rance has appointed Delisle resident Walter Howe, a Knight of the National Order of the Legion of Honour, and presented him a medal commemorating his involvement in the liberation of France in WWII. This is the highest honour France can award.

Walter joined the Canadian forces in 1942, by memorizing the eye exam chart, which he had failed to pass a year previous, due to poor eyesight.

Walter landed in Juno Beach just after D-Day and suffered hearing loss in one ear from the tremendous noise and percussion from the guns he provided ammunition

to, as they worked across Europe.

He met Ellie, his wife of 69 years, in Holland, and they got married shortly after the end of the war.

Walter retuned to Canada and a year later Ellie arrived.

They made a living as farmers, raising five children and now also have 13 grandchildren as well as 22 great-grandchildren. Walter is also uncle to hockey legend Gordie Howe.

His daughter, Rita, applied for the French award and hoped it would arrive in time for the Remembrance Day service in Delisle, but it arrived late, so members of the (clockwise from bottom) Delisle Legion arranged a special Walter Howe with daughter Rita, son Wally and wife Ellie ceremony in December.

NOTICE OF VOTE RURAL MUNICIPALITY OF HARRIS NO. 316

Section 3.6.3(8)(e)(i) of The RM of Vanscoy Official Community Plan states: “A maximum of three multiple lot country residential subdivisions in developmental stages will be allowed at any point in time. Multiple-lot country residential subdivisions with less than 75% of building lots with completed residential construction will be considered to be in a developmental stage. However, if 75% of available lots in one or more of those three subdivisions are vacant but it appears that development is lagging because the developer/land owner is holding land vacant or is encountering difficulty with financing the development then that subdivision will be deemed to not be in a developmental stage and Council may consider the approval of up to three additional subdivision proposals.”

At present time the RM has exceeded the maximum allowed six multilot country residential subdivisions less than 75% sold at this time. Concessions have been made to ensure that “lagging” subdivisions are not holding up future developments. However, even with these concessions the threshold of six has still been met.

Therefore, council has decided not to accept any new multi-parcel subdivision applications until such time that the RM Zoning Bylaw and Official Community can be reviewed and possible changes can be made to this policy.

Inland Grain Terminal Application Approved

T

he RM of Vanscoy No. 345 has approved an application to develop and construct an Inland Grain Terminal and Rail Loop Track, to be located at SE 25-36-07 W3, just south of highway 14 on Range Road 3070, which borders the RM of Vanscoy and Corman Park.

A public hearing was held on Tuesday, December 9, 2014 at the RM of Vanscoy office, in Vanscoy, where 28 residents voiced their concerns including possible property devaluation, noise pollution, the overall size and

scope of the proposed development, the number of trucks that will be hauling to the terminal possibly for 20 hours per day and the resulting road damage.

Support for the proposal was shown by a representative of 20 local farmers who currently must haul product to Clavet, Warman, Biggar and Rosetown.

Council had earlier mailed out a survey to 48 property owners near the proposed site, with 14 of them being returned, 6 in favor, 8 opposed.

Upgrades Enable Increased Rail Speeds

s a result of the recent rail and track bed upgrades within sections of the Rural Municipalities of Perdue and Vanscoy, Saskatchewan, Canadian Pacific advises local residents that the maximum operating track speed will be raised from 40 mph (64 kph) to 50 mph (80 kph), effective January 1, 2015. This change in regulated track speed includes track that parallels Highway 14. Communities

along this route include Asquith, Perdue, and Keppel, Sask.

Motorists are reminded when approaching any grade crossing: • Always be prepared to stop when approaching train tracks.

• Do not attempt to drive around activated crossing gates.

• If a crossing has no flashing lights or gates, look both

ways and ensure no trains are approaching before entering the crossing.

• It takes 1-2 kms for a train to come to a stop after the brakes are applied.

• If your car stalls on the tracks, get out, move off the tracks, and call 911.

• Never walk on the railroad tracks. The only legal place to cross a railroad line is at a marked grade crossing.

