The sound of a chair thrown in the food court at Arizona Mills in Tempe on Monday afternoon likely sparked false reports of a shooting on a day that several other melees and disturbances were reported at malls across the country.

The loud, echoing sound of a chair landing on the concrete floor in the food court was heard after a crowd had formed to witness a 16-year-old boy getting detained by officers, said Sgt. Josie Montenegro, a Tempe police spokeswoman.

Tempe police had been asked to assist mall security with the teen, who had become disruptive and was refusing orders to leave the mall, she said. When an officer arrived and advised him to leave or that he would be arrested, the teen turned and grabbed a pretzel and threw it at security officers.

Montenegro said the officer confronted him again, and this time the teen turned to him in a fighting stance. She said the teen was then detained on suspicion of aggravated assault on an officer, resisting arrest, trespassing and disorderly conduct.

While the teen was being detained, Montenegro said, a crowd began to form around the officer and security staff. Additional officers were called, and a large group that had become disruptive was escorted out of the property, she said.

A 15-year-old boy in the group refused to leave and pushed another officer before attempting to run away. He was de-

tained as well on suspicion of aggravated assault on an officer and disorderly conduct, Montenegro said.

As he was being handcuffed, someone picked up the chair and threw it, causing people to believe that shots had been fired.

Police did not order a lockdown, she said, although some stores proactively went on lockdown.

Montenegro said another teen, a 15year-old girl, also refused to leave when asked several times by officers and security. She walked out but then returned almost immediately, Montenegro said.

She was stopped by a officer, whom she then hit on the shoulder, Montenegro said. The girl was detained on suspicion of aggravated assault on an officer and trespassing, she said.

According to Montenegro, the three teens who were arrested were known to hang out at the mall and at least one of them had caused problems before.

She said police had no reason to believe that what happened at Arizona Mills was related to other incidents that had been reported around the country.

A flurry of reports of mall disturbances rippled across social media Monday as shoppers swarmed shopping hubs for post-holiday bargains.

Disturbances that led to some malls being evacuated included reports from Elizabeth, New Jersey; Fayetteville, North Carolina; East Garden City, New York; Aurora, Colorado; Beachwood Place, a suburb of Cleveland; and Memphis.

As we are here assembled on the precipice of the 17th year of the 21st century, we find ourselves engrossed in a longstanding tradition — looking back at the past year.

Because this is a history column, I thought it might be more interesting to look at the year — a century ago.

What made the news in Tempe in 1916?

Like 2017, it was a presidential election year, decided by the California vote, Woodrow Wilson was re-elected. He defeated Supreme Court Justice Charles Evan Hughes.

World War I still raged in Europe.

Pancho Villa took his Mexican Revolution fight into the United States for the first time.

Meanwhile, in Tempe 1916 was heralded in Tempe at “the midnight hour (when) the silence of the night was duly broken and all the noise making devices ever contrived were employed to loudly proclaim the presence of the new year.”

Tempe got its first bottling company in January. The Standard Bottling Works offered special drinks like Tokay Crush, Afri Cola, Apple Cider, New Breu and Schooner Brew ("tastes like beer").

The initial segment of the long-awaited new road between Mesa and Tempe opened Feb. 11. The crushed-rock roadbed was quarried from the small butte east of Tempe Butte.

A black day in Tempe history came in March when Marshal M.C. Browning callously declared, “that there will be a wholesale slaughter of (stray) dogs in Tempe.”

The Tempe High School Alumni Association was formed in May. It marked the first gathering of graduates since the school opened in 1911.

Summer In July, what may have been the first version of "Candid Camera" came to Tempe. An ad proclaimed “The Airdome Theatre Presents Tempe in Life on the motion picture screen.

It was a big, newsmaking deal in July when Birchett Brothers grocery “received by freight the swellest thing in the way of cash registers that has yet found its way to Tempe.”

In August, after months of complaints by businesses and customers, Tempe moved to repeal its earlier enacted Sunday blue law ordinance mandating the closing of all stores on the Lord’s Day. The new ordinance would allow businesses to remain open until 10 a.m.

In December, residents learned Tempe would soon be home to a 150-acre date farm, “the largest orchard in the United States.”

Sorry, Obama, but Trump would’ve crushed you Not much happens during the week between Christmas and New Year’s Day, when most people are just trying get in a little relaxation and family time.

