his year we are celebrating our 30th Anniversary over 2 days of events on Saturday and Sunday August 17th and 18th. Our celebration begins with a parade at 10am Saturday.

Anyone is welcome to participate. Call Dawn at 668-2008 to register your entry. Yard and Garden entry deadline is Aug 1, and exhibit entries need to be dropped off Friday evening , Aug 17, between 5 and 8 pm.

Kidsville will be held both Saturday and Sunday this year from 1-4 pm with games, crafts, face painting, and the bouncy castles.

The little britches rodeo for children 11 and younger will begin

at 11:30on Sat. This is an event using stick horses (supplied if you do not have one)as well as other games. The Vanscoy Multiple 4-H Club will be doing a scavenger hunt at 1 pm on Sat and the Balloon man will be there from 3-4 pm. The gymkhana event is Saturday starting at 1 pm and the Light Horse show is Sunday starting at 9 am. Other Saturday events are the Ball tournament, Quilt truck, Tractor show and the Fair exhibits.

Saturday evening begins with a Roast beef supper and entertainment with the return of Elvis AKA “The Cadillac Kid”. Vanscoy. Saturday evening will end with a display of fireworks at dusk. Sunday events include the Pancake breakfast form 8-10 am, the Polka mass at 11 am, the tractor show, the Quilt truck, Kidsville with Beeper the Clown at 1 pm and a 3D Archery Outdoor Course Demonstration from 1-4 pm. There will also be a 30 year history display of the Vanscoy and District Agricultural Society which will be located in the Circle Hall. Some of these stories have been produced directly by us here at the RM Review, but a vast majority of them have been, and continue to be each month, submitted by many people in our community.

The RCMP provide the Police Reports.

4-H members put together the 4-H News.

And many, many citizens, just like you, take the time to let us know about things that are happening in thier part of this community by submitting stories to us.

Without these efforts, we would have a much bigger job to put together informative publications for you. So to better reflect what the RM Review is all about, we are now promoting our new slogan...

“Your COMMUNITY, Your NEWSPAPER” So to all that continue to help us bring all of the news and information to the community, we would like to say thank you, and hope that our new slogan is an ongoing showing of our appreciation.

North Sask football team in the Red River Cup in Winnipeg, MB July 6-13, 2013. The North Sask team won 3 of their 6 games and placed 4th overall in the tournament. It was

a great experience of high calibre football for all the players on the team.

When COOL is not Cool

he Canadian and Mexican beef and pork industries are losing hundreds of millions of dollars as a result of the lobby efforts for COOL of some right wing interests. The original challenge to WTO was successful and after appeals the case should have ended allowing free trade in beef cattle and hogs among the three NAFTA signatories.

Instead the US began evasive actions that will require redoing the WTO process.

The tragedy of the situation is that the US mainline livestock organizations do not support the requirements of

country-of-origin-labeling because it is a cost that has to be borne by the whole system. Many livestock feeders and processors simply avoid purchasing Canadian animals or carcasses because of the added cost of segregating the imported product. It is an instance where lobby forces overwhelm logical governance.

Canada and Mexico do have the retaliatory potential of imposing an equivalent level of tariffs; however that will only occur about two years or more down the road when the second WTO process is completed. That is a messy action

not at all conducive to the advancement of free trade.

The oddity is that the US meat industry through the application of the COOL legislation loses opportunities to feed, process and export our livestock and forces us into export competition at lower prices. Every interference with free trade reduces the profit margin and in turn leaves the primary producer more vulnerable.

It is not the primary responsibility of the US Congress to protect the Canadian livestock industry; but one would expect that they could avoid injuring their own system.

COUNCIL REPORTS TOWN OF ASQUITH

Asquith Town Council held its regular council meeting on July 9, 2013.

Attending were Mayor Maddin, Councillors Erhart, Sawicki, Gamble, Dumont and Lysyshyn, along with C.A.O. Cross.

Minutes from the June 11, 2013 regular meeting and the June 20, 2013 special meeting were accepted as presented. The treasurer’s statement of receipts and expenditures for the month of June, 2013 and the May 2013 bank reconciliation was accepted as presented. Accounts paid in the amount of $27,125.06 and Accounts Payable in the amount of $48,632.37 was accepted as presented.

Street patching is occurring within the Town of Asquith. Priority was given to use hot asphalt mix around manholes that posed safety concerns, however cold mix asphalt will be used in the other potholes. Gravelling has also been done to some streets to alleviate potholes.