Twinning of Highway 7 Routes Discussed

ersonnel from the Saskatchewan Ministry of Highways along with representatives from Infrastructure and Associated Engineering hosted a Public Information Session on December 9th at the Vanscoy Circle Hall.

The project is scheduled to start in 2015 and be completed over about a five year period.

They presented various location routes for continuing the twinning of Highway 7 from the Cory Potash Mine to Delisle.

COUNCIL REPORTS

TOWN OF ASQUITH Asquith Town Council held its regular council meeting on Wednesday, December 10, 2014. Attending was Mayor Maddin, Councillors Sawicki, Dumont, Lysyshyn, Beal and Chief Administrative Officer Cross.

The November 4, 2014 minutes were accepted as presented.

The Treasurer’s statement of receipts and expenditures for the month of November 2014 and the September 2014 and October 2014 bank reconciliations were accepted as presented.

The accounts paid in the amount of $20,371.94 and the accounts payable in the amount of $93,160.38 were accepted as presented.

Councillor Karen Gamble’s letter of resignation was accepted. Councillor Gamble moved out of the municipality and as a result was no longer eligible to sit on Council. A By-Election has been set for February 25, 2015 to replace her seat at the Council table. Nomination Day is January 21, 2015 and nomination forms can be picked up at the Asquith Town Office starting December 29, 2014. Asquith Town Council has passed a Bylaw which requires all potential candidates for public office to have a criminal record check accompany their nomination form in order for it to be accepted. All nomination forms must be turned in by 4:00 p.m. on January 21, 2015. An advance by-election date of February 19, 2015 4:00 p.m. to 7:00 p.m. has been set.

Sask Water Agency’s Environmental Protection Officer was out to conduct their semi-annual inspection of the water plant and there were no deficiencies found.

The Asquith Community Rink Board has ice put in at the rink and is in full swing. Public skating will be Tuesdays and Thursdays from 3:15 p.m. to 5:15 p.m. and on Friday nights from 6:00 p.m. to 8:00 p.m. The Board will be holding a Christmas Family Skate on December 19, 2014 from 6-9 with a supper special and free skating. Asquith Town Council has appointed Cayley Stoutenburg to the Asquith Community Rink Board.

The Asquith Landfill Contract was awarded to Louis Gelinas. The Asquith Landfill will no longer be accepting shingles.

A request for a subdivision of an Infill Property was denied as it would have been a contravention of the Town of Asquith’s Infill Properties Bylaw.

Two Community Event Licenses were issued, one to The Saturday Night Boys Hockey Team for a hockey tournament to be held on Saturday, December 20, 2014 from 10:00 a.m. to 1:00 a.m. and another to the Lacelle Hockey Team for a hockey tournament to be held on Saturday, January 10,

2015 from 9:00 a.m. to 9:00 p.m.

Council passed Bylaw No. 3-2014, A Bylaw to Authorize Fees. The charge for a tax certificate will now be twenty dollars ($20.00), for a tax search will now be ten dollars ($10.00) and for an NSF cheque will now be thirty-five dollars ($35.00).

The cost for Town custom work has also changed.

The following is the charge, per hour, for custom work done with Town equipment : Grader $200, Tractor $150, Mower $75.

A new Residential Tax Incentive Policy and a New Business Tax Incentive Policy was set at this meeting. Individuals can acquire a copy at the Asquith Town Office, or look on the Town’s website for more information regarding these incentives.

Council dealt with an ongoing bylaw contravention and a complaint regarding a dog in town.

Council also passed a motion to continue tax enforcement on a property in town.

Mayor Maddin, Councillor Dumont and C.A.O. Cross will be attending the SUMA Convention being held in Saskatoon at the beginning of February 2015.

The Asquith Town Office will be closed for the holidays the week of December 22-26, 2014 and January 1-2, 2015.

The Asquith Town Council and Staff wish all a very, Merry Christmas and hope that the joyousness of the season can be enjoyed by all!

TOWN OF DELISLE Council held a regular meeting Dec. 9th.

The Town will purchase new air quality testing equipment for the skating rink.

The Town will subscribe to internet services for the arena and will also purchase a TV screen in order to publicly display the arena schedule in the arena lobby.

