most expensive Budget our country has ever seen. Canadians deserve our help to safely get them through the pandemic, and we support those measures. However, Justin Trudeau hasn’t told us how he plans to manage this massive debt. Canadians deserve to know.”

he Vanscoy & District Agricultural Society is pleased to announce that we will be hosting a Perennial Exchange on Saturday, May 15th! We will be accepting drop off perennial donations from 10:30am - 12:00pm on May 15th in front of the Circle Hall in Vanscoy. Our Perennial Exchange will be a drive thru format starting at 1P.M. until the plants are gone. During the drive thru, one of our members will deliver you a perennial, seed package, and a prepackaged cookie. We have “car prizes” that have been graciously donated as well. Vanscoy Multiple 4-H Public Speaking

n Saturday, April 10th, eight members from our club got the opportunity to compete at the virtual 4-H District 22 Public Speaking event. Congrats to Natalie Harder, Calvin Guldiman, Erica Zoerb, Daniel Adams, Nicole Wall, Rochelle Wright, and Kate Wright for presenting well-delivered speeches in the competition! We are also very pleased to announce that some of our members placed in the top three in their age category. In the Cloverbuds, Natalie Harder was awarded 2nd place for her speech “Snow”. In the Juniors, Erica Zoerb was awarded 1st place for her speech “Winter”. In the Intermediate category, Nicole Wall was awarded 2nd for her speech "School During COVID-19", and Daniel Adams was awarded 3rd place for his speech "Grasslands National Park Trip". In the Senior category, Rochelle Wright was awarded 2nd place for her speech “18”. Those who are awarded 1st place at District Public Speaking events are eligible to move on to the next level of competition; we are pleased to announce that Erica Zoerb will get the chance to compete and represent our club at the Regional Level! Spring is Here and It’s Time to NatureWatch!

ith all the little ninjas and private eyes in and around their yards this spring, the coming weeks will be a perfect time to get them engaged in NatureWatch! This citizen science project gives public of all ages an opportunity to learn about their environment while contributing to a data set that scientists need to monitor and protect it. This data is being used to add to our knowledge of the effects of climate change and other impacts on biodiversity. People of all ages and skill sets can participate in NatureWatch. The four programs allow you to participate at your own pace and chosen locations, even in your own backyard. While the monitoring protocols are scientifically rigorous, they are quick and easy to follow, and cater to beginner and expert alike. Some of the NatureWatch programs are PlantWatch, FrogWatch, and WormWatch. PlantWatch participants observe the first bloom, mid bloom and leaf out of 18 native or 2 non-native plants in their area. Observations of a plant at the same location over many years will help us understand how climate change is affecting the blooming times of specific plants in Saskatchewan.

FrogWatch participants listen for toad and frog calls during mating season in the springtime. Frogs and toads can be used as indicator species of a healthy environment, because they are vulnerable to changes in the atmosphere, the land, or the water. By participating in this program you will help increase our knowledge of frogs and toads in Canada. WormWatch participants record how many and what species of earthworms are located at their site. The number of worms in a specific volume of earth can tell us a lot about how the habitat is being managed, because earthworms are very sensitive to soil disturbance. There are several different types of Fire Extinguishers depending on what type of fire they can extinguish. They are labeled for Class A, B, C or D type fires or a combination. Tick Paralysis Grips the Region

ever before in the history of mankind has a scourge, the like of what we are facing now, been experienced. Just as the biblical plague gripped and immobilized entire populations, we are once again on the brink of another catastrophe. “Oh good doctor, why be such a harbinger of doom?” you might ask me. “And what is this deadly beast that you speak of?” How could I remain silent, when I have lived it and with my own two eyes seen it in the very office where I work and also in the very house I live? The creature of which I speak is none other than the common dog tick (canus tickus teribilalis). Oh you laugh, ha, ha who would be afraid of the watermelon seed shaped wood tick? But laugh not, for I have seen the dread and despair of those stricken with these blood suckers. Grown men whimpering and fading away as the tiny ticks sucked their life’s blood. Women who have spent their lives and their fortunes on their small pet dogs, literally throwing them at my feet in disgust as the dog tick, Jekyll like, turned Fifi into the most repulsive of beings. Men high stepping through the grasses with pantaloons tucked into their boots like a courtier, lest the vicious pest gain entrance onto their being. Horsemen and women have been avoiding events just because a tick was sighted in the vicinity. Don’t talk to me of the harmless dog tick until you have lived the fear and survived such a vicious attack.

