Let March turn your thumb green The threat of frost is just about past and it’s time to start planting out back.

In central and southern Arizona, spring can come very early, often before spring training starts, and it makes you eager to garden.

So here are some great things to plant now while much of the rest of the world is still thawing. Meanwhile, keep your eye on the thermometer and prepare for warm weather so your plants don’t dry and fry.

Be sure to take a local garden tour as soon as you can to find out what’s going on in the backyards of serious home gardeners, although some of what you see was probably planted a while ago. Take a journal along to write a few notes about what to try in your yard.

Check out the websites of Arizona Master Gardeners (https://extension.arizona.edu/master-gardeners), the University of Arizona Cooperative Extension (https://cals.arizona.edu/extension/ fh/) and various local nurseries to find out what to plant and when. You can also get more inspiration at the Desert Botanical Garden in Phoenix and Tucson Botanical Garden.

How about a beginner veggie garden in the back?

If you’ve never had one before, now is a great time to get planting. The easy way is to build a raised garden that you fill with bagged gardening soil, commercially purchased, because the native Arizona soil in your yard would need a lot of work and amendment with compost and enrichment of various kinds.

Use stacked concrete blocks or pavers or boards and make your garden about 4 feet by 8 feet. Because the garden is raised up, it’s easy to water and pull the weeds. If that sounds too ambitious, just buy and fill up very large planters to keep on your patio.

You could start seeds in little pots indoors to get your sprouts, but go easy on yourself this first time and buy seedlings at a nursery. This is the time to plant jalapeños, bell peppers, salad tomatoes, strawberries, lettuce, kale, onions, radishes, carrots and beets and almost any kind of herb.

larly. Provide some screening over the plants to keep out rabbits, dogs, cats and birds. There could be insect emergencies; in that case, check with your nursery for what to do next.

By mid-June or July 1, you will have eaten all your produce and it may be time to start on other possibilities, though your choices will be much more limited.

But maybe it will be too warm for all that and you can wait until fall.

What about landscaping plants?

Although many plants besides aga-

ves, succulents, aloes and cactuses love the Arizona desert, there are some that grow well here and some that will not, so make your choices carefully at local nurseries that know what will grow in your area. Once the frost is past in late February and early March, it’s a good time to plant to get trees and shrubs going before temperatures soar.

If you have an irrigation system, check to make sure it’s working properly. In a few weeks, you may need to start watering twice as much as you did recently, according to Jay Harper of Harper’s Nursery in Scottsdale.

Before digging that hole, check out amwua.org/plants/ and magazines of the Arizona Municipal Water Users Association for names and photos of low-wateruse, sun-loving plants. The association can tell you things like whether a plant is fast- or slow-growing, attracts bees or birds, and even whether it has thorns and lots of litter.

sages of all kinds. You can keep planting container-grown roses. Forget about trying azaleas, camellias, and gardenias.

They are all native to areas with very acidic soil and tons of rain. So choices like that are way too challenging for most home gardeners. Hydrangeas and peonies are also a difficult choice, if you can even find them for sale locally.

Trees: You can plant almost any kind of shade tree in late February and all of March, including desert-loving paloverdes and mesquites.

It’s best not to plant the sissoo or Indian rosewood; sometimes called the dalbergia. It’s lush and fast-growing, but very difficult to remove. If you cut it down, its roots keep right on sprouting all over your yard.

You can also plant trees that produce summer fruit and many kinds of citrus.

But with all fruit-bearing trees, make your choices carefully, depending on where you live in the desert. Stone fruits often need a certain number of “chill hours” to produce tasty peaches, apricots or plums. They might not work in

the hottest parts of metro Phoenix. Some oranges and grapefruits won’t do well at higher elevations with heavier frost — places in Tucson, for example.

Fruit-bearing trees require patience and can be very labor-intensive. They need regular fertilizing and proper pruning. And sometimes they can attract more than the usual kind of pests to your yard – like roof rats that feast on citrus that you don’t harvest fast enough.

Annuals: You can still plant cool-season annuals in March, things like foxglove, delphinium, geraniums and petunias, but they’re not going to last long, especially if you don’t water regularly. You might plant marigolds, nasturtium, cosmos, sunflowers and zinnia — some can even be started from seeds. In April, you can plant vinca, celosia, pentas and ornamental sweet potato.

Perennials: Drought-tolerant perennials will come back year after year.

