Tom and Susan Snooks could see the beautiful McDowell and Red mountains from the backyard of their Fountain Hills home. For years, they tried to figure out a way to capitalize on that view. But they didn’t consider themselves savvy about style and design, and certainly not about building something to give the backyard a better view. “My wife and I are both clueless about that sort of thing,� said Tom, a consulting actuary in health-care finance whose wife is an Episcopal priest.

The couple decided to hire architect Steve Judge after seeing work he had done for a friend. They had a consultation with Judge, who described himself as a lifestyle-driven architect. They all quickly clicked. “He was speaking my language and made my ears perk up. It was definitely a fit,� Tom said. “Steve immediately got what we were after.�

Urban condos are going up, up, up again in metro Phoenix Million-dollar condominiums with their own elevators are underway in north Scottsdale. Four-story town houses with skylights are planned near Arizona State University in Tempe. And sales are about to start for lofts overlooking central Phoenix’s Margaret T. Hance Park.

A mini-boom in cool, new urban housing is happening in metro Phoenix. Not a

full-fledged boom like in 2006 when almost 8,000 high-rise condos, lofts and town homes were planned — but fewer than half that many were built.

Now, about 800 new condos and town houses are underway in the Phoenix area. Most of the current projects are in city centers. Others are in neighborhoods with retail and offices within walking distance.

Developer’s changes to subdivision plans angers buyer

Home prices and features vary by neighborhood. Here are two examples of what you can buy for around $250,000.

J. Taylor and Sheila Melvin purchased this 5,334-square-foot home in Arcadia Block of Scottsdale.

Question: When we purchased our Mesa home, we were in the first phase of the subdivision project. The sales agent for the developer said Phases 2 and 3 of the subdivision project would have larger houses on larger lots. This sales agent also said that, because of these higher-priced houses in Phases 2 and 3, our lowerpriced home would have strong appreciation in value. The houses in Phase 2 have recently been completed, and these houses are exactly the same size as houses in Phase 1. Even worse, however, the development of Phase 3 is scheduled to have smaller homes with higher density, including a condominium project.

Do we have a claim against the developer for damages because of the sales agent’s untruthful representations about Phases 2 and 3?

Answer: If the sales agent knew that the representations about Phases 2 and 3 were false, you should have a claim against the developer for the fraudulent representations of the sales agent. If the sales agent honestly and reasonably believed that Phases 2 and 3 would have larger houses on larger lots, and due to an unforeseen change in circumstances — for example, financial difficulties that required the developer to change the construction of homes in Phases 2 and 3 — you probably would not have a claim for damages.

“We love it,” Tom said.

Judge has worked as an architect for 18 years. He focuses on residential architecture, designing new homes, renovations and additions to existing homes. According to Judge, an architect plays a key role in creating a home that will ultimately have the stamp and style of the owner, while ensuring the building is a safe.

Architects may offer different services. Judge will walk through a home with a prospective buyer or take a project from conception to finished product. Architects can be hired to do small rooms, home additions and house-layout changes. Most are trained to design homes for any taste.

One of the most important roles that Judge and other architects have is that of construction administrator. This service includes weekly on-site meetings with builders to oversee work from the previous week and anticipate what is coming up. Architects often will be the liaison with the builder, saving their clients money by avoiding mistakes.

Judge offers ancillary services, such as creating blueprints for those selling their home so buyers have a floor plan that can be used for future plans.

Most architects have a fee structure based on a percentage of construction.

For those concerned about the cost, Judge offers practical advice.

“You have to find someone that fits your budget,” he said. “You wouldn’t hire someone who designs skyscrapers to help with your home. You are going to hire the right architect for your project.”

Judge cautions people about contractors or builders who design houses without an architect’s license. Many home flippers make major modifications to homes without an architect, and that can put the potential buyer in harm’s way.

By law, architects are needed for any job that requires a city permit. That would include changing bearing and nonbearing walls, plumbing fixtures or electrical work. Architects are not required for such cosmetic changes as floors, cabinets and painting. Judge emphasized that the law was not created to curtail creativity but to serve the community.

“The process was put in place for a reason — to protect the health, safety and welfare of the public,” Judge said. “That is my job as charged by the state of Arizona. If you are not getting an architect, you are putting yourself in danger.”

Architect Daniel Eastburn says that when hiring an architect, you should call references and check the Arizona State Board of Technical Registration to make

sure the architect has no complaints filed against him or her.

He also says it’s important to find out the architect’s specialty and make sure he or she is a fit for your project. Working with an architect is an intimate relationship that requires a certain chemistry and comfort level between both parties.

An architect also will learn a lot about a client’s lifestyle to integrate their needs into the project.

“When you’re getting into the lifestyle of the client, it gets pretty deep,” said Eastburn, who interviews his clients about their likes and dislikes, their passions and other preferences. “That should come across in the design. The architect ideally is someone who can digest all of those things to produce a great product.”

The architect also works with the builder to protect the homeowner from problems and to keep the construction process on schedule.

“An architect is really very important,” said Eastburn, owner of Design Barbarians Architects.

Deter break-ins during holiday vacations Last year, I had the opportunity to travel to Iowa to visit family during the holidays. When I locked my condo, I realized how many safety tasks I needed to take care of to protect my home.

Here are a few tips that will give you peace of mind during your vacation: Make sure your rent is paid before you leave. Itâ&#x20AC;&#x2122;s easy to forget during the busy holiday season and even easier to forget when holidays fall at the end of

the week. Arrange for payment in advance.

Let your apartment manager know you are planning to be away. They will make sure to stay on the lookout while you are traveling.

Lock away key valuables. If you have jewelry or precious items, put them in a safe in your home. Break-ins tend to increase over the holiday season.

Invest in light timers. A couple strategically placed timed lights will deter

criminals from choosing your rental home. One or two timed lights seen in the front window can make a big difference.

Unplug unnecessary electronics and appliances. These energy vampires are using power while youâ&#x20AC;&#x2122;re away. Unplug them and save some money. Turn off the heat while you are gone. too and save additional dollars.

Park your car in a safe place. If you donâ&#x20AC;&#x2122;t have a locked garage or monitored parking area, consider moving your car to a safer, guarded location. A car that

hasnâ&#x20AC;&#x2122;t moved in five days can be too much temptation for some criminals.

Move the hide-a-key inside. Many of us leave a hidden key for roommates, spouses and kids who may get locked out. When leaving for more than a few days, bring the key inside. Bad guys know where to look for spare keys.

Be careful about social media while youâ&#x20AC;&#x2122;re away. . Beware of posting photos of you and the family on the beach in Mexico. Broadcasting you are gone could alert criminals to visit your empty home.

Why do the owners living in this park pay 2.2% tax rate on the base amount of space rent for the use of that piece of dirt? Park managers say they â&#x20AC;&#x153;have to collect 2.2% - itâ&#x20AC;&#x2122;s the lawâ&#x20AC;?. We pay separate property tax to the state annually; so why does the state want an additional 2.2% tax?