The Town will apply for funding under the New Building Canada Fund for installation of a storm sewer system along with accompanying pavement, curb and gutter at the intersection of 6th Avenue East and Valleyview Drive at a projected total cost of $300,000.00.

Council entered into a joint use agreement with the Prairie Spirit School Division for the use and development of recreational facilities and programs.

An amendment to The Water and Sewer Management Bylaw will be prepared to allow for the charging of a penalty of 1.5%/month on water and sewer accounts in arrears.

VILLAGE OF VANSCOY Winners of the Christmas Light contest for 2014 were: Dan Hood/Crystal Lee – 1st Place.

Ed & Cecile St Germaine – 2nd Place.

There was a tie for 3rd place as Council could not decide on a winner – Barb & Darcy Brissette and Bryan & Sandy Ehr. 2014 Taxes are now past due. Any amounts outstanding as of December 31 will be assessed a 10% penalty.

RM OF VANSCOY The December Regular Meeting of Council meeting was held at the municipal office on Tuesday December 9, 2014.

RCMP REPORT

Suspicious Person Banging on Windows at Vanscoy House

December 7, 2014 at 11:25 p.m. Police received a complaint of a suspicious person at a residence in Vanscoy, after the complainant reported they heard someone banging on the windows of the residence, however no one could be seen. Police attended, but did not find any persons in the area.

Vehicle Roll Over on Highway 60 December 11, 2014 at 2:30 a.m. Police received a complaint of a single vehicle roll over on Highway 60 near Vanscoy. The 22 year old male driver of the vehicle from Portage La Prairie, Manitoba reported he was travelling on a grid road in the area and tried to stop at a stop sign, slid into the ditch and rolled his vehicle.

He was not injured, and was picked up from the scene by a friend. Charges are pending on this matter.

Break & Enter near Asquith

December 8, 2014 at 8:30 a.m. Police received a complaint of a break and enter to a residence near Asquith.

A number of small items including tools were taken from the residence. Investigation into this matter is ongoing.

Fuel Theft from Vehicles at Vanscoy December 13, 2014 at 11:15 a.m. Police received a complaint of theft of fuel from farm equipment near Vanscoy. The complainant reported gas was stolen from an auger on his property and the culprits also attempted to steal fuel from the vehicles on the yard. Investigation into this matter is ongoing.

Vehicle Roll Over near Pike Lake December 27, 2014 at 4:35 p.m. Police received a complaint of a single vehicle roll over near Pike Lake. Police attended and found a 59 year old male who had been driving the vehicle. He re-

ceived minor injuries in the roll over and was transported to the hospital by ambulance for further treatment. Alcohol is suspected to be a factor in the collision and charges are pending.

Charges from Fire at Grandora Home December 23, 2014 at 6:53 a.m. Police received a complaint of a fire at a residence in Grandora. Police attended and found the fire had originated in a wood stove in the residence. On further investigation it was determined the individuals in the residence were likely melting copper wire in the stove, when the fire got out of hand. Police located and charged a 49 year old male from Grandora. He was released on documents for an upcoming court date in Saskatoon.

Vehicle Stolen in Delisle Area December 30, 2014 at 11:10 a.m. Police received a complaint of a stolen vehicle in the Delisle area. The owner

of the vehicle reported that he parked the truck the night before and woke up to find it missing. Investigation into this matter is ongoing.

B & E in Vanscoy December 30, 2014 at 1:10 p.m. Police received a complaint of a break and enter to a residence in Vanscoy.

The home owner advised that someone entered his residence and stole a number of small items. Police attended and spoke with the neighbors for possible witnesses. Investigation into this matter is ongoing.

Domestic Dispute at Asquith Home December 31, 2014 at 10:10 p.m. Police received a complaint of a domestic disturbance at a residence in Asquith. The 24 year old female caller reports that she got into an argument with her 29 year old boyfriend.

Neither party received any injuries. Alcohol was believed to be a factor in the argument. The male left the residence to stay with family members in Saskatoon.

There were no charges.