Think about paperflower, angelita daisy, globe mallow, salvias, verbena, chocolate flower, desert milkweed and one of the varieties from the penstemon family.

Immigration crackdown is golden for private prisons President Donald Trump’s crackdown on illegal immigration is fantastic news … for the private prison industry.

Already, 2017 looked to be a profitable year, given his election.

Now comes Trump’s plan to go hunting for immigrants who are here illegally.

The Department of Homeland Security on Tuesday issued a sweeping set of orders on the coming crackdown. The memos outline plans to arrest and detain anyone who is believed to be here illegally, other than those young immigrants who are part of the Deferred Action for Childhood Arrivals program.

Trump’s going after the murderers and rapists. But he’s also going after the mothers and the fathers and the landscapers and the cooks and pretty much anyone else who law enforcement suspects of being here illegally.

And he’s ending “catch and release,” which means that any immigrant caught will be detained until his or her immigration hearing.

Well, he’s going to have to have someplace to put them all, and given that federal detention facilities already are full, that means happy days are here again for the private prison industry.

The DHS memos order the immediate construction of more jails along the Southwest border to house immigrants until their cases are resolved.

That clapping sound you hear? That’s the sound of private prison operators who are, no doubt, rubbing their hands together in glee today as they count their billion-dollar blessings.

This, after last year’s announcement that they would lose their federal contracts.

In August, the U.S. Justice Department announced it would stop using private prisons, declaring them less safe than government-run prisons and no cheaper to operate.

“They simply do not provide the same level of correctional services, programs, and resources; they do not save substantially on costs; and as noted in a recent report by the Department’s Office of Inspector General, they do not maintain the same level of safety and security,” then-Deputy Attorney General Sally

Yates said in announcing that the feds are “reducing — and ultimately ending — our use of privately operated prisons.”

But that was B.T. (Before Trump).

Now, the nation’s largest private prison operator, CoreCivic (formerly Corrections Corp. of America), is touting the prospect of cashing in on Trump’s immigration crackdown.

“When coupled with the above-average rate of crossings along the Southwest border,” CoreCivic President/CEO Damon Hininger said in an earnings call last week, “these executive orders appear likely to significantly increase the need for safe, humane and appropriate detention bed capacity.”

Now, Seeking Alpha, a website offering investment advice, predicts that the stock of the nation’s second-largest private prison operator, the GEO Group, could jump 25 percent this year.

“While multiple sectors have outperformed the broader market in the Trump rally, one of the biggest winners has been the GEO Group, (NYSE:GEO), a privateprison focused REIT that is up almost 70% since November 8,” the website said. “The basic rationale is that a Trump administration will emphasize private industry and law-and-order, both which will serve as significant macro tailwinds for the private prison industry over the next 4 years.”

Just coincidentally, I’m sure, Politico has reported that GEO Group recently hired two former aides of former Alabama Sen. Jeff Sessions, now the head of Trump’s Justice Department.

GEO already does well in Arizona.

Last year, Gov. Doug Ducey gave a $2.5 million state subsidyto the Florida-based company, which operates the private prison near Kingman and coincidentally, I’m sure, is a campaign contributor.

Private prisons have long been a sacred cow at the state Capitol. Well-connected lobbyists spread around campaign cash to ensure that their interests are paramount and their prisons are full — or if not, they’re paid as if they are full anyway.

Now, with Trump’s election and Tuesday’s announcement of an immigration crackdown, private prisons are back on solid ground with the feds.

Solid gold ground, that is.

Press not playing fair Funny, when Bill Clinton won the 1992 election with only 43 percent of the popular vote, there was not a word in the press questioning its legitimacy, but when Donald Trump won by a higher percentage, the press was full of stories questing the legitimacy of his presidency.

Who said the press was fair?

America will take only so much Republicans may control Congress and the presidency, but history demonstrates political trends can change overnight.

President Trump has turned the executive branch into a nightmare of mismanagement. Nothing indicates that this will change anytime soon.

Except for Sen. John McCain, the Republican Congress has clearly shirked its responsibility to check the delusional escapades of our 45th president. When will Congress take a more aggressive role in checking Trump’s endless follies and fantasies?

The tide is already turning against

Trump’s nonsensical utterances and delusional claims. The judiciary branch has stepped forward to check his nonsense.

When will Congress come out of the shadows and block his calamitous agenda?

The American people will only take so much of an unhinged, out-of-control president. The sooner serious action is taken to stop Trump’s bumbling approach to government, the better off the entire country will be.

