One of the many features that Dawn and Marc Richter loved about their newly purchased Scottsdale home was a waterfall built into the foyer wall. “We fell in love with it — and we fell out of love with it,� Dawn Richter said.

Now, two months after the family moved in, it’s destined for the Dumpster.

Many homes are not picture-perfect when they are first purchased. Buyers must figure out

anking cities and states based on all kinds of data is popular for real-estate researchers and brokerages. Many of the surveys are helpful; others are simply entertaining.

Here’s a rundown on some recent ones:  Metro Phoenix has the highest number of homes flipped for a profit, 1,438, during the second quarter of this year, according RealtyTrac.

Los Angeles was second with 1,371 flips, Miami third with 1,290. Home flippers in Pittsburgh earned the highest profits, an average of 106 percent.  Phoenix is the eighth most affordable big U.S. metro in which to buy a home, according to mortgage research firm HSH.com. The typical Valley buyer needs to earn $41,250 a year to afford a median-priced home based on current interest rates, the company said. Pittsburgh is the nation’s most affordable metro area; San Francisco is least affordable.  Zillow, not surprisingly, reports it costs more to rent than buy in every major U.S. city. It says Phoenix-area homebuyers would spend less than 18 percent of their income to own a home vs. almost 27 percent to rent one.  Data firm Niche calls Phoenix the 16th best metro out of 25 for Millennials. Pittsburgh ranked No. 15. Niche used census data on rents, incomes and racial diversity and then information on shopping, universities, sports teams and entertainment venues. New York City ranked first; Atlanta was last.  About 20 percent of all Arizona homeowners are still underwater, according to RealtyTrac. Nevada has the highest rate of underwater homeowners at 32 percent.

Question: Our family owns 40 acres of farmland in Buckeye. The market for farmland in Buckeye is improving and we should make a substantial profit if we sell. Our CPA says we should sell this land and then buy shopping-center land for long-term development near the football stadium in Glendale. We are concerned, however, about paying taxes if we use the money. We also have been told by our CPA that we can sell the Buckeye land and buy the land in Glendale without paying taxes. Is that true?

Answer: You have been told by your CPA about a “Starker� exchange, which is a delayed tax-deferred exchange of properties. In general, in a “Starker� exchange you can sell your Buckeye farmland, and within 45 days designate up to three parcels of Glendale shopping-center land as your like-kind exchange property. If you close on the purchase of any parcel of Glendale shopping-center land within 180 days after the sale of your Buckeye land, you should be able to defer any taxes on the capital gain made on the sale. You are not allowed, however, to have access to the sale proceeds from the sale of the Buckeye land.

You must retain a Qualified Intermediary to receive the sales proceeds, then the QI will use these sale proceeds to buy the parcel of Glendale land. Most title companies have companies that can act as a QI. Your CPA or your attorney also should be able to give you the names of companies that can act as a QI.

The options Homeowners have many options when remodeling.

They can do the work themselves if they happen to be handy and have lots of time.

They can hire subcontractors for each project. Or, they can hire a general contractor to get it all done. With large jobs involving additions, plumbing or permits, a general contractor can be essential.

The Richters searched for a long time for a home for their family of four. Neither Dawn nor Marc had the constitution for a fixer-upper, and new builds were rare in the area. So when they found a partially remodeled, 4,000-plus-squarefoot home on an expansive acre lot, they jumped on it. “We believed that this was a job we could tackle,� Dawn Richter said. “It wasn’t too overwhelming; we knew we could remodel it and make it our own.�

Like the Richters, Tiffany and Chris Spiekerman planned to hire subcontractors to help with the remodel of the 3,200square-foot house in Arcadia that they bought this year.

But the process became tedious and time-consuming, involving getting references, setting up appointments, meeting with subcontractors and sorting through bids.

And when Tiffany Spiekerman discovered a crack in the sewer line, the once-manageable project became overwhelming. She decided to hire a general contractor. “Once I got started, our wants and needs grew,� she 3052

The steps According to Phoenix general contractor Mike Murphy, owner of Tiara Sun Development, the first thing to do when remodeling your house is determine your theme or style. “Most people I work with know what they want — whether it is traditional, contemporary or timeless,� said Murphy, whose jobs usually start at $50,000.

Some of Murphy’s clients have a knack for design. If not, he recommends interior decorators who specialize in certain styles.

Next is budgeting. It is important to understand all that is required for a project, even a small one. A bathroom, for example, involves everything from a tub to a toilet-paper dispenser.

Prioritizing also plays a big part. The Richters’ to-do list has had several iterations. “We made a list that has changed 100 times,� Dawn Richter said. “We thought some things were a priority and then realized they were not practical, so they were changed.�

After identifying what projects to tackle first, make selections and then revisit the budget to make sure everything is still on track. When budgets go over, a choice needs to be made to either spend 3070

Know when different rules apply Many multicomhousing plexes â&#x20AC;&#x153;went condoâ&#x20AC;? a few years ago, but after the market dipped, many of those units reverted back to rentals â&#x20AC;&#x201D; creating complex maintenance and leasing issues. We split this column over two weeks; last week we covered who is responsible for repairs and

medical-marijuana lease addendums. Âť Crime-free addendums.

Apartment communities remain committed to being crime- and drug-free communities. Many responsible management companies use these addendums to hold their tenants responsible for keeping their communities safe.

This lease addendum protects renters and the commu-

nities they live in by stipulating that those found engaging in illegal activities can be immediately evicted. Individual owners with renters conducting illegal activities may not be able to evict quickly without this addendum, creating a safety situation for others in the community. Be sure to ask if the individual owners in your community are enforcing the same rules.

Âť Lease terms. Typically management companies will sign leases in six-, 12- or 18month increments encouraging stability within the community. They also normally conduct screenings of future tenants to review credit, criminal and eviction histories. Individual owners of units do not have to conduct these screenings, and they can sign leases for shorter terms or do monthto-month leases. Although there may not be issues with this, itâ&#x20AC;&#x2122;s certainly something to be aware of as a renter.

When you are apartment hunting, be sure to ask if there are privately owned units within the community and where they are located. If you know the community was a condo conversion, you should ask more questions to understand the impact on your lifestyle. Also, ask about their enforcement of community rules and how management handles these issues.
