RM of Ste. Anne The RM of Ste. Anne is taking an important first step toward expanding childcare services in our community, and we are excited to announce that we are now seeking a daycare partner to help bring this vision to life. Existing licensed non-profit childcare providers interested in partnering with the RM to create a new public bilingual center for childcare are invited to submit a proposal an become key part of the La Coulee community. As part of our long-term commitment to supporting families and encouraging community growth, the municipality has issued a Request for Proposals to identify an experienced daycare operator who will eventually run this public child care centre. This partnership will help the municipality ensure that the future facility is designed and developed with the needs of children, families,

and educators in mind from the very beginning. This first step marks the beginning of a journey aimed at creating high-quality childcare spaces for current and future residents of the RM. While this is an exciting milestone, it is important for residents to understand that the daycare centre itself is still in the early stages of development. The process of planning, securing approvals, designing, constructing, and opening a new facility takes time. At this stage, the municipality anticipates that the daycare will not be operational for approximately 4 to 5 years, although we will strive for an earlier opening if possible! At this time, we are looking for an organization that shares our vision and is interested in establishing a long-term partnership with the municipality. Together, we will work
through the development process and help guide the project from concept to completion. This is an exciting moment for the RM of Ste. Anne and a significant investment in the future of our community. We look forward to welcoming a dedicated daycare partner and taking the first steps toward expanding childcare opportunities for families across the municipality. PUMP YOUR SEPTIC TANK BY OCTOBER 15TH! The RM of Ste. Anne Environment Act License (for the municipal lagoon) states that we cannot accept septage (the stuff from your septic field tank) between October 15 and June 1st of the following year. If it’s been a while since your last pump-out, now’s the time to book it! Note that this does not apply to holding tanks (that’s considered sewage, not septage).
NEW ONLINE BY-LAW ENFORCEMENT REQUEST FORM NOW AVAILABLE We are pleased to announce a new and convenient way for residents to submit By-Law Enforcement requests. Residents can now report by-law concerns directly through our website using our new online By-Law Enforcement Request Form. This feature provides an easy, accessible way to submit requests at any time, from any device, without needing to call or visit the municipal office. The online form allows residents to provide details about their concern, identify the location of the issue, and submit relevant information that will help staff review and investigate the request. Whether reporting property maintenance concerns, nuisance issues, or other by-law-related matters, the new process helps ensure requests are received quickly and directed to the appropriate staff. By-Law Enforcement requests are kept strictly confidential. Your information will not be shared with the complainant although we may need
to contact you for additional information. Additionally, due to confidentiality we will not be able to provide you with any details on what, if any, actions are taken regarding your matter. We are obligated to follow certain process under the law and noticeable results may take quite some time. We ask for your patience but also encourage you to communicate any new details with us that may help us resolve your concerns. By offering online submissions, we are improving service accessibility, streamlining the reporting process, and making it easier for residents to connect with the municipality when concerns arise. We encourage residents to visit our website and use the new By-Law Enforcement Request Form whenever they need to report a by-law concern. This new feature is part of our ongoing commitment to providing convenient, efficient, and responsive service to our community.