We can only hope that the country reacts sooner rather than later to avoid greater damage than he has already caused.

Senators should hold town halls As a Republican and a constituent living in Arizona, I’m very concerned that our Sens. Flake and McCain are not having town halls. Their constituents want to discuss what is going on.

We need an opportunity to find out what their thoughts are during the 115th Congress and what they plan to do. We would also like to understand their thoughts on Russia.

Did they take part in the election or not? We voted for them. Why won’t they talk to us? Why are they hiding?

We don’t understand why we can’t have contact with them. We get no return email or letters or phone calls. It’s beginning to feel like we are moving forward with a one-party system, with a far right agenda and those of us who are looking for a two-party system, debate and fairness are being left out.

When President Obama introduced the ACA, the Dems held town halls. Rep. Ann Kirkpatrick held town hall meetings and left due to threats. Her walking out was used against her over and over during the campaign.

Why don’t they hold town halls?

They’re reluctant to show up in public settings where confrontations are caught on tape that show them walking out.

Scottsdale Mayor Jim Lane weighed in on controversial plans for the Desert Discovery Center during his annual State of the City address Wednesday, saying a public vote should precede any further action once project details are released later this year.

In front of several hundred community leaders inside the Scottsdale Resort at McCormick Ranch, Lane called for unity on an issue that has sharply divided residents for years: whether to build a multimillion-dollar attraction inside the McDowell Sonoran Preserve.

“Three letters (DDC) have not packed so much volatility since the invention of TNT,” Lane said. “But I’m here to tell everyone it’ll be OK. We’re in the middle of a methodical process that is providing ample time for consideration and recalibration.”

The Desert Discovery Center has evolved through multiple concepts over several years, and the Scottsdale City

Council last year contracted with a nonprofit group to create a concrete plan with construction details, estimated cost and potential funding sources. The project is planned next to the Gateway Trailhead along the east side of Thompson Peak Parkway about a half-mile north of Bell Road.

Scottsdale officials have long said the project can be built only with approval from the City Council, but opponents of the project have repeatedly called for a public vote. Lane has previously said he supports a City Charter amendment that would force a vote on any preserve construction over $5 million but simplified his message on Wednesday.

“At some point, the City Council will be presented with a concept, a plan and a price tag, then we the community can really decide what we want to do,” Lane said. “If it is to move any further from that point, I believe a public vote is the appropriate path.”

Scottsdale activist Mark Stuart, a leading opposition voice, was booted from a City Council meeting and arrested earlier this month after city leaders said he was “campaigning” against the DDC during a public comment period.

Lane also addressed criticism related to Scottsdale’s recent growth spurt, which has brought an influx of urban development to the downtown area and Scottsdale Airpark. Development was a major issue during last year’s City Council campaign, with mayoral challenger Bob Littlefield critical of the city for allowing thousands of new apartments to be built. “ ‘Growth’ can be a scary word; it can even be a dirty word to some,” Lane said.

“But look at what growth has done for us in Scottsdale; we really do grow smarter.”

Lane pointed to two office centers in

south Scottsdale, the Galleria Corporate Centre and SkySong, as recent examples of successful development. The SkySong property was previously home to the shuttered Los Arcos Mall, and the Galleria emerged from the shell of a failed luxury shopping center in the heart of downtown.

The influx of employees and residents into downtown has prompted traffic and parking complaints, and Lane said the city has boosted trolley service to provide more transit options. The City Council voted last year against including potential light-rail routes in Scottsdale’s new Transportation Master Plan.

Scottsdale’s age and growth has led to a greater strain on the city’s infrastructure, an issue that leaders will have to tackle in the near future, Lane said. City officials recently identified more than $84 million in capital projects, ranging from park improvements to police equipment, many of which are unfunded.

“We have failed the last few times when asking for broad community support on a bond financing program for these important projects,” Lane said.

“One of our biggest remaining challenges is building that community trust so that we can once again have a wellfunded capital program.”

Scottsdale residents may see their monthly utility bills climb for the second time in three years as the City Council considers a 2.8 percent increase to water and sewer rates, according to a budget proposal delivered at City Hall this week.

Residential customers in newer homes, which run on larger meters, could pay about $3 more per month under the new rates, according to a city report. Residents in older houses with smaller water meters might pay about $1.50 more per month.

The proposed rate hike would represent the largest increase in at least eight years, according to city records. Scottsdale last raised water and sewer rates by about 1.7 percent in 2015 after smaller decreases the previous two years.