A huge pat on the back goes out to Jim and Kelly Stack for their exceptional work at maintaining the Asquith Cemetery! As well, Charles Chappell is doing a phenomenal job out at the Asquith Sportsgrounds. One can certainly tell that they show attention to detail and pride themselves on a job well done.

The Town has accepted a SaskPower quote to install street lights on Lunn Street for an overall cost of $4,777.09.

A new section of the Building Bylaw was passed which deals with fences within the Town of Asquith. Please visit the Town Office to ask about this new bylaw before starting any fences within the Town of Asquith.

This office will once again remind residents that there is a Swimming Pool Bylaw which dictates that any pool that is 18” or deeper must be enclosed by a fence.

TOWN OF DELISLE Delisle Town Council held a regular meeting July 9th, 2013.

The Town accepted a bid os $143,924.04 plus GST from Klassen Trenching for construction of a water trickle line, earth work and tree removal in the South Industrial subdivision.

The town will issue a cheque for $4,200 to Canadian National Railway Company for fees associated with the water trickle pipeline crossing agreement.

The following prices (plus GST) were set for the sale of industrial land along Elevator Road: - Parcel D1 - $140,000 - Parcel E1 - $75,000 - Parcel E2 - $75,000 - Parcel E3 - $75,000 - Parcel E4 - $75,000 - Parcel F1 - $95,000 Furthermore, a 10% non-refundable deposit will be required to hold a parcel, with the balance due within 6 months.

A $5,000 cheque will be issued to the Delisle Chiefs Hockey Club for purchase of their dressing room building with the understanding that the building becomes the sole property of the Town of Delisle. Furthermore, the Delisle Chiefs Hockey Club can use the dressing room, rent free, providing they are responsible for all set-up costs and all ongoing maintenance repairs.

A $100 donation will be made to the RUH Cancer Clinic in memory of past administrator Danny Arntsen.

RCMP Report Traffic: On July 8 at 9:15 p.m. police were called to the scene of a single vehicle collision on 9th Street North in Martensville. Police located a 2008 Dodge Caliber on its side in a ditch at the north end of the street. Witnesses directed police to a male who had been seen crawling out of the vehicle after the collision had occurred. The man was located by police a short distance away attempting to walk away from the scene down a nearby alley. The man exhibited signs of impairment from alcohol consumption and was placed under arrest. The man was read a breathalyzer demand, which he refused to comply with. A 22 year old Martensville man was later released on charges of impaired driving and refusing to provide a breath sample.

He is scheduled to appear in Provincial Court.

On July 10 at 6:13 p.m.

RCMP received a call of a motor vehicle collision at the intersection of Highway 60 and Highway 7, west of Saskatoon. Two vehicles had collided in the intersection, a 2013 Dodge Journey and a 1997 Ford F250 truck.

The eastbound truck was on highway 7 and carrying three men from Kyle when a northbound Dodge Journey entered the intersection carrying three females from Kindersley. The driver and front passenger of the Journey, 61 year old and 88 year old females were killed by the impact. The rear passenger, a 10 year old girl, survived with cuts and bruises. The three men in the truck were all transported to hospital with nonlife threatening injuries.

Witnesses at the scene have advised police that the Dodge Journey did not stop at the stop sign before proceeding into the intersection.

A Collision re-constructionist attended the scene and the police investigation is continuing. No names are being released.

On July 21 at 4:25 p.m. police were called to a incident of an erratic driver on highway 11 near Osler. The complainant advised that he had observed a man driving while drinking from a whiskey bottle. Police attended in the Osler area and located a 2005 Ford F-150 truck being operated by 49 year old male from the Whitecap Dakota First Nation. The man displayed signs of impairment from alcohol and was arrested for

impaired driving. He was taken to the police detachment where he provided samples of his breath that were under the legal limit, but high enough to justify a 24 hour driver’s licence suspension. The man was found to be a suspended driver. He was charged for driving a motor vehicle while consuming alcohol and driving while suspended.

His vehicle was towed for 30 days pursuant to the suspended driver’s legislation.

On July 19, at approximately 2:15 a.m., Warman RCMP Detachment responded to a report of a train versus vehicle collision on Highway 672, near Vanscoy, Saskatchewan. Investigation determined at the time of the occurrence a twenty-two year old male driver operating a Dodge Ram half ton pick-up truck had driven through a 'dead end' fence launching his vehicle onto the CN rail line.

