f you’re buying your first home, no doubt you want it all.

Chances are, however, your budget doesn’t include a gourmet kitchen with commercial-style appliances, guest casita, four-car garage or custom finishes.

A starter home is just that: a starting place. Such houses contain features you need, rather than those you desire. You’ll typically find two or three bedrooms, car-

peting in living areas, tile flooring in bathrooms, a yard for the kids and a kitchen that might be smaller than you want but will do the job.

Most entry-level buyers “have high expectations,� said Rex Schofield, associate broker with Realty Executives in Glendale. “To expect those things is one thing.� Finding them rarely happens.

etro Phoenix’s housing market continues to slow.

Sales and prices dipped slightly in September, according to the Arizona Regional Multiple Listing Service’s latest Stat report.  Last month, 6,252 houses sold across the Valley. That’s down 3 percent from August and down 2.7 percent from September 2013.  The median home price dipped to $194,000 from $195,000 in September.

The area’s median sales price is still up 5 percent from September 2013.  The forecast from ARMLS’ pending-sales index is for the median sales price to fall to $191,000 at the end of October.

However, there are positive signs as well. Âť Houses are selling a little faster.

The number of days it took for a house to sell fell in September to 84 days from 88 days in August. Âť Supply is falling with demand.

The number of houses for sale dropped to 23,555 in September, compared with 24,220 in August.

What’s particularly interesting is the median price of houses listed for sale during September was $224,800 compared with a median price of $215,000 in August. Could it be that prices will tick up a bit in November? “There were no surprises in September,� said real-estate analyst Tom Ruff of the Information Market, a division of ARMLS. “Home prices are stable, and anticipated declines in October can be attributed to modest downward pricing pressure as well as seasonal patterns.�

Home prices and features vary by neighborhood. Here are two examples of what you can buy for around $750,000.

Question: We are senior citizens living in Surprise. Our only child is our son who lives in Ohio. In order to avoid probate, we have placed all of our assets, such as mutual funds, in P.O.D. (payable on death) accounts with our son. We own our home as joint tenants with right of survivorship, and we would like to add our son to the title. Our son has bad credit, however, and we do not want our son’s creditors to try to attach any interest that our son would have in our home. If we don’t add our son to the title to our home, will our home have to go through probate after both of us die? Should we put our home in a revocable trust?

Answer: If you do nothing, and the equity in your home is less than $75,000 when both of you die, the home may be eligible for transfer by affidavit to your son without probate. Otherwise, your Surprise home will have to be transferred to your son through probate proceedings. Because all of your assets except the home are in P.O.D. accounts, I would not recommend a revocable living trust just for the home.

What I would strongly recommend, however, is a beneficiary deed to the home by both of you to your son. This beneficiary deed would be recorded now, but your son would have no interest in the home until after both of you die. You can find the form in Arizona Revised Statutes Section 33-405.

Q: My husband and I own rental homes in Queen Creek. A woman recently applied to rent one of our homes and admitted that she is undocumented immigrant. She does have proof of income and otherwise seems like a good prospective tenant. Can we rent to her?

A: There is no prohibition against you renting to a person not authorized to live in the United States. Conversely, there is no fair-housing law or other law that would require you to rent to an undocumented person, but the reason for not renting cannot be based on race or ethnic background.

Still, a starter house — one priced between $100,000 and $200,000 — should feel like a home. Your home. “It should make you happy,� said Lori Cortright, associate broker with Realty Executives in Glendale. “It should be better than living in an apartment.�

Approach the buying process with realistic expectations. Look in neighborhoods across the Valley to find the best home for you, said Bonnie E. Morris, broker/owner of Sunshine Realty Professionals in Chandler.

Schofield recommends buying as much as you can for the money.

That value will be important when you sell the home, said Julie Antunes, a Realtor with Russ Lyon Sotheby’s International Realty in Scottsdale.

Because you’ll likely want to eventually move up to a more expensive home, you want a place that will build equity.

Here’s a look at some of the typical features you’ll find in a starter home: Appliances Although many buyers want stainless-steel appliances, those are more expensive than the white or biscuit refrigerators and stoves found in starter homes. “White is definitely preferred over bisque or biscuit,� Antunes said.

Countertops You might be able to find granite countertops, depending on the location of the house and factors such as whether the home is new construction or a resale

In Shea Homes’ Ridgeview at Johnson Ranch community in San Tan Valley, for example, slab granite countertops are standard. Homes there start at $148,990.

With a resale home, however, it’s more likely that the counters will be made of granitelike laminate or granite tiles, not slab granite, which is more costly, Antunes said.

Square footage Expect the house to have 1,500 square

feet or less.

Floor plans New and newer homes will have more open floor plans. “Look for a desirable floor plan so that when (you) are ready to move, it will appeal to a broad buying population,�

Antunes said.

Number of bedrooms Two or three bedrooms is standard, with three being preferable from a resale standpoint.

Number of bathrooms

Look for a home with two bathrooms, or at least 1.75 bathrooms (this typically means one bathroom has a toilet, sink, tub and shower and the other has everything but the tub), Antunes said.

Flooring Some older homes may have laminate flooring in kitchens and bathrooms, but tile is also common. Generally you’ll find carpet in the living areas.

Parking A two-car garage is preferable and common on new homes; however, many starter homes have carports.

Covered patio Most homes come with a covered patio and yard that’s ample for the kids and their toys.

Storage space New homes probably will have more storage than older ones, but the amount will depend on the floor plan.

Question: Recently, my landlord commented that he would like the utility company to individually meter the units so the tenants can pay their own electric bills. I moved into my apartment community because utilities are included with the rent.

33-1341 (B) provides that a ruler or regulation adopted after a tenant enters into a rental agreement is enforceable only if a 30-day notice of its adoption is given to the tenant and it does not constitutes a substantial modification of the rental agreement.

Requiring tenants to now pay the electric bills, which were previously the responsibility of the landlord would surely constitute a substantial modification of the rental agreement and would be unenforceable.