Regardless of whether the increase is approved, Scottsdale utility bills on average probably would remain toward the middle in cost among major Phoenixarea cities — cheaper than Mesa, Glendale and Phoenix but more expensive than Gilbert and Chandler, according to a city report.

The proposed rate increases would help the city pay for infrastructure improvements and catch up with escalating costs for Colorado River water amid drought conditions, Scottsdale Water Resources Director Brian Biesemeyer told City Council members Tuesday.

“You may say, ‘Drought? It’s been raining like crazy,’ ” Biesemeyer said.

“We’ve been getting lots of water — that is true. However, we’ve been in a 15-year drought, and one wet year does not take us out of the drought.”

The cost for water delivery from the Central Arizona Project, which transports Colorado River water into the Phoenix and Tucson areas, is expected to climb nearly 40 percent over the next five years. Scottsdale currently pays about $195 per acre-foot, and that rate will climb to $220 next year and to $272 by 2022. An acre-foot is about 326,000 gallons.

City officials also expect to spend nearly $280 million over the next five years for water and sewer infrastructure, including a new groundwater treatment facility near Thomas and Pima roads and major improvements to several existing treatment facilities.

Scottsdale officials are considering raising residential utility rates for the second time in three years.

How much would I pay?

A Scottsdale resident with 17,000 gallons of water and 12,000 gallons of sewer use monthly would pay $103.96 under the proposed hike, compared with $101.01 now, according to the city. The same resident in Mesa would pay $129.98, while someone in Chandler would pay $69.82, the report said.

A Scottsdale household with 11,500 gallons of water and 8,000 gallons of sewer use monthly would pay $63.62 under the increased rates, compared with $62.07 now. A Mesa customer would pay about $80, and a resident in Gilbert would pay $52.96, according to the report.

Scottsdale’s proposed rate hike is part of early city budget talks, which will culminate in the adoption of a final budget in June. Any changes to city rates and fees are scheduled for a City Council vote on May 23.

Other possible fee hikes City officials are weighing proposed changes to a handful of other fees, including: • A 50 percent increase for Scottsdale’s soccer field preparation fee, which would climb from $50 per field to $75, boosting city revenue by about $7,000.

The fee pays for the cost of painting lines on the field and preparing the goals.

• Daily fees for Scottsdale’s Club SAR Fitness Center near Camelback and Hayden roads, which could go from $3 up to $4 for residents, generating nearly $15,000 in new revenue for the city. The rate has not increased in nearly 20 years, according to the city.

• Fees for youth sports fields could go up 67 percent, from $3 to $5 an hour, which would bring in about $108,000 in new revenue to pay for field improvements including dugouts, shade covers and goals.

In a dimly lit apartment off the Interstate 17, a 9-year-old Syrian girl named Aya is learning how to use her family’s first computer.

She places her hands on the keyboard and presses “A” when she hears the letter pronounced through the speakers.

“Bravo!” says Riad Sbai, the founder of PCs for Refugees, the non-profit that provided the computer to the family.

Aya’s family has been in the U.S. for four months. Although she’s the age of a fourth-grader, Aya has been placed in second grade because she’s been in a Turkish refugee camp without a formal education since she was 5 years old.

Firas Kharma, Aya’s father, looks on with a smile as Aya deftly manages an English-language learning program on the new computer.

An accountant back home in Damascus, Kharma washes cars at an airport rental facility because his English is limited. He says he hopes the language program PCs for Refugees has provided on the computer will help him find a better job.

PCs for Refugees was developed when Sbai’s mother, also from Syria, began visiting refugee families and noticed that they didn’t have computers and could not afford them.

A lightbulb went off for Sbai, a web developer who realized that providing computers for these displaced families would be a wonderful opportunity for them.

“The war has been going on for so long; a lot of the children haven’t even been in school,” Sbai said. “There’s also a different language and culture to navigate, which makes integrating such an anxiety-filled journey.”

He decided he would donate one of his own personal computers to a family his mother was assisting. The family was so grateful.

Sbai then went on his personal Facebook page and started asking people to donate their old computers. Within months, PCs for Refugees became a 501(c)(3) non-profit organization, run out of Sbai’s Chandler home.

Sbai and his team took used computers, refurbish them and loaded them with open source programs in language, math and science, as well as with important documents families need to navigate their new lives in the U.S.

‘Breath of fresh air’ PCs for Refugees matches families in need with computers through Syrian refugee support groups and word of mouth.