The vehicle became stuck at that location. The driver was un-injured in the initial accident and was able to free himself prior to the train colliding with his vehicle. The male driver was alone in the vehicle. The man was arrested and taken to the police detachment where he provided samples of his breath that were in excess of the legal limit. The man was released on impaired driving charges and will appear in Provincial Court in September.

Property: On July 8 at 7:30 a.m. police attended at a residence on 8th Avenue North in Warman in response to a call of a stolen vehicle. It was reported to police that a blue, 2001 Jeep TJ was stolen from a residence at that location. It is believed that a spare set of keys was left in the vehicle. Police caution people not to leave valuables in vehicles, including keys and garage door openers, as thieves are using these items to facilitate vehicle thefts and residential breakins. There were also several cars entered on the same evening in Warman and Osler where glove boxes had been searched and loose change stolen.

On July 9 at 6:10 a.m. police were called to a residence on Watson Way in Warman for a report of a stolen vehicle.

A 2003 Chev Duramax truck was stolen from the front of the residence. The truck had decals on it that said “MROD Construction”. The

On July 18 at 11:15 p.m. police received a call of a noise complaint on Centennial Drive in Martensville. An area resident advised that paving equipment was being operated after 11:00 p.m. in contravention of the City bylaw. Police attended and had the contractor discontinue the operation of the equipment for the day. No further action was taken.

Police located a 19 year old Martensville man later in the day and arrested him for assault and uttering death threats. The man was released from custody on conditions and will make an appearance in Provincial Court on July 30.

On July 18 at 7:13 p.m. police were called to a disturbance in the Village of Pike Lake. A caller advised police that a man and woman who appeared to have been drinking were fighting with each other. Police attended and located a 42 year old man and a 57 year old woman who were both residents of the area. Both subjects had been drinking, but both denied that they had been fighting. It was revealed that the man was on probation for previously assaulting the woman and was on a condition not to consume alcohol. The man was arrested and charged for breaching the probation order. He was later released on the charge to appear in court in September.

On July 19 at 11:15 p.m. police were called to a report of a suspicious person in the Cathedral Bluffs area in Corman Park. A man reported observing a stranger driving in and out of yards in the area and looking around houses. A vehicle licence plate was communicated to police. Police attended in the area and were able to locate a Saskatoon area man. It was determined that the man was looking for a lost dog that had previously been reported to police. No further action was taken.

Tennessee Walking Horses have a truely Canadian home at the Lazy T which opened in time for the July 1, 2013.

or the past 20 years we my Wife and I have raised registered Tennessee Walking horses at the Lazy T over the years we have boarded a few horses for select clients beside raising and training our own Tennessee Walking Horses. .

Having experience with training horses for 53 years, my wife Marjorie and I thought if we were going to do something in the way of an indoor arena we should do something uniquely different when we constructed our indoor riding arena and barn,

We are now accepting new boarders for year round riding enjoyment at the Lazy T. We have year round indoor riding with outdoor riding paddocks available. In the very near future the new 120 foot barn will be complete and ready for more horses and will be able to accommodate 45 head in box stalls, along with additional outdoor paddocks to accommodate another 20 head of horses with shelters.

The entire Canadian flag on the roof measures 30 Meters x 15 Meters (120 feet X 60 feet ). The flag was constructed entirely out of pre-painted, ribbed sheet metal roofing. There were no decals or paint used in the fabrication of the Canadian flag roof.

We constructed the maple leaf flag design to scale on our own.

The roof was initially constructed with 2 bars of red on each end then the maple leaf was then placed in the center.

The maple leaf was designed at my business, Qwik Signs, in Saskatoon, to exact scale, so that it would be proportionately correct as the flag should look.

With the help of some highly skilled labor provided by an acquaintance, Bill Kominetsky, we joined sheets of roofing metal inside the riding arena

Cutting out the Maple Leaf on the ground, The maple leaf was then drawn to the sheet metal exactly to scale.

Bill then cut the shape of the leaf with a special metal cutting tool to the exact measurements provided. The pieces were then numbered and disassembled.

We then put the pieces up on the roof in proper number sequence so that it would fit as it did on the ground.

Once the maple leaf was re-assembled it was nearly perfect.