Maybe watch a few ball games. Eat too much. Return gifts.

So a back and forth verbal spat between the current president and the president-elect can actually serve as a form of “news” instead of what it really is … talk.

Nothing.

There are times when talk is cheap and times when talk is absolutely worthless. This is one of those times.

Still, President Barack Obama said in an interview that he believes his message of “hope” would have resonated with voters this year and that if he were able to run for a third term, he would have beaten Donald Trump.

No. He would have lost.

He would have gotten crushed.

Obama said, “I am confident in this vision because I’m confident that if I had run again and articulated it, I think I could’ve mobilized a majority of the American people to rally behind it I know that in conversations that I’ve had with people around the country, even some people who disagreed with me, they would say the vision, the direction that you point towards is the right one.”

Has he been paying attention – at all?

Trump ran the most harsh, cynical and divisive campaign ever, and it resonated.

Trump was right when he heard about Obama’s remarks and tweeted: “President Obama said that he thinks

he would have won against me. He should say that but I say NO WAY! - jobs leaving, ISIS, OCare, etc.”

Obama said of the American people that “the majority does buy into the notion of a one America that is tolerant and diverse and open and full of energy and dynamism.”

Technically, he may be correct about that. The majority of Americans probably do believe such a thing. After all, Hillary Clinton received nearly 3 million more votes than Trump.

But that didn’t win the election.

And now all of our country’s underlying hate and misogyny and racism and homophobia and science denial and white nationalism has bubbled up to the surface.

That may turn out to be a good thing.

It allows us to get on with the real fight. Not the one over who is in the White House, but about what we stand for.

I’ve heard a lot lately from people who shout “Move on!” and don’t want to hear any criticism of anything Trump says or does.

“Elections have consequences,” they tell me.

I accept that elections have consequences. What I won’t accept is that they change our values. I’m happy to brawl over that.

Democrats, including Obama and Clinton, didn’t want to have that fight. Or they didn’t know how to fight.

Trump did.

He won.

He beat Clinton. He would have beaten Obama.

As for the rest of us, we haven’t lost anything ... yet.

Barbara Blalock leads a non-profit that began as a project in her garage 12 years ago.

“Hey, we need to do something here,” her husband eventually said.

You see, her effort was to put donated school supplies into the hands of educators. Binders, file folders and the like can stack up fast.

At the time, she worked for the YMCA helping preschools gain accreditation, and she found that many didn’t have adequate supplies. Blalock reached out to Intel in Chandler, which began donating supplies and spreading the word. Soon the garage hit capacity, and a non-profit was established: Treasures 4 Teachers.

After several moves to consecutively larger spaces, Treasures 4 Teachers now fills a 12,000-square-foot facility in Tempe.

The organization serves about 3,000 educators annually, from schoolteachers to Girl Scout and Boy Scout troop leaders. The facility is open to any type of educator, with proof of the program they serve, to find deals.

The non-profit is budget-friendly way to stock classrooms as national estimates suggest the average teacher spends about $1,000 a year on classroom supplies.

“We can complain about the education system, we can say how bad it is out there for the teachers or we can stand up and do something,” Blalock said.

The program’s mobile unit, which delivers supplies directly to teachers, received a $5,000 Season for Sharing grant this year. Blalock shared more details on the program.

QUESTION: What is T4T On Wheels?

ANSWER: We found that many teachers didn’t have the time or the money to travel the distance to our primary location. Because of the phenomenal amount of donations we receive, we needed to find a method to get those items to teachers, so we funded a program called T4T On Wheels in 2013. We deliver items to schools around the Valley as often as we can get them scheduled.

The items provided to these teachers are 100 percent new. We visited 50 to 60 schools last year and served multiple teachers in those schools, with close to 100,000 students impacted.

low-income households), but we will go wherever needed.

Q: And the Tempe facility is open to all educators?

A: Yes. It’s really one of those places that you have to see. It’s a member-based program: $35 a year. You can fill a bag for $5. And then we have a free section and an area where things are priced as marked. It’s superminimal. A teacher will leave here with her shopping cart overflowing for anywhere from $10-12.

Q: Where do the donations come from?

A: We get donations from all over the Valley — businesses and private individuals, anyone who might have items a teacher would need, such as binders, file folders, pens, pencils, markers and writing materials. We get a lot of donations from retired teachers.