PUBLIC WORKS PROJECTS MAKING PROGRESS ACROSS THE RM OF STE. ANNE There has been plenty of activity happening across the RM of Ste. Anne this year as our Public Works team continues to complete projects that help improve roads, sidewalks, drainage, and everyday municipal services. These improvements may look different from one area to another, but they all support the same goal: keeping our communities safe, accessible, and well maintained for residents, businesses, and visitors.
Richer Sidewalk Project The Richer sidewalk along PR 302, between Dawson Road and Derica’s, has now been completed. This project continues the sidewalk improvements that were completed along PR 302 last year and is another step
toward making the area safer and easier to walk through. A few finishing touches are still needed, including work on nearby grass areas, but once complete, the sidewalk will provide a safer and more comfortable route for pedestrians in the community.
Loewen Blvd (36N) Asphalt Project The RM of Ste. Anne partnered with the RM of La Broquerie and the RM of Hanover to pave Road 36N, also known as Loewen Boulevard, between 36E and 39E. This joint project has been completed, and the new asphalt surface is now ready for use. Residents and travellers can expect a smoother and more reliable drive along this stretch of road. 31E Reshaping Project Public Works also completed reshaping work on approximately 1.75 miles of Road 31E, beginning at 44N and extending to just south of 43N. This work helps strengthen the road and improve how it holds up to regular use. Crews pulled up the shoulders, reshaped the road surface, and added fresh gravel to help with drainage, support the road base, and create a smoother driving surface. These improvements will help reduce soft spots and make the road more dependable for residents, agricultural traffic, and other travellers who use this route.
Second Round of Ditch Mowing A second round of ditch mowing is planned for September. While mowing helps keep the municipality looking neat and cared for, it also plays an important role in drainage. Keeping ditches clear allows water to move more easily during spring
runoff and heavy rainfall, helping reduce the chance of water-related issues when wetter weather returns.
Owens Road Reconstruction The Owens Road reconstruction project has also been completed, the project started at the train tracks going south and ending at 47N. This portion of the road had become soft because of poor structure beneath the surface. To fix the issue, Public Works excavated the road, placed C-base underneath, and rebuilt the surface. The result is a stronger and more stable roadway for those who rely on it.
Drainage Cleanup After Wind Event After the major wind event earlier this year, dirt and mud were blown into many ditches from fields in the RM, creating drainage concerns in several areas. This material has now been cleaned out, helping improve water flow and reduce the risk of future drainage problems.
Richer Fire Hall Well Update The well at the Richer Fire Hall has been updated after the previous well was no longer filling the fire hall’s tanks quickly enough. A new well has now been drilled, giving the fire department improved access to the water supply needed for its operations. The well is currently being tested to confirm its efficiency and performance. This project will be partially funded by the Manitoba Gro Grant that is also going to be funding the new fire trucks. We are happy to improve our fire department in any way we can!

SOLID WASTE DISPOSAL INFORMATION FOR RM OF STE. ANNE RESIDENTS The RM of Ste. Anne has an agreement with the City of Steinbach for use of their solid waste disposal facility (Landfill). In 1996, the RM of Ste. Anne was informed that our own landfill no longer met provincial requirements, and required this facility closed. As a result, we entered into an Agreement with Steinbach to use their Class 1 facility. To date, this agreement stands and was extended once again in 2024. This partnership is vital to improve efficiency, reduce costs, and promote sustainable practices for waste disposal. KEY DETAILS OF OUR PARTNERSHIP: • The Landfill accepts waste from all RM of Ste. Anne properties • Residential waste is tracked and billed to the RM at a certain rate per tonne. This is then paid by property owners through taxes, and not at the landfill facility itself. This rate per tonne is used to offset the costs of processing the waste itself. • Tipping fees. There is a minimum $10 per vehicle fee charged, this means that most vehicles will need to pay a $10 tipping fee at the gate because the weight of the waste being brought to the landfill will not exceed this $10 minimum charge when applying the rate/ tonne. In other words, if you are dropping off over 350 lbs*** of waste, then you will not need to pay the $10 tipping fee at the gate, as the landfill will receive over $10 from the RM based on the agreed upon rate/tonne. (***Note that this weight is approximate and not exact as the rate/tonne changes year to year based on inflation and other factors).
The City of Steinbach’s landfill is located south of Steinbach at 104 Hanover Road E.
This minimum tipping fee per vehicle helps to offset the landfill’s administrative costs for tracking, weighing, and reporting every vehicle that enters the site, a requirement of their provincial environmental license with the Province of Manitoba. • Building/Yard/Other waste: these types of waste are accepted at this site, however the full cost will be borne by the person dropping it off, minimum tipping fee, plus all other fees applicable by the Steinbach Landfills fee schedule. • The City of Steinbach Landfill also offers a year round hazardous waste depot open during regular Landfill hours. You can visit the City of Steinbach website to obtain their hours of operation, their fees, acceptable materials, and their phone number so you can ask them all your solid waste disposal questions. HOW TO BETTER MANAGE YOUR SOLID WASTE 1. Reduce • Buy Wisely: Choose products with minimal packaging. • Opt for Reusable: Use cloth bags, water bottles, and containers. 2. Reuse • Repurpose Items: Turn jars into storage, old clothes into rags. • Donate: Give usable items to local charities, give clean materials to your local childcare centers/school for crafts 3. Recycle • Know What to Recycle: • Plastics: Check for recycling symbols (1 & 2 are usually accepted). • Paper/Cardboard: Keep it clean and dry. • Metals: Aluminum cans and