Unconscious Female at Delisle Residence January 3, 2015 at 11:00 p.m. Police received a complaint of an unconscious female at a residence in Delisle. Police and EMS attended the scene. The ambulance checked the 44 year old female and found that she was intoxicated and had medical issues. The female was transported to hospital by ambulance as a precautionary step. There were no charges.

Disturbance at Vanscoy Residence January 4, 2015 at 5:20 a.m.

Police received a complaint of a disturbance at a residence in Vanscoy. The caller reports that a 29 year old male family member was intoxicated and causing problems in the residence. Police attended and were advised that the male had calmed down and gone to bed. Police were no longer required.

There were no injuries or charges.

PIKE LAKE PRESCHOOL

elcome to 2015! Time is flying by and that must mean we are having fun! December was sure a fun month at preschool. The students made stockings, wreaths, and ornaments, both to celebrate 4, red, and Christmas, and to decorate our classroom. While we didn't participate in the Christmas concert with Pike Lake School this year due to a mix-up in dates, we continued to practice our songs and sang them for the parents and Santa at our Christmas Party. I think the kids enjoyed being able to sing for Santa!

In January, the 4-year olds will be learn-

ing about the 5 senses. This is a fun theme especially with the blind taste and smell tests that they will do. We will finish that up in February. The students will also have some winter fun learning about polar bears and having fun with ice, as well as exploring the colour white and the number 5.

anuary is here and we are thankful for the many exciting learning opportunities in Pike Lake School in the upcoming week and months. We are also excited by the sun shining and the promise of the days becoming longer soon.

It is that time of year in which our students really look forward to! Yes, it is the annual Scholastic Book Fair. As this is Pike Lake School libraries only fundraiser we really appreciate the support from our community!

Starting on Monday, January 26th, students will come with their classes to “window shop” and see all the wonderful books available for purchase. This gives them the opportunity to see what is available for purchase and create their wish lists. Until February 6th students will have opportunities to purchase from their wish lists. The Book Fair will continue after school on Thursday, January 29th starting at 5:30 p.m. that evening.

The book viewing will also kick off A Family Literacy Evening sponsored by our Pike Lake School Community Council.

We will have a debit and credit card machine available for customers. Moreover any members of the community are welcome to come and see the Book Fair and makes some purchases if they so wish as there are many great quality books at a great price which also support the renewing of our wonderful library collection. Win, Win, Win. Thank you to Charlotte Knackstedt for organizing the Book Fair. It takes a lot of work, time and dedication! All the proceeds from the Book Fair stay in our Pike School library and are used towards new books. In advance a HUGE thanks go out to all who intend to make a purchase at the annual Pike Lake Book Fair! The Fair would not have been possible without community support! Most importantly thank you for encouraging the love of books in your children!

Before and after school programming provides a wonderful opportunity for students to play in a safe and a familiar environment. Moreover, it is hoped that a before and after school program will work to support parents/guardians busy schedules and bring students to our school. Donna's Cozy Care Home opened in May and since then has been bustling with activity!

We have had baby chicks and baby rabbits come to visit, had birthday parties for residents, entertainment, Thanksgiving dinner and a Christmas turkey dinner for the residents, their families plus the staff! Many plans are already in the works for 2015.

Food for Thought Rum’s Up (No More Rum For The Sailor’s)

T

he pipe for rums’ up, at eleven in the morning or between the second and third watch for the old salts; is no more. As the newspapers reported; a red faced Admiral made the announcement in order to recover the gentle record of Canadian sailors when ashore. Typical Brass response, but of course that doesn’t mean that the wardrooms on board will go “dry” as well.

For the faint of heart, the “tot” of rum was only about the size of the base of ones thumb, hardly enough to throw the ship’s company into rolling drunks. On the other hand, that “tot” was a significant part of naval tradition. It was carefully metered out by the cox’n under the watchful eye of the officer of the day.

Many schemes were devised to save the “tot” for a splurge ashore, although most were more talk than action. Also as a salve for mothers at home, only ratings over twenty one received the “tot.” That meant that yours truly served three years and was discharged before my twenty first birthday so I never qualified. On the other-hand when King George V inspected our destroyer he did

the traditional thing of ordering the Captain to “splice the main-brace,” an impossible action which signalled all ratings got a “tot.”