Q: How many volunteers does it take?

A: I have 115 volunteers who volunteered 10,435 hours just last year.

Q: What is your greatest need?

A: To let more teachers know that we exist.

In many parts of the country, high schools are shutting down football programs because of falling participation numbers. Growing concern about concussions is believed to be one reason for the drop, according to Bob Gardner, executive director of the National Federation of State High School Associations.

However, dropping participation numbers are not a problem for most high schools in Arizona. The number of high school football players is actually on the rise in the state and has gone up consistently over the past eight years.

According to the National Federation of State High School Associations, participation in Arizona high school football programs has increased by 10 percent since 2008. By contrast, participation nationally has dropped 2.4 percent over the same time frame.

Gardner believes concussion concerns might be playing a role in whether parents allow their kids to play football.

“I think there could be some correlation,” Gardner said, adding that concussion concerns might be affecting youthlevel participation more than high schools right now. But fewer youth players eventually means fewer high school

Arizona boom However, with new schools opening throughout the state, Arizona is seeing a boom in football participation.

Ryan Ridenour, athletic director at Casteel High School in Queen Creek, said that when the school opened two years ago, the demand for football was immediate.

“Football is kind of the ringleader in sports and athletics,” Ridenour said. “I think it’s one of those things where you kind of have to have it. The numbers were coming in pretty good. Right now, in our program we’re over 100 kids (playing football). And we only have, I believe, right around 900 students at the freshman, sophomore level. So we’ve got about a ninth of our population playing football.”

Aaron Dille, athletic director at North Canyon High School in Phoenix, also has seen participation jump during his first year on the job.

“In looking at last year’s numbers and previous year’s numbers, we have tremendous growth,” Dille said. “This is our first season fielding a freshman, JV and See FOOTBALL, Page 17

Although football participation is on the rise in most areas, Blue Ridge High School in Pinetop-Lakeside, a traditional football powerhouse with 13 state championships since 1987, dropped its junior varsity and freshman programs during the 2016 season because of low participation.

Other reasons for drop Harold Slemmer, executive director of the Arizona Interscholastic Association, does not believe that Blue Ridge’s numbers dropped because of concussion concerns. School officials did not respond to multiple requests for comment about the reasons for dropping the programs.

“We haven’t seen any indication that there’s less interest in football,” Slemmer said. “Maybe slightly in some areas, but nothing that’s making us concerned whether or not it would slowly phase out, by any means.”

Instead, Slemmer suspects that a drop in population in Pinetop-Lakeside is responsible for the drop in football participation. And restrictions on how much players can cross over from freshman and junior varsity teams to the varsity creates a shortage of players.

“What we’ve done through the bylaws is limited the amount of time freshmen and sophomores can play in any given week,” Slemmer said. “So, they can’t play in a JV game and then play in a varsity game the whole game. So unless you have enough kids out to really field those teams, you’re going to have a difficult time making it through the year.

“Those rural communities change.

(Blue Ridge) is a good example. (It) is in the Lakeside area and their population is down. Rural areas kind of come and go as far as population and the number of kids that they have.”

Arizona high schools and the AIA are taking steps to allay fears about concussions and buoy participation, including launching a new AIA insurance program that pays for treatment if an athlete suffers a concussion while participating in a high school sport.

Medical professionals on tap Rudy Apodaca, vice president of operations at Dignity Health Mercy Gilbert Medical Center, works with doctors and other staff to oversee concussion treatment and protocol in two of Arizona’s

largest school districts.

“We collaborate with our physician partners who oversee and supervise our Certified Dignity Health Athletic Trainers we provide to the Gilbert and Chandler Unified school districts,” Apodaca said. “They are experts in sports medicine care (and) concussion detection and treatment, along with our physicians.”

Apodaca also works with a team of doctors and athletic trainers to oversee concussion treatment and protocol in all Arizona high schools.

“Our team works closely with neurologists in our community who are brain specialists. … We are also a part of Barrows Neurological Concussion Network, a Dignity Health program overseen by world-renowned concussion specialist Dr. Javier Cardenas. Suzie Squires is our lead certified athletic trainer.”

The goal is to provide a level of care to high school athletes that college athletes could expect, Apodaca said.

Meanwhile, Slemmer and the AIA partnered with K&K Insurance this year to provide no-deductible insurance coverage for students who require treatment for concussions suffered while participating in a high school sport.