We have had the unfortunate experience at our clinic where dogs have come in with multiple tick attached, all simultaneously drawing blood from the poor pet. We have been able to save them all so far but not without the full weight of modern medicine and a great deal of fates good fortune. You would perhaps believe that after the tick is removed and vigilantly destroyed the problem is solved, but this little beast is not so easily removed. A small amount of blood toxin infiltrates the victim, or if it is a pet then its owner may be afflicted. This toxin circulates to the brain where it permeates such a state of paranoia that frequently immobilizes the victim ala “tick paralysis”. The victim will start questioning “is the head still in?”, “will it migrate to the brain and lay eggs?”, “should I ever go outside again?, etc… No wonder the paralysis. If you could only imagine the possibility of migrating ticks laying eggs in your brain even the most able minded individual would melt. No, I say to you! Beware the warm winds that have brought this deathly parasite to our once safe borders. Do not let your vigilance wane. Pet owners, do not stop in your endless search for these tiny creatures. Parents check your children and husbands, thoroughly examine your wives. Only through painstaking care and the realization that the harmless dog tick (canus tickus teribilalis) is in fact our greatest enemy do we stand a chance of survival.

Grain Growers react to Budget 2021

W

e plan on working with the federal government to ensure an effective rollout of the investments outlined in today’s budget announcement. As our members know, we have long advocated for a full exemption from the carbon tax on natural gas and propane used to dry grain. We are pleased to see the government’s intention to return a portion of the proceeds of this tax directly to farmers in backstop jurisdictions – beginning in 202122. We also commend the government for recognizing what we have been saying for years: Canadian farmers are part of the solution to climate change. We look forward to hearing more details of the proposed Agricultural Climate Solutions program and the Natural Climate Solutions fund. We are committed to achieving solutions for our sector to ensure these programs maximize the benefits for farmers and our environment. As we seek to trade up to a more friendly ex-

port-oriented environment, we appreciate Budget 2021 recognizing the need to address capacity constraints, bottlenecks, and inefficiencies in our own transportation infrastructure – through recapitalizing the National Trade Corridors Fund. We would have hoped to have seen additional investment in the Pest Management Regulatory Agency to address growing backlogs and ensure farmers can readily access new and emerging technologies. Our members will continue to advocate for increased resources in this area, as well as a commitment towards further public ag research funding. A failure to invest in research and development puts our sector at a competitive disadvantage relative to other jurisdictions and risks limiting our growth potential. We look forward to working with the federal government and our stakeholders to take advantage of the opportunities available to support our industry and, in turn, drive Canada’s post-pandemic economic recovery. Prairie NDP Opposition Leaders Urge Provincial Governments To Support Farmers And Sign Full Agristability Proposal NDP Official Opposition leaders of Alberta, Saskatchewan and Manitoba joined together to urge their respective provincial governments to go back to the table with the federal government and sign the full AgriStability proposal before the June 30 deadline for farmers and producers to enrol for the program.

“The fact is that there is an urgency to act now, while we have a federal government that is at the table ready to make real reforms,” said Saskatchewan NDP Leader Ryan Meili. “That has not always been the case. This is a significant opportunity to strengthen and sustain the economic recovery on the prairies.”

On March 25, the prairie provinces came to a partial agreement with the federal government to make changes to AgriStability. The reference margin limit was removed; however, Conservative Premiers in all three provinces refused to invest the money necessary to change the compensation rate from 70 to 80 per cent.

In Alberta, 11 agricultural organizations from across the sector released a joint statement calling on the UCP government to agree to the full federal proposal.
