The Arizona Legislature kicks off its session Jan. 11 when Gov. Doug Ducey visits the House of Representatives to deliver his State of the State speech. His address will outline his agenda for the coming weeks of work, but it won’t be the only game plan. Lawmakers had filed more than three dozen bills before year’s end, with many more expected: Filings routinely top 1,200 although many bills don’t get a hearing. The state budget will be a key issue in 2016, as it is every year. Unlike 2015, when lawmakers arrived at the Capitol having to deal with what was reported as a nearly $1 billion deficit, the state now has a surplus of cash. And seemingly everyone has designs on the estimated $220 million, from child welfare to border security to education. Those proposals may prolong what most expect to be a short legislative session, because history has shown that debate over how to spend extra money takes more time and debate than deciding how to cut programs. Ducey is almost certain to add to the debate with a tax-cut proposal, as he follows through on a campaign pledge to introduce a tax cut every year he’s in office. He’s said he wants to get the state’s income tax, which supports about half of the $9 billion state budget, “as close to zero as possible.” Expect a robust debate over funding for the K-12 and university systems. After the Legislature in October sent to the ballot a deal that would end a lawsuit over K-12 funding by adding $3.5 billion a year to the system, many expect little more, if anything, to be added to the funding pot. The ballot question goes before voters May 17. But Democrats, who are in the minority at the Legislature, have promised to revisit the settlement deal. They say it deprives future school generations of funding from the state land trust by withdrawing more money from the trust now. The universities, which took a $99 million cut to their finances, are already briefing lawmakers on their proposal to restore at least $25 million in funding. Proposals to expand “empowerment scholarship accounts” are likely to provoke heated debate. These accounts are a form of voucher, which holders can di-

Last year, the Legislature approved such accounts for low-income students from Arizona’s Indian reservations, but more ambitious proposals died. The 90-member Legislature has two new lawmakers, who were appointed to fill vacancies created when Sens. Ed

Ableser, D-Tempe and Kelli Ward, RLake Havasu City, resigned. Sue Donahue replaced Ward; Celeste Plumlee, DTempe, fills the House of Representatives seat that became vacant when Andrew Sherwood, D-Tempe, moved across the Capitol courtyard to take Ableser’s place in the Senate. Lawmakers also will have a chance to tweak, amend or further bills they approved in 2015. Last year’s bills included revised rules for smaller breweries; a compromise that allows ride-share companies such as Uber and Lyft to operate in Arizona; and approval of a voluntary travel ID that ends Arizona’s standoff with the

federal government over compliance with tighter identification standards for boarding commercial flights. The last session also saw the dissolution of the state Department of Weights and Measures into various programs that were parceled out to other agencies, primarily the Agriculture and Transportation departments. In addition, lawmakers merged the departments of Racing and Gaming. The mergers are part of Ducey’s move to shrink government; expect more consolidations this year. I think our familyâ€™s enjoyment of hunting came from my father who, as a farm boy in northern Indiana, used to hunt and trap small animals for their pelts. When he was 12, his Uncle Jake gave him a new hexagon barreled Remington pump 22 rifle. Our family still cherishes it today. Dad used to clean and stretch those pelts and sell them once or twice a year to traveling fur buyers who came through his town. During my earliest childhood in Michigan, I remember his annual deer and duck hunting trips. When we moved to Arizona, he soon became interested in this stateâ€™s even greater opportunities for hunting. My father and his hunting colleagues had some strict rules they followed and taught to us: Âť Never shoot anything you wonâ€™t eat. Âť Never shoot if you canâ€™t make a clean kill with one shot. Âť Always shoot your own game and donâ€™t shoot any game for which you havenâ€™t got a permit. Âť Clean and gut your game so none of the meat spoils. When he came back from hunting, he would cut up and package the meat in amounts of steaks, roasts and other cuts that our family could eat in a meal or two. We generally ate the heart, liver and glandular meat immediately, and the balance became hamburger. In the 1940s and 50s, we kept the meat in a frozen food locker we rented in Tempe. Later, it stayed in our own home freezer. As we got older, my brother Phil and I joined him in several hunts each year, including fall deer, elk and antelope hunts

and javelina, buffalo and various special hunts in the spring or other times. We often pre-scouted the area where we planned to hunt and checked the game movement during that season. Weather and natural feed cause the game to move in ever-changing patterns. Dad taught us to read the signs, including tracks, tree boughs, droppings, actual sightings and animal condition and feed. The hard part of farmers hunting is that some of us had to stay back and milk and feed the animals and run the farm so others could hunt. Farm work is seven days a week and never takes a holiday. If it was your turn to stay back, that was that. Mom usually accompanied the hunters, as she was a far better cook than any of us. Staying home, you had full use of our stock of home food, the refrigerator and whatever food mom made for those left behind. To supplement our game meat at the Tempe frozen food locker, here on the farm we raised a steer calf or two each year, butchering it as needed. Those calves we called Ferdinand, Ferdinand 1 and clear up to Ferdinand 14 as I remember. The frozen food locker was very important in our lives. Mom supplemented the frozen food with canned fruits and vegetables, jams, jellies and her baked goods. We even made root beer out of Hires root beer extract and our home bottling machine. We ate well. Arizonaâ€™s game environment remains healthy to this day thanks to careful hunting, good game management and hunters helping to fund the effort. Question: My ‘98 Dodge Durango is not switching in gears. I can’t get up to 30 mph. And it’s making this loud noise. I got a test for transmission, but no codes came back. Also my transmission temperature light is on. I got my transmission fluid flushed but not changed the filter. It still starts up and will drive and it’s actually a good truck, I just don’t know what do so with it at this point. I have a lot of miles on the car as well. Answer: I would check with a transmission specialist just to be sure there isn’t some underlying transmission problem. The real question seems to be whether or not to fix the vehicle given its age and mileage. It’s a common question at auto repair shops. Coming to terms with a loved oneâ€™s physical limitations, cognitive impairment, illness or mortality can be difficult at best. But not accepting the reality of those issues can be even more devastating for everyone when the unexpected happens, and it will. We often donâ€™t acknowledge, or we refuse to admit to, the changes of aging or illness because of the emotional toll it imparts on us and the subsequent follow-through that recognition necessitates. Inappropriate or dysfunctional behaviors can be a normal manifestation of several different illnesses. How do we ascertain that a situation is a function of the illness vs. some intentional behavior that pushes our buttons? Know whatâ€™s normal for your loved one â€” previously and currently. Check

in often. Read up on the diagnosis and do your homework. Most conditions have comprehensive websites. Formulate pertinent questions for doctor visits. Donâ€™t assume you have any kind of a handle on a situation when you are not regularly physically present. Make sure that people have powers of attorney in place other than their spouse. If you are in the position of needing to make a decision, take the time to understand the facts and reality of the situation. Listen to those who interact with loved ones frequently. A trusted observer is necessary. Both an open mind and heart, and a willingness to accept change, are essential when assessing a situation to identify the next steps.