The maple leaf alone which measured 18 meters X 14 meters (58 feet X 48 feet) was within 1/16'' of an inch when it was re-assembled on the roof .

anada Post offers an essential service. We all rely on it for the delivery of letters, packages, and logistics. Canada Post outlets are also important to the vibrancy of many towns and communities in rural Canada.

Our government is committed to a standard of postal service that meets the needs of all Canadians, both rural and urban, that is secure, and continues to be financially self-sustaining.

The Canadian Postal Service Charter, which was introduced by our Government in 2010 continued the moratorium on the closure of rural post offices, and ensured that Canada Post will charge uniform rates for letters of similar size and weight, so that letters will require the same postage, regardless of the distance to reach the recipient.

As Canada Post is an independent Crown Corporation, it is responsible for its own administration. The Government of Canada is responsible for setting its mandate and service delivery levels.

The way Canadians send and receive mail is changing. This is undeniable.

As an MP, I am able to use email to communicate with constituents.

Fifteen years ago, a weekly MP report like this one would not have been possible, and it has become a very useful tool to share information with you on many different subjects in a timely manner.

Canadians still rely on physical postal services, but we are gradually receiving more and more items electronically that would have previously been sent by the mail like magazine subscriptions or telephone bills.

Consider the following:

Canadians mailed almost one billion fewer items of mail in 2012 than they did in 2006.

Furthermore, the number of addresses that Canada Post must deliver to is increasing by about 150,000 each year.

While Canada Post has operated profitably for the last 16 consecutive years, the decrease in overall mail volume coupled with the increase in addresses is expected to lead to significant operational deficits by 2020.

This is something that all of us users of Canada Post and taxpayers should be concerned about.

As the Conference Board of Canada has noted there is no single change that will be enough to make Canada Post operations financially sustainable for the next 50 years. Any action will involve either rate

hikes or service cuts, both of which will impact consumers and businesses.

The good thing is that Canada Post is looking for public input on what Canadians see as its future role for mail delivery.

eeping you and your family safe while you’re getting from point A to point B this summer is a priority for our government.

To that end, we recently announced that photo radar is now being deployed in selected highway work zones. The state-ofthe-art cameras will be taking pictures of the licence plates of drivers exceeding the 60 kilometre-an-hour work zone speed limit. The amount of the ticket is based on how fast the vehicle is going. Fines start at $210 and increase by $3 to $6 per kilometre over the speed limit. For example, the driver of a vehicle travelling at 100 km/h would be fined $530. The Ministries of Highways and Justice along with SGI, the RCMP, the Saskatchewan Heavy Construction Association and other partners have been working diligently to improve safety in work zones following the tragic death last summer of flag person Ashley Richards.

With more than $260 million in grading, paving, bridge building and other projects underway this summer, there are some online resources you can use before heading out on the highway. Go to www.highways.gov.sk.c a/workzone for the weekly construction

Investing in highways is just one example of how our government is using the benefits of growth to improve the quality of life for all Saskatchewan people.

Another way is our continued investment in the Saskatchewan Surgical Initiative (SKSI) to reduce surgical waiting lists. The latest information shows that 78 per cent of patients receive surgery within three months of their consultation with a surgeon and 90 per cent within six months.

Thanks to the $70.5 million invested in the SKSI in this year’s provincial budget, 89,000 surgeries will be performed in Saskatchewan this year, an increase of 7,000 over last year.

All health regions, except Regina Qu’Appelle, are on track to meet the three-month goal by April 2014.

Regina Qu’Appelle is expected to meet the goal by April 2015.

While there’s still work to do, our government has made significant progress toward reducing what at one time were the longest surgical wait times in Canada.

Saskatchewan’s strong economy shows no signs of slowing down.

Retail sales in May totaled $1.6 billion, the highest ever for the month, and an increase of 5 percent from April.

That’s the largest percentage increase in Canada. Even more impressive are the latest wholesale trade numbers. At $2.14 billion in May, wholesale trade figures in Saskatchewan are ten times the national average and our manufacturing sales continue to lead the nation. Shipments totaled $1.29 billion in May, an increase of 16.7 per cent over the same time last year and number one in Canada for year-over-year growth for the second straight month. Our government will continue to take action to ensure Saskatchewan’s economy remains strong by balancing the challenges of growth with the needs of families.

With back to school only six weeks away, Saskatchewan Party MLAs have been spending the summer consulting with constituents in regards to their priorities. That information will be used to chart our government’s course into this fall’s legislative session and beyond.