To date, 95 families have been connected to a computer and Internet access.

“We are able to get them cheap Internet service through the Connect2Compete program that both Cox and CenturyLink provide,” Sbai said. “If they have a child enrolled in school who is provided a free school lunch, they qualify for very inexpensive monthly service, which has been awesome.”

The small PCs for Refugees team visits each household personally, helping families set up their computers and teaching them to use the software.

“We believe that everyone, everywhere in the U.S. should be connected to the Internet and the opportunity it brings,” said Chike Aguh, CEO of EveryoneOn, which developed Connect2Compete.

Life is about to get sweeter for one Scottsdale neighborhood.

On Wednesday, March 1, a new ice cream parlor and dessert shop is opening in The Village at Hayden, on the northwest corner of Hayden Road and Via De Ventura. Sweet Provisions is the fifth outlet from chef and restaurateur Christopher Collins — his third in that shopping center alone.

Collins opened Grassroots Kitchen & Tap in 2011 and Twisted Grove Parlor + Bar in 2015.

His restaurants — including another Grassroots Kitchen at Town & Country in Phoenix and Wally’s American Gastropub in Scottsdale — are popular neighborhood hangouts specializing in gussied-up American comfort fare.

“We listened to our neighbors, and they’re telling us they want a sweet shop,” Collins said.

Sweet Provisions will serve ice cream made from scratch — milk, cream, eggs, sugar — in small ($3), medium ($4) and large ($5) scoops. Look for eight to 10 flavors at a time, including

She always wanted to marry a farmer, and in 1980 Sine Kerr’s dream came true.

That’s because when I asked the family what favorite recipe comes to mind from the Kerr Dairy farmhouse kitchen, the response from a dozen family members was instant and unanimous: Sine’s green chile chicken casserole. Make cream of chicken soup. In a medium saucepan, combine chicken broth and 1⁄2 cup milk. Bring to a boil. In a small bowl whisk together flour, 1⁄2 cup milk and seasonings until thickened. (To avoid lumps, sprinkle flour into milk slowly and whisk briskly.) Pour flour mixture into the saucepan with broth mixture

To the cream of chicken soup, add 1⁄2 cup of milk; sour cream; cream cheese; green chiles; enchilada sauce; and green onion. Mix to combine, and cook for 2 to 3 minutes. Pour over the chicken. Top with the shredded cheese. Bake at 350 degrees for 30 minutes or until bubbly. Serve over cooked rice.

Starting problem may be due to a bad immobilizer My 16-year-old son has been driving my mother’s 1997 Honda Accord for a couple of months now, with the intent to buy it from her once he’s saved enough money. The car was bought new and has always been very reliable. Recently, though, he has had some starting issues.

Sometimes when he turns the key in the switch, the car not only will fail to start but the horn will sound. The horn stops as soon as he turns the switch back off.

Sometimes when he tries again, it starts, but other times it keeps doing the same thing, and he has to find other transportation. At first, I thought he must be doing something wrong. But last week, we were in the car together (he was driving), and it did the same thing. I didn’t see him do anything incorrectly, and the car started on the second try. I can’t imagine

what might be causing this, and it’s had several mechanics scratching their heads. It happens only when the car is warm; it has never failed to start first thing in the morning or when it has been sitting for a few hours. This car has been a great one, and my son is excited to own it, but this issue needs to be addressed before I feel good about turning it over to him. Lots of cars of this vintage have keys embedded with computer chips that have to be recognized by a reader in the ignition switch before the car is allowed to start.

So the first thing I’d do is ask Grandma if she has a spare key and try that one.

If she lost the spare 16 years ago, your Honda dealer can make you a new one using the vehicle identification number and proof of ownership.

If a new key doesn’t help, then you might just want to take the car to a good mechanic and have him disconnect the immobilizer entirely. The car has already been effectively stolen by your son, Bill, so Grandma really has nothing to worry about.

Arizona Territory Born Into Trouble In 1863, a bill passed the U.S. Senate officially organizing the Arizona Territory, and on February 24, President Abraham Lincoln signed it into law, naming Prescott as the capital. Tucson was stiffed for supporting the Confederacy. In it’s original configuration, part of Nevada (where Las Vegas is today) was part of Arizona. In 1866, that northwest section was annexed to Nevada, and Tucson got the capital back, but then lost if for good in 1889 because it had too many Spanish speakers according to blatant racists who still hold high office all these years later.