The ratings on a Corvette or Destroyer were crammed below decks like sardines for weeks on end. It was small benefits, like the “tot” of rum that made long weeks at sea bearable even for those too young to qualify. Some ratings ran amok in San Diego and instead of using the normal disciplinary channels plus legal charges if that was needed, the “red faced” Admiral went too far and removed an hallowed tradition for no particular benefit and significant loss.

And while I’m at it I can easily find fault with other changes. The black scarf in memory of Lord Nelson is gone as is the tight middle and collar with the three white stripes: all signs of a seaman.

Now everyone wears a tailored suit that has no relationship to sea-going sailors.

Ah well, traditions die just like “old salts.”

n December 8th, my colleague, the Honourable Greg Rickford, Minister of Natural Resources, announced the introduction of the Pipeline Safety Act. This Act introduces legislative measures to further enhance Canada’s worldclass pipeline safety system.

The announcement builds on previous action taken by our Conservative Government to prevent incidents, including increasing the number of annual pipeline inspections and audits conducted by the National Energy Board (NEB) and strengthening the Board’s enforcement capabilities by giving it authority to fine pipeline operators for smaller incidents.

The Government’s latest measures proposed in the legislation introduced today in the House of Commons include: · Introducing absolute liability for all NEBregulated pipelines, meaning that companies will be liable for costs and damages irrespective of fault — up to $1 billion for major oil pipelines; companies continue to have unlimited liability when at fault or negligent; · Providing the NEB authority to order reimbursement of any cleanup costs incurred by governments, communities or individuals; and · Providing the NEB authority and resources to assume control of incident response if a company is unable or unwilling to do so (i.e., in exceptional circumstances).

December 12, 2014 Randy Weekes, MLA Population and Job Growth Continue Not long ago, Saskatchewan's population was in decline with many of our young people leaving the province to find work and raise their families elsewhere. Today, thanks to the hard work and determination of our people, Saskatchewan is strong and has a growing population that’s closing in on 1,130,000 – steady growth of nearly 20,000 people per year since 2007.

The steady growth we’re experiencing creates both opportunities and challenges.

Despite recent economic volatility in the price of oil, our government remains on track to deliver another balanced budget.

This is in part thanks to a diverse economy and sound fiscal management.

Saskatchewan still enjoys the strongest rate of job creation in the country – three times the national average, and we have enjoyed the country’s lowest unemployment rate for 24 straight months. A growing population and volatility will present us with challenges, however a robust, diverse economy, continued tax relief for families, and ongoing investments in infrastructure will help us rise to meet these challenges and keep Saskatchewan strong and moving forward.

The Saskatchewan Immigrant Nominee Program is an important part of a strong and growing Saskatchewan. Our province recently received a boost in the number of nominations, bringing our 2014 nomination cap to 4,818 – a 218 per cent increase since 2007. This reflects both our government’s commitment to welcoming newcomers to Saskatchewan as well as the federal government's recognition of the labour force shortage we face now and in the future. It also reflects the fact that, once the place to be from, Saskatchewan is now the place to be.

We’ve got a strong working relationship with the Government of Canada and we thank them for responding to our needs by increasing allocations and providing more opportunities for immigrants and their families to live, work and invest in our growing province. The nomination cap for 2015 will be increased to 5,500 – a jump of 15 per cent over this year.

Vanscoy Community Recreation Board Report - December 2014

A

t the end of October the former board members stepped down and a new board was elected.

Thanks to Brett LaRoche and Paul Yanko for their commitment over the last few years. A new Vice President, Bonnie Ross, and secretary, Tracy Williams-Duerr, were appointed to the board at that time. Dawn Steves is still treasurer of the Board. We are still looking for a President if someone is interested in the position.

Our last meeting was held on December 17th.

Reports were heard from each of the groups attending the meeting.

Seniors held their annual Christmas supper on the December 7th and had 84 in attendance with the Delisle Travel Club serving the food. The Vanscoy 4H have sent the 2015 community Calendars to the printers, look for them coming soon.