tin cans are recyclable. • Paper Cups: These are now accepted! • Where to Recycle: Locate your nearest recycling drop-off location found throughout the RM for your residential recycling (see www.rmofsteanne.com > Resources > Waste Management > Recycling page) 4. Compost • Start Composting: Use kitchen scraps (fruit peels, coffee grounds) and yard waste. • Benefits: Enriches soil and reduces landfill waste. 5. Dispose Properly • Local Contractors can be engaged to remove your waste and transport it to the landfill on your behalf • You can access the landfill to drop off your waste • Do Not Burn your waste as this would contravene the municipal Fire By-law

IS YOUR HOME WILDFIRE READY? UNDERSTANDING THE HOME IGNITION ZONE Wildfires are becoming an increasingly important concern for many communities. While we often think of wildfire as a wall of flames approaching a home, research shows that many homes are actually ignited by embers that travel ahead of the fire front. The good news is that homeowners can take practical steps to reduce their risk. One of the most effective approaches is understanding and maintaining your Home Ignition Zone (HIZ), the area around your home where small changes can make a big difference in protecting your property from wildfire. The Home Ignition Zone is typically divided into three areas: the Immediate Zone, the Intermediate Zone, and the Extended Zone.
The Immediate Zone: 0 to 1.5 Metres
This area extends from your home and attached structures, such as decks, out to 1.5 metres. It is the most critical zone because embers often land here first. What to Look For • Firewood, mulch, leaves, or debris close to the home • Shrubs or tree branches touching structures How to Keep It Safe • Use gravel, brick, or concrete near the foundation • Keep the area clean and free of combustible materials • Regularly clear leaves and debris from roofs, gutters, and decks
The Intermediate Zone: 1.5 to 10 Metres
The purpose of this zone is to reduce the ability of a fire to spread toward your home. Vegetation should be managed carefully to prevent flames from moving from plant to plant. What to Look For
• Dense vegetation or closely spaced trees • Dead grass, branches, or yard debris How to Keep It Safe • Prune lower tree branches • Space trees and shrubs appropriately • Remove dead vegetation and regularly maintain the yard
The Extended Zone: 10 to 30 Metres
The goal of the Extended Zone is not to eliminate fire, but to reduce its intensity before it reaches your home. Property owners with larger lots can use this area to create a safer transition between natural vegetation and structures. What to Look For • Thick vegetation and dead or dying trees
• Accumulations of forest debris How to Keep It Safe • Thin vegetation where needed • Remove dead trees and combustible debris • Work with neighbours to reduce wildfire risks across properties Small Actions Make a Big Difference Creating a more wildfire-resilient property does not happen overnight, but every action helps. Start with the area closest to your home and work outward. Regular maintenance, thoughtful landscaping, and reducing combustible materials can significantly improve your home’s ability to withstand ember attacks and wildfire exposure. By taking time to assess your Home Ignition Zone, you are helping protect not only your property, but also your family, neighbours, and community.

BE PREPARED: CREATE AN EMERGENCY PLAN BEFORE YOU NEED ONE Emergencies can happen with little warning, whether it’s a wildfire, severe storm, power outage, or flood. Having a household emergency plan in place can help reduce stress and ensure everyone knows what to do when every minute counts. Creating a family emergency plan takes only about 20 minutes and can make a significant difference during an emergency! When creating your plan, think about: • Safe exits from your home and neighbourhood • A meeting place where family members can reunite if separated • Emergency contact information, including an out-of-town contact • Arrangements for children, seniors, pets, or anyone with specific needs
• Important documents, health and insurance information (Copies of all important documents like passports, drivers license, birth certificates. A list of medications you take, and any important health related information. A copy of your insurance policies) • Local risks that could affect your area Once your plan is complete, everyone in your household should know where to find it and it should be updated regularly. Taking a few minutes today to prepare could help you protect your family and peace of mind if an emergency were to occur.