“Certainly the insurance is a huge component because it enables parents to take their kids to a doctor to get examined immediately with no cost to them,” Slemmer said. “Before we had the insurance plan, there was a huge deductible.

“This is a non-deductible, so it pays 100 percent. It takes the excuse out that ‘I can’t afford to have my son or daughter see a doctor’ if they might have been concussed.”

More education needed Continued growth in Arizona high school football will depend on educating student-athletes and parents about concussions, according to Dille, the North Canyon athletic director.

“I think they need to do a good job to maintain it by assuring parents that there are safety protocols in place, educating the kids on how to play (football) properly, to their best safety,” he said, adding that staff members also must be trained to take management of concussions seriously.

“We’ve all seen the movies,” Dille said. “The old-school coach says, ‘Rub some dirt on it and go back in.’ We need to educate (parents) that that’s not the way people are anymore, and that your son or daughter, in their respective sport, is going to have someone that cares about them, takes concussions ridiculously seriously and, if anything, is going to err on the side of caution.”

Desert not free of frost Those of us who have been in the state awhile distinctly remember June 26, 1990. Also known as “122.”

As in 122 degrees, the hottest day ever recorded in Phoenix.

It’s among the many dates and events seared into our consciousness: July 4, Y2K, 9/11, the kids’ birthdays and 122.

Yes, weather geeks actually did fry eggs on the sidewalk, saguaros seemed to wilt, and SRP and APS engineers blew a fuse.

Then there was a 128 reading in 1994 in Lake Havasu City, the hottest on record for Arizona. Scary.

But Arizona is not just about headlinegrabbing heat. Sometimes cold temperatures raise eyebrows — and frost lawns.

Think about it. In October, we lamented the long, excruciating summer that seemed to linger forever this year when we nearly reached 100 around Halloween, 10 degrees above normal. Two months later, we barely made 70 degrees for the first half of December, 10 degrees below normal.

“The coldest period in Arizona begins around Nov. 25 (and runs) through Feb. 15,” says Hector Vasquez of the National Weather Service of Phoenix. “But the real cold snaps occur in December and January.”

So how low can we go in the Valley and around the state?

Historically, the average low between Dec. 15 and Jan. 1 is 44 degrees, Vasquez says. But the state has seen some desertdefying lows, such as Jan. 5, 1950, when Phoenix dropped down to a record low of 17 degrees. Statewide, the lowest recorded reading came in 1971 at Hawley Lake near Pinetop, minus-40 degrees.

Driving temperatures down A combination of factors drives temperatures down in the desert, Vasquez says. “(The lowest readings) occur around the winter solstice, when the days are shortest and nights are longest,” he says.

Has snow ever fallen in the Valley?

Yes. A light dusting falls every few years in the north Scottsdale and Carefree area, but usually doesn’t stick for more than an hour.

The last time was Dec. 5, 2011. A larger snow event — nearly half an inch — blanketed the Phoenix area Feb. 2, 1939.

“And when dew points are really low and we get the coldest air from western Alaska, which pushes across western Canada, Washington, Oregon, Nevada and sometimes into California and Arizona.”

But one of the coldest recent snaps Vasquez could remember in Phoenix happened Jan. 12-15, 2013, when the overnight lows dipped to 31, 30, 30 and 29 degrees, respectively.

“I had been here for nearly 40 years and hadn’t seen a cold snap like that in Phoenix,” he says.

The same chilling stretch produced overnight lows of 25 in Scottsdale and 14 in Coolidge.

“Cold snaps like that, when the air is still and dry, are dangerous for farms,” especially in Yuma County, where much of the nation’s winter lettuce crop is grown, Vasquez says. “We watch those situations closely.”

Bear in need of a patient owner His name is Bear, but that’s just short for Teddy Bear, because this guy is a big ol’ softy!

Bear is a shy and gentle dog who needs a patient family that is willing to help him become a part of their life. The 4-year-old Pit Bull Terrier mix arrived at Maricopa County Animal Care & Control as a stray.

The shelter staff doesn’t know much about him, but a lot of things are new to Bear — including being petted and given affection.

Bear warms up quickly but is a bit nervous of new people. He just needs people to go slow and help boost his confidence.

Bear will need help learning how to walk on a leash. He will take a few steps and then stop in fear. He needs a family who will patient and is willing to work with him.