Bowbusters Archery has 30 kids in their JOP program and will be starting an Adult shoot in January on Tuesday evenings.

Minor Hockey reports

that the ice is now ready. We have worked with Minor Hockey and have hired a rink caretaker and booth conveyor, we welcome Wendell Ebbert to our team. The Shiverdome Committee discussed doing another raffle this winter/spring, and are looking for people to help. The Village Council reported that they have a new council member, Shelley Lyons. Vanscoy Ag Society, Soccer and RM Council were not in attendance and no reports submitted.

As a board we discussed the New Year’s Party at the Arena and no volunteer stepped up to coordinate so we were unable to make this happen this year.

We are working on the Family Day Skate and Movie Night in Vanscoy on February 16th, watch for updates on our Facebook page and posters around town.

A Hall Committee was formed and discussed a plan to start some much needed renovations/facelift for the Hall. The Arena has seen some renovations

Local Vet Appreciated

A

resident from the Asquith area recently faced a dilemma when a sickly stray cat wandered into his yard. After attempting to nurse the animal back to health for a couple of weeks, it became apparent that the animal was not going to get better. He took it to Corman Park

Veterinary Services and a determination was made to euthanize the animal.

The good samaritan appreciated the humane actions of the local veterinary service and was pleasantly surprised when the vet waived the normal fee for the procedure.

squith is a caring town, full of good neighbors.

The community of Asquith has proved it by their tremendous response to Operation Santa! Groceries, toys, baked Christmas goods, knitted mitts and toques and cash donations were received, allowing Operation Santa to make Christmas and grocery hampers. Maple Leaf, thanks to Doug Haugrud, made up meat hampers and Saputo, thanks to Patty Mryglod, donated cheese and milk for the families as well.

This year we provided hampers and groceries to THIRTEEN family units, in which there were 25 children. People who received the hampers have expressed thanks again and again. You met a physical need and touched many hearts!

Money received went directly to the hampers and was spent at local merchants.

Amazing Space Delisle & District Arts Council Report In 2011, Nova Scotia native, Neil Roston and his wife, Anita, moved from Meadow Lake to Delisle. Little did we know that they would bring with them some of the finest electric blues and folk-rock music Saskatchewan has ever heard.

Neil grew up in a house full of music. His Dad's family were all musicians... mostly guitar players.

But it wasn't until he was a teenager that Neil got interested in guitar playing himself. It was when a friend of his brother's came over and starting playing songs on the guitar that were the music young Neil liked to listen to that the guitar finally held real appeal for him.

After that, there was no looking back.

Completely self-taught, by the time he was 17 years old, Neil was playing blues on guitar. A naturally shy kid, Neil found that the guitar could be his voice. Through his music he could express the thoughts and emotions for which he could find no words. But it took a long time before he would find his voice as a singer and songwriter as well.

It was while singing along to his favourite folk-rock musician, Ray Lamontagne, that Neil discovered he could sing like his mentor. This

revelation gave him the confidence to start singing as well as playing guitar. Lamontagne's music also inspired Neil to start writing his own songs. Now, nearly half of his regular play list is songs he has written himself. He writes about his own experiences – things that have happened to him. “It's often the hard things, when you're going through stuff, that provides the inspiration for song-writing,” says Roston. Now, happily married and father to a two-year old son, Ryan, he says it's getting harder to write: “The words don't flow as freely as they used to.”

But Neil's not complaining. He loves living in Delisle and enjoying the quiet, peacefulness of life here.

Another advantage of moving to Delisle is that it allowed him to form the Neil Roston Band with fellow jam session artists, Lynn Victoria (bass) and Brett Williams (drums). The three of them met at the Saturday night jam sessions at Buds on Broadway. They have been playing together now for about three years and are planning to record their first professional album as soon as they can secure the funding.

When asked what advice he would give to someone just starting out in music, Neil said, “If you want to

play an instrument, find the music you love and play that.” It was hearing his music on guitar that inspired Neil to start playing. It all comes down to the love of the music.
